AMEN. MR. FIKE. GOOD EVENING EVERYONE.

[4. RECOGNITIONS]

THANK YOU FOR HAVING OLD UNION OUT TONIGHT.

I DON'T WANT TO BE UP HERE TALKING, SO WHAT BETTER THAN TO BRING THE KIDS UP? SO I'LL BE HERE HELPING THE KIDS ALONGSIDE.

YOU'RE GOING TO GET TO HEAR CHOIR, THE OLD UNION PACIFIC SONG, AND YOU'RE GOING TO SEE SOME FUTURE CEOS PRESENT SOME PROJECTS THAT THEY DID FOR YOU.

SO WITH THAT, LET ME TURN IT OVER TO NICHOLAS.

[INAUDIBLE] I'M A FOURTH GRADE STUDENT AT UNION PLEASE STAND FOR THE PLEDGE TO OUR AMERICAN FLAG.

NOW THE TEXAS PLEDGE.

PLEASE REMAIN STANDING FOR A MOMENT OF SILENCE.

THANK YOU. YOU MAY BE SEATED.

THANK YOU, STUDENTS.

WE ARE SO HAPPY THAT THIS MONTH WE ARE RECOGNIZING OLD UNION ELEMENTARY AND I KNOW THAT PRINCIPAL FIKE HAS A GREAT LINEUP TONIGHT.

SO WE REALLY CAN'T WAIT TO HEAR ABOUT THE HISTORY OF THE SCHOOL AND WHAT YOU GUYS HAVE TO OFFER.

[00:05:02]

SO PLEASE TAKE IT AWAY.

THE ORIGINAL OLD UNION ELEMENTARY SCHOOL WAS FOUNDED IN THE EARLY 20TH CENTURY, WHEN SOUTHLAKE WAS A SMALL RURAL COMMUNITY WITH JUST A HANDFUL OF STUDENTS AND A SINGLE BUILDING. INITIALLY HOUSED IN A SIMPLE STRUCTURE, THE SCHOOL PROVIDED BASIC INSTRUCTIONS TO A SMALL COHORT OF STUDENTS.

ITS NAME, OLD UNION, REFLECTS THE BLENDING OF SEVERAL SMALLER SCHOOL DISTRICTS INTO ONE UNIFIED ENTITY.

OLD UNION ELEMENTARY SCHOOL STANDS AS A BEACON OF EDUCATIONAL EXCELLENCE, EXCELLENCE, AND COMMUNITY SPIRIT IN SOUTHLAKE FROM ITS MODEST BEGINNINGS TO ITS CURRENT STATURE AS A CORNERSTONE OF THE COMMUNITY, THE SCHOOL HAS REMAINED STEADFAST IN THE COMMITMENT TO NURTURING YOUNG MINDS AND SHAPING FUTURE GENERATIONS.

OLD UNION ELEMENTARY SCHOOL STANDS AS A TESTAMENT TO THE RICH EDUCATIONAL LEGACY OF SOUTHLAKE.

THE OLD UNION CAMPUS AS WE KNOW IT TODAY, OPENED ITS DOORS IN THE FALL OF 2002.

OLD UNION ELEMENTARY SCHOOL HAS LONG BEEN RECOGNIZED FOR ITS COMMITMENT TO EDUCATIONAL EXCELLENCE.

TEACHERS, ADMINISTRATORS, AND STAFF MEMBERS HAVE WORKED TIRELESSLY TO CREATE A SUPPORTIVE LEARNING ENVIRONMENT WHERE STUDENTS CAN THRIVE ACADEMICALLY, SOCIALLY, AND EMOTIONALLY WITH A FOCUS ON ACADEMIC EXCELLENCE, CHARACTER DEVELOPMENT, AND COMMUNITY ENGAGEMENT.

THE SCHOOL REMAINS COMMITTED TO PROVIDING A HIGH QUALITY EDUCATION FOR GENERATIONS TO COME.

ALUMNI FONDLY RECALLED THEIR EXPERIENCES AT THE SCHOOL, AND PARENTS CONTINUE TO ENTRUST THEIR CHILDREN TO ITS CARE.

AS OLD UNION ELEMENTARY SCHOOL LOOKS TO THE FUTURE, ITS LEGACY REMAINS DEEPLY INTERTWINED WITH THE FABRIC OF SOUTHLAKE.

THE SCHOOL'S COMMITMENT TO EXCELLENCE, INNOVATION AND COMMUNITY ENGAGEMENT ENSURES THAT IT WILL CONTINUE TO POSITIVELY IMPACT THE LIVES OF STUDENTS FOR GENERATIONS TO COME. GOOD EVENING.

MY NAME IS SAM WHITE AND I'M ONE OF THE FOURTH GRADE CHOIR MEMBERS AT OLD UNION.

TONIGHT WE WILL BE SINGING I WAS HERE AND OUR SCHOOL SONG.

WE'LL SEE YOU LATER.

THIS WEEK, TO CELEBRATE YOU.

CERTAINLY IS.

I THINK WE ALL KNOW THAT YOU CAN'T HAVE A SCHOOL DISTRICT WITHOUT TEACHERS AND YOU CERTAINLY CAN'T HAVE THE NUMBER ONE SCHOOL DISTRICT IN THE STATE OF TEXAS WITHOUT GREAT TEACHERS AND SO WE'RE VERY APPRECIATIVE OF ALL OF OUR TEACHERS.

CONGRATULATIONS TO YOU ALL.

ALL RIGHT, NEXT UP IS OUR INSPIRE MONTHLY INSPIRE EXCELLENCE AWARDS AND I'M NOT SURE WHO'S UP.

OH, MR. HOLLIDAY, YOU'RE UP FIRST.

THANK YOU. THANK YOU, GOOD EVENING, MR. BRIAN DR. LEDBETTER, BOARD OF TRUSTEES AND DISTRICT LEADERSHIP TEAM.

IT'S MY HONOR AND PRIVILEGE TONIGHT TO INTRODUCE THIS MONTH'S ELEMENTARY INSPIRE EXCELLENCE AWARD WINNER, JOHNSON ELEMENTARY'S OWN FOURTH GRADE TEACHER, NICOLE ANDERSON.

YOU PROBABLY HEARD ME SAY THIS BEFORE.

BUT. OOPS I'M SORRY, I SKIPPED AHEAD.

AS YOU KNOW, THIS AWARD RECOGNIZES TEACHERS WHO GO ABOVE AND BEYOND TO INSPIRE THE NEXT GENERATION OF STUDENTS IN THEIR CLASSROOMS AND NICOLE NOT ONLY INSPIRES EXCELLENCE IN HER STUDENTS, BUT SHE ALSO INSPIRES EXCELLENCE IN EVERYONE THAT WORKS WITH AND AROUND HER.

AS YOU PROBABLY HEARD ME SAY BEFORE, I TRULY BELIEVE THAT THE WAY TO A STUDENT'S MIND IS TO START WITH THEIR HEART AND THAT'S THE APPROACH THAT MRS. ANDERSON TAKES WITH HER STUDENTS.

SHE WORKS HARD EVERY DAY TO BUILD STRONG RELATIONSHIPS, INTENTIONAL RELATIONSHIPS, AND GENUINE RELATIONSHIPS WITH EACH OF HER STUDENTS.

NOT JUST THEM, THOUGH, BUT ALSO HER FAMILIES.

YOU CAN HEAR THAT IN SOME OF THE WORDS OF THE THE PEOPLE THAT A COUPLE OF THE PARENTS THAT NOMINATED HER FOR THIS AWARD.

MISS ANDERSON'S KIND AND WELCOMING ATTITUDE, PROACTIVE COMMUNICATION AND CALM SPIRIT MAKE A CLASSROOM MY SON LOOKS FORWARD TO GOING TO EVERY DAY.

I'M NOT NOMINATING MRS. ANDERSON BECAUSE SHE GOES ABOVE AND BEYOND IN INVESTING IN OUR CHILDREN, BOTH IN AND OUT OF THE CLASSROOM AND ANOTHER PARENT WROTE, MRS. ANDERSON OBVIOUSLY GIVES OUR STUDENTS HER ALL IN THE CLASSROOM, AND IT'S EVIDENT BY THEIR ENGAGEMENT AND DESIRE TO DO WELL THAT THEY LOVE AND RESPECT HER.

MRS. ANDERSON IS A GREAT COMMUNICATOR WITH PARENTS AND STRIVES TO MAKE OUR KIDS EDUCATION, A TRUE PARTNERSHIP.

SHE SPENDS HOURS EACH MONTH ATTENDING HER STUDENTS VARIOUS ACTIVITIES, FROM SPORTING EVENTS TO MUSICAL.

SHE GIVES UP HER OWN FREE TIME AND TIME AWAY FROM HER FAMILY TO FORM A CONNECTION OUTSIDE OF THE CLASSROOM AND SHOW THE KIDS SHE TRULY CARES ABOUT THEM AND THEIR PASSIONS.

I ASKED SOME PARENTS, STUDENTS, AND STAFF TO SHARE WITH ME WHAT MAKES MRS. ANDERSON SO EXCEPTIONAL AND IT ALL CAME BACK TO THE SAME THEME OVER AND OVER THAT SHE LOVES HER KIDS, AND I LOVED HEARING THAT.

SO IT'S AN ABSOLUTE HONOR TO SERVE IN THIS COMMUNITY ALONGSIDE EXCEPTIONAL TEACHERS LIKE MRS. ANDERSON AND I WANT TO THANK HER FOR BEING AN AMAZING TEACHER AND A ROLE MODEL FOR OUR STUDENTS.

SO THANK YOU. CONGRATULATIONS.

[INAUDIBLE] MR. ANDERSON. IF Y'ALL COULD JUST STAY PUT AND WE'LL TAKE PICTURES AFTER WE'RE RECOGNIZED.

OKAY? SO WE'LL DO NOW THE SECONDARY WITH.

YEAH. MR. WILSON.

ALRIGHT. HAPPY ALMOST INTO A MONDAY.

NEARLY FINISHED WITH HIS 20TH YEAR IN EDUCATION, 19 OF WHICH RIGHT HERE IN CARROLL ISD.

COREY ALDRIDGE HAS BEEN HELPING SHAPE YOUNG PEOPLE.

AS COMMANDER OF THE COURT AND COACH OF OUR DRAGON TENNIS PROGRAM ALL THIS TIME.

FOR 18 OF HIS 19 YEARS ON THE JOB, COACH ALDRIDGE HAS LED OUR TENNIS TEAM TO THE DISTRICT TITLE 11 OF THOSE YEARS, HIS AREA CHAMPS, TWO OF THOSE YEARS AS REGIONAL CHAMPS AND TWO OF THOSE YEARS FINISHING AS SEMIFINALIST AT THE STATE TENNIS TOURNAMENT.

BUT THE CHAMPIONS, COACH ALDRIDGE, REALLY WANTS TO CREATE OUR OFF THE COURT AS MUCH AS ON WHEN A STUDENT ATHLETE WAS ASKED WHAT SHE THOUGHT OF HER TENNIS COACH, SHE REPLIED I DON'T KNOW.

HE'S JUST AWESOME.

I FEEL LIKE HE WANTS US TO BE GOOD TENNIS PLAYERS, BUT ALSO GREAT HUMAN BEINGS.

HE'S DEFINITELY ONE OF MY FAVORITE TEACHERS.

FROM A NOMINATION FORM SENT IN BY A PARENT.

THIS WAS SAID COACH ALDRIDGE ALWAYS EXPECTS HIS STUDENTS TO COMPETE AT THE HIGHEST LEVEL WITH THE HIGHEST MORAL VALUES.

[00:35:05]

HE VERBALIZES TO STUDENTS TO TREAT EACH OTHER AND THEIR COMPETITORS WITH RESPECT AND INTEGRITY.

WE'VE HEARD HIM SAY, REMEMBER WHO YOU ARE AND WHOSE YOU ARE.

HE IS TEACHING THEM TO BE GOOD HUMANS AND STRONG COMPETITORS.

WE LOVE THAT HE'S SHOWING HOW THESE VALUES CAN ALL ALIGN.

REPRESENTING CARROLL HIGH SCHOOL, CARROLL SENIOR HIGH SCHOOL, AND DRAGON TENNIS AND EDUCATOR WHO INSPIRES EXCELLENCE COACH COREY ALDRIDGE.

CONGRATULATIONS, COACH AND HE'S WEARING THE CORRECT SHOES.

GOOD JOB. ALL RIGHT.

ALL RIGHT, NEXT UP, DOCTOR SMOLSKIS.

YES AND WE'RE GOING TO HAVE MISS JANET BLACKWELL COME UP AND INTRODUCE OUR INSPIRE.

EXCELLENT. EMPLOYEE OF THE MONTH.

EXCELLENT. THANK YOU FOR ALLOWING THIS OPPORTUNITY.

SO APRIL'S INSPIRE EXCELLENT EMPLOYEE OF THE MONTH IS DEBORAH PRITCHARD AND SHE IS FROM ROCKENBAUGH ELEMENTARY.

MISS PRITCHARD HAS PROVEN TO BE AN ESSENTIAL MEMBER OF THE RES TEAM.

HER CONSISTENT DISPLAY OF COMPASSION AND CARE TOWARDS BOTH COLLEAGUES AND STUDENTS IS TRULY COMMENDABLE.

DEBORAH IS KNOWN FOR HER FLEXIBILITY AND WILLINGNESS TO ASSIST WHENEVER NEEDED.

SHE GOES ABOVE AND BEYOND HER JOB OF RESPONSIBILITIES.

FOR EXAMPLE, YOU CAN ALWAYS COUNT ON HER IN THE RAIN, THE LIGHTNING, THE WINTER MIX, OR THE UPCOMING TEXAS HEAT TO GO OUTSIDE AND CALL OUT STUDENT NAMES ON THE WALKIE TALKIE FOR CAR DISMISSAL.

FOR THAT, I AM TRULY GRATEFUL.

SHE PROVIDES VALUABLE SUPPORT TO THE SPECIAL EDUCATION STUDENTS AND STAFF, THE NOMINATOR STATED.

MISS PRITCHARD ALWAYS HAS A SMILE ON HER FACE.

SHE LOVES ON ALL THE KIDS AT ROCKENBAUGH.

SHE HELPS EVERY SINGLE MORNING AS KIDS ARRIVE, MAKING SURE THEY ARE GREETED WITH A WARM SMILE AND EVERY AFTERNOON SHE IS PART OF THE CAR RELEASE.

SHE MAKES THE PROCESS GO SO SMOOTHLY AND EFFECTIVELY.

OUR WHOLE FAMILY LOVES MISS PRITCHARD AND SHE IS THANKFUL AND WE ARE THANKFUL THAT SHE IS PART OF RAYS.

MISS PRITCHARD IS ALWAYS WARM AND LOVING, AS SHE ASSURES ALL CHILDREN FEEL COMFORTABLE AND EXCITED TO BE PART OF RAYS AND FOR THAT, WE ARE SO GRATEFUL AND HONORED TO HAVE DEBORAH PRITCHARD AT ROCKENBAUGH ELEMENTARY.

CONGRATULATIONS! CONGRATS. I KNOW WE HAVE SUBSTITUTE OF THE MONTH.

DOCTOR [INAUDIBLE].

DR. DAVIS? I AM GOING TO CALL UP MR. FIKE. AGAIN, MR. FIKE. OKAY. YES. HERE WE GO.

OKAY. IT'S HARD TO COME UP WITH ONE SUB OF THE MONTH, BUT TALKED WITH THE STAFF.

WE WORK THROUGH THIS, AND WE WENT WITH MISS PENNY FOSTER.

SHE HAS BEEN ON OUR CAMPUS 50 DAYS THIS YEAR, SO I THINK WE RELIED ON HER PRETTY HEAVILY.

SO AS A FORMER SPECIAL EDUCATION AIDE ON OUR CAMPUS, THE CAMPUS KNOWS HER WELL.

THE STAFF AND FAMILIES KNOW HER.

I ASKED AROUND AND ASKED SOME STAFF, GIVE US SOME DESCRIPTIONS OF WHAT MISS FOSTER IS, AND HERE'S WHAT SOME PEOPLE SAID.

ONE SAID SHE'S RELIABLE.

SHE CONSISTENTLY SHOWS UP ON TIME AND FULFILLS HER DUTIES WITH DILIGENCE.

SHE IS DEPENDABLE AND CAN BE RELIED UPON TO STEP IN WHEREVER NEEDED.

ANOTHER INDIVIDUAL SAID SHE'S ADAPTABLE.

SHE CAN SEAMLESSLY INTEGRATE INTO VARIOUS CLASSROOM ENVIRONMENTS, ADAPTING TO DIFFERENT TEACHING STYLES, GRADE LEVELS AND SUBJECTS.

ANOTHER SAID THAT SHE'S SUPPORTIVE.

SHE SHOWS EMPATHY AND UNDERSTANDING TOWARDS STUDENTS INDIVIDUAL NEEDS AND CIRCUMSTANCES.

MISS PENNY FOSTER PROVIDES ENCOURAGEMENT AND SUPPORT TO HELP STUDENTS OVERCOME OBSTACLES AND ACHIEVE THEIR POTENTIAL.

I'M THRILLED TO RECOGNIZE PENNY FOSTER AS THE SUB OF THE MONTH, ALTHOUGH SHE IS NOT HERE, BUT SHE IS WATCHING ONLINE.

YES.

[INAUDIBLE]

[00:42:46]

.

ALL RIGHT, MOVING ON.

OUR NEXT AGENDA ITEM IS ITEM NUMBER 5.

[5. PUBLIC COMMENTS]

PUBLIC COMMENTS. THERE ARE THREE SPEAKERS SIGNED UP TO SPEAK TONIGHT, SO WE'LL GIVE EACH SPEAKER THREE MINUTES.

MISS SHELTON, WILL YOU PLEASE CALL OUR FIRST SPEAKER? YES. OUR FIRST SPEAKER IS ALICIA ROCHA.

GOOD EVENING. MY NAME IS ALICIA ROCHA AND I HAVE THREE DRAGONS.

LAST MONTH THERE WAS A DISCUSSION HERE AT THE MEETING AROUND THE CURRENT LIBRARY ACQUISITION PROCESS, AND IT BECAME CLEAR FROM YOUR DISCUSSION THAT YOU, THE BOARD, DO NOT HAVE A CLEAR UNDERSTANDING OF THIS PROCESS AS IT CURRENTLY STANDS.

AFTER THAT MEETING, I EMAILED SEVERAL OF YOU A COPY OF THIS DOCUMENT AND SOME OTHER INFORMATION.

THANK YOU TRUSTEES, LANNEN AND PRESIDENT BRYAN FOR REPLYING AND ACKNOWLEDGING THAT THIS PROCEDURES DOCUMENT NEEDS SOME REVISION.

THIS DOCUMENT IS THE REASON THAT ZERO NEW BOOK ACQUISITIONS FOR GRADES 5 TO 12 HAVE BEEN SUBMITTED TO THIS BOARD SINCE THE POLICY CHANGED IN 2022.

THIS DOCUMENT CLEARLY STATES IN BOLD AND ITALICS THAT EACH BOOK FOR REQUEST MUST BE READ IN ITS ENTIRETY BY THE LIBRARIAN AND BY THE CAMPUS PRINCIPAL, AND THEN SIGNED OFF.

BUT IT ALSO ADDRESSES WHAT HAPPENS TO THESE BOOKS AFTER ALL, THE CAMPUS LEVEL APPROVALS HAVE OCCURRED.

SO IF A LIBRARIAN HAS THE TIME TO READ EVERY BOOK IN ITS ENTIRETY, SIGN OFF, SEND IT TO THE PRINCIPAL TO READ IN ITS ENTIRETY, AND SIGN OFF.

THE LIST THEN GOES TO THE DISTRICT LEAD LIBRARIAN FOR A MINIMUM OF 3 WEEKS FOR APPROVAL, THEN ON TO THE SENIOR EXECUTIVE DIRECTOR OF CURRICULUM INSTRUCTION FOR AN ADDITIONAL MINIMUM THREE WEEKS APPROVAL.

THEN ON TO THE SUPERINTENDENT FOR ANOTHER MINIMUM 3 WEEK APPROVAL BEFORE IT COMES TO YOU UNDER THE EFAB LOCAL POLICY AND YOU HAVE THAT 30 DAYS

[00:45:04]

TO ADDITIONALLY REVIEW.

CLEARLY, THIS DOCUMENT WAS WRITTEN TO MAKE IT NEARLY IMPOSSIBLE TO ORDER NEW LIBRARY BOOKS.

WE DO, OF COURSE, ALL WANT OUR LIBRARY MATERIALS TO BE AGE APPROPRIATE.

BUT LET'S BE HONEST, CARROLL ISD HAS NEVER HAD A BIG PROBLEM WITH INAPPROPRIATE LIBRARY BOOKS, AND WE HAVE ALWAYS HAD A TRANSPARENT PROCESS IN PLACE FOR PARENTS TO REQUEST A REVIEW OR REMOVAL OF A BOOK.

THIS POLICY WAS CHANGED FOR PARTIZAN POLITICAL REASONS, AND WAS CLEARLY A MASSIVE OVERREACTION THAT HAS HAD A NEGATIVE EFFECT ON OUR LIBRARIES.

