OUR NEXT AGENDA ITEM IS ITEM NUMBER FOUR RECOGNITIONS.

OUR FIRST ITEM GROUP TO RECOGNIZE IS 4.1 BOARD RECOGNITION CAMPUS OF THE MONTH ELEMENTARY SCHOOL, MS. WAGNER. GOOD EVENING, BOARD, DR.

LEDBETTER, WE ARE SO EXCITED TO HIGHLIGHT CARROLL ELEMENTARY SCHOOL.

CARROLL ELEMENTARY WAS THE SECOND ELEMENTARY IN THE DISTRICT.

IT OPENED IN 1986 AND WAS NAMED A NATIONAL BLUE RIBBON SCHOOL IN 1993.

THERE HAVE BEEN THREE PRINCIPALS IN ITS 37 YEARS OF BEING AN ELEMENTARY SCHOOL, WHICH I'VE HAD THE PRIVILEGE OF SERVING THESE KIDS FOR 22.

IT'LL BE STARTING MY 23RD YEAR NEXT SEMESTER.

[APPLAUSE] WE HAVE GONE THROUGH THREE MAJOR RENOVATIONS SINCE THE ORIGINAL BUILDING AN CARROLL ELEMENTARY WAS THE FIRST SCHOOL TO HOST OUR BEACH CLUB AND ALL PRO DADS, WHICH THEN SPREAD TO THE OTHER ELEMENTARY CAMPUSES.

WE HAVE RECEIVED MANY SCHOOL HONORS, WITH BEING NAMED THE NUMBER ONE SCHOOL IN THE STATE OF TEXAS IN THE NICHE 2018 2019 POLL.

WE REMAIN IN THE TOP TEN AND I GIVE ALL OF OUR CREDIT TO OUR SECOND TO NONE STAFF, STUDENTS AND THEIR FAMILIES.

HE'S BEEN A PART OF 16 STATE CHAMPIONS, AND MOST COACHES AROUND THE COUNTRY WOULD HAVE LIKE TO HAVE THE OPPORTUNITY TO BE AT THE STATE MEET ONCE, BUT WE'VE BEEN THERE, ALMOST EVERY TIME WHEN HE'S BEEN HERE WITH US, 20 YEARS.

SO I'M GOING TO INTRODUCE YOU TO HIM, AND HE'S GOING TO TALK TO, YOU ABOUT THE KIDS.

BUT HE WON THE NATIONAL CROSS COUNTRY COACH OF THE YEAR LAST YEAR.

AND I THINK THE, THING THAT IS PROBABLY THE MOST AMAZING FEAT IS THIS YEAR MARKED THE 14TH CONSECUTIVE YEAR THAT OUR BOYS CROSS COUNTRY TEAM HAS FINISHED EITHER FIRST OR SECOND PLACE AT THE STATE MEET.

SO THAT'S 14 YEARS OF THAT.

AND SO I WANT TO INTRODUCE THE RUNNERS.

WE HAVE JUNIOR ALEX SEVERSON.

THE THING ABOUT THE GIRLS, THE GIRLS HAD A PHENOMENAL CROSS COUNTRY SEASON.

THE FLOWER MOUND GIRLS WERE REALLY, REALLY EXCEPTIONAL THIS YEAR, SO WE LOOK FORWARD TO GETTING TO COMPETE AGAINST THEM AGAIN NEXT YEAR.

BUT WE GOT SECOND PLACE.

OUR GIRLS ARE NUMBER ONE IN THE STATE FOR THE MOST CONSECUTIVE STATE MEET APPEARANCES OF ANY SCHOOL.

OF THOSE 27 YEARS, OUR GIRLS HAVE FINISHED ON THE MEDAL STAND FIRST, SECOND OR THIRD, 23 OUT OF 27 STRAIGHT YEARS.

SO WITH THAT BEING SAID, ONE OTHER THING IS, AFTER THE SEASON IS OVER WITH THE STATE CROSS COUNTRY MEET, THERE'S A NIKE NATIONAL QUALIFIER MEET THAT.

SO NIKE CREATED A MEET WHERE THEY TAKE THE TOP 22 TEAMS IN THE NATION AND WE COMPETE.

SO THERE ARE OVER 26,000 ELIGIBLE HIGH SCHOOLS, PUBLIC AND PRIVATE SCHOOLS COMBINED.

THE TOP 22 TEAMS THEY QUALIFY FOR THAT MEET.

OUR BOYS FINISHED THIRD PLACE AND OUR GIRLS FINISHED 18TH PLACE THIS YEAR AT THE NATIONAL MEET, SO WE'RE REALLY, REALLY PROUD OF THEM.

I THINK COACH KEASLER AND I HAVE AN HOUR, SO WE SHOULD BE GOOD.

HER STUDENT HAS WRITTEN, I AM PLEASED TO PUT FORWARD MRS. TONIGHT YOU WILL HEAR FOUR STORIES OF PEOPLE WHO HAVE BEEN IMPACTED BY OUR ASSISTANT SUPERINTENDENT OF ADMINISTRATION, AS SHE HAS LIMITED PARENTS ABILITY TO HAVE MEANINGFUL PARTICIPATION IN THEIR CHILDREN'S EDUCATION AND RESTRICTED MY CONSTITUTIONAL RIGHTS FOR DUE PROCESS OF A LEVEL THREE IS PROTECTED BY FEDERAL AND STATE LAW.

OVER THE PAST YEAR AND A HALF, THIS SEVERELY IMPACTED THE STUDENTS AND PARENTS.

TWO YEARS AGO THIS WEEK, MY KINDERGARTEN SON, WHO HAS DOWN SYNDROME, WAS GIVEN IN-SCHOOL SUSPENSION FOR BLOWING A RASPBERRY THE DAY BEFORE, WHICH WAS A FORM OF HIS COMMUNICATION MANIFESTED FROM HIS DISABILITY.

THE SEVERE BEHAVIOR WAS NEVER DOCUMENTED IN ANY COMMUNICATION LOG, AND HE WAS PLACED IN AN AVERSIVE TECHNIQUE BY BEING PLACED IN A ROOM AT THE FRONT OF A SCHOOL, BY HIMSELF, AWAY FROM HIS CLASSMATES, AND AWAY FROM ACCESS TO HIS EDUCATION.

