THEY HAVE SEVERAL EVENTS PLAN THAT BOARD MEMBERS WILL ATTEND AND WE REALLY APPRECIATE THEM VERY MUCH.
GREAT JOB, MICHELLE HOLIDAY AND STUDENTS.
OUR NEXT RECOGNITION IS OUR MONTHLY RECOGNITION OF OUR INSPIRE EXCELLENT AWARD WINNERS.
I THINK WE HAVE OUR FIRST IS FROM EUBANKS INTERMEDIATE SCHOOL. MISS SHUTLER.
I AM HERE TO SHARE WHO ARE INSPIRED EXCELLENCE TEACHER IS, I WROTE IT DOWN BECAUSE I'M AWFUL ABOUT JUST GOING OFF AND STARTING TO TALK ABOUT ALL KINDS OF THINGS.
EUBANKS IS PROUD TO SHARE THE INTERMEDIATE INSPIRE EXCELLENCE TEACHER FOR THIS MONTH IS SARAH SMART.
SHE GOES ABOVE AND BEYOND FOR HER STUDENTS EVERY DAY.
HERE ARE SOME GREAT THINGS APPARENT SHARED ABOUT SARAH.
SARAH IS BRILLIANT AND SUCH A HUGE ASSET AT EUBANKS, WHILE SHE MOVED OVER THERE THIS YEAR, SHE HASN'T SKIPPED A BEAT HELPING HER STUDENTS GET ACCLIMATED TO BE SUCCESSFUL.
I KNOW MY DAUGHTER IS IN THE BEST HANDS IN LANGUAGE SCIENCE BECAUSE OF SARAH SMART.
SHE HAS GIVEN MY GIRL A NEW SENSE OF COMPETENCE AND BUILT UPON THAT DAILY.
SHE INSPIRES MY DAUGHTER DAILY TO KEEP READING AND KEEP TRYING THROUGH ALL THE CHALLENGES.
SARAH HOLDS HER STUDENTS ACCOUNTABLE, WHICH THEY LOVE AND FEEL HER LOVE FOR THEM.
SARAH SMART IS WONDERFUL AT PARTNERING WITH PARENTS SO THE STUDENTS CAN BE SUCCESSFUL.
BEING PART OF LANGUAGE SCIENCE PROGRAM ISN'T ALWAYS EASY, BUT IT'S ALWAYS FUN WITH SARAH SMART.
SARAH IS ALWAYS ENCOURAGING AND MOTIVATING TO HER STUDENTS ALL
[00:10:02]
WHILE CHALLENGING THEM TO WORK HARD AND KEEP THEIR HEADS HELD HIGH.MY DAUGHTER WOULDN'T BE HERE TODAY WHERE SHE IS WITHOUT SARAH SMART.
WE ARE SO PROUD OF MS. SMART AND THANKFUL FOR ALL THAT SHE DOES FOR OUR EUBANKS STUDENTS AND SO I WANTED TO SAY THANK YOU AND SARAH SMART.
OUR NEXT INSPIRED EXCELLENCE TEACHER IS FROM DAWSON MIDDLE SCHOOL, MS. LEONARD.
>> GOOD EVENING, DR. LEDBETTER, PRESIDENT BRYAN, AND BOARD OF TRUSTEES.
I'M HONORED THIS EVENING TO ANNOUNCE OUR INSPIRE EXCELLENCE RECIPIENT IS MR. CHASE HOWARD.
MR. HOWARD IS IN THE 5TH YEAR AS DIRECTOR OF BANDS AT DAWSON MIDDLE SCHOOL.
HE IS RESPONSIBLE FOR OVERSEEING THE 240-STUDENT PROGRAM AT BOTH DAWSON AND EUBANKS INTERMEDIATE, WHICH ENCOMPASSES NINE BEGINNER CLASSES IN FULL CONCERT JAZZ BAND.
PRIOR TO HIS APPOINTMENT AT DAWSON, MR. HOWARD WAS THE ASSISTANT DIRECTOR OF BANDS AT MARCUS HIGH SCHOOL IN FLOWER MOUND, WHERE THE BAND, SUCH AS ACCOLADES AS HONOR BAND OF TEXAS IN 2014, 68 STATE MARCHING CHAMPIONS IN 2014, AND GRAND NATIONAL FINALIST IN 2013 AND 2017.
HERE'S A PROUD GRADUATE OF LOUISIANA STATE UNIVERSITY, AND HE GREW UP DOWN THE ROAD TO SOUTHLAKE AND FLOWER MOUND.
HERE ARE JUST A FEW THINGS THAT OUR STUDENTS, PARENTS, AND STAFF HAVE TO SAY ABOUT MR. HOWARD.
HE IS ONE OF THE MOST POSITIVE, ENCOURAGING, AND FUNNY PEOPLE YOU WILL EVER MEET.
HE IS SO POSITIVE ALL THE TIME, WHICH IS REALLY IMPORTANT WHEN TEACHING BEGINNER BAND STUDENTS.
HE ALSO HOLDS HIS STUDENTS TO A HIGH STANDARD AND IS ALWAYS PUSHING THEM TO BE THE BEST THEY CAN BE AS MUSICIANS AND AS PEOPLE.
LEARNING TO PLAY AN INSTRUMENT CAN BE FRUSTRATING AND STRESSFUL EXPERIENCE, BUT MR. HOWARD WORKS REALLY HARD TO ENCOURAGE STUDENTS EVERY STEP OF THE WAY, EVEN FROM THE FIRST DAYS OF BEING ABLE TO GET A SOUND OUT OF THEIR INSTRUMENTS, LITERALLY.
MR. HOWARD STAYS POSITIVE, HE KEEPS IT FUN AND HE HELPS STUDENTS BE SUCCESSFUL.
HE HAS A GIFT OF BEING ABLE TO GIVE CONSTRUCTIVE FEEDBACK IN SUCH POSITIVE WAY THAT STUDENTS ARE LEARNING AND IMPROVING WITHOUT GETTING DISCOURAGED.
HE ALSO PUTS IN THE EXTRA WORK TO GIVE STUDENTS INDIVIDUALIZED FEEDBACK SO THAT ALL ARE ABLE TO GROW AND IMPROVE NO MATTER WHAT LEVEL THEY ARE IN.
ADDITIONALLY, HE WORKS HARD TO CREATE THE COMMUNITY AND THE BAND PROGRAM WHERE STUDENTS ARE ALL FRIENDS, SUPPORTING EACH OTHER TO BE THEIR BEST.
ONE STUDENT SAID, "WHEN I STARTED SEVENTH GRADE AT DAWSON, A LOT OF THINGS WERE NEW AND STRESSFUL, AND IT WAS SO NICE TO GO TO THE BAND HALL AND PLAY SOME MUSIC WITH MY FRIENDS.
IT WAS SUCH A POSITIVE AND WELCOMING PLACE.
I'M SO GRATEFUL TO HAVE MR. HOWARD AS ONE OF MY TEACHERS BECAUSE HE HAS ALWAYS INSPIRING EXCELLENCE IN ALL OF US." FOR THAT, I'D LIKE TO INTRODUCE MR. HOWARD. [APPLAUSE]
>> CONGRATULATIONS MR. HOWARD.
>> WE'VE INTRODUCED A NEW CATEGORY OF RECOGNITION LAST MONTH AND THIS MONTH WE'RE RECOGNIZING OUR DRAGONS SUPER SUBSTITUTE OF THE MONTH, AND I BELIEVE MICHELLE HOLIDAY YOU'RE UP.
>> GOOD EVENING AGAIN, MR. BRYAN, DR. LEDBETTER, BOARD OF TRUSTEES, AND DISTRICT LEADERSHIP TEAM.
I CAN NEVER GET THIS THING THE RIGHT HEIGHT FOR ME.
FIRST I WANT TO THANK ALL THE SUBSTITUTE TEACHERS ACROSS THE DISTRICT FOR WHAT THEY DO FOR EACH OF OUR CAMPUSES.
IT WOULD BE HARD TO FUNCTION ON OUR CAMPUSES WITHOUT OUR SUBSTITUTES WORKING WITH US, IF WE HAVE ANY OF YOU HERE, ARE ANY OF YOU WATCHING, THANK YOU SO MUCH FROM THE BOTTOM OF MY HEART FOR ALL YOU DO.
NOW, IT'S MY HONOR AND PRIVILEGE TO INTRODUCE THIS MONTH'S DRAGON SUPER SUBSTITUTE OF THE MONTH.
[00:15:01]
THIS IS LACEY WHITT.[APPLAUSE] AS WE NOTICE AND RECOGNIZE SUBSTITUTE TEACHERS WHO EXEMPLIFY HIGH STANDARDS OF EXCELLENCE AND GO ABOVE AND BEYOND TO FILL IN WHEN OUR CAMPUS NEEDS THEM THE MOST.