THROUGH OPEN RECORDS REQUEST, I OBTAINED THE NUMBER OF BOOKS ACQUIRED FOR THE TWO YEARS PRIOR AND TWO YEARS POST THIS POLICY CHANGE.

I WILL EMAIL THE DETAILS TO YOU LATER, BUT A COUPLE OF HIGHLIGHTS.

IN 2020 TO 2021, CARROLL HIGH SCHOOL HAD 1192 BOOKS AND EBOOKS ORDERED LAST YEAR.

THEY ORDERED 75 THIS YEAR 45.

IT'S WORSE AT THE CARROLL SENIOR HIGH SCHOOL, WHERE 1508 BOOKS AND EBOOKS WERE ORDERED IN 2020 TO 2021.

SINCE THE POLICY CHANGE, THERE HAVE BEEN ZERO BOOKS ACQUIRED.

THAT'S RIGHT, NOT ONE.

THE MIDDLE AND INTERMEDIATE SCHOOLS SHOW SIMILAR DECLINES.

THE SMALL BOOKS THAT HAVE BEEN ORDERED FOR OUR 5 TO 12 CAMPUSES ARE NOT GOING THROUGH THIS PROCESS.

THEY ARE COMING OFF OF LOWER READING LEVELS.

SO IF YOU LOOK AT THOSE LISTS, IT'S FULL OF THINGS LIKE DIARY OF A WIMPY KID AND, YOU KNOW, BOOKS THAT MY SEVENTH GRADER ENJOYED WHEN HE WAS IN SECOND GRADE.

SO BASICALLY, I WOULD REALLY URGE YOU TO BE CLEAR AND TRANSPARENT ABOUT THE PROCESS TO REVISE THIS POLICY.

INCLUDE OUR LIBRARIANS.

THEY ARE EXPERTS, THEY LOVE BOOKS.

THEY LOVE OUR CHILDREN AND I WOULD JUST REALLY URGE YOU TO LET THEM DO THEIR JOB HERE.

THANK YOU. THANK YOU, MISS ROCHAN.

SINCE THIS IS ON THE AGENDA, I CAN RESPOND AND SAY THAT YOU KNOW, WE APPRECIATE YOU GETTING INVOLVED AND POINTING THIS OUT TO US AND MANY OTHER PEOPLE HAVE AS WELL AND, DOCTOR SMOLKIS, DO YOU HAVE A STATUS FOR US ON WHAT WE'RE DOING IN TERMS OF TRYING TO GET THAT REMEDIED AND CHANGED? YES. BELIEVE IT WAS IN APRIL.

WE BROUGHT IT FORWARD TO THE BOARD THAT WE DID CHANGE THE LANGUAGE TO INCLUDE THAT.

I'M JUST READING IT RIGHT NOW AS WE SPEAK, THAT WE REMOVED THE REQUIREMENT FOR PRINCIPALS TO READ THE BOOK THOROUGHLY THROUGH ITS ENTIRETY.

MAY I ASK IF THIS DOCUMENT IS INTERNAL OR JUST PLACED? I'M NOT PROBABLY NOT ALLOWED TO ASK QUESTIONS.

I'M SORRY. I CAN TALK LATER.

YEAH, IT'S NOT DELIBERATE, BUT DOCTOR SMOLSKIS, IF YOU WANT TO ANSWER.

ACTUALLY, I'M GOING TO TURN TO MISS PETTY.

MISS PETTY IS THIS, IS THE BOOK ACQUISITION REGULATIONS, PROCEDURES, FREQUENTLY ASKED QUESTIONS.

IS THAT ON OUR WEBSITE? IT WAS. OKAY TOMORROW.

OKAY. IF NOT, WE NEED TO PUT IT ON OUR WEBSITE.

THANK YOU, MISS [INAUDIBLE] NO, I KNOW.

THANK YOU. YEAH. THANK YOU.

OKAY. MS. YELTON. OUR NEXT SPEAKER IS LAURA DURAND.

GOOD EVENING, TRUSTEES.

I'M HERE TO TALK ABOUT GETTING NEW LIBRARY BOOKS FOR OUR FIFTH THROUGH 12TH GRADE CAMPUSES AND THE NECESSITY OF TRUSTING SCHOOL LIBRARIANS.

BUT LET'S START WITH SOME MATH.

AN OFFICIAL RECORDS REQUEST SHOWS A DRASTIC DECLINE IN BOOKS ADDED TO OUR LIBRARIES.

THIS DATA SET IS FROM THE 2020-21 SCHOOL YEAR THROUGH THE PRESENT AND I WANTED TO SHOW YOU THE STEEP DECLINE.

EUBANKS ACQUISITIONS WENT DOWN 82%, SO THAT'S 685 FEWER BOOKS ORDERED.

DURHAM HAD AN ASTOUNDING 97% DROP AND 749 FEWER BOOKS.

DMS IS DOWN 72% AND 338 BOOKS.

CARROLL MIDDLE SCHOOL SAW A 68% DROP AND A DIFFERENCE OF 203.

BOOKS. CARROLL HIGH SCHOOL HAS HAD A 96% REDUCTION AND 1147 FEWER BOOKS.

BUT THE WORST PART IS I CANNOT CALCULATE A PERCENTAGE LOSS FOR OUR SENIOR HIGH SCHOOL BECAUSE YOU CANNOT DIVIDE BY ZERO.

AS ALICIA POINTED OUT, ZERO BOOKS HAVE BEEN ORDERED SINCE THE 2022-23 SCHOOL YEAR.

SO WHEN YOU COMBINE THESE DIFFERENCES BETWEEN ALL THE SCHOOLS, OUR FIFTH THROUGH 12TH GRADE STUDENTS RECEIVED 4630 FEWER BOOKS THAN FOUR YEARS AGO. THIS IS LARGELY DUE TO THE NEW EFA, EFB ACQUISITIONS REGULATIONS AND PROCEDURES.

TO MY KNOWLEDGE, NO LIBRARIANS WERE INCLUDED IN THIS COMMITTEE TO MAKE DECISIONS.

THIS WAS LIKE FORMING A GROUP ON HOW TO FLY A PLANE AND NOT INCLUDING A PILOT.

Y'ALL ARE BENCHING YOUR STAR PLAYER.

HERE'S THE CURRENT PROCESS.

TO REITERATE. FIRST, THE SCHOOL LIBRARIAN MUST READ THE BOOK AND PROVIDE TWO REVIEWS.

THEN IT HAS TO GO TO THE PRINCIPAL, WHICH I'LL ADMIT THAT SINCE Y'ALL CHANGED IT, IT GOES TO THE DIRECT LEAD LIBRARIAN MEDIA SPECIALIST? AFTER THAT, IT TAKES THE DISTRICT.

MUST SUBMIT IT TO MISS PETTY.

THEN IT HAS TO GO TO DOCTOR LEDBETTER.

THEN ONCE HE APPROVES IT, IT HAS TO GO TO Y'ALL AND THEN YOU PUT IT ON A REGULAR BOARD AGENDA, AND THEN IT TAKES 30 MORE DAYS OF REVIEW PERIOD BEFORE CONSIDERING

[00:50:07]

ACTION. THIS IS AN INSANE AMOUNT OF HOOPS TO JUMP THROUGH TO GET NEW BOOKS FOR A SCHOOL.

THIS IS NOT AN ODD REQUEST THAT WE NEED NEW BOOKS.

SO MY OTHER QUESTION TO YOU WHEN Y'ALL ARE ADDRESSING THIS IS ACCORDING TO THE CURRENT DOCUMENT, THE REQUESTER MUST OBTAIN A COPY INDEPENDENTLY.

IT BASICALLY SAYS THEY'RE RESPONSIBLE FOR GETTING IT.

SO DOES THIS MEAN THAT YOU EXPECT OUR LIBRARIANS TO PAY FOR THESE BOOKS OUT OF THEIR POCKETS? LIBRARIANS, THEY HAVE THEY HAVE TO HAVE TWO YEARS EXPERIENCE MINIMUM AS A CLASSROOM TEACHER.

THEY HAVE A MASTER'S DEGREE.

THEY'VE HAD TO TAKE THE STATE APPROVED PROGRAM AND SCHOOL LIBRARIANSHIP.

THEY'VE HAD TO PASS A LIBRARIAN CERTIFICATION BY THE STATE OF TEXAS.

SO I HOPE THAT WHEN YOU REVISE THESE POLICIES, YOU DEFINITELY PUT A LIBRARIAN ON THE BOARD AND JUST I ASK THAT YOU PUT A LITTLE BIT MORE TRUST BACK INTO THEM.

IT'S BEEN A ROUGH FEW YEARS FOR THEM AND WE WANT THEM TO STICK AROUND BECAUSE THEY'RE SUPERHEROES.

THANK YOU SO MUCH.

THANK YOU, MISS TRENT. THE FINAL SPEAKER FOR THIS EVENING IS TIM SCHULTZ.

GOOD EVENING. MY NAME IS TIM SCHULTZ.

I'M A RESIDENT OF SOUTHLAKE.

FIRST OF ALL, I WANT TO THANK DOCTOR LEDBETTER.

AMAZING FRIDAY'S ANNOUNCEMENT.

WE WILL CERTAINLY MISS YOU AS I SEE YOU OFTEN.

YOUR ENTHUSIASM AND DEDICATION TO EVERYTHING THAT NEEDS TO BE DONE HERE WILL BE SHOWN FROM HERE UNTIL NEXT DECEMBER.

MAYBE I GOT TO BE THE FIRST ONE TO DO PUBLIC COMMENTS ON THAT, BUT THANK YOU.

NEXT. I ALSO THANK YOU, THE BOARD, THE ADMINISTRATION FOR HAVING THE TARRANT COUNTY SHERIFF HERE LAST THURSDAY TALKING ABOUT DRUGS AND TRAFFICKING.

HOWEVER, I WAS VERY DISAPPOINTED IN THE ATTENDANCE.

NOT BY YOU, BUT BY OUR COMMUNITY.

MY DAUGHTER WAS THE ONLY STUDENT THAT WAS THERE AND I DON'T KNOW THE COUNT, BUT I SUSPECT THERE WERE NO MORE THAN TEN PARENTS, MAYBE FEWER.

WITH EXCELLENT INFORMATION THAT NEEDS TO BE PROVIDED.

SO I BLAME OUR COMMUNITY.

I'M CONCERNED ABOUT OUR COMMUNITY, BUT KEEP DOING THE WORK.

WE HAVE TO GET THIS MESSAGE OUT.

WE MAY THINK WE'RE ALL SMART AND WE KNOW IT ALL.

I DON'T BELIEVE WE KNOW WHAT ALL OUR CHILDREN ARE DOING ALL THE TIME AND IF THEY DON'T UNDERSTAND IT AND BY THE WAY, MY DAUGHTER SAID, EVERYBODY UNDERSTANDS, ITS AT SCHOOL.

THEN WE SHOULD HAVE NO PROBLEM.

BUT I THINK WE DO.

SO I WANT US TO ENCOURAGE AND CONTINUE TO ENCOURAGE THIS EDUCATION ACROSS THE BOARD AS SOON WE DO NOT WANT TO HAVE WHAT HAPPENED IN CARROLLTON AND FARMERS BRANCH A YEAR AGO WHERE THREE PEOPLE DIED, THREE STUDENTS DIED, SIX WERE OVERDOSED.

SO I WANT TO ENCOURAGE THAT.

WE KEEP LOOKING AT NEW WAYS, BETTER WAYS TO GET THIS MESSAGE OUT.

MAYBE WE NEED TO INFORM OUR PARENTS WHAT THE PROBLEMS ARE AND HOW MANY PROBLEMS WE HAVE.

THAT'S A DIFFICULT ONE.

HOW MANY TIMES DO WE CONFISCATE SOMETHING? HOW MANY TIMES DO WE HAVE VAPING ISSUES? WHICH IS PART OF THAT? AND NOW THINK OF A NEW ADDICTION.

OUR CELL PHONES.

IT'S MEDICALLY PROVEN NOW THAT CELL PHONES ARE CHANGING THE WAY OUR CHILDREN ARE LEARNING AND DOING THINGS.

SO I'D LIKE TO ADD THAT AS SOMETHING AS A SCHOOL, I KNOW THEY'RE ONLY IN SCHOOL FOR SIX HOURS A DAY, SEVEN HOURS A DAY.

THEY'RE AT HOME AND THEN THEY'RE OUT.

BUT THAT'S ONE QUARTER OF THE TIME WHERE WE MAY HAVE AN ABILITY TO HELP THEM UNDERSTAND THE DIFFERENCE OF BEING INTERRUPTED EVERY TEN MINUTES OR LESS DURING A SCHOOL DAY AND I KNOW WE HAVE RULES.

WE HAVE TO MAKE SURE WE ENFORCE THEM.

THANK YOU AGAIN AND THANK YOU AGAIN, DOCTOR LEDBETTER.

THANK YOU, MR. SCHUETZ AND I THINK EVERYBODY ON THIS BOARD AGREES THE IMPORTANCE OF GETTING THAT MESSAGE OUT WOULD BE HAPPY TO DISCUSS WITH YOU AT ANY TIME.

IF YOU HAVE ANY IDEAS ON HOW TO BETTER MARKET THAT, I AM AS WELL AS MANY TRUSTEES ON THIS BOARD ARE.

IF WE ONLY HAVE TEN PARENTS AT A MEETING LIKE THAT, IT'S SOMETHING THAT WE NEED TO DO.

SO THANK YOU FOR YOUR COMMENTS.

IS THAT IT, MISS SHELTON? OKAY, WE'LL MOVE ON TO ITEM NUMBER 6 ON THE AGENDA CONSIDERATION AND POSSIBLE ACTION ON ANY MATTERS ADDRESSED IN EXECUTIVE SESSION 6.1.

[6. CONSIDERATION AND POSSIBLE ACTION ON ANY MATTERS ADDRESSED IN EXECUTIVE SESSION]

CONSIDER AND TAKE POSSIBLE ACTION ON APPROVAL OF PROFESSIONAL CONTRACTS.

YES. PRESIDENT BRYAN.

I MOVE TO APPROVE PROFESSIONAL CONTRACTS AS PRESENTED IN EXECUTIVE SESSION.

I'LL SECOND. OKAY.

WE HAVE A MOTION AND A SECOND.

ANY FURTHER DISCUSSION? OKAY. ALL IN FAVOR? MOTION CARRIES 7 TO 0.

THANK YOU, TRUSTEE YEAGER.

NEXT ITEM ON THE AGENDA IS 6.2.

CONSIDER AND TAKE POSSIBLE ACTION ON SUPERINTENDENT'S VOLUNTARY RETIREMENT AGREEMENT.

[00:55:05]

PRESIDENT BRYAN I MOVE TO APPROVE THE VOLUNTARY RETIREMENT AGREEMENT AS PRESENTED IN EXECUTIVE SESSION.

I'LL SECOND. WE HAVE A MOTION AND A SECOND.

ANY FURTHER DISCUSSION? ALL IN FAVOR? MOTION CARRIES 7 TO 0.

THANK YOU, TRUSTEE YEAGER.

NEXT ITEM IS 6.3.

CONSIDER AND TAKE POSSIBLE ACTION REGARDING REQUESTED SALES CONTRACT EXTENSION ON REAL PROPERTY DISCUSSED IN EXECUTIVE SESSION.

PRESIDENT BRYAN, I MOVE TO APPROVE THE REQUESTED CONTRACT EXTENSION ON THE PROPERTIES DISCUSSED IN EXECUTIVE SESSION AND AUTHORIZED THE BOARD PRESIDENT TO EXECUTE THE NECESSARY DOCUMENTS. SECOND, WE HAVE A MOTION, AND SECOND, ANY FURTHER DISCUSSION.

ALL IN FAVOR? MOTION CARRIES 7 TO 0.

THANK YOU, TRUSTEE YEAGER, ITEM 6.4.

WE HAVE NO OTHER ACTIONS TO CONSIDER FROM CAN FROM EXECUTIVE SESSION.

SO WE WILL MOVE ON TO ITEM NUMBER SEVEN, WHICH IS THE PRESIDENT'S REPORT.

[7. PRESIDENT'S REPORT]

I KNOW THAT WE HAVE A COUPLE OF COMMITTEE REPORTS FROM TRUSTEE STACY, BUT WE ALSO HAVE SOME DEPARTMENT STAFF THAT WILL BE TALKING ABOUT STRATEGIC ACTION TEAM PLAN UPDATE.

SO WE'LL DEFER TO THEM FOR THEIR REPORT.

SO TRUSTEE STACY DO YOU WANT TO TAKE IT FROM HERE.

YES. SO WE HAD A DISTRICT ADVISORY COMMITTEE MEETING WITH MISS PETTY'S LEADERSHIP ON 4.4 AND WE REALLY JUST TOOK A DEEP DIVE FOR THAT HOUR AND A HALF INTO PROFESSIONAL DEVELOPMENT AND WHAT THAT LOOKED LIKE FOR THE YEAR AND THROUGH IN THE SUMMER WITH FLEX HOURS, THERE WERE A COUPLE THINGS THAT I THOUGHT WERE VERY INTERESTING AND I LOVE THAT THERE ARE SOME PRINCIPLES THAT ARE ACTUALLY TAKING SOME INITIATIVE IN THIS RIGHT HERE, BUT OUT OF THEIR 18 HOURS OF FLEX HOURS. 6 HOURS HAS TO PERTAIN TO GT, BUT ZERO HOURS HAVE TO PERTAIN TO SPECIAL EDUCATION.

SO THERE ARE SOME PRINCIPLES THAT ARE ACTUALLY USING THE GT CURRICULUM FOR THOSE FLEX HOURS AND SCAFFOLDING TO BE USED FOR SPECIAL PROGRAMS AND SO THEY'RE LOOKING AT MORE INTO THAT STUFF.

THEY ALSO ARE THERE WAS KIND OF A CONSENSUS THAT BEHAVIOR AND DYSLEXIA NEEDS YEAR ROUND TRAINING SO THAT THEY CAN DO IT IN THE SPRING AND SUMMER, BECAUSE SOMETIMES THEY DON'T KNOW IF THEY'RE GOING TO HAVE CHILDREN IN THEIR CLASS, THAT HAVE DYSLEXIA.

AND SO THEY WANT MORE TRAINING YEAR ROUND FOR THAT.

IN AUGUST, STARTING FOR THE NEW SCHOOL YEAR, THEY'LL BE FOCUSING ON NEW RESOURCES, DISTRICT INITIATIVES AND ENGAGING QUESTIONS AND THEY WERE ALSO KIND OF GIVING FEEDBACK ON TRAINING THAT COMES IN THE IN FORM OF MATH FROM SEVEN THROUGH 12, FROM REGION 11, MOST OF THAT TRAINING.

THE STATE, MOST OF THE STATE SCHOOLS ARE BELOW MASTERY LEVEL.

SO THEY DON'T THINK A LOT OF REGION 11 TRAINING IN MATH FROM 7 TO 12 REALLY PERTAINS TO HELPING OUR KIDS.

SO THAT WAS SOMETHING THAT WAS SUPER INTERESTING AND THEN THEY'RE LOOKING AT BEFORE I ALIGNED A IS GETTING WITH OR IL'S SURVEYS AND PRINCIPALS TO SEE WHAT'S NEEDED DURING [INAUDIBLE], USING THE LAST HOUR TO USE TO TALK WITH THEIR LEADS ON WHAT THEIR PD CONCERNS ARE WITH THEIR GREATEST NEEDS ARE TO TRAIN ON THAT.

THEY LOVE WORKING WITH OTHER CAMPUSES, AND THEN THEY WANT TO REALLY START FOCUSING ON VERTICAL ALIGNMENT AND THOSE TRAININGS GOING FROM HIGH SCHOOL ALL THE WAY DOWN.

GREAT. IT WAS A GREAT MEETING.

THAT IS GREAT. THANK YOU, TRUSTEE STACY AND THEN WE HAD A SPECIAL PROGRAMS ACTION TEAM MEETING ON 4/17 AND SO MISS ROSS DID A DEEP DIVE ONTO THE EXPLAINING THE DIGITAL ONLINE PLATFORM.

THAT WAS SOMETHING THAT WAS TALKED ABOUT IN YEAR ONE THAT THEY WERE THINKING ABOUT AND THIS YEAR THEY'VE CREATED IT FOR YEAR TWO.

SO THAT WOULD THIS WOULD BE A DIGITAL PLATFORM THAT WOULD HOUSE ALL OF STUDENTS PORTFOLIOS, INFORMATION FOR SPECIAL PROGRAMS, AND THEY WERE ABLE TO GET FEEDBACK FROM STAFF ON THE ELEMENTARY LEVEL, INTERMEDIATE LEVEL, MIDDLE SCHOOL AND HIGH SCHOOL LEVELS AND SO THEY WERE TAKING THAT FEEDBACK AND THEY'RE TWEAKING SOME THINGS.

IT'S NOT TIME TO ROLL OUT.