I WENT THROUGH A PROCESS WITH MR. BUTLER, AND MY REMEDY TO HAVE AN INDEPENDENT INVESTIGATION WAS ONLY PARTIALLY GRANTED.

HE DEEMED THE IN-SCHOOL SUSPENSION WAS APPROPRIATE, BUT YES.

YET JACKSON'S DISABILITY WAS NEVER CONSIDERED AND HE WAS PLACED INTO AN ILLEGAL AVERSIVE TECHNIQUE.

THESE ITEMS ARE ILLEGAL TO THE LAW AND STUDENT CODE OF CONDUCT.

IT IS SIMPLE INDEPENDENT INVESTIGATIONS ARE NOT INDEPENDENT IF THE DISTRICT IS INVOLVED.

I PROCEEDED ON WITH A LEVEL THREE AND GRACIOUSLY.

TWO MONTHS LATER, I MET WITH THE ASSISTANT SUPERINTENDENT FOR ADMINISTRATION AND EFFORT TO HELP HER BE INFORMED OF THE HISTORY AS SHE WAS NEW TO THE DISTRICT.

SHE SUMMARIZED THE MEETING INTO AN INFORMAL REMEDY WITHOUT MY KNOWLEDGE AT THE TIME OF THE MEETING, AND AS A RESULT, SHE STATED, SHE GRANTED MY REQUEST FOR AN INDEPENDENT INVESTIGATION. SHE STATED THAT SHE SERVED AS THE INDEPENDENT INVESTIGATOR ON BEHALF OF THE DISTRICT.

SHE IGNORED THE AVERSIVE TECHNIQUE THAT WAS USED AND IGNORED STUDENT CODE OF CONDUCT BECAUSE SHE GRANTED A REMEDY TO THE INDEPENDENT INVESTIGATION.

THE APPEAL WITH TEA I MADE DEEMED THAT THE COMMISSIONER DID NOT HAVE JURISDICTION TO REVIEW A GRANTED DECISION.

AT THIS POINT, I STILL HAD AN OPEN GRIEVANCE ON THE LACK OF AN INDEPENDENT INVESTIGATION.

WITHOUT AN INDEPENDENT INVESTIGATION, PEOPLE LIKE OUR FORMER SPED DIRECTOR, FORMER SPED FACILITATOR MARGARET BLOODWORTH AND OTHER EDUCATORS WERE NEVER HELD ACCOUNTABLE.

MARGARET WAS ABLE TO RESIGN IN APRIL OF 2022 FROM CISD APPLIED TO ALEDO WITHOUT A NON-RENEWAL OF HER CONTRACT, WHERE SHE WAS HIRED AS DIRECTOR OF SPECIAL EDUCATION, HAS CONTINUED TO NEGATIVELY IMPACT MANY CHILDREN, AS DEMONSTRATED BY CURRENT ISSUES GOING ON.

ULTIMATELY, THE ASSISTANT SUPERINTENDENT FOR ADMINISTRATION EMAILED ME A LETTER FIVE MONTHS AFTER THE TEA APPEAL WAS GRANTED.

AND STATED THAT I WAS NOT COMPLIANT WITH TIMELINES DESPITE PRIOR EXPERIENCE OF OTHER ADMINISTRATORS NOT MEETING A 5 P.M.

BUSINESS MATERIAL DEADLINE, BUT MORE SO THE ISSUE WAS THAT INACCURATE, UNILATERAL DECISION SHE MADE THAT TEA APPEAL PROHIBITS MY RIGHT TO DUE PROCESS.

WHEN, A YEAR BEFORE, SHE SAID IT WAS AN UNUSUAL CIRCUMSTANCES AND THAT BOARD POLICY COULD NOT ANTICIPATE THE ISSUE.

SO THERE'S NOT A POLICY THAT APPLIES.

BECAUSE OF THE LENGTHY TIMELINES MY DESIRE TO HAVE A COLLABORATIVE OUTCOME.

I WAS UNABLE TO FILE AN OCR UPON THE INITIAL INCIDENT TWO YEARS AGO.

TRUSTEES, I AM REQUESTING FOR YOU TO LOOK AT THE SUBMISSION METHODS OF GRIEVANCES AND MORE IMPORTANTLY, ASK DOCTOR LEDBETTER TO LOOK INTO MY LEVEL THREE.

WE HAVE GONE THROUGH THE ENTIRE GRIEVANCE COMPLAINT PROCESS AND HAVE BEEN WAITING TO MEET WITH YOU SINCE AUGUST OF THIS YEAR.

THE DISTRICT HAS CLAIMED THAT THEY HAVE FULFILLED THE REMEDIES REQUESTED IN OUR GRIEVANCE, BUT HAVE NOT DONE ANYTHING CLOSE TO THE SORT.

IN OUR OPINION, IT IS VERY APPARENT THE DISTRICT DOES NOT WISH FOR US TO SPEAK WITH YOU TO SAVE THEMSELVES FROM THE EMBARRASSMENT AND THE OVERSIGHT WHICH YOU ARE HERE TO PROVIDE FOR THE RESIDENTS OF SOUTHLAKE.

OUR TIME IN CARROLL HAS BEEN VERY PLEASANT AND FOR MOST OF THE TIME ENJOYABLE.

THIS ALL CHANGED AT THE BEGINNING OF THE 2022-23 SCHOOL YEAR.

THE ADMINISTRATION CHANGED AND DURHAM INTERMEDIATE GOT A NEW PRINCIPAL AND TWO NEW ASSISTANT PRINCIPALS.

WE HAD A RUN IN WITH ONE OF THE ASSISTANT PRINCIPALS AT THE BEGINNING OF THE YEAR.

OUR SON AND A FRIEND SLAPPED EACH OTHER ON THE BACKSIDE LIKE WE SEE MANY FOOTBALL, BASKETBALL, SOCCER, TENNIS PLAYERS DO AT MANY CARROLL EVENTS, INCLUDING DRAGON YOUTH FOOTBALL, WHICH THEY BOTH PLAYED.

