[4. RECOGNITIONS]

THE MARCH SCHOOL BOARD MEETING.

THROUGHOUT THE SCHOOL YEAR, WE HAVE BEEN CHALLENGED TO TELL OUR STORY, SO THERE IS NO BETTER TIME TO TELL YOU ABOUT THE AMAZING THINGS THAT TAKE PLACE EACH AND EVERY DAY AT 801 SHADY OAKS DRIVE.

THE STORY OF DURHAM INTERMEDIATE STARTS LONG BEFORE THE DOORS OPENED IN 1996.

DURHAM INTERMEDIATE WAS CAREFULLY AND DILIGENTLY NAMED AFTER MR. DON'T DURHAM, A FORMER COACH AND ADMINISTRATOR WITHIN CARROLL ISD.

[00:05:05]

A LITTLE ABOUT MR. DURHAM. DON T. DURHAM WAS A NATIVE OF SLIDELL, WHERE HE SERVED AS A HIGH SCHOOL PRINCIPAL AND GIRLS BASKETBALL COACH UNTIL HE MOVED TO SOUTHLAKE IN 1964.

WHILE IN SOUTHLAKE MR., DURHAM MADE A NAME FOR HIMSELF AS CARROLL, HIGH SCHOOL GIRLS BASKETBALL COACH.

WHILE COACHING, HIS TEAM WON DISTRICT TEN OF THE 11 YEARS HE LED THE TEAM.

MOST NOTABLY, HIS GIRLS' BASKETBALL TEAM WON THE STATE CHAMPIONSHIP IN 1975.

ONE OF COACH DURHAM'S FORMER PLAYERS IN SOUTHLAKE, RESIDENT TINA JONES SHARED WITH US THAT COACH DURHAM LEFT A LIFELONG IMPACT ON HER LIFE.

SPECIFICALLY, SHE SHARED THAT HIS FAITH IN MY ABILITIES NURTURED MY SELF-CONFIDENCE AND MOTIVATED, MOTIVATED ME TO STRIVE TO BE THE BEST ATHLETE I COULD BE AND A BETTER PERSON IN LIFE.

HE CARED, HE SAID.

GET RID OF THINGS NOT MAKING YOU STRONG.

DON'T GIVE UP.

LEAVE YOUR MARK.

HE BELIEVED IN ME AND SO I STARTED TO ALSO BELIEVE IN MYSELF.

MISS JONES SHARED THIS POEM WITH US AS SHE BELIEVES IT BEST, SUMMARIZES COACH DURHAM.

EVEN WHEN I SAID I CAN'T, HE SAID I COULD.

EVEN WHEN HE SAID I WON'T, HE SAID DO IT.

EVEN WHEN I SAID I WILL LOSE.

HE SAID, GO WIN.

EVEN WHEN I SAID I FAILED, HE SAID WELL DONE.

AND EVEN WHEN I SAID I DON'T BELIEVE IN MYSELF, HE SAID HE BELIEVED IN ME.

FOLLOWING HIS OWN MANTRA, MR. DURHAM ALSO LEFT A MARK AND CARROLL ESTEY BY SERVING AS CAMPUS PRINCIPAL OF CARROLL HIGH SCHOOL, WHERE HE WAS KNOWN FOR HIS HIGH EXPECTATIONS AND PASSION FOR EXCELLENCE.

SIXTH GRADE STUDENTS FROM GT BROADCAST AND LEADERSHIP CLASSES HAVE WORKED TOGETHER UNDER THE LEADERSHIP OF MISS WHEELER, [INAUDIBLE], TO LEARN ABOUT OUR NAMESAKE, MR. DON T.

DURHAM. WE SPENT WE SPENT TIME RESEARCHING ONLINE AND SPEAKING TO FORMER PLAYERS TO LEARN MORE ABOUT THEIR DAD, COACH, PRINCIPAL, AND THE PROUD CARROLL DRAGON TO WHOM OUR CAMPUS WAS NAMED AFTER.

AMAZINGLY, WE WERE ALSO ABLE TO MEET MISS MARTHA DURHAM, MR. DURHAM'S WIFE, TO LEARN ABOUT HIS ROLE WITHIN THE COMMUNITY AND THE LEGACY THAT WE WORK TO HONOR ON OUR CAMPUS.

PLEASE ENJOY THE VIDEO THAT WAS 100% CREATED BY SIXTH GRADE DIS STUDENTS.

IF YOU HELP CREATE THE VIDEO, PLEASE STAND.

AGAIN. STUDENTS COMPLETED THE RESEARCH, INTERVIEWS, EDITING, AND FINAL VIDEO CUTS.

WITHOUT FURTHER ADO, LET'S WATCH.

ALL RIGHT. CAN ANYBODY SING OR DANCE? MR. DURHAM ONCE SAID, WHAT CHILDREN LIVE, THEY LEARN.

ALTHOUGH THE STRUCTURE OF DURHAM HAS CHANGED SINCE ITS OPENING IN 1996, THE CAMPUS HAS REMAINED FOCUSED ON CARRYING ON THE LEGACY OF MR. DURHAM THROUGH DILIGENCE, FOCUS, ACADEMIC EXCELLENCE AND LEADERSHIP OPPORTUNITIES.

BOTH MR. DURHAM AND HIS WIFE, WHO ALSO SERVED THE DISTRICT AS A CAMPUS NURSE, HAVE LEFT A LASTING IMPRESSION ON CARROLL ISD.

IS OUR ABSOLUTE HONOR TO GET TO CARRY OUT HIS LEGACY EACH AND EVERY DAY AS WE ARE DURHAM DRAGONS.

GOOD AFTERNOON, EVERYONE.

I'M AMELIE AND I'M ELODIE.

[00:10:02]

TODAY WE HAVE A VERY SPECIAL SEGMENT DEDICATED TO EXPLORING THE HISTORY, LIFE AND LEGACY OF OUR SCHOOL'S NAMESAKE, DON T.

DURHAM. DON DURHAM, A 1957 GRADUATE OF TEXAS A&M UNIVERSITY, STARTED EMPLOYMENT AT CISD IN 1964.

HE WAS THE GIRLS' HIGH SCHOOL BASKETBALL COACH FROM 1964 TO 1979, LEADING THE TEAM TO MORE THAN 500 CAREER WINS, INCLUDING CARROLL'S FIRST STATE TITLE FOR THE GIRLS' BASKETBALL IN 1975.

DURHAM BUILT THE LADY DRAGON BASKETBALL PROGRAM AND COACHED GIRLS TRACK.

HE LED SEVERAL TRACKS TEAMS TO STATE MEETS.

FINALLY, HE SERVED AS PRINCIPAL OF CARROLL HIGH SCHOOL.

HIS LEGACY CONTINUES TO LIVE ON IN THE HEART OF OUR SCHOOL HERE AT DURHAM INTERMEDIATE SCHOOL.

I WAS VERY FORTUNATE TO HAVE A CHANCE TO PERSONALLY INTERVIEW MR. DURHAM'S WIDOW, MARTHA DURHAM.

HELLO, MRS. DURHAM, MY NAME IS BARRETT WILSON.

WELCOME TO KDUR.

HI, BARRETT. THANK YOU FOR INVITING ME.

OH, YOU'RE SO WELCOME.

WHEN AND HOW DID YOU MEET MR. DURHAM? ONE SUNDAY AFTERNOON, WHEN THE KIDS ALL MET AT AN ICE CREAM STORE.

I WAS WITH A CARLOAD OF GIRLS, AND DON WAS INSIDE, AND HIS BEST FRIEND CAME OUT TO THE CAR AND WANTED ONE OF THE GIRLS TO GO WITH DON THAT NIGHT.

AND I WAS THE ONLY ONE THAT COULD GO.

AND AFTER THAT WE DATED AT LEAST ONCE A WEEK FOR A LONG TIME.

WHAT WERE THE CHARACTERISTICS OR TRAITS OF MR. DURHAM? HE WAS A STRONG LEADER.

HE WAS A DISCIPLINARIAN.

HE BELIEVED THAT YOU SHOULD ACT CORRECTLY AND BE A GOOD CITIZEN AND BE KIND TO PEOPLE. HE SOUNDS LIKE A GREAT PERSON.

IF YOU COULD SUMMARIZE MR. DURHAM IN ONE WORD, WHICH WORD WOULD THAT BE? POWERFUL. THAT'S A GREAT WORD.

WHAT WERE SOME INSPIRING THINGS THAT HE TOLD HIS STUDENTS THAT SEEMED TO CHANGE THEM? AND YOURSELF? WELL, HE WAS QUITE A DISCIPLINARIAN.

HE THOUGHT SHE OUGHT TO COME TO SCHOOL TO LEARN, AND SPORTS WERE JUST EXTRA.

BUT LEARNING WAS THE FIRST THING THAT YOU SHOULD DO.

TRY TO ADVANCE YOUR MIND IN THE KNOWLEDGES THAT YOU KNEW.

AND ONE OF HIS FAVORITE SAYINGS WAS THE STATE OF MIND.

IF YOU THINK YOU'RE, YOU'RE BEATEN.

YOU ARE. IF YOU THINK YOU DARE NOT, YOU DON'T.

IF YOU LIKE TO WIN BUT THINK YOU CAN'T, IT'S ALMOST A CINCH YOU WON'T.

IF YOU THINK YOU'LL LOSE, YOU'RE LOST.

FOR OUT OF THE WORLD, YOU FIND SUCCESS BEGINS WITH A FELLOW'S STATE OF MIND.

HE LIKED THAT STATEMENT ALONG WITH OTHERS.

THAT ONE LITTLE SAYING TITLED DON'T QUIT AND THEN WHAT? CHILDREN LIVE, THEY LEARN AND.

I DON'T KNOW.

HE JUST WAS A DISCIPLINARIAN AND A STRONG PERSONALITY.

IT'S AMAZING. THANK YOU SO MUCH FOR COMING, MRS. DURHAM, AND WE REALLY APPRECIATE YOUR VISIT.

I APPRECIATED THE INVITATION, AND I ALWAYS ENJOY TALKING ABOUT DON.

THANK YOU. YOU'RE WELCOME.

DON T. DURHAM'S LEGACY IS FELT THROUGHOUT OUR SCHOOL EVERY DAY.

HE SET AN EXAMPLE OF LEADERSHIP AND DISCIPLINE IN CARROLL ISD THAT LIVES ON IN OUR SCHOOL AND BEYOND.

THANK YOU FOR JOINING US TODAY FOR THIS SPECIAL SEGMENT.

REMEMBER, WE CAN ALL CARRY ON DON DURHAM'S LEGACY BY SHOWING KINDNESS AND WORKING HARD TO MAKE A POSITIVE DIFFERENCE IN OUR SCHOOL AND COMMUNITY.

BY DURHAM DRAGONS.

SEE YOU IN THE HALLS.

JOHN GUISE.

JOHN, THAT WAS GREAT.

THAT WAS REALLY GREAT. GOOD JOB.

PERFECT.

[00:15:45]

THANK YOU, MISS WHEELER. AND ALL THE DURHAM STUDENTS.

EACH CAMPUS SEEMS TO ONE UP THE OTHER.

I CAN'T WAIT TO SEE WHAT'S IN STORE FOR APRIL.

SO VERY GOOD. THANK YOU ALL FOR BEING HERE.

WE WILL CARRY ON WITH OUR RECOGNITIONS.

I BELIEVE WE HAVE OUR SWIMMING AND DIVING TEAM.

COACH KESSLER, ARE YOU UP? THANK YOU, PRESIDENT BRIAN.

THANK YOU, BOARD OF TRUSTEES, DR.

LEDBETTER, FOR HAVING US AGAIN.

IT'S ALWAYS A PLEASURE TO BE HERE TO RECOGNIZE OUR STUDENT ATHLETES.

QUICK NOTE JUST SO YOU KNOW, AND MAYBE YOU DO, BUT DON DURHAM WAS THE FIRST ONE OUR FIRST STATE CHAMPIONSHIP HERE AT CARROLL EVER IN 1975. AND I GUESS ONCE YOU WIN THE FIRST ONE, IT GETS, I DON'T KNOW IF IT GETS ANY EASIER.

IT'S NICE TO GET OVER THE HUMP BECAUSE WE'VE WON OVER 50 STATE CHAMPIONSHIPS SINCE HIS FIRST ONE.

SO PRETTY AMAZING.

SO, REALLY COOL KIDS DID A GREAT JOB WITH THAT.

AND SPEAKING OF AMAZING THIS PROGRAM IS ONE TO THE TOP OF WHEN IT COMES TO SWIMMING AND DIVING ACROSS THE STATE, LED BY COACH MURPHY.

AND HIS STAFF.

JUST A QUICK NOTE THAT IN THE LAST 15 YEARS, WE'VE WON 15 STATE CHAMPIONSHIPS.

IT'S IF YOU TAKE THE BOYS AND GIRLS AND SPLIT THEM UP, THERE WOULD BE 30 TIMES THAT WE WOULD BE COMPETING IN THE STATE CHAMPIONSHIP.

AND OVER THE 15 YEARS, WE FINISHED IN THE TOP THREE, 25 OF THE 30 YEARS.

SO PRETTY AMAZING. SO, I'LL TURN IT OVER TO THE GREAT COACH MURPHY.

THANKS, BOARD, FOR HAVING US HERE.

I'M GOING TO TRY TO INTRODUCE AND TELL YOU SHORTLY SOME NEAT THINGS ABOUT THESE KIDS.

FIRST OFF, I WANT ALL OF OUR GIRLS' STATE QUALIFIERS TO STAND UP.

AND THEN THOSE TWO BOYS WERE ALSO HIGH SCHOOL ALL-AMERICANS.

[00:20:02]

WHAT I FAILED TO MENTION IS THAT COACH POZNAKOVA WAS THE DISTRICT DIVING COACH OF THE YEAR, THE REGIONAL DIVING COACH OF THE YEAR, AND THE GIRLS STATE DIVING COACH OF THE YEAR.

ALSO FORGOT. THIS IS RACHEL WE CALL HER TALL RACHEL.

SHE'S ONE OF OUR ASSISTANT COACHES.

AND THEN KEITH GOMEZ, WHO'S OUR HEAD WATER POLO COACH, ALSO ASSISTS US IN SWIMMING.

NOW THEY FINISHED THIRD AND THEY HAVE SOMETHING CALLED A RELAY TAKE OFF PLATFORMS THAT THAT REGISTER WHEN YOU LEAVE THE STARTING BLOCKS. TWO JUDGES, TWO HUMAN JUDGES DISQUALIFIED US, BUT OUR RELAY TAKE OFF PLATFORM SAID THAT WE WERE LEGAL AT 0.10. BUT THE WAY THE RULE READS, IT WILL ONLY SAVE YOU IF YOU'RE AT FROM 0 TO 0.09.

SO, IF WE HAD BEEN 100TH OF A SECOND FASTER ON OUR RELAY EXCHANGE, THEY WOULD NOT HAVE BEEN DISQUALIFIED.

AND WE'RE WORKING ON GETTING THAT RULE CHANGED ANYWAY.

THAT'S OUR THAT'S OUR SWIMMING AND DIVING TEAM FOR THIS YEAR.

MIC].

ALWAYS GREAT. CONGRATULATIONS AGAIN SWIMMING AND DIVING TEAM TO SHOWCASE OUR UNBELIEVABLE STUDENT ATHLETES.

ALL RIGHT MOVING ON WITH RECOGNITIONS I BELIEVE WE ARE RECOGNIZING OUR, SUBSTITUTED THE MONTH.

AND I WOULD LIKE TO ANNOUNCE THAT WE'RE VERY HAPPY THAT GREAT PLAINS BANK WILL BE AWARDING EACH AWARD RECIPIENT $150.

SO, THANK YOU, GREAT PLAINS BANK, FOR THAT GENEROUS DONATION.

YEAH. OUR FIRST OUR FIRST RECOGNITION IS FOR OUR ELEMENTARY SCHOOLS.

IS IT DR. DAVIS, ARE YOU UP FIRST? OKAY. ALL RIGHT.

GOOD EVENING, BOARD OF TRUSTEES AND DR.

LEDBETTER, IT'S MY ABSOLUTE PLEASURE TO SHINE A SPOTLIGHT ON SOMEONE WHO EMBODIES THE VERY ESSENCE OF WHAT IT MEANS TO BE AN EXCEPTIONAL EDUCATOR.

[00:25:05]

TONIGHT, WE ARE HONORED, PEYTON NALLEY.

MISS NALLEY ISN'T JUST A TEACHER.

SHE'S A RAY OF SUNSHINE AND BRIGHTENS EVERY CORNER OF OUR SCHOOL.

HER INFECTIOUS JOY, BOUNDLESS ENERGY, AND UNWAVERING DEDICATION TO HER STUDENTS ARE NOTHING SHORT OF REMARKABLE.

AND MRS. NALLY'S CLASSROOM.

OUR LEARNING ISN'T A CHORE.

IT'S AN ADVENTURE.

WHEN HER ENGAGING TEACHING STYLE AND CREATIVE APPROACH, SHE SPARKS CURIOSITY AND IGNITES A PASSION FOR LEARNING IN EACH AND EVERY ONE OF HER STUDENTS.

MISS NALLEY GOES ABOVE AND BEYOND TO MAKE SURE THAT EVERY STUDENT FEELS INSPIRED AND EMPOWERED TO REACH THEIR FULLEST POTENTIAL.

IN HER VERY FIRST YEAR AT WALNUT GROVE, MISS NALLEY EAGERLY DOVE INTO PROMOTING PHYSICAL FITNESS BY JOINING US FOR THE WALNUT GROVE AFTER SCHOOL RUNNING CLUB.

HER LEADERSHIP AND UNWAVERING ENCOURAGEMENT, SHE HAS EMPOWERED OVER 60 RUNNERS TO SET AND ACHIEVE THEIR GOALS FOR HEALTHY LIVING.

A PARENT SHARED. MISS NALLEY IS KIND AND LOVING AS WELL AS A GREAT TEACHER.

SHE BOOSTED THE CONFIDENCE OF MY DRAGON WHILE LAYING A FOUNDATION OF KNOWLEDGE.

SHE'S A COMPASSIONATE EDUCATOR.

CONGRATULATIONS MISS NALLEY, FOR A WELL-DESERVED RECOGNITION.

CONGRATULATIONS! ALL RIGHT, MISS LEWIS, YOU'RE UP NEXT.

I THINK WE'RE GOING TO WAIT AND TAKE PICTURES AT THE END, SO LET'S JUST CONTINUE ON.

YEP. GOOD EVENING, DR.

LEDBETTER, BOARD OF TRUSTEES.

OKAY. YOU KNOW, WHEN I COME UP HERE, THERE'S ALWAYS A STORY.

SO, GET READY.

RIGHT. THIS MONTH, I AM SO EXCITED TO BRING FORWARD MISS MARY GARCIA.

COME ON DOWN. SHE IS ONE OF MY SPECIAL EDUCATION TEACHERS THAT DOES TEXAS HISTORY AND US HISTORY, AS WELL AS HELPS WITH CO-TEACHING.

AND THE STORY BEGINS LAST YEAR.