IT WAS JUST KIND OF AN EXPERIMENT ON HOW THAT WORKS AND THEN THE FEEDBACK FROM THAT WAS THAT IT WOULD ACTUALLY HELP OUR STAFF BE ABLE BE MORE EFFICIENT IN THEIR ARDS. SO IT WOULD COLLECT ALL THE INFORMATION THROUGHOUT THE YEAR AT THE BEGINNING AND THAT PORTFOLIO TO WHERE THEY'RE NOT HAVING TO SPEND A LOT OF TIME PREPARING FOR THE ARD.

THE INFORMATION IS ALREADY THERE IN THAT PLATFORM.

SO THAT WAS A GREAT MEETING.

THAT'S EXCELLENT. THANK YOU, TRUSTEE STACY, DO WE HAVE ANY OTHER COMMITTEE REPORTS TRUSTEES.

OKAY. SEEING NONE, WE'LL MOVE TO OUR NEXT AGENDA ITEM, WHICH IS ITEM NUMBER 8, SUPERINTENDENT'S REPORT, DOCTOR LEDBETTER.

[8. SUPERINTENDENT'S REPORT]

THANK YOU, MR. BRYAN. TRUSTEES, I WANT TO TAKE JUST A MINUTE TO ADDRESS THE RETIREMENT SITUATION THAT I ANNOUNCED PUBLICLY ON FRIDAY.

I THINK EVERYONE HAS PROBABLY SEEN THAT AT THIS POINT.

I KNOW ALL OF YOU HAVE, BUT JUST PUBLICLY, I WANT TO MAKE A STATEMENT ABOUT IT.

CERTAINLY, THIS DIDN'T COME WITHOUT A LOT OF PRAYER AND CONSIDERATION WITH ME AND MY WIFE AND MY FAMILY TO MAKE THIS DECISION.

CERTAINLY, I'VE BEEN IN EDUCATION FOR OVER 31 YEARS, OR RIGHT AT 31 YEARS.

I'VE BEEN A SUPERINTENDENT NOW FOR 12 OR 13 YEARS.

AS I WATCHED OUR KIDS EARLIER TONIGHT, CERTAINLY THAT MAKES THIS DECISION EVEN MORE CHALLENGING BECAUSE I LOVE WHAT I DO, AND I LOVE THE KIDS IN THIS COMMUNITY AND THE KIDS

[01:00:03]

IN THIS DISTRICT. BUT LIKE I SAID, WITH CONVERSATIONS WITH MY WIFE, WE FEEL LIKE IT'S TIME FOR A CHANGE AND WE'RE EXCITED ABOUT THAT, EXCITED ABOUT WHAT LIES AHEAD.

AT THE SAME TIME, THIS DISTRICT HAS DONE SO MUCH FOR ME AND FOR MY FAMILY.

HAVING GRADUATED FROM HERE, SPENT SEVERAL YEARS MOVED HERE WHEN I WAS IN THE THIRD GRADE.

MY PARENTS STILL LIVE HERE, HAD A CHANCE TO TEACH AND COACH HERE AND THEN COME BACK AS SUPERINTENDENT.

IT'S KIND OF ONE OF THOSE THINGS THAT YOU DON'T NOT MANY PEOPLE GET THAT OPPORTUNITY.

SO I CERTAINLY WILL CHERISH THAT AND WILL CERTAINLY BE CARROLL ISD'S BIGGEST FAN MOVING FORWARD AS AT ONCE.

THE TRANSITION TAKES PLACE.

CERTAINLY, I'M STILL HERE FOR SEVERAL MONTHS.

I ANNOUNCED THE RETIREMENT EFFECTIVE AT THE END OF DECEMBER.

CERTAINLY WILL WORK VERY CLOSELY WITH THE BOARD ON THE TRANSITION OR AS CLOSELY AS THEY WANT ME TO WORK WITH THEM ON THAT.

CERTAINLY WILL HELP OUT IN ANY WAY POSSIBLE AND I'M WILLING TO HELP LIKE I SAID, AND ASSIST ANY WAY THAT WE HAVE TO MOVING FORWARD.

BUT I WILL BE HERE SERVING IN THIS ROLE, AND I'M EXCITED ABOUT THAT.

IN THE INTERIM, WHILE THE BOARD MOVES FORWARD WITH FINDING THE REPLACEMENT.

SO I JUST WANT TO THANK EVERYONE PUBLICLY.

I WANT TO THANK THIS COMMUNITY FOR EMBRACING MYSELF AND MY FAMILY AND THE DISTRICT FOR EMBRACING MYSELF AND MY FAMILY THREE AND A HALF YEARS AGO.

IT'S BEEN TREMENDOUS. I WANT TO THANK THE BOARD THAT HIRED ME SEVERAL YEARS AGO, BUT CERTAINLY WANT TO THANK THESE SEVEN INDIVIDUALS.

I CAN'T COULDN'T ASK FOR A BETTER GROUP OF PEOPLE TO WORK WITH TRULY THAT ARE ALIGNED, THAT WE WORK TOGETHER, WE COLLABORATE.

IT'S GOING TO BE A GREAT OPPORTUNITY FOR WHOMEVER TAKES THIS POSITION.

THERE'S A GREAT BOARD IN PLACE AND A GREAT GROUP OF INDIVIDUALS WHO LOVE THIS DISTRICT.

LOVE THE KIDS IN THIS COMMUNITY AND WANT TO MOVE FORWARD AND CONTINUE TO MAKE THIS THE BEST DISTRICT IN THE STATE OF TEXAS.

SO I THINK THAT'S EXCITING AS WELL.

IT'S AN OPPORTUNITY TO BRING SOMEONE IN WITH A BOARD THAT'S, LIKE I SAID, ALIGNED AND ENGAGED IN WHAT'S HAPPENING AND WILL ALLOW HOPEFULLY FOR THE TRANSITION OVER THE SUMMER FOR SOMEONE TO COME IN MAYBE AT THE BEGINNING OF NEXT SCHOOL YEAR OR AT LEAST EARLY IN THAT NEXT SEMESTER.

SO THANK YOU ALL FOR ALLOWING ME JUST A FEW MINUTES TO COMMENT ON THAT.

I HAVE OTHER ANNOUNCEMENTS, BUT I CAN PAUSE THERE.

YEAH, I JUST THANK YOU, DOCTOR LEDBETTER.

I KNOW YOU HAVE OTHER ACCOLADES TO TELL US ABOUT THIS GREAT DISTRICT AND YOU KNOW, CERTAINLY EVERYBODY RECEIVED OUR EMAILS ON FRIDAY ANNOUNCING YOUR RETIREMENT.

CERTAINLY A BIG HOLE TO FILL FOR THIS BOARD.

THIS BOARD TAKES THAT ROLE VERY SERIOUSLY AND YOU KNOW, WE REALLY APPRECIATE YOU AND YOUR FAMILY AND WHAT YOU'VE DONE FOR CARROLL ISD OVER THE MANY DECADES THAT YOUR FAMILY HAS BEEN HERE IN SOUTHLAKE AND, YOU KNOW, IT'S GREAT THAT YOU'RE NOT RETIRING TO UNTIL DECEMBER, SO WE HAVE TIME TO CONVINCE YOU TO STAY.

BUT NO, JUST I KNOW THIS WAS A PERSONAL DECISION BETWEEN YOU AND YOUR FAMILY, AND THIS WAS THE RIGHT DECISION FOR YOU.

WE DON'T THINK IT'S THE RIGHT DECISION FOR US IN OUR DISTRICT, BUT FAMILY'S ALWAYS FIRST, FOR SURE.

SO WE APPRECIATE YOU AND WE WILL CELEBRATE YOU AT YOUR LAST MEETING IN AUGUST AND HAVE A LOT MORE TO SAY AND A LOT MORE TO CELEBRATE YOUR TENURE HERE AT CARROLL ISD, AS THE SUPERINTENDENT, AS A COACH, AS A TEACHER AS A STUDENT.

SO WE ARE THANKFUL FOR YOU AND ALWAYS WILL BE THANKFUL FOR YOU AND TO THE COMMUNITY, WE HAVE NOT SELECTED A REPLACEMENT FOR DOCTOR LEDBETTER YET.

WE ARE GOING TO IMMEDIATELY POST THE BID OUT WITH THE CRITERIA AND WHAT WE ARE LOOKING FOR, AND WE ARE CONFIDENT THAT WE WILL RECEIVE SEVERAL QUALIFIED CANDIDATES, THAT WE CAN THEN TAKE IN AND INTERVIEW AND THIS BOARD WILL DECIDE ON WHO OUR NEXT SUPERINTENDENT WILL BE.

DOCTOR LEDBETTER WILL BE HERE AND IS COMMITTED AND WE THANK YOU FOR THIS.

BE HERE THROUGH AUGUST IN PERSON RUNNING THE DISTRICT AND OUR INTENT AS A BOARD IS TO HIRE, FIND AND HIRE A SUPERINTENDENT. PRIOR TO DOCTOR LEDBETTER LEAVING IN AUGUST.

HE HAS TONS OF LEAVE.

DOCTOR LEDBETTER WORKS CONSTANTLY.

HE NEVER TAKES HIS LEAVE.

SO HE'S GOT THREE MONTHS OR SO WORTH OF LEAVE SAVED UP THAT HE'S GOING TO BE ABLE TO GO AND ENJOY UNTIL HIS FROM AUGUST THROUGH DECEMBER WHEN HE RETIRES AND WE WERE REALLY GOING TO MISS YOU.

WE APPRECIATE YOU, AND WE KNOW THAT YOUR LEADERSHIP IS GOING TO BE HARD TO REPLACE, BUT WE ARE COMMITTED TO THIS COMMUNITY, TO FINDING SOMEBODY THAT IS RIGHT FOR THIS COMMUNITY IS RIGHT FOR THIS DISTRICT AND WE KNOW THAT SOMEBODY IS OUT THERE.

IT'S GOING TO BE TOUGH, BUT WE'RE GOING TO SPEND THE TIME AND WE'RE NOT GOING TO RUSH THROUGH THIS TO FIND SOMEBODY THAT IS QUALIFIED FOR THIS POSITION.

SO WITH THAT SAID THANK YOU, DOCTOR LEDBETTER, AND I'LL GIVE YOU YOUR SUPERINTENDENT'S REPORT BACK.

THANK YOU, MR. BROWN, FOR THOSE COMMENTS.

JUST A FEW ANNOUNCEMENTS.

I WANT TO REMIND EVERYONE THAT CARROLL ISD NIGHT AT THE BALLPARK IS MAY 18TH, SO YOU CAN JUMP ONLINE AND WE'D LOVE TO SEE AS MANY CARROLL ISD COMMUNITY MEMBERS OUT THERE.

[01:05:07]

ALSO JUST ANNOUNCEMENT, THE REGULAR BOARD MEETING, WHICH WAS SCHEDULED FOR MAY THE 20TH, HAS BEEN MOVED TO MAY THE 15TH.

SO I JUST WANT TO MAKE SURE THE COMMUNITY AWARE OF THAT IS AWARE OF THAT.

WE'VE MADE THAT CHANGE ONLINE.

SUMMER HOURS BEGIN AT THE CENTRAL OFFICE ON MAY THE 27TH.

SO THAT'S LIKE WE'VE DONE FOR THE LAST SEVERAL YEARS.

THAT'LL BE A 8 TO 4:30 MONDAY THROUGH THURSDAY.

OF COURSE, STAFF WILL BE WORKING EXTENDED HOURS DURING THAT TIME.

ALL OF THE 24-25 BOARD MEETINGS HAVE BEEN OR WILL BE SOON POSTED ONLINE.

SO THOSE MEETINGS HAVE BEEN I GUESS COMMUNICATED.

SO IF YOU'RE INTERESTED IN PUTTING THOSE ON YOUR CALENDAR FOR COMMUNITY YOU CAN SEE THAT ON THERE.

ALSO, I JUST WANT TO I KNOW THERE'S SOME CONVERSATIONS ABOUT RETIREMENT OR RESIGNATIONS AND NUMBERS.

I JUST WANT TO GIVE THE BOARD A LITTLE BIT OF AN UPDATE.

SO OUR TOTAL RESIGNATIONS IN 21-22 WERE IN EXCESS OF 150 FOR THE YEAR.

SAME ABOUT THE SAME NUMBER IN 22-23.

AT THIS POINT WE HAVE 70.

SO I THINK WE'RE TRENDING MUCH LOWER THAN WE HAVE THE LAST COUPLE OF YEARS.

SO I THINK THAT'S A POSITIVE.

CERTAINLY WE HAVE WE STILL HAVE SOME TIME BOARD APPROVED CONTRACTS TONIGHT.

SO THOSE WILL GO OUT OVER THE NEXT WEEK.

SO WE MAY GENERATE A FEW MORE THOSE THAT HAVE OTHER OPPORTUNITIES.

BUT JUST WANT TO GIVE YOU AN UPDATE ON NUMBERS AS TO WHERE WE ARE.

YOU HEARD ABOUT SHERIFF WAYBURN.

I WAS GOING TO MENTION THAT ON APRIL THE 25TH.

I ALSO WANT TO CONGRATULATE SOME STUDENTS.

WE HAD OUR DRAGON ARTIST, SOPHIA SOLORIO, WHO WON THE GOLD SEAL AT THE STATE VASE COMPETITION.

HER WORK WAS SELECTED AS PART OF 160 WORKS, WHICH WILL BE TOURING TEXAS THROUGH NOVEMBER AND THEN WE ALSO HAD 12 MORE DRAGON ARTISTS WHO PARTICIPATED IN THE SAME COMPETITION ALL OF WHICH WHO RECEIVED TOP HONORS AND PERFORMED WELL AT THE EVENT.

BUT THE ONE INDIVIDUAL MADE THE TOP.

SO IT WAS CONGRATULATIONS TO HER.

WE HAD 25 MEMBERS OF HOSA, WHICH ARE OUR FUTURE HEALTH PROFESSIONALS ORGANIZATION, PARTICIPATE AT THE STATE LEADERSHIP CONFERENCE IN GALVESTON.

THEY PARTICIPATE IN SEVERAL HEALTH SCIENCE EVENTS AGAINST STUDENTS FROM ALL OVER THE STATE.

CARROLL STUDENT CARROLL ISD HAD THREE STUDENTS PLACED IN THE TOP THREE OF THEIR EVENT EARNING A SPOT AT THE INTERNATIONAL LEADERSHIP CONFERENCE, WHICH WILL TAKE PLACE IN JUNE IN HOUSTON. SO I THINK EVERY YEAR WE HAVE A STUDENT OR TWO THAT ADVANCES ON TO THAT INTERNATIONAL CONFERENCE AND THEN ALSO, YOU PROBABLY SAW THIS.

OUR CARROLL ROBOTICS TEAMS COMPETED AT THE VEX ROBOTICS WORLD CHAMPIONSHIPS.

I KNOW YOU REMEMBER WE HAD ONE OR WE HAD TWO THAT PLACED IN THE TOP THREE IN THE STATE.

THEY WENT ON TO THE WORLD CHAMPIONSHIP AND THEY REACHED WE HAD A COUPLE THAT REACHED THE QUARTERFINALS OF THEIR DIVISION AND CERTAINLY THAT WAS A GREAT ACHIEVEMENT.

SO I KNOW THAT WAS A EXCITING TIME FOR THOSE KIDS AS THEY WENT DOWN THERE TO PARTICIPATE.

ATHLETICS, WE HAVE A LOT GOING ON STILL.

WE HAVE OUR BOYS AND GIRLS GOLF TEAMS WHO BOTH QUALIFIED FOR STATE.

WE HAVE TRACK MEMBERS THAT HAVE QUALIFIED FOR STATE.

THEY'RE GOING TO THE STATE TRACK MEET AND THEN SOFTBALL AND BASEBALL BOTH HAVE QUALIFIED FOR THE PLAYOFFS AND WILL BEGIN.

I DON'T HAVE THOSE DATES. I THINK SOFTBALL ACTUALLY BEGINS THIS WEEK AND THEN BASEBALL, I BELIEVE, IS NEXT WEEK.

WE CAN GET THOSE DATES. IF YOU AND I'M CERTAIN THAT THEY ARE POSTED ONLINE ON OUR SOCIAL MEDIA.

SO ARE YOU CERTAIN ABOUT CERTAIN, DOCTOR LEDBETTER CERTAIN.

OKAY. IS THAT IT? THAT'S ALL I HAVE. OKAY. THANK YOU VERY MUCH.

WE'LL JUST MOVE ON TO OUR INFORMATION PORTION OF OUR MEETING.

[9. INFORMATION]

ITEM NUMBER 99.1, CONSIDER APPROVAL OF STRATEGIC PLAN ACTION TEAM UPDATES.

DOCTOR SMOLSKI. MR. JOHNSON. YES.

SO I'M GOING TO GIVE A LITTLE BIT OF BACKGROUND TO THIS.

SO AS YOU ALL ARE AWARE, IN JANUARY OF 2022, THE BOARD OF TRUSTEES FOR CARROLL INDEPENDENT SCHOOL DISTRICT ADOPTED THE FIVE YEAR COMMUNITY DEVELOPED STRATEGIC PLAN.

THE STRATEGIC PLANNING COMMITTEE DEVELOPED FIVE GOALS IN THE AREAS OF LEARNING AND DEVELOPMENT, WHICH IS MADE UP OF CURRICULUM, INSTRUCTION, SPECIAL PROGRAM, AND WELLNESS.

GOAL NUMBER TWO IS HUMAN CAPITAL.

GOAL THREE IS TECHNOLOGY, GOAL FOUR FINANCE AND OPERATIONS, AND GOAL FIVE IS COMMUNICATION, MARKETING, AND COMMUNITY ENGAGEMENT.

EACH YEAR, EACH OF THESE STRATEGIC ACTION COMMITTEES MEET TO EVALUATE ACTION STEPS AND TO WORK TOWARDS CREATING ACTION STEPS THE FOLLOWING YEAR.

THAT SAID, THE BOARD HAS ALREADY HEARD THE YEAR THREE ACTION STEPS FROM THE CURRICULUM, INSTRUCTION AND SPECIAL PROGRAMS COMMITTEE AND TONIGHT YOU WILL HEAR FROM THE STUDENT WELLNESS, HUMAN CAPITAL, TECHNOLOGY, FINANCE AND OPERATIONS AND COMMUNICATIONS AND MARKETING.

SO WITH THAT WE'RE GOING TO GO OFF.

WE'RE GOING TO GO AHEAD AND INTRODUCE MISS PULSE.

SHE IS GOING TO TALK TO YOU ABOUT THE STUDENT WELLNESS.

BUT BEFORE I DO THAT I JUST WANT TO MAKE SURE THAT WE THANK EVERY SINGLE ONE OF OUR COMMUNITY MEMBERS THAT PARTICIPATED IN THIS ALL YEAR LONG.

WE HAD LOTS OF MEETINGS AND SO AT THE BEGINNING OF EVERY SECTION WE HAVE A LIST OF EVERYBODY THAT PARTICIPATED.

SO WE JUST WANT TO DO A SHOUT OUT AND A HUGE THANK YOU TO ALL THOSE COMMUNITY MEMBERS AS THEY PARTICIPATED THIS YEAR.

SO MISS PULSE, THANK YOU.

GOOD EVENING. OKAY FOR THE WELLNESS GROUP.

I LOVED OUR COMMITTEE MEMBERS.

[INAUDIBLE].

SO I FEEL LIKE IT WAS A VERY PRODUCTIVE YEAR.

CAN Y'ALL HEAR ME? YES. OKAY, GOOD AND SO IT WAS A GOOD MEETING OF THE MINDS.

[01:10:02]

SO SOME OF THE CELEBRATIONS THAT WE WERE ABLE TO IMPLEMENT THIS YEAR, WE WERE ABLE TO BRING IN SHERIFF WAYBURN, WHICH WE FELT LIKE WAS A REALLY GREAT OPPORTUNITY FOR OUR PARENTS, AND WE WANT TO EXPAND UPON THAT.

WE KNOW IT WASN'T AS WELL RECEIVED AS WE HAD HOPED, BUT WE'RE GOING TO CONTINUE WORKING WITH SHERIFF WAYBURN.

AND WE ARE GOING TO CONTINUE TO PROMOTE OPPORTUNITIES TO FOR HIM TO GET IN FRONT OF OUR PARENTS AND STUDENTS.

SO THAT'S DEFINITELY SOMETHING THAT WE WILL CONTINUE TO PRIORITIZE IN THE NEXT YEAR.

ANOTHER GOAL WAS TO OFFER A COUNSELOR LED BOOK STUDY FOR PARENTS AND OR STAFF MEMBERS AND I DID OFFER A BOOK STUDY ON THE BOOK TO BE GIFTED AND LEARNING DISABLED FOR TWICE EXCEPTIONAL STUDENTS.

I OFFERED THAT IN THE FALL FOR FLEX HOURS IN SPRING.

SO WE HAD A HANDFUL OF TEACHERS TAKE ADVANTAGE OF THAT.

THINGS THAT OTHER OPPORTUNITIES.

YOU KNOW, ONE OF THE THINGS THAT WE REALLY WANT TO DO IN OUR COMMITTEE IS GROW LEADERS AND PROVIDE OUR STUDENTS WITH OPPORTUNITIES FOR LEADERSHIP.

