MY NAME IS PATRICIA ROSENTHAL, AND I'M A SPECIAL EDUCATION TEACHER AT DODSON MIDDLE SCHOOL.

I CAME HERE TODAY TO SAY HOW MUCH I APPRECIATE YOUR LISTENING TO TEACHERS AND THE DRAGON COMMUNITY ON THE ISSUE OF THE PRE-K PROGRAM.

AS A FORMER EARLY CHILDHOOD TEACHER IN BRAZIL, I KNOW THE IMPORTANCE OF EARLY INTERVENTION AND ACADEMIC READINESS, NOT ONLY FOR SPECIAL EDUCATION STUDENTS, BUT FOR ALL CHILDREN.

I REALLY ADMIRE YOUR WILLINGNESS TO FIND SOLUTIONS TO PRESERVE THIS PROGRAM WITH IT'S, WHICH IS SO IMPORTANT FOR OUR STAFF, STUDENTS, AND PARENTS. LASTLY, I'M ALSO HERE REPRESENTING THE SPECIAL EDUCATION DEPARTMENTS OF WALNUT GROVE, CARROLL ELEMENTARY, EUBANKS, ANDREW INTERMEDIATE, CARROLL AND DAWSON MIDDLE SCHOOL, AND CARROLL HIGH SCHOOL TO THANK YOU FOR APPROVING THE STIPEND FOR SPECIAL EDUCATION TEACHERS AND PARAPROFESSIONALS.

IT IS A GREAT DAY TO BE A DRAGON WHEN DECISIONS LIKE THIS ARE BEING MADE.

[4.1 Consider for Approval Resolution Concerning Explanation for Denial of Pre-K Tuition Rate]

ITEM 4.1 CONSIDER FOR APPROVAL RESOLUTION CONCERNING EXPLANATION FOR DENIAL OF PRE-K TUITION RATE.

BEFORE WE DISCUSS THE RESOLUTION, I'D REALLY LIKE JUST TO TAKE A MOMENT TO READ THE EMAIL THAT I SENT OUT THIS WEEKEND TO THE COMMUNITY REGARDING THIS ISSUE.

IT SAYS, DEAR CARROLL ISD PARENTS, I HOPE YOU ALL ARE HAVING A GREAT WEEKEND.

I AM WRITING TO PROVIDE YOU WITH AN IMPORTANT UPDATE REGARDING OUR PRE-K PROGRAM FOR THE UPCOMING 2024-2025 SCHOOL YEAR.

I AM PLEASED TO INFORM YOU THAT THE PRE-K SITUATION HAS BEEN SUCCESSFULLY RESOLVED.

ON FRIDAY AFTERNOON, I HAD A PRODUCTIVE CONVERSATION WITH THE TEA COMMISSIONER, MIKE MORATH.

DURING THIS DISCUSSION, I PRESENTED OUR CASE AND REQUESTED THAT THE TEA CONSIDER ACCEPTING OUR DISTRICT'S TUITION RATE ABOVE THE STATE FORMULA AMOUNT.

FORTUNATELY, I CAN SHARE THAT CISD'S TUITION RATE REQUEST WILL BE ACCEPTED BY THE TEA COMMISSIONER FOR THE 20 2425 SCHOOL YEAR.

THIS DECISION ALLOWS OUR DISTRICT TO CONTINUE OFFERING OUR FULL PRE-K PROGRAMS, ENSURING THAT OUR YOUNGEST LEARNERS RECEIVE THE HIGH QUALITY EDUCATION THEY DESERVE.

A SPECIAL THANK YOU TO OUR STATE BOARD OF EDUCATION MEMBER, PAT HARDY, FOR PLAYING A PIVOTAL ROLE IN OUR RESOLUTION.

MISS HARDY'S EFFORTS HELPED SECURE MY CONVERSATION WITH THE COMMISSIONER WITH COMMISSIONER MORATH, AND QUICKLY FIND A RESOLUTION.

TO ALL OF THOSE IN OUR DRAGON COMMUNITY WHO SHARED THEIR CONCERNS AND OFFERED THEIR SUPPORT.

TRUSTEE YEAGER HAS AN EXCELLENT RELATIONSHIP WITH OUR STATE BOARD OF EDUCATION MEMBER, PAT HARDY.