LAST YEAR WE HAD A REALLY AWESOME TIME.

MISS GARCIA CAME TO US AND WAS SUBBING, AND SHE TOLD US, SHE SAID, YOU KNOW, I LOVE CARROLL ISD.

I KNEW MISS GARCIA BECAUSE I HAD AN OPPORTUNITY TO ACTUALLY BE A PART OF A COACHING STAFF THAT TAUGHT HER DAUGHTER.

AND SO WHEN MISS GARCIA SAID, I WANT TO CONTINUE TO SERVE IN A WAY THAT IS SUBBING, I THOUGHT, ABSOLUTELY.

AND LAST YEAR IN THAT POSITION, SHE SHOWED ALL THE THINGS THAT WERE SAID ABOUT HER TONIGHT.

WHAT A BEAUTIFUL, BEAUTIFUL THING.

WHEN YOU CAN TELL THAT SOMEBODY IS SO PASSIONATE, IT DOESN'T MATTER WHAT POSITION THAT THEY ARE IN.

THEY'RE GOING TO DO EVERYTHING THEY CAN TO SERVE STUDENTS, TO MAKE SURE THAT THEY ARE SERVING TEACHERS, THE COMMUNITY, AND BEING A PART OF A CAMPUS CULTURE THAT ABSOLUTELY EXCEEDS EXCELLENCE.

SO LAST YEAR, AT THE END OF THE YEAR, SHE TOLD US, I REALLY WANT TO BE A PART OF CARROLL MIDDLE SCHOOL.

AND I KNEW BECAUSE OF THE COMPASSION THAT SHE SHOWED TOWARDS STUDENTS, HER WILLINGNESS TO HELP ON CAMPUS, HER ABILITY TO ABSOLUTELY CONNECT WITH OTHER TEACHERS AND JUST SHOW THAT SHE WAS A DRAGON THROUGH AND THROUGH.

I KNEW THAT I HAD TO BRING HER ON.

AND SO THIS YEAR, WITH HER BEING ONE OF MY SPECIAL EDUCATION TEACHERS, I'M SO LUCKY, AND SO ARE OUR STUDENTS BECAUSE SHE GOES ABOVE AND BEYOND.

SHE IS ALWAYS AT CAMPUS, WHETHER THAT'S AT 4:00, 5:00, 6:00.

IT DOESN'T MATTER. SHE IS GOING TO BE THERE TO MAKE SURE SHE'S TAKING CARE OF THINGS FOR STUDENTS.

AND ON TOP OF THAT, SHE'S SHOWING UP TO BE AT DIFFERENT EVENTS TO SHOW STUDENTS THAT SHE CARES ABOUT THEM NOT ONLY WITH THEIR ACADEMICS, BUT WITH ALL OF THEIR EXTRACURRICULARS.

AND SHE PARTNERS WITH US AS A CAMPUS ADMINISTRATIVE TEAM.

SHE IS CONSISTENT, SHE IS COMPASSIONATE, SHE IS CARING AND IS EVERYTHING THAT I NEED, AND STUDENTS NEED, AND PARENTS NEED OF A TEACHER.

AND THIS IS SOMETHING THAT ONE OF OUR PARENTS SAID ABOUT MISS GARCIA, SHE SAID.

MISS GARCIA IS BOTH A GREAT CASE WORKER AND A GREAT TEACHER FOR MY SON.

HER COMMUNICATION IS EXCEPTIONAL AND CONSISTENT, AND SHE HAS MADE HIM FEEL AS IF SHE IS HIS BIGGEST CHEERLEADER AND ADVOCATE.

DURING A DIFFICULT MID-YEAR TRANSITION.

SHE SAYS THAT MISS GARCIA WELCOMED HER SON AT THE VERY LAST MINUTE AS AN ADDITION TO HER CASELOAD, NOT ONLY WITHOUT HESITATION BUT WITH ENTHUSIASM.

AND SHE ALSO DEMONSTRATES EXCEPTIONAL COMMITMENT TO SERVICE AND TO EXCELLENCE.

AND ANYONE THAT HAS EVER STEPPED FOOT ON A MIDDLE SCHOOL CAMPUS KNOWS YOU NEED TEACHERS LIKE MISS GARCIA TO MAKE SURE WE ARE ALSO HELPING TO LAY THE FOUNDATION OF EXCELLENCE IN THIS DISTRICT. MARY GARCIA, CONGRATULATIONS.

ALL RIGHT. NEXT UP IS EMPLOYEE OF THE MONTH.

IS IT MR. STUART? OKAY. ALL RIGHT.

SOMETIMES TECHNICIANS AREN'T ALWAYS THOUGHT OF AS THE MOST COMPASSIONATE AND CARING AND SWEET AND GENTLE PEOPLE.

[00:30:04]

ALL FALSE IMPRESSIONS, I'M SURE, BUT COUNSELORS THAT'S THE NORM.

AND SO, WHEN THE SENIOR HIGH COUNSELING DEPARTMENT RECOMMENDS THE DIRECTOR OF INFRASTRUCTURE FOR COMPASSIONATE SERVICE, IT'S KIND OF A ROCK STAR EVENT.

AND SO, IT'S KIND OF THE SUPER BOWL QUARTERBACK HERE, JOHN SALAZAR, IF YOU'D COME UP FOR US.

JOHN IS OUR DIRECTOR OF INFRASTRUCTURE.

AND SO HE'S KIND OF THE GEEK OF GEEKS.

AND SO, THE COUNSELORS AT THE SENIOR HIGH WHEN FACED WITH A TECHNOLOGY CHALLENGE DUE TO A LOSS OF A BELOVED TEAM MEMBER, JOHN DIDN'T JUST OFFER TECHNICAL SUPPORT.

HE WENT ABOVE AND BEYOND JUST DEMONSTRATING KINDNESS AND COMPASSION.

HIS ASSISTANCE PROVIDED THE COUNSELORS WITH ACCESS TO FILES AND COMMUNICATIONS, SO THAT THE COUNSELING TEAM COULD STEP IN AND ASSIST, TEACH STUDENTS AND PARENTS, AND HELP THEM MANAGE THE NEEDED COLLEGE APPLICATION MATERIALS.

HE SUPPORTED THIS TEAM WITHIN A STRESSFUL TIME OF NEED WITHOUT HESITATION.

JOHN'S ATTENTION NOT ONLY RESOLVED THE IMMEDIATE NEEDS BUT HAVE ALSO INSPIRED THE COUNSELORS TO STRIVE FOR EXCELLENCE IN PROVIDING EXCELLENT CUSTOMER SERVICE IN THEIR OWN.

JUST WANNA SAY THANK YOU FOR ALL YOUR SERVICE, JOHN.

I REALLY APPRECIATE IT. CONGRATULATIONS.

OKAY. OUR SUPER SUBSTITUTE OF THE MONTH, MISS WHEELER.

THANK YOU.

DURHAM INTERMEDIATE CONTINUES TO BE BLESSED WITH FANTASTIC SUBSTITUTES.

IF YOU'VE EVER SUBBED AT DIS, WE ARE SUPER GRATEFUL FOR YOUR ONGOING EFFORTS AND DEDICATION.

EACH SUBSTITUTE IN OUR BUILDING HAS MADE DIS A PLACE OF LEARNING AND CONNECTION, AND WE'RE THANKFUL FOR THE VITAL ROLE EACH SUBSTITUTE PLAYS IN MAINTAINING EXCELLENCE OF OUR EDUCATIONAL PROGRAMS. WITH THAT SAID, IT IS WITH GREAT PLEASURE THAT DURHAM INTERMEDIA IS AFFORDED THE OPPORTUNITY TO ANNOUNCE CISD SUBSTITUTE OF THE MONTH.

THIS RECOGNITION IS AWARDED TO AN EXCEPTIONAL SUB WHO HAS GONE ABOVE AND BEYOND IN THEIR ROLE, EMBODYING PROFESSIONALISM, DEDICATION AND OUTSTANDING PERFORMANCE.

AFTER CAREFUL CONSIDERATION, WE ARE THRILLED TO PRESENT THIS MONTH'S AWARD TO MR. VINCENT DAVIS.

MR. DAVIS IS A TRUE GIFT TO DURHAM.

HE IS CONSISTENTLY DEMONSTRATING REMARKABLE COMMITMENT AND ENTHUSIASM WHILE SUPPORTING WITHIN OUR CLASSROOMS AT DIS.

HIS POSITIVE ATTITUDE, RELIABILITY AND ADAPTABILITY HAS MADE A SIGNIFICANT IMPACT BOTH ON OUR STUDENTS AND STAFF ALIKE.

WHETHER IT'S STEPPING IN ON SHORT NOTICE OR DELIVERING ENGAGING LESSONS, MR. DAVIS HAS SHOWN UNWAVERING DEDICATION TO THE SUCCESS OF OUR EDUCATIONAL ENVIRONMENT, SPECIFICALLY, HIS WILLINGNESS TO ADAPT TO THE DIFFERENT TEACHING STYLES AND ENGAGE WITH OUR STUDENTS ON VARIOUS LEVELS HAS TRULY MADE A DIFFERENCE.

EACH DAY THROUGHOUT THE PAST COUPLE OF MONTHS, MR. DAVIS HAS CONSISTENTLY GONE ABOVE AND BEYOND, ENSURING SEAMLESS TRANSITIONS IN THE CLASSROOMS WHILE FOSTERING A SUPPORTIVE LEARNING ENVIRONMENT FOR OUR DRAGONS.

JOIN US IN IN CONGRATULATING MR. VINCENT DAVIS FOR HIS OUTSTANDING CONTRIBUTIONS.

YOUR HARD WORK AND COMMITMENT ARE TRULY APPRECIATED AND WE'RE GRATEFUL YOU'RE A PART OF OUR DIS FAMILY.

CONGRATS MR. DAVIS.

I'M SORRY.

I'LL BE IN THE MIDDLE.

[00:35:27]

I REALLY APPRECIATE IT. THANK YOU, THANK YOU, THANK YOU, THANK YOU I APPRECIATE IT.

THANK YOU. I REALLY APPRECIATE YOU.

THANK YOU.

ALL RIGHT. OUR NEXT AGENDA ITEM IS PUBLIC COMMENTS.

MISS SHELTON, DO WE HAVE ANYONE SIGNED UP FOR PUBLIC COMMENTS TONIGHT? WE DO HAVE ONE SPEAKER, MARISSA MAHAN, BUT I DON'T SEE MISS MAHAN IN THE BOARDROOM.

IS SHE OUTSIDE? OKAY? OKAY. THERE ARE NO OTHER SPEAKERS.

ALL RIGHT. THANK YOU, MISS SHELTON.

WE WILL MOVE ON TO ITEM NUMBER SIX ON THE AGENDA, WHICH IS CONSIDERATION AND POSSIBLE ACTION ON ANY MATTERS ADDRESSED IN EXECUTIVE SESSION 6.1.

[6. CONSIDERATION AND POSSIBLE ACTION ON ANY MATTERS ADDRESSED IN EXECUTIVE SESSION]

CONSIDER AND TAKE POSSIBLE ACTION ON ADMINISTRATORS' CONTRACTS AND COMPENSATION ADJUSTMENTS.

DO I HAVE A MOTION? YES. PRESIDENT BRYANT, I MOVE TO APPROVE CONTRACT RENEWALS AND COMPENSATION ADJUSTMENTS AS PRESENTED.

SECOND. WE HAVE A MOTION AND A SECOND.

ANY FURTHER DISCUSSION? ALL IN FAVOR? MOTION CARRIES 5 TO 0.

THANK YOU, TRUSTEE YEAGER.

WE WILL MOVE ON. 6.2.

CONSIDER AND TAKE POSSIBLE ACTION ON ANY MATTERS ADDRESSED DURING EXECUTIVE SESSION.

WE HAVE NONE. SO, WE'LL MOVE TO ITEM NUMBER SEVEN WHICH IS THE PRESIDENT'S REPORT.

[7. PRESIDENT'S REPORT]

DO WE HAVE ANY COMMITTEE REPORTS THIS EVENING? TRUSTEE LANNEN? I DO.

I HAVE A COUPLE.

SO, MARCH 20TH, WE HAD A STRATEGIC ACTION TEAM MEETING FOR SPECIAL EDUCATION.

DR. BONNER LED US IN THAT MEETING, AND WE BASICALLY COVERED THE SCORECARD AND METRICS THAT ARE BEING PUT IN PLACE TO KIND OF MEASURE THE SUCCESS OF OUR SPECIAL EDUCATION PROGRAMS. AND I FOUND IT INTERESTING THE SCORECARD AND THE METRICS THAT WE'RE PUTTING TOGETHER, THEY'RE NOT GIVEN TO US FROM THE STATE OR FROM ANY, ANY PLACE OUTSIDE.

IT'S WITHIN OUR OWN DISTRICT THAT WE'RE SETTING KIND OF OUR OWN TARGETS THAT EXCEED WHAT I KNOW OF HAS EVER HAPPENED IN ANY OTHER DISTRICT. SO THAT INFORMATION WILL BE AVAILABLE TO OUR SCHOOL BOARD AND AND THE DISTRICT AND OUR COMMUNITY ON AN ONGOING BASIS, YOU CAN SEE HOW EFFECTIVE WE ARE EVALUATING OURSELVES AGAINST THE METRICS THAT WE'VE SET UP, WHICH I THINK ARE REALLY HIGH BAR.

THE SECOND MEETING THAT I WAS A PART OF ON MARCH 21ST IS THE SCHOOL HEALTH ADVISORY COUNCIL THAT MEETS REGULARLY, AND WE'VE BEEN REPORTING TO THE COMMUNITY ON A REGULAR BASIS, THINGS THAT ARE BEING DISCUSSED THERE.

MISS PULSE, OUR SCHOOL NURSE STARTED OFF BY TALKING OR GIVING US AN UPDATE ON WELLNESS, SPECIFICALLY ON HEALTH EDUCATION.

THERE'S A PARTICULAR VIDEO THAT WE LOOKED AT THAT IS AVAILABLE TO PARENTS TO SHARE WITH THEIR KIDS AT SEVERAL DIFFERENT GRADE AGES, THAT IS GOING TO TOUCH ON PUBERTY, BODY CHANGES, HYGIENE.

IT'S COMPLETELY UP TO THE PARENTS HOW AND WHEN AND WHERE THEY VIEW THOSE VIDEOS WITH THEIR CHILDREN.

[00:40:01]

AND THERE'S VARIOUS VIDEOS THAT ARE AGE APPROPRIATE FOR DIFFERENT AGES.

SO THOSE WILL ALL BE ANNOUNCED BY THE DISTRICT, AS I UNDERSTAND TO THE COMMUNITY, THE PARENTS, YOU GUYS CAN DECIDE HOW YOU USE THOSE.

AND THEN WE TALKED A LITTLE BIT ABOUT SHERIFF WAYBOURN'S VISIT.

I DON'T KNOW IF IT'S SPECIFICALLY BEEN SCHEDULED YET, BUT HE'LL BE, WE HAVE I MEAN, DR.

CASTINO, CAN YOU TELL US THE DATE? YES, WE HAVE TWO DATES LINED UP IN APRIL, I BELIEVE.

AND I KNOW WE'RE JUST WAITING FOR HIS OFFICE TO CONFIRM ONE OF THE TWO DATES.

SO, HE IS COMING IN APRIL? YES. OKAY. THANK YOU.

SO THAT WILL BE AVAILABLE FOR PARENTS, TOO.

AND HE'S SPOKEN TO OUR COMMITTEE AT LEAST ONCE THIS YEAR, AND HE GAVE AN UPDATE ON TRAFFICKING AND ON DRUGS AND DRUG USE, AND I FOUND IT FASCINATING.

I THINK IT'LL BE REALLY GOOD INFORMATION FOR OUR COMMUNITY.

THOSE ARE THE TWO MAIN COMMITTEE UPDATES I HAVE.

THANK YOU, TRUSTEE LANNEN.

TRUSTEE STACY? SO, I ATTENDED A STRATEGIC ACTION PLAN MEETING ON TUESDAY, MARCH 19TH FOR OBJECTIVES ONE AND FOUR.

SO, IT HAD TO DO WITH CURRICULUM.

MISS PEDDY PRESENTED AN OVERVIEW OF THE CONTENTS IN THE STRATEGIC PLAN.

DR. IRISH THEN PRESENTED THE YEAR TWO GOALS, NOTING WHERE THE STATUS OF EACH GOAL WAS AT EITHER ACCOMPLISHED, ONGOING OR UNACCOMPLISHED.

ALL GOALS WERE ACCOMPLISHED OR ONGOING.

FOR YEAR TWO, AFTER TALKING TO SEVERAL ADMINISTRATIVE DEPARTMENTS, A DECISION WAS MADE TO PUT THE K THROUGH 12 ACADEMIC DASHBOARD, WHICH IS SOMETHING THAT WAS TALKED ABOUT IN STRATEGIC PLANNING.

IT WAS THE DECISION WAS TO BE PLACED ON HOLD FOR RIGHT NOW.

SEVERAL MEMBERS SUGGESTED THAT WE REVISIT THIS GOAL AND POSSIBLY CONSIDER LOOKING AT CHEAPER OPTIONS, BECAUSE IT IS VERY EXPENSIVE.

AND IT'S ALSO VERY TIME EXPENSIVE ON OUR STAFF.

VERTICAL AND HORIZONTAL ALIGNMENT WAS A SIGNIFICANT PART OF YEAR TWO GOALS.

SEVERAL DOCUMENTS WERE PRESENTED HIGHLIGHTING THE VISION OF THE DISTRICT'S ALIGNMENT TO THE COMMUNITY AND TEACHERS.

WRITING WAS ANOTHER BIG PART OF THE STRATEGIC PLAN AND THE CONVERSATION EARLY ON IN THE MEETING.

THE DISTRICT HAS DEVELOPED A COMMON VOCABULARY AND STRATEGY FOR WRITING ACROSS ALL ACADEMIC DISCIPLINES, AND TEACHERS HAVE BEEN TRAINED ON THE VOCABULARY AND STRATEGIES AS WELL AS WELL AS EXPECTATIONS FOR IMPLEMENTATION.

AND THEN THE ACCOUNTABILITY PIECE WAS ANOTHER TOPIC THAT WAS BROUGHT UP BY SEVERAL MEMBERS.

CONCERN THAT WE HAVE STRONG CURRICULUM DOCUMENTS, BUT AS WAS NOTED, THEY ARE ONLY GOOD IF THEY'RE IMPLEMENTED.

DR. LEDBETTER HAS BEEN IN CONVERSATION WITH THE CURRICULUM AND INSTRUCTION DEPARTMENT ABOUT PROVIDING PROFESSIONAL DEVELOPMENT TRAINING AT PRINCIPAL MEETINGS TO ENSURE BUILDING ADMINISTRATORS HAVE CLEAR UNDERSTANDING OF THE CURRICULUM DOCUMENTS AND HOW THESE DOCUMENTS WOULD BE IMPLEMENTED IN THE CLASSROOM.

AND DR.

IRISH PRESENTED YEAR THREE GOALS AS THE COMMITTEE LOOKS FORWARD TO CONTINUING ITS WORK.