THIS ASSISTANT PRINCIPAL TOOK IT UPON HERSELF TO HAVE AN IN-DEPTH CONVERSATION WITH OUR CHILD ABOUT SEXUAL HARASSMENT, AND CONTACTED THE MOTHER OF THE OTHER CHILD TO ASK IF SHE WANTED TO TAKE FURTHER ACTION AGAINST OUR SON.

WE MET WITH THE ASSISTANT PRINCIPAL AND SHE BACKPEDALED AND IN OUR OPINION, WAS VERY DECEITFUL WITH HER EXPLANATION.

FAST FORWARD TO FEBRUARY 2023.

WE HAD OUR SECOND RUN IN WITH THE ADMINISTRATION.

IN FEBRUARY OUR SON WAS ACCUSED OF PENETRATING THE ANUS OF ANOTHER STUDENT WITH HIS FOOT FOUR TIMES BY WHITNEY WHEELER, GARY SULLIVAN AND TAMMY SMALSKAS OF CISD.

THE INCIDENT OCCURRED ON THE AFTERNOON OF THURSDAY.

ON FEBRUARY 23RD, MARK, MY HUSBAND, WAS CALLED TO THE SCHOOL.

GARY SULLIVAN EXPLAINED TO MARK THAT HER SON WAS INVOLVED IN AN ALTERCATION WITH ANOTHER CHILD, AND HE WAS TO BE SUSPENDED THE FOLLOWING DAY.

MARK WAS NOT GIVEN ANY OTHER ADDITIONAL DETAILS.

AFTER SPEAKING WITH OUR SON, WE DETERMINED ADDITIONAL INFORMATION WAS NEEDED.

WE EMAILED SULLIVAN AND WHEELER THURSDAY EVENING, REQUESTING TO MEET FRIDAY MORNING.

THE FOLLOWING MORNING, MARK AND I ARRIVED AT THE SCHOOL PRIOR TO ITS OPENING.

WE RECEIVED AN EMAIL BY GARY SULLIVAN AT 6:47 A.M.

SAYING THEY COULD NOT MEET.

WE WENT INSIDE REGARDLESS, REQUESTING TO SPEAK WITH THEM.

INSTEAD, WE WERE ESCORTED OUTSIDE OF THE BUILDING BY THE SRO.

MARK AND I WENT TO THE ADMINISTRATION BUILDING TO SPEAK WITH TAMMY SMALSKAS.

TAMMY REFUSED TO SPEAK WITH US AND SAID SHE WAS FLYING OUT OF TOWN AND DIDN'T HAVE THE TIME.

WE WERE NOT ABLE TO MEET WITH WHEELER AND SULLIVAN UNTIL THE FOLLOWING TUESDAY.

FRIDAY EVENING WE RECEIVED A LETTER FROM GARY SULLIVAN STATING OUR SON WAS ACCUSED OF PENETRATING THE ANUS OF A CHILD FOUR TIMES WITH HIS FOOT.

IT ALSO STATED THAT HE WOULD BE SUSPENDED FRIDAY THAT HAD ALREADY PASSED.

IF YOU'LL GIVE ME JUST ANOTHER FEW SECONDS TO FINISH MY PARAGRAPH AND MY HUSBAND MARK WILL CONTINUE WITH MY STATEMENT.

THANK YOU. THE LETTER BASICALLY ACCUSED OUR SON OF RAPE, SODOMY, AND ASSAULT.

WE WERE LEFT WITH MANY QUESTIONS AFTER READING THE LETTER AND EMAILED AND ASKED IF MEDICAL PROFESSIONALS WERE, EXAMINED, IF ANY MEDICAL PROFESSIONAL EXAMINED THE CHILD, IF THE POLICE WERE INVOLVED, AND SEVERAL OTHER THINGS THAT WOULD BE ASSOCIATED WITH THE RAPING OF A PERSON OR A CHILD, THESE EMAILS WERE NEVER RESPONDED TO.

MARK WILL FINISH THE REST.

OUR SON BARELY TAPPED THE BACK OF ANOTHER STUDENT'S THIGH.

IT WAS ALSO VERY APPARENT HE WAS PLAYING THE GAME WHERE YOU PRETEND LIKE IT'S NOT YOU A FTER TAPPING SOMEONE TO MAKE THEM GUESS OR FIGURE OUT WHO IS TAPPING THEM.

MY SON TAPPED THE BACK OF THE THIGH OF A CHILD WHOM HE THOUGHT WAS A FRIEND, WHILE ENTERING THE BUILDING FOR RECESS.

IT TURNED OUT TO BE ANOTHER CHILD, BUT OUR SON DIDN'T REALIZE THIS BECAUSE THE CHILD HAD A HOODIE ON.

THE CHILD WAS NOT PROPELLED FORWARD.

NEVER ASKED OUR SON TO STOP.

AND THIS EVENT OCCURRED IN FRONT OF 50 OR MORE OTHER STUDENTS AS THEY WERE ENTERING THE BUILDING.

DURING THE MEETING AND AFTER WATCHING THE VIDEO, MARK AND I WERE ASHLEY AND I REQUESTED THEY REMOVE THE DISCIPLINARY RECORD FROM OUR SON'S RECORDS AND APOLOGIZE.

MISS WHEELER DID NOT APPRECIATE THE QUESTIONS ASHLEY ASKED, AND INSTEAD OF ANSWERING THOSE QUESTIONS OR ALLOWING MR. SULLIVAN THE OPPORTUNITY TO ANSWER THEM, SHE DEMANDED THAT ASHLEY LEAVE THE ROOM.

THIS MARK, I CONTINUED THE MEETING WITH MISS WHEELER.

ASHLEY SAW OFFICER WORMLEY IN THE HALL, WHO WAS THE SRO, AND THEY BEGAN SPEAKING.

AFTER THE SIDE CONVERSATION WITH MRS. WHEELER, OFFICER WORMLEY SAID LOUDLY ACROSS THE HALL HE DID NOT SAY IT COULD NOT BE CONSIDERED A SIMPLE ASSAULT.

THE DEFINITION OF SIMPLE ASSAULT REQUIRES INTENT TO HARM FOR AN ACTION TO BE CONSIDERED AS ASSAULT.

