SO THIS IS GOOD CAUSE EXCEPTION FOR ARMED SECURITY OFFICERS.

AND AS MR. NICHOL PRESENTED LAST MONTH THAT PER THE TEXAS EDUCATION CODE, 37.081 FOR THE BOARD OF TRUSTEES OF A SCHOOL DISTRICT SHALL DETERMINE APPROPRIATE NUMBER OF ARMED SECURITY OFFICERS FOR EACH SCHOOL DISTRICT CAMPUS AND THE BOARD MUST ENSURE THAT AT LEAST ONE ARMED SECURITY GUARD IS ALWAYS PRESENT ON ALL THE CAMPUSES.

IF THE BOARD OF TRUSTEES OF A SCHOOL DISTRICT IS UNABLE TO COMPLY WITH THIS SECTION, THE BOARD MAY CLAIM GOOD CAUSE EXCEPTION FROM THE REQUIREMENT TO COMPLY WITH THIS SECTION.

IF THE DISTRICT'S NONCOMPLIANCE IS DUE TO THE AVAILABILITY OF FUNDING OR PERSONNEL WHO QUALIFY TO SERVE AS A SECURITY ARMED OFFICER AS DESCRIBED BY THE STATUTE.

SO, IN THE EVENT THAT THERE IS AN SRO VACANCY AT ONE OF OUR CISD'S CAMPUSES DUE TO AN ILLNESS OR OTHER FACTORS ASSOCIATED WITH AN ABSENCE, CISD WILL BE ABLE TO PLACE AN ARMED SECURITY GUARD AT A CAMPUS TO FILL THAT VACANCY AND COMPLY WITH THE STATE LAW.

AND SO WE'RE JUST COMING TO YOU TO APPROVE THE RESOLUTION AS PRESENTED.

RESOLUTION TO DECLARE A GOOD CAUSE EXCEPTION FOR HOUSE BILL THREE, ARMED SECURITY OFFICER REQUIREMENT.

WHEREAS THE SAFETY AND WELL-BEING OF ALL CARROLL INDEPENDENT SCHOOL DISTRICT STAFF AND STUDENTS IS THE CARROLL ISD BOARD OF TRUSTEES HIGHEST PRIORITY.

WHEREAS SECTION 37.0814 OF THE TEXAS EDUCATION CODE REQUIRES THE BOARD OF TRUSTEES OF EACH SCHOOL DISTRICT SHALL DETERMINE THE APPROPRIATE NUMBER OF ARMED SECURITY OFFICERS FOR EACH DISTRICT CAMPUS, WHEREAS SECTION 37.0814A OF THE TEXAS EDUCATION CODE REQUIRES THE BOARD TO ENSURE THAT AT LEAST ONE ARMED SECURITY OFFICER IS PRESENT DURING REGULAR SCHOOL HOURS AT EACH DISTRICT CAMPUS, WHEREAS SECTION 37.80814B OF THE TEXAS EDUCATION CODE REQUIRES THAT AT LEAST ONE ARMED SECURITY OFFICER AT EACH CAMPUS BE A COMMISSIONED PEACE OFFICER, NAMELY A SCHOOL DISTRICT PEACE OFFICER, A SCHOOL RESOURCE OFFICER, OR A COMMISSIONED PEACE OFFICER EMPLOYED AS SECURITY PERSONNEL UNDER SECTION 37.081 OF THE TEXAS EDUCATION CODE.

WHEREAS THE TEXAS LEGISLATURE FAILED TO APPROPRIATE SUFFICIENT FUNDS TO PAY FOR THE ADDITION OF SUCH OFFICERS AT EVERY CAMPUS IN TEXAS, WHEREAS SECTION 37.08 14C OF THE TEXAS EDUCATION CODE PROVIDES THAT IF THE BOARD OF TRUSTEES OF A SCHOOL DISTRICT IS UNABLE TO COMPLY WITH THIS

SECTION, THE BOARD MAY CLAIM A GOOD CAUSE EXEMPTION IF THE DISTRICT'S NONCOMPLIANCE IS DUE TO THE AVAILABILITY OF FUNDING OR QUALIFIED PERSONNEL.