SO WE WERE ABLE TO IMPLEMENT AND BRING BACK OUR AMBASSADOR PROGRAM FOR OUR ELEMENTARY SCHOOLS AND OUR TWO INTERMEDIATE SCHOOLS AND THIS AMBASSADOR PROGRAM, THESE STUDENTS WERE CHOSEN BY THEIR TEACHERS.

THEY WERE ABLE TO GIVE CAMPUS TOURS, HELP WITH LUNCHEONS AND OTHER CAMPUS CELEBRATIONS, AND SERVE AS ROLE MODELS FOR OTHER STUDENTS.

THINGS THAT WILL CONTINUE TO BE IN PROCESS FOR NEXT YEAR.

WE WANT TO CONTINUE TO PROVIDE PROFESSIONAL DEVELOPMENT OPPORTUNITIES.

TO EQUIP OUR CLASSROOM TEACHERS WITH BEHAVIORAL MANAGEMENT TECHNIQUES AND I THINK TRUSTEE STACY MENTIONED THAT'S DEFINITELY SOMETHING THAT WE WOULD LIKE TO PROVIDE FOR TEACHERS WHO NEED THAT.

CONTINUE WITH A PLAN, A GIFT OF TIME FOR TEACHERS.

WE UNDERSTAND THAT'S AN AREA THAT WE CAN GIVE THEM.

THAT IS DOESN'T COST ANY MONEY.

IT'S JUST TIME AND SO WE'RE LOOKING AT CREATIVE WAYS TO SHOW OUR TEACHERS THAT WE CARE ABOUT THEM AND HELP THEM IN THAT WAY.

WE WILL CONTINUE TO ALIGN OUR CORE VALUE AWARDS TO OUR STUDENT AND STAFF RECOGNITION CELEBRATIONS EACH MONTH AND OUR COUNSELORS WILL CONTINUE TO PROVIDE AGE APPROPRIATE LESSONS ON EFFECTIVE COMMUNICATION, RESILIENCE, PREPARATION, LEADERSHIP, AND COLLABORATION.

FOR NEXT YEAR.

THINGS THAT WE'RE LOOKING AT.

ONE OF THE THINGS THAT WE TALKED ABOUT IN OUR COMMITTEE IS OUR TRANSITIONS FROM CAMPUS TO CAMPUS, AND WE TALKED ABOUT PROVIDING MORE OPPORTUNITIES TO EQUIP STUDENTS WITH TOOLS TO PREPARE THEM FOR SUCCESS AT THAT NEXT GRADE LEVEL AS THEY TRANSITION, WHERE A DISTRICT OF MANY TRANSITIONS AND WE JUST WANT TO MAKE SURE THAT WE'RE TAKING CARE OF OUR STUDENTS THROUGH THAT PROCESS.

NEXT YEAR, WE'RE LOOKING AT PROVIDING PROFESSIONAL DEVELOPMENT SESSION FOR STAFF MEMBERS INTERESTED IN CONFLICT RESOLUTION SKILLS AND PROVIDING AGE APPROPRIATE LESSONS FOR STUDENTS ON PROBLEM SOLVING, GOAL SETTING, AND TEAMWORK THROUGHOUT THE YEAR.

KNOWING THAT WE ARE A DISTRICT THAT REALLY VALUES EDUCATION AND POST-SECONDARY OPPORTUNITIES.

WE ARE PLANNING TO BE VERY INTENTIONAL WITH OUR COLLEGE PREPARATORY EFFORTS FOR NEXT YEAR.

SO WE ARE LOOKING AT INTRODUCING ALL OUR SEVENTH GRADERS TO NAVIANCE.

AS A TO COMPLETE THE CAREER EXPLORATION.

FEATURE IN EIGHTH GRADE, WE'RE LOOKING AT HAVING ALL EIGHTH GRADE STUDENTS USE THE STRENGTHS EXPLORERS ASSESSMENT FOR SELF-DISCOVERY.

AND THEN WE'VE ALWAYS HAD JUNIOR CONFERENCES, BUT WE FEEL LIKE IT'S INTENTIONAL AND IMPORTANT TO BRING IN FRESHMAN AND SOPHOMORE CONFERENCES AND SO OUR NINTH GRADE COUNSELORS WILL INTRODUCE PARENTS TO A ROAD MAP OF NAVIANCE.

TO TEACH OUR NINTH GRADERS THE FEATURES OF NAVIANCE HOW TO BUILD A RESUME AND THEN OUR 10TH GRADERS WILL RESEARCH COLLEGES AND COMPLETE THE SUPER MATCH FEATURE.

SO THAT IS WELLNESS.

ANY QUESTIONS? THANK YOU.

THANK YOU, MISS PULSE. ANY QUESTIONS FOR MISS PULSE? OKAY. THANK YOU.

YOU'RE GOING TO SEE A LOT OF ME TONIGHT.

ALRIGHT SO I'M GOING TO PRESENT THE HUMAN CAPITAL GOALS AND AGAIN I WANT TO THANK ALL THE MEMBERS THAT HAVE PARTICIPATED THIS YEAR WITH OUR COMMITTEE AND TRUSTEE LANNEN AND TRUSTEE BONHAM. YOU GUYS WERE WITH ME ARM IN ARM THROUGHOUT THE YEAR.

SO ON UNDER OUR YEAR TWO KEY ACTION CELEBRATIONS UNDER RECRUITMENT, SOME OF THE ACTION STEPS INCLUDED ESTABLISHING BETTER RELATIONSHIPS WITH LOCAL COLLEGES AND UNIVERSITIES, WITH THEIR EDUCATION PROGRAMS AND TO DATE, WE PERSONALLY IN THE HR DEPARTMENT HAVE MADE PERSONAL CONTACTS WITH THE TEXAS CHRISTIAN UNIVERSITY EDUCATION PROGRAM, THE UNT EDUCATION PROGRAM, TEXAS WOMEN'S, WESLEYAN, FORT WORTH, UNT, AND HAVE A GOOD PARTNERSHIP WITH REGION 11 ALTERNATIVE

[01:15:08]

CERTIFICATION PROGRAM.

SO WE'VE REACHED OUT TO THAT THIS YEAR, ESTABLISHING THOSE STRONG RELATIONSHIPS.

THIS YEAR, WE WERE ALSO ABLE TO PUT NINE JUNIORS AND SENIOR STUDENTS AT THE ELEMENTARY LEVEL TO DO INTERNSHIP HOURS THROUGH OUR CAREER AND TECHNICAL EDUCATION PROGRAM.

THEREFORE, WE DID WORK ON GOOD MASTER SCHEDULE.

OUR HIGH SCHOOL PRINCIPALS WORKED THAT OUT TO BE ABLE TO ALLOW OUR OUR JUNIORS AND SENIORS THE OPPORTUNITY TO GO DO SOME PRACTICUM INTERNSHIP HOURS THROUGH THE EDUCATION AND TRAINING PROGRAM AT OUR ELEMENTARIES AND WE HAD NINE OF THOSE THIS YEAR.

IN ADDITION, IT WAS ACTION PRIORITY FROM THE COMMITTEE, FROM THE ACTION TEAM TO MAKE SURE THAT WE HAD A COUNSELOR AND ASSISTANT PRINCIPAL POOLS.

WE DID HAVE THOSE OPEN THROUGHOUT THE ENTIRE YEAR, BUT WE THOUGHT IT WAS IMPORTANT TO ALSO OPEN UP SPECIAL EDUCATION POOLS AND SO WE ADDED THAT THROUGHOUT THIS YEAR AS WELL. IN THE AREA OF DEVELOP, DESIGN AND IMPLEMENT PROFESSIONAL GROWTH STRATEGY THIS YEAR WITH THE CNI TEAM DID GATHER FEEDBACK.

SO THE HR DEPARTMENT HAS WORKED WITH THE WITH GINA'S TEAM, MISS PETTY'S TEAM AND GATHERING FEEDBACK INFORMATION TO HELP IMPROVE OUR MENTORING PROGRAM, OF WHICH I WILL PROVIDE IN A FUTURE SLIDE SOME OF THE ACTION STEPS THAT CAME OUT OF THAT DATA THAT WAS GIVEN TO US THROUGH OUR MENTEES AND MENTOR.

IN ADDITION, THE CNI TEAM DID COLLECT FEEDBACK FROM TEACHERS ON FUTURE PROFESSIONAL DEVELOPMENT IDEAS TO MAKE SURE THAT THE TRAINING THAT IS BEING OFFERED IS WHAT TEACHERS NEED AND THAT IT'S PERSONALIZED FOR THEM.

IN FACT, I DO KNOW AND AS MISS TRUSTEE STACY MENTIONED EARLIER, WE DID MEET WITH SOME OF OUR TEACHER AMBASSADORS TEACHER ADVISORIES JUST TO LISTEN TO GET SOME SUGGESTIONS TO HOW DO WE CONTINUE IMPROVEMENT WITH OUR PROFESSIONAL DEVELOPMENT.

IN THE AREA OF RETAINMENT.

THE DISTRICT STILL PRIORITIZES EXIT DATA TO UNDERSTAND WHY STAFF ARE LEAVING CARROLL ISD AND ADDITIONAL ACTION STEPS WILL BE PRESENTED AGAIN, AS WELL AS A CONTINUOUS.

I'LL GET TO MY CONTINUOUS SLIDE, BUT WE ARE GOING TO CONTINUE THIS.

THIS IS NOT GOING AWAY. BUT WE DO OUR EXIT INTERVIEWS AND THIS YEAR WE PARTNERED WITH THE TEXANS FOR EXCELLENCE IN EDUCATION KNOWN AS T AND THEY DID OUR SALARY STUDY COMPARED TO OUR MARKET COMPARISON GROUPS AND AS I PRESENTED EARLIER IN THE YEAR, WE HAVE GRACIOUSLY THE BOARD HAS GRACIOUSLY APPROVED A 3% RAISE TO KEEP US COMPETITIVE.

SO WE WILL CONTINUE TO DO SALARY STUDIES AND LOOKING AT THAT THROUGHOUT THE NEXT YEAR.

I'M NOT GOING TO READ EVERY SINGLE ONE OF THESE ACTION THAT ARE STILL IN PROCESS, BECAUSE THIS IS JUST GOOD PRACTICE FOR THE HUMAN CAPITAL DEPARTMENT AND SO NOT ONLY DID WE DO SOME OF THE ACTIONS THAT ARE MENTIONED ON THIS SLIDE, BUT WE WERE ABLE TO SECURE 13 STUDENT TEACHERS IN OUR DISTRICT THAT WERE PLACED IN BAND, MUSIC, ART, ELEMENTARY, ELEMENTARY CORE AND ENGLISH THIS YEAR.

SO OBVIOUSLY NEXT YEAR WE'RE GOING TO CONTINUE THAT AND BE MORE PURPOSEFUL TO TRY TO GET ONE PER CAMPUS.

WITH SOME OF THE PARTNERSHIPS THAT WE HAVE WITH SOME OF OUR UNIVERSITIES THAT WE'VE DEVELOPED.

WE DID OPEN UP MORE DISTRICT JOB POOLS.

AS I MENTIONED, SPECIAL EDUCATION IS AN AREA THAT WE WANT TO KEEP OPEN BECAUSE THOSE ARE VERY HARD TO FILL POSITIONS.

WE HOSTED THE LARGEST SUBSTITUTE TRAINING EVER CONDUCTED IN CARROLL ISD THIS YEAR THROUGH THE STRATEGIC MARKETING PLAN WITH MISS EGAN AND HER TEAM, RIGHT AFTER THE BOARD UNANIMOUSLY APPROVED A SUBSTITUTE PAY.

WE HAD QUITE A FEW SUBSTITUTES COME TO.

I THINK IT WAS IN JANUARY? IT WAS JANUARY. WE HAD THE LARGEST GROUP OF SUBSTITUTES COME TO OUR ONBOARDING TRAINING.

IN ADDITION TO THE GENEROUS SALARY PAY INCREASE, OUR BOARD OF TRUSTEES AGREED TO APPROVE OUR SPECIAL NEEDS PROGRAM STIPENDS THIS YEAR AND OUR SIGN ON BONUSES TO HELP US WITH RECRUITMENT AND RETAINMENT OF OUR SPECIAL PROGRAM EDUCATORS AND THEN FINALLY, THIS YEAR, I'D LIKE TO HIGHLIGHT THE FACT THAT ON APRIL 4TH, WE HELD A JOB FAIR HERE, AND WE HAD OVER 100 INDIVIDUALS FROM ALL WALKS OF THE DIFFERENT AREAS BUS DRIVERS, MAINTENANCE, OPERATIONS, TEACHERS. THAT CAME THROUGH OUR DOORS TO VISIT WITH OUR DIRECTORS AND SUPERVISORS.

SO MANY OF THE CELEBRATIONS I MENTIONED WILL BE CONTINUED AS A PART OF THE HUMAN CAPITAL DEPARTMENT, SINCE IT IS BEST PRACTICES.

SO GETTING INTO SOME MORE SPECIFICS.

SO AGAIN, STRATEGICALLY WORKING WITH OUR EDUCATION PROGRAMS, WE WANT TO ENSURE ONE STUDENT TEACHER IS PLACED AT EACH CAMPUS NEXT YEAR.

THAT IS OUR GOAL FINDING WORK ON FINDING AND APPLYING FOR GRANTS THAT ARE AVAILABLE THAT ARE OUT THERE TO HELP US GROW OUR OWN PROGRAM, OUR OWN TEACHER PIPELINE, SO THAT WE CAN AFFORD SOME TYPE OF MONETARY PAYMENT FOR STUDENT TEACHERS TO BE ON OUR CAMPUSES, WORKING WITH OUR TEACHERS.

IN ADDITION, WE WANT TO CONTINUE TO WORK ON OUR PARTNERSHIP WITH OUR CTE PROGRAM BY LOOKING AT THE OPPORTUNITY, BY OFFERING CONDITIONAL EMPLOYMENT FOR ANY HIGH SCHOOL STUDENT WHO COMPLETES THEIR EDUCATION DEGREE POST HIGH SCHOOL, TO COME BACK TO CARROLL ISD TO WORK HERE AS A TEACHER.

[01:20:08]

THE HR DEPARTMENT WILL CONTINUE TO BE INNOVATIVE AND WORK WITH AS MANY UNIVERSITY PROGRAMS TO RECRUIT FUTURE TEACHERS, INCLUDING SETTING TIMES FOR OUR PRINCIPALS TO GUEST SPEAK AT FUTURE TEACHER CLASS SESSIONS AND THAT CAME FROM SOME OF OUR INPUT FROM OUR UNIVERSITIES THAT SOMETIMES IT'S GOOD JUST TO HEAR OUR PRINCIPALS AND SO WE'RE GOING TO TRY TO SET UP SOME TIME FOR OUR PRINCIPALS TO GET OUT AND SPEAK TO SOME OF OUR FUTURE TEACHERS AND SOME OF OUR UNIVERSITY PROGRAMS. WE ARE ALSO SETTING A GOAL TO WORK ON INTERNSHIP PROGRAMS TO INCLUDE NON TEACHING POSITIONS SUCH AS OUR LIBRARIANS, COUNSELORS, AND NURSES.

THEY TOO NEED TO HAVE THE OPPORTUNITY TO INTERN AND SO WE'RE GOING TO PARTNER WITH SOME OF THOSE PROGRAMS TO BRING THOSE INDIVIDUALS INTO OUR BUILDINGS AND THEN FINALLY, OUR ACTION TEAM WANTS TO WORK WITH THE DISTRICT AND THE CNI TEAM TO CREATE A RUBRIC FOR LOOK FOR US OF THE STRATEGIES AND METHODS THAT ARE TAUGHT DURING [INAUDIBLE] DAYS TO ENSURE THE IMPLEMENTATION OF THAT LEARNING.

BASED ON THE FEEDBACK FROM OUR MENTORS.

AS I MENTIONED EARLIER, THE MENTORS SUGGESTED TIME FOR THE DURING THE INSTRUCTIONAL DAY TO OBSERVE THEIR MENTEE.

THEREFORE, WE WILL BE SETTING ASIDE TWO DAYS PER MENTOR NEXT YEAR TO GO AND WATCH THEIR MENTEE TEACH AND SUBSTITUTES WILL BE PROVIDED.

THE FEEDBACK FROM THE TEACHERS REGARDING PROFESSIONAL DEVELOPMENT ALSO INCLUDES MORE WAYS, AS TRUSTEE STACY MENTIONED EARLIER AND GINA'S TEAM, THAT THEY ARE WORKING ON ALLOWING OUTSIDE OPPORTUNITIES TO HAVE MORE PERSONALIZATION AND FLEXIBILITY AND PROFESSIONAL DEVELOPMENT AND FINALLY, AS WE CONTINUE TO GATHER FEEDBACK FROM STAFF AS THEY LEAVE CARROLL ISD, THE ACTION TEAM WANTED TO CREATE A DIFFERENT MODEL OF GATHERING SOME INFORMATION AND FIND OUT WHAT THE CAMPUSES MIGHT WANT TO START, WHAT MIGHT THEY WANT TO CONSIDER STOPPING, AND WHAT SHOULD BE MAINTAINED.

SO JUST KIND OF TWEAKING THE EXIT INTERVIEWS JUST A LITTLE BIT SO THAT WE CAN JUST GET MORE FEEDBACK VERSUS WHY ARE YOU LEAVING US? AND SO WE'RE GOING TO TRY TO BE A LITTLE BIT MORE CREATIVE WITH THAT NEXT YEAR.

OUR ACTION TEAM WOULD ALSO LIKE FOR THE DISTRICT TO MARKET AS A PART OF THE ONBOARDING PROCESS OF WHAT CEF OR CAROL EDUCATIONAL FOUNDATION DOES FOR OUR TEACHERS AS A FORM OF RECRUITMENT. SO MORE TEACHERS ARE AWARE OF EXACTLY EVERYTHING THAT THIS DISTRICT DOES FOR OUR STAFF AND THEN FINALLY, THIS IS ONGOING, BUT WE WILL CONTINUE TO MONITOR OUR PAY STRUCTURES TO MAINTAIN COMPETITIVE SALARIES WITH LOCAL DISTRICTS.

AND THERE YOU HAVE IT, I'M GOING TO TURN IT OVER TO RANDY.

ALL RIGHT. THANKS, DOCTOR. QUESTIONS BEFORE YOU DO.

THANK YOU. I KNOW WE TALKED A LOT.

WE WERE VERY EXCITED ABOUT THE MENTORSHIP PROGRAM, YOU KNOW, FOR NEW TEACHERS AND BEYOND.

ONE OF THE THINGS THAT CAME OUT OF A MEETING WITH DOCTOR LEDBETTER IS NOT HERE RIGHT NOW.

OH, THERE YOU ARE. SORRY [INAUDIBLE]. WAS THAT THERE IS A POSSIBILITY FOR US TO GET FUNDS FROM A MENTOR PROGRAM ALLOTMENT THAT CAME OUT OF HOUSE BILL THREE.

CORRECT. SO IT LOOKS LIKE IT WAS ON YOUR BOARD NOTES.

AND WE LOOKED INTO THAT. IS THAT SOMETHING THAT WE'RE.

YES, WE ARE ABSOLUTELY.

BETWEEN ANGELA HAMMOND, WHO HELPS US WITH THE MENTOR PROGRAM.

WE'RE LOOKING INTO THAT. ABSOLUTELY.

OKAY. PERFECT. THAT'S ALL.

THANK YOU.

OKAY. ANY OTHER PRESIDENT BRYAN, I'LL JUST MAKE ONE COMMENT AND KIND OF ELABORATE.

IT WAS REALLY A GREAT EXERCISE TO PARTICIPATE IN KIND OF TALKING ABOUT RECRUITING AND RETENTION AND MENTORING.

BUT ONE THING THAT DOCTOR SMOLKIS MENTIONED DURING HER BRIEFING IS THE USE OF STUDENT TEACHERS, AND I CAN'T SAY THAT I KNEW THAT MUCH ABOUT DID THEY GET PAID? DO THEY NOT GET PAID? YOU KNOW, OBVIOUSLY UNIVERSITIES ALL ACROSS TEXAS ARE GRADUATING STUDENTS WITH EDUCATION DEGREES, AND THEY ALL HAVE TO DO THEIR STUDENT TEACHING SOMEWHERE AND WHY NOT HERE? AND SO, YOU KNOW, MY CHALLENGE TO THE DISTRICT WAS NOT JUST, YOU KNOW, ONE TEACHER OR ONE STUDENT TEACHER IN EACH SCHOOL, BUT AS MANY AS WE COULD POSSIBLY GET, BECAUSE IT'S NOT REALLY A PAID POSITION, BUT IT'S PART OF THEIR CURRICULUM AND SOMETHING WE COULD TAKE ADVANTAGE OF.