PAT HARDY HAS A GREAT RELATIONSHIP WITH OUR TEA COMMISSIONER, MIKE MORATH.

TRUSTEE YEAGER WAS THE ONE THAT REACHED OUT TO, PAT HARDY TO CONVINCE HER TO REACH OUT TO MIKE MCGRATH TO CONVINCE HIM TO CALL ME, AND I WAS ABLE TO WALK HIM THROUGH, OUR CASE.

AND, YOU KNOW, IT'S IT'S REALLY GREAT WHEN, YOU KNOW, TEAM WORK HAPPENS.

IT WASN'T JUST ME THAT TALKED TO MIKE MCGRATH AND CONVINCED HIM IT WAS A GROUP OF PEOPLE.

AND SO I'M VERY MUCH APPRECIATIVE OF THAT.

AND, YOU KNOW, IT'S INTERESTING BECAUSE FOR YEARS THIS DISTRICT HAS BEEN ASKING FOR AN INCREASE TO THE PRE-K TUITION IN SOME BUREAUCRAT IN THE TEA JUST WROTE BACK AND SAID NO. AND SO DISTRICTS ACROSS THE STATE ARE IN THE SAME SITUATION AS WE'RE IN, AND THEY ACCEPT THAT.

SO SOMETIMES I GUESS THIS IS A LESSON LEARNED FOR ALL OF US.

SOMETIMES IT'S WHY NOT JUST PICK UP THE PHONE AND CALL SOMEBODY AND ASK, SAY, HEY, LOOK, THIS IS PARENTS PAYING FOR THIS TUITION.

AND PARENTS IN OUR COMMUNITY ARE WILLING TO PAY FOR THIS TYPE OF EDUCATION.

IT'S A FEEDER PROGRAM.

THE THIRD THREE YEAR OLDS AND FOUR YEAR OLDS, THEY DO MUCH BETTER WHEN THEY GET TO KINDERGARTEN IN CARROLL ISD.

SO WE'RE VERY PROUD, THAT WE'RE ABLE TO, CONTINUE THIS PROGRAM.

WE ALSO HAVE A LOT OF IDEAS OF HOW TO GROW THIS PROGRAM.

YOU KNOW, AND I'LL LET TRUSTEE YEAGER TALK ABOUT THIS IN A SECOND.

BUT, YOU KNOW, OUR OUR ENROLLMENTS GOING DOWN, PART OF THE FOUR YEAR OLD PROGRAM PROGRAM, IF I'M NOT MISTAKEN, COUNTS TOWARDS ADA.

IS THAT CORRECT, DOCTOR LEDBETTER? SO WHY NOT TAKE ADVANTAGE OF SOME OF THIS AND LET'S LET'S GROW THIS THING.

MAYBE THIS WILL BE AN ANSWER FOR SOME MORE STATE MONEY FOR US.

SO, AT THIS POINT, I WOULD LIKE TO, GO AHEAD AND READ THE RESOLUTION AND THEN I'LL OPEN IT UP TO DISCUSSION ON THE BOARD.

AND THEN WE'LL TAKE A VOTE.

RESOLUTION CONCERNING EXPLANATION FOR DENIAL OF PRE-K TUITION RATE.

WHEREAS THE CARROLL INDEPENDENT SCHOOL DISTRICT IS COMMITTED TO PROVIDING HIGH QUALITY EDUCATION TO ALL STUDENTS WITHIN OUR COMMUNITY.

AND WHEREAS, THE CARROLL ISD BOARD OF TRUSTEES RECOGNIZES THE IMPORTANCE OF EARLY CHILDHOOD EDUCATION IN SETTING THE FOUNDATION FOR ACADEMIC SUCCESS, AND WHEREAS THE CISD BOARD OF TRUSTEES HAS IDENTIFIED A NEED TO ADJUST PRE-K TUITION RATES TO COVER THE ADDITIONAL COSTS ASSOCIATED WITH PROVIDING TEXAS HIGH QUALITY PRE-KINDERGARTEN PROGRAMS PER TEA'S DEFINITION OF OUR PROGRAM.