AND PEYTON, OUR SON, DEFINITELY DID NOT.

THE ADMINISTRATION THEN DOUBLED DOWN ON THEIR STANCE AND HAD US ONCE AGAIN REMOVED BY THE SRO.

WE IMMEDIATELY FILED A GRIEVANCE WITH THE DISTRICT ON THE DISCIPLINARY ACTIONS TAKEN BY THE SCHOOL BECAUSE OF THE EGREGIOUSNESS OF THE ACCUSATION, WE ALSO RETAINED COUNSEL.

SUBSEQUENTLY, ASHLEY AND I PULLED OPEN RECORDS ON THE EVENT.

THE OPEN RECORDS REVEALED SEVERAL THINGS ONE, TAMMY SMALSKAS STATED IN AN EMAIL TO WHEELER AND SULLIVAN THAT THE LANGUAGE WAS NOT DESCRIPTIVE ENOUGH AND SHOULD BE CHANGED TO ANAL PENETRATION. NUMBER TWO, THE CHILD ACCUSED BY THE OTHER STUDENT WAS NOT OUR SON.

NUMBER THREE SMALSKAS REQUESTED NO FURTHER EMAILS IN CASE AN OPEN RECORDS REQUEST WAS MADE, AND NUMBER FOUR, GARY SULLIVAN, FILED A COMPLAINT AGAINST OUR SON WITH CPS.

WE HAVE GONE THROUGH THE ENTIRE GRIEVANCE PROCESS.

IN THE LAST MEETING, COURTNEY CHANGED THE WORDING FROM ANAL PENETRATION TO CLEFT OF THE BUTTOCKS.

THIS IS STILL INCORRECT.

WE REQUESTED A MEETING WITH THE SCHOOL BOARD AND HAVE BEEN DENIED THE MEETING REPEATEDLY BY THE COUNSEL RETAINED BY THE DISTRICT AND THE DISTRICT ITSELF.

THERE ARE MANY OTHER THINGS THAT WE'D LIKE TO BRING TO THE BOARD'S ATTENTION AS A OUTCOME OF THIS.

NUMBER ONE, OUR SON HIS 504 PROGRAM WAS COMPLETELY DISREGARDED DURING HIS ENTIRE SIXTH GRADE YEAR, ESPECIALLY WITH THIS EVENT.

OUR SON WAS SLEEPING AFTER THIS FOR 18 HOURS A DAY FOR ALMOST TWO WEEKS AND WAS NOT IN SCHOOL.

THE ULTRASONOGRAPHER, GAVE A DIAGNOSIS OF APPENDICITIS AND OUR SON WAS GOING THROUGH TWO WEEKS OF TESTING, INCLUDING AN MRI, CAT SCAN.

SORRY.

IT'S ABYSMAL WHAT THEY'VE DONE.

A YEAR OF THIS AND NO APOLOGIES.

JUST SMUG.

AND THEY HID IT FROM Y'ALL, AS FAR AS I KNOW.

I HOPE Y'ALL ARE NOT AWARE OF THIS, BUT THE ABILITY FOR THIS IS MY PROPOSAL.

SO THE BOARD SHOULD CONSIDER REMOVING THE PRINCIPALS AND ASSISTANT PRINCIPALS ABILITY TO HAVE ADULT DISCUSSIONS WITH CHILDREN WITHOUT ANY OVERSIGHT. KIDS WHO HAVE NOT HAD YET BEGUN TO UNDERSTAND WITH THINGS LIKE ANAL PENETRATION, SEXUAL ASSAULT AND MANY OTHER ADULT THINGS IN NATURE, SHOULD NOT BE SUBJECTED TO INDIVIDUALS WHO ARE SO EAGER TO CRITICIZE, ACCUSE AND PUNISH.

AS YOU'RE WELL AWARE, SEPARATION OF CHURCH AND STATE HAS BEEN, UH, HAS LONG BEEN A PART OF, OF OUR, UH, VIEW OF, OF MATTERS AND, UH, EXTREMELY IMPORTANT TO BE SURE THAT THERE IS NO SINGLE RELIGIOUS PERSPECTIVE THAT IS FAVORED OVER OTHERS.

I HAVE REVIEWED THE RESOLUTION THAT WAS PROPOSED, AND IT LEAVES ME WITH A FEW QUESTIONS IF NOT CONCERNS. SO I'M SURE THAT I'LL HAVE TO WAIT AND LISTEN TO YOUR COMMENTS LATER, BUT TO HOPEFULLY ANSWER THESE QUESTIONS, BECAUSE I KNOW WE'RE NOT HERE TO CARRY ON A DIALOG AT THIS MOMENT, AS YOU STATE, UH, AS YOUR RESOLUTION STATES, IN THE SECOND, RECITAL, THE SENATE BILL 763, WHICH WAS PASSED BY THE MOST RECENT LEGISLATURE, REQUIRES EACH SCHOOL BOARD TO TAKE A RECORD VOTE, AS TO WHETHER OR NOT TO ADOPT A POLICY AUTHORIZING A CAMPUS OF THE DISTRICT TO EMPLOY OR ACCEPT A VOLUNTEER AS A CHAPLAIN. SO WE'RE HERE TO TALK ABOUT, SOME NURSING SCHOOL NURSING ISSUES THAT WE'VE RECENTLY, BEEN INTRODUCED TO AT OLD UNION.

CHRISTINA IS MEDICALLY COMPLEX.

YOU CAN SEE THAT SHE'S TRACHED.

SHE ATTENDS SCHOOL EVERY DAY WITH A PRIVATE DUTY NURSE THAT WE PAY FOR BUT ON OCCASION, THAT PRIVATE DUTY NURSE IS NOT ABLE TO ATTEND.

AND SO THE DISTRICT APPROVED PLAN FOR HER IS TO HAVE THE DISTRICT, THE CAMPUS NURSE, STEP IN AND PROVIDE THE ONE ON ONE CARE THAT CHRISTINA NEEDS.

THE PROBLEM WITH THAT IS THAT OFTENTIMES, OUR PRIVATE DUTY NURSE IS CALLING IN THE DAY OF THERE'S A FAMILY EMERGENCY.