EXCELLENT. THANK YOU, TRUSTEE STACEY.

TRUSTEE YEAGER, DID YOU HAVE AN UPDATE? NO. I THINK TRUSTEE LANNEN DID A GREAT JOB.

I WOULD ADD JUST A COUPLE THINGS IN THAT SHACK MEETING AND THANK THE LEADERSHIP THAT'S HERE IN THE ROOM.

BUT JUST HOW? STOP IT IS WORKING VERY WELL.

RIGHT? AS WELL AS LIGHT SPEED REPORTS.

ATTENDANCE IS.

YEAH. UP. YEAH.

OKAY. YEAH. EXCELLENT.

ALL RIGHT. THANKS. TRUSTEE.

BOTTOM. NOTHING. OKAY.

[8. SUPERINTENDENT'S REPORT]

ALL RIGHT, WELL, WE'LL JUST MOVE ON TO ITEM EIGHT, THE SUPERINTENDENT'S REPORT.

DR. LEDBETTER. THANK YOU, MR. BRYAN. JUST A FEW ITEMS HERE.

FIRST OFF, WANT TO REMIND EVERYONE THAT OUR JOB FAIR WILL BE HELD AT THE AT THIS BUILDING AT THE ADMINISTRATION BUILDING ON THURSDAY, APRIL THE 4TH.

THAT WILL BE FROM 2 TO 6 P.M.

SO, ALL OF OUR DEPARTMENTS WILL BE ON HAND FOR INTERVIEWS.

WE'LL HAVE PRINCIPALS AVAILABLE, AND WE'LL BE CONDUCTING INTERVIEWS ON SITE.

SO, IF YOU'RE INTERESTED, PLEASE JOIN US ON THAT DAY.

THERE'S INFORMATION ON THE RECRUITMENT PAGE IF YOU'D LIKE MORE INFORMATION ABOUT THE JOB FAIR.

ALSO, WE HAVE A SPECIAL PROGRAM SAFETY FAIR THAT WILL BE MARCH 28TH.

SO THAT WILL BE THIS THURSDAY.

THE SPECIAL PROGRAMS DEPARTMENT IS HOSTING A SAFETY FAIR WHERE IT OFFERS OPPORTUNITIES FOR FUN AND SENSORY FRIENDLY SAFETY LEARNING FOR OUR PARENTS AND OUR STUDENTS.

THE 2024 PRE-K APPLICATION, AS WELL AS THE ONLINE TRANSFER APPLICATION, OPENED ON MARCH 18TH.

AND I KNOW WE'VE HAD SEVERAL PEOPLE APPLY THERE, SO I KNOW THAT INFORMATION IS OUT THERE.

BUT IF YOU'RE INTERESTED IN PRE-K OR TRANSFERRING YOUR STUDENT INTO CARROLL ISD, PLEASE FILL THAT OUT.

OUR NEW STUDENT ENROLLMENT ALSO BEGAN TODAY AS WELL.

THIS ITEM HAS BEEN OUT THERE, I KNOW, ON SOCIAL MEDIA, BUT IT'S WORTH MENTIONING AGAIN.

THE LATEST LONE STAR CUP UPDATE CAME OUT, AND WE CURRENTLY ARE LEADING THE SIX-DAY STANDINGS WITH 75 POINTS, WHICH IS A FULL 20 POINTS ABOVE SECOND PLACE.

ALLEN, I BELIEVE SO.

WE'RE DOING WELL THERE ACROSS ALL OF OUR ACADEMICS, FINE ARTS AND ATHLETICS WANT TO MENTION.

SPEAKING OF FINE ARTS, OUR CARROLL ART PROGRAMS HAD A GREAT TURNOUT AT THE VISUAL ARTS SCHOLASTIC EVENT, VASE.

THIS TOOK PLACE AT THE END OF FEBRUARY, AND WE HAD 95 ENTRIES FROM CARROLL ISD.

WE HAD 94 EXCELLENT RATINGS.

AND 13 OF THOSE PIECES ARE ADVANCING ON TO STATE, WHICH TAKES PLACE APRIL 26TH AND 27TH.

OUR SPEECH AND DEBATE TEAM, WHICH I KNOW Y'ALL HAVE BEEN, Y'ALL HAVE RECOGNIZED THEM IN THE PAST.

THEY ALWAYS DO AMAZINGLY WELL AT OUR COMPETITIONS.

WE HAVE 32 STUDENTS THIS YEAR THAT HAVE QUALIFIED FOR THE STATE TOURNAMENT, SO WE'LL BE BRINGING YOU AN UPDATE ON THAT IN THE NEAR FUTURE.

[00:45:01]

AND THEN WE ACTUALLY HAD THE FOLLOWING STUDENTS AWARDED WINNERS IN THE PERFORMANCE CATEGORIES FOR THE IT'S CALLED CLASS, WHICH IS THE CHINESE LANGUAGE ASSOCIATION OF SECONDARY AND ELEMENTARY SCHOOLS OF 2024.

SO, WE HAD TWO STUDENTS RECOGNIZED AT THE STATE LEVEL FOR THAT.

ACTUALLY, I THINK IT MIGHT HAVE BEEN ACTUALLY A NATIONAL LEVEL, BUT I DON'T HAVE THAT INFORMATION HERE.

BUT OWEN HINDMAN ANDERSON, WHO'S AN 11TH GRADER, 11TH GRADER FOR LANGUAGE PERFORMANCE, AND SOPHIA KIDWELL, A NINTH GRADER FOR SINGING PERFORMANCE.

SO, A LOT OF AMAZING THINGS HAPPENING.

AND LIKE ALWAYS, I COULD GO ON AND ON, BUT I WILL STOP THERE.

AND I BELIEVE THAT'S ALL I HAVE FOR TODAY.

SO, THANK YOU VERY MUCH. THANK YOU.

DR. LEDBETTER. DO WE HAVE A DATE THAT THE APPLICATION PROCESS CLOSES FOR PRE-K AND THEN ENROLLMENT? DO YOU HAVE THAT OFF THE TOP OF YOUR HEAD OR IS ANYBODY? DR. BONNER, IS DR.

BONNER BACK THERE? I KNOW THEY'RE BOTH OKAY.

JUST AN END DATE.

OKAY. IS IT? I MEAN, I'M SURE IT'S POSTED ON OUR WEBSITE.

OKAY. ALL RIGHT.

[9. INFORMATION]

WE CAN MOVE ON TO THE INFORMATION PORTION OF OUR AGENDA.

ITEM 9.1, CONSIDER ACQUISITION OF K THROUGH 12 INSTRUCTIONAL MATERIALS AND ELEMENTARY LIBRARY MATERIALS, MISS PEDDY.

GOOD EVENING, DR. LEDBETTER, PRESIDENT BRYAN AND THE BOARD.

THANK YOU FOR HAVING ME HERE TONIGHT.

IF YOU WILL RECALL, IN 2022, CISD APPROVED AN ACQUISITION OF MATERIALS POLICY THAT WE FOLLOW TONIGHT. WE ARE BRINGING FORWARD OUR SPRING ACQUISITION LIST THAT DOES INCLUDE THE K-12 ADDITIONS AS WELL AS THE CLASSROOM LIBRARIES. WE HAVE ALSO INCLUDED A FEW DONATIONS.

I WOULD LIKE TO GO OVER THAT WHEN WE ACCEPT DONATIONS.

THE DONATIONS DO GO THROUGH THE SAME APPROVAL PROCESS AS OUR ACQUISITION PROCESS DOES, AND IT DOES GO THROUGH THE 30 DAY WAIT PERIOD AS WELL.

SO TONIGHT, WE ARE ASKING YOU TO SEEK WE ARE HERE SEEKING CONSIDERATION FOR THE APPROVAL OF THESE TWO LISTS.

OKAY. CAN I GET A MOTION? I MOVE TO APPROVE THE ACQUISITION OF THE K THROUGH 12 INSTRUCTIONAL MATERIALS AS PRESENTED.

SECOND. OKAY. WE HAVE A MOTION AND A SECOND.

ANY FURTHER DISCUSSION? OKAY. CAN I ASK A QUESTION REALLY QUICK? MISS PEDDY, CAN YOU REMIND US, AND REMIND THE COMMUNITY THAT IF THERE ARE WHEN SOMETHING GETS APPROVED, IF THERE'S A BOOK THAT OR ANY KIND OF MATERIAL THAT A PARENT QUESTIONS, WE HAVE A PROCESS FOR THAT.

CORRECT. WE DO.

IT'S OUR CHALLENGE PROCESS.

SO, WE HAVE A FORM ON OUR WEBSITE.

WE HAVE A FORM ON OUR WEBSITE THAT IS TO BE COMPLETED.

AND WHAT HAPPENS IS ONCE THAT FORM IS COMPLETED, THEN AT THE DISTRICT LEVEL WE WILL FORM A COMMITTEE.

THE COMMITTEE WILL REVIEW THE MATERIALS.

WE'LL READ THE NOVEL IN ITS CONTENT.

I MEAN, WE'LL READ THE ENTIRE NOVEL AFTER READING IT, THEN THE COMMITTEE WILL MEET, AND THEY WILL DECIDE WHETHER TO TO REPLACE THE BOOK OR TO REMOVE THE BOOK OR TO KEEP THE BOOK ON THE SHELF.

OKAY. THANK YOU.

ALL RIGHT. ANY FURTHER DISCUSSION? I DO HAVE ANOTHER QUICK QUESTION.

GO AHEAD, MR. YEAGER.

AND THAT IS THERE'S A LITTLE MISINFORMATION, I GUESS, OUT IN THE COMMUNITY ABOUT THE PROCESS WHEN THERE IS A LIBRARIAN OR THERE IS ONE OF OUR FINE TEACHERS WHO WOULD LIKE TO HAVE SOME NEW LEARNING MATERIAL IF YOU COULD JUST GO THROUGH THE STEPS YOU KNOW, MAYBE IT'S AN ENGLISH TEACHER.

IT'S LIKE, OH, I LOVE THAT BOOK.

I WANT TO, YOU KNOW, INCLUDE IT IN COULD YOU JUST GO THROUGH THE STEPS TO WHERE IT GETS TO THIS LIST, WHERE IT GETS HERE? OKAY. IF YOU WOULD, PLEASE.

SO, THE COMMUNITY CAN PUT CAN RECOMMEND BOOKS TO BE PUT ON THIS LIST.

TEACHERS CAN RECOMMEND BOOKS TO BE PUT ON THIS LIST.

ANYONE CAN RECOMMEND BOOKS OR INSTRUCTIONAL MATERIALS TO BE PUT ON THE LIST.

ONCE THEY ARE PUT ON THE LIST, IT IS AN EXPECTATION THAT WHOEVER SUBMITS THE BOOK A TEACHER, WHOEVER, THAT THEY HAVE READ THE BOOK, AND THAT THEY CAN TALK ABOUT HOW IT RELATES TO THE CONTENT AND THE CURRICULUM.

IT IS ALSO EXPECTED THAT THE PRINCIPAL WILL KNOW WHAT IS IN THAT BOOK AND WHAT IS CONSIDERED IN THAT BOOK AFTER THAT, IF IT IS A LIBRARY ACQUISITION, IT GOES TO THE LEAD LIBRARIAN.

THAT'S MICHELLE CAPELLO AT WALNUT GROVE AFTER THE LIBRARY PORTION HAS GONE THROUGH, THEN IT COMES TO ME AND THEN MY OFFICE WILL REVIEW IT, AND THEN WE HAVE A COUPLE OF WEEKS TO REVIEW IT, AND THEN IT GOES TO DR.

DR. LEDBETTER FOR REVIEW.

RIGHT. AND THEN IT WILL COME TO YOU.

AND AFTER IT COMES TO YOU, THEN IT GOES THROUGH A 30-DAY WAITING PERIOD.

MISS PEDDY, ONE OF THE THINGS THAT HAS COME UP, AND I THINK IT'S JUST ERRONEOUS AND IT'S I DON'T KNOW WHY IT DOES, BUT THAT PRINCIPALS HAVE STACKS OF BOOKS THAT ARE WAITING FOR THEM TO BE READ FOR APPROVAL.

I DON'T KNOW THAT AS PART OF THE POLICY AND PROCESS, AM I CORRECT? WHAT WE HAVE ASKED IS IT'S OUR PHILOSOPHY THAT THE PRINCIPALS NEED TO KNOW THE PRINCIPAL IS THE LEADER ON THAT CAMPUS, AND WE WANT THE PRINCIPAL TO HAVE A CLEAR

[00:50:07]

UNDERSTANDING OF WHAT BOOKS OR INSTRUCTIONAL MATERIALS ARE BEING PLACED AND BEING REQUESTED THROUGH THAT, THAT CAMPUS.

AND THAT COULD BE AS EASY AS THE PRINCIPAL LOOKING AT A TEACHER KNOWING THEM, OR A LIBRARIAN SAYING, HEY, YOU KNOW WHAT, I TRUST YOU.

I DON'T NEED TO READ THIS BOOK, RIGHT? YOU'VE GIVEN ME THE REVIEW, ET CETERA.

THERE'S NO ONUS ON A PRINCIPAL TO READ DOZENS OF BOOKS THAT THAT NO, WE WOULD NOT ASK A PRINCIPAL TO DO THAT.

BUT YEAH. THANK YOU.

WELL, MISS PEDDY, JUST TO CLARIFY THAT I SAW SOME OPERATING PROCEDURES THAT DO INDICATE THAT THE PRINCIPAL HAS TO HAVE READ IT.

SO, ARE YOU SAYING THAT THEY DON'T HAVE TO READ EVERY SINGLE BOOK? WE WANT OUR PRINCIPALS TO HAVE REVIEWED THE MATERIALS TO REVIEW THE BOOKS.

HOWEVER, WE WOULD NOT EXPECT.

LIKE THE LIBRARY LISTS ARE RATHER LENGTHY, SO WE WOULD NOT EXPECT THE TEACHER TO BRING 800 BOOKS TO THE PRINCIPAL IN ORDER FOR THE PRINCIPAL TO REVIEW IT.

I MEAN, WE WOULD EXPECT.

A REASONABLE NUMBER OF BOOKS FOR YOU TO FOR SOMEONE TO BRING FORWARD AND.

SO, THEY WOULD NEED TO WORK WITH THEIR BUILDING PRINCIPAL TO DETERMINE HOW MANY BOOKS THEY NEED TO BRING FORWARD.

BUT IT IS IMPORTANT THAT OUR CAMPUS LEADERS KNOW WHAT BOOKS ARE ON THOSE SHELVES AND WHICH BOOKS ARE BEING CONSIDERED.

RIGHT? YEAH, I MEAN, I REALLY DO.

I SEE WHERE YOU'RE GOING WITH THIS.

I THINK IT IS RIDICULOUS THAT IF WE HAVE ANYTHING THAT SUGGESTS THAT THEY HAVE TO READ EVERY SINGLE BOOK THAT COMES ON THEIR CAMPUS, THAT'S AN UNREASONABLE EXPECTATION.

AND IF WE HAVE THAT, I THINK WE NEED TO, AS A BOARD, NEED TO RECONSIDER.

AND THAT STANDARD OPERATING PROCEDURE OR POLICY OR WHATEVER IT IS, IT'S NOT CLEAR.

OR IF IT'S NOT CLEAR, WE NEED TO CLEAR THAT UP.

RIGHT. GOING INTO THE NEXT SCHOOL YEAR AND JUST IN THE STEPS, MISS JEAN.

MISS PATTY, WHILE YOU'RE AT IT, YOU MENTIONED THE LIBRARIANS, KIND OF, AT THE END OF THE PROCESS, BUT I BELIEVE SOME OF THE LIBRARIANS ALSO MAKE RECOMMENDATIONS ON BOOKS.

AND THEN DO THEY GO THROUGH KIND OF THE SAME REVIEW PROCESS THAT COMES UP EVENTUALLY TO US, I SUPPOSE.

THE HAS THIS ONLY BEEN IN THE LAST YEAR OR HOW LONG HAS THE PROCESS BEEN IN PLACE? IT'S BEEN IN SINCE 2022.

OKAY. AND ON THE SUBJECT OF BOOK FAIRS, SEVERAL PEOPLE KNOWING THAT THIS IS ON THE SCHEDULE TONIGHT, I HONESTLY HAVEN'T HEARD OR DON'T KNOW IF OR HOW MANY BOOK FAIRS THAT WE GO TO OR WE'RE A PART OF OR THAT WE LEARN ABOUT NEW BOOKS FROM.

BUT ARE THERE REGULAR BOOK FAIRS? DO WE PARTICIPATE IN THEM, OR DO WE LEARN ABOUT BOOKS THROUGH OTHER SOURCES? HOW DO WE? HOW DOES THAT HAPPEN? WE HAVE HAD BOOK FAIRS IN THE PAST.

WE WERE PLANNING ON HAVING A BOOK FAIR THIS YEAR.

WE TRIED TO GET THE BOOK FAIR PUT TOGETHER FOR THE FALL.

IT DID NOT WORK OUT.

WE DID NOT HAVE ENOUGH TIME.

SO, IT IS MY UNDERSTANDING THAT THE CAMPUSES ARE WORKING TO SEE IF THEY CAN GET ONE FOR THE SPRING, THE ELEMENTARY CAMPUSES.

LET ME CLARIFY THAT.

OH, OKAY. THANK YOU VERY MUCH.

OKAY. THANK YOU, TRUSTEE LANNEN.

ANY OTHER DISCUSSION.

OKAY. TRUSTEE YEAGER.

I'M ABOUT 30 DAYS AHEAD OF MYSELF, SO CAN YOU PLEASE RESCIND YOUR MOTION? THIS IS INFORMATION ONLY, AND WE'LL MOVE TO THE ACTION PORTION OF OUR AGENDA.

I RESCIND MY MOTION.

THAT WAS MADE EARLIER ABOUT THE ACQUISITION APPROVAL OF K THROUGH 12 INSTRUCTIONAL MATERIALS.

THANK YOU, TRUSTEE YEAGER. AND I APOLOGIZE FOR THAT.

THANK YOU, MISS PEDDY. THANK YOU.

WE'LL MOVE ON NOW TO OUR ACTION PORTION.

[10. DISCUSSION/ACTION]

AGENDA ITEM NUMBER TEN 10.1.

CONSIDER APPROVAL OF SCHOOL HEALTH ADVISORY COUNCIL RECOMMENDATION REGARDING SB9 REQUIREMENTS.

MS. PEDDY? YES. HERE I AM AGAIN.

ALL RIGHT. YES. WE ARE SEEKING WE BROUGHT SHERIFF WAYBOURN TO YOU LAST MONTH.

WE ARE SEEKING APPROVAL FOR HIM TO BE OUR GUEST SPEAKER IN APRIL.

WE DO HAVE A COUPLE OF DATES THAT WE ARE WAITING BACK TO HEAR BACK FROM HIM, BUT BUT I TO MIRROR WHAT WHAT THE TRUSTEE SAID.

HE WAS AN INCREDIBLE PRESENTER AND AND WE'VE HAD LOTS OF PEOPLE ASKING FOR HIM.

