[1. CALL TO ORDER AND ESTABLISH QUORUM]
OUR FIRST ITEM ON THE AGENDA IS EXECUTIVE SESSION.[2. EXECUTIVE SESSION (PART 1 OF 2)]
WE WILL NOW ADJOURN TO EXECUTIVE SESSION PURSUANT TO TEXAS GOVERNMENT CODE 551.071, 551.072, 551.074 AND 551.0821 AT 5 P.M..ALL RIGHT. GOOD AFTERNOON. WE'LL CALL THIS MEETING BACK TO ORDER AT 6:00 PM.
[3. PLEDGES OF ALLEGIANCE/MOMENT OF SILENCE]
OUR NEXT AGENDA ITEM IS THE PLEDGE OF ALLEGIANCE.A MOMENT OF SILENCE. I'VE ASKED TRUSTEE LANNEN TO LEAD US TODAY.
WILL YOU ALL PLEASE RISE? THANK YOU. ALL RIGHT.
BEFORE WE GET TO OUR NEXT AGENDA ITEM, DR.
LEDBETTER, YOU HAVE A QUICK ANNOUNCEMENT TO MAKE? YES. THANK YOU, MR. BRYAN.
I JUST WANT TO MENTION VERY QUICKLY, I KNOW THAT WITH THE POSTING OF OUR AGENDA ON FRIDAY AFTERNOON, WHICH WE DO BY 5:00 ON AT LEAST 72 HOURS PRIOR TO THE MEETING, WE RELEASED THE AGENDA, AND I WANT TO BE CLEAR THAT ALL OF THE ATTACHMENTS, THE SYNOPSIS AND THE PRESENTATION MATERIALS WERE ALL RELEASED AT THAT TIME.
IN FACT, MS. YELTON DOUBLE CHECKED TO MAKE SURE YOU COULD ACCESS ALL OF THOSE FROM OUR FROM OUR PUBLIC SITE, BUT UNFORTUNATELY, AT SOME POINT OVER THE WEEKEND, I GUESS THOSE DOCUMENTS WERE NO LONGER AVAILABLE AND FROM MY UNDERSTANDING, WHEN YOU CLICK ON THAT, IT WAS ASKING YOU TO LOG IN.
WE HAVEN'T HEARD AS TO WHY THAT HAPPENED.
EVERYTHING ON OUR END WAS DONE APPROPRIATELY.
SO I JUST WANT TO APOLOGIZE FOR THAT.
CERTAINLY WE WANT TO BE AS OPEN AND TRANSPARENT AS POSSIBLE WITH ALL OF OUR DOCUMENTS, AND WE GENERALLY RELEASE THOSE ALL TO THE COMMUNITY PRIOR TO THE MEETING, BUT FOR SOME REASON, THERE WAS A GLITCH IN THE SOFTWARE AND THAT DID NOT HAPPEN, BUT OUR AGENDA WAS OUT THERE.
IT WAS POSTED ACCORDING TO THE REQUIREMENTS OF THE POSTINGS.
JUST UNFORTUNATELY, SOME OF OUR ATTACHMENTS WERE NOT AVAILABLE.
SO AS OF THIS MORNING AT 11:00, EVERYTHING WAS AVAILABLE TO THE COMMUNITY, AND CERTAINLY YOU'LL SEE THAT TONIGHT AS WE GO THROUGH THE PRESENTATIONS, BUT JUST WANTED TO MAKE THAT CLEAR TO THE COMMUNITY.
ALL RIGHT. THANK YOU, DR. LEDBETTER.
SO NO GRAND CONSPIRACY BY THE BOARD OF THE DISTRICT TO KEEP INFORMATION FROM THE PUBLIC, IS THAT CORRECT? THAT'S CORRECT. OKAY. THANK YOU.
ALL RIGHT. OUR NEXT AGENDA ITEM IS PUBLIC COMMENTS.
[4. PUBLIC COMMENTS]
MS. YELTON, DO WE HAVE ANY PUBLIC COMMENTS TONIGHT? WE DO NOT HAVE ANY THIS EVENING.[5. CONSIDERATION AND POSSIBLE ACTION ON ANY MATTERS ADDRESSED IN EXECUTIVE SESSION]
MR. JOHNSON. YES, SIR.I WOULD LIKE TO RECOMMEND MR. BRYAN MYERS FOR THE EXECUTIVE DIRECTOR OF FINANCE POSITION.
I MOVE THAT THE POSITION BE APPROVED.
I'LL SECOND. WE HAVE A MOTION AND A SECOND.
ANY FURTHER DISCUSSION? ALL IN FAVOR? MOTION CARRIES 6 TO 0.
DO WE HAVE ANY OTHER ACTION TO TAKE FROM OUR EXECUTIVE SESSION?
[6. INFORMATION]
OKAY. SEEING NONE, WE WILL MOVE ON TO THE INFORMATION SECTION OF OUR AGENDA.ITEM NUMBER 6.1 CARROLL BUSINESS ACADEMY UPDATE.
I BELIEVE WE HAVE MR. JENNINGS TO PRESENT TO US, MR. JENNINGS. GOOD EVENING.
I'M THE SECONDARY MATH AND SCIENCE CURRICULUM COORDINATOR FOR THE DISTRICT, BUT BECAUSE OF MY BACKGROUND IN INDUSTRY, BEFORE EDUCATION, AND ALSO MY EXPERIENCE TEACHING BUSINESS COURSES IN A PRIOR DISTRICT, I'VE BEEN ASKED TO COME ON AND HELP START CARROLL BUSINESS ACADEMY, AND SO I HAVE AN OPPORTUNITY TO SHARE WITH YOU AN UPDATE FROM CURRICULUM INSTRUCTION TONIGHT.
OKAY. SO CURRENTLY THESE ARE OUR BUSINESS PATHWAYS THAT WE HAVE AT OUR HIGH SCHOOL LEVEL WITH OUR THREE DIFFERENT DISTINCT PATHWAYS BUSINESS MANAGEMENT, ENTREPRENEURSHIP AND ACCOUNTING AND FINANCE, AND AS WE WENT THROUGH THIS PROCESS AND YOU KNOW, THE IDEA OF A BUSINESS PATHWAY, A BUSINESS ACADEMY WAS BROUGHT UP, IT KIND OF REINVIGORATED THE IDEA OF STARTING THAT HERE, THAT SOMETHING IS SOMETHING THAT WE COULD DO IN CARROLL AND THAT WE SHOULD DO, AND SO WE STARTED LOOKING
[00:05:05]
AT ALL THE PATHWAYS IN GENERAL AND TONIGHT I'M GOING TO SHARE WITH YOU SOME OF THE COURSES THAT WE'RE GOING TO RECOMMEND FOR THE APG, AND ALSO SOME COURSES THAT WE ARE GOING TO RECOMMEND TO REPLACE IN THE APG, BUT BEFORE I DO THAT, WE HAD AN OPPORTUNITY TO SURVEY OUR STUDENTS IN THE PRINCIPLES OF BUSINESS, MARKETING AND FINANCE COURSES, AND WE WANTED SOME INFORMATION FROM THEM REGARDING THINGS THAT THEY MIGHT BE INTERESTED IN MOVING FORWARD.IF YOU NOTICE HERE, JUST SOMETHING TO POINT OUT IS THAT MOST OF THE STUDENTS IN THE PRINCIPLES OF BUSINESS, MARKETING AND FINANCE ARE NINTH AND 10TH GRADERS, WITH JUST A VERY FEW OF THEM BEING 11TH AND 12TH GRADERS, BUT WE ASKED THEM THIS QUESTION IF YOU PLAN TO TAKE A BUSINESS COURSE NEXT YEAR, WHICH ONE WOULD YOU TAKE? AND SO I WANTED TO POINT OUT A COUPLE OF THINGS IN THIS DATA HERE.
IF YOU NOTICE, THE ONE COURSE THAT WAS PRESENTING THE STRONGEST WAS THE ENTREPRENEURSHIP WITH 79 OF THE 120 OR 192 RESPONDENTS SAYING THAT THEY WOULD WANT TO TAKE THE ENTREPRENEURSHIP COURSE.
NOW, ANOTHER THING WE KIND OF WANT TO POINT OUT HERE IS THAT 72 OR 37.5% SAID THEY WEREN'T GOING TO TAKE BUSINESS COURSES MOVING FORWARD, AND I BELIEVE THAT WHAT WE PRESENT TODAY IS ACTUALLY GOING TO CHANGE THAT ALTOGETHER, BUT IF YOU REMOVE THOSE STUDENTS, THAT WOULD BE 72 OUT OF THE 192.
SO THAT LEAVES ABOUT 120 LEFT.
NOW WHEN YOU LOOK AT THOSE, THE NUMBERS FOR ENTREPRENEURSHIP, NOW YOU'RE LOOKING AT TWO THIRDS OF THE STUDENTS THAT ARE IN THE PROGRAM ARE REALLY INTERESTED IN ENTREPRENEURSHIP AND PURSUING THAT.
SO THIS IS THE INFORMATION THAT WE WERE USING TO LOOK AT OUR PATHWAYS, AND WHAT IS IT THAT WE CAN DO TO CREATE AN AMAZING BUSINESS ACADEMY? AND SO HERE ARE SOME OF THE THINGS THAT WE CAME UP WITH.
THESE ARE SOME COURSES THAT WE'RE GOING TO RECOMMEND.
REPLACE SOME OF THE CURRENT COURSES THAT WE HAVE.
IF YOU PAIR THAT WITH THE VIRTUAL BUSINESS AND YOU HAVE THINGS LIKE ETSY AND OTHER PLATFORMS OUT THERE FOR STUDENTS TO REALLY SELL THEIR GOODS, WE FEEL THAT THIS IS A REALLY RELEVANT COURSE FOR THE STUDENTS, AND THEN IN OUR ENTREPRENEURSHIP PATHWAY, NOTICE WE HAVE THE BUSINESS INFORMATION MANAGEMENT COURSES.
WE'RE GOING TO RECOMMEND THAT THOSE BE REMOVED.
THE SOME OF THE PRINCIPLES OF THOSE COURSES WE'RE ACTUALLY GOING TO TEACH IN OUR PRINCIPLES OF BUSINESS, MARKETING AND FINANCE CLASS, SO THAT WE CAN REPLACE THAT COURSE WITH SOME OFFERINGS THAT ARE REALLY GOING TO MEET THAT ACADEMY NEED.
THAT'S GOING TO BE AN INNOVATIVE COURSE, AND THAT I'LL SPEAK A LITTLE BIT MORE ON IN A FEW MINUTES HERE AND THEN INSTEAD OF JUST THE PRACTICUM AND BUSINESS MANAGEMENT, WHICH IS THE PRACTICUM THAT'S OFFERED CURRENTLY IN ALL OF OUR PATHWAYS FOR THAT ENTREPRENEURSHIP PATHWAY, WE ARE GOING TO BE OFFERING A PRACTICUM IN ENTREPRENEURSHIP.
OKAY, AND THEN ALSO FOR THE ACCOUNTING AND FINANCE SERVICES, WE'RE REPLACING THE BUSINESS INFORMATION MANAGEMENT WITH HONORS SECURITY AND INVESTMENTS AND AGAIN THIS CAME WE ASKED STUDENTS.
WE ASKED SOME OF OUR CURRICULUM FOLKS WHAT IS SOMETHING THAT YOU WOULD HAVE WANTED AS A BUSINESS STUDENT IN HIGH SCHOOL? I KNOW FOR ME, IF SOMEONE WERE TO TEACH ME HOW TO INVEST, IT WOULD HAVE GONE A LONG WAY FOR ME.
SO I THINK THAT THESE OFFERINGS WILL BE A LOT MORE RELEVANT FOR THE STUDENTS TODAY.
SO THIS IS JUST A SLIDE SHOWING THE TEA ENTREPRENEURSHIP PATHWAY AND THE OPTIONS THAT WERE AVAILABLE TO US, BUT THE ONES HIGHLIGHTED IN GOLD WERE THE ONES OR THE COURSES THAT WE CHOSE TO GO WITH, BECAUSE IT REALLY PUTS THAT FOCUS ON THAT ENTREPRENEUR IDEA.
SO NOW IT COMES DOWN TO THE CARROLL BUSINESS ACADEMY PATHWAY.
AFTER CONSULTING WITH INDUSTRY LEADERS, BUSINESS OWNERS, OTHER DISTRICTS THAT OFFER CTE COURSES AND SOME ENTREPRENEURS OUT THERE, WE DECIDED THAT WHAT WE SHOULD RECOMMEND FOR THE ENTREPRENEURSHIP PATHWAY IS THAT THE STUDENTS WOULD START IN THAT PRINCIPLES OF BUSINESS, MARKETING AND FINANCE, JUST LIKE ALL OTHER STUDENTS, BECAUSE IT GIVES THEM A FOUNDATION FOR WHICH WAY TO GO.
WE DO BELIEVE THAT IT WOULD BE A GREAT IDEA TO BRING IN INDUSTRY EXPERTS, EVEN TOWARDS THE END OF THAT CLASS, THAT ARE IN FINANCE, THAT ARE IN MARKETING, THAT ARE IN KIND OF THE BUSINESS MANAGEMENT AND SHARE WITH THE STUDENTS.