NOW, THEREFORE, BE IT RESOLVED THAT THE BOARD OF TRUSTEES OF CARROLL INDEPENDENT SCHOOL DISTRICT HEREBY DETERMINES THAT THE SCHOOL DISTRICT IS UNABLE TO ENSURE THAT AT LEAST ONE ARMED SECURITY OFFICER, AS DEFINED BY LAW, IS PRESENT DURING REGULAR SCHOOL HOURS AT EACH DISTRICT CAMPUS.

BE IT FURTHER RESOLVED THAT THE BOARD OF TRUSTEES DETERMINES THAT ONE.

THAT ALL OF THE ABOVE REFERENCED PARAGRAPHS, FINDINGS, AND RECITALS ARE INCORPORATED INTO AND MADE PART OF THIS RESOLUTION.

TWO THAT THE CARROLL ISD BOARD DETERMINES THAT THE APPROPRIATE NUMBER OF ARMED SCHOOL DISTRICT PEACE OFFICERS, SCHOOL RESOURCE OFFICERS, OR COMMISSIONED PEACE OFFICERS EMPLOYED AS SECURITY PERSONNEL IS AT LEAST ONE FOR EACH CARROLL ISD CAMPUS.

THREE THAT THE CARROLL ISD BOARD, PURSUANT TO TEXAS EDUCATION CODE SECTION 37.08 14 C, CLAIMS A GOOD CAUSE EXEMPTION FROM THE TEXAS EDUCATION CODE, SECTION 37.081 FOR A DUE TO LACK OF QUALIFIED PERSONNEL.

FOUR THAT THE CARROLL ISD BOARD DEVELOPS THE FOLLOWING ALTERNATIVE STANDARD IN ACCORDANCE WITH TEXAS EDUCATION CODE SECTION 37.08 14D, AND THAT IS, A SCHOOL RESOURCE OFFICER SHALL BE ASSIGNED TO EACH CAMPUS AND BE IN THE EVENT THAT THERE IS IS AN SRO VACANCY AT A CAMPUS. THE DISTRICT SHALL CONTRACT A TRAINED ARMED SECURITY GUARD TO FILL THIS VACANCY UNTIL AN SRO IS AVAILABLE TO FILL THE POSITION.

THIS GOES HAND IN HAND WITH THE GOOD CAUSE EXCEPTION THAT YOU JUST APPROVED.

IF WE DO HAVE A VACANCY, AND WE HAVE NEED FOR US TO BE ABLE TO USE ARMED SECURITY GUARDS, WE HAVE LOOKED AT SEVERAL COMPANIES.

AND IMPACT THREAT SOLUTIONS IS THE ONE WE FEEL LIKE MEETS OUR NEEDS BEST AT THIS TIME.

AND SO I AM SAYING GO AHEAD AND READ THE SYNOPSIS FOR SAFETY OF OUR STUDENTS.

TO COMPLY WITH THE REQUIREMENTS OF HOUSE BILL THREE WERE POSING FOR HIRING OF TWO ARMED SECURITY OFFICERS.

THESE OFFICERS WILL BE AVAILABLE TO COVER ANY GAPS IN OUR SCHOOL RESOURCE OFFICER PRESENCE IN CASE OF PERSONAL ABSENCES.

THE CISD ADMINISTRATION HAS OBTAINED QUOTES FROM FOUR DIFFERENT ARMED SECURITY GUARD COMPANIES, EACH OFFERING VARIOUS OPTIONS.