AND IT AUGMENTS OUR TEACHING STAFF AND HELPS TO SUPPORT OUR TEACHERS IN THE CLASSROOMS AND SO JUST AS PEOPLE ARE LISTENING TO THIS TONIGHT, IF YOU KNOW OF STUDENTS THAT ARE IN COLLEGE STUDYING EDUCATION AND ABOUT TO GRADUATE HELP PROMOTE THE IDEA OF THEM COMING HERE TO BE STUDENT TEACHERS FOR US, WE THAT'S PART OF THE REASON WE WANT TO PARTNER WITH AT LEAST THE LOCAL UNIVERSITIES, BECAUSE WE KNOW THOSE STUDENTS LIVE CLOSE BY AND MIGHT BE ABLE TO COME UP HERE TO SOUTHLAKE AND IT'S A REALLY GREAT WAY TO KIND OF PLUG YOUNG TEACHERS INTO OUR PROGRAM HERE.

SO THANK YOU, DOCTOR SMOLKIS.

THANK YOU, TRUSTEE LANNEN, I APPRECIATE THAT AND DOCTOR SMOLKIS, BECAUSE I KNOW THAT YOU'RE WORKING ON THAT AND THAT YOU'RE MOVING IN THAT DIRECTION.

[01:25:02]

SO WE APPRECIATE THAT OKAY.

MR. STEWART. WE REALLY HAD A GREAT ACTION TEAM THIS YEAR.

A GOOD MIX OF TEACHERS AND STAFF AND PRINCIPALS COMMUNITY PEOPLE THAT BROUGHT VARIOUS TECHNOLOGY EXPERTISE TO THE DISCUSSION, TOO AND EXCELLENT BOARD MEMBER. THANK YOU, MR. YEAGER. THAT REALLY HELPED US SHAPE HOW WE SHOULD DO THIS IN A WISE WAY, BUT YET FIT OUR NEEDS AND KIND OF FIND BALANCE IN THAT.

SOME ACCOMPLISHMENTS, CELEBRATIONS.

WE WORKED HARD TO ESTABLISH LIFE CYCLES FOR INFRASTRUCTURE ITEMS LIKE SERVERS, SWITCHES, WIRELESS FIREWALLS, PHONE SYSTEMS. THE TEAM REALLY GOT A LOT OF ADVICE FROM VARIOUS SOURCES.

MANUFACTURER RECOMMENDATIONS, INDUSTRY STANDARDS.

IT REALLY KIND OF CAME DOWN TO WHILE THE DEVICES ARE STILL WITHIN MANUFACTURER FIRMWARE SUPPORT, THAT KIND OF ESTABLISHES A LIFE CYCLE.

BUT ONCE THEY GET OUTSIDE OF FIRMWARE SUPPORT.

AND SO THAT WHEN HACKERS DEVELOP NEW HACKS TO EXPLOIT THINGS, IF THOSE AREN'T BEING PATCHED AND PROTECTED AGAINST THAT, WE REALLY BECOME VULNERABLE AND SO FOR MOST OF THOSE THINGS, SERVERS AND SWITCHES.

WIRELESS, YOU GET CLOSER TO AN EIGHT YEAR LIFE CYCLE.

BUT IT'S REALLY. HOW LONG IS THAT MANUFACTURER CONTINUING TO? WE ALSO LOOKED AND YOU'LL SEE THIS COMING UP IN SEVERAL LOCATIONS, A LOT INTO SOFTWARE PURCHASING AND MAKING SURE THAT WE REVIEW WELL, THE SOFTWARE THAT WE HAVE THAT WE PURCHASED, MAKING SURE IT'S COMPATIBLE, THAT IT WORKS WELL WITH OUR OTHER SYSTEMS, THAT WE CAN DO SINGLE SIGN ON WITH IT THAT IT'S SAFE WITH WHAT THEY DO WITH THE DATA THAT WE CAN PURCHASE THIS IN A STREAMLINED WAY AND TO REDUCE PART OF THE STRATEGIC PLAN WAS TO REDUCE UNAPPROVED TECHNOLOGY SOFTWARE USE IN THE DISTRICT AND WE CREATED A GREAT PROCESS TO DO THAT AND TO GET APPROVAL TO MAKE SURE THAT IT'S BEEN VETTED BY TECHNOLOGY, BY THE ENGINEERING GROUP, AS WELL AS BY INSTRUCTIONAL CURRICULUM INSTRUCTION, AS WELL AS THE SPED PROGRAMS TO MAKE SURE IT'S THOROUGHLY VETTED.

WE'VE ALSO DONE SEVERAL THINGS TO IMPLEMENT BETTER CYBER SECURITY AND DATA PRIVACY.

WE HAD A CYBERSECURITY AUDIT WITHIN THE LAST YEAR AND BROUGHT IN AN OUTSIDE GROUP TO KIND OF LOOK THROUGH ALL OF OUR FIREWALL POLICIES AND INTRUSION STEPS, AND THEY MADE A COUPLE OF RECOMMENDATIONS THAT WE TOOK, AND WENT WITH AND LOCKED DOWN OUR SYSTEMS A LITTLE MORE.

WE PLAN TO DO THAT ANNUALLY AND SO WE HAVE ANOTHER ONE OF THOSE COMING UP IN THE FALL WHERE WE CAN GET ANOTHER A DIFFERENT GROUP THAT HAS A DIFFERENT EXPERTISE BASE TO COME IN AND MAKE RECOMMENDATIONS AND SAY, HEY, HERE'S HOW YOU CAN MORE HARDEN YOUR NETWORK EVEN MORE.

WE'VE ALSO IMPLEMENTED AN EMAIL SECURITY SYSTEM.

WE'VE REALLY ALWAYS HAD EMAIL SECURITY THAT LOOKS FOR PHISHING ATTACKS AND STUFF LIKE THAT.

BUT OUR LATEST SYSTEM KIND OF GOES EVEN THE NEXT STEP FURTHER AND LETS US SEND OUR OWN PHISHING TO OUR OWN STAFF AND SO THEN WE CAN SAY, HEY, WE SEE THAT YOU CLICKED ON THE LINK FOR THE PHISHING THAT WE SENT OUT, AND SO YOU SHOULD KNOW NOT TO CLICK ON THOSE LINKS AND SO HERE'S SOME ADDITIONAL TRAINING MATERIALS TO HELP.

HELP THEM GAIN SKILLS AND HOW TO NOT CLICK ON.

ON PHISHING OR SPOOFED EMAILS BECAUSE SOCIAL MANIPULATION IS THE BEST WAY TO HACK SYSTEMS, NOT NECESSARILY ATTACKING THE COMPUTERS THEMSELVES.

SO WE'RE TRYING TO PROTECT OURSELVES AGAINST THE THE SOCIAL ENGINEERING OF IT.

WE CONTINUE TO WORK TO FIND THE BEST TRAINING RESOURCES FOR STAFF THROUGH ONLINE COURSES, THROUGH THE FLEX CATALOG OF VARIOUS TECHNOLOGY RESOURCES, AS WELL AS STUDENTS THROUGH DIGITAL DRAGON'S LESSONS THAT START OFF AT THE BEGINNING OF THE YEAR THAT TEACH STUDENTS ABOUT DIGITAL EXPECTATIONS, FILE ORGANIZATION, DIGITAL CITIZENSHIP, GOOGLE DRIVE, CANVAS, SEESAW, AS WELL AS PARENT ONLINE COURSES IN CANVAS AND SOME OF OUR OTHER CORE DATA SYSTEMS AND CURRICULUM AS WELL.

THE GROUP ALSO WORKED WITH THE RECOMMENDATIONS OF TEA AS A PART OF HB HOUSE BILL 3489 THAT RELATES TO GUIDELINES FOR DIGITAL INSTRUCTION AND SAFETY IN SCHOOLS AND WE'VE TAKEN THEIR RECOMMENDATIONS AND TWEAKED THEM, AND WE'LL BE BRINGING THAT BACK TO THE BOARD FOR APPROVAL VERY SOON.

SOME MORE KEY CELEBRATIONS.

WE REVIEWED THE LEARNING MANAGEMENT SYSTEMS FOR OUR K THROUGH FOUR STUDENTS.

THAT'S SEESAW. IT'S KIND OF A MORE YOUTHFUL INTERFACE AND FOR FIVE THROUGH 12, THAT'S CANVAS.

WE LOOKED THROUGH.

HOW CAN WE PART OF A GOOD CHUNK OF THE STRATEGIC PLAN WAS TALKING ABOUT HOW CAN WE HAVE A MORE CONSISTENT FEEL SO THAT PARENTS DON'T HAVE TO LEARN ONE SYSTEM AND THE NEXT SYSTEM, AND WHERE THEY GO FROM TEACHER TO TEACHER? AND SO STACY GILLIS AND TECHNOLOGY DID A GREAT JOB CREATING TEMPLATES SO THAT EACH OF THE TEACHERS LOOKS AND FEELS COULD

[01:30:08]

BE VERY SIMILAR. THEIR NAVIGATION COULD BE SIMILAR.

THEY PUT ASSIGNMENTS ON THE CALENDARS IN THE SAME WAY SO THAT IT MINIMIZED THE DIFFERENCES BETWEEN TEACHERS AND HOW THEY'RE USING CANVAS.

AND AGAIN WORK TO STREAMLINE THE PURCHASE OF TECHNOLOGY SOFTWARE AND REDUCE UNAPPROVED SOFTWARE AND PROVIDE TRAINING FOR OUR KEY DATA SYSTEMS AND RESOURCES SO THAT ESPECIALLY NEW HIRES, WHEN THEY COME IN, THEY CAN QUICKLY GET UP TO SPEED ON HOW TO DO SKYWARD FOR THEIR GRADEBOOK CANVAS FOR LEARNING MANAGEMENT SYSTEM.

AS I MENTIONED EARLIER, WE'VE IMPLEMENTED CYBERSECURITY BEST PRACTICES.

WE'RE ALSO IN PROGRESS WITH IMPLEMENTING A NEW SYSTEM THAT SENDS ALL OF OUR LOG FILES.

ESSENTIALLY, YOUR DATA SYSTEMS CREATE THOUSANDS AND THOUSANDS OF LOG FILES EVERY DAY AND SO IF IT'S.

HEY, BILLY TRIED TO LOG IN, NO BIG DEAL.

BILLY TYPED HIS PASSWORD WRONG.

BUT IF BILLY CONTINUES TO TRY TO LOG IN 500 TIMES THAT DAY, AND IT'S COMING FROM AN EXTERNAL IP ADDRESS, WELL, THAT'S A DIFFERENT THING AND SO HOW DO YOU COMB THROUGH ALL THESE LOG REPORTS AND SO WE'RE WORKING WITH A GROUP AS PART OF THE RECOMMENDATIONS COMMITTEE TO KIND OF OUTSOURCE THAT, GET SOME MORE ANALYSIS OF THESE LOG FILES AS WELL AS WE'VE GOT MULTIPLE BACKUP SITES CURRENTLY HERE LOCALLY.

BUT THERE IS DATA INTERACTION BETWEEN THESE BACKUP SITES AND SO IN A WORST CASE SCENARIO IF THERE WAS CORRUPTION AND REPLICATION OF THAT CORRUPTION WE REALLY WANT TO GET AN OFF SITE AIR GAPPED BACKUP THAT'S NOT BEING TOUCHED BY ANYTHING.

SO THAT IF BOTH DATA CENTERS WERE SOMEHOW CATACLYSMICALLY DOWN WE WOULD HAVE A KIND OF A GOLD COPY IN THE CLOUD THAT DOESN'T HAVE ANY TOUCH WITH THOSE SYSTEMS. AND SO THAT'S AN AIR GAP BACKUP AND WE'RE WORKING ON PUTTING THAT IN PLACE AS WELL AND AGAIN, AS I MENTIONED EARLIER, WE'VE GOT ANOTHER CYBERSECURITY AUDIT IN THE FALL.

YEAR THREE ACTION STEPS.

WE WILL BE LOOKING AT STAFFING AND SUPPORT STRUCTURES AS PART OF THE RECOMMENDATION OF THE STRATEGIC PLAN TO LOOK AT COMPARING OURSELVES WITH OTHER DISTRICTS AND IDENTIFYING GAPS AND RECOMMENDING CHANGES.

WE'RE ALSO GOING TO CONTINUE LOOKING AT CYBERSECURITY BEST PRACTICES AND LOOKING AT STANDARDS RELATED TO TECHNOLOGY USAGE.

WHAT POLICIES DO WE NEED TO PUT IN PLACE TO PROTECT OUR MOST SENSITIVE DATA? AND THEN ALSO LOOKING AT SIMILAR LEVEL GRADE LEVEL SYSTEMS. ARE THEY BEING USED THE SAME AND ACROSS CAMPUSES? CAN WE SAY, HEY, IF THIS THIS CAMPUS IS USING THIS TOOL AND THIS CAMPUS IS USING THIS TOOL, WOULD IT BE FINANCIALLY BETTER OFF IF WE JUST ALL USE THE SAME TOOL? AND THAT'S REALLY BEEN PART OF OUR SOFTWARE REVIEW PROCESS, BUT WE KIND OF WANT TO FINISH THAT UP NEXT YEAR.

WE'RE GOING TO CONTINUE TO DEVELOP THOSE DIGITAL CITIZENSHIP LESSONS AS PART OF THE DIGITAL DRAGONS AND PUT THEM IN MORE PLACES IN THE SCOPE AND SEQUENCE SO THAT IT'S THOROUGHLY EMBEDDED AND NOT JUST A START OF THE YEAR THING AND UTILIZING THOSE LESSONS, AS WELL AS GATHER FEEDBACK FROM STUDENTS AND STAFF AND PARENTS ON DIGITAL CITIZENSHIP AND WHAT STUDENTS MIGHT NEED TO STILL KNOW OR GROW IN SO THAT WE CAN TWEAK THOSE LESSONS AS NEEDED AND BEST TARGET OUR STUDENTS NEEDS.

WE WANT TO CONTINUE TO WORK TO REDUCE UNAPPROVED TECHNOLOGY USE IN THE DISTRICT AND STREAMLINE PROFESSIONAL DEVELOPMENT FOR OUR CORE DATA SYSTEMS, AS WELL AS CREATE STANDARDS TO KEEP OPTIMIZING OUR SOFTWARE PROCESS.

WE DON'T WANT IT TO BE A CUMBERSOME PROCESS THAT DELAYS THEM GETTING WHAT THEY NEED, BUT WE DO WANT TO MAKE SURE IT'S THOROUGH AND THAT WE DO HAVE THE DATA PROTECTION.

WE'RE ALSO LOOKING TO.

MAKE SURE THAT ANY OF OUR FUTURE DATA SYSTEM OR SOFTWARE ACQUISITIONS ARE EASY TO USE.

SO INSTEAD OF SAYING, HEY, YOU GOT TO GO TO THIS TOOL AND THIS WEBSITE WITH THIS USERNAME AND PASSWORD AND THIS LOCATION FOR THIS, WE REALLY HAVE A SINGLE SIGN ON PORTAL, AND WE WANT TO MAKE SURE THAT WHATEVER WE'RE PURCHASING INTEGRATES WELL WITH THAT SINGLE SIGN ON PORTAL AND SO THEY CAN REALLY GO TO THAT ONE PLACE ON ONE USERNAME AND PASSWORD, AND JUST CLICK ON THOSE ICONS AND JUMP TO EACH OF THOSE TOOLS, MAKING IT REALLY EASY FOR OUR STUDENTS, ESPECIALLY IF YOU'RE A FIFTH OR SIXTH GRADE STUDENT AND YOUR PARENTS ARE TRYING TO HELP YOU LOG IN AND, WELL, I'VE GOT THIS TOOL FOR THIS CLASS AND WE REALLY WANT ONE SITE WHERE THEY CAN DO THAT AND THEN WE CAN ALSO PUT THE BEST SECURITIES IN THAT PATHWAY SINCE IT'S ALL GOING THROUGH ONE GATEWAY.

MR. STEWART, THANK YOU.

GREAT BRIEFING.

QUICK QUESTION, HOW MANY BREACH ATTEMPTS OR ATTACKS POTENTIAL ATTACKS DO WE SEE ON A DAILY BASIS? [INAUDIBLE] ZERO.

[01:35:02]

IT'S REALLY HARD TO SEE A SMALL HIT IF THEY GIVE UP.

FOR INSTANCE TWO, THREE WEEKS AGO.

WE DID HAVE A MORE STRONG HIT ON OUR VPN.

WHAT HAPPENS IS PEOPLE DOWNLOAD A.

FACETED ATTACK FROM SOME OTHER LOCATION IN THE WORLD, USUALLY WHERE THEY GET A BUNCH OF COMPUTERS TO TRY TO AUTHENTICATE AND THEY KIND OF BRUTE FORCE IS CALLED, AND THEY THROW LIKE THE DICTIONARY AT YOUR PASSWORD SYSTEM, AND THEN THEY JUST TRY TONS OF COMBINATIONS OF COMMON PASSWORDS, TRYING TO FIND A USER THAT THEY CAN GET IN AND SO THEY WERE DOING THAT ON OUR VPN AND IT WAS PROCESSING SO MANY LOGIN ATTEMPTS SO QUICKLY THAT IT LOCKED UP THAT AND IT HAD AN IMPACT INTO OUR WIRELESS CONTROLLER THAT ALSO USES THAT SAME SYSTEM FOR AUTHENTICATION AND SO WE PRETTY QUICKLY REALIZED WE GOT TO GET THESE ATTACKERS OFF OF US AND SO WE HAD TO CHANGE THE EXTERNAL ACCESS POINT THROUGH WHICH PEOPLE USE TO GET THE VPN AND ALL OF THOSE SCRIPTED ATTACKS JUST KIND OF DISSOLVED BECAUSE THEY WERE THEN TARGETING A GATEWAY THAT WAS GONE AND SO THAT'S NOT A VERY COMMON THING AT ALL.

I WOULD SAY IN THE LAST COUPLE OF YEARS, THAT'S THE ONLY TIME WE'VE HAD TO LIKE, RECONFIGURE FIREWALL SETTINGS TO GET.

TO SHAKE AN ATTACKER, BUT IT DOES HAPPEN, AND THAT'S WHY WE WANT TO BE PREPARED FOR IT, AND THAT WE WANT TO HAVE SMART PEOPLE LIKE JOHN, OUR DIRECTOR OF INFRASTRUCTURE, JOHN SALAZAR, THAT CAN HELP IDENTIFY THOSE AND COME UP WITH QUICK RESPONSES SO THAT WE CAN GET WIRELESS IRONED OUT AND GET BACK UP AND WORKING, BECAUSE WE CAN'T PERFECTLY STOP BAD PEOPLE FROM DOING BAD THINGS, BUT WE WANT TO BE AS PREPARED FOR IT AS WE CAN.

AWESOME. THANK YOU.

ALL RIGHT. THANKS, MR. STEWART.

ANY OTHER QUESTIONS? TRUSTEES? ALL RIGHT.

THANK YOU, MR. JOHNSON.

ARE WE MOVING ON TO 9.2? ARE YOU ARE YOU STILL ON 9.1? CONSIDER APPROVAL OF STRATEGIC PLAN ACTION TEAM UPDATES.

[INAUDIBLE]. ACTION TEAM.

ALL RIGHT. COME BACK FOR THE OTHER IF YOU'D LIKE, THOUGH.

THANK YOU. THERE I AM.

YOU KNOW, IT WAS A IT WAS A GREAT GROUP OF FOLKS.

IT'S NICE TO BE ABLE TO CAPITALIZE ON EXPERTS IN SO MANY FIELDS AND WE DEFINITELY TAPPED INTO THAT AND IT WAS A VERY GOOD SET OF MEETINGS AND SO REALLY, WHEN WE LOOK AT THE KEY ACTION CELEBRATIONS IS I REFLECT ON ALL THE THINGS THAT WE'VE LOOKED AT TONIGHT.

THERE'S A COST COMPONENT TO EVERY SINGLE ONE OF THEM, MOST OF THEM.

RIGHT AND SO AS WE LOOK AT, AT WHAT WE'RE DOING IS AS FAR AS ASSESSING AND BALANCING PROGRAM RESOURCE AVAILABILITY, WE IMPLEMENTED A ZERO BASED BUDGETING SYSTEM.

AND SO AS WE LOOK AT ALL THE THINGS WE'VE JUST DISCUSSED, THEY BUDGET THOSE IN THE ZERO BASED BUDGETING WITH A PURPOSE AND SO YOU TAKE AN OPERATIONAL PLAN LIKE WHAT WE'VE JUST SEEN AND YOU EMBED THAT IN YOUR ZERO BASED BUDGET AND IDENTIFY THOSE COSTS SO THAT THROUGHOUT THE YEAR YOU MAKE SURE THAT YOU CAN FOLLOW THAT AND THAT YOU HAVE SUFFICIENT FUNDS TO DO THAT.

THE BUDGET REVIEW BUDGET REVIEW AND APPROVAL TEAM IS MYSELF, DOCTOR LEDBETTER AND DOCTOR SMOLSKIS AND SO WE GET TO TALK ABOUT, YOU KNOW, ALL THE OPERATIONAL ASPECTS OF WHAT EACH OF THE VARIOUS DEPARTMENTS HAVE AND MAKE SURE THAT THEY BUDGETED ACCORDINGLY STAFFING STANDARDS.