AND JUST AS A REMINDER, THAT IS AN OPT IN EVENT.

AND IT IS ALSO SOMETHING LEGISLATED FOR OUR DISTRICT TO DO.

THAT'S RIGHT, SENATE BILL NINE, WE WOULD BE MAKING IT AN EVENING PRESENTATION, AND WE WOULD BE RECOMMENDING IT FOR GRADES SEVEN THROUGH 12.

AND THIS IS OPEN TO ADULTS ONLY OR ADULTS AND STUDENTS, ADULTS AND STUDENTS.

OKAY. THE PARENTS WOULD LIKE TO BRING THEIR CHILDREN.

YEAH. SHERIFF IS AN AWESOME MAN.

AND VERY GREAT.

GOOD PRESENTER. AND BE WELL WORTH YOUR TIME TO ATTEND THAT.

CAN YOU SAY THE DATE AGAIN, MISS PEDDY? WELL, ACTUALLY, WE HAVE TO BE HONEST.

THAT'S RIGHT. WE HAVE THREE.

WE HAVE APRIL 17TH, APRIL 18TH AND APRIL 25TH.

OKAY. SO, 17TH, 18TH AND 25TH.

PENCIL IN ON YOUR CALENDARS THAT SHERIFF WAYBOURN WILL BE HERE TO GIVE US SOME GOOD ADVICE AND INFORMATION, RIGHT? YES. OKAY. THANK YOU VERY MUCH.

[00:55:01]

OKAY. WE'RE IN OUR ACTION.

SO, CAN I GET A MOTION? YEP. I MOVE THAT THE SHACK RECOMMENDATION REGARDING SB 9 REQUIREMENTS.

AND THE SPEAKER SHERIFF TERRENCE.

SHERIFF BILL WAYBOURN.

SECOND, WE HAVE A MOTION AND A SECOND, ANY FURTHER DISCUSSION? OKAY. ALL IN FAVOR? MOTION CARRIES 5 TO 0.

THANK YOU, MISS PETTY. THANK YOU VERY MUCH.

ALL RIGHT. LET'S MOVE ON TO ITEM 10.2.

CONSIDER APPROVAL OF GRADES K THROUGH FIVE.

READING LANGUAGE ARTS CURRICULUM ADOPTION.

MISS PEDDY. YOU.

BACK UP. THANK YOU VERY MUCH.

YES, WE ARE HERE TONIGHT SEEKING CONSIDERATION FOR APPROVAL OF OUR GRADES K THROUGH FIVE READING, READING, LANGUAGE ARTS CURRICULUM.

I HAVE BROUGHT OUR ELEMENTARY RLA AND SOCIAL STUDIES COORDINATOR, ANGELA HAMMOND TO SPEAK MORE ABOUT THIS.

WE ALSO HAVE NICOLE WILLIAMS WHO IS HERE TO ANSWER QUESTIONS IF WE HAVE ANY, REGARDING THE FINANCE COMPONENT.

HEY, MISS HEYMAN.

SO, OUR PROCESS AND REASON FOR SELECTION FOR A NEW CURRICULUM KINDERGARTEN THROUGH FIFTH GRADE.

LANGUAGE ARTS TEACHERS HAD AN OPPORTUNITY TO REVIEW.

WE LISTENED TO TEACHER FEEDBACK ABOUT HMH AND SOME OF THE DIFFERENT COMPONENTS THAT IT OFFERS.

HMH IS APPROVED BY THE STATE BOARD OF EDUCATION AND IS 100% ALIGNED WITH THE TEKS.

PARENTS AND COMMUNITY MEMBERS HAVE HAD AN OPPORTUNITY TO REVIEW, AND THEY WERE ABLE TO LOOK AT THE PRINT AND THE DIGITAL COMPONENTS OF IT AND ASK ME ANY QUESTIONS.

AND IT PROVIDES EXTENSIVE PROFESSIONAL DEVELOPMENT FOR TEACHERS.

MISS HEYMANN, JUST A QUICK QUESTION ON COMMUNITY REVIEW.

DO WE HAVE ANYBODY SHOW UP? YES, WE HAD ABOUT SIX PARENTS SHOW UP, SO WE RAN IT THREE DIFFERENT DAYS.

OKAY. THANK YOU.

AND THE BENEFITS OF IMPLEMENTING A COMPREHENSIVE PROGRAM.

RIGHT NOW, WE PULL FROM DIFFERENT RESOURCES, AND THE TEACHERS HAVE EXPRESSED AN INTEREST IN HAVING ONE COMPREHENSIVE PROGRAM.

SO, AS YOU CAN SEE, IT'S 100% TEKS COMPLIANT.

IT'S PHONICS COMPLIANT, WHICH TIA CAME OUT WITH PHONICS COMPLIANT IN MARCH OF 2223.

AND THIS IS 100% TEKS AND PHONICS COMPLIANT.

IT CONTAINS ALL OF THE HANDWRITING, GRAMMAR, READING, WRITING, AND VOCABULARY.

THERE'S THREE TIMES A YEAR GROWTH MEASURE THAT ALLOWS US TO KNOW, OKAY, NATIONALLY ARE OUR KIDS.

IT'S KIND OF NATIONALLY NORMED BUT IT'S ONLY THREE TIMES A YEAR.

AND THEN WE CAN MAKE SURE THAT WE RESPOND TO THAT INFORMATION.

STUDENT MATERIALS ARE IN PAPER FORMAT, WHICH IS AMAZING, SO THAT STUDENTS CAN ANNOTATE AS THEY'RE READING.

AND IT PROVIDES OPPORTUNITIES FOR DIFFERENTIATED INSTRUCTION.

SO LET ME ASK YOU ABOUT THAT, MISS HAYMAN.

DIFFERENTIATED INSTRUCTION MEANS THAT IT'S FLEXIBLE ENOUGH WHERE THE HIGHER PERFORMING KIDS DON'T HAVE TO LEARN AT THE, YOU KNOW, ON LEVEL TYPE THAT TEACHERS CAN ACTUALLY DEVISE A WORK PLAN THAT SUITS ALL DIFFERENT SKILL SETS. ABSOLUTELY.

SO, ALL STUDENTS WILL HAVE AN ANCHOR TEXT SO THAT IT'S ALL THE SAME.

SO, WE ENSURE THEY'RE ALL GETTING A HORIZONTALLY ALIGNED CURRICULUM.

AND THEN FROM THAT POINT, THE TEACHER DIFFERENTIATES IF THE STUDENT NEEDS A HIGHER LEVEL OR IF WE NEED TO GO BACK AND REMEDIATE PHONICS OR FLUENCY OR COMPREHENSION, SO THAT THERE'S A LOT OF DIFFERENTIATION AVAILABLE WITHIN THAT.

OKAY. AND I KNOW YOU MAY BE TALKING ABOUT THIS.

I'M GOING TO ASK IT AHEAD OF TIME.

AND THAT IS I KNOW THE SBOE HAS APPROVED THIS, SO THEY FULLY VETTED WHAT THEY'VE APPROVED FOR TEXAS.

HOW MUCH ROOM DO WE HAVE TO ALSO VET AT THIS LOCAL LEVEL? THE CONTENT THAT WE SEE EACH YEAR WHEN WE'RE PREPARING LESSON PLANS.

ABSOLUTELY. SO, PARENTS AT ANY TIME CAN COME SEE THE CURRICULUM.

WE CAN PULL IT UP. AND THEN AS A SCHOOL DISTRICT, AS AN LEA, WE CAN LOOK AND SAY, YOU KNOW WHAT? WE WANT TO KIND OF CREATE OUR OWN UNIT FOR THIS, A CISD SPECIFIC UNIT.

SO, WE'RE ABLE TO DO THAT.

THERE'S SOMETHING CALLED A TEKS VERIFICATION FORM THAT COMES EVERY MAY.

AND SO WITHIN THAT WE WOULD PUT THE MATERIALS WE'RE USING.

AND WE CAN ALSO PUT CISD CREATED MATERIALS.

SO, IT'S SPECIFIC TO WHAT WE NEED.

DO WE HAVE TO GET THAT APPROVED THEN BY THE TEA TO MAKE THOSE CHANGES.

OR CAN WE DO THAT.

WE JUST HAVE TO. WE JUST HAVE TO VERIFY THAT WE COVER 100% OF THE TEKS.

OKAY. SO, WE WOULD. IS THAT SOMETHING THAT YOU'RE RESPONSIBLE FOR IN WORKING WITH THE TEACHERS AND PRINCIPALS TO MAKE SURE THAT HAPPENS? YES. SO, WE WOULD WORK TOGETHER THE CURRICULUM WRITING TEAMS. AND YOU KNOW, IF WE FEEL LIKE, OH, YOU KNOW, THIS UNIT, WE WOULD PREFER TO GO THIS WAY.

THIS IS WHAT OUR STUDENTS NEED.

WE COULD WRITE A CISD UNIT TO COVER THAT PIECE.

SO, IF THERE'S ANYTHING IN THERE THAT YOU SEE THAT'S NOT SUITABLE FOR THIS DISTRICT, YOU CAN WRITE.

WE DO NOT HAVE TO USE IT.

AND WE WILL BE EVALUATING OUR CURRICULUM ALL YEAR.

SO, I'LL MEET WITH TEACHERS IN LIKE SEPTEMBER, OCTOBER AGAIN.

WE'LL LOOK AT IT. DO WE NEED TO SPEED IT UP, SLOW IT DOWN.

IS THERE SOMETHING THAT'S NOT WORKING OR SOMETHING THAT WE NEED TO TAKE OUT THAT WE DON'T LIKE? OKAY. THANK YOU. AND PARENTS WILL HAVE ACCESS.

WE'LL UPDATE PARENTS WITH OUR SCOPE AND SEQUENCES SO THEY CAN SEE EXACTLY WHAT WE'RE READING.

GOTCHA. THANKS.

YES. I HAVE A COUPLE QUESTIONS AND SOME COMMENTS.

[01:00:04]

SO, WITH THIS PARTICULAR PROGRAM, YOU ALL HAVE BEEN KIND OF LOOKING AT THIS AND RESEARCHING THIS SINCE LAST YEAR.

YES, MA'AM. CORRECT. SO THE TEACHERS ARE THE TEACHERS THAT I'VE TALKED TO ARE SO EXCITED TO GET THEIR HANDS ON THIS.

SO, A COUPLE OF THINGS THAT I LOVED AND JUST REALLY APPRECIATE.

I LOVE THAT IT HAS ITS OWN GROWTH MEASUREMENTS AND ASSESSMENTS THAT WE CAN USE.

I LOVE THAT IT HAS PROFESSIONAL DEVELOPMENT THAT COMES WITH IT FOR OUR STAFF.

I ALSO LOVE THAT IT'S GOING TO HELP US ACHIEVE THE VERTICAL AND HORIZONTAL ALIGNMENT THAT HAS BEEN VERY HARD TO ACHIEVE WITH TRYING TO PIECEMEAL DIFFERENT THINGS TOGETHER.

ON OUR ELA, OUR CURRICULUM.

I ALSO LOVE THAT IT GOES TO FIFTH GRADE, SINCE WE STILL CONSIDER THEM ELEMENTARY BECAUSE THEY'RE STILL YOUNG.

SO, I LOVE THAT.

I WANTED TO ASK YOU; I KNOW PRESIDENT BRYAN ALREADY ADDRESSED KIND OF THE SAFEGUARDS THAT WE HAVE.

WHEN WE HAVE, I KNOW THAT WE HAVE A COUPLE DIFFERENT PROGRAMS THAT WE'RE USING BECAUSE IT DOESN'T ENCOMPASS EVERYTHING IN A CURRICULUM.

RIGHT. THE THINGS THAT WE'RE USING.

DO YOU ALREADY HAVE SOME GOOD RESEARCH ON WHAT WE'RE GOING TO BE ABLE TO ELIMINATE, SINCE WE'RE GOING TO BE USING A COMPREHENSIVE AND COHESIVE PROGRAM THAT ENCOMPASSES JUST ABOUT EVERYTHING. YES.

SO, WE CAN ELIMINATE EMPOWERING WRITERS, WHICH IS A GRAMMAR PROGRAM THAT WE USE.

WE CAN ELIMINATE HANDWRITING WITHOUT TEARS.

HOWEVER, I WANT TO MAKE A SPECIAL NOTE THAT THERE ARE SOME STUDENTS WITH SPECIAL NEEDS.

HANDWRITING WITHOUT TEARS WAS CREATED BY AN OCCUPATIONAL THERAPIST, SO IT HAS SOME VERY SPECIFIC VOCABULARY IN IT THAT THERAPISTS USE.

SO, I SPOKE WITH MISS BONNER, AND WE CAN STILL USE THAT FOR STUDENTS AS A SUPPLEMENTAL.

YOU SAID WE CAN OR CAN'T.

WE CAN. I MEAN, IF WE IF THAT'S WHAT THEY NEED, IF THAT'S WHAT THOSE STUDENTS, IF THAT'S WHAT THOSE STUDENTS NEED, WE CAN BRING IT IN AND USE THAT.

AND IT WILL GET RID OF WORDLY WISE, WHICH IS OUR VOCABULARY PROGRAM FOR THIRD AND FOURTH GRADE.

AND WE WON'T USE UNITS OF STUDY ANYMORE AND IT WILL GET RID OF ICE STATION.

OKAY. SO, AND ALL THE ELEMENTARY KIDS JUST SHOUTED HOORAY! THAT'S AND PROBABLY THE TEACHERS.

THAT'S AMAZING. OKAY, SO YOU ALREADY ADDRESSED THAT WITH THE, I WAS GOING TO ASK YOU ABOUT SPECIAL PROGRAMS USING THAT PARTICULAR PROGRAM, SO THAT'S GOOD TO KNOW.

I THINK. I THINK THAT WAS ALL MY QUESTIONS AND COMMENTS.

AWESOME. THANK YOU.

AND WE HAVE A TRAINING PLAN ONCE.

I MEAN, IF IT IS APPROVED, THEN WE WILL TRAIN TEACHERS.

AT THE END OF MAY. WE'LL INVITE SPECIAL EDUCATION TEACHERS AND ESL TEACHERS AS WELL, SO THAT THEY CAN UNDERSTAND THAT TIER ONE COMPONENT THAT WILL BE USED.

OKAY. OH, LAST QUESTION.

OKAY. SO, WITH THAT, SINCE THIS IS GOING TO BE NEW AND WE'RE GOING TO IMPLEMENT IT FOR THE NEXT SCHOOL YEAR, ARE YOU GOING TO OR IS THE CURRICULUM DEPARTMENT GOING TO TRY TO WORK WITH PRINCIPALS TO SCHEDULE THE CURRICULUM? WRITING DAYS ONE IN THE FALL, ONE IN THE SPRING, AND THEN IN THE SUMMER? ABSOLUTELY. OKAY. AWESOME.

THANK YOU, THANK YOU.

BUT I HAD A QUESTION.

SO, YOU MENTIONED THAT THERE WAS GOING TO BE A GROSS MEASUREMENT THREE TIMES PER YEAR.

HOW IS THAT DIFFERENT THAN HOW STUDENTS ARE MEASURED WITH OUR CURRENT PROGRAM? SO RIGHT NOW, WE USE ICE STATION MONTHLY.

THE GROWTH MEASURE WILL BE THREE TIMES A YEAR.

AND THEN FROM THOSE POINTS WE CAN MEASURE AND SEE EXACTLY WHAT WE NEED TO PUT IN PLACE.

ALSO, THE PROGRAM CONTAINS PROGRESS MONITORING.

SO IF A STUDENT STRUGGLES ON A SPECIFIC SKILL, THAT TEACHER WILL INTERVENE ON THAT SPECIFIC SKILL AND THEIR PROGRESS MONITORING CHARTS THAT THE TEACHER CAN FILL OUT TO ENSURE THAT THE STUDENTS MAKING THE PROGRESS.

AND WE DON'T NEED TO CHANGE THAT INTERVENTION.

IT'S LESS TESTING.

JUST TO CLARIFY. YES.

OKAY. THANK YOU. ARE YOU GOING TO SAY ANYTHING ABOUT TECHNOLOGY AND JUST.

JUST A LITTLE BIT.

AND I APPRECIATE, MISS HAMMOND, YOURS AND OTHERS IN THE CURRICULUM, INSTRUCTION DEPARTMENTS TIME THAT HAVE EDUCATED ME ON THIS. BECAUSE ONE OF THE THINGS THAT WE'VE BEEN HEARING AND IT'S BEEN THE LAST THREE YEARS IS JUST, YOU KNOW, WE DROP OUR KIDDOS OFF AT SCHOOL.

THEY'RE ON PLENTY OF TECHNOLOGY AT HOME.

WE REALLY WANT THEM TO DEVELOP THE BEST LEARNING METHODS POSSIBLE, WHICH RESEARCH SHOWS IS THROUGH HANDWRITING, THOUGH, YOU KNOW, GREAT READING SKILLS EARLY ON.

AND THE FACT THAT THIS LAST SECOND FROM THE BOTTOM BULLET POINT TALKS ABOUT STUDENT MATERIALS ON PAPER FORMAT.

WE'VE TALKED AS A BOARD, YOU KNOW, 1 TO 1 TECHNOLOGY TO STUDENTS WAS PART OF OUR COVID PERIOD.

WE HAD TO MAKE ADJUSTMENTS LIKE EVERY SCHOOL DISTRICT IN THE STATE.

WE AREN'T IN THAT PERIOD ANYMORE.

NOW WE'RE GOING BACK TO WHAT I BELIEVE, AND THROUGH OUR MEETINGS MIGHT BE THE MOST SOUND AND PRINCIPLED WAYS OF LEARNING.

AND, I MEAN, TECHNOLOGY IS UNTETHERED FROM THIS CURRICULUM, IS IT NOT? CORRECT? SO, THE STUDENT MATERIALS WILL BE PROVIDED IN PAPER FORMAT.

THE STUDENTS WILL HAVE A BOOK THAT HAS THE READING STORIES INSIDE OF IT, WHERE THEY WILL ANNOTATE AND THEN THE TEACHERS, ANY EXTRA THINGS THEY NEED.

THE TEACHERS CAN PRINT OFF AND PROVIDE IN PRINT.

WONDERFUL. AND JUST IN YOUR OPINION, PROFESSIONAL OPINION, THE DEVELOPMENT OF WRITING AND READING SKILLS, WOULD THIS NOT BE A CURRICULUM THAT MIGHT BE JUST MAYBE A LITTLE BIT BETTER THAN MAYBE WHAT WE'VE DONE IN THE PAST? OR YES, IT'S COHESIVE AND IT'S COMPREHENSIVE, AND SO ALL TEACHERS ARE SPEAKING THE SAME LANGUAGE.

[01:05:04]

SO, THERE'S GREAT PD EVEN EMBEDDED INTO THE CURRICULUM.

SO, IF WE GET A BRAND-NEW TEACHER THAT PD IS EMBEDDED IN SO THAT THEY'RE ALL SPEAKING THE SAME LANGUAGE.