MS. WHITT BUILT AN OUTSTANDING REPUTATION WITH OUR STAFF AND OUR STUDENTS AND WE CONSIDER HER NOT JUST A SUBSTITUTE, BUT A PART OF OUR JES FAMILY.
SHE ACTUALLY IS, SHE HAS TWO STUDENTS, THEY GO TO SCHOOL ON OUR CAMPUS.
SHE'S USUALLY ONE OF THE FIRST SUBSTITUTES THAT OUR TEACHERS CALL ON WHEN THEY'RE GOING TO BE ABSENT.
I THINK YOU'RE BOOKED ALL THE WAY THROUGH MAY NOW.
>> SUMMER SCHOOLS ARE EXCELLENT.
>> THAT'S RIGHT. BUT EVEN IF SHE DOESN'T HAVE A JOB, SHE'S ALWAYS WILLING TO IF WE CALL HER AT 07:15 IN THE MORNING, SHE THROWS ON SOME CLOSING COMES UP, AND HELPS US OUT.
SHE'S ALWAYS WILLING TO JUMP IN THAT LAST MINUTE.
SHE'S ALSO ONE OF THOSE UNICORNS THAT DOES NOT ONLY JUST ENJOY BUT PREFERS SERVING IN OUR YOUNGER CLASSES, INCLUDING KINDERGARTEN. THAT'S A TOUGH ONE.
IF YOU'RE IN CAMPUS MUCH YOU KNOW, THAT THOSE ARE HARD JOBS TO FILL.
IT'S AN ABSOLUTE HONOR TO SERVE THIS COMMUNITY ALONGSIDE EXCEPTIONAL STAFF SUCH AS MRS. WHITT, WANT TO PERSONALLY THANK HER FOR ALL SHE DOES FOR OUR STUDENTS, AND CONGRATULATIONS ON THIS BEING OUR OCTOBER DRAGON SUPER SUBSTITUTE OF THE MONTH.

[00:26:15]
>> AGAIN, CONGRATULATIONS, 39.
DR. LEDBETTER, LAST YEAR I KNEW WE WERE THE MOST PER CAPITA ON ANY ISD CAMPUS IN THE STATE ARE WE ABOUT THERE?
>> I WOULD SAY IT'S PRETTY CLOSE.
I DON'T HAVE THE ACCURATE DATA AT THIS POINT, BUT I WOULD ARGUE IT'S PROBABLY VERY CLOSE.
>> I KNOW ALAN WAS CELEBRATING WITH 26 AND THEY HAVE ABOUT 50,000 STUDENTS, IS THAT ABOUT RIGHT THERE, MR YEAGER? CONGRATULATIONS, WE'RE SUPER PROUD OF ALL OF OUR STUDENTS.
NEXT AGENDA ITEM IS PUBLIC COMMENTS.
MS. SHELTON, DO WE HAVE ANY PUBLIC COMMENTS TONIGHT?
>> WE DO NOT HAVE ANY PUBLIC COMMENTS THIS EVENING.
>> OKAY. MOVING ON TO ITEM NUMBER 6 ON THE AGENDA WHICH IS CONSIDERATION AND POSSIBLE ACTION ON ANY MATTERS ADDRESSING EXECUTIVE SESSION.
WE DON'T HAVE ANY, SO WE'LL MOVE ON TO ITEM 7,
[7. PRESIDENT'S REPORT]
WHICH IS THE PRESIDENT'S REPORT.BEFORE WE DISCUSS ANY COMMITTEE REPORTS, I WOULD LIKE TO ADDRESS A FEW ITEMS THAT ARE OF INTEREST TO THE COMMUNITY.
FIRST, IN OUR THOUGHTS AND PRAYERS, WE REMEMBER ISRAEL AND ALL THE INNOCENT LIVES IMPACTED BY THE RECENT ATROCITIES COMMITTED IN THAT REGION OF THE WORLD.
MAY PEACE, COMFORT AND HEALING BE WITH THEM DURING THESE VERY DIFFICULT TIMES.
SECOND, OCTOBER IS BREAST CANCER AWARENESS MONTH.
WE ENCOURAGE EVERYONE TO STAND TOGETHER TO RAISE AWARENESS AND OFFER SUPPORT TO THOSE THAT FIND THEMSELVES IN A BATTLE WITH THIS DEADLY DISEASE.
LASTLY, OCTOBER IS ALSO PRINCIPAL APPRECIATION MONTH AND THEY ALL LEFT, DR. LEDBETTER.
[LAUGHTER] MAYBE SOME ARE WATCHING ONLINE.
WE RECOGNIZE THE IMPORTANT WORK AND APPRECIATE THE VITAL ROLE THAT ALL OF OUR PRINCIPALS HERE AT CARROLL ISD PLAY.
YEAR AFTER YEAR WE ARE RATED ONE OF THE TOP DISTRICTS IN THE STATE AND THAT IS BECAUSE OF THEIR TIRELESS EFFORTS DAY IN AND DAY OUT.
THANK YOU ALL FOR YOUR COMMITMENT TO PROVIDING OUR CHILDREN THE VERY BEST EDUCATION AND INSPIRING EXCELLENCE IN THEM EVERY SINGLE DAY.
THANK YOU TO ALL 11 OF OUR PRINCIPLES.
DO WE HAVE ANY UPDATES ON COMMITTEE REPORTS?
>> PRESIDENT BRYAN, I HAVE [NOISE] AN UPDATE ON THE SCHOOL HEALTH ADVISORY COMMITTEE.
WE HAD OUR FIRST MEETING FOR THE YEAR ON SEPTEMBER 28TH.
MANY PEOPLE MAY NOT KNOW THAT WE HAVE A ROTATING SCHEDULE WHERE YOU'RE COMMITTED BEYOND THE COMMITTEE FOR TWO YEARS.
EVERY YEAR ABOUT HALF THE PEOPLE ROLL-OFF AND SOME NEW PEOPLE JOIN, SO WE WELCOMED NEW MEMBERS.
EVERY YEAR THAT WE START OFF, WE SELECT A NEW CHAIRPERSON.
ACTUALLY, I SHOULD SAY, I MAY I'VE HAD THE PLEASURE OF BEING ON THIS COMMITTEE FOR I THINK I'M GOING ON FOUR YEARS NOW, AND I ACTUALLY THINK IT'S ONE OF THE MOST IMPORTANT COMMITTEES THAT WE HAVE.
OBVIOUSLY WE'RE TALKING ABOUT STUDENT HEALTH AND EVERYTHING AND ANYTHING ABOUT HEALTH, BUT WE SELECTED A NEW CHAIRPERSON, HER NAME IS CHRISTINE KING.
THE COMMITTEE COLLECTIVELY SELECTED HER.
WE JUST GENERALLY TALKED ABOUT THE PURPOSE AND SOME BYLAWS AND SOME THINGS WE WOULD BE DISCUSSING DURING THE YEAR.
IN PARTICULAR, TEXAS LAWS, THERE'S A FEW LAWS THAT WE HAVE TO MAKE SURE ARE IN PLACE IN THE DISTRICT.
ONE PARTICULAR ONE THAT HAS GOTTEN A LOT OF ATTENTION THE LAST YEAR IS TRAFFICKING VICTIMS PROTECTION ACT.
WE HAVE SOME REQUIREMENTS AS A SCHOOL DISTRICT TO MAKE SURE THAT STUDENTS HAVE A MINIMUM AMOUNT OF TRAINING AROUND TRAFFICKING AND SOME OF THE THINGS THAT,
[00:30:01]
HOW CHILDREN ARE TARGETED AND SO THEY CAN SEE THOSE SIGNS.THE DISTRICT IS IMPLEMENTING SOME TRAINING.
IN PARTICULAR THROUGH A THIRD PARTY CALLED ALLIANCE FOR CHILDREN, THEY'RE GOING TO COME IN AND DO THIS TRAINING FOR US.
THEY'RE DOING IT IN MANY, MANY OTHER DISTRICTS AND IT'S OF NO COST TO OUR DISTRICT TO IMPLEMENT THAT.
THAT'S REALLY JUST A HIGH LEVEL SUMMARY OF WHAT WE'VE TALKED ABOUT.
>> EXCELLENT. THANK YOU, TRUSTEE LEONARD.
>> WE HAD OUR FIRST DAC, DISTRICT ADVISORY COMMITTEE, MEETING ON OCTOBER 3RD.
IT WAS MY FIRST TIME TO BE PART OF THIS COMMITTEE.
WE WELCOME THE NEW ONES AND OBVIOUSLY WE THANKED THE ONES THAT WERE STILL THERE SERVING FOR THEIR SECOND YEAR.
