NICHOL PRESENTED LAST MONTH THAT PER THE TEXAS EDUCATION CODE, 37.081 FOR THE BOARD OF TRUSTEES OF A SCHOOL DISTRICT SHALL DETERMINE APPROPRIATE NUMBER OF ARMED SECURITY OFFICERS FOR EACH SCHOOL DISTRICT CAMPUS AND THE BOARD MUST ENSURE THAT AT LEAST ONE ARMED SECURITY GUARD IS ALWAYS PRESENT ON ALL THE CAMPUSES.
SO, IN THE EVENT THAT THERE IS AN SRO VACANCY AT ONE OF OUR CISD'S CAMPUSES DUE TO AN ILLNESS OR OTHER FACTORS ASSOCIATED WITH AN ABSENCE, CISD WILL BE ABLE TO PLACE AN ARMED SECURITY GUARD AT A CAMPUS TO FILL THAT VACANCY AND COMPLY WITH THE STATE LAW.
AND SO WE'RE JUST COMING TO YOU TO APPROVE THE RESOLUTION AS PRESENTED.

WHEREAS SECTION 37.0814 OF THE TEXAS EDUCATION CODE REQUIRES THE BOARD OF TRUSTEES OF EACH SCHOOL DISTRICT SHALL DETERMINE THE APPROPRIATE NUMBER OF ARMED SECURITY OFFICERS FOR EACH DISTRICT CAMPUS, WHEREAS SECTION 37.0814A OF THE TEXAS EDUCATION CODE REQUIRES THE BOARD TO ENSURE THAT AT LEAST ONE ARMED SECURITY OFFICER IS PRESENT DURING REGULAR SCHOOL HOURS AT EACH DISTRICT CAMPUS, WHEREAS SECTION 37.80814B OF THE TEXAS EDUCATION CODE REQUIRES THAT AT LEAST ONE ARMED SECURITY OFFICER AT EACH CAMPUS BE A COMMISSIONED PEACE OFFICER, NAMELY A SCHOOL DISTRICT PEACE OFFICER, A SCHOOL RESOURCE OFFICER, OR A COMMISSIONED PEACE OFFICER EMPLOYED AS SECURITY PERSONNEL UNDER SECTION 37.081 OF THE TEXAS EDUCATION CODE.
WHEREAS THE TEXAS LEGISLATURE FAILED TO APPROPRIATE SUFFICIENT FUNDS TO PAY FOR THE ADDITION OF SUCH OFFICERS AT EVERY CAMPUS IN TEXAS, WHEREAS SECTION 37.08 14C OF THE TEXAS EDUCATION CODE PROVIDES THAT IF THE BOARD OF TRUSTEES OF A SCHOOL DISTRICT IS UNABLE TO COMPLY WITH THIS

SECTION, THE BOARD MAY CLAIM A GOOD CAUSE EXEMPTION IF THE DISTRICT'S NONCOMPLIANCE IS DUE TO THE AVAILABILITY OF FUNDING OR QUALIFIED PERSONNEL.NOW, THEREFORE, BE IT RESOLVED THAT THE BOARD OF TRUSTEES OF CARROLL INDEPENDENT SCHOOL DISTRICT HEREBY DETERMINES THAT THE SCHOOL DISTRICT IS UNABLE TO ENSURE THAT AT LEAST ONE ARMED SECURITY OFFICER, AS DEFINED BY LAW, IS PRESENT DURING REGULAR SCHOOL HOURS AT EACH DISTRICT CAMPUS.

FOUR THAT THE CARROLL ISD BOARD DEVELOPS THE FOLLOWING ALTERNATIVE STANDARD IN ACCORDANCE WITH TEXAS EDUCATION CODE SECTION 37.08 14D, AND THAT IS, A SCHOOL RESOURCE OFFICER SHALL BE ASSIGNED TO EACH CAMPUS AND BE IN THE EVENT THAT THERE IS IS AN SRO VACANCY AT A CAMPUS. THE DISTRICT SHALL CONTRACT A TRAINED ARMED SECURITY GUARD TO FILL THIS VACANCY UNTIL AN SRO IS AVAILABLE TO FILL THE POSITION.

ALL THEIR OFFICERS MEET STANDARDS FOR ACTIVE SHOOTER TRAINING, FIREARM SAFETY AND HANDLING, FIRST AID, CPR, PHYSICAL FITNESS, AND UNDERGO ADDITIONAL SECURITY AND CUSTOMER SERVICE TRAINING.
CAN I MAKE A DO YOU MIND IF I MAKE A STATEMENT BEFORE? SO I THINK BASED ON CONVERSATIONS WE'VE HAD WITH CHIEF BRANDON OVER THE LAST WEEK OR SO, I BELIEVE OUR RECOMMENDATION IS REALLY ASKING THE BOARD FOR APPROVAL TO CONTRACT WITH IMPACT THREAT SOLUTIONS.
YEAH, IMPACT THREAT SOLUTIONS.
I FEEL LIKE THAT WE'RE VERY CLOSE TO HAVING THOSE POSITIONS THAT HAVE BEEN OPEN FILLED.
SO I THINK THE MAIN POINT OF THIS IS WE WANT TO HAVE THIS AS THE ABILITY, IF A SITUATION OCCURS, TO HAVE THIS, GROUP THAT WE CAN GO TO AND HAVE ARMED GUARDS IF WE IF WE NEED THEM. BUT WE ARE NOT REQUESTING TODAY THAT WE HIRE TWO ARMED SECURITY GUARDS FOR OUR CAMPUSES.
RIGHT. AND I'M SO PLEASED THAT WE MET WITH DR.
THEY ARE IN THE PROCESS OF THE FINAL STAGES OF HIRING A SECOND SRO, AND THEY HAD A THIRD SRO.
THIS IS STRICTLY FOR WORST CASE SCENARIO.

AND IT'S AN ABSOLUTE DISGRACE.
IT'S A DISGRACE AND IT'S AN EMBARRASSMENT TO SIT UP HERE, TO THINK THAT OUR ELECTED OFFICIALS IN AUSTIN CANNOT AND WILL NOT DO ANYTHING FOR THE PUBLIC SCHOOL SYSTEM OF THE STATE OF TEXAS.
AND, YOU KNOW, WE'RE APPROVING THIS BECAUSE GUESS WHAT? IF WE HAD A CHOICE, WE WOULD NOT APPROVE IT AND WE WOULD KEEP OUR RECAPTURE MONEY.