IF YOU CHOOSE TO GO THIS ROUTE, THIS IS WHAT WE HAVE OR THIS IS WHAT IT WILL LOOK LIKE FOR EACH ONE OF THOSE PATHWAYS, BUT FOR THE ACADEMY ITSELF, THEY WOULD FINISH THE PRINCIPLES OF BUSINESS, MARKETING AND FINANCE AND GO RIGHT INTO ENTREPRENEURSHIP, THEN INTO HONORS ENTREPRENEURSHIP TWO
[00:10:08]
AND THEN FINISHING WITH A PRACTICUM IN ENTREPRENEURSHIP, WHICH IS GOING TO BE CBA STUDENTS ONLY, AND IT'S THOSE TWO COURSES THAT WE'RE ADDING ON THE HONORS AND ENTREPRENEURSHIP TO THE PRACTICUM AND ENTREPRENEURSHIP THAT IS REALLY GOING TO EXCITE AND ENTICE THOSE STUDENTS TO STAY WITH THE PROGRAM, BECAUSE THAT IS WHERE WE HAVE THOSE REALLY INNOVATIVE IDEAS LIKE LIKE THE SHARK TANK PITCH IDEA OR THE DRAGON TANK IDEA THE IDEAS THAT WE'VE HEARD THE DRAGON TALK OR TED TALK TYPE SCENARIOS WILL BE BUILT INTO THOSE PROGRAMS, AND KIDS ARE GOING TO WANT TO DO THAT.IT'S GOING TO BE AN AMAZING OPPORTUNITY FOR THEM, BUT IN ADDITION TO THOSE FOUR CLASSES, THEY WILL ALSO HAVE AN OPPORTUNITY TO TAKE ONE OTHER COURSE OF THEIR CHOICE AND THE REASON WE DID THAT IS BECAUSE IF THEY REALLY ARE INTERESTED IN, SAY, FINANCE, THEY CAN TAKE SOMETHING THERE'S BUSINESSES THAT ARE STARTED THROUGH FINANCE FINANCIAL PLANNING FIRMS, STUFF OF THAT SORT, OR IF THEY ARE INTERESTED IN, SAY, MORE OF THE MANAGEMENT ASPECT OF IT, THEY CAN GO INTO BUSINESS LAW OR SOCIAL MEDIA MARKETING AND HAVE A LITTLE TASTE IN THERE AS WELL, EVEN LOOKING AT HONORS AND SECURITIES AND INVESTMENTS WITH SOME OF THE CERTIFICATIONS THAT WE'RE SUGGESTING IN THESE, I THINK IS GOING TO BE REALLY EXCITING FOR THE STUDENTS TO WANT TO FINISH, AND THAT'S ONE OF THE THINGS WE SAW THAT IN THE DATA THAT WE PRESENTED IN THE BEGINNING, THAT THERE WAS A LARGE NUMBER OF STUDENTS NOT WANTING TO GO INTO A BUSINESS COURSE NEXT YEAR AFTER TAKING THAT FIRST COURSE.
STUDENTS ARE GOING TO BE IT'S GOING TO BE THE TALK OF THE TOWN.
SO THAT'S WHAT THE PATHWAY IS GOING TO LOOK LIKE.
HERE'S A COUPLE OF THE PROPOSED NEW COURSES FOR THE BUSINESS PATHWAYS IN GENERAL.
NOW. ANOTHER ASPECT OF THE CBA OF CARROLL BUSINESS ACADEMY IS THIS IDEA OF WORKPLACE COMPETENCIES.
WE BELIEVE THAT STUDENTS SHOULD KNOW OR SHOULD HAVE THE FOUNDATION, THE KNOWLEDGE, TO BE ABLE TO RUN A BUSINESS, BUT ALSO WORK ON THOSE SOFT SKILLS, AND SO WHEN YOU WHEN YOU GO INTO A WORKPLACE, YOU'RE HOPING AND EXPECTING TO BE GREETED A CERTAIN WAY FOR A WORKER TO THINK OUTSIDE THE BOX AND FIND THINGS TO DO INSTEAD OF JUST WAITING TO BE TOLD, AND I THINK THAT THIS COMPETENCY RUBRIC IS GOING TO BE AN OPPORTUNITY FOR THE STUDENTS TO REALLY SEE HOW THEY'RE GROWING.
ONE AREA YOU NEED TO FOCUS ON IS CRITICAL THINKING OR SOMETHING OF THAT SORT.
SO THAT'S JUST A TASTE OF BUT I REALLY THINK THAT THIS IS GOING TO BE SOMETHING THAT WHEN OUR STUDENTS GRADUATE THE CARROLL BUSINESS ACADEMY, THAT INDUSTRY LEADERS ARE GOING TO KNOW THAT THEY'RE FROM CARROLL BUSINESS ACADEMY BECAUSE THEY ARE INNOVATIVE THINKERS.
THEY'RE THINKING OUTSIDE THE BOX.
THEY ARE SHAKING A HAND, LOOKING YOU IN THE EYE.
THE SKILLS THAT HONESTLY ARE KIND OF LACKING TODAY BECAUSE IT'S ALL THEORY BASED, BUT THIS IS GOING TO BE PRACTICUM AND IT'S GOING TO BE REALLY PRACTICAL FOR THE STUDENTS. SO THE CBA TRACK, OUR CNI PROPOSAL IS SIMPLY THIS, THAT THEY FOLLOW THE PATHWAY OF ENTREPRENEURSHIP FOR ALL FOUR YEARS.
PLUS THEY TAKE AN ADDITIONAL BUSINESS COURSE OF THEIR CHOICE.
IF THEY DO SO, THEY ARE GOING TO COMPLETE AT LEAST TWO INDUSTRY BASED CERTIFICATIONS.
THERE'S A COUPLE OF THEM LISTED THERE, BUT THERE'RE SOME OTHER ONES THAT THEY WOULD BE ABLE TO CHOOSE FROM, AND THEN THEY WOULD COMPLETE THAT PRACTICUM IN ENTREPRENEURSHIP, WHICH AGAIN IS GOING TO BE A CBA STUDENT ONLY, AND THEN IF THEY DO ALL OF THAT, THEY WILL BE ACKNOWLEDGED AT A GRADUATION AS ACADEMY COMPLETION WITH THE CBA HONOR COURT.
THIS IS HONESTLY ALL ABOUT COMMUNITY.
WE PEOPLE ARE GOING TO WANT TO PARTNER WITH US TO PROVIDE OPPORTUNITIES FOR OUR KIDS, FOR OUR STUDENTS THROUGH INTERNSHIPS, MENTORSHIPS, PRACTICUM PARTNERS, EVEN UTILIZING THAT WORKPLACE COMPETENCY RUBRIC TO REALLY HELP OUR STUDENTS OUT THERE IN THE COMMUNITY.
I REALLY SEE THIS AS BEING SOMETHING THAT WILL GET A LOT OF COMMUNITY BEHIND A LOT OF BUSINESS OWNERS, A LOT OF ENTREPRENEURS EXCITED TO HELP OUR STUDENTS OUT, EXCITED TO HELP TEACH THEM TO ENTER INDUSTRY THEMSELVES, AND AS FAR AS THE FINANCIAL IMPACT AT THIS TIME, WE DO NOT ANTICIPATE A COST TO THE DISTRICT. WE ARE LOOKING TO USE CURRENT STAFF TO TEACH THE CLASSES.
[00:15:02]
AGAIN, WE ARE REMOVING SOME OF THE COURSES AND REPLACING THOSE, AND SO WE WILL USE THOSE STAFF MEMBERS TO TEACH THOSE COURSES.WE'RE ALSO THINKING OF POTENTIAL BOOSTER CLUB TO HELP RAISE MONEY FOR THE PROGRAM AND THEN ALSO BECAUSE IT'S GOING TO BE SO EXCITING FOR THE STUDENTS, WE KNOW THAT THERE'S GOING TO BE INCREASED PATHWAY COMPLETERS, AND WHEN WE DO THAT, WE ACTUALLY THERE'S INCREASED TEA OR CTE FUNDING THAT IS REIMBURSED TO US.
SO IN A SNAPSHOT YOU HAVE CARROLL BUSINESS ACADEMY.
IT'S ONE THAT'S GOING OUT THERE RIGHT NOW THAT A LOT OF PATHWAYS ARE USING CYBERSECURITY, A LOT OF GREAT OPPORTUNITIES FOR CERTIFICATIONS, BUT ALSO THE PRACTICUM IS REALLY WHERE THAT THAT WHOLE ACADEMY IS GOING TO BE SOLD, AND THAT'S WITH THE INTERNSHIPS, THE MENTORSHIPS, THE PARTICIPATE POTENTIALLY IN INDUSTRY SEMINARS THE PITCH, THE BUSINESS PLAN KIND OF THAT THAT DRAGON TANK/SHARK TANK SCENARIO SITUATION AND THE IDEA OF STUDENT GOVERNANCE BEHIND IT, AND THEN THAT IS TO LAUNCH, BUT POSSIBLE FUTURE ENDEAVORS INCLUDE DUAL ENROLLMENT COURSES, ARTICULATION AGREEMENTS OR PATHWAYS TO COLLEGES, A POTENTIAL TO HAVE A QUARTERLY BUSINESS PUBLICATION LIKE A MAGAZINE THAT STUDENTS WOULD RUN AGAIN, THOSE BUSINESS PLAN PITCH COMPETITIONS AND INDUSTRY SEMINARS, AND THAT TODAY IS THE UPDATE FOR CARROLL BUSINESS ACADEMY.
I CAN SEE YOU HAVE A REAL PASSION FOR THIS.
I KNOW THIS IS OTHER DUTIES AS ASSIGNED FOR YOU, BUT IT REALLY SOUNDS LIKE IT'S PROMISING AND SOMETHING THAT I THINK OUR STUDENTS WILL GET REALLY EXCITED AND OUR COMMUNITY WILL GET BEHIND AND IT LOOKS LIKE THESE FIRST STEPS ARE REALLY GREAT.
SO THE CURRICULUM, DO WE HAVE TO DO ANYTHING SPECIAL TO CANCEL A COURSE OR PUT TOGETHER A NEW COURSE? I'M ASSUMING THAT YOU HAVE A LOT OF WORK INVOLVED IN CREATING A NEW COURSE, AND I MEAN, CAN YOU KIND OF WALK US THROUGH AT A VERY HIGH LEVEL HOW THAT WORKS? SO ESSENTIALLY TO HAS PATHWAYS FOR CTE THAT STUDENTS CAN TAKE CLASSES THAT ARE OUT OF A PATHWAY, BUT AGAIN, IT DOESN'T I MEAN, AS FAR AS FROM A DISTRICT STANDPOINT, WE DON'T SEE THE FUNDING AS MUCH FUNDING FOR THAT, BUT THERE'S PATHWAYS THAT IF YOU WANTED TO CREATE A PATHWAY AND PUT A COURSE IN THERE, IT HAS TO ALIGN WITH THE PATHWAYS THAT THEY RECOMMEND. SO FOR INSTANCE, THAT ONE I WAS TALKING ABOUT EARLIER, GOING BACK TO THE ENTREPRENEURSHIP PATHWAY, THIS IS WHAT IT WOULD LOOK LIKE FOR CTE.
WE SEE THAT THERE'S A COURSE HERE.
WHAT THAT WOULD LOOK LIKE IS THAT WE WOULD RECOMMEND IT TO THE APG TO SAY, WE WANT TO TAKE THIS OUT AND ADD THIS COURSE IN, AND THEN AT THAT POINT IT WOULD GO THROUGH THE BOARD APPROVAL PROCESS, AND THEN WE WOULD HAVE THE ABILITY TO OFFER THOSE COURSES.
SO AND THAT. HOW LONG DOES THAT TAKE? IF WE'RE TALKING ABOUT NEXT SCHOOL YEAR, I'M ASSUMING THAT WE'RE NEEDING TO START LIKE RIGHT NOW.
CORRECT. YEAH. SO THE, THE APG IS GOING TO BE THE NEXT, I THINK THE NEXT BOARD MEETING WHERE OR IN DECEMBER AT LEAST, AND THEN FROM THERE IN JANUARY AS SOON AS IT GETS THE FINAL APPROVAL, THEN WE WILL BE DOING A MARKETING BLITZ ON THE BUSINESS ACADEMY AND WE'LL START ENROLLING STUDENTS FOR THE BUSINESS ACADEMY.
RIGHT. ALL RIGHT. OPEN IT UP FOR QUESTIONS.
MR. JENNINGS, JUST HAVING HIRED A LOT OF YOUNG PEOPLE, I LOVE THE FACT AND I CREDIT THE TEAM WITH THAT YOU WORK WITH ON THE NUMBER OF CERTIFICATIONS. THESE ARE CERTIFICATIONS THAT EMPLOYERS ARE LOOKING FOR.
I MEAN, THE FACT THAT THESE STUDENTS CAN THEY WILL IF THEY GO THROUGH THE PROGRAM FOR FOUR YEARS, THEY'LL HAVE AT LEAST TWO OF THESE, RIGHT? CORRECT. OKAY. I THOUGHT THAT WAS EXCELLENT.
THE CYBERSECURITY WAS A SURPRISE.
I DON'T RECALL THAT IN PREVIOUS ONES.
SO THAT'S KIND OF A NICE ADDITION.