OUR ELECTED COMMITTEE CHAIR FOR THIS YEAR IS CHRISTINE GARCIA.
THAT'S ONE OF OUR BIG JOBS ON THIS COMMITTEE IS FIGURING OUT WHAT WORKS AND WHAT DIDN'T WORK.
WE HAVEN'T GONE THROUGH CHRISTMAS YET BUT WE'VE GONE THROUGH THE BEGINNING OF THE YEAR AND OUR TEACHER FEEDBACK WAS THE WEEK THAT WE NORMALLY DO IN ELEMENTARY SCHOOLS THAT WE DO ALL OF THE ELEMENTARY TESTING TO SEE WHERE THEY ARE, WE HAD SCHEDULED THAT DURING LABOR DAY WEEKEND OR LABOR DAY WEEK INSTEAD OF THE FIRST WEEK OF SCHOOL AND THE TEACHER FEEDBACK WAS THAT DID NOT GO VERY WELL.
IT WAS QUITE A BIG DISRUPTION TO THE INSTRUCTIONAL LEARNING TIME.
TO INSTEAD OF DOING IT THE FIRST WEEK WHEN THEY'RE LEARNING THE RULES AND THE BOUNDARIES.
BY PUSHING IT A FEW WEEKS OUT IT SEEMED TO BE QUITE THE MESS.
WE ARE STILL DISCUSSING CALENDAR AND WE WILL BRING IT TO THE BOARD IN NOVEMBER.
>> STACY, ANY OTHER COMMITTEE REPORTS? I HAVE ONE LAST ONE.
LAST WEEK WE MET ON THE SAFETY AND SECURITY COMMITTEE MEETING.
MR. NICO RAY IN THE MEETING DID AN EXCELLENT JOB FOR HIS FIRST SAFETY AND SECURITY COMMITTEE MEETING.
WE ELECTED A CHAIR AND A SECRETARY AND WE'RE VERY EXCITED THAT ALL THE COMMUNITY MEMBERS WERE THERE.
TRUSTEE SEXTON AND I ARE THE TWO TRUSTEES ON THIS COMMITTEE AND WE JUST APPRECIATE THE COMMUNITY VOLUNTEERING AND ATTENDING AND SPENDING THEIR TIME ON THESE COMMITTEES.
WE COULDN'T DO IT WITHOUT THEM.
THANK YOU FOR ALL OF THE ADMIN STAFF, TEACHERS THAT ARE ALSO ON THESE COMMITTEES.
IT'S TAKEN INTO THEIR FAMILY TIME, WE REALLY APPRECIATE THEM DOING THIS.
I WILL REMIND EVERYBODY THAT THIS YEAR ALL OF OUR COMMITTEES ARE OPEN TO PUBLIC INVOLVEMENT SO EVEN IF YOU'RE NOT ON A COMMITTEE OR ASSIGNED TO A COMMITTEE, YOU ARE WELCOME TO ATTEND.
YOU CAN OBSERVE, YOU CAN LISTEN, YOU CAN'T GET INVOLVED IN THE MEETING, BUT YOU ARE MORE THAN WELCOME TO ATTEND THESE MEETINGS AND HEAR AND SEE WHAT'S GOING ON AS THEY PROGRESS.
THANK YOU COMMUNITY, THANK YOU TRUSTEES FOR YOUR PARTICIPATION AND DR. LEDBETTER FOR YOU AND YOUR STAFF BEING INVOLVED ON ALL OF THESE IMPORTANT COMMITTEES.
THANK YOU FOR THAT, I'LL TURN IT OVER TO YOU,
[8. SUPERINTENDENT'S REPORT]
DR. LEDBETTER, FOR THE SUPERINTENDENT'S REPORT.>> THANK YOU, MR. BRYAN. SEVERAL CELEBRATIONS THAT I WANT ACKNOWLEDGE.
TO START WITH, FIRST OF ALL, MR. WILSON MENTIONED OUR BAND AND THEY WILL BE COMPETING AT THE REGION 31 MARCHING CONTEST, THAT'S TOMORROW AT HEB.
THEN THERE WILL BE A COMMUNITY PERFORMANCE ON FRIDAY EVENING AT DRAGON STADIUM.
I THINK EVERYONE'S PROBABLY AWARE OUR FOOTBALL TEAM CONTINUES TO REMAIN UNDEFEATED.
VOLLEYBALL TEAM IS ACTUALLY UNDEFEATED AND I BELIEVE THEY'VE ACTUALLY SECURED THE DISTRICT CHAMPIONSHIP, SO I'M SURE WE'RE AWAITING DATES AND TIMES FOR THAT FIRST PLAYOFF ROUND, BUT I KNOW THEY'RE DOING VERY WELL THIS YEAR.
ALSO, OUR TENNIS TEAM IS THE 468 DISTRICT CHAMPS FOR THE 14TH CONSECUTIVE YEAR.
THEN ON FRIDAY THEY BECAME THE BOD DISTRICT CHAMPS AND SO NOW THEY ADVANCED TO THE REGION 1 QUARTER FINALS TO FACE ANGELO CENTRAL AND THAT WILL BE ON OCTOBER THE 17TH.
CROSS COUNTRY, OUR LADY DRAGON CROSS-COUNTRY WON THE DISTRICT 468 CHAMPIONSHIP, MAKING IT THEIR FIFTH CONSECUTIVE DISTRICT CHAMPIONSHIP.
THE BOYS CROSS-COUNTRY WON THE 468 DISTRICT CHAMPIONSHIP MAKING IT THE 14TH CONSECUTIVE CHAMPIONSHIP.
BOTH OF THOSE TEAMS WILL BE ADVANCING TO THE REGIONAL MEET AND SO WE LOOK FORWARD TO SEEING THEM COMPETE THERE.
DRAGON WATER POLO MOVES ON TO THE THIRD ROUND.
THEY'RE IN THE WATER POLO PLAYOFFS.
THEN OUR SWIM TEAM COMPETED THIS PAST WEEKEND.
THEY COMPETED IN TYLER AND SO THE BOYS WON 11 OUT OF 11 EVENTS, THAT'S PRETTY GOOD.
ALL OF OUR FINE ARTS ATHLETIC PROGRAMS CONTINUE TO EXCEL.
ALSO WANT TO MENTION THAT OUR CLASS GROUP MET LAST WEEK, WHICH IS OUR CURRENT LEADERSHIP ACADEMY FOR SUPPORTING SUCCESS.
THOSE ARE COMMUNITY MEMBERS WHO BASICALLY WANT TO BEHIND THE SCENES LOOK AT ALL THINGS GOING ON WITHIN CISD IN THIS FIRST MEETING WAS HELD ON OCTOBER THE 11TH, AND WE DUG INTO THE DETAILS OF THE STRATEGIC PLAN, AND EACH ACTION TEAM LEADER
[00:35:01]
PRESENTED THINGS THAT HAVE BEEN ACCOMPLISHED OVER THE LAST COUPLE OF YEARS, BUT THEN ALSO REALLY WHAT THE FOCUS AREAS ARE FOR THIS YEAR.THEN ONE ITEM PROBABLY SHOULD HAVE MENTIONED FIRST AND THAT IS THAT LEGISLATIVELY, WE'RE GOING TO A SPECIAL SESSION AT THIS POINT AND SO WE'RE STILL ENCOURAGING OUR COMMUNITY TO GET INVOLVED ON TAKE ACTION DRAGONS.
SEND A LETTER THAT LETTER GOES TO OUR LEGISLATORS, OUR SENATORS, AND ALSO OUR GOVERNOR.
WE NEED OUR GOVERNOR TO PLACE SCHOOL FINANCE ON THE AGENDA FOR THIS SPECIAL SESSION.
WE ARE STILL STRUGGLING FINANCIALLY WITHIN CARROLL ISD BECAUSE OF A LACK OF INCREASING THAT BICYCLE LONGMEN AND I JUST ENCOURAGE EVERYONE IN THE COMMUNITY, I CAN'T SAY IT ENOUGH, BUT PLEASE REACH OUT TO YOUR REPRESENTATIVES, YOUR SENATORS, AND THE GOVERNOR AND ANYONE ELSE THAT WILL LISTEN, THAT WE NEED HELP FINANCIALLY AND THEY NEED TO HELP INCREASE THE BASIC ALLOTMENT THAT HAS NOT BEEN INCREASED SINCE 2019.
ADDITIONALLY, OUR STRATEGIC ACTION TEAMS ARE BEGINNING TO MEET, SO YOU'LL HEAR MORE ABOUT THAT AS WE GO THROUGHOUT THE YEAR.
SPECIFICALLY, MYSELF, I'VE BEEN DOING A LOT OF LISTENING TO OUR STAFF AND HOPEFULLY THEY'RE SEEING SOME THINGS CHANGING.