AND WHEREAS, THE TEXAS EDUCATION AGENCY, UNDER THE LEADERSHIP OF COMMISSIONER MORATH, HAS REPEATEDLY DENIED OUR SCHOOL DISTRICT'S REQUEST TO RAISE THE TUITION RATE FOR OUR PRE-K PROGRAMS, DESPITE PROVIDING THOROUGH JUSTIFICATIONS FOR THE ADJUSTMENT.

AND WHEREAS THE DENIAL OF OUR REQUEST FOR A TUITION RATE INCREASE HAS PLACED UNDUE FINANCIAL STRAIN ON THE CISD BUDGET, JEOPARDIZING OUR ABILITY TO MAINTAIN THE HIGH STANDARDS OF EDUCATION OUR COMMUNITY EXPECTS AND DESERVES.

AND WHEREAS TRANSPARENCY AND ACCOUNTABILITY ACCOUNTABILITY ARE FUNDAMENTAL PRINCIPLES OF GOVERNANCE IN EDUCATION, REQUIRING CLEAR EXPLANATIONS FOR DECISIONS MADE BY STATE EDUCATION AUTHORITIES.

NOW, LET IT BE HEREBY RESOLVED THAT THE CARROLL ISD BOARD OF TRUSTEES HEREBY REQUEST AN IMMEDIATE AND DETAILED EXPLANATION FROM TEA COMMISSIONER MORATH REGARDING THE RATIONALE BEHIND THE CONTINUAL DENIAL OF OUR SCHOOL DISTRICT'S TUITION RATE REQUEST FOR PRE-K PROGRAMS THAT THE CISD BOARD OF TRUSTEES REQUEST TEA COMMISSIONER MORATH TO APPROVE CARROLL ISD'S 2024 2025 TUITION RATE REQUEST.

CONSIDERING THE COMPELLING EVIDENCE PROVIDED HERETO BY OUR DISTRICT REGARDING THE NEED FOR A TUITION INCREASE TO SUSTAIN AND ENHANCE THE TEXAS HIGH QUALITY PRE-K PROGRAMS OFFERED TO OUR STUDENTS IN ACCORDANCE WITH TEC SECTION 29.1531B1, THAT COPIES OF THIS RESOLUTION BE TRANSMITTED TO TEA, COMMISSIONER MORATH, THE TEXAS STATE BOARD OF EDUCATION, AND OTHER RELEVANT STAKEHOLDERS TO UNDERSCORE THE IMPORTANCE OF THIS MATTER TO THE CISD COMMUNITY AND TO SEEK SUPPORT FOR OUR EFFORTS TO ENSURE EQUITABLE FUNDING FOR PRE-K EDUCATION.

AND SO CAN I GET A MOTION AND A SECOND, AND THEN I'LL OPEN IT UP FOR DISCUSSION.

AS PRESIDENT BRIAN SAID, HAVING RELATIONSHIPS WITH OUR STATE BOARD OF EDUCATION IS PROVED NOT ONLY ON THIS ISSUE, BUT ON OTHERS TO BE VERY IMPORTANT TO OUR COMMUNITY. THE TRIPS THAT WE'VE TAKEN AND SOME PEOPLE IN OUR COMMUNITY HAVE JOINED US.

AND SOME ACTUALLY IN OUR STAFF, I SEE ONE OF OUR PRINCIPALS.

THANK YOU, MISTER WILSON, AND KNOW THE EFFORTS THAT WE HAVE MADE AT THE STATE LEVEL.

WHEN IT COMES TO FUNDING, THIS WAS JUST KIND OF ANOTHER, MOMENT.

IF YOU TUNED IN LAST MONDAY, YOU HEARD ALL OF US IN DISBELIEF THAT WE COULDN'T CHARGE, SOMETHING TO OUR COMMUNITY, A TUITION RATE THAT FUNDED TEACHERS THAT FUNDED THIS.

IT SEEMED ABSURD AND SO WHEN THIS WAS BROUGHT TO THE COMMISSIONER'S ATTENTION, HE SAID, YOU'VE GOTTEN MISINFORMATION, YOU'VE GOTTEN WRONG DIRECTION, WHICH JUST TELLS YOU THAT'S WHY WE'RE NOT LOOKING TO PICK A FIGHT WITH THE TEA FOLKS.

WE ARE JUST TRYING TO GET RIGHT AND JUST FUNDING FOR THIS GREAT SCHOOL DISTRICT.