I THINK THE SOCIAL MEDIA ONE IS SPOT ON IN TERMS OF WHAT THESE KIDS, I WOULD ASK THAT THAT SAME POLL OR STUDY BE DONE AFTER THIS IS ROLLED OUT.
I WOULD LOVE TO SEE HOW THAT'S CHANGED, BECAUSE THEY DID SORT OF STICK OUT TO ME AND MAYBE OTHERS WHO ARE VIEWING THAT BOTTOM BAR CHART, RIGHT? WHICH LIKE YOU HAD SAID, AND I APPRECIATE YOU NOT HIDING THAT, IS THAT 37.5% SAID, I DON'T PLAN ON TAKING A BUSINESS COURSE, AND IT SOUNDS LIKE THIS IS A PERFECT TIME FOR THIS TYPE OF CHANGE.
ABSOLUTELY IT IS NEEDED, AND I DO BELIEVE THAT THAT NUMBER IS GOING TO DECREASE DRASTICALLY.
[00:20:05]
SO MAYBE IF YOU COULD DO THAT STUDY.MR. JENNINGS, THANK YOU FOR THE PRESENTATION.
VERY INFORMATIVE. I'M EXTREMELY EXCITED ABOUT US GETTING THE CARROLL BUSINESS ACADEMY STARTED.
I'M CURIOUS. I KNOW IN CMA THERE'S LOTS OF COURSES THAT ACTUALLY ARE ELIGIBLE FOR COLLEGE CREDIT.
DO YOU KNOW IF ANY OF THESE COURSES THAT WE EITHER CURRENTLY HAVE OR ANY OF THE ONES THAT YOU'RE RECOMMENDING THAT WE ADD, WILL THEY BE ELIGIBLE FOR COLLEGE CREDIT? AS OF RIGHT NOW, THERE'S NO DUAL ENROLLMENT COURSES OR COLLEGE CREDIT COURSES YET, BUT THAT IS SOMETHING THAT WE DO PLAN TO PURSUE AS WE MOVE FORWARD.
SECONDLY, YOU'VE ALREADY PARTIALLY ANSWERED THE QUESTION I WAS GOING TO ASK YOU ABOUT.
IS THERE A COST IMPACT THAT WE NEED TO TAKE INTO ACCOUNT? SO THANK YOU FOR ALREADY COVERING THAT, BUT YOU ALLUDED TO MAYBE NEEDING TO MAKE STAFF CHANGES BECAUSE WE'LL STOP DOING CERTAIN COURSES AND ADD OTHER COURSES. SO HOW WILL WE GO THROUGH THAT PROCESS.
YOU'LL LOOK AT, I TAKE IT, THE TEACHERS THAT WE HAVE RIGHT NOW AND AS WE CHANGE COURSES, SEE IF SOME OF THE, I GUESS, TEACHERS WHO ARE TEACHING THE COURSES THAT ARE GOING AWAY, IF THEY CAN TEACH THE NEW COURSES, OR HOW EXACTLY WOULD THAT WORK.
SO THE CERTIFICATION THAT OUR TEACHERS HAVE TO TEACH CTE, A LOT OF THOSE CERTIFICATIONS WILL COVER THEM THE ABILITY OR THEY WILL HAVE THE ABILITY TO TEACH THESE NEW COURSES, AND SO IT JUST TAKES THE TEACHER JUMPING INTO THE CURRICULUM, DIGGING INTO IT OVER THE SUMMER A LITTLE BIT, TRAINING ON OUR PART TO SAY, HERE'S WHAT IT'S GOING TO LOOK LIKE, AND AGAIN, THAT'S PART OF WHAT WE WANT TO DO, IS MAKE SURE THAT THE WAY WE PRESENT IT IN THE CLASSROOM IS SUPER EXCITING FOR THE STUDENTS AS WELL.
THAT IS REALLY ENGAGING, AND SO ALL OF THAT IS JUST GOING TO COME WITH THE EXPERTISE OF OUR CURRENT TEACHERS, BUT ALSO TRAINING THEM A LITTLE BIT, AND THEN AS AS THE BUSINESS ACADEMY GROWS, MAYBE THERE IS AN OPPORTUNITY TO ADD SOME FUTURE STAFF.
EXCELLENT. THANK YOU, AND THE LAST QUESTION I HAD, YOU STARTED TALKING ABOUT TIMING A LITTLE BIT, AND IT SOUNDS LIKE MAYBE WE'LL BE TALKING ABOUT IT FOR A FEW MORE MONTHS AND MAYBE BE APPROVING IT AS EARLY AS JANUARY.
DOES THAT MEAN THAT WE WOULD ACTUALLY START THE COURSES AND THE COURSE LOAD IN THE SPRING SEMESTER, WITH STUDENTS BEING GOING THROUGH IT, OR THAT'S A LATER TIME? NO, THIS WOULD BE FOR THE BEGINNING OF NEXT, NEXT SCHOOL YEAR.
OKAY. SO STUDENTS WILL SIGN UP IN THE SPRING TIME FOR THEIR COURSES NEXT YEAR I SEE.
IF WE'RE GOING TO START IT NEXT YEAR, WILL IT ONLY BE OPEN TO FRESHMEN STUDENTS? NO. IN FACT SO LET ME GIVE YOU AN EXAMPLE AND I'LL COME BACK TO THIS PAGE HERE.
SO LET'S SAY THERE IS A SOPHOMORE WHO WANTS TO START, AND THEY'RE GOING TO BE A JUNIOR NEXT YEAR.
SO TECHNICALLY, A JUNIOR COULD TAKE ENTREPRENEURSHIP ONE HIS JUNIOR YEAR AND THEN TAKE HONORS ENTREPRENEURSHIP TWO AND THE PRACTICUM SENIOR YEAR SO IT DOESN'T EXCLUDE THEM.
ALL RIGHT. ANY OTHER QUESTIONS, MR. JENNINGS? MR. JENNINGS, I'M ENCOURAGED THAT YOU ARE TAKING ON THIS ROLE.
I CAN'T THINK OF ANYBODY BETTER.
THANK YOU FOR ALL THAT YOU DO.
THANK YOU. I REALLY APPRECIATE IT. THANK YOU FOR THE TIME TODAY.
ALL RIGHT. THANK YOU. THANK YOU SIR.
THANK YOU. THANK YOU, MR. JENNINGS. NEXT AGENDA ITEM IS ITEM 6.2.
CONSIDER INCREASE IN PARAPROFESSIONAL AIDE SUBSTITUTE RATES.
SO FROM AUGUST UNTIL OCTOBER WE'VE HAD 1926 ASSIGNMENTS.
THIS INCLUDES PROFESSIONALS AND PARAPROFESSIONALS.
WE'VE HAD 160 OF THESE ASSIGNMENTS THAT HAVE BEEN FILLED.
SO WE'VE HAD ABOUT 43% OF THESE ASSIGNMENTS THAT HAVE NOT BEEN FILLED, OR 122.
MOST OF THESE ARE SPED ASSIGNMENTS.
[00:25:07]
ATTENTION TO THIS HANDOUT.THIS INCLUDES THE CURRENT RATES THAT CARROLL ISD HAS, WHICH IS $35 FOR HALF DAY AND 70 FOR FULL DAY.
THE TABLE IN FRONT OF YOU ALSO INCLUDES THE PAY RATES FOR OUR SURROUNDING DISTRICTS.
AS YOU CAN SEE, CARROLL ISD IS NOT THE LOWEST, BUT IT'S ALSO NOT THE MOST MARKET COMPETITIVE.
SIMILARLY, WE ALSO HAVE LONG TERM SUBS, AND THE LONG TERM SUBS WOULD GO FROM 75 TO 95 OR 80 TO 100.
IF WE WERE TO FOLLOW A SIMILAR STRUCTURE AND THEN CREATE A $20 INCREASE FOR OUR PARAPROFESSIONAL SUBSTITUTES, WE'RE HOPING TO GO TO A 70% FILL RATE RIGHT NOW USING OUR CURRENT DATA.
HOPEFULLY WITH THIS ADDITIONAL $20 INCREASE WILL GET US THERE.
WE'RE LOOKING AT 539 ASSIGNMENTS FOR THE REMAINDER OF THE SCHOOL YEAR.
WHAT THAT REALLY MEANS IN TERMS OF ADJUSTMENTS AND COSTS, IF WE WERE TO STAY WITH THE CURRENT FILL RATE, WE WOULD BE LOOKING AT 8777 ADDITIONAL DOLLARS, OR IF WE WERE TO GO TO 70% FILL RATE, WE'RE LOOKING AT $10,780.
QUESTIONS? SO, MS. KHAN, THANK YOU FOR THIS.
WHY WOULD WE TARGET 70% AND NOT 100%? WE WOULD WANT TO TARGET 100%.
ABSOLUTELY. I'M TRYING TO BE REALISTIC.
OKAY. GOTCHA. SO RIGHT NOW THE 57% IS ALL WE CAN FILL IN.
OKAY. MS. KHAN, WHAT HAPPENS RIGHT NOW WITH THIS FILL RATE OF 57%? ANY POSITION THAT'S NOT FILLED ARE PHENOMENAL, BUT THE DEPARTMENT HAS STEPPED IN AND THEY HAVE WORKED WITH OUR PRINCIPALS, AND THEN WE'VE HAD EITHER FLOATER PARAS OR INSTRUCTIONAL SPECIALIST, BEHAVIORAL SPECIALISTS COME IN.
OR PRINCIPALS HAVE JUST REALLY BROUGHT IN THEIR OWN STAFF TO FILL THESE POSITIONS.
MS. KHAN, I'M KIND OF CURIOUS IF WE DON'T FILL A ROLE AND WE LEVERAGE OUR OTHER STAFF MEMBERS TO SERVE AS SUBSTITUTES.
I BELIEVE WE HAVE A COST FOR THAT, DON'T WE? IS THIS JUST THE INCREMENTAL COST OR IS IT? I MEAN, I BELIEVE WE HAVE COST EVEN WHEN WE USE OUR OWN TEACHERS AND NOT A SUBSTITUTE.
CORRECT. WE DO HAVE A $25, BUT THIS WOULD BE JUST FOR SUB RATES SPECIFICALLY.
SO IT WOULD BE AN ADDITIONAL COST.
SO IF WE INCREASE THE FILL RATE.
I DON'T THINK YOU TOOK INTO ACCOUNT HOW MUCH WE WOULD SAVE FROM NOT USING OUR OWN STAFF, RIGHT? THIS IS JUST IF WE INCREASE THE FILL RATE AND WE PAY SUBSTITUTES MORE.
THAT'S CORRECT. YES. OKAY, SO IT COULD BE A LITTLE LESS THAN THIS IN ALL CASES.
THANK YOU. MS. KHAN, I SEE THAT EAGLE MOUNTAIN, SAGINAW AND BIRDVILLE HAVE TWO RATES, ONE FOR AN AIDE AND ONE FOR A SPED AIDE.
ARE WE JUST TALKING ABOUT SPED AIDE, OR WHAT ARE WE TALKING? YES, WE CURRENTLY HAVE ONE RATE FOR EVERYBODY.
OKAY. SO THERE ARE CERTAIN DISTRICTS THAT HAVE THEY DIFFERENTIATE BETWEEN SPED AND GEN ED.
SO RIGHT NOW IF WE WERE TO INCREASE IT WE'RE LOOKING AT ONE RATE FOR EVERYONE OKAY.
SO THIS IS MORE THAN JUST PARAS.
THIS IS JUST PARAS, BUT IT WOULD BE SPED PARAS AND THEN REGULAR PARAS.
THANK YOU, AND THE RECOMMENDATION IS $90 BECAUSE THAT'S JUST KIND OF MIDDLE OF THE ROAD FOR WHERE WE ARE IN DISTRICTS THAT SURROUND US, THAT.
IS THERE ANY OTHER THOUGHT TO THAT? YES. IT FOLLOWS THE SAME PRINCIPLE THAT WE HAD WITH THE SUBSTITUTE.
WE INCREASE THEIR RATE WITH $20.
HAVE ANY IDEA HOW THESE OTHER DISTRICTS ARE PERFORMING IN TERMS OF FILL RATE? I DON'T, BUT SUBSTITUTES ARE REALLY DIFFICULT TO FIND.
IT'S NOT THE MOST GLAMOROUS JOB.
IT'S THE MOST DIFFICULT, BUT EVERY DISTRICT IS HAVING THE SAME ISSUES, AND WHERE DO WE NORMALLY SOURCE OUR PARAS FROM? ARE THEY COMING FROM OUTSIDE THE DISTRICT? ARE THEY TRAVELING HERE? ARE THEY COMMUTING? THE SUBSTITUTES? THERE ARE CERTAIN PARAS THAT WORK SPECIFICALLY WITH US, AND THERE ARE OTHERS THAT WORK WITH MULTIPLE DISTRICTS.
[00:30:06]
REQUEST FOR INFORMATION.WHAT IS OUR CURRENT SUBSTITUTE PAY NOW? I KNOW WE INCREASED IT.
OUR NON-DEGREED SUBSTITUTE IS 100, OUR DEGREED AND THEN OUTSIDE CERTIFIED IS 105, AND THEN BACHELOR DEGREE AND TEACHER CERTIFIED IS 115.