OVER THE LAST COUPLE OF WEEKS, I DO CAMPUS LUNCH AND LEARNS, WE DO A STUDENT ADVISORY COUNCIL WHICH IS GREAT TO GAIN INSIGHT FROM OUR STUDENTS AND WHAT THEIR CONCERNS ARE.
I DO THE SAME THING WITH OUR TEACHER AMBASSADOR COUNCIL, WHICH IS MADE UP OF OUR TEACHERS OF THE YEAR AND THEN OUR INSPIRE EXCELLENCE TEACHERS THAT HAVE BEEN NOMINATED IN THE LAST YEAR THAT RECEIVED THAT AWARD ARE A PART OF THIS.
WE SIT DOWN AND HEAR ABOUT THE CHALLENGES AND FRUSTRATIONS THAT OUR TEACHERS ARE HAVING SO THAT WE AS ADMINISTRATION CAN ADDRESS SOME OF THOSE CONCERNS.
WE ALSO DO A DISTRICT-WIDE STAFF MEETING ONCE A MONTH WHERE WE'RE JUST BASICALLY TAKING QUESTIONS FROM OUR STAFF, THINGS THAT THEY OR HAVE QUESTIONS ABOUT OR ISSUES OR CHALLENGES AND WE TRY TO ADDRESS THOSE UP FRONT BEFORE THEY BECOME BIGGER ISSUES THROUGHOUT THE YEAR.
WE'VE OPENED UP A LOT OF LINES OF COMMUNICATION WITH OUR STAFF AND I FEEL LIKE THE MAJORITY OF THEM ARE TAKING ADVANTAGE OF THAT AND HOPEFULLY WE ARE RESOLVING THINGS AS WE GO THROUGHOUT THE YEAR.
I APPRECIATE OUR STAFF FOR BEING A PART OF THOSE AND ALLOWING US TO PROBLEM-SOLVE AS WE GO.
THEN LAST THING I'LL MENTION, YOU'RE PROBABLY AWARE OF WE SENT OUT A VIDEO LAST WEEK, BUT OUR BOARD AND OUR ADMINISTRATION WERE SEEKING BIDS ON A FOUR PROPERTIES WITHIN THE COMMUNITY AND SO WE JUST ENCOURAGE ANYONE THAT'S INTERESTED IN THAT TO GO TO OUR WEBSITE AND THAT'S GOING TO BE OPEN UNTIL THE END OF NOVEMBER.
WE'RE LOOKING FOR BIDS TO PURCHASE OR BIDS TO BE PART OF A PUBLIC PRIVATE PARTNERSHIP.
YOU CAN SEE ALL THE DETAILS OF THAT ON OUR WEBSITE. I BELIEVE THAT'S ALL.
>> THANK YOU, DR. LEDBETTER AND I CAN'T EMPHASIZE MORE FOR OUR COMMUNITY TO REACH OUT TO THEIR ELECTED OFFICIALS IN AUSTIN, THE TAKEACTIONDRAGONS.COM.
DR. LEDBETTER IS JUST A FORM LETTER THAT'S ALREADY PRE-WRITTEN FOR THEM.
THEY JUST HAD TO PUT IN THEIR CONTACT INFORMATION AND HIT "SEND" AND IT GOES DIRECTLY TO OUR REPRESENTATIVES VOTE ON THE HOUSE SIDE AND THE SENATE SIDE.
IT GOES TO THE GOVERNOR, LIEUTENANT GOVERNOR, AND THEN THE TWO SPEAKERS, CORRECT.
WE WOULD JUST ENCOURAGE EVERYBODY AND ANYBODY TO KEEP THEIR EMAIL INBOXES FULL OF EMAILS FROM CARROLL ISD THAT ENCOURAGES THEM TO TAKE UP MUCH NEEDED FUNDING FOR SCHOOLS AROUND THE STATE, INCLUDING CARROLL ISD.
THANK YOU, DR. LEDBETTER FOR YOUR REPORT.
NEXT AGENDA ITEM IS ITEM NUMBER 9,
[9. INFORMATION]
INFORMATION SECTION OF OUR AGENDA 9.1 IS CONSIDERED EFA/EFB FALL 2023, ACQUISITION OF INSTRUCTIONAL MATERIALS. MS. PETTY.>> PRESIDENT BRYAN AND DR. LEDBETTER, BOARD MEMBERS, THANK YOU FOR HAVING US HERE TONIGHT.
I'M HERE TO PRESENT, AS YOU WILL RECALL, ON JULY 25TH OF 2022, THE BOARD APPROVED EFA LOCAL AND EFB LOCAL.
FROM THAT TIME WE HAVE BEEN BRINGING TO YOU OUR INSTRUCTIONAL MATERIALS WHICH WOULD FALL UNDER OUR EFA LOCAL AND THEN OUR CLASSROOM LIBRARIES WHICH FALL UNDER OUR EFB LOCAL.
WE BRING THIS TO YOU TONIGHT FOR AN INFORMATION ONLY. DO YOU HAVE ANY QUESTIONS?
>> IS THERE ANY QUESTIONS? WE ALL REVIEWED THE 692 PAGES THAT YOU SENT US OF THE INSTRUCTIONAL MATERIALS AND WE REALLY APPRECIATE THAT.
I THINK I'LL BRING UP JUST ONE POINT THAT'S GERMANE TO THIS TOPIC AND THAT IS, MS. STACY OR TRUSTEE STACY BROUGHT IT TO MY ATTENTION AND THAT IS, THERE ARE SOME TIMES THAT WE NEED AN EXPEDITED REVIEW OF INSTRUCTIONAL MATERIALS THAT IT'S IMMINENT THAT SOMETHING BE PURCHASED OR ORDERED IN THAT REGARD.
I DON'T THINK THAT WE HAVE IN THE EFA IN THE EFB POLICIES THAT WE PASSED LAST YEAR, THE ABILITY FOR US TO REALLY EXPEDITE THAT PROCESS IN THE TIME OF AN EMERGENCY.
MS. PETTY OR DR. LEDBETTER, CAN YOU SPEAK TO THAT AND, DOES THIS BOARD NEED TO, IN YOUR OPINION, PASS AN AMENDMENT TO THOSE POLICIES,
[00:40:01]
ADOPTING AN EXPEDITED PROCESS IN CERTAIN CIRCUMSTANCES.>> I'LL JUMP IN THERE AND THEN MS. PETTY, YOU MAY WANT TO ADDRESS THIS AS WELL.
I CERTAINLY THINK THE POLICY IS FAIRLY NEW, SO IT'S BEEN IN PLACE FOR A YEAR AND WE GO THROUGH A PURCHASING PROCESS GENERALLY A COUPLE OF TIMES A YEAR OR SO.
ON THE ONE HAND, OUR STAFF IS STILL WORKING THROUGH THE DETAILS OF THAT POLICY TO KNOW REALLY WHAT MATERIALS NEED APPROVAL VERSUS THOSE THAT ARE ALREADY THERE, WHAT DOESN'T NEED APPROVAL? I THINK WE'RE STILL LEARNING THROUGH THIS PROCESS.
I CERTAINLY THINK AN OPPORTUNITY TO EXPEDITE SOME OF THOSE WOULD BE BENEFICIAL.
FOR EXAMPLE, I HAD A MEETING WITH SEVERAL OF OUR STAFF LAST WEEK, AND I KNOW THAT ON THIS LIST, THERE'S SOME DICTIONARIES, MULTIPLE LANGUAGES FOR OUR STUDENTS.
I THINK HAVING AN OPPORTUNITY WHERE WE DON'T HAVE TO HAVE THE 30 DAYS IN-BETWEEN FOR YOU ALL TO REVIEW THOSE DICTIONARIES, I THINK WE ALL WOULD FEEL SAFE THAT IT CERTAINLY IS AN INSTRUCTIONAL MATERIAL, THEY CERTAINLY ARE NEW, SO THEY DO FALL UNDER THE ACQUISITION PIECE OF THIS POLICY, BUT TO PROVIDE THOSE TO YOU THEN WAIT TO 30 DAYS, I THINK IF WE CAN EXPEDITE SOME OF THOSE THINGS, I CERTAINLY THINK THAT WOULD HELP.
I THINK IF I'M HEARING THAT AS A SUGGESTION, I THINK DR. CAN TAKE THAT AS A POLICY PIECE AND REVIEW THAT IT MIGHT PROVIDE SIMPLE LANGUAGE IN THERE THAT WOULD ALLOW US AS ADMINISTRATION TO MAYBE BRING IT TO YOU FOR A ONETIME READING AND THEN ACT ON IT THAT NIGHT OR IF, I DON'T KNOW WHAT THE DESIRE OF THE BOARD WOULD BE ON THAT, BUT I THINK THERE ARE SOME THINGS.