SO HR TAMMY DOCTOR SMOLSKIS AND HER TEAM HAVE REALLY LOOKED AT A VARIETY OF STAFFING RATIOS STANDARDS FROM THE CASEY REPORT THAT WE DID LAST YEAR AND SO WE LOOK AT WAYS TO OPERATE AT THE OPTIMUM EFFICIENCY IN COMBINATIONS, GIVEN OUR LIMITED RESOURCES AND BUDGET. ACCORDINGLY, THE UTILIZATION OF THE NEW MASTER SCHEDULING SOFTWARE KIND OF MARRIES THOSE STAFFING MODELS SO THAT WE CAN STRESS TEST THE WAY THAT THE MASTER SCHEDULE WORKS TO MAKE SURE THAT ALL OF THE STUDENTS ARE SERVED SUFFICIENTLY.

LAST YEAR WAS THE FIRST YEAR THERE WERE SOME GROWING PAINS, AS THERE OFTEN ARE ANYTIME YOU IMPLEMENT NEW PRACTICES AND PROCESSES.

BUT WE'RE FOCUSING ON MAKING THAT BETTER THIS YEAR.

I KNOW DOCTOR SMOLSKIS HAS HAD LOTS OF THOSE AND FINALLY, WE'VE TALKED A LITTLE BIT ABOUT THE FINANCIAL IMPACT OF ATTENDANCE.

I THINK THAT'S BEEN TOUTED A LOT.

OUR PTO'S HAVE BEEN INSTRUMENTAL.

OUR PRINCIPALS ARE ON BOARD WITH THAT.

WE HAVE CONVERSATIONS, LOOK AT DATA DURING OUR MONTHLY DLT MEETINGS AND FOCUS ON THAT.

YOU KNOW, 1% INCREASE IN ATTENDANCE IS ABOUT $700,000.

SO JUST 1% CAN MAKE A HUGE IMPACT.

SO LOTS OF CONVERSATIONS ON THOSE BUILD AND EFFICIENTLY UTILIZED RESOURCES ACROSS ALL OPERATIONAL AND CAPITAL AREAS.

WE'VE TALKED ABOUT ADDITIONAL REVENUE STREAMS. YOU KNOW, THAT'S ONE THING THAT I THINK IS VERY UNIQUE TO CARROLL IS IT'S NOT AN IN-THE-BOX THOUGHT PROCESS, VERY MUCH OUT OF THE BOX PROCESS.

I DON'T KNOW THAT THERE ARE MANY DISTRICTS STATEWIDE THAT EVALUATED THE OPPORTUNITY OF UTILIZING A P3.

I AM AWARE OF VERY FEW AND I ACTUALLY TALKED TO THE DIRECTOR OF AUDITS AT TEA, AND HE WAS REALLY EXCITED WHEN HE TALKED ABOUT OURS, BECAUSE NONE HAVE EVER BEEN DONE WEREN'T ABLE

[01:40:05]

TO GET THAT ACCOMPLISHED.

NONETHELESS, I'M GOING TO FOCUS BACK ON WHAT I SAID.

IT'S NON TRADITIONAL OUT OF THE BOX THINKING THAT THIS BOARD HAS HAS FOCUSED ON SO THAT WE CAN TAP INTO REVENUE STREAMS THAT ARE JUST NOT TRADITIONALLY USED AND SO ALL OF THOSE THINGS WERE DISCUSSED IN THE ACTION TEAM.

WE LOOKED AT WE DID PROCEED WITH THE IDENTIFICATION OF SURPLUS PROPERTIES.

DID DO A SEALED BID PROPOSAL I THINK IT WAS A VERY PRODUCTIVE EXERCISE.

WE HAD CONTRACTS AWARDED FOR FOUR PROPERTIES, AND WE CONTINUE TO WORK FOR ON CLOSING THOSE.

WE ALSO ISSUED AN RFP FOR SPONSORSHIP OF DRAGON STADIUM, AND IT'S HAD A FIVE YEAR TERM FOR APPROVAL AND AGAIN, THOSE ARE OPPORTUNITIES THAT NOT EVERYBODY HAS AT THIS DISTRICT HAS REALLY DONE WELL TO MONETIZE ON.

ONE OF THE BIGGER THINGS IS TO DEVELOP A FIVE YEAR CAPITAL IMPROVEMENT PLAN TO MEET DISTRICT GROWTH REQUIREMENTS AND SO AS WE LOOK AT THE CHALLENGES THAT WE'RE EXPECTING TO SEE OVER THE FEW YEARS NEXT FEW YEARS, I THINK IT'S IMPORTANT TO PUT IN THERE WHAT NOT ALL DISTRICTS DO, WHICH IS A CAPITAL PLAN.

I THINK WE HAVE TO LOOK AT THE ENTIRE PICTURE FINANCIALLY FOR THE DISTRICT AND TO DO THAT.

WHAT CAME OUT OF THIS ACTION TEAM PLAN WAS ENGAGING AN ARCHITECT FIRM AND AN ENGINEERING FIRM TO ASSESS OUR FACILITIES.

THOSE FACILITY ASSESSMENTS WERE WERE PRESENTED IN THE STRATEGIC ACTION TEAM ON MARCH 5TH.

HAD SOME GOOD CONVERSATIONS WITH THOSE THAT PRESENTED TO YOU, THE BOARD OF TRUSTEES, ON APRIL 15TH AT THE BOARD WORKSHOP AND WE TOOK THAT INFORMATION AND OUR DIRECTOR OF FACILITIES, KYLE MAZAK, HAS IMPLEMENTED A NEW CMS SYSTEM AND SO WE KEEP THAT DATA LIVE.

SO MANY TIMES STUDIES ARE ACCOMPLISHED AND THEY GO ON A SHELF AND THEY COLLECT DUST.

RIGHT. WE'RE NOT DOING THAT.

WE'RE IMPLEMENTING THAT INTO THIS NEW SYSTEM TO MAKE SURE THAT WE INCLUDE IT AS PART OF THE ANNUAL FINANCIAL PLANNING PROCESS.

MARKET ANALYSIS WAS PROVIDED TO THE COMMITTEE ON PRICE INCREASES FOR THE LUNCH PRICE.

WE LOOK AT NEIGHBORING DISTRICTS AND ACTUALLY DANA DODGE IS GOING TO TALK A LITTLE BIT ABOUT THAT LATER ON AND WE LOOK AT, AGAIN, WE LOOK HOLISTICALLY AT THE OPERATIONS OF THE CHILD NUTRITION PROGRAM AND SO THE GOAL IS TO RECOUP COSTS AND PROVIDE FOR NECESSARY KITCHEN REPAIRS.

SO IT'S A SELF-SUSTAINING PROGRAM THAT SHE'S LOOKING AT WORKING ON AND SHE'S DONE A TREMENDOUS JOB IN THAT.

WE ALSO ARE LOOKING AT SOME INCREASES IN THE RECOMMENDED BUS PRICE TO INCREASE IN, TO RECOUP INCREASING COSTS.

CARROLL IS VERY NONTRADITIONAL IN THE TRANSPORTATION THAT THEY OFFER AND I THINK THAT IS PART OF THE GREATNESS OF OF LOCAL CONTROL.

YOU GET TO TAKE KIDS AT ALL LEVELS.

THAT SAID, THERE'S A COST TO IT, RIGHT? AND SO WE LOOKED AT SOME OF THE WAYS TO RECOUP THAT COST AND MR. BENNETT'S GOING TO COME IN A LITTLE WHILE AND TALK A LITTLE BIT ABOUT THOSE ALL OF THESE WERE PRESENTED, LIKE I SAID, DURING THE YEAR TO THE STRATEGIC ACTION TEAM, RECEIVED FEEDBACK AND MADE ADJUSTMENTS ACCORDINGLY.

ALSO, WE LOOKED AT EXPANDED RENTAL OF FACILITIES BY DISTRICT PERSONNEL, RESULTING IN FACILITY REVENUES LAST YEAR OF 771,000, AN INCREASE OF 46%. SO SUPER MARKETING EFFORTS.

TAYLOR O'BRIEN IS IN CHARGE OF THAT PROGRAM AND HAS DONE TREMENDOUS.

THE ATHLETIC DEPARTMENT HAS REALLY BEEN CONTRIBUTING TO THAT SUBSTANTIALLY.

AND SO AGAIN, WE LOOK AT NONTRADITIONAL REVENUE SOURCES.

OUR STATE HAS NOT HELPED US.

THAT IS NOT STOPPED THIS DISTRICT FROM DOING EVERYTHING POSSIBLE TO MEET THE SHORTFALL THAT HAS COME OUT OF OUR FOLKS OUT OF AUSTIN.

WE ARE HAVING MARKET ANALYSIS TO CONTINUE AND REVISE RENTAL RATES AS DEEMED NECESSARY.

SO IT'S AN ONGOING PROCESS.

EVERYTHING I'VE DISCUSSED IS NOW EMBEDDED IN PRACTICE AND IT'S LOOKED AT, YOU KNOW, THROUGHOUT THE YEAR 3 ACTION STEPS.

YEAR 3, ACTION STEPS AND I'M GOING TO GO BACK TO THE CHALLENGES THAT WE ALL KNOW WE'RE WE'RE EXPECTING ON THE HORIZON AND SO ONE OF THE THINGS WE TALKED ABOUT IN THE STRATEGIC ACTION TEAM IS THE WAYS THAT WE CAN IDENTIFY AREAS TO REDUCE AND SO CREATING DETAILED COST ANALYSIS ON PROGRAMS FOR CONSIDERATION AND FUTURE YEARS AND INCLUSION AND BUDGET. WE'VE GOT TO KNOW WHAT PROGRAMS COST AS A STARTING POINT FOR, YOU KNOW, SUNSETTING PROGRAMS. HONESTLY. I MEAN, YOU KNOW, THE FUNDS ARE NOT THERE.

BUDGETARY CONSTRAINTS WILL ELIMINATE WILL CAUSE THAT THE ELIMINATION FOR SOME OF THOSE PROGRAMS, THE, YOU KNOW, THE STATE'S JUST NOT GOING TO FUND US AND SO THESE WILL BE THINGS THAT WILL BRING TO THE BOARD OF TRUSTEES IN A FUTURE BUDGET MEETINGS NEXT YEAR OR OPTIONS IN THE EVENT THAT THEY DON'T, WE CAN HOLD OUT HOPE.

WE DO. BUT IN THE EVENT THAT, YOU KNOW, WE SEE KIND OF WHAT AUSTIN HAS HISTORICALLY PROVIDED US, THEN THE BOARD WILL HAVE A LOT OF WORK DONE TO HELP IN ASSISTING MAKING DECISIONS. YOU KNOW, IT'S THE UNDERSTANDING OF THOSE COSTS AND THE NUMBER OF STUDENTS BENEFIT IS JUST PARAMOUNT.

[01:45:02]

AS WE TALK ABOUT WHAT, YOU KNOW, DECISIONS ARE TO BE MADE AND AGAIN, WE'LL USE THAT INFORMATION IN THE BUDGET REDUCTION ADVISORY COMMITTEE, THINGS WE'VE TALKED ABOUT THE LAST COUPLE OF MEETINGS AND SO THAT ANALYSIS, THAT WORK WILL BE VERY HELPFUL OVER THE NEXT 12 MONTHS AND SUSTAINED DEVELOPING NEW REVENUE STREAMS. AGAIN, THE OUT OF THE BOX WAYS WE CAN WE CAN CREATE WE CAN MAKE UP THE SHORTFALL AS A RESULT OF WHAT WE'RE SEEING LEGISLATIVELY, WE'LL FINALIZE THE REAL ESTATE TRANSACTION ON THE PROPERTY, AS I MENTIONED EARLIER, BUT WE'LL CONTINUE TO EVALUATE EXISTING FACILITIES OVER THE NEXT 12 MONTHS AND IDENTIFY OPPORTUNITIES.

SO AS WE SEE OPPORTUNITIES, WE'RE GOING TO CAPITALIZE ON THOSE.

SOME OF THE INFORMATION AT THE NEXT BOARD MEETING WILL BE THE DEMOGRAPHIC PROJECTIONS AND THAT'S GOING TO HAVE SOME VERY EYE OPENING INFORMATION AND I THINK WHAT WE'LL SEE OUT OF THAT MEETING, OUT OF THAT MEETING AND.

WHAT WE'RE TALKING ABOUT NOW MAY LEAD US TO CONSIDER OPPORTUNITIES TO CONSOLIDATE EXISTING CAMPUSES.

I THINK WE'RE SEEING THAT STATEWIDE.

I THINK, YOU KNOW, AGAIN, IT'S OPERATING AT OPTIMUM EFFICIENCY WHERE WE CAN AND SOMETIMES THOSE HARD DECISIONS ARE JUST HAVE TO BE MADE.

SO WE'LL TALK A LITTLE BIT ABOUT THAT.

THE CAPITAL IMPROVEMENT PLAN AGAIN WE TALKED ABOUT THE FACILITY ASSESSMENT.

THE ARCHITECT, THE ENGINEER.

WE'RE GOING TO INCORPORATE THAT THOSE FINDINGS INTO THE CMS SYSTEM.

IT'S BASICALLY A WAY TO HOUSE ALL OF THAT DATA, KEEP IT LIVE, MONITOR ALL THOSE INDIVIDUAL ASSETS.

THE ENGINEERS AND THE ARCHITECTS GAVE US INFORMATION ON.

IT HELPS TO MAKE DECISIONS WHERE WE'RE GOING TO HAVE TO START SPENDING MONEY ON SOME OF THE ASSETS ROOFS, FOR INSTANCE, HVAC, HEATING AND AIR CONDITIONING UNITS, ALL OF THOSE THINGS ARE JUST PART OF RUNNING A BUSINESS.

AND SO THAT'S THAT'S WHAT WE'RE GOING TO REALLY FOCUS ON IS KEEPING THE BOARD INFORMED.

MONITOR ALL FACILITY REPAIRS TO ENSURE THE TIMELY MAINTENANCE.

SO WE WANT TO TAKE CARE OF WHAT WE'VE GOT AND BE GOOD STEWARDS OF THOSE ASSETS.

WE'RE GOING TO LOOK AT PERFORMING AN EFFICIENCY ANALYSIS FOR TRANSPORTATION SERVICES.

ONE THING THAT I CAN SAY JIM BENNETT HAS BEEN HAS BEEN A TREMENDOUS ADD TO THIS DISTRICT.

HE HAS REALLY LOOKED AT ROUTE EFFICIENCY ROUTE ANALYSIS AND SO WE'RE GOING TO CONTINUE DOWN THAT PATH.

AND WE'LL LOOK AT, YOU KNOW, IF THERE IS A BENEFIT FINANCIAL BENEFIT FOR OUTSOURCING TRANSPORTATION, YOU'LL KIND OF DRIVE THAT AS WELL AND SO WE'RE GOING TO LOOK AT, YOU KNOW, EVERY OPPORTUNITY WE LOOK ON THE REVENUE SIDE.

BUT EQUALLY AS IMPORTANT ARE THE EXPENDITURES SIDE OF THE HOUSE.

WE WANT TO MAKE SURE THAT WE'RE OPERATING AS EFFICIENTLY AS WE CAN.

SO WE'LL CONTINUE TO LOOK AT THOSE OPTIONS AND WITH THAT WE WILL GO TO COMMUNICATIONS AND MARKETING.

ANY QUESTIONS FOR MR. JOHNSON? ANY QUESTIONS? SORRY I DO YES, I LOVE THE CREATIVE SOLUTIONS THAT, YOU KNOW, WE'RE KIND OF COME UP WITH FOR BRINGING IN MORE MONEY AND ONE OF THE THINGS THAT THERE WAS A SIGNIFICANT INCREASE WAS THAT FACILITIES RENTAL.

I'D BE INTERESTED TO HEAR FROM TAYLOR TO, YOU KNOW, HEAR ABOUT WHY THERE WAS AN INCREASE AND IF THERE'S ANY MORE OPPORTUNITIES TO EXPAND.

I THINK, YOU KNOW, FOR ANYBODY WHO'S A FOOTBALL COACH IN THE BEGINNING OF AUGUST WHEN IT'S BLISTERING HOT, IT'S ALMOST IMPOSSIBLE TO FIND A FIELD.

SO I'M JUST CURIOUS IF THERE'S MORE WAYS TO AUTOMATE THAT OR TO INCREASE AND DRIVE REVENUES.

WE CAN CERTAINLY BRING HER FORWARD TO A FUTURE MEETING.

YEAH, SHE DOES IT. SHE'S DONE A TREMENDOUS JOB AND LIKE I SAID, 46%.

THE NUMBERS DON'T LIE. SOUNDS LIKE IT.

YEAH. GREAT.

THANK YOU. OKAY.

THANKS, MR. JOHNSON.

GOOD EVENING. WE'RE HERE FOR GOAL FIVE, WHICH COVERS THE COMMUNICATIONS AND MARKETING TEAMS. THE OVERALL GOAL IS TO EXPAND OPPORTUNITIES TO ENGAGE THE COMMUNITY THROUGH EFFECTIVE COMMUNICATION, MARKETING, PARTNERSHIPS AND MENTORSHIPS.

SO AS YOU MAY RECALL, OUR YEAR ONE WAS FRONT LOADED.

IT WAS VERY DETAILED, VERY IN DEPTH.

WE'VE COVERED IT QUITE A BIT.

SO YEAR TWO REALLY IS MORE BRIEF AND THERE'S JUST A FEW HIGHLIGHTS THAT WE'LL GET TO.

BUT FIRST, WE WANT TO THANK ALL OF OUR TEAM MEMBERS.

I PERSONALLY ENJOY OUR TIME TOGETHER WHEN WE HAVE OUR COMMUNITY MEMBERS COME AND TALK TO US ABOUT ALL OF THIS.

I'M A PARENT MYSELF.

I LOVE TALKING TO THE OTHER PARENTS ON MY TEAM AND I'M A COMMUNICATIONS GEEK, SO IT'S A PERFECT COMBINATION.

I LOVE ASKING THEM, HOW DO YOU DIGEST INFORMATION, WHAT'S, YOU KNOW, ON A DAILY BASIS? HOW ARE YOU COLLECTING? YOU KNOW, SOME OF THESE PARENTS HAVE MULTIPLE CHILDREN.

THEY'RE GETTING INFORMATION FROM MULTIPLE CAMPUSES.

YOU KNOW, HOW DO YOU GO ABOUT YOUR DAY AS FAR AS KEEPING AWARE OF EVERYTHING GOING ON WITH YOUR CHILD? SO IT'S ALWAYS INTERESTING TO ME TO HAVE THOSE CONVERSATIONS AND TO BUILD ON THAT AND CREATE EVEN MORE EFFECTIVE COMMUNICATION.

SO AS WE GET TO OUR CELEBRATIONS, THERE'S JUST A COUPLE OF HIGHLIGHTS.

THIS YEAR WE WANTED TO TAKE SOME OF OUR WE DO A LOT OF PROMOTIONAL OR CELEBRATORY VIDEOS, AND WE JUST WANTED TO CREATE SOME MORE INFORMATIVE VIDEOS IN EDUCATIONAL VIDEOS.

SO WE DID CREATE A SERIES OF THOSE COVERING PROPERTY SALE FINANCE.

[01:50:04]

WE HAVE A SAFETY VIDEO THAT'S IN THE WORKS.

IT'S ALMOST FINISHED.

ALSO PARENT COMMUNICATIONS.

SO I THINK THAT WAS REALLY A GOAL IS JUST NOT BEING AS CELEBRATORY BUT ALSO INFORMATIVE AND THEN WE ALSO CREATED A COMPREHENSIVE COMMUNICATIONS PLAN KIND OF COVERING ALL OF OUR MULTIMEDIA STRATEGY AND ON THE MARKETING SIDE, WE CONCENTRATED A LITTLE BIT MORE ON COMMUNITY ENGAGEMENT AND CREATED A DATABASE FOR THE CURRICULUM TEAM TO USE TO CONNECT COMMUNITY MEMBERS AND OUR BUSINESS PARTNERS TO HAVE SOME RESOURCES FOR THE CURRICULUM TEAM TO USE GOING FORWARD.

AND THEN, AS MR. JOHNSON INDICATED EARLIER, WE EXTENDED THE RFP AND SOLIDIFIED A CONTRACT FOR THE NAMING RIGHTS OFDRAGON STADIUM.

SO WITH OUR PROJECTS THEY'RE PRETTY MUCH ALWAYS IN PROCESS.

WE'RE ALWAYS BUILDING ON THEM.

THEY'RE LIVING PROJECTS.

THEY'RE ALWAYS BEING ENHANCED.

WE'RE ALWAYS COLLECTING FEEDBACK AND TRYING TO TWEAK THEM AND GROW THEM AND BUILD A BETTER PRODUCT OR A BETTER TOOL.

SO SOME OF THE ACTIONS THAT ARE IN PROGRESS NOW, WE ALWAYS ARE BUILDING OUT AND ENHANCING OUR WEBSITE.

IT HAS SO MANY DIFFERENT CAPABILITIES THAT WE CAN ALWAYS CONTINUE TO GROW THAT AND MAKE IT AN EVEN BETTER PRODUCT FOR THE COMMUNITY AND THEN ALWAYS CONTINUING WITH OUR MULTIMEDIA STRATEGY AS WELL.