AND THEN THE PAPER AND WE KNOW THAT HANDWRITING WHEN, WHEN STUDENTS ACTUALLY WRITE WITH HANDWRITING IT IMPROVES COMPREHENSION.

WONDERFUL. AND SINCE IT IS ON PAPER, WE CAN REVIEW EVERY QUESTION, EVERY CONTENT THAT'S ON THERE.

UNLIKE SOME OF THE TECHNOLOGY THAT WE USE TODAY, THAT WE HAVE NO IDEA WHAT'S GOING TO POP UP NEXT.

RIGHT? SO, THIS WHEN I CHECKED WITH THE REPRESENTATIVES, SO ANY GROWTH MEASURE OR ANYTHING LIKE THAT, WE CAN SEE THE QUESTIONS AHEAD OF TIME AND MAKE SURE THAT WE'RE OKAY WITH THOSE QUESTIONS.

ABSOLUTELY. THAT'S AWESOME. IT'S IMPORTANT.

OKAY. GOOD.

THANK YOU, MISS HAMMOND. THANK YOU.

HI THERE. MY NAME IS NICOLE WILLIAMS AND I HAVE THE FUN PART OF TALKING TO YOU GUYS ABOUT THE MONEY.

I FOUND OUT THIS MORNING I WAS TALKING TO YOU GUYS, SO HOPEFULLY I DON'T MESS IT UP.

OKAY, SO IT'S EXPENSIVE.

THIS PROGRAM IS. BUT IT'S A REALLY GOOD ONE.

SO, WHEN WE GOT THIS QUOTE ORIGINALLY, WE WERE LOOKING AT K FOUR, AND THEN WE INCLUDED THE FIFTH-GRADE COMPONENT, WHICH INCREASED THE COST A LITTLE BIT.

SO, FOR A THREE-YEAR CONTRACT, IT ENDS UP BEING 502,502 940.

$502,942. SORRY FOR ALL THE COMPONENTS.

THAT'S K THROUGH FIFTH GRADE.

SO BASICALLY $503,000 TO REIMBURSES US THE SHIPPING COST, WHICH ENDS UP BEING ABOUT $50,000.

SO, THE TOTAL IMPACT THAT IT WOULD HAVE ON OUR IMA FUND BALANCE WOULD BE AROUND $452,000.

MISS WILLIAMS, IF YOU WERE TO TAKE THE FIFTH GRADE OUT, WHAT IS IT? DID YOU GET A QUOTE FOR ONE THROUGH FOUR OR K THROUGH FOUR AND THEN FIFTH, OR DID YOU JUST GET A QUOTE FOR K THROUGH FIFTH? WE DID. WE HAD A QUOTE ORIGINALLY FOR K THROUGH FOUR.

AND THEN WE HAD A QUOTE FOR K THROUGH FIVE.

OKAY. I THINK THAT I DON'T HAVE THE K FOUR QUOTE RIGHT IN FRONT OF ME.

AND THAT'S OKAY. THAT'S OKAY.

MAYBE JUST AN IOU.

I'M JUST CURIOUS.

YES, WE DID GET WE DID GET BOTH QUOTES.

OKAY. SO COMPARED TO WHAT WE'RE DOING CURRENTLY HOW THAT COMPARES.

SO, WE'RE SPENDING $124,622 PER YEAR ON THE MULTI COMPONENT CURRICULUM.

SO, ALL THE DIFFERENT PIECES ALL TOGETHER, WE'RE SPENDING ABOUT $124,000 PER YEAR.

THIS BEING COMPREHENSIVE AND INCLUDING THE EXTRA GRADE LEVEL WOULD BE ABOUT $150,000 PER YEAR.

SO, IT'S AN INCREASE OF ABOUT $25,000 PER YEAR.

BUT THAT ALSO INCLUDES FIFTH GRADE, WHICH IT WASN'T BEFORE.

SO, YOU KNOW, MAYBE APPLES AND ORANGES IN THE TERMS OF COST, BUT I THINK IT'S PRETTY COMPARABLE COMPARED TO WHAT WE'RE SPENDING NOW.

OKAY. YEAH. THANK YOU.

YES. ALL RIGHT.

I JUST ASK A CLARIFYING QUESTION SO THAT THE BOOK THAT THEY WRITE IN.

SO, WE WOULD GET THOSE EVERY YEAR, WE DON'T HAVE TO LIKE TO PRINT OFF OUR OWN THINGS.

THAT'S ALL INCLUDED IN THE EXPENSE.

SO THAT'S A GREAT QUESTION.

SO, IT'S A THREE-YEAR CONTRACT.

BUT IMPORTANT TO NOTE IS THAT THE SPELLING, HANDWRITING AND GRAMMAR IS NOT INCLUDED IN THE WORKBOOK.

SO SPELLING, HANDWRITING AND GRAMMAR WOULD ALL NEED TO BE PRINTED AT THE CAMPUS LEVEL.

AND SO, EVERY CAMPUS HAS A DIFFERENT COPY CONTRACT AND DIFFERENT RATES THAT THEY, YOU KNOW, LEASE THEIR COPIERS FOR.

SO, I ESTIMATED SOMEWHERE BETWEEN $800 TO $1800 DISTRICT COST PER WEEK ON THE PRINTING COST SO 3 TO $0.06 PER COPY.

BUT THE READING AND WRITING THE ACTUAL MEAT AND POTATOES IS GOING TO BE A HARD COPY BOOK.

YEP. ANY OTHER QUESTIONS? NO, THANK YOU, MISS WILLIAMS. YEAH. ALL RIGHT? YEP. I WOULD LIKE TO MAKE A MOTION.

AND THAT IS THAT THE BOARD APPROVE THE HOUGHTON MIFFLIN HARCOURT.

CURRICULUM ADOPTION.

ADOPTION FOR K THROUGH FIVE.

SECOND MOTION AND A SECOND.

ANY FURTHER DISCUSSION? ALL RIGHT, ALL IN FAVOR? MOTION CARRIES 5 TO 0.

OKAY. THANK YOU, MISS PEDDY AND TEAM.

GREAT JOB.

MOVING ON TO 10.3.

CONSIDER APPROVAL OF ACQUISITION OF TECHNOLOGY RESOURCES.

I THINK THAT MIGHT BE MR. STUART. YES, SIR.

SCHOOL BOARD TRUSTEES, PRESIDENT BRYAN, I BRING FOR YOUR APPROVAL THE ACQUISITION OF TECHNOLOGY RESOURCES.

I KNOW WE'VE SEEN THESE SLIDES A FEW TIMES, BUT TO GIVE A SUCCINCT OVERVIEW.

THE STRATEGIC PLANNING COMMITTEES HAVE RECOMMENDED THAT WE DO 1 TO 1 AND THAT CHROMEBOOKS WOULD BE A GOOD FIT FOR MIDDLE AND INTERMEDIATE SCHOOLS.

STUDENT FEEDBACK AS WELL AS PRINCIPAL CONCERNS ABOUT THE SAFETY OF BYOD.

[01:10:04]

THE CHROMEBOOK DEVICE IS ESSENTIALLY JUST KIND OF A SIMPLER DEVICE, AND IT'S EASIER TO SECURE AND PROVIDES SOME OF THESE FEATURES, LIKE WAS MENTIONED, LIGHTSPEED THAT GIVES GOOD CLASSROOM CONTROL AND GOOD CONTROL FOR OUR TEACHERS OF CLASSROOMS. THIRD GRADE IPADS ARE AT END OF LIFE BUT ARE STILL WORKING IN AN EFFECTIVE IN THE CLASSROOM.

ONE OF THE ONLY ISSUES THAT WE ARE LOOKING AT IS THE THIRD-GRADE KEYBOARDS THAT ARE THAT ARE FAILING REGULARLY, BUT SOME WORKAROUNDS ARE FOR SHARING.

SO, FOR THE DECISION TONIGHT, THERE'S REALLY TWO OPTIONS.

STUDENT DEVICES, GRADES NINE AND TEN HAVE VERY OLD STUDENT LAPTOPS.

THEY'VE ALREADY HIT FIVE YEARS.

AND SO, EITHER WE CAN PURCHASE FIFTH AND SIXTH GRADE CHROMEBOOKS FOR $660,000 AND MOVE THEIR DEVICES TO GRADES NINE AND TEN STUDENTS, OR WE MOVE GRADES 11 AND 12 TO BYOD AND MOVE THOSE DEVICES TO NINE AND TEN.

THE ADMINISTRATION'S RECOMMENDATION IS CHROMEBOOKS FOR GRADES FIVE AND SIX THIRD GRADE IPADS.

WE CAN EITHER PURCHASE THEM FOR WITH KEYBOARDS FOR $250,000.

THEY ARE SIXTH GEN IPADS THAT ARE EXPECTED TO GO END OF LIFE THIS SUMMER.

OR WE CAN SAY YOU CAN BORROW FOURTH GRADE IPADS WHEN YOU NEED THOSE.

AND THE ADMINISTRATION'S RECOMMENDATION IS TO UPDATE THE IPADS.

ARE THERE ANY QUESTIONS? TRUSTEE. DO YOU WANT TO START US OFF? YEAH. BACK TO THE FINANCIAL IMPLICATIONS IN THE SITUATION THAT WE'RE IN NOW.

IT'S VERY DIFFICULT FOR US TO KEEP THE TECHNOLOGY EXPENSES GOING.

AS WE KNOW, MANY PEOPLE IN THE COMMUNITY KNOW IS WE HAD TECHNOLOGY THAT WAS PURCHASED WITH BOND MONEY.

WE DON'T HAVE THAT ANYMORE.

I CAN SAY AS BEING A PART OF THE TECHNOLOGY ACTION COMMITTEE, I THINK ALL OF THOSE AND MANY THAT ARE HERE IN THE ROOM, INCLUDING YOU, MR. STUART. FOR THE EXCELLENT WORK THAT YOU HAVE DONE AND MISS KELLEHER AND OTHERS.

THANK YOU, MISS GILLIS.

AND ONE OF THE THINGS THAT I LEARNED WAS JUST HOW IMPORTANT WE TALKED ABOUT STAAR TESTS.

WE'VE ALSO TALKED ABOUT AT THIS, IN THIS FORM, THAT RIGHT NOW, THE STATE SAYS THAT STAAR TESTS MUST BE TAKEN ON AN ISD OWNED DEVICE.

SO THAT BEING SAID YOU KNOW, LIKE OR NOT.

WE HAVE TO BE SET FOR THOSE.

THIS BOARD APPROVED THIRD, FOURTH GRADE IPADS NOT LONG AGO.

I DID IN THE CONVERSATION WITH OUR ACTION TEAM.

UNDERSTAND THAT WE CAN HAVE FOURTH GRADE.

IPADS THAT HAVE THAT ARE ABOUT A YEAR.

NOT EVEN A YEAR OLD, MAYBE.

CORRECT. THEY WERE PURCHASED THIS TIME LAST YEAR.

WITH GREAT KEYBOARDS THAT STAY ON CAMPUS.

SO, WEAR AND TEAR ISN'T AS BAD.

THAT THEY CAN BE USED BY THE THIRD GRADE.

SO, IN MY HUMBLE OPINION, THAT WOULD BE A GREAT WAY TO SAVE MONEY AND NOT BUY THIRD GRADE IPADS AND HAVE THOSE TWO.

AND I KNOW WE'VE HAD THAT CONVERSATION WITH MANY PEOPLE IN THIS DISTRICT.

BUT AT THE SAME TIME, I KNOW MISS STACY, YOU WERE VERY HELPFUL IN INFORMATION ON THIS AS WELL.

AND AS THE FIFTH AND SIXTH GRADE, I MEAN, YOU GET INTO CANVAS, YOU HAVE HOMEWORK THAT IS ON A DEVICE.

I DON'T SEE THAT WE CAN BRING BYOD DOWN TO THE FIFTH AND SIXTH GRADE LEVELS.

AND, MR. STUART, YOU'VE EDUCATED US ON CHROMEBOOKS.

THE FACT THAT, YOU KNOW, IN TERMS OF THEIR PRICE POINT, MUCH LOWER THAN LAPTOPS WEAR AND TEAR.

ALSO, THE LOCKDOWN ABILITY TO KEEP SORT OF DARK WEB STUFF OFF OF CHROMEBOOKS.

AND SO, YOU KNOW, THAT ALL SAID, YOU KNOW, WITH CHROMEBOOKS AND THEN THE SHARING OF DEVICES IN THIRD GRADE AND THEN BYOD AT THE UPPER LEVELS IS, IS, I THINK A REALLY GREAT COMPROMISE.

AND TRUSTEE YEAGER WOULDN'T THAT OR MR. STUART WOULDN'T THAT.

THEN THOSE EXISTING LAPTOPS GO INTO NINTH AND 10TH.

REALLY BUYS US, WHAT, A COUPLE YEARS? COUPLE OF YEARS. WITHOUT EVEN HAVING TO GO.

THAT'S RIGHT. BOYD.

CORRECT. THAT'S RIGHT. YEAH, YEAH.

AND JUST BIG PICTURE WITH BYOD IN OUR NINE THROUGH 12.

YOU KNOW, 12 ISN'T AN ISSUE WHEN IT COMES TO STAAR NINE THROUGH 11 IS AND THIS IS SOMETHING THAT I THINK, FRANKLY, WE COULD WORK WITH OUR STATE LEGISLATORS TO TRY TO SEE WHY IT IS THAT THESE UPPER GRADES NEED TO HAVE AN ISD DEVICE.

WHEN WE LEARN FROM MR. STUART THAT WHEN THEY GO TAKE THE SAT AND THE ACT, THEY CAN DO IT ON THEIR OWN DEVICE, RIGHT? SO THAT'S SOMETHING I THINK THAT WE COULD WORK ON.

AND WE KIND OF BOUGHT OURSELVES A COUPLE OF YEARS.

WE ADVISE OURSELVES TO GET TO SUMMER 25, WHICH IS THE 89TH LEGISLATIVE SESSION.

HOPEFULLY BY THEN WE'LL HAVE A SOMETHING WORKED OUT WITH OUR LEGISLATIVE ELECTED OFFICIALS IN AUSTIN THAT WILL HELP US IN THIS REGARD.

AND IF NOT, THEN WE HAVE A PLAN MOVING FORWARD.

[01:15:01]

SO, PRESIDENT BRYAN AND MR. STUART, LET ME JUST MAKE SURE I'M KIND OF FOLLOWING HERE IS THE IDEA TO MOVE FORWARD WITH CHROMEBOOKS AND NOT OR BUT AND DO USE THE BYOD AT GRADES 11 AND 12, SO THAT THE DEVICES THAT ARE BEING USED AT 11 AND 12 ARE PASSED DOWN TO NINE AND TEN.

IS THAT WHAT WAS SAID? OR MAYBE I MISSED IT.

IT'S MY UNDERSTANDING THAT THE PLAN IS THAT THE STUDENTS THAT ARE CURRENTLY AT GRADES FIVE AND SIX, THEY HAVE A DEVICE THAT'S TWO YEARS OLD.

SO, WE WOULD COLLECT THOSE DEVICES AT THE END OF THE YEAR.

AT THE START OF NEXT SCHOOL YEAR, WE DEPLOY TO THOSE FIFTH AND SIXTH GRADE STUDENTS NEW CHROMEBOOKS, AND WE TAKE THOSE TWO-YEAR-OLD LAPTOPS, AND WE'D DEPLOY THEM TO THE GRADES. WHAT ARE CURRENTLY NINE AND TEN THAT HAVE REALLY OLD DEVICES? AND THEN ESSENTIALLY GRADES SEVEN THROUGH 12 HAVE TWO-YEAR-OLD LAPTOPS.

STARTING ON THEIR THIRD YEAR AT THAT POINT.

AND GRADES FIVE AND SIX HAVE BRAND NEW CHROMEBOOKS.

OKAY. SO THAT TAKES YOU TO NINTH AND 10TH THROUGH 11TH AND 12TH.

YEAH. OKAY. TRUSTEE LANNEN TWO, IF I MAY, MR. STUART, THAT FIFTH AND SIXTH GRADE, THAT NEW DEVICE, THOSE STUDENTS WOULD BE TOLD THIS IS YOUR DEVICE FOR THE NEXT FOUR YEARS.

WELL, IN SIXTH GRADE THEY WOULD BE FOR THE NEXT TWO, I MEAN SIX, SEVENTH AND EIGHTH.

BUT THE FIFTH GRADERS WOULD HOLD THAT DEVICE FOR FIFTH, SIXTH, SEVENTH AND EIGHTH.

YES. SO, THEY'RE 1 TO 1, AS YOU MENTIONED IN THE BEGINNING.

AND THEN ON THE THIRD GRADE, WE'RE TALKING ABOUT MOVING FORWARD WITH THE BORROWING AND NOT THE UPDATING.

SO, THEY WOULD CONTINUE TO USE THE EXISTING DEVICES WITH THE UNDERSTANDING THAT, YES, THEY'RE GETTING OLDER AND WHEN YOU HAVE KEY CURRICULUM NEED OF THEM STAAR TESTING OR WHATNOT BENCHMARKS OR WHATEVER, THAT YOU NEED ENOUGH KEYBOARDS BECAUSE THE KEYBOARDS ARE FAILING AT A PRETTY REGULAR RATE, THEY WOULD BORROW FOR THAT BENCHMARK OR THAT TEST, THE FOURTH-GRADE SET.

AND SO IT MIGHT LOOK LIKE YOU USED TO HAVE ONE DAY FOR THIRD AND FOURTH GRADE STAAR AND NOW YOU DO THIRD AND FOURTH GRADE STAAR OVER TWO DAYS, SO THAT THE SET OF FOURTH GRADE IPADS CAN BE USED FOR BOTH THIRD AND FOURTH GRADE STAAR.

OKAY. SO JUST FROM A COST PERSPECTIVE, WE WOULD BE SPENDING THE SIX 60 AND WE WOULD NOT BE SPENDING THE 250.

AND THAT'S THE COMPROMISE WE'RE KIND OF TALKING ABOUT.

THAT'S THE ONE THAT I PUT FORWARD, RIGHT? I LIKE THAT I WOULD SUPPORT THAT.

ALL RIGHT. ANY FURTHER DISCUSSION? NO. I WOULD THEN MOVE THAT THE BOARD APPROVE THE PURCHASE OF FIFTH AND SIXTH GRADE CHROMEBOOKS FOR $660,000.

SECOND MOTION IN A SECOND.

ANY FURTHER DISCUSSION? ALL IN FAVOR. MOTION CARRIES 5 TO 0.

THANK YOU, MR. STUART. THANK YOU.

APPRECIATE IT. ALL RIGHT.

MOVING ON. AGENDA ITEM 10.4, CONSIDER THE RFP FOR ATHLETIC STADIUM SPONSORSHIP PROPOSAL.

WHO'S MISS ROBB? GOOD EVENING.

I JUST HAVE A REFRESH ON THE RFP PROPOSAL.

FOR METHODIST SOUTHLAKE MEDICAL CENTER.

AS YOU RECALL, THE BOARD APPROVED IN NOVEMBER OF 2023.