THE ADMINISTRATION'S RECOMMENDATION IS IMPACT THREAT SOLUTIONS, A LOCAL COMPANY THAT HOLDS THE NECESSARY LICENSE AND INSURANCE SPECIFICALLY TAILORED FOR SCHOOL SYSTEMS. ALL THEIR OFFICERS MEET STANDARDS FOR ACTIVE SHOOTER TRAINING, FIREARM SAFETY AND HANDLING, FIRST AID, CPR, PHYSICAL FITNESS, AND UNDERGO ADDITIONAL SECURITY AND CUSTOMER SERVICE TRAINING.

CAN I MAKE A DO YOU MIND IF I MAKE A STATEMENT BEFORE? SO I THINK BASED ON CONVERSATIONS WE'VE HAD WITH CHIEF BRANDON OVER THE LAST WEEK OR SO, I BELIEVE OUR RECOMMENDATION IS REALLY ASKING THE BOARD FOR APPROVAL TO CONTRACT WITH IMPACT THREAT SOLUTIONS.

YEAH, IMPACT THREAT SOLUTIONS.

HOWEVER, WE'RE NOT NECESSARILY RECOMMENDING THAT WE PUT THE TWO SECURITY GUARDS ON DUTY RIGHT NOW OR TO HIRE THEM RIGHT NOW.

I FEEL LIKE THAT WE HAVE FORTUNATELY, WE HAVE AN UNBELIEVABLE RELATIONSHIP WITH OUR CITY IN TERMS OF WHAT THEY PROVIDE WITH SROS.

I FEEL LIKE THAT WE'RE VERY CLOSE TO HAVING THOSE POSITIONS THAT HAVE BEEN OPEN FILLED.

I THINK ALL OF OUR CAMPUSES WILL BE COVERED IN THE VERY NEAR FUTURE AND ARE COVERED RIGHT NOW WITH WHAT WE'VE BEEN ABLE TO DO.

SO I THINK THE MAIN POINT OF THIS IS WE WANT TO HAVE THIS AS THE ABILITY, IF A SITUATION OCCURS, TO HAVE THIS, GROUP THAT WE CAN GO TO AND HAVE ARMED GUARDS IF WE IF WE NEED THEM. BUT WE ARE NOT REQUESTING TODAY THAT WE HIRE TWO ARMED SECURITY GUARDS FOR OUR CAMPUSES.

RIGHT. AND I'M SO PLEASED THAT WE MET WITH DR.

LEDBETTER, AND I MET WITH CHIEF BRANDON AND HIS DEPUTY, AND THEY INFORMED US THAT ACTUALLY, THEY HAD ALREADY HIRED AN SRO.

THEY ARE IN THE PROCESS OF THE FINAL STAGES OF HIRING A SECOND SRO, AND THEY HAD A THIRD SRO.

SO WE WILL HAVE 100% COVERAGE WITH OUR CAMPUSES AND SROS IN JANUARY WHEN OUR CHILDREN COME BACK FROM THE CHRISTMAS BREAK.

SO WE'RE EXCITED ABOUT THAT.

THIS IS STRICTLY FOR WORST CASE SCENARIO.

WE NEED SOMEBODY AT THE LAST SECOND.

WE NEED TO GET SOMEBODY ON THAT CAMPUS BECAUSE AS WE'VE BEEN SAYING TO OUR COMMUNITY AND BY LAW, WE HAVE TO HAVE 100% COVERAGE 100% OF THE

AND WE'RE SO APPRECIATIVE OF OUR SROS THAT ARE THERE AND THAT WE'RE SO EXCITED THAT THEY HAVE THREE VIABLE CANDIDATES THAT THEY'RE, IT'S BEEN A LONG TIME TRYING TO TRYING TO FIND THEM.

AND SO WE'RE EXCITED ABOUT THAT.

AND JUST SO THE COMMUNITY KNOWS, WE SHOULD BE 100% COVERAGE 100% OF THE TIME IN JANUARY WHEN OUR CHILDREN COME BACK TO CAMPUS.