IN ADDITION TO THAT, WE'RE WORKING ON CREATING A PARTNERSHIP PLAN TO EXPAND THOSE RELATIONSHIPS WITH OUR COMMUNITY MEMBERS AND OUR BUSINESSES FOR THEIR INVOLVEMENT WITH THE CURRICULUM TEAM IN THE CLASSROOM, MENTORSHIPS AND INTERNSHIPS AND SO WE'RE WORKING ON CREATING THAT PARTNERSHIP PLAN GOING FORWARD.

AS AN EXAMPLE, WITH THE LAUNCHING OF CBA THIS YEAR, AND MR. JENNINGS HAS BEEN FANTASTIC AT CONNECTING WITH BUSINESS PARTNERS AND BUT WE WANT TO HELP PROVIDE SOME RESOURCES FOR HIM.

CTE PROGRAMS THE MEDICAL ACADEMY PROGRAM.

SO ANY WAY WE CAN HELP CONNECT THE COMMUNITY WITH CLASSROOM, WHAT'S GOING ON IN THE CLASSROOM? AND THEN, AS ALWAYS, WE'RE ALWAYS LOOKING FOR, AS MR. JOHNSON INDICATED, CREATIVE WAYS TO EVALUATE ADVERTISING AND SPONSORSHIP OPPORTUNITIES.

ANYTHING WE CAN TO INCREASE REVENUE.

OKAY. SO MOVING FORWARD FOR NEXT YEAR AND ALWAYS KEEPING IN MIND WE WANT TO ENHANCE THE COMMUNICATION, CLARITY AND DISTRIBUTION.

WE'RE GOING TO CONTINUE TO BUILD OUT THOSE EDUCATIONAL VIDEOS.

YOU KNOW, THIS YEAR WE WE HAD A SITUATION WHERE WE HAD A REUNIFICATION INVOLVING THE HIGH SCHOOL, AND THEY WERE RELOCATED TO THE INTERMEDIATE SCHOOL.

WELL, WE'VE REALIZED THAT THERE'S A LOT GOING ON AT THAT MOMENT.

WHAT CAN WE SEND TO PARENTS LIKE THAT? THAT IS VERY INFORMATIVE.

EVERY BIT OF INFORMATION THEY NEED TO KNOW, LIKE THAT'S WHAT WE'VE BUILT.

WE'VE BUILT A VIDEO FOR THAT WE CAN PULL APART FROM A GREATER VIDEO AND SEND THAT OUT FOR THAT SCENARIO.

SO DEPENDING ON WHATEVER, YOU KNOW, EMERGENCY SITUATION THAT CAN ARISE, WE'LL HAVE SOMETHING THAT WE CAN GET TO PARENTS QUICK AND EASY AND WILL HELP MAKE THAT PROCESS EVEN BETTER. WE'RE GOING TO CONTINUE DESIGN OPPORTUNITIES THAT IMPROVE THE EFFICIENCY FOR COMMON REQUESTS FOR INFORMATION AND WE'RE LOOKING AT A LOT OF INFOGRAPHICS.

HOW CAN WE TAKE THESE PROCEDURES OR THESE POLICIES, AND HOW CAN WE PUT THEM INTO A VISUALLY PLEASING AND EASY TO DIGEST BIT OF INFORMATION THAT WE CAN PUT ON THE WEBSITE? WE CAN SEND THE PARENTS AT A MOMENT'S NOTICE AND THEN, AS USUAL, WE CAN WE CONTINUE WITH OUR SUPERINTENDENT OUTREACH INITIATIVES JUST TO ALWAYS BUILD THAT BRIDGE OF COMMUNICATION AND LISTENING BETWEEN OUR LEADERSHIP AND OUR COMMUNITY AND OUR STAFF.

THEY INCLUDE STAFF, LUNCH AND LEARNS, COMMUNITY EMAILS AND DRAGON UPDATES AND THEN FOR PARTNERSHIPS AGAIN, ASSESSMENT OF CREATIVE OPPORTUNITIES AND SOLUTION FOR REVENUE GENERATION.

THAT'S AN ONGOING STEP ALWAYS EMBEDDED INTO OUR INITIATIVES AND THEN WORK WITH TO EXPAND PARTNERSHIPS WITH THE COMMUNITY, AS I MENTIONED BEFORE, FOR BUSINESS ACADEMY AND THE STEM PROGRAMS AND THEN WE ALSO WANT TO CREATE AN EMPLOYEE DISCOUNT PROGRAM.

WE HAVE A LOT OF BUSINESSES WHO ARE INTERESTED IN PROVIDING BENEFITS TO OUR STAFF AND EMPLOYEES, SPECIAL PERKS AND SO WE'LL CREATE A WEB PAGE AND A PROCESS FOR THEM TO SUPPLY THOSE OPPORTUNITIES FOR EMPLOYEES TO RECEIVE A PERK OR A DISCOUNT IN THE LOCAL COMMUNITY AND WITH OUR LOCAL BUSINESSES. ALL RIGHT.

ANY QUESTIONS FOR MISS EGAN? MISS ROBB? I DO.

ONE. YOU'VE DONE A WONDERFUL JOB.

THANK YOU. I KNOW IN PAST WE TALKED ABOUT AWARDS THAT ACTUALLY YOU'VE WON.

[01:55:02]

OUR COMMUNICATION TEAM IS ONE FOR THE GREAT UPDATES, IT TELLS YOU.

SO THANK YOU FOR ALL THAT YOU'VE DONE AND WOULD IT BE SOMETHING WE'VE TALKED ABOUT THIS I KNOW IN THE COMMITTEE BUT A DRAGON STORE, YOU KNOW, A LOT OF PARENTS WOULD LOVE TO HAVE ONE PLACE TO GO.

ESPECIALLY, YOU KNOW, WHEN THE DRAGON DEN ISN'T OPEN.

IS THAT SOMETHING THAT COULD BE A YEAR, YOU KNOW, THIS COMING YEAR? YES. THAT IS SOMETHING WE'VE TALKED ABOUT AT LENGTH AND ONLINE STORE, BY THE WAY.

RIGHT? YES. LIKE AN E-COMMERCE STORE.

YEAH. I THINK IT'S SOMETHING THAT WE CAN CONTINUE TO LOOK AT.

I MEAN, AS YOU KNOW, I MEAN, A STORE LIKE THAT IS A BIG INVESTMENT AND IT'S A WHOLE BUSINESS IN AND OF ITS OWN.

SO YOU KNOW, SHOULD WE WE BE WILLING TO MAKE A SIZABLE INVESTMENT? WE CAN FOR SURE LOOK INTO DOING THAT? I THINK IT WILL TAKE A FEW YEARS TO GET IT OFF THE GROUND, YOU KNOW, TO RECOUP THE COSTS AND YOU CONTINUE TO INVEST YOUR REVENUE AND YOUR PROFITS BACK INTO THE STORE TO BUY MORE MERCHANDISE AND TO CONTINUE, YOU KNOW, THE GROWTH OF THAT.

I THINK THIS IS A GREAT MARKET FOR IT.

IT JUST WILL TAKE A FEW YEARS TO GET OFF THE GROUND, AND IT WOULD BE A SIZABLE BUDGET LINE ITEM, BUDGET ITEM TO GET IT OFF THE GROUND. NOT ONLY FOR JUST THE INFRASTRUCTURE TO SET IT UP WITH A WEBSITE AND WAREHOUSING AND ALL THAT ENTAILS, YOU KNOW, IN THAT PROCESS.

BUT WITH THE OPEN TO BUY AND WITH THE MERCHANDISE NEEDED TO GET IT OFF THE GROUND.

SO IT'S SOMETHING WE CAN CONTINUE TO EVALUATE.

I KNOW IT'S A BIG LIFT AND I APPRECIATE YOU BEING HONEST ABOUT IT.

MISS ROBB.

I THINK THIS MIGHT BE ONE OF THESE WHERE WE COULD LEAN INTO OUR COMMUNITY BECAUSE WE'VE HAD SOME REALLY EFFECTIVE COMMITTEES AND A LOT OF DIFFERENT SUBJECT MATTERS.

AND THIS MIGHT BE JUST A QUICK LITTLE CALL TO ACTION, BECAUSE I KNOW WE'VE GOT PEOPLE WITH THIS SKILL SET IN THIS TOWN THAT WOULD BE WILLING TO HELP AND GIVE US SOME GREAT IDEAS. SO JUST SOMETHING TO THINK ABOUT.

GREAT. I KNOW WE COULD USE ALL THE HELP WE CAN GET THIS HELP BE INVOLVED IN HELP.

THANK YOU. I THINK OUR THIRD GRADERS COULD PROBABLY PUT THE BUSINESS PLAN TOGETHER, AND THEY CAN HELP US MAKE SOME MONEY THAT'S RIGHT SORRY ABOUT THAT FULFILLMENT.

THAT'S RIGHT. WORK AT THE WAREHOUSE AND SHIPPING THOSE ORDERS OUT.

THANK YOU FOR SURE. YEAH.

THANK YOU BOTH. ANY OTHER? OKAY. ALL RIGHT.

MOVING ON TO 9.2.

CONSIDER APPROVAL OF TEACHER INCENTIVE ALLOTMENT SPENDING PLAN, DOCTOR.

ALL RIGHT. SO GOOD EVENING AND AS I THIS WILL BE A VERY QUICK PRESENTATION.

SO JUST A LITTLE BIT OF HISTORY.

IN 2020, CARROLL ISD DECIDED TO JOIN A COHORT TO LOOK AT THE PURPOSE OF DEVELOPING A DESIGNATION SYSTEM AND SO THESE ARE THE DISTRICTS THAT CARROLL ISD PARTNERED WITH BACK IN 2020.

IN 2022 OF JANUARY, CARROLL ISD DECIDED TO JOIN THE NORTHWEST ISD COHORT TO PROVIDE TEACHERS WITH THE OPPORTUNITY TO WORK THROUGH THE NATIONAL BOARD CERTIFICATION PROCESS TO EARN THE RECOGNIZED DESIGNATION FOR TEACHER INCENTIVE.

AND RIGHT NOW, WE CURRENTLY HAVE THREE CARROLL ISD STUDENT TEACHERS THAT HAVE THEIR NATIONAL BOARD CERTIFICATION.

AND I JUST WANT THIS BOARD TO UNDERSTAND THIS WAS NOT PRESENTED I SAW IN THE PAST, BUT IT TAKES, ON AVERAGE, 3 TO 5 YEARS FOR AN INDIVIDUAL TO COMPLETE THAT CERTIFICATION.

IT IS VERY TEDIOUS.

IT'S VERY INTENSE.

THERE'S FOUR BIG COMPONENTS AND SO ON AVERAGE IT DOES TAKE A TEACHER ABOUT 3 TO 5 YEARS AND AS I HAVE FROM MY EXPERIENCE AS A UNIVERSITY PROFESSOR, SAID, IT'S ABOUT AN ADDITIONAL 60 HOURS OF TIME.

DOCTOR, SMOLKIS CAN ANY TEACHER, YES GO THROUGH THIS PROGRAM? ABSOLUTELY. OKAY. YES.

AND SO THE DISTRICT IS REQUIRED PER TEA TO ADOPT A SPENDING PLAN WHEN IT COMES TO RECEIVING FUNDS UNDER THE TEACHER INCENTIVE ALLOTMENT AND SINCE WE HAVE THREE TEACHERS THAT DO HAVE THEIR NATIONAL BOARD.

I HAVE TO BRING TO YOU WHAT THE PROPOSED SPENDING PLAN IS.

AND AGAIN, IT'S BASICALLY DICTATED FOR US, 92% OF THE FUNDS WILL BE PAID TO THE DESIGNATED TEACHER.

THE REMAINING 8% WILL BE USED TO COVER THE EMPLOYEES PAID BENEFIT COSTS RELATED TO THE TEACHER INCENTIVE ALLOTMENT, COMPENSATION THAT DESIGNATE TEACHERS GET PAID ONCE A YEAR.

THE INCENTIVE ALLOTMENT COMPENSATION AMOUNTS WILL BE INCLUDED IN THEIR ANNUAL WAGES TO THE TRS AND WILL BE USED IN CALCULATING RETIREMENT BENEFITS.

THE TIA COMPENSATION AMOUNTS ALSO INCLUDES TYPICAL REDUCTIONS WITH THE ALLOTMENT RECEIVED TO COVER THE TRS ON BEHALF OF PAYMENTS, MEDICARE, WORKER'S COMP AND OTHER PERTINENT DEDUCTIONS AND SO THAT'S HOW IT IS SPENT.

AND I JUST WANT THE BOARD TO BE AWARE THAT THERE ARE FACTORS THAT ARE CONSIDERED INTO THE AMOUNT OF TIA THAT IS FUNDS THAT ARE GENERATED TO THE DISTRICT.

[02:00:02]

AND IT IS A VERY CONVOLUTED FORMULA.

BUT BASICALLY SOCIOECONOMIC STATUS OF STUDENTS IS CALCULATED.

THERE'S A TIER, DIFFERENT TIER PROCESS FOR THE NUMBER OF SOCIOECONOMIC STATUS OF STUDENTS.

THERE'S ALSO THEY TAKE INTO CONSIDERATION CAMPUS RURAL STATUS.

SO IF YOU LIVE IN A RURAL AREA, YOU GET HIGHER POINTS AND THAT BRINGS IN MORE MONEY.

WITHOUT GOING INTO THE DETAILS OF SOME OF THOSE CALCULATIONS, THAT'S A WHOLE DEGREE IN ITSELF.

OTHER AREAS THAT CAN BE CONSIDERED IS TEACHER OBSERVATION AND AGAIN, THAT CAN BE VERY SUBJECTIVE.

SO THAT'S ANOTHER AREA STUDENT GROWTH.

OUR STUDENTS PERFORM REALLY HIGH.

SO IT'S PRETTY HARD TO SEE GROWTH WITH OUR KIDS BECAUSE WE'RE OUTPERFORMING EVERYBODY.

SO I JUST WANTED THE BOARD TO BE AWARE OF THAT.

SO THAT IS OUR PLAN FOR OUR TEACHER INCENTIVE ALLOTMENT.

SO DOCTOR SMOLSKIS, THE THREE TEACHERS THAT ARE PART OF THE TIA DO THEY I MEAN, WHAT CAN YOU TELL US AS FAR AS HOW MUCH MONEY THEY RECEIVE IN ADDITION TO THEIR SALARY EACH YEAR? IS IT LIKE THE LOWEST BECAUSE WE DON'T MEET ANY OF THAT CRITERIA? I DO HAVE MR. JOHNSON GAVE ME A PRINTOUT OF WHAT THIS WAS CALLED THE PSA OR WHAT WAS TALKING ABOUT THE TIA FROM TARRANT COUNTY. CORRECT AND SO THE DISTRICT GETS WE ARE NUMBER EIGHT OUT OF 17 THAT DO GET FUNDED.

WE'RE LIKE CLOSER CLOSER TO THE BOTTOM.

THE AMOUNT THAT WE GET TOTAL TO THE DISTRICT RIGHT NOW FOR THOSE THREE STUDENTS IS FOR THOSE THREE TEACHERS IS 14,738 AND THAT HAS TO BE DIVIDED BY THOSE 3 TEACHERS.

SO IF YOU THINK ABOUT THAT, TAKE 92% OF THAT AND THEN THE 8% OFF FOR THE OTHER AREAS IT'S ABOUT A 3000, 3200 ISH PER TEACHER.

BY THE TIME IT'S ALL SAID, 600 OF OUR TEACHERS WENT AND GOT THEIR CERTIFICATE, THEN THEY COULD RECEIVE POTENTIALLY 3000 MORE DOLLARS, APPROXIMATELY.

IT CAN BE ANYWHERE FROM 3 TO 6000 FOR THE DESIGNATED FROM THROUGH NATIONAL BOARD CERTIFICATION.

THAT'S PER YEAR AND AGAIN, IT'S ALL CALCULATED BASED ON NUMBER OF SOCIOECONOMIC STUDENTS THEY TEACH.

OBVIOUSLY WE'RE NOT A RURAL DISTRICT.

SO I MEAN, SEVERAL EMPLOYEES OF TEA HAS MENTIONED TO US AND IN CONFERENCES THAT WE DON'T KNOW WHY YOU CAN'T PAY YOUR TEACHERS BECAUSE YOU CAN JUST TAKE ADVANTAGE OF THE TIA.

AND WE KEEP ON TELLING THEM THAT WE DON'T REALLY QUALIFY FOR THE TIA.

SO IS THAT WHAT YOU'RE TELLING US? IS THAT, I MEAN, WE REALLY DON'T HAVE AN OPPORTUNITY HERE TO TAKE ADVANTAGE OF THE ADDITIONAL MONEY THAT THE STATE WOULD GIVE US TO GIVE TO OUR TEACHERS, NOT LIKE OTHER DISTRICTS THAT HAVE HIGHER SOCIOECONOMIC STATUS AND OUR IN RURAL AREAS, I DON'T I THIS IS MY PERSONAL OPINION. I DON'T KNOW, FOR $3,000 EXTRA IF I WANTED TO GO AND SPEND ANOTHER 60 HOURS OF STUDYING TO GET MY NATIONAL BOARD CERTIFICATION.

NOW, IS IT A BENEFICIAL CERTIFICATION TO HAVE? ABSOLUTELY. IT MAKES OUR TEACHERS BETTER IT'S GOOD TRAINING, BUT THAT'S AN AWFUL LOT OF EXTRA HOURS.

YOU COULD WORK ON YOUR MASTERS OR YOUR DOCTORATE, YOU KNOW, IN THE SAME AMOUNT OF HOURS AS WELL.

OKAY. THIS IS MY PERSONAL OPINION.

THANK YOU. IS THERE A, [INAUDIBLE] SORRY.

IS THERE A COST? A DIRECT COST TO TAKING THE TEST.

HOW MUCH IS THAT? OH, BOY. I'D HAVE TO BRING THAT BACK TO YOU.

THERE'S COSTS FOR THE ACTUAL CERTIFICATION ITSELF TO TAKE THE TEST AND THEN I KNOW THERE'S PEOPLE THAT HAVE TO COME OUT AND MONITOR.

THEY COME AND WATCH YOU.

SO THERE'S QUITE A I CAN GET THAT FOR YOU.

THAT'D BE GREAT. THANK YOU.

DOCTOR SMOLKIS DOES THE DISTRICT PAY THE COST OR DO THE TEACHERS HAVE TO? YOU KNOW, I'D HAVE TO LOOK INTO THAT.

WHAT WE'VE DONE IN THE PAST.

THIS WAS IN. THIS WAS BEFORE I GOT HERE.

I'VE NOT HAD ANYBODY REACH OUT TO THE HR DEPARTMENT SO FAR TO WANT TO DO THE NATIONAL BOARD CERTIFICATION.

I DON'T KNOW IF WE PAID FOR THAT OR NOT FOR THOSE THREE TEACHERS, BUT I CAN GET BACK TO YOU ON THAT AS WELL.

BUT THEY GET JUST TO CLARIFY.

SO IT'S $3,000, THAT EVERY YEAR THEY WOULD JUST BE INCREASED THAT MUCH.

SO THEY'D INVEST IN 60 HOURS, AND THEN THEY'D GET AN ADDITIONAL $3,000 YEAR OVER YEAR AFTER YEAR.

RIGHT? SO, I MEAN, THERE COULD BE POTENTIAL IN IF SOMEBODY WANTED IT.

60 CREDIT HOURS, YOU CAN GO GET A PHD.

IT'S GOING TO TAKE YOU ABOUT THREE YEARS.

YEAH. I'D JUST DO THIS IN A COUPLE LONG WEEKENDS I SEE.

YEAH. SO IT'S A LOT OF WORK.

UNDERSTOOD. BUT AGAIN IT JUST KIND OF SHOWS YOU THE WEIGHTING THAT GOES INTO EFFECT AGAIN.

[02:05:02]

IT'S, YEAH OKAY.

THANK YOU DOCTOR SMOLKIS ALL RIGHT, MOVING ON.

9.3 CONSIDER APPROVAL OF GRADES K THROUGH 12.

MCGRAW-HILL SCIENCE CURRICULUM ADOPTION IN SIVAS AP ENVIRONMENTAL SCIENCE CURRICULUM ADOPTION, MR. JENNINGS. GOOD EVENING, TRUSTEES.

DOCTOR LEDBETTER.

TONIGHT, I HAVE THE PRIVILEGE TO SHARE WITH YOU OUR INSTRUCTIONAL MATERIALS ADOPTION RECOMMENDATION FOR K-12 SCIENCE.

TONIGHT I HAVE WITH ME JULIE STEVENS.

SHE JOINED THE TEAM IN FEBRUARY, AND SHE IS THE ELEMENTARY MATH AND SCIENCE CURRICULUM COORDINATOR AND SHE'S BEEN A VALUABLE ADDITION TO OUR TEAM, SO SHE IS HERE AND WE'RE GRATEFUL THAT SHE IS HERE.

SO I'M GOING TO TAKE YOU REALLY QUICKLY ON A BIRD'S EYE JOURNEY OF THE ADOPTION PROCESS, BECAUSE I THINK IT'S REALLY IMPORTANT THAT OUR COMMUNITY AND THIS BOARD HERE IS KIND OF THAT PROCESS OF WHAT HAS TAKEN PLACE TO ENSURE THAT WE HAVE A HIGH QUALITY INSTRUCTIONAL MATERIAL AND THE BEST POSSIBLE RESOURCE FOR OUR STUDENTS.