AND THAT MEANS WE HAVE TO IF I CAN SAY THIS, WE HAVE TO FLIP OVER SOME TABLES ONCE IN A WHILE AND WE'RE WILLING TO DO THAT.

AND SO I'M VERY PROUD OF EVERYBODY ON THIS, BOARD HERE BECAUSE WE DID THAT.

AND, I THINK REALLY WHAT WE'RE LOOKING AT NOW IS THE OPPORTUNITY NOT ONLY TO PRESERVE THE PROGRAM, BUT REALLY, PRESIDENT BRIAN IS TO GROW IT.

AND, AND THAT'S THAT'S KIND OF EXCITING.

SO THANK YOU FOR BEING PATIENT FOR EVERYBODY, FOR ALL OF THE EMAILS.

IT WAS GREAT. WE LEARNED A TON.

HE'S WORKING ON A DETAILED APPROACH TO DETERMINE THE NUMBERS.

I KNOW HE'S GOING TO HAVE A CONVERSATION WITH EVEN REPRESENTATIVES FROM TEA, I BELIEVE, IN THE VERY NEAR FUTURE TO KIND OF COME TO A FINAL DECISION ON THAT MISTER JOHNSON TIMELINE. I SPOKE TO TEA ABOUT 4:00 THIS AFTERNOON AND TOLD THEM WHAT I'D DONE, AND WANTED TO ZOOM WITH THEM JUST SO THAT THEY WERE VERY UNDERSTANDING OF WHAT WE DID AND HOW WE DID IT. SO HOPEFULLY TOMORROW, WITHIN THE NEXT DAY OR TWO, WE SHOULD BE ABLE TO LET YOU KNOW KIND OF WHAT OUR.

AND THE IDEA, I GUESS, IS TO THE REASON WHY WE'RE GOING AHEAD AND, CONSIDERING THIS RESOLUTION IS SO THAT WE CAN, IF IT PASSES, THAT WE CAN SEND IT AND ATTACH OUR LETTER WITH THE REFERENCE TO MY CONVERSATION WITH THE COMMISSIONER MORATH AND OUR REQUEST FOR THE TUITION INCREASE TO THAT.

I HOPE THAT OUR SPECIAL PROGRAM STAFF TAKES THAT WITH A LITTLE, A LITTLE FIREPOWER TO NOT JUST ACCEPT SOMETHING AS AN ANSWER. I KNOW IN OUR, IN OUR PRESENTATION, WE HAD A LOT OF SCHOOL DISTRICTS ON HERE THAT, THAT SAY THAT THEY DON'T OFFER, THE THREE YEAR OLD PRE-K ELIGIBLE PROGRAM AND TUITION.

I CALLED SOME OF THESE DISTRICTS, AND THEY DO.

BUT WE'RE TOLD ONE THING THAT WE CAN'T IF WE OPEN IT FOR ONE CLASS, WE HAVE TO OPEN IT UP FOR EVERYONE.

AND SOME OF THESE DISTRICTS DON'T DO THAT.

THEY'VE BEEN TOLD SOMETHING DIFFERENT.

AND SO THEY'RE OFFERING OTHER THINGS.

AND SO I THINK IT'S KIND OF AN EYE OPENER THAT WE DON'T HAVE TO JUST TAKE THE ANSWER AS THE ANSWER.

WE CAN START ASKING SOME QUESTIONS.

BUT BEFORE I DO THAT, I WANT TO ASK DOCTOR LEDBETTER, CAN YOU DO A COUPLE OF THINGS? CAN YOU FIRST FIND A DATE, THAT WE CAN MEET AND LONESOME DOVE OR SOME COMMON PLACE WITH WITH THE PRE-K PARENTS, WITH PRE-K TEACHERS, PRINCIPALS, THE ADMIN STUFF.

MISS BONNER, TO KIND OF WALK THROUGH SOME OF THE, THE I THINK RIGHT NOW, YOU KNOW, WE, WE HAD THOSE FOUR OPTIONS ON THE TABLE AND HAD A CERTAIN MODEL WITH CO-TEACH AND THAT TYPE OF THING.

I THINK NOW IT KIND OF OPENS IT UP TO WHAT'S BEST FOR OUR DISTRICT, FINDING A MODEL THAT'S BEST FOR OUR DISTRICT.