I KNOW WHAT I'M THINKING IS THAT THESE PEOPLE DO AMAZING WORK, AND I, IN MY HEART AND IN MY MIND, I DON'T SEE A REASON WHY IT SHOULD BE ANY DIFFERENT THAN THE SUBSTITUTE OF A GEN ED POPULATED CLASSROOM.
SOME COULD ARGUE THAT'S EVEN HARDER.
SO I'D LIKE TO ACTUALLY SEE THESE ESTIMATES WITH THE SAME DOLLAR AMOUNT AS OUR GEN ED SUB.
THESE ARE INDIVIDUALS THAT ARE THE ASSISTANTS IN THE CLASSROOM WITH A FULL TIME TEACHER.
THESE ARE THE PARAPROFESSIONALS IN THAT CLASSROOM.
SO THERE IS THEY'RE JUST FILLING IN FOR THOSE ASSISTANTS IN THE CLASSROOM WITH THE SPED TEACHER.
SO EVEN IF OUR SPECIAL EDUCATION TEACHER WERE OUT, THEN WE WOULD HAVE A SUBSTITUTE IN THERE.
SO THEY'RE MORE IN AN ASSISTANT ROLE AND SOMETHING ELSE TO KEEP.
RIGHT, I'VE RECEIVED AND I'VE BEEN IN THIS CLASSROOM AND I'VE RECEIVED EMAILS.
I SEE HOW DIFFICULT THAT DAY IS.
I'M JUST SAYING WHERE WE ARE RIGHT NOW WITH WHAT WE'RE ASKING FOR, AND WE'VE GOT A 57% FILL RATE.
I WANT THAT TO BE 100, AND I DON'T BELIEVE JUST BEING NO, I DON'T I WANT TO DO MORE.
SO CAN I JUMP IN THERE REAL QUICK, AND DR.
SMALSKAS, YOU MAY WANT TO JUMP IN THERE, BUT I THINK I ABSOLUTELY BELIEVE THAT OUR PARAPROFESSIONALS IN THOSE CLASSROOMS NEED AN ADDITIONAL COST R EVISION IS SOMETHING THAT WE'VE TALKED ABOUT IN THE MIDST OF ALL OF OUR OTHER LOOKING AT THE BUDGET GOING INTO NEXT SCHOOL YEAR TO MAKE SOME RECOMMENDATIONS TO GET SOME OF THESE POSITIONS UP TO MARKET RATE.
SO I THINK IT WOULD BE A CHALLENGE TO PAY OUR SUBSTITUTES CLOSE TO FOR PARAS, CLOSE TO THE SAME THAT WE PAY A TEACHER WHEN WE'RE NOT PAYING OUR FULL STAFF, FULL, FULL TIME STAFF WHO ARE PARAS CLOSE TO WHAT OUR TEACHERS ARE MAKING? YOU SEE THE DIFFERENCE? I THINK WE HAVE TO.
WE'RE GOING TO HAVE TO ADJUST PARAPROFESSIONAL PAY, WITHOUT A DOUBT.
YEAH, THAT WAS MY NEXT QUESTION WAS IS POINT OF INFORMATION WAS TO ASK WHAT THAT PAY WAS.
OUR FTES FOR THESE ROLES WHAT THOSE WHAT THAT PAY IS.
SO A SPED PARA WOULD START AT ABOUT $16.84 AN HOUR A MINIMUM.
MS. KHAN JUST WITH REGARD TO THE 100% FILL RATE.
IS THAT WITHIN A CERTAIN PERIOD OF TIME? I MEAN, I WORK IN HR TOO AND TO SAY 100% FILL IS GUARANTEED AT A CERTAIN RATE SEEMS KIND OF AMAZING UNLESS IT'S WITHIN A CERTAIN DEFINED PERIOD OF TIME AND I'M CURIOUS, LIKE WHEN WE TALK ABOUT FILLING IT, WHAT IS THE TIME FRAME THAT WE'RE TALKING ABOUT WITHIN WEEKS OR MONTHS OR DAYS OR MY HOPE OR OUR HOPE IS THAT AS SOON AS THE RATE IS INCREASED, WE WILL HAVE MORE SUBS TO BRING IN.
AGAIN, I THINK IT MIGHT BE A LITTLE BIT UNREALISTIC TO AIM FOR THAT 100%.
DON'T GET ME WRONG, I THINK ALL OF US WANT THAT 100%, WHICH IS WHY I PUT THAT 70%, WHICH GIVES US A LITTLE BIT OF FLEXIBILITY, BUT WE WANT THAT 100. ABSOLUTELY.
THANK YOU I SUPPORT INCREASING.
SO TRUSTEE YEAGER, YOUR REQUEST FOR INFORMATION WAS TWOFOLD, RIGHT? SO CAN YOU REPEAT THAT AGAIN? IT WAS JUST IT WAS FOR THE PARAS AND THE FULL TIME.
EXACTLY WHAT WHAT OUR GEN ED SUBS AND THEN WHAT OUR FTES FOR PAIRS ARE.
RIGHT. I UNDERSTAND THAT THERE MAY NEED TO BE SOME MAY NEED TO BE A LITTLE BIT LOWER, BUT I JUST WANTED TO BE AS HIGH AS IT POSSIBLY CAN BE FOR A COUPLE OF DIFFERENT REASONS.
SO THIS IS GOING TO BE ON THE AGENDA NEXT MONDAY FOR FURTHER DISCUSSION AND ACTION.
CORRECT. SO CAN YOU CAN YOU HAVE THAT INFORMATION TO US BY THEN? ABSOLUTELY. EXCELLENT. THANK YOU.
ANY OTHER QUESTIONS FOR MS. KHAN? OKAY. THANK YOU VERY MUCH.
THANK YOU. NEXT AGENDA ITEM IS ITEM 6.3.
[00:35:02]
CONSIDER SPONSORSHIP RIGHTS FOR DRAGON STADIUM DROP.GOOD EVENING. I'M HERE TO PRESENT TO YOU THE RESULTS OF THE REQUEST FOR PROPOSAL 23-002 FOR DRAGON STADIUM.
THAT WAS POSTED ON SEPTEMBER 1ST AND EXPIRED ON SEPTEMBER 29TH.
THE RESPONSE PROPOSED IS FROM METHODIST SOUTHLAKE MEDICAL CENTER.
THE PROPOSAL TERMS IS TO HAVE DRAGON STADIUM, SPONSORED BY SOUTHLAKE MEDICAL CENTER.
IT'S A TWO YEAR CONTRACT WITH AN OPTION FOR AN AUTOMATIC TWO YEAR RENEWAL.
THE TOTAL CASH PROPOSAL IS $200,000, AND THAT WOULD BE SUBTRACT AND MINUS THE CURRENT CONTRACT THAT SOUTHLAKE MEDICAL CENTER.
METHODIST MEDICAL CENTER HAS WITH THE DISTRICT.
THEY HAVE A DRAGON STADIUM CONTRACT, AND THERE'S A PROVISION IN THAT CONTRACT THAT IF THEY WERE TO OBTAIN THE NAMING RIGHTS, THAT WE DISSOLVE THAT INITIAL CONTRACT AND APPLY THAT AMOUNT TOWARDS THE NAMING.
SO THAT WOULD BE A REDUCTION PRORATED AMOUNT OF FOR YEAR ONE OF $90,750, AND THEN YEAR TWO WOULD BE THE $100,000 AS THE AGREEMENT.
THERE'S NO EXCLUSIVITY IN THE AGREEMENT.
THE PROPOSER IS RESPONSIBLE FOR THE COST AND MAINTENANCE OF THE MANUFACTURER AND INSTALLATION OF THE SIGNAGE, AS WELL AS THE LIABILITY INSURANCE COVERAGE AND PROPERTY DAMAGE COVERAGE OF THE SIGNAGE.
THE OPTIONS FOR SIGNAGE INCLUDE THE STADIUM FACADE ON THE HOME SIDE OF THE STADIUM FACING THE MAIN PARKING LOT, AND ONE OF TWO OPTIONS INSIDE THE STADIUM ON THE FACADE OF THE PRESS BOX FACING THE FIELD OR ON THE STADIUM FACADE ON THE VISITOR SIDE FACING KIMBALL AVENUE.
THE PAYMENTS CAN BE MADE UPFRONT OR IN ANNUAL INSTALLMENTS.
THIS PROPOSAL WOULD GENERATE A TOTAL OF $190,750 OVER THE TWO YEARS, AND MUST BE USED FOR CISD CAPITAL PROJECTS.
THERE ARE SEVERAL ITEMS IN YOUR PACKET IF YOU'LL NOTICE THAT ARE ADDITIONAL IN-KIND CONTRIBUTION FOR THE SPONSORSHIP.
THEY'RE IN THREE SECTIONS A SECTION FOR EMPLOYEES OF CARROLL ISD, AND I WON'T GO OVER ALL OF THE DETAILS, BUT JUST SOME HIGHLIGHTS, SUCH AS EXPEDITED PRIMARY CARE ACCESS THROUGH THE METHODIST FAMILY HEALTH CENTER IN SOUTHLAKE, ACCESS TO MOBILE TELEHEALTH COVERAGE.
ONSITE MOBILE MAMMOGRAPHY SCREENINGS WITHIN THE SCHOOL DISTRICT.
SECTION TWO IS FOR STUDENTS OF CARROLL ISD.
SEVERAL ITEMS INCLUDE CONCUSSION INJURY CLINIC, A FAST TRACK TO METHODIST SOUTHLAKE'S EMERGENCY ROOM, SPORTS NUTRITION, AND HYDRATION TRAINING.
WE DO HAVE AN EXCLUSIVE CONTRACT WITH ALL STAR ORTHOPEDICS IN THE DISTRICT THAT IS IN REGARDING TO ATHLETIC TRAINERS AND THE SPORTS MEDICINE ADVISOR AND DRAGON ATHLETIC TRAINERS, AND THE DISTRICT WOULD CHOOSE TO HONOR THAT CONTRACT, AS WE'VE HAD THAT
[00:40:07]
RELATIONSHIP WITH ALL STAR ORTHOPEDICS FOR MANY YEARS, AND WE WOULDN'T WANT TO CONFLICT WITH THAT AGREEMENT.THE THIRD ITEM WOULD BE TO ASSIST SCHOOL NURSES IN A VARIETY OF WAYS.
ONE WOULD BE A TELEHEALTH OPTION PROVIDED WITH BOARD CERTIFIED PHYSICIANS AT METHODIST FAMILY MEDICAL CENTERS IF NEEDED, AND IF NURSES CHOSE THAT OPTION.
PLEASE NOTE THAT THESE ITEMS ARE MERELY PROPOSED AND WILL BE EVALUATED BY THE CISD STAFF AND ADMINISTRATION TO DETERMINE THE DISTRICT'S NEEDS, STUDENT NEEDS, AND THE BEST WAYS THAT EACH OF THESE ITEMS IN THE PROPOSAL WILL BE UTILIZED.
IN ADDITION, THE DISTRICT INTENDS TO MAINTAIN AND HONOR THAT AGREEMENT WITH ALL STAR ORTHOPEDICS.
JUST AS A NOTE, BECAUSE I THINK THAT'S IMPORTANT FOR US TO CONSIDER.
THANK YOU, SIRS, FOR BEING HERE, AND I THINK THAT WE'RE ALWAYS EXCITED TO BE ABLE TO PUT MONEY IN A POT FOR FUTURE CAPITAL IMPROVEMENTS, AREN'T WE, MR. JOHNSON? SO THAT'S VERY, VERY EXCITING TO DO.
WHEN DOES THIS ONCE WE IF WE WERE TO VOTE TO APPROVE NEXT WEEK.
WHEN DOES THIS GO INTO EFFECT? WE COULD AS SOON AS WE DRAW UP A CONTRACT.
I MEAN, IT COULD BE AS EARLY AS JANUARY 1 WOULD BE A NATURAL TIME FOR THIS CONTRACT TO BEGIN.
I THINK FOR IT TO BE A TWO YEAR AGREEMENT, THEN THAT WOULD BE TWO FULL YEARS, ESPECIALLY TO INCLUDE A FULL FOOTBALL SEASON YOU KNOW YOU GET THE FULL BENEFIT OF THE SEASON THAT WAY.
YEAH. ANY OTHER QUESTIONS FOR MR. ROBB? I DO MISS ROBB.
I REALLY APPRECIATE YOU SHARING THE LIST OF SERVICES BECAUSE I THINK AND I DON'T KNOW IF OTHERS CAN SEE THIS IN OUR COMMUNITY, BUT THESE ARE PRETTY DETAILED.
YES, AND WHAT I WOULD LOVE IS INFORMATION ON THE VALUE OF THESE, IF THAT'S POSSIBLE.
BECAUSE WHEN I START TO LOOK AT SOME OF THESE, I BELIEVE THEY'RE PROBABLY EXPENSES THAT THIS ISD MR. JOHNSON IS ALREADY INCURRING, AND AGAIN, JUST TO GET A DOLLAR AMOUNT ON THIS WOULD BE GREAT.
IT WOULD BE GREAT AGAIN TO GET A DOLLAR AMOUNT IF THAT'S POSSIBLE, ON MANY OF THESE, AND SOME OF THESE, I DON'T EVEN KNOW IF THAT THERE IS A DOLLAR AMOUNT EXPEDITED PRIMARY CARE ACCESS.