IN FACT, SINCE YOU ASKED THAT QUESTION, FOR EXAMPLE, WHEN I USED THE DICTIONARIES AS AN EXAMPLE, I WAS ACTUALLY GOING TO MAKE THE PROPOSAL BECAUSE OUR STUDENTS NEED THOSE MATERIAL, THAT INSTEAD OF WAITING 30 DAYS, I WOULD ASK IF THE BOARD WOULD ACTUALLY CONSIDER US BRINGING THOSE BACK TO OUR NOVEMBER 6TH WORKSHOP FOR APPROVAL.
UNFORTUNATELY, YOU CAN NOT BE ASKED TO APPROVE THOSE TONIGHT BECAUSE IT'S NOT ON THE AGENDA FOR ACTION, IT'S ONLY ON THERE FOR INFORMATION, BUT THE SHORTEST AMOUNT OF TIME WOULD BE TO COME BACK ON NOVEMBER 6TH.
IF YOU ARE COUPLED WITH THAT, I'D LIKE TO RECOMMEND THAT WE BRING A COUPLE OF THESE THINGS BACK.
I KNOW NON-VIOLENCE IS ANOTHER ITEM ON THERE THAT OUR STUDENTS NEED ACCESS TO THAT I THINK IN THE ORIGINAL PLANNING PROCESS BACK IN THE SUMMER DIDN'T REALIZE THE CURRICULUM ASPECT OF NO BEYOND, AND SO IN REVIEWING THAT, WE FELT LIKE IT DOES NEED TO COME TO THE BOARD FOR REVIEW, BUT AT THE SAME TIME, THIS IS ANOTHER ITEM THAT WE CERTAINLY WOULD REQUEST AN EXPEDITED REMOVAL IF YOU'RE WILLING TO DO SO.
>> I DON'T THINK THE ORIGINAL INTENT OF THE BOARD AT THAT TIME PASSING EFA AND EFB WAS TO DELAY INSTRUCTIONAL MATERIALS THAT NEEDED TO BE IN THE CLASSROOM IMMEDIATELY.
WE DIDN'T FORESEE HAVING TO HAVE AN EXPEDITED PROCESS.
TRUSTEES, IS ANYBODY DISAGREE WITH INSTRUCTING DR.
LEDBETTER TO PROVIDE US AN UPDATE OR AMENDMENT TO EFA, EFB, AT OUR NEXT MEETING TO CONSIDER AN EXPEDITED REVIEW OF INSTRUCTIONAL MATERIALS?
>> DR. LEDBETTER WILL YOU TAKE THAT AS AN IOU AND WILL ALSO BRING THAT TO THE BOARD ON NOVEMBER 6TH IS OUR NEXT MEETING.
>> THE 6TH WORKDAY WORKSHOP GUYS.
>> IF YOU CAN BRING IT TO THE WORKSHOP, WE WOULD JUST DISCUSS AND TAKE ACTION AT THAT TIME.
>> I DO APPRECIATE YOU DOING THIS.
PERIODICALLY DOESN'T HAPPEN ALL THE TIME, BUT PERIODICALLY, WHAT WILL HAPPEN IS THE NEXT BOARD MEETING WILL WIND UP ON DAY 29, AND IT'S NOT DAY 30, SO IT CAUSES US ANOTHER DELAY, SO I DO APPRECIATE YOU ALL TAKING GIVEN US SOME CONSIDERATION IN THAT AREA.
>> BUT JUST ON THAT POINT, SO TONIGHT'S PRESENTATION, ALL THE EFA, THE BOOKS REALLY WOULD BE ON DAY 29, CORRECT, FOR THE NOVEMBER WARMING, SO WE'RE REALLY BASED ON POLICY, CANNOT APPROVE THOSE UNTIL THE DECEMBER BOARD MEETING.
[INAUDIBLE] WE'LL BRING IN REVISION TO HIM.
>> BRING A REVISION TO HIM IN THAT AS WELL IF WE WANTED TO.
THE BOARD CAN MAKE A REVISION TO THAT TIME-FRAME IF WE FEEL IT NECESSARY JUST BECAUSE OF THAT PROCEDURAL ITEM.
EXCELLENT. THANK YOU, MS. PETTY, ANY OTHER COMMENTS? TRUSTEES?
THANK YOU. NEXT AGENDA ITEM IS ITEM 10.2,
[10. DISCUSSION/ACTION]
CONSIDER TEA WAIVER MAXIMUM CLASS SIZE EXEMPTION.DR. [INAUDIBLE] IS THAT THE NEXT ONE? I'M SORRY, 10.1 CONSIDERED FOR APPROVAL 2023, 2024, DISTRICT IMPROVEMENT PLAN AND CAMPUS IMPROVEMENT PLANS.
>> NO, THAT'S OKAY. NO PROBLEM AT ALL.
IF YOU WILL RECALL, LAST MONTH, WE DID BRING FORWARD THE DISTRICT IMPROVEMENT PLAN AND THE CAMPUS IMPROVEMENT PLANS.
TODAY WE ARE SEEKING APPROVAL FOR THOSE PLANS AND ONCE THEY ARE APPROVED, WE WILL GET THOSE POSTED ON ALL OF OUR WEBSITES.
>> THIS IS AN ITEM THAT FOR THE COMMUNITY IF YOU MISS LAST MEETING OUR WORKSHOP, WE ALWAYS PROVIDE INFORMATION ON MOST ITEMS ANYWAY BEFORE THEY COME TO THE BOARD FOR ACTIONS.
[00:45:06]
WE WERE ABLE TO DISCUSS THAT IN SUMMARY AT OUR LAST MEETING AND WE'RE ABLE TO REVIEW THESE CAPITAL IMPROVEMENT PLANS SINCE OUR LAST MEETING.IS THERE ANY QUESTIONS THAT THE TRUSTEES HAVE SINCE OUR LAST MEETING?
>> I DON'T HAVE A QUESTION, BUT I GOT TO SERVE ON THE CARROLL MIDDLE SCHOOL CAMPUS IMPROVEMENT PLAN AND THE PRINCIPLES WORK SO HARD ON THESE, AND SO JUST THE WORK AND THE DEDICATION AND THE INTENTION AND THEN THE PARENTS THAT THEY ASKED TO SERVE AND THE TEACHERS, IT REALLY WAS INCREDIBLE, SO IT WAS JUST, IT'S A GREAT OPPORTUNITY TO SEE HOW HARD EVERYONE WORKS.
>> THEY DO, THEY TAKE THESE CAMPUS IMPROVEMENT PLANS VERY SERIOUSLY AND THEY REALLY DO STRIVE TO ENSURE THAT THOSE PLANS ENCOMPASS EVERY STUDENT THAT'S IN THAT BUILDING AND HOW THEY CAN HELP THEM.
MR. JOHNSON, AND I'M ASSUMING THAT THE CAPITAL OR THE COUPON COMMENT CAPITAL, CAMPUS IMPROVEMENT PLANS WILL FIT WITHIN OUR CAPITAL IMPROVEMENT PLAN THAT WE HAVE HIRED A CONSULTANT TO LOOK AT ALL OF OUR CAMPUSES.
THOSE TIE IN TOGETHER, WILL THEY HAVE THOSE AS WELL TO LOOK AT WHEN THEY'RE ASSESSING OUR CAMPUSES.
>> IT'D BE INTERESTING TO SEE AND I DIDN'T ACTUALLY SEE ANY, BUT IF THERE WERE ANY TYPE OF CAPITAL NEEDS, THEY CAME OUT WITH THE CAMPUS IMPROVEMENT PLANS, I WOULD ASSUME THAT WE WOULD LET OUR CONSULTANT KNOW THAT, HEY, THIS IS WHAT OUR PRINCIPLES, OUR CAMPUSES HAVE HAD IDENTIFIED JUST FROM THEIR OWN ASSESSMENTS.
ANY OTHER QUESTIONS, TRUSTEES? THANK YOU, MS. PETTY.
>> NOW WE'RE ON TO ITEM 10.2 CONSIDER TEA WAIVER MAXIMUM CLASS SIZE EXEMPTION. DR. [INAUDIBLE]
>> YES, GOOD EVENING, BOARD OF TRUSTEES.
I JUST WANT TO GIVE YOU A QUICK LITTLE OVERVIEW OF THE TEA WAIVER MAXIMUM CLASS SIZE EXEMPTIONS.
EACH SCHOOL DISTRICT IN TEXAS IS REQUIRED TO REVIEW IT'S CLASS SIZE ENROLLMENT TO DETERMINE WHETHER IT'S CLASS SIZES FOR K THROUGH FOURTH-GRADE MEET THE REQUIREMENTS OF 1-22, MEANING 22 STUDENTS MAXIMUM IN THE CLASSROOM.