THE RESPONSE TO THE RFP FROM METHODIST SOUTHLAKE MEDICAL CENTER FOR TO CREATE A CONTRACT FOR TWO YEARS INCLUDING A TOTAL OF $100,000 PER YEAR MINUS THEIR FOUNDING LEVEL STADIUM CONTRACT.

SO, $190,000 IN TOTAL, INCLUDING THE IN-KIND SERVICES.

TODAY, METHODIST IS REQUESTING A REVISION TO EXTEND THAT AGREEMENT FROM 2 TO 5 YEARS DUE TO THE SUBSTANTIAL COST OF SIGNAGE AT THE STADIUM.

SO THAT WAY THEY CAN AMORTIZE THEIR EXPENSE OF THE SIGNAGE OVER A LONGER PERIOD OF TIME.

THIS EXTENSION WILL GENERATE $490,750 OVER THE FIVE YEARS.

AND IN ADDITION, METHODIST WOULD ALSO LIKE TO INCLUDE AN EXCLUSIVITY CLAUSE TO LIMIT ANY FULL-SERVICE INPATIENT OUTPATIENT MEDICAL CENTERS FROM ADVERTISING IN DRAGON STADIUM FOR THE PERIOD OF THAT TERM OF THE CONTRACT.

AGAIN, THIS THESE FUNDS WOULD NEED TO BE USED FOR CAPITAL PROJECTS AS THEY THE STADIUM AND THOSE FUNDS GENERATED ARE TO GO FOR BECAUSE THEY WERE GENERATED BY BOND DOLLARS.

BOND DOLLARS.

ANYWAY, SO THE DISTRICT IS RECOMMENDING THE APPROVAL OF METHODIST REQUEST TO REVISE THAT CONTRACT AND AGREEMENT FROM 2 TO 5 YEARS AND IN INCLUDE AN EXCLUSIVITY CLAUSE.

ROB, THANK YOU FOR THIS.

YES. YOU KNOW, HOW CAN YOU TURN DOWN AN EXTRA $300,000?

[01:20:04]

BUT JUST CURIOUS IF THERE'S ANY MEDICAL CENTERS BY THAT DEFINITION THAT CURRENTLY ADVERTISE IN DRAGON STADIUM.

THERE ARE NOT. OKAY, SO THERE'S NO ONE IMPACTED FROM THE.

AND IT WOULD BE SPECIFIC TO DRAGON STADIUM.

OKAY. INSIDE AND OUTSIDE THE STADIUM.

OKAY. NOT ANY OF OUR OTHER FACILITIES, NOT ANY OF OUR OTHER VENUES WHERE WE HAVE ADVERTISING AND WE'VE WRITTEN INTO THE CONTRACT THAT IT BE SPECIFIC TO CARROLL ISD EVENTS.

IF WE WERE TO RENT THE FACILITY TO ANOTHER ENTITY WHO WANTED TO BRING IN A SPONSOR, THAT WOULD NOT APPLY, RIGHT? SO THAT THAT THAT OTHER ORGANIZATION OR ENTITY WOULD BE ABLE TO WRITE.

YES, EXACTLY. FOR THE TERM.

YES. RIGHT, EXACTLY.

AND SO, THE 490 OR APPROXIMATELY $500,000 DEAL DOESN'T INCLUDE THE IN-KIND SERVICES.

JUST TO REMIND EVERYBODY THAT METHODIST SOUTHLAKE MEDICAL CENTER HAS INCLUDED A BUNCH OF IN-KIND SERVICES THAT WE HAVEN'T QUANTIFIED.

CORRECT. THAT REALLY BUMPS THAT NUMBER UP.

IF YOU IF YOU WERE TO QUANTIFY, IS THAT CORRECT? CORRECT, CORRECT. IT'S DIFFICULT TO QUANTIFY.

YES. BUT YES, THAT'S CORRECT.

IT DOES STILL INCLUDE THE SAME IN-KIND SERVICES.

THE JUST THE DIFFERENCE BEING 2 TO 5 YEARS AND INCLUDE THE EXCLUSIVITY.

OKAY. THANK YOU.

JUST ONE QUESTION TO WE'RE NOT PAYING FOR THE SIGNAGE.

SO METHODIST IS PAYING FOR THE SIGNAGE.

CORRECT. AND THEY'RE JUST BASICALLY WANTING TO EXTEND THE CONTRACT FOR A LONGER PERIOD BECAUSE THEY'RE INVESTING SO MUCH IN THE SIGNAGE.

OKAY. THAT IS CORRECT.

AS THEY CAME TO DO THE SITE VISIT AND FIGURE OUT THEIR PROPOSAL FOR SIGNAGE, THEY REALIZED THAT IT WAS GOING TO BE MORE SUBSTANTIAL THAN THEY EXPECTED.

AND SO, I THINK THAT WAS THE POINT, IS THAT THAT WAY THEY CAN AMORTIZE OVER A LONGER PERIOD OF TIME.

CORRECT. MISS ROBB, YOU HAVE PUT TOGETHER INTO YOUR CREDIT SOME REALLY GREAT MARK, YOU AND YOUR TEAM MARKETING SPONSORSHIP PACKAGES FOR ADVERTISERS IN DRAGON STADIUM.

DOES THIS INVESTMENT FROM METHODIST HOSPITAL, DOES THIS INCLUDE ANY OF THOSE.

SO, MIGHT WE SEE THEIR ADS THROUGHOUT THE STADIUM BEYOND WHAT THEY'VE DONE WITH THEIR TWO LARGE SIGNS? YES. YES.

SO, IT WOULD INCLUDE THE SIGNAGE IN THE FRONT ON THE FACADE AND, AND INSIDE THE STADIUM, THE OTHER ASSETS THAT WE'VE RECOMMENDED IN AND AGREED TO FOR FULFILLMENT OF THAT CONTRACT ARE SOME SIMPLE THINGS, LIKE ON THE SCOREBOARD, WE WILL, YOU KNOW, RUN AN AD FOR THEM AS WE HAVE KIND OF IN THE IN THEIR STADIUM AGREEMENT.

JUST SOME DIGITAL ADS WILL ALLOW THEM TO HAVE A TABLING KIOSK EVENT AT THE, AT THE GAMES, YOU KNOW, WHICH IS KIND OF STANDARD FOR THAT SORT OF CONTRACT. SO, IT'S A FEW ITEMS. IT'S NOT EXTENSIVE, BUT YES, THERE WILL BE OTHER PRESENCE FOR METHODIST IN THE STADIUM AT THOSE AT HOME DISTRICT HOME VARSITY FOOTBALL GAMES.

OKAY. AND PRESIDENT BRYAN ASKED A GREAT QUESTION ABOUT THIS EXCLUSIVITY.

YES. THAT IT CURRENTLY WOULDN'T BLOCK OUT.

ANY OTHER HOSPITALS THAT ARE THAT ARE DEFINED HERE, INPATIENT, OUTPATIENT MEDICAL CENTERS, BECAUSE THERE AREN'T CURRENTLY ANY RIGHT NOW, THERE AREN'T CURRENT ANY.

WE HAVE SOME OTHER MEDICAL SERVICES, BUT NOT A FULL SERVICE.

AND THEY WERE VERY SPECIFIC FULL-SERVICE INPATIENT, OUTPATIENT MEDICAL CENTER.

SO, ALL THOSE OTHER ADVERTISERS, SPONSORSHIPS THAT ARE IN THE GENERAL HEALTH CATEGORY COULD CONTINUE TO.

AND THEY WERE EVEN SPECIFIC IN THE LANGUAGE TO INCLUDE BECAUSE WE CURRENTLY HAVE LIKE A CHILD, FOR INSTANCE, IS A CURRENT SPONSOR, BUT THEY WERE EVEN SPECIFIC TO SAY IN THE LANGUAGE THAT THAT WOULD NOT BE A PROBLEM, AN ISSUE TO HAVE BECAUSE IT'S SPECIFICALLY TO PEDIATRICS.

SO, IN YOUR OPINION, THERE'S NO LOST OPPORTUNITY FOR THE DISTRICT WITH THIS.

WELL, I MEAN, THE ONLY LOST OPPORTUNITY WOULD BE IF THERE WAS ANOTHER FULL-SERVICE INPATIENT OUTPATIENT MEDICAL CENTER WHO WAS INTERESTED IN WHICH IS NOT CURRENTLY WHICH IS NOT CURRENTLY HAPPENING.

NO. CORRECT. OKAY.

ANY OTHER COMMENTS? OKAY. TRUSTEE. YEAH.

I MOVE THAT THE DISTRICT APPROVE METHODIST REQUEST METHODIST HOSPITALS REQUEST THE REVISION FROM A TWO-YEAR AGREEMENT TO FIVE YEARS.

AND TO INCLUDE AN EXCLUSIVITY CLAUSE SPECIFIC TO FULL-SERVICE INPATIENT OUTPATIENT MEDICAL CENTERS GENERATING $490,750.

SECOND. MOTION AND SECOND.

ALL IN FAVOR? MOTION CARRIES 5 TO 0.

THANK YOU, MISS RYAN. OKAY.

MOVING ON. 10.5 CONSIDER APPROVAL OF STAFFING PLAN RECOMMENDATIONS FOR THE 2024 2025 SCHOOL YEAR.

DR. SMOLSKIS.

GOOD EVENING, PRESIDENT BRYAN.

SCHOOL BOARD MEMBERS.

[01:25:01]

THANK YOU FOR HAVING ME HERE THIS EVENING.

I'M GOING TO REVIEW A LITTLE BIT OF WHAT WE TALKED ABOUT LAST MONTH DURING OUR BUDGET.

WORKSHOP ON THE FOURTH.

AS YOU REMEMBER, I BROUGHT TO THE BOARD HISTORICAL TEACHER TO STUDENT STAFFING RATIOS WITH RECOMMENDATION FOR POSSIBLE COST REDUCTIONS AND COST SAVINGS.

I JUST WANT TO MAKE SURE IT'S IMPORTANT TO HIGHLIGHT THAT THERE WILL BE NO TERMINATIONS AT ALL THROUGH THIS PROCESS THAT WE ARE RECOMMENDING THIS EVENING.

ALL OF THIS COST SAVINGS WILL OCCUR THROUGH ATTRITION.

ALSO TOO, I JUST WANT TO REMIND EVERYONE THAT OUR ENROLLMENT NUMBERS DO FLUCTUATE.

SO, THE NUMBERS THAT YOU'VE SEEN ON THESE SLIDES WERE A POINT IN TIME.

AND SO SOMETIMES THOSE COULD CHANGE.

AND THEREFORE, WE COULD END UP HAVING TO ADD STAFF IN THE SUMMERTIME IF OUR NUMBERS DO CHANGE.

SO, I JUST WANT TO MAKE SURE I PREFACE THAT.

THAT BEING SAID, I ALSO WANT TO MAKE SURE IT'S UNDERSTOOD THAT WHEN LOOKING AT OUR STUDENT TO TEACHER RATIOS FROM FIFTH TO 12TH GRADE, THE 27 TO 1 OR THE 28 TO 1 RATIO IS SIMPLY A CALCULATION THAT IS USED TO ALLOCATE THE NUMBER OF FULL-TIME EQUIVALENT UNITS, WHICH IS FTES IS WHAT WE REFERENCE.

AS WE LOOK AT STAFFING, THE PRINCIPALS HAVE THE CHOICE TO DECIDE ON EXACTLY WHAT THOSE CLASS SIZES LOOK LIKE AS THEY START BUILDING THE MASTER SCHEDULE.

SO JUST KEEP THAT IN MIND TOO.

AND SO, AND THIS PARTICULAR SLIDE, I GAVE YOU GUYS A HISTORICALLY WHAT, WHAT'S BEEN DONE.

AND THEN WHAT THIS PRESENTATION IS, IS SUGGESTION.

AND SO, AS WE WENT THROUGH EACH OF THE ELEMENTARIES, I GAVE YOU WHAT THE CURRENT ENROLLMENT IS, I GAVE YOU THE HISTORICAL STAFFING THAT'S BEEN HISTORICALLY STAFFED AT AND THEN USING A 22 TO 1 ACROSS GRADE LEVELS, AND WHAT COST REDUCTIONS AND SAVINGS THAT COULD BE WITH, WITH STAFFING.

AGAIN, REMEMBER, PRINCIPALS HAVE THE ULTIMATE SAY IN TERMS OF WHAT TEACHER MOVES, WHERE AS FAR AS THAT GRADE LEVEL, IF THERE HAS TO BE REDUCTION IN A IN A SECTION.

AND SO THROUGH ALL OF THESE, YOU CAN SEE THAT THERE HAS BEEN SOME REDUCTION ACROSS MAJORITY OF THESE CAMPUSES.

AND THE ONE ON OLD UNION IS JUST A REMINDER THAT THIS IS IN THE EVENT.

IF YOU LOOK AT THE FOURTH GRADE, THERE WOULD BE ONE SECTION THAT WE WOULD HAVE TO ASK FOR WAIVER, WHICH WE ALREADY WE ALREADY HAVE SOME WAIVERS IN THE DISTRICT IF WE GO TO 23 TO 1.

AND SO, THROUGHOUT THIS PRESENTATION, I GO THROUGH THE COST WHERE WE'RE AT HISTORICALLY AND HISTORICALLY, IF WE WERE TO SAY FLAT WITH NOT REDUCING STAFF WITH THE DROP IN OUR ENROLLMENT NUMBER, IT COULD BE A REDUCTION OF THREE STAFF VERSUS TEN IF WE WERE TO GO UP TO 22 TO 1.

LOOKING AT OUR INTERMEDIATES, WE RECOMMEND THAT THE MAINTAINING THE INTERMEDIATES AND THE MIDDLE SCHOOL, SIMPLY BECAUSE WE DID A LOT OF CUTS THERE LAST YEAR. AND SO, I RECOMMEND THAT WE LEAVE THE MIDDLE SCHOOLS IN THE INTERMEDIATES ALONE.

IT'S NOT GOING TO IMPACT US TOO MUCH FINANCIALLY.

LOOKING AT THE HIGH SCHOOLS ON THIS PARTICULAR GRADE LEVEL, I JUST WANT TO RECOMMEND HERE THAT WE SERIOUSLY LOOK AT THE 28 ONE AT THE HIGH SCHOOL LEVEL, WHICH WOULD SAVE US APPROXIMATELY 13 STAFF MEMBERS.

AND SO AGAIN, THIS IS THE RECOMMENDATION FOR THE HIGH SCHOOL LEVEL.

AND THIS IS THE PARTICULAR SLIDE THAT I WANTED TO GET TO TONIGHT AS THE RECOMMENDATION FOR ELEMENTARY AT 22 TO 1.

INTERMEDIATE MIDDLE SCHOOL 26 TO 1, 27 TO 1.

LEAVE THEM ALONE AND THE HIGH SCHOOL 28 TO 1, WITH AN APPROXIMATE SAVINGS COST REDUCTION SAVINGS OF 1.6 MILLION.

OKAY, JUST A QUICK QUESTION, DR.

SMOLSKIS. SO, THIS IS JUST FOR THE 24-25 SCHOOL YEAR, I'M ASSUMING, BECAUSE OF THAT THIS IS NOT A PERMANENT FIX.

WE CAN CONSIDER THIS A CHANGE IF SOMETHING HAPPENS WITH OUR BUDGET IN THE 25-26 OR ANY FUTURE YEARS AFTER THAT, IS THAT CORRECT? THIS PROPOSAL FOR NEXT SCHOOL YEAR IS A PROPOSAL FOR NEXT YEAR.

SO THAT WE CAN SAVE APPROXIMATELY $1.6 MILLION IN THE BUDGET.

CORRECT? OKAY.

THANK YOU. DR.

SMOLSKIS. I REALLY APPRECIATE ALL THE WORK YOU GUYS HAVE DONE TO KIND OF COME UP WITH CREATIVE WAYS OF AVOIDING ELIMINATING ACTUAL TEACHERS.

OBVIOUSLY, WE'RE TAKING ADVANTAGE OF ATTRITION AND YOU'RE CHANGING THE STUDENT TO TEACHER RATIO.

I'M KIND OF CURIOUS.

I KNOW OTHER DISTRICTS ARE HAVING TO DO A LOT MORE DRAMATIC CUTS.

WE'VE HEARD ABOUT IT IN THE NEWS AND IN THE MEDIA EVERYWHERE.

AND WE'RE NOT GOING THERE.

WE'RE DOING OTHER CREATIVE THINGS.

[01:30:02]

DO YOU HAVE ANY IDEA WHERE OTHER DISTRICTS STAND WITH STUDENT TO TEACHER RATIOS, ESPECIALLY OUR NEIGHBORING DISTRICTS OR THE DISTRICTS THAT WE COMPETE WITH FOR TALENT? SURE. I DO KNOW THAT AND HOPEFULLY WHAT I READ IN THE MEDIA AGAIN, I'M READING WHAT'S IN THE MEDIA AS WELL.

KELLER ISD IS GOING 24 TO 1 FOR ELEMENTARY, AND I BELIEVE THEIR SECONDARY IS GOING 30 TO 1.

BASICALLY, TALKING TO A LOT OF MY COLLEAGUES IN THE AIRFIELD, MAJORITY OF THEM ARE STAFFING 22 TO 1 AND AT MINIMALLY 28 TO 1 ACROSS THE SIX THROUGH 12.

MAJORITY OF THAT NINE THROUGH 12 AT 30 TO 1.

SO, TRUSTEE LANNEN, CAN I INTERRUPT JUST A SECOND.

SO, THE ELEMENTARY IS THE ONLY STUDENT TEACHER RATIO REQUIRED BY LAW.

IT CAN'T EXCEED 22 TO 1.

SO, YOU HAVE TO GET A WAIVER FOR THAT.

SO, YOU HAVE TO LIKE DOING THAT ACROSS THE BOARD.

THEY'RE ABLE TO GET A WAIVER OR THROUGH THE DISTRICT OF INNOVATION.

THEY GET EXEMPTED FROM THAT PARTICULAR AREA OF THE EDUCATION CODE TO BE EXEMPTED FROM A 22 TO 1 MANDATED REQUIREMENT.

OKAY. THANK YOU. SORRY.

IN THE UNLIKE THIS MAY NOT BE A QUESTION FOR YOU, BUT MAYBE SOME OTHER ADMINISTRATORS, IN THE UNLIKELY EVENT THAT THE STATE LEGISLATURE ACTUALLY CHANGES THE BASIC ALLOTMENT OR GIVES SCHOOL DISTRICTS, INCLUDING OURS YOU KNOW, MORE IN BASIC ALLOTMENT WE CAN ALWAYS, YOU KNOW, KIND OF BACK OFF OF THIS CHANGE.

BUT FOR NOW, THIS IS A CREATIVE IDEA THAT WILL HELP US WITH OUR BUDGET FOR NEXT YEAR AND MEETS STATE REQUIREMENTS AND DOESN'T REALLY GO BEYOND WHAT MOST OTHER SCHOOL DISTRICTS ARE DOING.

IF ANYTHING, THEY'RE DOING CUTS, AND WE'RE NOT REALLY CUTTING PEOPLE.

RIGHT. THAT IS THAT IS ACCURATE TO SAY, YES, THANK YOU.