IS IT POSSIBLE FOR FOLKS FROM METHODIST SOUTHLAKE TO JUST SHARE A LITTLE BIT MORE ABOUT THAT? BECAUSE IT SOUNDS REALLY GREAT, AND I JUST DON'T KNOW IF THERE'S A VALUE THAT YOU CAN PUT ON THAT.
WELL, THANK YOU FOR ASKING, MR. YEAGER. I DID SO HAPPEN TO BRING WITH ME SOME FRIENDS FROM METHODIST, HAVE THE PRESIDENT OF SOUTHLAKE MEDICAL CENTER, METHODIST SOUTHLAKE MEDICAL CENTER, MR. CHACO, VINCENT CHACO IS HERE WITH ME, AS WELL AS DR.
JOHN MYERS, THE PRESIDENT OF METHODIST MEDICAL GROUP.
I WONDER IF YOU GENTLEMEN WOULD LIKE TO HELP ADDRESS SOME OF THE QUESTIONS.
I MEAN, THESE ALL SOUND REALLY GREAT.
I DON'T KNOW IF WE WANT TO GIVE MR. CHACO THE MICROPHONE, THOUGH.
MYERS. NO, I GUESS IT IS HARD TO KIND OF PUT A VALUE ON THAT, BUT WHAT WE WOULD DO IS HOPEFULLY ELEVATE THE ACCESS TO CARE FOR THE STAFF AND FOR THE STUDENTS.
WITH PERMISSION OF THE PARENTS, WE COULD OFFER UP A TELEHEALTH VISIT OR A TELE CONSULT WITH A DOCTOR IMMEDIATELY FOR THOSE NURSES TO BACK THEM UP FOR THAT CARE. AGAIN, HARD TO PUT VALUE ON THAT, BUT CERTAINLY WE HAVE THAT SERVICE AVAILABLE TODAY.
WE YOU KNOW, WE HAVE TWO GREAT DOCTORS ALREADY IN THIS, IN THIS COMMUNITY THAT ARE PART OF OUR METHODIST MEDICAL GROUP, AND WE'RE ADDING MORE AND WE ACTUALLY PROVIDE THIS SIMILAR SERVICE IN MULTIPLE DISTRICTS.
WE'RE IN MANSFIELD, MIDLOTHIAN AND RICHARDSON, AND IT'S CREATED A GREAT RELATIONSHIP, AND ALSO, I THINK A GREAT SERVICE FOR THE FOR THE STAFF AND FOR THE STUDENTS.
[00:45:05]
IS THIS ONSITE MOBILE MAMMOGRAPHY SCREENING? CAN YOU TALK MORE ABOUT THAT? ABSOLUTELY, YES WITH METHODIST HEALTH SYSTEM, WE'VE GOT A MOBILE MAMMOGRAPHY BUS THAT GOES TO THE DIFFERENT COMMUNITIES, AND SO THAT BUS IS UTILIZED FOR THE INDIGENT POPULATION, BUT THEN ALSO LIKE A BUSINESS TO BUSINESS MODEL, AND SO THIS BUS WOULD BE ABLE TO COME HERE INTO SOUTHLAKE, AND SO WHETHER IT BE AT OLD UNION ELEMENTARY OR HERE LOCALLY HERE CENTRALIZED AT THE DISTRICT OFFICE, WE COULD PARTNER WITH YOU ALL TO SAY, HOW DO WE GET THIS EASY SCREENING, LIFESAVING SCREENING DONE FOR OUR NURSES, OUR STAFF, OUR SORRY, BUT OUR SCHOOL LEADERSHIP TO GET THAT BOOKED IN AND AT THEIR EASE TO JUST WALK RIGHT OUT INTO THE PARKING LOT AND GET YOUR SCREENING DONE AND GO BACK INTO CLASS, THAT'S A GREAT SERVICE, SIMILAR TO WHAT YOU SEE WITH LIKE A BLOOD DRIVE OR SOMETHING LIKE THAT AND WE COULD SET UP APPOINTMENTS AHEAD OF TIME.SO INSTEAD OF HAVING TO GO AND MAKE AN APPOINTMENT AND GO TO THE IMAGING CENTERS.
THANK YOU ALL. I REALLY LOVE THE FACT THAT YOU'VE GOT SOMETHING IN HERE FOR THE EMPLOYEES, AND I THINK THAT'S ALREADY BEEN ALLUDED TO, BUT WE'RE ALWAYS LOOKING FOR WAYS TO HELP INCREASE THEIR BENEFIT, IF YOU WILL.
CAN YOU TELL ME A LITTLE BIT MORE ABOUT THE ON SITE CLINIC? IT SAYS EXPAND TO ON SITE CLINIC WITHIN THE SCHOOL DISTRICT.
IS THAT SOMETHING THAT WE NEED TO PROVIDE A SPACE OR IS THIS THE MOBILE? YEAH. CURRENTLY WE HAVE AN OFFSITE CLINIC, BUT OVER TIME, AS THE NEED DID ARISE, WE COULD EASILY DO ONE AND PARTNER WITH YOU ALL ON THAT ONSITE.
THAT MAKES IT A LITTLE BIT EASIER AND PROBABLY FROM ACCESS PERSPECTIVE, BUT OUR CLINIC RIGHT NOW THAT WE HAVE, WHICH IS BEAUTIFUL, IS RIGHT DOWN ON SOUTHLAKE BOULEVARD AND VERY ACCESSIBLE, PROBABLY FOR A LOT OF PEOPLE AND PROBABLY CLOSER MAYBE TO AN ONSITE CLINIC, DEPENDING ON WHERE THEY LIVED OR WHATEVER.
SO YEAH, THAT WOULD BE SOMETHING WE COULD DISCUSS OVER TIME.
YEAH. ANYTHING TO ADD ON THAT? JUST ONE QUESTION AGAIN ABOUT TIMING.
I KNOW WE SAID WE COULD START THE CONTRACT AS EARLY AS JANUARY.
THAT'S GREAT. I'M KIND OF CURIOUS JUST WITH REGARD TO SIGNAGE, WOULD I DON'T KNOW HOW LONG IT TAKES TO PUT SIGNAGE IN AND YOU GUYS MAY NOT BE THAT FAR ALONG, BUT WOULD WE THINK THE SIGNAGE WOULD BE IN PLACE FOR THE NEXT YEAR'S FOOTBALL SEASON, OR DO WE HAVE ANY IDEA THAT WOULD BE OUR INTENT? IS THAT IT WOULD BE UP BEFORE THE NEXT FOOTBALL SEASON? IS IT POSSIBLE THAT THE SPRING SPORTS THAT ALSO USE DRAGON STADIUM WOULD BE ABLE TO BENEFIT? I'M THINKING ABOUT OUR GIRLS SOCCER AND OTHER SPORTS.
ABSOLUTELY, I THINK IT'S PROBABLY 90 TO 120 DAYS.
HAVE YOU THOUGHT ABOUT WHERE THE SIGNAGE IS GOING TO BE ON THE STADIUM ACTUALLY? WELL, I MEAN, THAT'S UP TO YOU ALL, I THINK.
I MEAN, THERE'S A COUPLE OPTIONS THAT WERE PROPOSED AND CERTAINLY WE'RE OPEN TO.
THAT WOULD BE THE THEY WOULD MAKE A PROPOSAL.
[INAUDIBLE] THAT WORKS, I THINK IT'S OKAY BECAUSE IT'S IN THERE RIGHT NOW.
IT'S ALREADY IN THERE, AND THEN ALSO ONE OF TWO OPTIONS OKAY.
ABOVE THE PRESS BOX OR ON THE BACK SIDE OF THE [INAUDIBLE].
ALL RIGHT. ANY OTHER QUESTIONS? COMMENTS. EXCELLENT.
THANK YOU GENTLEMEN. APPRECIATE YOU BEING HERE.
THANK YOU, MISS ROBB. ALL RIGHT.
PRESIDENT BRYAN AND SUPERINTENDENT DR.
LEDBETTER BRING A DISCUSSION OF TECHNOLOGY UPDATE OF DEVICES.
THIS IS JUST A BIT OF BACKGROUND FOR YOU ALL.
OUR DEVICE LIFE CYCLE, WHICH HAS BEEN REVIEWED BY THE STRATEGIC PLANNING COMMITTEE AND WE FIND COMMON WITH MANY OTHER DISTRICTS, IS FOUR YEARS FOR LAPTOPS AND FIVE YEARS FOR DESKTOPS.
ALREADY MANY OF THE DEVICES IN THE LIST HAVE EXCEEDED THAT LIFE CYCLE BY MORE THAN A YEAR.
ON THE RIGHT HAND SIDE, YOU SEE AN IMAGE OF OF ALL THE DIFFERENT DEVICES THAT ARE CURRENTLY IN THE DISTRICT THAT ARE OUTSIDE OF THOSE ESTABLISHED LIFE CYCLES, AND THE COST TO REPLACE ALL OF THOSE IS ROUGHLY $4 MILLION.
GOOD NEWS IS, NONE OF THE PACKAGES THAT WE'RE LOOKING AT HAVE THAT TYPE OF A PRICE TAG WITH THEM.
THE STUDENT LAPTOPS, THE SECONDARY STUDENT LAPTOPS, WHICH ARE FOR GRADES FIVE THROUGH 12, WERE MOSTLY REFRESHED A COUPLE OF YEARS AGO, WITH THE EXCEPTION BEING THE DEVICES THAT ARE CURRENTLY AT GRADES NINE AND TEN.
[00:50:08]
LIFECYCLE. THIS IS SOME STATISTICS ABOUT REPAIRS ON THESE DEVICES.YOU CAN SEE THERE THAT THE LATITUDE 3300 DEVICE THERE.
THAT IS THE DEVICE THAT WE'RE TALKING ABOUT THAT IS OUT OF LIFE CYCLE.
THERE'S CURRENTLY 1033 OF THOSE DISTRICT OF THOSE DEVICES IN THE DISTRICT AND IN THE LAST TWO YEARS, THOSE DEVICES HAVE BEEN SERVICED 1686 TIMES, MAKING ON AVERAGE 1.6 REPAIRS PER DEVICE.
WE TRY TO REVIEW OUR STATISTICS ON REPAIRS TO SEE IS ONE DEVICE BEING BROKEN 50 TIMES AND 49 ZERO, AND WE FOUND THAT THE NUMBER OF REPAIRS ARE PRETTY WELL DISTRIBUTED ACROSS THE FLEET.
OF THE DEVICES THAT WERE REPAIRED, WE'VE REPAIRED 1133 DEVICES, WHICH SEEMS A LITTLE CONFUSING BECAUSE WE ONLY HAVE 1033, BUT ESSENTIALLY WHEN A DEVICE GOES IN FOR SERVICE, IT MIGHT GET DECLARED SALVAGED BECAUSE IT'S NOT REPAIRABLE FOR THE COST IT WOULD TAKE, AND IT BECOMES KIND OF PARTS FOR US TO FIX OTHER DEVICES, AND WE REPLACE IT WITH A NEW ONE.
SO WHILE THERE'S 1033 DEVICES CURRENTLY IN USE, WE'VE REPAIRED 1133 OF THAT MODEL.
THERE'S CURRENTLY 560 DEVICES THAT HAVE BEEN REPAIRED IN THE LAST TWO YEARS THAT ARE IN USE IN THOSE STUDENTS, AND THERE'S 473 OF THAT MODEL THAT HAVE NOT BEEN REPAIRED IN THE PAST TWO YEARS.
YOU KIND OF SEE THE REDUCED COSTS ON THE LEFT HAND COLUMN AND THE EXPENDITURES POSSIBLE ON THE RIGHT HAND COLUMN TO KIND OF DESCRIBE THESE BRIEFLY. ONE OF THEM IS COMPUTER LABS WITHOUT COMPUTERS.
WELL, THEY COULD ALSO SIMPLY CARRY THEIR DEVICE WITH THEM TO THOSE COMPUTER LABS, AND THAT WOULD BE INSTEAD OF THE DESKTOPS IN THOSE COMPUTER LABS, THIS WOULD BE FOR KIND OF SHARED COMPUTER LABS WHERE TEACHERS GO IN AND CHECK OUT TIME AND USE THEM.
THIS WOULD STILL BE IN UPGRADES.
ANOTHER OPTION IS TO SAVE RESOURCES.
IF YOU REMEMBER, LAST YEAR WE REPLACED THE FOURTH GRADE IPADS WITH NEW IPADS AND NEW KEYBOARDS FOR STAAR TESTING BECAUSE THE KEYBOARDS WERE FAILING AT A PRETTY HIGH RATE, AND SO WE REPLACED THE FOURTH GRADE IPADS AND GOT SOME NEW IPADS AND KEYBOARDS, AND WE TOOK THE ONES THAT WERE WORKING OUT OF FOURTH GRADE, AND WE MOVED THEM TO THIRD GRADE, AND SO THEN THEY ALL HAD WORKING KEYBOARDS AND CASES FOR STAAR TESTING.
THE OLDER KEYBOARDS CONTINUE TO FAIL.