DISTRICTS TO ONLY ENTER THAT TOTAL NUMBER CLASS SECTIONS FOR THE REASONS PER THAT REQUIREMENT AND CLASS SIZES ARE NOT TO APPLY TO THE PHYSICAL EDUCATION OR FINE ARTS CLASSES, SO THAT'S YOUR REGULAR CLASS SIZES.
TONIGHT WHAT I'M DOING IS BRINGING A REQUEST TO APPROVE A WAIVER BECAUSE WE HAVE ONE CLASSROOM AT OLD UNION ELEMENTARY SCHOOL.
THIS IS ONLY ONE CLASSROOM OUT OF APPROXIMATELY 134 ELEMENTS YOUR CLASSROOMS THAT DID GO ABOVE THE 22 MAXIMUM NUMBER.
MR. FALCON IS TEACHERS THAT OLD JUNIOR PREFERRED TO LEAVE THAT CLASS SIZE AT 23, OPPOSED TO TRYING TO HIRE AN ADDITIONAL TEACHER AND DIVIDE THE STUDENTS UP AND START A BRAND NEW CLASSROOM.
THE WAIVER WOULD ONLY BE IN EFFECT FOR THIS SCHOOL YEAR?
>> OPEN IT UP FOR QUESTIONS, COMMENTS.
>> WANT TO EMPHASIS AND WE DIDN'T EVEN MAKE A MOTION [INAUDIBLE] WE'LL HAVE TO GO BACK TO THAT.
I DON'T KNOW WHERE MY HEAD IS.
WE JUST WANT TO EMPHASIZE TO THE COMMUNITY THAT THIS IS ONLY AN EXEMPTION TO ONE CLASSROOM ON ONE CAMPUS IN IT'S HOW MANY STUDENTS?
>> TWENTY THREE WHICH IS, BY STATUTE, WE HAVE TO STICK TO THE 22-1 IN K THROUGH FOUR, CORRECT?
>> THIS IS JUST A WAIVER FOR ONE CLASSROOM, IT DOESN'T APPLY TO ANY OTHER ELEMENTARY SCHOOL OR ANY OTHER CLASSROOM IN THAT PARTICULAR ELEMENTARY SCHOOL.
>> THIS WAS THE PRINCIPAL AND THE TEACHERS RECOMMENDATION?
IN FACT, I THINK CARROLL ISD IN THE PAST, HAS FILED FOR WAIVERS ON NUMEROUS OCCASIONS, CORRECT?
>> THAT BEING SAID, I WOULD LIKE TO MAKE A MOTION THAT WE APPROVE THE TEA WAIVER FOR MAXIMUM CLASS SIZE EXEMPTION FOR THIS OLD UNION WHEN SECTION 3RD GRADE.
>> THE MOTION AND A SECOND. ANY FURTHER DISCUSSION? ALL IN FAVOR? MOTION CARRIES 6-0. THANK YOU.
DR. [INAUDIBLE] DR. LABOR WE ALLOWED TO GO BACK TO 10.1 AND ASK FOR A MOTION.
LET'S LET'S GO BACK TO 10.1 CONSIDERED FOR APPROVAL, 2023, 2024, DISTRICT IMPROVEMENT PLAN AND CAMPUS IMPROVEMENT PLANS.
>> IMPROVE THE CAMPUS IMPROVEMENT AND DISTRICT IMPROVEMENT PLANS.
[00:50:01]
>> WE HAVE A MOTION AND A SECOND.
ANY FURTHER DISCUSSION? ALL IN FAVOR? MOTION CARRIES 6-0.
THANK YOU. MOVING ON TO ITEM NUMBER 10.3, CONSIDERED CHANGE OF FISCAL YEAR. MR. JOHNSON.
>> TONIGHT WE'RE GOING TO REVISIT SOMETHING THAT THE BOARD BROUGHT UP ACTUALLY WHEN I FIRST STARTED A YEAR AGO AND THAT IS THE CHANGE IN THE FISCAL YEAR.
WE'RE GOING TO GO THROUGH WHAT FISCAL YEAR ACTUALLY MEANS, THE CURRENT FISCAL YEAR, THE PROPOSED FISCAL YEAR, AND NEXT STEPS.
A FISCAL YEAR IS A TWELVE-MONTH ACCOUNTING PERIOD THAT THE DISTRICT USES FOR FINANCIAL REPORTING PURPOSES.
THE MAJORITY OF THE DISTRICTS USE AN AUGUST 31ST TO SEPTEMBER 1ST TO AUGUST 31ST, WHICH IS WHAT CARROLL ISD CURRENTLY IS.
TEXAS EDUCATION AGENCY ALLOWS DISTRICTS TO CHANGE TO AN ALTERNATIVE DATE OF JULY 1 THROUGH JUNE 30TH WITH BOARD APPROVAL AND THE FIRST YEAR OF CHANGE WILL RESULT IN A 10 MONTH FISCAL YEAR.
RIGHT NOW, THIS IS THE CURRENT FISCAL YEAR, STARTS IN SEPTEMBER AND ENDS ON AUGUST 31ST.
THE ACADEMIC YEAR ACTUALLY STARTS BEFORE THE BEGINNING OF THE FISCAL YEAR AND ENDS BEFORE THE END OF THE FISCAL YEAR.
THE PROPOSED FISCAL YEAR ENCOMPASSES THE BEGINNING FULL ACADEMIC YEAR AND ALIGNS REALLY AN OPERATIONAL CYCLE THAT IS MORE INTUITIVE TO SCHOOLS THAN THE AUGUST 31ST TO SEPTEMBER 1ST FISCAL YEAR.
THE ADVANTAGES OF CHANGING TO A JULY 1 FISCAL YEAR START, SO I WAS AT THE HIGH SCHOOL ABOUT A WEEK AGO AND WE WERE TALKING ABOUT HOMECOMING AND WE WERE TALKING ABOUT THEM NEEDING TO BUY SOME STUFF, AND IT'S SO INCONVENIENT WHEN SCHOOLS GET BACK INTO SESSION BECAUSE IN AUGUST WE'RE ADOPTING A BUDGET, WE'RE TRYING TO WIND DOWN THE FISCAL YEAR, WE'RE TRYING TO GET EVERYTHING DONE WITH A TAX RATE SO THAT ON SEPTEMBER 1ST THEY CAN OPEN IT, AND SO WHAT I DID, AND I GOT A PRETTY GOOD HURRAH OUT OF THAT IS TALK TO THEM ABOUT CHANGING FISCAL YEARS BECAUSE WHEN THEY GET BACK ON JULY 1ST, THEY WILL HAVE AN OPEN BUDGET AND THEIR CARTE BLANCHE, THEY CAN DO ANYTHING THEY WANT WHEN THEY GET BACK, AND I THINK TO ME IT'S ALL ABOUT US SERVING CAMPUSES.
WE WANT TO MAKE SURE THAT THEY HAVE NO HINDRANCES IN DOING ANYTHING THAT THEY NEED TO DO, AND I THINK REALLY WHEN I TALK TO PEER DISTRICTS THROUGHOUT THE STATE, THAT IS REALLY THE NUMBER 1 REASON FOR DOING THIS.
IT'S SO THAT WE CAN SERVE OUR TEACHERS AND SERVE OUR CAMPUSES.
CAMPUS WILL HAVE FUNDS AVAILABLE FROM THE NEW BUDGET TO ORDER SUPPLIES STARTING JULY 1ST.
THE CURRENT FINANCIAL STATEMENT PRESENTATION WHICH SPANS TWO ACADEMIC YEARS IN ONE FISCAL PERIOD, NOW THIS WILL ENCOMPASS ONE FISCAL YEAR, THE ACADEMIC YEAR WILL FALL FULLY WITHIN THAT FISCAL PERIOD, SO YOU KNOW EXACTLY WHAT YOUR COSTS ARE TO RUN YOUR PROGRAMS FOR ONE YEAR, WHICH I THINK FROM AN ACCOUNTING STANDPOINT IS IDEAL.
DISTRICTS CAN RECRUIT TEACHERS BASED UPON SALARY AND BENEFITS WHICH ARE PART OF AN ADOPTED BUDGET, SO WHEN WE ADOPT THE BUDGET IN JUNE, AND OF COURSE, THAT'S GOING TO BE AN ACCELERATED TIMELINE, THAT'S AN ALL ENCOMPASSING COMPENSATION PLAN INCLUDED, SO WE'LL HAVE INFORMATION THAT WE CAN SHARE IT THAT TIME THAT THE DISTRICTS DON'T ALWAYS HAVE WHEN THEY'RE ON AUGUST 31ST AND DURING THE HIRING SEASON.