DR. SMOLSKIS, THANK YOU SO MUCH FOR THIS.

TWO QUICK THINGS, JUST AS A REMINDER, I GUESS IN A CONFIRMATION, THIS RATIO OF STUDENT TO TEACHER.

THIS DOES THE PRE-K PROGRAM THAT WE TALKED ABOUT IN RECENT MEETINGS THAT IS NOT 22 TO 1.

THAT IS CORRECT, I BELIEVE.

AND I GOT DR. BONNER BEHIND THAT PILLAR OVER THERE.

I BELIEVE WE CALCULATED THAT TO BE 18 TO 118.

OKAY. IS SHE SHAKING HER HEAD OVER THERE? YES, SHE IS. OH, SHE'S NOT HERE.

OH, THERE SHE IS. SORRY.

YEAH. IT'S 18 TO 1 THAT WE CALCULATED.

OKAY. SO, PRE-K IS BEING CALCULATED AT 18 TO 1.

EXCELLENT. THAT WAS JUST A CONCERN OF THOSE TEACHERS THAT THAT EXPRESSED.

SO, I WANTED TO MAKE SURE AND THEN THE OTHER THING IS THAT YOUR ROLE IN OUR DISTRICT IS MANY, BUT ONE OF WHICH IS HR COMES TO YOU.

SO, YOU'D HAVE A GOOD UNDERSTANDING, PERHAPS NOW, OF PEOPLE THAT ARE PLANNING TO RETIRE, PEOPLE NOT PLANNING ON COMING BACK.

IT SOUNDS LIKE WITH SOME CONFIDENCE YOU HAD SAID THIS CHANGE YOU DO NOT SEE THROUGH TRUSTEE LANNEN'S POINT.

ANY TEACHER WHO WANTS TO BE HERE NEXT YEAR IS HAVING TO CONCERN THEMSELVES ABOUT THEIR JOB.

THAT IS CORRECT.

OKAY. THANK YOU. THANK YOU, TRUSTEE YEAGER.

ANY FURTHER DISCUSSION? I JUST WANT TO CLARIFY, JUST TO MAKE SURE WE DON'T HAVE ANY CHAOS.

JUST ECHOING EXACTLY WHAT THEY SAID.

SO, WE'RE NOT LOSING ANY TEACHERS.

SOME OF THESE CLASSES WON'T EVEN CHANGE IF OUR ENROLLMENT CONTINUES TO KIND OF GO DOWN.

SO, IT'S REALLY NOT AN ISSUE.

SOME OF THESE CLASSES ARE ALREADY OUT AT THESE SIZES, AND YOUR RECOMMENDATION IS JUST TO LEAVE INTERMEDIATE AND MIDDLE SCHOOL THE WAY THAT IT IS AND NOT CHANGE THEM TO THE HIGHER RATIO.

YES, THAT IS CORRECT. OKAY.

AND JUST TO CLARIFY TOO, AS FAR AS THE RETIREMENTS AND RESIGNATIONS, WE ALSO HAVE ANY TEACHER THAT IS A PROBATIONARY TEACHER THAT MAY HAVE SOME PERFORMANCE ISSUES OR THAT IT'S IN THE BEST INTEREST OF THE DISTRICT.

THOSE PRINCIPALS ARE ALREADY HAVING CONVERSATION WITH SOME OF THOSE TEACHERS.

THEY KNOW WHO THEY ARE.

AND SO THOSE TEACHERS HAVE AN OPPORTUNITY TO RESIGN BEFORE THE END OF THE SCHOOL YEAR IF AFFECTED AT THE END OF THE SCHOOL YEAR.

SO. OKAY MOTION.

YEP. I MOVE THAT THE ADMINISTRATION RECOMMEND THIS BOARD APPROVES THE RECOMMENDED STAFFING TEACHER TO STUDENT RATIO AS PRESENTED.

SECOND. WE HAVE A MOTION AND A SECOND.

ANY FURTHER DISCUSSION? ALL RIGHT. ALL IN FAVOR? MOTION CARRIES 5 TO 0.

THANK YOU, DR. SMOLSKIS.

THANK YOU. MOVING ON TO ITEM 10.6 BUDGET UPDATE IN 2024 2025 COMPENSATION CONSIDERATION, MR. JOHNSON. THANK YOU, PRESIDENT BRIAN. MEMBERS OF THE BOARD.

WHAT I WANT TO DO IS KIND OF RECAP WHAT WE'VE SEEN IN THE BUDGETING PROCESS.

LOOK AT OUR FINANCIAL POSITION, CONSIDER THE THINGS THAT I THINK WOULD BE RELEVANT TO THE INFORMATION ON COMPENSATION THAT YOU'RE GOING TO DECIDE TONIGHT.

SO. WITH THAT SAID, REALLY, IT'S PRETTY MINIMAL.

[01:35:03]

SO, I'D LIKE TO SHOW A LITTLE BIT OF HISTORY.

TO WHERE WE'VE BEEN, WHERE WE ARE AND WHERE WE'RE HEADED.

SO, WHAT'S NOT INCLUDED ON THIS SLIDE IS THE RESULTS OF OPERATIONS FOR THE 2021-2022, TWO YEARS AGO, WHERE WE TOOK $5 MILLION OUT OF FUND BALANCE. THE TWO MAJOR FINANCIAL DATA POINTS THAT I WANT THE BOARD TO FOCUS ON TONIGHT REALLY ARE TWOFOLD.

SO, WE'RE LOOKING AT THE GENERAL FUND BALANCE.

AND THE GENERAL FUND IS OUR MAIN OPERATING FUND.

AND IT'S REALLY FUND BALANCE IS OFTEN REFERRED TO AS THE RAINY DAY FUND.

AND IT'S KIND OF THE FINANCIAL STABILITY OF THE DISTRICT.

RIGHT. THE OTHER THING, WHICH IS VERY SEPARATE AND UNIQUE TO CARROLL ISD, IS THE REAL ESTATE PROCEEDS.

YOU SEE DOWN THERE RIGHT BELOW ENDING GENERAL FUND BALANCE, REAL ESTATE PROCEEDS, SEPARATE FUND BALANCE IS ACTUALLY FROM THE SALE OF REAL ESTATE.

NOT MANY DISTRICTS IN THE STATE OF TEXAS HAS THAT.

SO, I WANT TO HIGHLIGHT THOSE TWO.

AS FAR AS THE ACTUAL ANNUAL RESULTS OF OPERATION, ANNUAL OPERATING RESULTS, YOU'LL SEE THAT THAT'S THE SECOND LINE, AND I'VE COMBINED THAT.

SO, IF WE GO BACK TO OUR FEBRUARY 5TH MEETING, WE'VE GOT A DETAIL OF REVENUE.

WE'VE GOT A DETAIL OF EXPENDITURES.

FOR SIMPLISTIC ILLUSTRATION PURPOSES.

I CONDENSED THAT INTO ONE LINE.

NORMALLY WE'VE GOT REVENUE AND EXPENDITURES.

BUT I THINK THE GOAL TONIGHT IS FOR YOU ALL TO SEE WHERE WE ARE FINANCIALLY AND WHERE WE'RE HEADED FINANCIALLY.

AND SO, IF WE LOOK AT THE 2022-23 RESULTS AND AGAIN ON FEBRUARY 5TH, KIND OF DETAILED THOSE, I'M JUST GOING TO QUICKLY HIGHLIGHT I SEPARATED OUR RESULTS OF OPERATIONS INTO TWO, TWO COMPONENTS ANNUAL OPERATING RESULTS.

AND THEN AGAIN, WE DID HAVE REAL ESTATE SALES LAST YEAR THAT HELPED US TO PUT MONEY INTO FUND BALANCE LAST YEAR THE ANNUAL OPERATING RESULTS.

AGAIN, KEEP IN MIND, WE HAD A -$5 MILLION A YEAR BEFORE ANNUAL OPERATING ANNUAL OPERATING RESULTS.

THE $2 MILLION FIGURE IS MADE UP OF EXCESS OF EARNINGS OVER REVENUE.

WE KNOW THAT LAST YEAR, WE HAD $827,000 IN INSURANCE PROCEEDS, AND WE HAD $3.4 MILLION IN INTEREST INCOME, AND THAT THE YEAR BEFORE, WITH A 5.1, WE HAD 25,000.

SO THOSE TWO THINGS REALLY BENEFITED AND BUILT THAT FUND BALANCE.

FOR 23-24, WE'RE LOOKING AT ABOUT A $7 MILLION FUND BALANCE DECREASE BEFORE WE CONSIDER THE REAL ESTATE PROCEEDS.

WE BALANCED ON 4.5 MILLION ON OPERATING ON THE SELLER PROCEEDS TO TO BALANCE THE BUDGET.

WE HAVE SINCE AMENDED THE BUDGET TWICE.

WE AMENDED IT IN JANUARY FOR $742,000, ONE-TIME PAYMENT, A MAINTENANCE INCREASE, OR OUR FACILITIES OF 880,000 AND THEN TECHNOLOGY FOR 272.

AND OF COURSE, LAST MEETING WE AMENDED FOR 1,860,000, WHICH IS FOR THE TECHNOLOGY THAT YOU ALL APPROVED LAST TIME IN THIS TIME THE PRELIMINARY 24-25. THAT WAS FROM OUR FEBRUARY 5TH BUDGET WORKSHOP THAT PROVIDES A LOT MORE DETAIL, SHOWS A -$10.7 MILLION.

AND THEN GOING FORWARD IS COST INCREASES.

ONE OF THE INCREASES IN THE ANNUAL OPERATING RESULTS, WE INCREASED EXPENDITURES IN 24, 25 FOR THINGS THAT HAVE HISTORICALLY BEEN PAID FOR OUT OF BOND FUNDS.

WE'VE GOT A LOT OF TECHNOLOGY INFRASTRUCTURE IN THAT NUMBER.

WE ALSO HAVE OTHER INCREASES.

THE $2.1 MILLION ESTIMATED INCREASE IN COMPENSATION IS INCLUDED IN THAT FIGURE.

WE'VE GOT INCREASES IN INSURANCE.

INSURANCE ALONE IS GOING TO BE ABOUT $200,000.

SO, OUR PROPERTY INSURANCE THAT CONTINUES TO RISE IS ALSO REFLECTED IN THAT NUMBER.

REVENUE DECREASES BECAUSE I FACTORED IN, I THINK ABOUT $800,000 IN DECREASED INTEREST REVENUE BECAUSE IT'S IMPOSSIBLE TO SAY.

BUT I'VE BEEN REALLY VOCAL ON WHAT'S INCLUDED IN THAT NUMBER, SO THAT WE KNOW THAT WHEN THAT DECREASES, THAT Y'ALL UNDERSTAND WHY OUR REVENUE IS DECREASING.

WE ALSO HAVE SOME DECREASES IN IN OUR ENROLLMENT.

AND SO THOSE TWO DECREASES ARE LARGEST DECREASE.

WE HAVE A REVENUE FROM CARROLL EDUCATION FOUNDATION.

THAT WAS ABOUT A HALF $1 MILLION THAT CAME OUT.

THAT'S GOING TO BE RESTRUCTURED.

THAT WILL GO DIRECTLY TO THE TEACHERS RATHER THAN AN OPERATION, OPERATIONAL REVENUE.

SO, I LOOK AT ENDING GENERAL FUND BALANCE.

WE TALK ABOUT GENERAL FUND BALANCE AND BOARD POLICY.

WE CAN LOOK IF WE LOOK JUST AT GENERAL FUND BALANCE AND AVERAGE DAYS OF GENERAL FUND BALANCE, WE'VE GOT 113 IN 2022, 23.

AND THAT'S PROJECTED TO BE ABOUT THE SAME THIS YEAR.

THE NEXT COUPLE OF YEARS WE SEE A DECREASE.

NOW IF WE GO DOWN ANOTHER ROW, WE SEE AVERAGE DAYS OF FUND BALANCE COMBINED.

AND WHAT I'M DOING IS, I'M COMBINING THE GENERAL FUND BALANCE.

PLUS, THIS SEPARATELY ACCOUNTED FOR REAL ESTATE PROCEEDS FUND.

AND THAT'S THE SAME NUMBER GOING ACROSS THAT DOES NOT CHANGE BECAUSE THAT IS A BALANCE THAT STAYS STATIC IN TIME.

SO, WE'VE GOT 124 DAYS.

WE CONSIDER THAT AS OF THE END OF 22-23 GOES UP.

AND THEN IT KIND OF GOES DOWN GOING FOR A LOT OF DATA I KNOW THROUGH.

[01:40:01]

I WENT THROUGH IT QUICK. I'M HAPPY TO ANSWER ANY QUESTIONS YOU MAY HAVE, AND WE APPRECIATE THAT.

MR. JOHNSON, I KNOW THAT WE'VE SEEN THAT AT WHAT THE LAST THREE BOARD MEETINGS, WE'VE SEEN THESE NUMBERS, AND THEY'VE CHANGED A LITTLE BIT, BUT YOU'VE PRESENTED A LITTLE BIT DIFFERENTLY SO THAT WE CAN SEE IT AND SEE THE REAL IMPLICATIONS OF OUR STATE LEGISLATURE DOING ABSOLUTELY NOTHING FOR PUBLIC SCHOOLS IN THE STATE OF TEXAS, WHICH THIS BOARD FINDS ABSOLUTELY RIDICULOUS AND APPALLING.

AND SO, I THINK THAT JUST POINTING OUT THAT SECOND LINE THERE OUR REVENUES ARE STAYING ABOUT THE SAME, IF NOT DECREASING A LITTLE BIT AS, AS I UNDERSTAND WHAT YOU'RE SAYING, WHEREAS EXPENDITURES ARE INCREASING DUE TO, I THINK I HEARD YOU SAY PERCENT INCREASE OF COMPENSATION, SALARIES, PCNB INSURANCE INCREASES DUE TO INFLATION TECHNOLOGY NOT HAVING ANY MORE BOND MONEY TO PAY.

AND, YOU KNOW, IT'S RIDICULOUS TO THINK THAT A SCHOOL DISTRICT HAS TO PASS A BOND TO PAY FOR FIVE-YEAR DEVICES AND LEVERAGE IT OUT FOR 30 OR 40 YEARS IS JUST ABSOLUTELY INSANE. AND SO, YOU KNOW, I CAN'T IMAGINE US BEING ABLE TO, YOU KNOW, FLOAT A BOND AND GET THE COMMUNITY AGREEING WITH THAT WHEN KNOWING THAT THEY'RE PAYING FOR A FIVE-YEAR DEVICE OVER 30 YEARS.

I MEAN, I JUST I REALLY DON'T GET IT.

AND 80% OR SO OF OUR TOTAL BUDGET, RIGHT, IS PCNB IS, IS SALARIES.

SO, THE ONLY WAY AND THAT'S WHAT ALL OF THESE SCHOOL DISTRICTS AROUND THE STATE ARE DOING IS CUTTING TEACHERS, CUTTING STAFF. AND THAT'S THE ONLY WAY REALLY TO GET BACK INTO THE BLACK IS TO BE ABLE TO GET THAT 80% DOWN TO A CERTAIN PERCENTAGE.

RIGHT. AND THAT'S A LOT OF SCHOOL DISTRICTS AROUND, TOO, ARE CLOSING SCHOOLS AND CONSOLIDATING AND DOING THAT TYPE.

THAT'S WHY WE SEE SOME OF THESE HIGH STUDENT TEACHER RATIOS, BECAUSE THAT'S WHAT THEY'RE DOING.

SO, A LOT OF SCHOOL DISTRICTS AROUND THE STATE AND AROUND US, OUR NEIGHBORS ARE HAVING TO TAKE DRASTIC MEASURES TO BE ABLE TO OPERATE.

CORRECT. AND THEY'RE FORCED TO DO THAT.

NOT ALL OF THEM, MAYBE SOME.

BUT I WOULD THINK THAT MOST OF THEM ARE SPENDING THEIR MONEY IN PRUDENT WAYS RESPONSIBLE YOU KNOW, FIDUCIARIES OF THEIR COMMUNITIES, DOLLAR AMOUNTS, WHICH WE DEFINITELY ARE. WE'RE NOT FRIVOLOUS IN OUR SPENDING BY ANY MEANS, RIGHT? NO, NOT AT ALL. SO, YOU KNOW, THINKING ABOUT 80% OR 82%, YOU KNOW, WE'RE OPERATING ON 18%, AREN'T WE? AND I MEAN, THAT IS SUPER, SUPER THIN.

AND SO, I CONTINUE TO COMMEND DR.

LEDBETTER, YOU AND MR. JOHNSON, DR. SMOLSKIS AND YOUR WHOLE STAFF FOR COMING UP.

AND THAT'S WHAT WE CHALLENGED YOU GUYS TO DO, IS COME UP WITH SOME INNOVATIVE WAYS THAT WE CAN KIND OF LIMP ALONG UNTIL AND TO GET US TO THE 89TH LEGISLATIVE SESSION, TO WHERE WE HOPE THAT WE CAN INFLUENCE US IN OTHER ISDS AROUND THE STATE, CAN INFLUENCE OUR ELECTED OFFICIALS IN AUSTIN TO ACTUALLY DO SOMETHING THIS GO AROUND.

SO, I THINK IT'S A REALLY A TELLTALE SIGN THAT, YOU KNOW, WE'RE IN THE RED HERE YOU KNOW, THIS YEAR BY $7 MILLION.

AND SO, TO TELL US REMIND US, MR. JOHNSON, HOW MANY DAYS IN OUR BOARD POLICY ARE WE SUPPOSED TO KEEP IN OUR SAVINGS ACCOUNT OR FUND BALANCE? 7575. AND HOW MUCH DOES THAT TYPICALLY ACCOUNT TO? IT'S ABOUT $333,000 RIGHT NOW.

I THINK IT'S ABOUT $28 MILLION, SO $28 MILLION.

SO, IN 2024-2025, WE WERE UNDER THAT 75 DAYS.

BY YOUR PROJECTIONS.

CORRECT. SO, WE'RE OUTSIDE OF OUR BOARD POLICY NEXT YEAR.

AS SOON AS NEXT YEAR, WE'RE MARGINAL.

RIGHT ON IT. CORRECT. RIGHT. AND THEN WE'RE UPSIDE IF WE DO ABSOLUTELY NOTHING.

WE'RE UPSIDE DOWN IN 26, 27.

WE'RE BROKE. RIGHT.

OKAY. AND THEN I JUST WANT TO ALSO POINT OUT THAT THE REAL ESTATE PROCEEDS THE $20 MILLION EACH YEAR.

THAT'S THE SAME NUMBER.

WE'RE NOT GETTING $20 MILLION EACH YEAR.

THAT'S THE $20 MILLION THAT WE SOLD THE PROPERTY ON KIMBALL AND HIGHLAND.

THAT IS CORRECT. SO, WE'RE SUPPOSED TO CLOSE ON THAT HERE IN THE NEXT MONTH, AND THERE'S ANOTHER PROPERTY THAT WE'RE STILL KIND OF IN NEGOTIATIONS WITH THAT WE MAY END UP CLOSING AT SOME POINT.