PERHAPS SHE GOT SICK.

AND SO YOU CAN IMAGINE, IT'S VERY DIFFICULT TO FILL THAT SUBSTITUTE NURSE ROLE AT 7 A.M., 30 MINUTES, 40 MINUTES BEFORE FIRST BELL.

THIS EXACT SCENARIO PLAYED OUT LAST FRIDAY.

OUR PRIVATE DUTY NURSE CALLED US AT 6 A.M., I BELIEVE IT WAS, LET US KNOW SHE WASN'T GOING TO BE ABLE TO ATTEND.

WE NOTIFIED OLD UNION, NOTIFIED THE DISTRICT.

THEY BEGAN WORKING ON A SUBSTITUTE NURSE.

UNFORTUNATELY, THEY WERE UNSUCCESSFUL, SO CHRISTINA DID NOT GET TO ATTEND SCHOOL SHE MISSED A COUPLE OF TESTS THAT SHE HAD BEEN STUDYING FOR ALL WEEK.

SO SHE WAS OBVIOUSLY UPSET ABOUT THAT.

SO WE'RE HERE TODAY NOT JUST TO BRING UP THE ISSUE, BUT TO PROVIDE WHAT WE THINK IS A COMMON SENSE SOLUTION.

SO WHEN THIS RARE OCCASION TAKES PLACE HER PRIVATE DUTY NURSE CALLS IN THE DISTRICT'S UNABLE TO SECURE A SUBSTITUTE NURSE.

WE'RE REQUESTING THAT THE DISTRICT WOULD APPROVE NATALIE, MY WIFE, TO GO TO SCHOOL WITH CHRISTINA.

SHE IS WELL TRAINED IN CHRISTINA'S CARE.

SHE'S GOING TO GET INTO THAT NEXT, BUT EFFECTIVELY, NATALIE IS ALREADY APPROVED AS A SUBSTITUTE TEACHER WITHIN THE DISTRICT, SO SHE'S PASSED ALL THE BACKGROUND CHECKS.

I UNDERWENT EXTENSIVE TRAINING DURING TINA'S 163 DAYS SHE SPENT AT COOK CHILDREN'S WHEN SHE WAS FIRST BORN.

THEY WOULDN'T RELEASE HER IN MY CARE UNLESS I WAS CERTIFIED AND TRAINED AND SIGNED OFF BY THE HOSPITAL, BY MEDICAL PROFESSIONALS TO CARE FOR HER AT HOME.

I'M HER TRAINED MEDICAL CAREGIVER PER HER PHYSICIAN'S ORDERS, I AM HER AUTHORIZED BACKUP CAREGIVER IF HER NURSING AGENCY CANNOT SECURE A NURSE FOR HER, WHICH UNFORTUNATELY IS VERY OFTEN AND IS ACTUALLY OCCURRING RIGHT NOW, I'M HERE.

I'M IN CHARGE OF MY DAUGHTER.

I'M KEEPING HER MEDICALLY STABLE AND BASELINE AND SAFE, AND WE DON'T HAVE A NURSE TO DO SO.

I WAS CURIOUS IF THERE HAS BEEN A RISK REWARD ANALYSIS AROUND THE COST OF FEDERAL LITIGATION AS OPPOSED TO THE SAVINGS PROVIDED BY VOLUNTEERS.

IF THE BOARD ELECTS TO PASS THIS RESOLUTION, I ENCOURAGE ALL PARENTS TO DO WHAT I AM PLANNING TO DO, WHICH IS TO WRITE A LETTER EXPRESSING THEIR PARENTAL VOICE AND DECLINING IF THEY DO NOT WISH THEIR CHILD TO RECEIVE RELIGIOUS INDOCTRINATION IN SCHOOLS, AND ALSO, IF THEY DO, TO SELECT WHAT SPECIFIC RELIGION THEY WOULD LIKE THEIR CHILD TO BE COUNSELED ABOUT IN SCHOOL.

IF THIS BOARD AND ADMINISTRATION REALLY BELIEVE THAT A FEW PARENTS CAN CONTROL WHAT BOOKS MY CHILDREN CAN CHECK OUT OF THE LIBRARY, THEN CERTAINLY YOU BELIEVE THAT PARENTS SHOULD HAVE THE ULTIMATE VOICE IN WHAT CLERGY MEMBERS ARE COUNSELING THEIR CHILDREN IN SCHOOL.

SO WE ARE REQUIRED BY LAW TO POST OUR CURRICULUM ON OUR WEBSITE.

IT IS CURRENTLY POSTED ON OUR WEBSITE, ON THE COUNSELING WEBSITE SO YOU CAN VIEW IT.

IT IS A K 12 PROGRAM.

THIS PROGRAM WAS REVIEWED BY SHAC AND RECOMMENDED BY SHAC.

SO WE FEEL LIKE THIS IS IT'S BASED UPON AGE APPROPRIATENESS AND IT GOES UP THROUGH EACH OF THE GRADE LEVELS.

SO WHAT YOU'RE SAYING IS BY LAW, WE HAVE NO CHOICE BUT TO OFFER THIS CURRICULUM TO OUR, DISTRICT.

UM, AND THE OUR LEGISLATORS WERE SO CONFIDENT THAT THIS IS A GREAT BILL THAT THEY MADE IT AN OPT IN INSTEAD OF AN OPT OUT, RIGHT? I MEAN, THAT'S RIDICULOUS, BUT OKAY.

YES, WE NEED TO GET THAT MESSAGE OUT TO THE COMMUNITY, OUR COUNSELORS.

YES, YOU'RE RIGHT. CHILDREN AREN'T GOING TO BE TAKE THIS CURRICULUM, RIGHT, UNLESS THEIR PARENTS ACTUALLY SIGN TO OPT THEM IN TO TO SELECT THIS CURRICULUM.

CORRECT. THAT IS VERY TRUE. WHICH HAS BEEN THAT IS NOT OUR NORMAL PRACTICE.

OUR NORMAL PRACTICE IS TO OPT OUT AS OPPOSED TO OPTING IN.