CLOSING OF THE FISCAL YEAR FOR FINANCIAL PURPOSES CAN BEGIN IN JULY WHEN CAMPUS STAFF NEED LITTLE SO WE CAN DEVOTE TIME AND THE BUSINESS DEPARTMENT TO CLOSING THE YEAR AND PREPPING FOR THE RETURN OF THE TEACHERS IN EARLY AUGUST.
SOME OF THE DISADVANTAGES TO A JULY 1 START DATE IS LIMITED INFORMATION TO DETERMINE OVERALL BUDGET AND LEGISLATIVE YEAR, SO IN THE CURRENT YEAR, DIDN'T REALLY MATTER, GUYS DID IT? BECAUSE WE DIDN'T GET ANYTHING, AND SO THERE'S NOT A WHOLE LOT THAT WE COULD DO DIFFERENTLY.
AGAIN, SO 30% ARE WILLING TO TAKE THAT GAMBLE, AND FOR US IT WOULDN'T HAVE MADE ANY DIFFERENCE THIS YEAR ANYWAY.
WE MAY HAVE TO POST ANOTHER ADVERTISEMENT TO HAVE ANOTHER MEETING IN AUGUST THAT THE DISTRICT ATTENDS.
WITH THE COMPRESSION AND SOME OF THE CHANGES IN TAX RATE, THAT'S AN ADDITIONAL COST, BECAUSE SOMETIMES YOU'VE GOT TO POST NOTICE OF PUBLIC MEETINGS, IT'S NOT A NOT A HUGE FEE, BUT THAT DEFINITELY IS PART OF IT.
WE WILL HAVE TO START THE BUDGET PROCESS SOONER AND BE COMPLETE, THAT HAS TO BE ADOPTED BY JUNE 30TH, BY LAW AND BY STATUTE, AND THE CERTIFIED TAX ROLL IS DUE TO SCHOOL DISTRICTS NOT BY LAW UNTIL JUNE 15TH FOR A JUNE 30TH FISCAL YEAR, THEREFORE, TAXABLE VALUES OR ESTIMATIONS.
BEFORE HOUSE BILL 3, THAT WAS A LITTLE BIT MORE CRUCIAL.
WHEN YOU WENT TO CURRENT YEAR VALUES, EVERYTHING ALIGNS, AND SO WHAT WAS HISTORICALLY THE LAG, WHICH IS SOME OF THE EXTRA GROWTH, MEANS YOU GET EXTRA REVENUE, THE INVERSE IS TRUE AS WELL, SO THAT DID HAVE A PRETTY BIG FINANCIAL IMPACT BEFORE HOUSE BILL 3.
I WOULD MENTION INS BECAUSE INS, IF YOU HAVE SOME FLUCTUATION, IT CAN IMPACT YOUR TAX RATE, BUT BECAUSE WE'RE SO FAR AHEAD ON OUR DEBT, IT WON'T IMPACT US ON THAT, SO THERE'S REALLY NO HINDRANCE ON EITHER ONE OF THOSE.
[00:55:03]
NEXT STEPS, BOARD APPROVAL FOR CHANGE IN FISCAL YEAR, I ACTUALLY HAVE ALREADY MET WITH SOFTWARE VENDORS. WE'VE HAD OUR FIRST MEETING.WE HAD THAT WITH THE TEAM, I BELIEVE IN EARLY OCTOBER, IS WE LOOKED AT OPTIONS AND THE VIABILITY AND POSSIBILITIES, SO WE'VE GOT THE BALL ROLLING PRETTY GOOD, AND RIGHT NOW, WE'RE PLANNING ON DOING, IF THE BOARD APPROVES IT, PLAN ON DOING THAT IN THIS FISCAL YEAR, IT'D BE A 10 MONTH FISCAL YEAR.
FINANCIALLY, YOU MEASURE FUND BALANCE AT A DIFFERENT DATES, SO YOU'VE EARNED THE MAJORITY OF YOUR REVENUE BECAUSE IT ALIGNS AGAIN, IT ALIGNS WITH THE SCHOOL YEAR, SO WE WILL HAVE EARNED ALL THE MONEY BECAUSE IT'S BASED ON ADA AND TAX RATE, AND SO THE MAJORITY OF YOUR REVENUE IS EARNED.
YOU WON'T HAVE AS MUCH EXPENSES FOR 11 AND 12 MONTHS EMPLOYEES FOR JULY AND AUGUST, SO YOU'LL HAVE A BUMP IN FUND BALANCE, WHICH IS CUSTOMARY WHEN YOU SWITCH FROM AN AUGUST 31 TO A JUNE 30TH FISCAL YEAR.
HAPPY TO ANSWER ANY QUESTIONS IF I CAN.
>> I HAVE A QUESTION HERE, AND, MR. JOHNSON, THANK YOU FOR THIS PRESENTATION, I KNOW THIS IS SOMETHING THAT WE'VE TALKED ABOUT BEFORE, AND WHEN WE DID, WE LOOKED AT THE DISTRICTS ON EITHER SIDE OF US, AND WOULD YOU CONFIRM DISTRICTS THAT NEIGHBOR US IN WHICH WE COMPETE FOR STAFF, SPECIFICALLY FOR TEACHERS, DO THEY NOT HAVE EARLIER FISCAL YEARS?
>> I BELIEVE THEY DO, BUT LET ME CONFIRM. [OVERLAPPING]
>> BECAUSE IF MY MEMORY SERVES ME CORRECTLY, THEY DO, AND WHAT WOULD HAPPEN, A COUPLE OF THINGS.
ONE IS THAT LOCAL MEDIA WOULD BE TALKING ABOUT NEW TEACHER SALARY PACKAGES, WHATNOT, AND OUR COMMUNITY WOULD SAY WHAT'S HAPPENING WITH CARROLL, AND WE'D SAY WE'RE ON A DIFFERENT FISCAL YEAR.
I ALWAYS FELT THAT WAS A BIT OF A DISADVANTAGE BECAUSE AGAIN, WE TAKE FROM THE SAME AREAS FOR OUR FACULTY AND STAFF, AND WE'RE JUST A COUPLE OF MONTHS BEHIND.
THAT SAID, I FEEL LIKE THIS IS A GREAT OPPORTUNITY, AT LEAST TO BE A TIMING WISE, TO BE ON THE SAME ON PAR WITH OUR NEIGHBORS, AND SO THAT WE ALL ARE GOING THROUGH OUR BUDGETS AT THE SAME TIME, WE'RE ALL GOING OUT TO THE COMMUNITY WHEN WE NEED TEACHERS AND WE CAN COMPETE.
AGAIN, THAT'S JUST MY MEMORY OF JUST SHORT OF BEING A COUPLE OF MONTHS BEHIND AND HURTING US.
>> TRUSTEE YEAGER, THAT'S A GREAT POINT, AND I HADN'T THOUGHT ABOUT THAT, BUT I HAVE A COUPLE OF DIFFERENT QUESTIONS.
SO, MR. JOHNSON, YOU ALREADY ADDRESSED THE TAX RATES WHEN THE REAL ESTATE TAXES ARE LOOKED AT, BUT I'M CURIOUS.
THE STATE LEGISLATURE MEETS EVERY YEAR AND THEY MEET CURRENTLY RIGHT BEFORE WE APPROVE THE BUDGET, AND IF WE WERE TO MOVE IT UP BY TWO MONTHS, THEY WOULD BE MEETING DURING AND AFTER WE'RE APPROVING BUDGET, SO I'M JUST CURIOUS.
I REALIZE IF WE WERE TO APPROVE A BUDGET AND THEN THEY WERE TO, LET SAY, CHANGE THE BASIC ALLOTMENT OR CHANGE SOMETHING ELSE, WE MIGHT HAVE TO, I DON'T KNOW, READDRESS THE BUDGET, OR CHANGE THE BUDGET, OR RE-LOOK AT IT AFTER WE'VE ALREADY APPROVED IT BECAUSE THE STATE LEGISLATURE HAS DONE SOMETHING.
>> POSSIBLY, YES, IT'S NOT UNUSUAL TO AMEND THE BUDGET.
>> I DON'T THINK IT WOULD BE BAD TO CHANGE IT IF THE BASIC ALLOTMENT WENT UP BECAUSE THAT WOULD BE GOOD NEWS, BUT I CAN'T REMEMBER.
DO THEY EVER CHANGE IT WHERE THEY TAKE THINGS AWAY AND THEN YOU'VE DONE ALL THIS PLANNING TO FIX YOUR BUDGET, AND THEN THEY TAKE SOMETHING AWAY AND YOU HAVE TO START ALL OVER FROM SCRATCH? [OVERLAPPING]
>> I THINK BY STAYING THE SAME OVER THE LAST FOUR YEARS IS TAKING FOUR YEARS AWAY FROM US AND WE'VE HAD TO ADJUST.
I CAN'T IMAGINE THEM LOWERING IT FROM WHAT IT IS NOW, IT'S LIKE POVERTY.