CURRENTLY THEY'RE ALL IN WORKING ORDER AND WE'RE RUNNING OUT OF SPARES, AND WE PREDICT THAT BY THE TIME STAAR TESTING COMES, WE'LL HAVE LESS THAN THE NUMBER NEEDED FOR STAAR TESTING AT THIRD GRADE.
IN THE PAST, WE'VE ALWAYS TESTED THIRD AND FOURTH GRADE AT THE SAME TIME, THE SAME DAY.
THEN IF THIRD GRADE TEACHER SAID, HEY, OUT OF MY 20 KIDS, FIVE OF THEM DON'T HAVE A WORKING KEYBOARD, LET'S BORROW FIVE FROM FOURTH GRADE SINCE THEY'RE NOT TESTING THAT DAY AND THAT WOULD WORK, AND WE DISCUSSED THAT WITH THE PRINCIPALS AND THAT WAS A WORKAROUND FOR THOSE CASES.
ALSO, ANOTHER OPTION IS TO NOT REFRESH THE DESKTOPS THAT ARE IN CLASSROOMS. CURRENTLY, EACH CLASSROOM TEACHER HAS A LAPTOP DEDICATED TO THEM AND A DESKTOP IN THEIR CLASSROOM.
THEY GENERALLY CONNECT THE LAPTOP TO THE FRONT TO SHOW THE STUDENTS PRESENTATIONS ON WHAT'S GOING ON, WHAT THEY WANT THEM TO SEE, AND THE TEACHER CAN WORK ON THE BACK DESKTOP AND DO EMAIL AND STUFF LIKE THAT THAT SHE DOESN'T WANT VISIBLE TO THE STUDENTS.
WE CAN KEEP THOSE CLASSROOM DESKTOPS IN PLACE AND NOT REFRESH THEM, AND THAT SAVINGS IS IN HERE.
THAT'S ONE OF THE BIGGEST SAVINGS OPTIONS.
IF WE KEEP THOSE DESKTOPS AND NOT REFRESHING THEM WITH NEW ONES.
MOST OF OUR TEACHER DESKTOPS, MAJORITY OF THEM HAVE ALREADY REACHED FIVE YEARS, AND SO WHILE I SHARED THAT THERE'S A FOUR YEAR LIFE CYCLE FOR LAPTOPS, IF WE MOVE THAT TEACHER LAPTOP LIFE CYCLE TO FIVE YEARS, THERE WOULD BE COST SAVINGS IN KEEPING THOSE DEVICES AND ADDITIONAL YEAR, AND WE LOOKED AT REPAIR STATISTICS, AND THERE'S NOT A LOT OF REPAIRS IN THAT PARTICULAR FLEET CLASS, AND THEN ALSO EXTENDING THE SPED AND CTE COMPUTERS FOR AN ADDITIONAL YEAR.
[00:55:06]
SO THESE ARE DESKTOP COMPUTERS THAT ARE IN YOUR LIKE YOUR OFFICE SPACES, YOUR RECEPTIONIST AREAS.THESE ARE IN YOUR FOOD SERVICE AREAS.
THESE ARE IN YOUR TRANSPORTATION AREAS.
THESE ARE NOT INDIVIDUALS THAT HAVE BOTH DESKTOP AND A LAPTOP.
THEY JUST HAVE A DESKTOP, AND SO TO KEEP THEM WORKING EFFICIENTLY INSTEAD OF THE MOST LIKELY THE 6 OR 7 YEAR OLD DESKTOP, WE WOULD REPLACE THAT WITH A NEW DESKTOP SO THAT THEY COULD WORK MOST EFFICIENTLY.
THAT WOULD COST $250,000, AND THEN TO REFRESH THE STAFF LAPTOPS, THE TEACHER, LAPTOPS AND OTHER ADMINISTRATORS THAT ARE BEYOND FIVE YEARS WOULD COST $725,000, AND THEN IN THIS PLAN, REMEMBER THERE'S TWO GRADE LEVELS.
GRADES NINE AND TEN THAT THEIR DEVICES ARE OUTSIDE OF LIFE CYCLE.
SO IF WE TOOK THE FIFTH AND SIXTH GRADE LAPTOPS THAT ARE IN LIFE CYCLE AND WE MOVE THEM TO GRADES NINE AND TEN, AND WE REPLACE THE FIFTH AND SIXTH GRADE LAPTOPS WITH A CHROMEBOOK, THE CHROMEBOOK IS QUITE A BIT CHEAPER.
THE STUDENT LAPTOPS WE'VE BEEN PAYING FOR ABOUT $850 PER DEVICE, AND THE CHROMEBOOKS COST ABOUT $460, SO A LITTLE MORE THAN 50% A LITTLE LESS THAN 50% SAVINGS.
GOAL THREE IS PREFERRED OPTION AND WOULD COST 1.635 MILLION.
THE NEXT OPTION IS BYOD AT GRADES 11 AND 12.
THE COST REDUCTION OPTIONS ARE THE SAME AS THE LAST GROUP, AND THE INVESTMENTS OR EXPENDITURE SIDE IS THE SAME AS LAST GROUP, EXCEPT FOR NOT PURCHASING CHROMEBOOKS FOR GRADES FIVE AND SIX.
AGAIN, WE HAVE TWO GRADE LEVELS THAT HAVE DEVICES OUTSIDE OF LIFE CYCLE GRADES NINE AND TEN, SO WE'D MOVE 11 AND 12TH GRADE DEVICES TO GRADES NINE AND TEN AND 11 AND 12TH GRADE WOULD BECOME BYOD OR BRING YOUR OWN DEVICE.
THAT WORKS WELL, ESPECIALLY FOR STAAR, BECAUSE WE ARE REQUIRED TO TEST ON STAAR ON DISTRICT DEVICES, BUT 12TH GRADERS ESSENTIALLY DON'T TAKE STAAR, AND WE'VE WORKED OUT A PLAN FOR 11TH GRADERS TO DO STAAR ON DISTRICT TESTS AND COMPUTER LABS AND LOANER CARTS, AND THE COST OF THAT PLAN WOULD BE $975,000.
THERE ARE PROS AND CONS TO BE WIRED, THOUGH WE'VE BEEN DOING BE WIRED FOR QUITE SOME TIME HERE IN CARROLL ISD, AND WE'VE GOT WORKAROUNDS FOR THOSE FOR EACH OF THOSE THINGS, BUT THERE IS A SUBSTANTIAL AMOUNT OF COST SAVINGS, BUT WE CAN ADJUST AND RETOOL FOR SOME OF THESE OTHER THINGS TO WORK AROUND.
WE ALSO MAKE SURE THAT WE'RE THOROUGHLY KNOWLEDGEABLE AND RESEARCHED.
WE WE SURVEYED WHAT OTHER DISTRICTS WERE DOING AND HOW THEY WERE HANDLING BYOD, AND ONE THINGS WE LEARNED THAT SOME OF THEM DO HAVE LOANER CARTS WHERE THEY CHECK THEM OUT. IF A STUDENT CAN'T AFFORD THEM, AND WE CAN TAKE SOME OF OUR CURRENT FLEET THAT WE PULL OUT, AND WE CAN MAKE LOANER CARTS FOR THOSE STUDENTS THAT MIGHT NOT BE ABLE TO AFFORD ONE AND ANOTHER OPTION IS, SINCE WE'RE NOT SURE WHAT THE LEGISLATURE IS DOING WITH FUNDING, AND WE ARE WHERE WE'RE AT WITH FUNDING, WE ALL KNOW WE COULD DELAY REFRESHING FOR ANOTHER YEAR.
WE ARE SOMEWHAT SPECULATIVE AT THAT POINT, BUT IF WE SAID, HEY, OF THE DEVICES OF THE STAFF AND STUDENT LAPTOPS THAT ARE OUT OF LIFECYCLE, IF ROUGHLY 10% OF THEM DIED THIS PAST THIS NEXT YEAR, HOW MUCH WOULD THAT COST? THAT WOULD COST $160,000.
ARE THERE ANY QUESTIONS? ALL RIGHT. THANK YOU, MR. STUART.
JUST A QUESTION FOR MR. JOHNSON, KNOWING THE BUDGET SITUATION THAT WE ARE IN, DO WE HAVE ANY MONEY IN THE BOND INTEREST ACCOUNT THAT COULD BE USED FOR A TECH REFRESH? WE DO HAVE MONEY IN THE BOND INTEREST, AND I'LL BRING THAT TO THE BOARD IN A MEETING HERE PRETTY SOON.
TO ANSWER THE QUESTION. YES, BUT I THINK AS WE ALSO LOOK TO THE FACILITY ASSESSMENT THAT WE'RE GOING TO ENGAGE IN, IN THE NEXT COUPLE OF MONTHS, THAT AS I LOOK AT, I GUESS, THINGS I WOULD WANT THE BOARD TO CONSIDER, THIS IS OBVIOUSLY ONE OF THEM, BUT I ALSO THINK THAT BECAUSE OF THE OTHER THINGS WE'VE GOT ON THE HORIZON, IF WE PRIORITIZE CAPITAL NEEDS, ROOF LEAKS AND THAT TYPE OF THING WITH OUR BOND INTEREST MONEY, WHERE WOULD WHERE WOULD THIS MONEY COME FROM? REALLY, THE ONLY WAY TO DO THAT WOULD BE TO AMEND THE BUDGET AND TAKE IT OUT OF FUND BALANCE, TAKE IT OUT OF OUR SAVINGS ACCOUNT.
CORRECT. RIGHT. OKAY, AND THAT WOULD BE FOR MR. STUART, WHAT KIND OF TIMING ARE WE LOOKING AT? ARE WE TALKING ABOUT FOR NEXT YEAR? ARE WE TALKING ABOUT FOR OUR SECOND SEMESTER?
[01:00:03]
WHAT ARE WE TALKING ABOUT? IDEALLY, WE WOULD BRING THIS BACK FOR A VOTE IN JANUARY OR FEBRUARY, AND THEN WE'D ORDER SOON AFTER THAT.WE USUALLY TRY TO GET TEACHER LAPTOPS OUT TO THEM BEFORE THEY LEAVE FOR SUMMER, AND THEN OVER THE SUMMER, WE REPLACE DESKTOPS WHERE THEY NEED, AND THEN IN THE FALL, WHEN STUDENTS COME BACK, WE REFRESH WHATEVER STUDENT DEVICES THAT THEY DO.
THAT'S KIND OF OUR NORMAL PROCESS.
BEFORE I OPEN IT UP TO OTHER TRUSTEES, I JUST WANT TO REMIND EVERYBODY THAT THIS 88TH LEGISLATIVE SESSION, OUR ELECTED OFFICIALS DOWN IN AUSTIN DID ABSOLUTELY NOTHING IN TERMS OF RAISING SCHOOL FUNDING.
UNFORTUNATELY, WE HAVEN'T HAD ANY INCREASE IN FUNDING FOR SCHOOLS SINCE 2019.
IT PUTS US IN A HUGE BIND AND TRYING TO FIGURE OUT WHERE THIS MONEY IS COMING FROM.
MR. JOHNSON SAYS IT HAS TO COME FROM OUR SAVINGS ACCOUNT THAT'S HOW WE GOT INTO THIS ISSUE IN THE PAST, WHEN PREVIOUS BOARDS, PAST DEFICIT BUDGET BUDGETS, WHICH SPENT FROM THE SAVINGS ACCOUNT, WHICH DECREASED OUR SAVINGS ACCOUNT, AND THEN WHAT HAPPENS WHEN YOU HAVE AN EMERGENCY OR A CAPITAL IMPROVEMENT THAT YOU HAVE TO HAVE? YOU HAVE NO MONEY, RIGHT? THEN YOU HAVE TO GO BORROW MONEY AND RAISE TAXES.
SO ANYWAY, I JUST SAY THAT BECAUSE IT'S JUST REALLY UNFORTUNATE THAT WE'RE IN A SITUATION WHERE WE HAVE TO MAKE THESE TYPES OF DECISIONS, AND UNFORTUNATELY WE DO, AND SO THAT'S WHY WE ARE HERE AS TRUSTEES, THAT WE'RE GOING TO HAVE TO MAKE SOME TOUGH DECISIONS IF THAT MEANS IT'S GOING TO BE PAINFUL FOR SOME OF US FOR THE NEXT COUPLE OF YEARS, SO BE IT.
SO I'LL OPEN IT UP FOR QUESTIONS.
THANK YOU VERY MUCH FOR THIS PRESENTATION, MR. STUART. ONE OF THE THINGS THAT I HAD SPOKEN TO OTHER TRUSTEES, ESPECIALLY THOSE IN RECAPTURE DISTRICTS LIKE OURS, WE'RE FEELING THE FINANCIAL PINCH IS THEY HAD SAID AND SUGGESTED TO US GETTING SOME PREFERRED PURCHASE AGREEMENTS WITH SOME OF THE CAPITAL OR THE COMPUTER LAPTOP MAKERS.
IS THIS SOMETHING THAT YOU COULD LOOK INTO AS WE PREPARE AGAIN, PERHAPS THE ONLY OPTION IS GOING TO BE A LARGER BYOD OPTION. IT WOULD BE NICE TO JUST LET THE COMMUNITY KNOW AS FAR AS IN ADVANCE WHAT YOU KNOW PRICES MIGHT BE, AND AGAIN, THAT MAY BE ONE THING WE COULD DO IS JUST USE OUR BARGAINING POWER AS A ISD TO REACH OUT TO THESE VENDORS AND GET THE BEST PREFERRED RATES FOR THOSE STUDENTS AND FAMILIES.