UH, WAS THE NUMBER OF DAYS OF CASH ON HAND AND CURRENT INVESTMENTS IN THE GENERAL FUND FOR THE SCHOOL DISTRICT SUFFICIENT TO COVER OPERATING EXPENDITURES, EXCLUDING FACILITIES ACQUISITION? UH, WE DID HAVE ACTUALLY, WE HAVE 126 DAYS CASH ON HAND AS OF AUGUST 30TH, UH, 31ST, 2022.

SO WE GOT ALL TEN POINTS ON THAT SOLVENCY INDICATOR.

NUMBER EIGHT WAS THE MEASURE OF CURRENT ASSETS TO CURRENT LIABILITIES RATIO FOR THE SCHOOL DEBT DISTRICT SUFFICIENT TO COVER SHORT TERM DEBT.

WE ARE ABOUT 0.04 UNDER ON THAT.

SO EVEN THOUGH WE HAD A FUND DEFICIT, OUR FUND BALANCE ALLOWED US TO STILL GET THE FULL TEN POINTS ON THAT SCORE.

DID THE SCHOOL DISTRICT AVERAGE LESS THAN A 10% VARIANCE WHEN COMPARING BUDGETED REVENUES TO ACTUAL REVENUES FOR THE LAST THREE YEARS? THIS ONE IS NOT BEING EVALUATED.

THAT IS PER TEA AND EVEN THOUGH WE DIDN'T HAVE WE DIDN'T EVALUATE, WE WEREN'T BEING EVALUATED.

WE HAVE HAD REALLY TIGHT ALIGNMENT WITH OUR BUDGETED REVENUE ALONG WITH OUR ACTUAL REVENUE.

AND WHAT THAT GIVES A BOARD OF TRUSTEES AND THE TAXPAYERS IS CONFIDENCE THAT WE'VE GOT A REALLY GOOD SOUND SYSTEM OF BUDGETING REVENUE.

AND SO WE LOST FOUR POINTS ON THAT.

UH, AGAIN, AS WE PAY THAT DEBT OFF EARLY.

UH, NOT A NEGATIVE.

I DON'T SEE THAT AS A NEGATIVE BECAUSE WE ARE, YOU KNOW, UH, SERVICING THAT DEBT.

BUT IN THE SAME BREATH, I'M GOING TO TELL YOU THAT AS WE RETIRE DEBT EARLY THAT WILL HELP THAT POSITION.

SO BUT IT IS IT IS COMMON IN NORTH TEXAS BECAUSE EIGHT OF THE 16 DISTRICTS IN TARRANT COUNTY DID LOSE POINTS ON THAT INDICATOR.

WAS THE DEBT PER $100 OF ASSESSED PROPERTY VALUE SUFFICIENT TO SUPPORT FUTURE DEBT REPAYMENTS.

WELL, OBVIOUSLY THE ANSWER TO THAT IS YES, BECAUSE WITH 33 PENNIES WE ARE RETIRING DEBT WAY AHEAD OF SCHEDULE.

AND SO WE DO HAVE VERY GOOD SUFFICIENCY ON THE DOLLARS PER 100.

THE TAX RATE PER $100 OF ASSESSED VALUE.

SO WE GOT ALL TEN POINTS ON THAT.

SO SOLVENCY INDICATOR NUMBER 13 WAS A SCHOOL DISTRICT'S ADMINISTRATIVE COST RATIO EQUAL TO OR LESS THAN THE THRESHOLD WE WERE WE GOT ALL TEN POINTS ON THAT ONE. UH, NUMBER INDICATOR NUMBER 14.

DID THE SCHOOL DISTRICT NOT HAVE A 15% DECLINE IN THE STUDENT TO STAFF RATIO OVER THE THREE YEARS? THE STATE DIDN'T EVALUATE THAT ONE BECAUSE AS DISTRICTS CONTINUE TO LOSE, NOT JUST IN TARRANT COUNTY, BUT STATEWIDE, THERE ARE A SHIFT.

AND I THINK IF YOU'LL REMEMBER, BACK WHEN WE ADOPT THE BUDGET, AT BUDGET ADOPTION, I'LL GO OVER KIND OF THE PROPERTY VALUES, THE DIFFERENCE BETWEEN HOUSE BILL THREE, WHICH IS GOING TO CURRENT YEAR VALUES, TOOK AWAY A BIG FINANCIAL BENEFIT FOR LOTS OF DISTRICTS VERSUS THE PRIOR TO THAT PRIOR TO HOUSE BILL THREE.

AND SO THAT'S WHAT THEY'RE TALKING ABOUT.

HISTORICALLY IT'S BEEN REFERRED TO AS THE LAG.

IN OTHER WORDS, WHEN YOU HAVE PROPERTY TAX GROWTH AND YOU GET DEDUCTED BASED ON PRIOR YEAR VALUES, YOU GET A LOT MORE MONEY.

THAT DISTRICT, EXCUSE ME, CAN'T CONTROL, UH, NOT PENALIZE THE DISTRICT FOR ITEMS BEYOND THEIR CONTROL.

BUT I THINK IF YOU LOOK AT THE STRINGENCY OF DATA REPORTING BY DISTRICTS IN THE STATE OF TEXAS, TEXAS EDUCATION AGENCY, THE FACT THAT WE'RE ALL REQUIRED TO HAVE INDEPENDENT FINANCIAL AUDITS, THERE'S A LOT OF FINANCIAL OVERSIGHT IN DISTRICTS AND WITH THE COMMUNITIES, WITH THE FINANCIAL TRANSPARENCY, THE REQUIRED DISCLOSURES.

I THINK THAT THAT OUR STATE AND I WILL TELL YOU THAT AS I LOOK ON A NATIONAL, AREA, UM, TEXAS HAS A REALLY GREAT SET OF FINANCIAL GUIDANCE THAT WE'VE GOT THE FINANCIAL ACCOUNTABILITY SYSTEM RESOURCE GUIDE.

UM, I CHOSE TO BUDGET CONSISTENT AS WE HAD SPENT OVER THE PAST FEW YEARS KNOWING THAT THIS WOULD BE AN ITEM THAT WE WOULD HAVE TO REVISIT.

AND THAT'S WHY I DISCLOSED, I THINK, IN JULY, THE 27TH MEETING, THAT WE BUDGETED ABOUT $1 MILLION LESS.