[LAUGHTER] WE'RE STRUGGLING AND EVERY OTHER DISTRICT IN THE STATE IS STRUGGLING.
I DON'T UNDERSTAND WHY THEY DON'T GET THAT, BUT APPARENTLY THEY DON'T.
INTERESTING, LEONARD. I THINK IT'S EVERY OTHER YEAR THEY MEET. [OVERLAPPING].
>> YEAH. I THINK THAT WOULD BE AN ISSUE EVERY OTHER YEAR. [OVERLAPPING]
>> IS THERE ANY DOWNSIDE? IS THERE A DOWNSIDE TO THE STATE LEGISLATURE MEETING AFTER WE APPROVE VERSUS BEFORE WE APPROVE ON I DON'T KNOW?
>> I DON'T THINK SO. RIGHT NOW WE'RE IN THAT EXACT SITUATION, SO WE'VE ADOPTED THE BUDGET, WE DON T KNOW IF THERE'S ANY UPSIDE, SO I CAN'T FORESEE THAT HAPPEN. [OVERLAPPING]
>> THE SECOND QUESTION I HAD, I KNOW THAT WE'RE DEPENDING ON WHAT THE STATE LEGISLATURE DOES IN THE FUTURE, WE'RE FACING HAVING TO HAVE A DISCUSSION AROUND DOING A VADER, AND IF WE'RE CHANGING IT FOR THE NEXT YEAR BY TWO MONTHS, DOES THAT HAVE ANY IMPACT EFFECT, DOES IT MATTER?
>> IT WOULDN'T, NO. IT'S NOT UNUSUAL. [OVERLAPPING]
>> SAME DISCUSSION NO MATTER WHAT? [OVERLAPPING]
>> I GUESS THE ONE LAST QUESTION I WAS CURIOUS ABOUT.
I KNOW YOU'RE MOVING IT BY TWO MONTHS,
[01:00:01]
AND I HEARD THAT YOU ONLY HAVE TWO CHOICES OF FISCAL YEARS, IS THAT CORRECT? BECAUSE MY QUESTION IS, WHY DON'T JUST MOVE IT A MONTH? I THINK THE ANSWER IS YOU CAN ONLY HAVE ONE OF TWO CHOICES, RIGHT?>> THAT IS CORRECT. THERE'S ONLY TWO.
>> MR. JOHNSON, I HAVE A QUESTION. [OVERLAPPING]
>> GIVEN THE WAY OF BONDS OUT THERE AND I'M NOT SURE IF THE BONDS HAVE FINANCIAL COVENANTS IN THEM OR NOT, BUT DO WE KNOW WHETHER OR NOT THE CHANGING OF THE FISCAL YEAR WOULD TRIGGER THE NEED TO SEEK A WAIVER OR WITH THE SHORTENED FINANCIAL, THE 10 MONTHS, WOULD THAT AFFECT ANY CALCULATION IF WE HAVE ANY FINANCIAL COVENANTS?
>> I DON'T BELIEVE THERE'S A CONSIDERATION, BUT I CAN CERTAINLY LOOK INTO THAT.
YEAH, I WAS AT A DISTRICT YEARS AGO, AND DID THIS FISCAL CHANGE AND THERE WEREN'T ANY CONSEQUENCES AT THAT POINT.
OVERALL, I DON'T BELIEVE THERE SHOULD BE. I DON'T BELIEVE THERE WOULD BE.
>> I THINK YOU MENTIONED A FAVORABLE IMPACT ACCOUNTING IMPACT FOR THE 10 MONTH YEAR.
IS THERE ANY OTHER IMPACT THE FOLLOWING YEAR?
>> NOW YOU JUST CHANGE THE MEASUREMENT DATE, SO RIGHT NOW FOR MEASURING AND AUGUST 31ST, WE'VE HAD ALL THE REVENUE, BUT WE HAVE JULY AND AUGUST EXPENSES, SO YOU WILL ALWAYS MEASURE AT THE SAME DAY GOING FORWARD, SO IT'S REALLY JUST A ONETIME BUMP.
>> MR. JOHNSON, IF I'M ASSUMING THAT TWO MONTHS WORTH OF REVENUES IS FAIRLY SIGNIFICANT FOR US AND THAT'S GOING TO HIT, THAT'S GOING TO BE A SURPLUS, AND HIT OUR FUND BALANCE IF THIS BOARD WERE TO DECIDE OR WANT TO SPEND THAT MONEY KNOWING THAT WE HAVE IT BEFORE THE END OF JUNE, COULD WE DO THAT? DO WE HAVE ACCESS TO THAT?
>> YOU DO HAVE ACCESS TO THAT.
BUT AGAIN, I'M ALWAYS FOCUSING ON THE CHANGE OF MEASUREMENT DATE.
AS OF AUGUST 31ST, YOU'D BE BACK EXACTLY WHERE YOU ARE, SO I CONSIDER THE WHOLE FINANCIAL PICTURE, BUT WE CAN CERTAINLY HAVE MORE CONVERSATIONS ABOUT THAT.
>> BECAUSE IT SEEMS LIKE TO ME THAT IF WE'RE SHRINKING IT TO TEN MONTHS, WE HAVE TWO MONTHS WORTH OF REVENUES UNACCOUNTED FOR THAT, POSSIBLY WE COULD THINK OF SOME GOOD THINGS TO DO WITH THAT.
>> MR. JOHNSON, IT SOUNDS LIKE THIS IS ACTUALLY A HUGE BENEFIT FOR OUR CAMPUS PRINCIPALS FOR A LOT OF REASONS.
I JUST WANTED YOU TO CONFIRM THAT I THINK YOU DID A GREAT PRESENTATION, BUT JUST CONFIRMING THAT THIS WOULD BE A POSITIVE THING FOR OUR CAMPUS PRINCIPALS.
>> IT WILL BE A GREAT THING[OVERLAPPING]
>> THIS IMPACT OUR TEACHERS OR ANY OF OUR STAFF EMPLOYEES AT ALL.
>> JUST ONLY IN A POSITIVE WAY.
I SAY THAT BECAUSE AGAIN, WHEN THEY COME BACK IN AUGUST RIGHT NOW, IT'S WAY THAT SCHOOLS OPERATE.
WE HAVE A CUTOFF SO THAT WE CAN END OUR ACCOUNTING YEAR. THAT GOES AWAY.
IT GOES AWAY AT THAT POINT IN TIME, SO WHEN THEY GET THERE, THEY CAN START RUNNING IMMEDIATELY TO THE STORE AND GETTING THE ITEMS THAT THEY NEED AND IT'S AN UNFORTUNATE THING THE WAY THAT THE AUGUST 31ST FISCAL YEAR IN WORKS BECAUSE AGAIN, WE'RE WINDING DOWN AND TRYING TO PASS BUDGETS, TRYING TO PASS TAX RATES, TRYING TO GET THINGS INTERFACE AND READY FOR THEM.
ON SEPTEMBER 1ST, YOU JUST MOVE THAT BACK SO YOU ELIMINATE SOME OF THAT HASSLE FOR TEACHERS.
>> JUST SEEMS RIGHT TO ME, IT MAKES SENSE AND WE WERE TALKING ABOUT THIS LAST YEAR JUST WASN'T GOOD TIMING LAST YEAR FOR US, BUT BEING ABLE TO CLOSE OUT THE YEAR ON JUNE 30 IS MUCH BETTER THAN CLOSING OUT A YEAR AFTER SCHOOL HAS ALREADY STARTED ON AUGUST 31ST.
TO ME, I THINK IT IS SOMETHING THAT WE APPRECIATE YOU BRINGING IT TO THE TABLE AND DISCUSSING WITH US.
HONESTLY, I THINK IN REGARDS TO TRUSTEE YEAGER IS COMMENTS THAT IT PUTS US BACK IN THE GAME IN TERMS OF COMPETITION WITH LOCAL AREA ICS THAT HAVE THE SAME FISCAL YEAR OR HAVE A DIFFERENT RIGHT NOW BUT WOULD HAVE THE SAME FISCAL YEAR AS US, SO I THINK IT MAKES A LOT OF SENSE.
>> I WOULD LIKE TO MAKE A MOTION THAT IS THAT THE BOARD APPROVED THAT THE DISTRICT CHANGES THEIR FISCAL YEAR TO JULY 1 THROUGH JUNE 30TH, AND THAT CHANGE TO TAKE PLACE IN THE CURRENT FISCAL YEAR?
>> GOT A MOTION AND A SECOND, ANY FURTHER DISCUSSION? ALL IN FAVOR? AYE. MOTION CARRIES 6-0.
THANK YOU, MR. JOHNSON. LAST ITEM ON THE AGENDA IS OUR CONSENT AGENDA.