LEDBETTER SAID, SINCE THE CITY IS REPLACING THE OPEN POSITIONS THAT WE HAVE, THIS JUST OFFERS US THE OPPORTUNITY TO IF AND WHEN THERE IS AN SRO OUT OR THERE'S A VACANT POSITION OR FOR WHATEVER REASON, WE DON'T HAVE COVERAGE AT A SCHOOL, WE'LL HAVE A ARMED SECURITY GUARD, YOU KNOW, CONTRACT IN PLACE THAT WE CAN MAKE A PHONE CALL, HAVE SOMEBODY COME OVER AND AND MAKE SURE WE HAVE THE COVERAGE.

SO I THINK IT'S A GREAT IDEA.

I KNOW THAT TRUSTEE YEAGER, YOU'VE DONE SIGNIFICANT RESEARCH ON THIS FOR THE BOARD.

YES, AS PEOPLE WHO KNOW ABOUT TAD, THEY UNDERSTAND HOW IMPORTANT ACTUALLY THE ELECTION AFFECTS THE 750,000, BOTH RESIDENTIAL AND COMMERCIAL PROPERTY OWNERS IN TARRANT COUNTY.

IT'S IMPORTANT BECAUSE PROPERTY OWNERS IN OUR COUNTY, INCLUDING ALL OF US HERE ON THIS BOARD, YOU WANT TO FEEL FAIRLY TREATED.

AND AS A RESULT OF RECENT ISSUES, SPECIFICALLY WITH THE CONTROVERSIAL CHIEF APPRAISER, THAT HAS NOT ALWAYS BEEN THE CASE.

THAT SAID, WE HAVE A GREAT RESPONSIBILITY AND A DUTY AS A BOARD TO ACTUALLY VOTE ON THIS AND AFFECT BADLY NEEDED CHANGE.

THAT BEING SAID, PRESIDENT BRYAN AND BOARD, I DO MOVE THAT WE TAKE OUR ALLOTTED 125 VOTES AND WE FAIRLY SPLIT THEM.

IT IS AN ODD NUMBER, SO DO THE BEST YOU CAN.

AND THAT IS 63 VOTES FOR SOUTHLAKE RESIDENT AND CURRENT MEMBER OF THE TAD BOARD.

AND THAT IS MR. RICH DIAT. AND THE 62 OTHER REMAINING VOTES WILL BE ALLOTTED TO WE A LOT TO MR. GARY LOZADA WHO IS ON THE APPEAL BOARD, ALSO VERY EXPERIENCED AS HIS RESUME THAT WAS SHARED IN PREVIOUS MEETINGS.

AND HE IS ALSO A RESIDENT OF SOUTHLAKE.

I WOULD LIKE TO ADD, FOR THOSE THAT ARE NEW TO THE BOARD, IT IS QUITE STANDARD IN PAST PRACTICES THAT THE BOARD HAS SPLIT VOTES. SO THIS IS NOT SOMETHING THAT IS UNUSUAL FOR US TO DO.

AND THIS WAS THE METHODOLOGY CHOSEN TO BASICALLY PAY RECAPTURES, WHAT THIS AMOUNTS TO.

AND SO TO REQUIRES TO SENDS A NOTICE IN JULY 15TH 2023.

IT SENDS IT EVERY YEAR.

AND BASICALLY BECAUSE WE'RE A RECAPTURE DISTRICT AND HAVE BEEN THIS IS THE ANNUAL PROCESS THAT WE GO TO GET FORMAL BOARD APPROVAL TO USE THE SAME METHODOLOGY THAT HAS OCCURRED FOR THE LAST 22 YEARS, BASICALLY IS WHAT IT AMOUNTS TO.

THIS INCLUDED APPROVAL OF THE AGREEMENT FOR THE PURCHASE OF ATTENDANCE CREDITS OR THE AGREEMENT FOR THE PURCHASE OF ATTENDANCE CREDITS NETTING CHAPTER 48 FUNDING.

WE ARE GOING UNDER AND THANK GOODNESS THAT WE HAVE A RELATIVELY AFFLUENT FUND BALANCE.