AND THAT WAS NUMBER ONE, TO ADDRESS THE NEEDS OF THE FACILITIES AND OUR CUSTOMERS AS THOSE NEEDS COME IN AND TO MANAGE THE BUDGETARY CONSTRAINTS NECESSARY.

UM, ALL SAFETY ISSUES, ALL FIRE RELATED ISSUES, ALL AUTHORITIES HAVING JURISDICTION THAT TELL US WHAT TO DO SOMETIMES THAT WE HAVE TO DO.

SO WE'RE FOCUSING ON THAT DEFINITELY.

NOW. SECONDLY, AND THE SECOND INDUSTRY STANDARD GUIDELINE THAT WE'RE USING IS THE BUDGET REVIEW REQUEST.

SO THIS SECOND BUDGET REVIEW REQUEST THAT WE HAVE INSTITUTED IS ALL REQUESTS FOR FACILITY MODIFICATIONS, LARGE SCALE PROJECTS REQUESTS, CAPITAL IMPROVEMENTS. CURRENTLY, OUR EXCEL FILE SHOWS THIS ABOUT $120,000 THAT HAVE COME IN AS REQUESTS FROM, OUR CUSTOMERS AND OUR SCHOOLS. SO I KNOW THIS IS INFORMATION AND NOT ACTION, BUT I'D REALLY LIKE FOR US TO HOLD OFF ON ANY TYPE OF PURCHASE OF VEHICLES UNTIL WE CAN REALLY , DIVE INTO THE BENEFITS OR NOT, UM, OF A FLEET MANAGEMENT SERVICE.

AND WE WENT OVER THAT IN JULY AT THE JULY BOARD MEETING.

ALSO, WE ALSO HIRED DBR ENGINEERING CONSULTANTS AND THEIR PROJECT SCOPE IS THE MEP MECHANICAL, ELECTRICAL, PLUMBING.

ALSO SOME SECURITY AND TECHNOLOGY WAS IN THAT THEY ARE CURRENTLY DOING THIS ASSESSMENT AS WE SPEAK IN THE EVENINGS, WEEKENDS AND DURING THE BREAK ALSO.

SO WHEN THIS ASSESSMENT COMES IN, IT'S GOING TO GIVE US THE FINAL REPORTS COMPONENTS THAT WE CAN TAKE FOR A LIFE CYCLES REPLACEMENT COST.

IT'S GOING TO SHOW US WHAT WE NEED TO DO FOR PLANNING, MANAGEMENT AND SUSTAINABILITY FOR OUR BUILDINGS.

WE SPENT ABOUT A HALF A MILLION, AND WE HAD ABOUT A HALF A MILLION LEFT.

YOU CAN SEE THAT HVAC, PLUMBING, CUSTODIAL SUPPLIES, MISCELLANEOUS AND ELECTRICAL ARE THE MAIN CULPRITS THERE.

THEY'RE THE ONES THAT REALLY USE UP THE BUDGET FUNDS.

SO THIS BUDGET SURPLUS SHORTFALL, IF YOU LOOK AT IT, IT'S ABOUT $185,000 A MONTH TIMES SEVEN MONTHS BECAUSE OF THE SHORT FISCAL YEAR THAT WE HAVE THIS YEAR, UM, EQUALS ABOUT ALMOST 1.3 MILLION.

BUT IF YOU MINUS WHAT'S ALREADY IN THE BUDGET PLUS WHAT WE NEED, PLUS THE DEFERRED MAINTENANCE, WHICH IS O&M, IT SHOULD BE GETTING DONE, IS $880,000 THAT WE WOULD NEED, ACCORDING TO THESE FIGURES, TO GET BY THE REST OF THE YEAR.

SO WITH THAT INFORMATION BEING KNOWN, WE ARE RECOMMENDING OPTION ONE OR CALENDAR OPTION ONE FOR OUR 24-25 SCHOOL YEAR CALENDAR.

THAT WAS FOR THE PARENTS, OUR STAFF FOR THEIR CALENDAR OPTION ONE WAS 38.2, CALENDAR OPTION THREE 38 EVEN AND CALENDAR OPTION 2, 23.8.

AND THEN FROM OUR CLASSROOM TEACHERS CALENDAR, OPTION ONE WAS 44.4%, CALENDAR OPTION THREE 30.7% AND CALENDAR OPTION TWO 24.8%.

I KNOW DOCTOR SMALSKAS IS MAKING HER WAY UP.

I WILL GO AHEAD AND READ THE RESOLUTION AND THEN TURN IT OVER TO DOCTOR SMALSKAS.

RESOLUTION FOR SB 763 CHAPLAINS, WHEREAS SECTION 23.001 OF THE TEXAS EDUCATION CODE PERMITS THE DISTRICT TO EMPLOY OR ACCEPT AS A VOLUNTEER A CHAPLAIN TO PROVIDE SUPPORT SERVICES AND PROGRAMS FOR STUDENTS AS ASSIGNED BY THE BOARD.

WHEREAS SENATE BILL 763, PASSED BY THE 88TH TEXAS LEGISLATURE, REQUIRES EACH SCHOOL BOARD TO TAKE A RECORD VOTE BETWEEN SEPTEMBER 1ST, 2023 AND MARCH 1ST, 2024, ON WHETHER TO ADOPT A POLICY AUTHORIZING A CAMPUS OF THE DISTRICT TO EMPLOY OR ACCEPT AS A VOLUNTEER A CHAPLAIN UNDER EDUCATION CODE CHAPTER 23.

WHEREAS THE CARROLL INDEPENDENT SCHOOL DISTRICT REQUIRES ITS GUIDANCE COUNSELOR APPLICANTS TO HOLD A MASTER'S DEGREE IN COUNSELING FROM AN ACCREDITED COLLEGE OR UNIVERSITY IN A VALID TEXAS SCHOOL COUNSELOR CERTIFICATE PURSUANT TO TEXAS EDUCATION CODE 21.003.