WE HAVE ACTUALLY REACHED OUT TO DELL ON THAT EXACT POINT, AND THEY'VE EVEN SET UP KIND OF A SHOPPING CART FOR US THAT WE COULD MAKE PUBLIC, AND WE CAN PUT LIKE THE PARTICULAR MODEL THAT WE WANT, AND THEY CAN KIND OF CREATE A LEVERAGED, DISCOUNTED PRICING FOR US SO THAT PARENTS COULD GO DIRECTLY THERE AND SAY, ALL RIGHT, THIS IS THE KIND OF THE RECOMMENDED COOKIE CUTTER DEVICE THAT WOULD BE IF THE DISTRICT WERE PURCHASING IT, AND THEY COULD PURCHASE AT THAT AT A DISCOUNT PRICE THEMSELVES.
OKAY, AND ALONG THOSE LINES, WHAT I WAS THINKING ABOUT WAS THE IF WE CAN'T PROVIDE THE DEVICE, I LIKE SOME OF THESE OPTIONS.
THERE MAY BE A LEVEL OF SERVICE THAT WE COULD PROVIDE STUDENTS AND EVEN HAVING COMPUTER BREAKS DOWN DURING THE DAY, IT MAY BE THEIR OWN, BUT WE HAVE ONE OF OURS THAT MIGHT BE ABLE TO BE LENT TO THEM.
YEAH. ALSO, I WOULD IMAGINE SOME ECONOMIES OF SCALE AND SPECIALTY, AND THAT IS IF THERE'S A PREFERRED DEVICE, SAY IT WAS A SPECIFIC DELL MODEL AND WE GOT A REALLY GOOD BULK PRICE.
ABSOLUTELY, AND ONE OF THE SLIDES ABOUT SERVING OTHER DISTRICTS HERE, WE DID FIND THAT, YES, OTHER DISTRICTS SOMETIMES DID PROVIDE TECH SUPPORT ON PERSONALLY-OWNED DEVICES.
THEY DIDN'T NECESSARILY THAT WE SURVEYED AND IT DIDN'T ACTUALLY DO THE HARDWARE REPAIRS ON THEM, BUT AS FAR AS LIKE, HEY, MY WI-FI CARD IS NOT DOING TROUBLESHOOTING SOME OF THE SOFTWARE, THEY DID PROVIDE THOSE SERVICES AND THEY HAD THOSE LOANER CARTS.
SO THOSE WERE DEFINITELY OPTIONS THAT WE SAW OUT THERE AND WE COULD REPEAT.
GOOD IDEAS, MR. STUART OR MR. JOHNSON, I, I KNOW THAT YOU'VE ALREADY PARTIALLY ADDRESSED THE FIRST QUESTION I HAVE, WHICH IS ON BUDGET. I KNOW PRESIDENT BRYAN ASKED IF IT WAS POSSIBLE TO USE SOME OF THE BOND INTEREST MONEY, AND I GUESS WE'LL HEAR FROM YOU IN THE FUTURE ABOUT HOW MUCH THAT'S AT RIGHT AT THE
[01:05:01]
MOMENT, BUT I'M KIND OF CURIOUS.SO SHOULD I ASSUME THAT WE HAVEN'T PLANNED IN ANY PART OF OUR EXISTING BUDGET FOR ANY REFRESH? THAT IS MY UNDERSTANDING, IS THAT THAT IS CORRECT.
OKAY. ON THE OPTION ONE, WHICH IS A TOTAL, I GUESS, REFRESH AT 1.3 MILLION.
I'M KIND OF CURIOUS. I MEAN, I KNOW MY OWN LAPTOP HERE.
EVENTUALLY. I WONDER IF THERE'S AN OPPORTUNITY IN OPTION ONE TO DO SOME KIND OF MODIFIED VERSION WHERE WE'RE REPLACING SOME NUMBER OR PERCENTAGE OF THEM.
WE'RE ALLOWING EXISTING LAPTOPS TO GO BEYOND WHATEVER THRESHOLD WE HAVE AT FIVE OR 6 OR 7 YEARS.
IF THEY'RE WORKING FINE AND THEY'RE NOT I DON'T KNOW WHAT KIND OF METRICS OR THRESHOLDS YOU PUT IN PLACE, BUT WHY NOT KEEP USING THEM? I DON'T THINK WE HAVE TO ASSUME THEY ALL HAVE TO BE REPLACED IF THERE ARE SOME THAT ARE STILL WORKING.
SO I WONDER IF THERE'S AN OPPORTUNITY FOR KIND OF A MODIFIED OPTION, ONE WHERE WE'RE KEEPING SOME, AND I'LL JUST LEAVE THAT TO YOU TO LOOK AT ON OPTION TWO, WHICH IS THE BRING YOUR OWN DEVICE IDEA, I SEEM TO RECALL, AND IF YOU'LL JUST CONFIRM FOR ME, MR. STUART, THAT WHEN YOU ALLOW PEOPLE TO BRING THEIR OWN DEVICE, THEY HAVE TO MEET CERTAIN MINIMUM KIND OF REQUIREMENTS FOR TECHNOLOGY PURPOSES AND DO YOU CURRENTLY OR WOULD YOU IN THE FUTURE PUBLISH? HEY, THIS IS THE MINIMUM KIND OF DEVICE TO MEET THE STANDARDS THAT WE HAVE IN THE DISTRICT AND THE SOFTWARE AND ALL OF THAT.
IS THAT THE CASE? WE HAVEN'T, AS AT THIS POINT SAID, HEY, THIS IS WHAT YOU HAVE TO DO TO BRING YOUR OWN DEVICE.
WHEN WE SURVEYED OTHER DISTRICTS THAT THEY DID SAY THINGS LIKE, HEY A LOT OF TEACHERS WANT THE R ESPONDUS LOCKDOWN BROWSER SOFTWARE BECAUSE IF THE TEACHER GIVES A TEST, THEY CAN'T SWITCH OVER TO THE BROWSER.
WHEN DID COLUMBUS TRAVEL THE OCEAN? BECAUSE THEY'RE LOCKED INTO THE TEST, AND SO THE TEACHERS HAVE SAID, HEY, YOU HAVE TO HAVE RESPONDUS ON YOUR LAPTOP, AND DISTRICT SAID, HEY, YOU HAVE TO HAVE CURRENT AND UPDATED ANTIVIRUS SOFTWARE ON YOUR LAPTOP.
THE REALITY IS, WE CAN SAY THAT, BUT SINCE WE DON'T CONTROL THOSE PERSONAL DEVICES, THEY'RE NOT OURS AND WE CAN'T NECESSARILY KNOW, IS IT? DID THEY PERFECTLY DO IT? WE DON'T HAVE THE ABILITY TO LOOK THROUGH ALL THEIR LAPTOPS EACH DAY WHEN THEY BRING THEM IN OR SOMETHING LIKE THAT, BUT WE CAN SAY IT, AND I THINK A LARGE MAJORITY OF THEM WILL, WILL FOLLOW THOSE REQUIREMENTS, AND SO THAT'S DEFINITELY AN OPTION THAT OTHER DISTRICTS HAVE DONE TOO.
OKAY. I WAS ONLY ASKING BECAUSE I SEEM TO RECALL YOU TELLING US THAT YOU CAN'T JUST HAVE ANY DEVICE THAT IS COMPATIBLE WITH OUR SYSTEM AND SO IF WE WERE TO CONTINUE TO ALLOW THAT THERE, IT WOULD HAVE TO HAVE SOME KIND OF MINIMUM SPEED OR MEMORY OR WHATEVER TO BE USED.
IT WOULD IT WOULD DEPEND ON, ON THE SOFTWARE, AND MOST SOFTWARE TODAY IS WEB BASED, AND SO MOST OF THE TOOLS, ONLINE TEXTBOOKS AND EVERYTHING, THEY'RE GOING TO USE A BROWSER, AND THAT'S WHY LIKE A CHROMEBOOK IS A VERY LIGHTWEIGHT LAPTOP, BUT IT JUST USES THE CHROME BROWSER ESSENTIALLY, AND IT USES ALL THOSE TOOLS, BUT SOME OF OUR HIGHER LEVEL CLASSES MIGHT USE ROCKETRY SIMULATOR SOFTWARE THAT THEY MIGHT INSTALL.
JUST THE LAST QUESTION WITH REGARD TO OPTION THREE, WHICH IS DELAY ANOTHER YEAR, I GUESS I'M OPEN TO THAT, BUT OBVIOUSLY THE MORE YOU PUSH IT, THE MORE DEVICES ARE GOING TO FAIL, AND I WASN'T CLEAR TO ME JUST THE COST OF 160.
DOES THAT ASSUME THAT AS HARD DRIVES OR WHATEVER TECHNOLOGY BREAKS OR DOESN'T WORK ANYMORE, THAT WE'RE JUST AUTOMATICALLY REPLACING IT AND YOU HAVE SOME PROJECTED NUMBER OF LAPTOPS THAT YOU EXPECT ARE GOING TO FAIL AND YOU'RE BASICALLY REPLACING THEM WITH NEW ONES, OR WHAT IS THE 160? SO IT'S 10% OF THOSE DEVICES THAT ARE OUT OF LIFECYCLE.
SO THE 1033, 10% OF THAT IS 103, AND SO WE BUDGETED UPON 103 STUDENT DEVICES, AND THEN I THINK THERE WAS 753 TEACHER LAPTOPS. SO THAT'D BE 75, AND SO THAT'S WHERE THAT 160.
[01:10:05]
IT'S A SCREEN, IF YOU'RE LIKE, HEY, YOUR LAPTOP'S ALREADY FOR FOUR AND A HALF YEARS OLD, DO YOU REALLY WANT TO SPEND $200 ON A REPLACEMENT SCREEN? PROBABLY NOT.OKAY, I UNDERSTAND LAST QUESTION.
THIS IS YOUR LAST QUESTION, THE TIMING AGAIN.
SO IF WE CONSIDER THIS FOR APPROVAL ON THE NEXT BOARD MEETING, I MIGHT HAVE MISSED IT.
IS THE REFRESH LIKE LITERALLY WITHIN THIS SCHOOL YEAR IN THE SPRING OR IS IT FOR NEXT YEAR? I MIGHT HAVE MISSED THAT.
SO GENERALLY THE PLAN IS TO BRING IT BACK JANUARY-ISH AND THEN TO ORDER FEBRUARY SO THAT DELL KIND OF MANUFACTURES THESE AND THEN SHIPS THEM OUT, AND THAT'S USUALLY A COUPLE MONTH, FEW MONTH PROCESS, AND THEN BEFORE THE YEAR ENDS, WE'VE HISTORICALLY DEPLOYED THE TEACHER LAPTOPS SO THAT THEY HAVE OVER SUMMER TO WORK ON LESSON PLANNING AND STUFF LIKE THAT AN EFFICIENT DEVICE AND THEN OVER SUMMER WHEN STUDENTS AREN'T HERE IN CLASS, WE GO IN AND REPLACE DESKTOPS THROUGHOUT BECAUSE THEY'RE EASIER TO ACCESS, AND THEN WE DEPLOY THE STUDENT ONES WHEN THEY COME BACK IN THE FALL.
THANK YOU, TRUSTEE LANNEN, AND MR. STUART, CAN YOU GO BACK TO OPTION NUMBER TWO, PLEASE? I'D BE GLAD TO. SO MY QUESTION HERE IS, AND YOU WERE TELLING THIS, I THINK EARLIER THAT THE NINTH AND 10TH GRADE, THOSE LAPTOPS ARE IN PRETTY POOR SHAPE.
RIGHT, AND I CAN VOUCH FOR THAT.
I HAVE A NINTH GRADER, AND SO WOULD IT BE POSSIBLE TO TAKE THE NEWER LAPTOPS FROM THE 11TH AND 12TH, GIVE THOSE TO THE UPCOMING NINTH AND 10TH BE WIRED FOR 11TH, 12TH? I HAVE THREE CHILDREN THAT GRADUATED FROM CARROLL.
ALL THREE OF THEM USE THEIR OWN LAPTOP IN 11TH AND 12TH GRADE AND HAD ZERO PROBLEMS, AND THEN WHAT WOULD YOU DO WITH THE FIFTH AND SIXTH GRADE? JUST ADD ANOTHER YEAR TO THEIR SO DEVICES.
I SHARED IT SIMPLY THE FIRST TIME, BUT IT'S ACTUALLY A LITTLE MORE COMPLEX THAN I SHARED IT BECAUSE THEY'RE CURRENTLY AT GRADES NINE AND TEN, RIGHT? SO NEXT YEAR THEY'LL BE A GRADES TEN AND 11, RIGHT? WELL, 11 WOULDN'T NEED THEIR DEVICE, RIGHT BECAUSE THEY'D BE BYOD.
SO THE 11 WOULD GO TO TEN AND THE 12TH GRADE DEVICE WOULD GO TO FIFTH.
OH, THE 12TH GRADE WOULD GO TO FIFTH.
OKAY, I SEE HOW THAT WORKS, BUT YOU COULD DO THAT EXCHANGE.
I'M ASSUMING THAT YOU'VE ALREADY KIND OF LOOKED AT THAT.