THAT WOULD INCREASE THAT $20 MILLION FAIRLY SIGNIFICANTLY.

THAT IS CORRECT. CORRECT. OKAY.

YES, SIR. BUT WE CAN'T COUNT ON THAT BECAUSE WE'RE NOT WE'RE NOT AT THAT THAT POINT YET.

SO, I, YOU KNOW, I APPRECIATE YOU PUTTING THESE TRANSPARENT NUMBERS OUT THERE TO THE COMMUNITY, I KNOW THERE'S A LOT OF PEOPLE OUT THERE THAT ARE JUST UNEDUCATED ABOUT WHAT THIS MEANS.

YOU KNOW, WHERE WE'RE GOING.

AND REALLY, I THINK THE BOTTOM LINE IS WE'RE JUST TRYING TO DO WHAT WE CAN WITHOUT CUTTING THAT 80% OF STAFF DOWN TO UNDER 80% TO GET US TO THE NEXT LEGISLATIVE SESSION SO THAT WE CAN CROSS OUR FINGERS, THAT THEY'LL DO SOMETHING AND INCREASE THAT BASIC ALLOTMENT OR GIVE US MONEY FOR TECHNOLOGY, OR DO SOMETHING WITH THAT

[01:45:01]

$33 TRILLION THAT THEY'RE THAT THEY'RE SITTING ON, OR MAYBE EVEN THE $4.5 BILLION THAT THEY COLLECTED IN RECAPTURE, OF WHICH 38 MILLION WAS OURS.

THEY OVER COLLECTED BY $2.5 BILLION.

MAYBE THEY PRORATE THAT AMOUNT AND GIVE US OUR PRORATED SHARE BACK, WHICH WOULD MAKE A SIGNIFICANT DIFFERENCE IN OUR BUDGET CALCULATIONS.

SO ANYWAY, I JUST, I APPRECIATE YOU PRESENTING THIS TO US IN A VERY CLEAR IT'S A LOT OF NUMBERS THERE, BUT I THINK THAT THE DISTRICT IS MAKING THE RIGHT DECISIONS. AND WE'RE JUST KIND OF LIMPING ALONG FOR ANOTHER COUPLE OF YEARS UNTIL WE CAN SEE WHAT HAPPENS.

AND THEN AT THAT POINT WE MAY HAVE TO MAKE SOME DRASTIC DECISIONS, JUST LIKE SOME OF OUR, OUR FRIENDS AND NEIGHBORS NEXT TO US.

THANK YOU. THE NEXT THING I WANTED TO GO OVER WERE THE CAPITAL EXPENDITURES.

ANNUALLY, WE BUDGET REVENUES AND EXPENDITURES, AND THOSE ARE FOR A YEAR-TO-YEAR OPERATING EXPENSES.

BUT I THINK IT IS SUPER IMPORTANT TO CONSIDER THE WHOLE FINANCIAL PICTURE.

AND SO REALLY, THIS IS A HUGE PART OF THE PICTURE.

THE CAPITAL EXPENDITURES, WE'VE GOT SEVERAL CATEGORIES DOWN THE LEFT.

THE LARGE ONES ARE OBVIOUSLY THE MECHANICAL, ELECTRICAL AND PLUMBING, THE MEP AND THE FACILITIES, THE BUILDING, THE BUILDING, ENVELOPE ROOFS, THOSE KINDS OF THINGS.

AND I'M GOING TO BRING IN ON APRIL 15TH, THE EXPERTS, WE HIRED ARCHITECTS AND ENGINEERS.

IT WAS PART OF THE STRATEGIC ACTION TEAM.

AND I'VE MET AND GONE OVER THIS INFORMATION WITH THEM.

AND SO, I THINK IT'S IMPORTANT FOR YOU GUYS TO HEAR DIRECTLY FROM THOSE PROFESSIONALS THAT WE HIRED.

WE HIRED THE CORRIGAN ARCHITECT AND WE HIRED DBR ENGINEERING, TWO VERY WELL-KNOWN FIRMS AND EXPERTS IN THEIR FIELD.

AND THEN WE'VE GOT SOME OTHER AREAS THAT WE'LL GO OVER WITH AS WELL.

SO AGAIN, IT'S DBR THAT THAT ARE GOING TO DO THE MEP DEPARTMENTAL ASSESSMENTS.

WE'VE GOT MR. STUART WHO DID AN ENORMOUS AMOUNT OF WORK ON THE TECHNOLOGY THAT'S NOT INCLUDED.

THAT'S MORE OF AN M&O THING.

AND WE'LL TALK ABOUT THAT IN FUTURE BUDGET WORKSHOPS.

BUT WE CONTINUE TO EVALUATE THE REPORTS ISSUED AND REFINE THE TIMING OR REFINE THE AMOUNTS AND THE TIMING OF EXPENDITURES.

SO AGAIN, THAT'LL COME TO THE BOARD ON APRIL 15TH WANTED TO SHOW THE FACILITY STATISTICS.

YOU CAN SEE THAT THE AVERAGE AGE OF THE CAMPUSES IS 26 YEARS OLD.

AND WITH AGING CAMPUSES, MAINTENANCE OF THOSE IS JUST PART OF IT.

AND SO AGAIN, WE'LL BRING THAT TO YOU ON APRIL 15TH.

JUST KIND OF WANTED TO HIGHLIGHT THE TWO BIG THINGS THAT I THINK ARE IMPORTANT IN MAKING DECISIONS.

IT'S OUR ANNUAL OPERATIONS, BUT THINGS THAT COULD HAPPEN, WHICH REALLY ARE HIGHLIGHTED IN THE CAPITAL IMPROVEMENT PLAN.

HAPPY TO ANSWER ANY QUESTIONS.

OPEN IT UP. THANK YOU.

ALL RIGHT. ON THAT NOTE, I AM GOING TO CONTINUE WITH THE RECOMMENDATION FROM THE FOURTH, THE MARCH 4TH STAFFING COMPENSATION PRESENTATION THAT I SHARED WITH YOU ALL LAST MONTH, THAT SHOWS YOU THAT I DID A, I PROVIDED YOU A SALARY STUDY CONDUCTED BY THE TEXANS FOR EXCELLENCE, KNOWN AS T, AND THEY WERE ABLE TO GIVE US A MARKET ANALYSIS OF OUR COMPARISON GROUPS AND WHERE OUR TEACHER PAY COMPARED TO THE MARKET AVERAGE.

AND THEREFORE, THE RECOMMENDATION FROM THE, FROM US AT THIS POINT IS TO LOOK AT THE POSSIBILITY OF CONSIDERING GETTING THE TEACHERS GETTING THE STAFF TO BE CONSIDERED CLOSE TO MARKET, WE WOULD NEED TO DO AT LEAST A 3% OF THE MIDPOINT PAY INCREASE.

WITH THAT BEING SAID, ON THIS PARTICULAR SLIDE HERE WITH BENEFITS, WE'RE LOOKING AT WITH BENEFITS AT 2.1 MILLION IMPACT TO THE BUDGET WITH 1.8 OF THAT BEING TOWARDS SALARY TOTAL.

WHEN YOU THINK ABOUT WHAT WE DID WITH INCREASE IN OUR RATIOS, WE'RE GETTING PRETTY CLOSE TO ALMOST OUTSIDE OF THE BENEFITS, WE COULD SAVE 1.6 COST REDUCTIONS IF WE WERE TO DO SOME COST REDUCTIONS THROUGH INCREASE IN OUR RATIOS.

GETTING US CLOSE TO THAT 1.8.

THANK YOU. DID I CUT YOU OFF? I WAS JUST GOING TO MAKE THE RECOMMENDATION THAT IT'S OUR RECOMMENDATION TO PROVIDE A 3% OF MIDPOINT PER GRADE, PER PAY GRADE, 3% INCREASE OF MIDPOINT.

EXCELLENT. THANK YOU FOR THAT.

YOU KNOW, IT'S ONE OF THESE THINGS IS VERY DIFFICULT.

YOU KNOW, FOR THIS BOARD TO DO IS, YOU KNOW, TRY TO FIGURE OUT HOW TO COMPENSATE PERCENTAGE WISE, BECAUSE THE LAST YEAR WE WERE GIVING ONE-TIME BONUSES OR RETENTION BONUSES THAT CERTAINLY DOESN'T HIT THEIR STAFF SALARY.

IT DOESN'T COUNT TOWARDS THEIR TRS.

AND, YOU KNOW, WE TOTALLY GET THAT.

BUT WE'VE ASKED THE DISTRICT TO COME UP WITH A, WITH NEW REVENUE STREAMS. AND I CONSIDER WHAT YOU GUYS HAVE DONE AN INNOVATIVE FORM OF A REVENUE STREAM THAT ALMOST OFFSETS WHAT YOU'RE RECOMMENDING, RECOMMENDING OVER THE YEARS.

[01:50:01]

SO, I FEEL CONFIDENT THAT WHAT YOU GUYS HAVE DONE, EVEN THOUGH IT MIGHT BE A LITTLE PAINFUL GOING FORWARD ALLOWS US TO REALLY SERIOUSLY CONSIDER A PERCENTAGE PAY INCREASE FOR OUR STAFF ACROSS THE BOARD.

ONE THING, AND I NEVER REALLY UNDERSTOOD THIS, AND MAYBE I STILL DON'T, BUT CAN YOU EXPLAIN WHAT A MIDPOINT RAISE IS.

YEAH. SO, FROM OUR MARKET COMPARISON GROUPS, THEY TAKE THE MIDPOINT AVERAGE OF A PARTICULAR PAY GRADE, AND THAT IS THE MIDPOINT OF THAT PARTICULAR PAY GRADE.

SO, MIDPOINT, 3% MIDPOINT OF A TEACHER, FOR EXAMPLE, WAS AT THOSE 11 YEARS.

AND THEY FIND THE MIDPOINT BASED ON OUR COMPARATIVE DISTRICTS.

AND WHATEVER THAT AVERAGE IS, IS WHERE WE COMPARE IT TO.

AND SO, WE'RE BELOW THAT MIDPOINT FOR TEACHERS.

AND SO, WHAT TI DID IS THEY DID THAT COMPARISON FOR ALL PAY GRADES.

THEY TOOK THE MIDPOINT AVERAGE OF THAT PARTICULAR PAY GRADE.

AND WHERE DID WE COMPARE TO THAT.

SO, THANK YOU FOR THAT EXPLANATION.

SO, ARE THERE ANY PAY GROUPS THAT BY DOING THIS 3% OF MIDPOINT, ARE THEY STILL OUT OF TOLERANCE OR WHATEVER WITH THE MARKET AVERAGE? SO GOOD QUESTION. SO, IN APRIL, DURING OUR APRIL 15TH BOARD PRESENTATION THAT WE'RE GOING TO BRING AT THE BUDGET, WE THE OTHER PART TO THIS STUDY IS LOOKING NOT ONLY BRINGING THEM TO 3%, 3% OF THE MIDPOINT, BUT ALSO TO MAKE SURE WE'RE AT LEAST WITHIN 95% OF THE MARKET.

AND SO EVEN BRINGING UP 3% OF THE MIDPOINT, WE STILL HAVE CERTAIN PAY GRADES THAT ARE STILL SOME ARE IN THE 80S.

AND SO WE WANT TO SEE WHAT THAT COST WOULD BE.

AND SO WE WOULD BE BRINGING THAT TO TO THE NEXT BUDGET WORKSHOP.

OKAY. THANK YOU. THAT'S WHAT I WAS I WAS WONDERING THAT'S NOT MANY.

CORRECT. THAT'S NOT MANY PAYGRADES.

THE MAJORITY, THE VAST MAJORITY OF THE PAY GROUPS, IT GETS YOU TO MARKET PRETTY CLOSE TO THAT 95%, WHICH PUTS US BACK IN IN COMPETITION WITH OTHERS.

CORRECT? OKAY. SO, DR.

SMOLSKIS, JUST ALONG THE SAME THOUGHTS THAT PRESIDENT BRYAN WAS TALKING ABOUT.

I KNOW THROUGHOUT THIS LAST YEAR AND FRANKLY, FOR THE LAST FEW YEARS, ON A REGULAR BASIS, THE ADMINISTRATION COMES AND TELLS US WHERE WE'RE FALLING BEHIND IN ANY PARTICULAR JOB CLASSIFICATION OR, YOU KNOW, ANY JOB, AND ESPECIALLY WHEN OTHER DISTRICTS ARE, YOU KNOW, POACHING OUR STAFF.

AND BECAUSE THEY'VE INCREASED THEIR RATES.

AND IT'S NOT JUST WITH TEACHERS, IT'S WITH ALL KINDS OF OTHER STAFF, INCLUDING BUS DRIVERS AND EVERYTHING ELSE.

AND I THINK WE HAVE BEEN PRETTY DILIGENT TO TAKE YOUR RECOMMENDATIONS WHERE WE HAVE HIGH ATTRITION, WE KNOW WE'RE LOSING PEOPLE TO NEIGHBORING DISTRICTS FOR HIGHER PAY. AND ON AN AVERAGE BASIS, YOU KNOW, WE'VE BEEN KEEPING THOSE SALARIES FOR ALL AND RATES OF PAY FOR ALL THOSE YOU KNOW, JOBS WITHIN MARKET.

I KNOW WE JUST HEARD THAT WE HAVE A FAIRLY HEALTHY FUND BALANCE, AND I KNOW WE'VE BEEN CREATIVE TO TRY TO AVOID GIVING PAY INCREASES THAT ARE PERMANENT IN THE FUTURE WHEN WE CAN DO LUMP SUMS, ESPECIALLY WHEN WE DON'T KNOW WHAT THE STATE LEGISLATURE AND EVERY, YOU KNOW, AND WHAT'S GOING TO HAPPEN IN THE FUTURE.

NOW, YOU GUYS HAVE COME AND DEMONSTRATED TO AT LEAST ME THAT YOU'VE COME UP WITH SOME CREATIVE WAYS TO SAVE MONEY THAT IS PERMANENT OR COULD BE PERMANENT. SO THE STUDENT TO TEACHER RATIO, YOU'RE GOING TO SAVE 1.6 MILLION TO ME BECAUSE THAT'S A PERMANENT SAVINGS OR COULD BE INTO THE FUTURE. IT COULD BE SPENT ON TEACHER SALARIES AT LEAST 1.6.

NOW THIS IS 2.1 ON THE SCREEN.

I KNOW WE'VE DONE OTHER THINGS, LIKE WITH THE SIGNAGE AT THE STADIUM.

MAYBE THAT'S EXTRA $100,000.

YOU KNOW, A YEAR THAT WE JUST SAW IN THE EARLIER SLIDES SO DIDN'T QUITE GET TO 2.1.

THERE MIGHT BE A FEW THINGS THAT I'M NOT AWARE OF THAT THE DISTRICT HAS IN PERMANENT SAVINGS THAT WOULD ALLOW US TO DO THIS.

BUT YOU KNOW, I COULD EASILY SEE US SPENDING WHAT WE KNOW IS PERMANENT SAVINGS ON TEACHERS AND ADMINS AND PROFESSIONALS.

IRONICALLY, THE 1.2 PLUS THE 400 EQUALS 1.6.

SO, THEN WE'RE TALKING ABOUT THE OTHER JOBS.

NOW, YOU SHOWED US THE MIDPOINTS ON THE TEACHERS.

I DON'T ACTUALLY KNOW WHERE WE STAND WITH CLERICAL AND AUXILIARY.

AND CAN YOU JUST REMIND ME WHAT DOES AUXILIARY INCLUDE? I COULD GUESS, BUT WHAT DOES AUXILIARY INCLUDE? YOUR MAINTENANCE WORKERS.

LOT OF YOUR MAINTENANCE WORKERS, YOUR CHILD NUTRITION.

THEY FALL UNDER AUXILIARY.

I GOT [INAUDIBLE].

PARDON? CUSTODIANS.

CORRECT. OKAY.

OPERATIONS. YEAH. SO, I'D LOVE TO GIVE EVERYONE A 3% INCREASE, BUT I HAVEN'T SEEN THAT WE'RE BEHIND OR, YOU KNOW, LET'S SAY FALLING BELOW THE MIDPOINT ON THE CLERICAL AND AUXILIARY.

[01:55:03]

AND I'D REALLY LIKE TO SEE THAT TO KNOW TWO THINGS.

DO WE HAVE THE MONEY IN THE PERMANENT BUDGET FOR THE FUTURE? AND SECONDLY, ARE WE FALLING BEHIND IN THOSE CATEGORIES? AND I SUPPOSE, YOU KNOW, WE COULD DO MORE CREATIVE THINGS HERE WHERE WE APPROVE INCREASES FOR CERTAIN GROUPS THAT WE KNOW WE'RE FALLING BEHIND IN OUR CRITICAL ROLES, THAT WE HAVE HIGH ATTRITION AND WITH ALL OUR TEACHERS.

BUT NOT DO THAT IN OTHER AREAS.

I WOULD REALLY LIKE TO KNOW OR SEE IF WE'RE FALLING BEHIND, OR WHERE THE MIDPOINTS ARE IN THE OTHER CATEGORIES, AND CONTINUE TO SELECTIVELY GIVE INCREASES WHERE WE'RE FALLING BEHIND. SO, AT THE MARCH 4TH WORKSHOP, I DID PROVIDE A CHART OF ALL OF THE MIDPOINTS.

AND WHERE WE DID FALL BELOW, I DON'T HAVE THAT WITH ME, BUT I DO KNOW THAT AUXILIARY CLERICAL, THERE WERE EVEN SOME OF OUR ADMIN AREAS THAT WERE BELOW, I BELIEVE IT WAS OUR LIBRARIANS AND ANOTHER I CANNOT REMEMBER.

OFF THE TOP OF MY HEAD, THERE WERE ONLY TWO AREAS THAT WERE ABOVE THE MARKET.

AND SO I DO HAVE THAT DATA FOR YOU.

I THINK THAT THAT'S A VERY GOOD POINT, BECAUSE THAT'S WHERE I WAS GOING TO BUT AT THAT MARCH 4TH MEETING, I ASKED THAT SPECIFICALLY IF WE WERE TO DO A 3% ON MIDPOINT.

WOULD THAT GET EVERYBODY PRETTY CLOSE TO MARKET AVERAGE? AND I THINK YOUR ANSWER WAS YES, EXCEPT FOR THERE WAS A COUPLE OF CATEGORIES ON THE VERY BOTTOM.

ONE WAS 8% BELOW MARKET VALUE AND ONE WAS LIKE 6% OR SOMETHING LIKE THAT.

SO THOSE ARE THE COUPLE OF CATEGORIES THAT YOU SAID THAT YOU'RE GOING TO FURTHER EVALUATE AND COME BACK TO US.

IF THAT IS, CONSIDER SOMETHING LIKE THAT OKAY.

YOU'LL SEE THAT IN APRIL.

YEP OKAY. ALL RIGHT.

ANY OTHER DISCUSSION? OKAY. MOTION.

I MOVE THAT THE BOARD APPROVE TO GIVE ALL STAFF A 3% OF MIDPOINT PAY INCREASE.

SECOND MOTION A SECOND.