WHEREAS THE CARROLL INDEPENDENT SCHOOL DISTRICT REQUIRES ITS GUIDANCE COUNSELOR EMPLOYEES TO PLAN, IMPLEMENT, AND EVALUATE A COMPREHENSIVE DEVELOPMENTAL GUIDANCE AND COUNSELING PROGRAM AT THE ASSIGNED CAMPUS, COUNSEL STUDENTS TO FULLY DEVELOP EACH STUDENT'S ACADEMIC CAREER, PERSONAL AND SOCIAL ABILITIES, AND ADDRESS THE NEEDS OF SPECIAL POPULATION STUDENTS.

NOW, THEREFORE, BE IT RESOLVED THAT THE BOARD OF TRUSTEES OF CARROLL INDEPENDENT SCHOOL DISTRICT HEREBY PERMIT A DISTRICT CAMPUS TO EMPLOY OR ACCEPT A CHAPLAIN PURSUANT TO THE SAME JOB REQUIREMENTS.

QUALIFICATIONS AS FOUND IN TEXAS ADMINISTRATIVE CODE TITLE 19, CHAPTER 239 AND EXPECTATIONS AS A GUIDANCE COUNSELOR IN THIS RESOLUTION AND SENATE BILL 763, AS CODIFIED IN TEXAS EDUCATION CODE 23.001A.

SO AS YOU HAD MENTIONED THAT BEGINNING IN THE 23-24 SCHOOL YEAR, SCHOOL DISTRICT AND OPEN ENROLLMENT CHARTER MAY EMPLOY OR ACCEPT AS A VOLUNTEER, AS CHAPLAIN TO PROVIDE SUPPORT SERVICES AND PROGRAMS. WE'RE NOT HIRING CHAPLAINS TO REPLACE COUNSELORS.

IF SOMEBODY IS A CHAPLAIN AND THEY HAVE THE SAME QUALIFICATIONS AND MEET THE STANDARDS OF CISD COUNSELORS, THEY ARE MORE THAN WELCOME TO APPLY FOR AN EMPTY SEAT AND COMPETE WITH EVERYBODY ELSE.

THAT'S ALL THIS RESOLUTION IS SAYING.

WE'RE DOING A PROCEDURAL VOTE BECAUSE OUR LEGISLATURE, FOR WHATEVER REASON MANDATED BY LAW THAT THIS LEGISLATIVE BODY SHOULD TAKE A VOTE, A PROCEDURAL VOTE, WHICH MAKES ZERO SENSE TO ME WHY ANOTHER LEGISLATIVE BODY WOULD LEGISLATE US.

AND, YOU KNOW, SO THEREFORE WE ARE FOLLOWING THE LAW AND WE HAVE WRITTEN A RESOLUTION AND WE ARE NOT GOING TO PUT TOGETHER POLICY IN THIS REGARD.

THIS RESOLUTION SAYS THAT IF YOU ARE A CHAPLAIN, NUMBER ONE, FINE.

WE'RE NOT GOING TO ASK YOU.

NUMBER TWO, YOU HAVE TO QUALIFY UNDER OUR COUNSELOR GUIDELINES.

BOTTOM LINE. DONE. AND YOU HAVE TO COMPETE FOR ANY OPEN POSITION THAT EXISTS WITHIN THE DISTRICT.

AND IT DOESN'T GIVE ANY PREFERENCE TO ANY ONE RELIGION OVER THE OTHER, AND IT DOESN'T GIVE ANY DISCRIMINATION TOWARDS ANY.

AND I JUST WANT TO SHARE THAT WITH THE COMMUNITY AND WITH THE TRUSTEES AND ADMINISTRATION AT THIS POINT.

THIS YEAR WE HAD 18 SPONSORS SIGN UP FOR OUR RADIO BROADCAST.

THE NET REVENUE TO THE DISTRICT WAS $110,000.

THAT'S AN $85,000 INCREASE FROM PREVIOUS YEARS FROM OUR OLD BROADCAST.

OUR REGULAR SEASON VIEWERSHIP WAS AVERAGED ABOUT 4800 A GAME, WITH THE LAST TWO WEEKS OF THE REGULAR SEASON AT 10,000.

THE NUMBERS GREW THROUGHOUT THE PLAYOFFS, WITH THE DESOTO GAME OF A WHOPPING 16,000, AND I KNOW WE PROBABLY HAD ABOUT 8000 THERE IN PERSON.

UM, WE EXPECT THOSE NUMBERS TO CONTINUE TO GROW NEXT SEASON.

WE APPRECIATE CABC FOR TAKING THIS ON FOR THE DISTRICT.

EVERY DOLLAR THAT GOES TOWARDS THE RADIO BROADCAST FROM OUR SPONSORS AND IS RAISED BY THIS ENTITY COMES BACK STRAIGHT BACK TO THE DISTRICT IN THE FORM OF CABC DONATIONS, WHICH YOU WILL HEAR A COUPLE TONIGHT.

SO, UM, A VERY, VERY SUCCESSFUL FIRST YEAR.

WE EXPECT IT TO START EXPONENTIALLY GROWING IN THE YEARS TO COME.

UM, AND WE'RE SO EXCITED THAT WE WERE SUCCESSFUL AND MADE QUITE A BIT OF MONEY AS A RESULT.

AND THAT IS THAT MANY OF US, WHEN WE RAN FOR SCHOOL BOARD IS WE SAID WE NEED TO HAVE CREATIVE IDEAS TO FIND NEW SOURCES OF REVENUE.

SOME OF THOSE HAVE BEEN POSED AND APPROVED IN EARLIER MEETINGS, THIS IS ONE OF THEM, AND THAT IS THAT WE KNEW THAT THE DRAGON BRAND, A SPORTS BRAND, IS REMARKABLE.

WE SAW THE STATE CROSS COUNTRY CHAMPIONS AND THE RUNNER UP.

UNFORTUNATELY, THAT'S NOT A REVENUE SPORT, PER SE, THAT WE CAN CAPITALIZE AND MONETIZE, BUT OUR FOOTBALL COVERAGE IS.

AND I WOULD JUST SAY, YOU KNOW, THANK YOU TO MY COLLEAGUES FOR CHOOSING A NEW ORGANIZATION TO REPRESENT OUR MEDIA NEEDS.

AND AGAIN, THAT IS A NET $85,000.