WE WOULD JUST BE REFRESHING THE STAFF DESKTOPS AND LAPTOPS.
I'M SORRY. REPEAT THAT WITH WITH.
WITH THAT SAID, WHAT WE JUST SAID WITH THE EXCHANGE OF LAPTOPS.
THAT DOESN'T CHANGE ANY MONEY ON OPTION TWO.
THE OPTION TWO STILL STAYS AT 975.
THANK YOU. MR. STUART, WAS THERE ANY DID YOU ALL DO ANY ANALYSIS ON HOW MANY KIDS IN 11TH AND 12TH GRADE ALREADY BRING THEIR OWN DEVICE? WE DID, AND SO A GROUP OF US AND WE GOT SOME STAFF IN CASE IN CASE YOU GUYS FIRE OFF SOME HARD QUESTIONS.
I'VE GOT SOME BRILLIANT PEOPLE HERE WITH ME.
WE WENT TO THE SENIOR HIGH FRIDAY AND WENT THROUGH ALL OF THE CLASSROOMS IN THE EDUCATIONAL WINGS, AND WE DID A LITTLE SURVEY AND WE ASKED ALL THE STUDENTS, HEY, IF YOU'RE CARRYING WITH YOU RIGHT NOW A PERSONAL DEVICE, RAISE YOUR HAND IF YOU'RE CARRYING WITH YOU RIGHT NOW A DISTRICT ASSIGNED DEVICE, RAISE YOUR HAND.
I THINK IT WAS LIKE 33.6% OR SOMETHING LIKE THAT.
SO ALMOST PRECISELY, A THIRD CARRIED PERSONAL DEVICES.
DO WE HAVE ANY AND I HAVEN'T SEEN IT.
DO WE HAVE ANY RULES AROUND BRINGING YOUR OWN PERSONAL DEVICE? IT'S ALLOWABLE TO DO THAT.
IT IS ALLOWABLE. STUDENTS DO THAT NOW.
THEY DO. DO THEY HAVE TO LOAD ANYTHING SPECIAL TO USE THEIR OWN DEVICE? THEY DO NOT. WE HAVE OPEN GUEST WI-FI AS FAR AS, LIKE OBJECTIONABLE MATERIAL, THEY GOT TO FOLLOW ALL THE RULES THAT EVERYBODY ELSE FOLLOWS.
MR. STUART, THANK YOU FOR THIS.
FOR OPTION ONE, WOULD THE CHROMEBOOKS FOR FIFTH AND SIXTH GRADE, WOULD THOSE STAY WITH THOSE STUDENTS OR WOULD THEY STAY IN FIFTH AND SIXTH GRADE? THEY WOULD STAY.
YEAH. OKAY. SO THEN YOU WOULD HAVE TO FIGURE OUT HOW TO GET THEM A LAPTOP.
[01:15:01]
DOES THE CHROMEBOOK, DOES THAT GIVE YOU THE SAME? IS THAT A SUFFICIENT AMOUNT OF CAPABILITY? I WOULD ASSUME FOR A FIFTH AND SIXTH GRADER IT WOULD BE, BUT WOULD THEY BE ABLE TO ACCESS ALL THE WEBSITES THAT THEY NEED TO OR APPS OR.YEAH, AND I MIGHT DEFER THIS TO C&I, BUT STACY DID GO THROUGH ALL OF THE WHAT IS THE SCOPE AND SEQUENCE AND VERIFY THAT ALL OF THE RESOURCES WERE WEB BASED AND ABLE TO RUN ON A CHROMEBOOK.
YOU GUYS HAVE CONCERNS ABOUT IT.
THEY. THE WINDOWS COMPUTER IS A LITTLE EASIER FOR STUDENTS TO KIND OF MESS WITH/HACK OR WHATEVER YOU WANT TO CALL IT, WHEREAS THE CHROME BROWSER, THERE'S JUST NOT AS MUCH COMPUTER TO MESS WITH, AND SO AS FAR AS STICKING ON, INSTALLING VIDEO GAMES AND STUFF LIKE THAT ISN'T AN OPTION FOR THAT OPERATING SYSTEM, AND SO I THINK THAT WAS SEEN AS A POSITIVE FOR FIFTH AND SIXTH GRADE PRINCIPALS THAT MAYBE THOSE AGES ARE A LITTLE MORE SQUIRRELY AT TIMES.
ALL RIGHT. ANY FURTHER QUESTIONS? COMMENTS? EXCELLENT.
THANK YOU, MR. STUART. THANK YOU.
APPRECIATE IT. YEP. ALL RIGHT.
[2. EXECUTIVE SESSION (PART 2 OF 2)]
WE HAVE A LITTLE BIT OF UNFINISHED BUSINESS IN EXECUTIVE SESSION.SO WE WILL NOW ADJOURN TO EXECUTIVE SESSION PURSUANT TO TEXAS GOVERNMENT CODE 551.071, 551.072, 551.074 AND 551.0821 AT 7:16 P.M..
ALL RIGHT. WE'LL CALL THIS MEETING BACK TO ORDER AT 8:20 P.M..
[7. DISCUSSION/ACTION]
CONSIDER APPROVAL OF POLICIES FOR LOCAL K THROUGH 12 INSTRUCTIONAL MATERIALS AND EFB LOCAL CLASSROOM LIBRARY MATERIALS.YES. GOOD EVENING, BOARD OF TRUSTEES, AND THANK YOU FOR THIS EVENING.
I JUST WANT TO REMIND YOU THAT IN JULY OF 2022, CARROLL INDEPENDENT SCHOOL DISTRICT TOOK THE SIGNIFICANT STEP BY APPROVING THE EFA LOCAL AND EFB, EFA LOCAL AND EFB LOCAL POLICIES, AND THESE POLICIES SERVE AS ESSENTIAL GUIDELINES IN THE DISTRICT FOR THE ACQUISITION AND SELECTION OF INSTRUCTIONAL AND LIBRARY MATERIALS.
THEY OUTLINE SPECIFIC PROCEDURES, INCLUDING A MINIMUM REQUIRED TIME FRAME FOR THE BOARD OF TRUSTEES TO REVIEW THE PROPOSED MATERIALS, NOTABLY THE PROPOSED LANGUAGE THAT YOU HAVE IN FRONT OF YOU, THOSE CHANGES IN THESE POLICIES.
WHAT WE'RE PROPOSING IS THAT THIS POLICY WILL ALLOW FOR A STREAMLINED PROCESS IN THE CASE WHERE THE SUPERINTENDENT OR THE SUPERINTENDENT DESIGNEE RECOMMENDS EXPEDITING THE ACQUISITION, ENSURING GREATER EFFICIENCY AND FLEXIBILITY IN SERVING THE DISTRICT'S EDUCATIONAL NEEDS.
I MOVE TO APPROVE THE RECOMMENDATION PUT FORTH.
SECOND, I HAVE A MOTION, AND SECOND, ANY FURTHER DISCUSSION? ALL IN FAVOR? COULD WE TRUSTEE SEXTON? DO WE HAVE THE LANGUAGE THAT YOU COULD BRING UP? IT SHOULD BE. IT'S IN YOUR BOARD BOOK.
YEAH, YOU HAVE A QUESTION? WELL, THERE WAS A TERM IN THERE THAT IT WASN'T URGENT OR COMPELLING, BUT I MADE A RECOMMENDATION THAT THAT BE URGENT OR COMPELLING RATHER THAN.
SUBSTANTIAL NEED. I CAN'T REMEMBER THE EXACT.
I DON'T HAVE IT RIGHT IN FRONT OF ME ON EFA.
ON EFA. SUBSTITUTE THOSE WORDS.
IS THAT WHAT YOU'RE ASKING? OKAY.
IT JUST REALLY DEFINES THE [INAUDIBLE] FOR ANY REASON OR NO REASON AT ALL.
JUST PUT SOME PARAMETERS AROUND IT.
SO REALLY THE THOUGHT WAS WHAT'S A SPECIAL CIRCUMSTANCE? WE HAVEN'T REALLY DEFINED THAT, AND IN A POLICY WE REALLY SHOULD.
CLEAR AND UNAMBIGUOUS, AND SO THE RECOMMENDATION WOULD BE TO CHANGE THAT TO URGENT OR COMPELLING.
WHICH IS STANDARD IN PROCUREMENT LANGUAGE.
I WOULDN'T LEAVE IT TO THE DISCRETION OF THE SUPERINTENDENT.
I KNOW THAT I HAVE HEARD SOME SPECIFICS.
FOR EXAMPLE, I KNOW THIS IS EFA AND EFB, BUT ONE OF THE EXAMPLES THAT CAME TO ME, AND I DON'T REMEMBER HOW IT CAME TO ME, BUT WAS SAY, THERE WAS A THEATER TEACHER AND THEY NEEDED TO GET A APPROVAL ON WHETHER OR NOT TO MOVE FORWARD WITH A
[01:20:04]
SPECIFIC PLAY, AND THAT NEEDED TO BE REVIEWED, AND THERE WOULD BE CONSEQUENCES, AND THEY JUST COULDN'T WAIT THAT LONG, AND SO THAT WOULD BE SENT THROUGH THE PROCESS.SO TO ME, I THINK THAT THE SPECIAL CIRCUMSTANCE WOULD BE THE NEED TO EXPEDITE, EXPEDITE, EXPEDITE THIS, THIS PROCESS.
SO I FEEL THAT THE WORDING HERE IS SUFFICIENT BECAUSE IT PUTS FORTH THE JUDGMENT OF THE SUPERINTENDENT WHO WOULD BE THEN SPEAKING TO THE BOARD PRESIDENT.
I DON'T THINK THERE'S A NEED TO CHANGE IT MYSELF.
WELL, I'M JUST CURIOUS, TRUSTEE SEXTON, IF IT WERE URGENT AND COMPELLING AND THAT WASN'T DEFINED, LIKE HOW WOULD WE KNOW OR THE SUPERINTENDENT KNOW THE DIFFERENCE BETWEEN SPECIAL CIRCUMSTANCE OR URGENT AND COMPELLING? WELL, I THINK URGENT IS PRETTY SELF CLEAR AND COMPELLING.
I'M JUST SAYING, IN THE FUTURE, I THINK.
I THINK WE NEED TO--NO, IT'S FAIR.
I THINK THERE MIGHT BE A SORT OF DEFAULT UNDERSTANDING, AND THAT IS THAT THIS IS TO SPEED IT UP.
YES. SO IN A WAY, YOU'RE ALREADY SAYING THERE ARE WHOLE REASON FOR A PROCESS TO BE SPED UP IS FOR THAT VERY REASON, A SPECIAL CIRCUMSTANCE.
SO I THINK IT'S SORT OF IN ITS NATURE IS THAT THERE IS GOING TO BE FACULTY ADMINISTRATION THAT BRINGS THIS TO THE SUPERINTENDENT TO SAY, I NEED THIS SPED UP. SO, I MEAN, SO THAT TO ME IS IT COVERS IT.
IT'S ALREADY DE FACTO THAT IT IS URGENT AND NECESSARY OF SPEED BECAUSE WE ALREADY HAVE A POLICY, AND IF IF IT'S NOT A SPECIAL CIRCUMSTANCE, IT'S NOT NEEDED SOONER. IT WILL GO THROUGH THE NORMAL PROCESS.
CORRECT. SO I THINK IT'S SORT OF BY DEFAULT WE'RE SAYING IT NEEDS TO BE SPED UP.
I ONLY MAKE THE RECOMMENDATION BASED ON THE FACT THAT LONG AFTER WE'RE GONE, NOT TODAY.
IT'S NOT AN ISSUE TODAY, BUT ONE DAY IT COULD BECOME ONE.
I JUST THINK THAT'S A FUTURE ISSUE.
I COULD GO EITHER WAY, BUT KNOWING THAT DR.
LEDBETTER WILL BE HELD ACCOUNTABLE BY US, WHETHER IT'S URGENT OR A SPECIAL CIRCUMSTANCE, I THINK HE'LL BE TAKING INTO CONSIDERATION, HAVING TO TALK TO US ABOUT WHETHER HE EXPEDITED IT OR NOT.
WELL, I DON'T DISAGREE, BUT ONCE A BOOK GETS INTO THE SYSTEM, IT BECOMES SUBJECT TO THE CHALLENGE PROCESS THAT HAS DIFFERENT IMPLICATIONS, AND SO I HAVE FULL FAITH IN CONFIDENCE IN THE ADMINISTRATION, BUT THINGS HAPPEN.
SO I JUST THINK THAT THERE'S PARAMETERS THAT SHOULD BE DEFINED, BUT YOU ALREADY KNOW HOW I FEEL ABOUT OUR POLICY, RIGHT? ALL RIGHT, WELL, WE DO HAVE A MOTION AND A SECOND.
DO YOU CARE TO RESCIND OR CHANGE THAT MOTION, TRUSTEE YEAGER? I DO NOT. OKAY. SINCE WE HAVE A MOTION IN A SECOND, THEN WE WILL.
ANY FURTHER DISCUSSION? OKAY. WE'LL VOTE.
ALL IN FAVOR? MOTION CARRIES 6 TO 0.
ALL RIGHT. IF NO OBJECTION, WE ARE ADJOURNED AT 8:27 P.M.