MANY DISTRICTS AROUND THE STATE OF TEXAS DO NOT, AND THEY ARE GOING BANKRUPT AT THIS TIME.

AND I JUST IT'S JUST HARD.

YOU KNOW, WE TALK ABOUT THIS PRETTY MUCH AT EVERY SINGLE MEETING, AND IT'S JUST ABSOLUTELY CRAZY TO THINK THAT OUR ELECTED OFFICIALS IN AUSTIN DO NOT UNDERSTAND THAT 15 TO 18% INFLATION OVER FOUR YEARS DOESN'T DO SOMETHING TO THE COST OF PUBLIC SCHOOLS IN THE STATE OF TEXAS, AND WE ARE GOING TO SURVIVE.

WE'RE DOING EVERYTHING WE CAN.

WE ARE SELLING PROPERTY IN CARROLL ISD TO TRY TO MAKE ENDS AND TO SURVIVE UNTIL THESE ELECTED OFFICIALS COME BACK TO THE 89TH SESSION.

AND, YOU KNOW, PRAISE TO GOD THAT HOPEFULLY THAT THEY WILL DECIDE THAT MAYBE PUBLIC SCHOOLS IN TEXAS MEANS SOMETHING TO THE STATE OF TEXAS, AND THEY WILL DO SOMETHING ABOUT THIS RIDICULOUS LAW AND DO SOMETHING ABOUT THE BASIC ALLOTMENT, WHICH HAS STAYED STAGNANT SINCE 2019.

AND IT JUST IT'S A POINT OF CONTENTION BECAUSE WE SEE THIS DISTRICT STRUGGLING EVERY DAY.

WE STAY AT THIS LEVEL.

WE'RE NUMBER ONE IN THE STATE OF TEXAS, AND WE DO.

WE HAVE THAT RATING BECAUSE OF OUR GREAT TEACHERS, OUR GREAT ADMINISTRATION, AND AS A BOARD, WE'RE RESPONSIBLE FOR APPROVING A BUDGET AND SEEING HOW THIS DISTRICT IS RUN.

AND IT'S AN ABSOLUTE DISGRACE.

IT'S A DISGRACE AND IT'S AN EMBARRASSMENT TO SIT UP HERE, TO THINK THAT OUR ELECTED OFFICIALS IN AUSTIN CANNOT AND WILL NOT DO ANYTHING FOR THE PUBLIC SCHOOL SYSTEM OF THE STATE OF TEXAS.

AND, YOU KNOW, WE'RE APPROVING THIS BECAUSE GUESS WHAT? IF WE HAD A CHOICE, WE WOULD NOT APPROVE IT AND WE WOULD KEEP OUR RECAPTURE MONEY.

BUT IT IS THE LAW AND THIS SCHOOL DISTRICT FOLLOWS THE LAW, AND THAT'S WHAT WE'RE GOING TO DO, AND SO BE IT.

BUT I HOPE EVERYBODY IN THIS COMMUNITY HEARS THIS AND REACHES OUT TO OUR STATE REPRESENTATIVE AND OUR STATE SENATOR AND SAYS, ENOUGH IS ENOUGH. GIVE PUBLIC SCHOOLS IN TEXAS THE MONEY THAT THEY DESERVE TO EDUCATE THE CHILDREN.

THERE ARE PEOPLE IN THIS AUDIENCE TONIGHT, AND I LIKE TO THANK THEM FOR COMING DOWN TO AUSTIN FOR RALLYING THIS COMMUNITY.

THOUSANDS OF PEOPLE WHO WENT TO TAKE ACTION DRAGONS.

TAKE ACTION DRAGONS, TAKE ACTION DRAGONS, THOUSANDS OF LETTERS AND EMAILS THAT WERE SENT TO OUR OFFICIALS TO SAY WE ARE IN A BIND AND THAT WE NEED FUNDING.