K-12 SCIENCE A HIGH QUALITY INSTRUCTIONAL MATERIAL IS DEFINED AMONGST MANY THINGS, BUT IT NEEDS TO MEET TEXAS ESSENTIAL KNOWLEDGE AND SKILLS COVERAGE 100%.

IT NEEDS TO BE SUITABLE FOR GRADE AND SUBJECT FREE FROM FACTUAL ERROR, NO OBSCENE OR HARMFUL CONTENT AND THERE'S SOME OTHER PARENT PORTAL COMPLIANCE STUFF OF THAT SORT AND SO THIS PROCESS HAS BEEN QUITE THE JOURNEY STARTED OVER ABOUT A YEAR AGO AND WHAT WE DID AT THAT TIME, IT WAS LINDSEY GARCIA, THE ELEMENTARY MATH AND SCIENCE CURRICULUM COORDINATOR, AND WE WENT AND WE FELT IT WAS IMPORTANT TO INCREASE IN WISDOM ON THIS PROCESS AND GATHER BEST PRACTICES WITH OTHER COORDINATORS THROUGHOUT THE DFW AREA AND SO WE WENT THROUGH THAT PROCESS AND THEN UNDERSTANDING WHAT THAT LOOKS LIKE AND HOW THAT WORKS, WE MOVE FORWARD AND INTERVIEWED A NUMBER OF VENDORS, QUITE A FEW VENDORS.

THEY WOULD COME IN WITH THEIR CURRICULUM.

SOME OF IT WAS AT THE TIME NOT IN FULL COMPLETION.

THEY DIDN'T HAVE IT ALL THE WAY, BUT THEY WOULD SHOW US WHAT WAS WHAT THEY HAD AT THE TIME AND THROUGH THAT PROCESS, WE USED A TEA RUBRIC, WHICH I WILL GO OVER IN MORE DETAIL HERE IN A SECOND.

TO IDENTIFY THOSE RESOURCES THAT BEST FIT CISD NEEDS FOR THE STUDENTS, THE TEACHERS, THE COMMUNITY AND THEN FROM THERE, WE INVITED THE TOP FIVE RESOURCES BACK FOR OUR COMMITTEE TO THEN GO AHEAD AND REVIEW AND IN WHAT WE CALLED AN ADOPTION SHOWCASE, WHERE THEY ALL CAME BACK AND THEY PUT ON THIS SHOWCASE, OR WE PUT ON A SHOWCASE HERE AT THE CENTRAL ADMIN OFFICE, AND THEY GOT TO HEAR FROM THE VENDORS AND SEE THE DIFFERENT ASPECTS OF THE CURRICULUM THE RESOURCES, HOW THEY WOULD BEST FIT OUR NEEDS.

AND THEN FROM THERE, WE GAVE THE TEACHERS ACCESS TO THE RESOURCES FOR THEM TO TRY OUT IN THEIR CLASSROOMS. YOU KNOW, A LESSON HERE OR THERE, MORE SO TO SEE WHAT WORKED BEST AS FAR AS THE THIS FLOW YOU KNOW, DOES THIS HAVE GOOD SUPPORTS FOR STUDENTS, STUFF OF THAT SORT AND THEN FROM THERE, WE PUT OUT PHYSICAL COPIES OF THE RESOURCES TO THE COMMUNITY HERE AT THE CENTRAL ADMIN OFFICE FOR ABOUT A MONTH AND A HALF. BUT THROUGH THAT PROCESS, WE HAD SOME FEEDBACK FROM THE COMMUNITY THAT THEY WOULD LIKE TO ACTUALLY HAVE A DIGITAL REVIEW OF THE CONTENT AND SEEING HOW IMPORTANT THIS DECISION WAS.

WE MADE THAT HAPPEN AND IN MARCH, WE PROVIDED THE COMMUNITY SEVERAL OPPORTUNITIES TO SIT DOWN AND GO THROUGH THE WHOLE CURRICULUM BE ABLE TO SEARCH EACH RESOURCE AND THEN PROVIDE FEEDBACK AND THEN FROM THERE, THE ADOPTION COMMITTEE CONVENED DURING THE APRIL [INAUDIBLE] DAY TO REVIEW THE FEEDBACK FROM BOTH THE COMMITTEE AND THE COMMUNITY AND ULTIMATELY PROVIDE A FINAL KIND OF DECISION FOR TO PUT FORWARD FOR RECOMMENDATION.

SO GOING A LITTLE BIT MORE GRANULAR, THOSE FIVE RESOURCES, AFTER WE INTERVIEWED AND WENT THROUGH THE WHOLE TI RUBRIC WITH THE COMPANIES THAT WE INTERVIEWED THOSE WERE THESE FIVE RESOURCES HERE.

WE HAD H&H, MCGRAW-HILL, SAVVAS, STEM SCOPES AND THEN SUMMIT K12.

SO THESE ARE THE ONES WHO THEN PRESENTED TO OUR STAFF AT THE SHOWCASE.

THE RUBRIC ITSELF WAS IMPORTANT, AND WE DECIDED THAT THE TEA RUBRIC ACTUALLY MET THE NEEDS OF WHAT WE WERE LOOKING FOR AND IT HAD FOUR MAIN CATEGORIES.

IT WAS THE TEKS AND ELPS ALIGNMENT.

WHICH THE, YOU KNOW, THE SCIENCE MATERIALS FOR K-12 UNDERWENT THE TEXAS EDUCATION AGENCY'S REVIEW PROCESS AND ALSO THE TEXAS RESOURCE REVIEW.

[02:10:04]

THIS IS REALLY IMPORTANT BECAUSE WE KNEW THAT THE RESOURCE, IF IT HAD COMPLETE SVO APPROVAL, THAT HAD ALREADY GONE THROUGH A RIGOROUS VETTING PROCESS TO BEGIN WITH, BEFORE WE EVEN BEFORE IT CAME TO US AND THAT MEANS THAT IT COVERED ALL THE TEKS AND THERE WAS NOTHING EXTRA IN THE CURRICULUM OUTSIDE OF THE TEKS.

ANOTHER AREA WAS THE CONTENT AND INSTRUCTIONAL APPROACH.

SO THIS IS THE MATERIAL SHOULD BE INCLUDE CLEAR INSTRUCTIONAL ANCHORS, EVIDENCE BASED LEARNING, AND OPPORTUNITIES FOR PRODUCTIVE PROBLEM SOLVING.

THEN THE EDUCATOR SUPPORTS THIS KIND OF TEACHER SIDE.

THE MATERIALS SHOULD INCLUDE PROGRESS MONITORING, WHICH IS EXTREMELY IMPORTANT WHEN YOU'RE LOOKING AT, YOU KNOW, STUDENTS WHERE THEY HAVE GAPS IN THEIR LEARNING, BUT ALSO WHEN YOU'RE LOOKING AT HORIZONTALLY ALIGNING, VERTICALLY ALIGNING AND THAT IT HAD FEATURES THAT WERE GOING TO BE BENEFICIAL TO THE TEACHER TO BE ABLE TO PRESENT THAT TO THE STUDENTS. AND THEN ADDITIONAL INFORMATION WAS STUFF THAT WAS IMPORTANT TO US AS WELL.

WHAT'S THE COST OF IT? WHAT DOES THAT LOOK LIKE? WHAT ARE THEY GOING TO PROVIDE FOR US IN SUPPORTS? AND, YOU KNOW, IS IT JUST A PRINT.

IS IT DIGITAL. WHAT DOES THAT LOOK LIKE.

SO THAT WAS A PROCESS OF USING THAT THERE.

OUR ADOPTION COMMITTEE AGAIN IT WAS REALLY IMPORTANT FOR US TO MAKE SURE THAT ALL CAMPUSES, ALL GRADE LEVELS WERE REPRESENTED IN ADDITION TO OUR SPECIAL PROGRAMS. GT OUR, YOU KNOW, CAMPUS ADMIN WERE ALSO PART OF IT AND THIS SCREEN SHOWS YOU THAT, YOU KNOW, EVEN HAD DIFFERENT YEARS OF TEACHING.

BUT THE REALLY NEAT THING IS THAT OVER 50% OF THE OR 50% OF THE COMMITTEE ARE OUR STAFF COMMITTEE HAD 15 PLUS YEARS TEACHING ALTOGETHER.

BUT YOU CAN ALSO SEE THERE'S SOME THAT ARE 3 TO 5, 6 TO 8, 9 TO 15 AND THEN ALSO YOU CAN SEE ALL THE GRADE LEVELS AND COURSES REPRESENTED.

THEN WHEN WE MET IN FEBRUARY DURING OUR FEBRUARY 9TH IALIGN DAY, WE TOOK A VOTE AND OUT OF THE COMMITTEE OF THE STAFF COMMITTEE, 63% SELECTED MCGRAW-HILL AS THEIR PREFERRED RESOURCE AND YOU CAN SEE THERE THAT THE YOU KNOW, EVEN IN A CLOSE SECOND CHOICE, THERE WAS MCGRAW-HILL WAS IN THERE AS WELL AND SO THIS WAS A REALLY GOOD SNAPSHOT THAT WAS VERY CLEAR AND EVIDENT OF WHAT THE TEACHERS REALLY LIKED AND THE WHICH ONES THEY REALLY DID NOT LIKE.

SO THROUGH THAT PROCESS, WE STARTED REALLY HONING IN ON THE MCGRAW-HILL.

AND HERE ARE SOME OF THE COMMITTEE IDENTIFIED STRENGTHS AND THESE ARE JUST THESE ARE TAKEN DIRECTLY FROM THEIR .

I GUESS THEIR FEEDBACK FROM THE SURVEY THAT WE PUT OUT.

BUT IT WAS HIGHLY ENGAGING STUDENT WORKBOOKS.

THERE WAS A FIVE LESSON PLAN DESIGN, WHICH IS IT GOES WITH THE NEW SCIENCE TEKS.

IT'S REALLY IMPORTANT FOR OUR TEACHERS WHO KNOW THAT WE'RE ADOPTING NEW SCIENCE TEKS, THAT HOW WE TEACH IT IS ALIGNED WITH THAT AS WELL.

CROSS CURRICULAR RESOURCES, REALLY IMPORTANT LINES UP KIND OF WITH THE STRATEGIC PLAN, HOW WE'RE LOOKING TO GO ACROSS CURRICULAR THAT IT WAS RELEVANT AND FUN. SO THIS MOST OF THEIR EXPERIENCES ARE WHAT IS CALLED PHENOMENON WAS IT'S TEXAS BASED ESSENTIALLY SOMETHING THAT YOU SEE PHYSICALLY THAT YOU CAN START A LESSON WITH AND IT BUILDS FROM THERE.

MOST OF THOSE ARE TEXAS SPECIFIC.

SO THE STUDENTS WERE THEY'RE MORE ENGAGED.

THEY'RE LIKE, OH, I WENT DOWN THERE FOR A VACATION WITH MY FAMILY.

I KNOW EXACTLY WHAT THEY'RE TALKING ABOUT.

SO KEEPING THOSE KIDS ENGAGED, READY TO LEARN AND KIND OF JUST REALLY FOCUSED IN ON WHAT IT IS AND HOW IT IMPACTS THEM IS GOING TO BE REALLY IMPORTANT.

IT ALSO NEEDED TO HAVE A USER FRIENDLY WEBSITE OR INTERFACE A PLETHORA OF TEACHER STUDENT RESOURCES TO SUPPORT LEARNING AND TEACHING AND THEN LEVEL SUPPORT FOR DIFFERENTIATION. THIS IS HUGE AND THIS GOES BACK TO THAT PROGRESS MONITORING.

BECAUSE IF WE HAVE THOSE TOOLS TO THEN BE ABLE TO DIFFERENTIATE AND DO SMALL GROUP TEACHING STUFF OF THAT SORT THAT'S REALLY HELPFUL.

BUT ALSO DOES IT HAVE THE LANGUAGE SUPPORTS FOR OUR ENGLISH LANGUAGE LEARNERS? DOES IT HAVE THE RIGOR NECESSARY FOR OUR DISTRICT AND AGAIN, WON SEVERAL OF THE RESOURCES THAT WERE BROUGHT TO US? WE CAN ALMOST COUNT OUT IMMEDIATELY BECAUSE THEY WEREN'T RIGOROUS ENOUGH.

THEIR BASELINE WAS PRETTY LOW AND WE FOUND IT OR I FOUND IT REALLY INTERESTING THAT AFTER WE HAD THE COMMUNITY FEEDBACK, THE COMMUNITY FEEDBACK MIRRORED THE RESULTS OF OUR STAFF COMMITTEE SURVEY AND ALMOST EVERY SINGLE STAFF OR COMMUNITY MEMBER THAT SHOWED UP ACTUALLY SAID THAT MCGRAW-HILL WAS THEIR FAVORITE RESOURCE, THAT IT WAS THE MOST FAIR AND BALANCED, THAT THEY DIDN'T FIND ANYTHING IN THERE THAT WOULD HAVE THAT JUST DOESN'T ALIGN WITH WHAT WE BELIEVE AND IN FACT, I PUT A QUOTE HERE FROM ONE OF OUR COMMUNITY MEMBERS.

IT SAYS OF THE CHOICES OFFERED, THIS IS MY TOP CHOICE, GIVEN THE CONTENT AND HOW IT REQUIRED KIDS TO REASON AND PROVIDE EVIDENCE RATHER THAN JUST MEMORIZE AND REGURGITATE.

[02:15:05]

THERE IS OTHER GREAT QUOTES WE COULD HAVE PUT IN THERE FROM THE COMMUNITY, BUT THAT ONE WAS KIND OF STUCK OUT TO ME.

SO THE RECOMMENDATION AND THIS ALSO WAS LARGELY BENEFICIAL FOR US TO DO.

THE WHOLE VERTICAL ALIGNMENT WAS TO HAVE A K-12 ADOPTION.

THERE WAS OTHER BENEFITS TO GOING A K-12 AS WELL FINANCIALLY.

YOU PROVIDED THEY PROVIDED US A DISCOUNT FOR GOING K-12 OR IF WE DECIDE TO GO WITH THEM.

BUT IT INCLUDED IN THE K-12 MCGRAW HILL ADOPTION IS K EIGHT SCIENCE PRINT AND DIGITAL FOR EIGHT YEARS.

IT WAS REALLY IMPORTANT THAT WE HAD BOTH AVAILABLE TO US AND THEN 9 TO 12 PRINT AND DIGITAL FOR EIGHT YEARS, WHICH WOULD INCLUDE BIOLOGY, CHEMISTRY, IPC, PHYSICS AND ENVIRONMENTAL SCIENCE.

WHAT IS NOT INCLUDED FOR THE SAKE OF COST IS THE SCIENCE LAB KITS.

HOWEVER, THOSE WOULD BE SOMETHING THAT MAYBE CAMPUS PTO'S COULD POTENTIALLY PURCHASE IF THEY FEEL NECESSARY, LIKE A CERTAIN GRADE LEVEL, OR WANT TO DO SO.

NOW, THE REASON THAT WE HAVE A SAVAAS ADVANCED PLACEMENT AP ADOPTION IN THERE AS WELL IS THAT THROUGH THIS PROCESS, WE WERE LOOKING WE NEEDED TO MAKE SURE THAT WE WERE COMPLYING WITH THE HOUSE BILL 1605.

AND IN PART OF THAT PROCESS, WE LEARNED THAT OUR CURRENT AP BOOK FOR ENVIRONMENTAL SCIENCE WAS HAD RUN ITS DATE, ITS TIME, AND MOST OF OUR AP COURSES USE WHAT ARE CALLED OPEN STACKS BY COLLEGE BOARD.

IT'S A FREE ONLINE TEXTBOOK OR AVAILABLE ONLINE THAT MOST OF THEM USE.

HOWEVER, THEY DID NOT HAVE ONE FOR ENVIRONMENTAL SCIENCE RIGHT NOW.

SO IN ORDER TO COMPLY WITH COLLEGE BOARD REQUIREMENTS AND ALSO HOUSE BILL 1605, WE HAD TO MAKE SURE THAT OUR, OUR AP ENVIRONMENTAL SCIENCE HAD A TEXTBOOK THIS FOLLOWING YEAR.

THAT IS ACTUALLY A PRETTY POPULAR COURSE IN OUR DISTRICT.

AND SO WE WANTED TO MAKE SURE THAT THEY HAD SOMETHING THAT WAS GOING TO BE A HIGH QUALITY INSTRUCTIONAL MATERIAL FOR THEM AS WELL.

WHILE TALKING WITH MCGRAW-HILL, THEY ALSO DECIDED THAT, YOU KNOW, I ASKED THEM, WHAT CAN YOU DO FOR US AS FAR AS PROFESSIONAL DEVELOPMENT? IT'S REALLY IMPORTANT THAT WE ONBOARD OUR TEACHERS, ESPECIALLY WITH NEW TEKS.

AND IN ADDITION TO OR BECAUSE WE WENT WITH THE K12 ADOPTION, THEY GAVE US A 10% DISCOUNT OVERALL.

BUT THEY ARE ALSO GOING TO BE OFFERING US TEN DAYS OF FACE TO FACE PROFESSIONAL DEVELOPMENT DURING THE EIGHT YEAR TERM AND THAT'S A VALUE OF $35,000 UNLIMITED VIRTUAL PROFESSIONAL DEVELOPMENT AND AUTHOR WORKSHOP.

SO ESSENTIALLY THIS IS LIKE KIND OF FOR THE ELEMENTARY THEY HAVE AN AUTHOR THAT WOULD COME IN AND WHO WROTE THE BOOKS AND PRESENT TO OUR TEACHERS.

IT'S KIND OF KIND OF A COOL THING.

I MET ONE OF THEM AND THEY'RE SUPER KNOWLEDGEABLE AND SO THAT'S A VALUED AT $10,000.

SO THERE'S A LOT OF DIFFERENT THINGS, INTEGRATION SERVICES, MAKING SURE THAT WE FOR SINGLE SIGN ON ROSTERING FOR THE LIFE OF THE AGREEMENT.

AND THEN THERE'S SOME OTHER THINGS THAT WERE ADDED IN THERE THAT WERE REALLY IMPORTANT OR AT LEAST ADDED BENEFIT FOR GOING WITH MCGRAW-HILL.

SO WHAT THAT CAME TO, AND THEY REALLY WORKED WITH US ON THE COST AND PROVIDED SOME AWESOME DISCOUNTS AND FEATURES FOR US.

BUT ULTIMATELY, THE K-12 SCIENCE ADOPTION FOR THE MCGRAW-HILL RESOURCES CAME OUT TO $842,077.60.

AND THEN THE SAVAAS AP RESOURCES CAME OUT TO 34,890, AND TOGETHER IT WAS $871,325.49. ANY QUESTIONS? ALL RIGHT. THANK YOU, MR. JENNINGS. TRUSTEE.

YEAGER. YEAH. JUST A QUICK COMMENT.

YOU KNOW THIS BOARD HAS HEARD AND APPROVED SOME CURRICULUM RECENTLY, AND BECAUSE BECAUSE OF OUR FINANCIAL NEED, WE WE CAN'T HAVE ONE ON ONE FOR TECHNOLOGY DEVICES, FOR YOUNGER GRADES.

SO, REALLY, YOU KNOW, WE'VE TALKED AS OFFICERS TO CURRICULUM ABOUT HAVING CURRICULUM THAT IS NOT AS STRONGLY TETHERED TO TECHNOLOGY.

IT SOUNDS LIKE THIS IS THE CASE WITH THIS CURRICULUM.

YES, THAT IS EXACTLY THE CASE.

WE WENT BACK AND TALKED TO THEM AND SAID, YOU KNOW, WE REALLY NEED YOU TO INCLUDE PRINT IN THIS.

WHAT DOES THAT LOOK LIKE? AND THEY WHAT THE PRICE THAT THEY QUOTED US THERE INCLUDES WHAT THEY CALL A BUNDLE, WHICH IS PRINT AND DIGITAL.

OKAY. GREAT AND THE OTHER PART THAT WAS KIND OF A STICKY WICKET, IF YOU WOULD, IS THAT WHEN THERE WAS A DIGITAL HOMEWORK AND A QUESTION MAY BE SERVED TO A STUDENT DYNAMICALLY, THAT THE TEACHER HAD NO WAY OF PRESCREENING WHAT THAT QUESTION WAS, AND USUALLY IT WAS FINE.

BUT YOU KNOW, AS A TEACHER, IT PUTS YOU IN A TOUGH SPOT BECAUSE YOU DON'T ACTUALLY KNOW WHAT YOUR STUDENT MIGHT BE GETTING.

[02:20:03]

SURE. IS THAT THE DIGITAL ASPECT OF THIS CURRICULUM, IS THERE ANY CHANCE OF THAT HAPPENING? NOT IN THIS CURRICULUM, NO.

EVERYTHING THAT WE COULD POTENTIALLY GIVE TO THE STUDENTS FOR HOMEWORK COULD ACTUALLY BE PRINTED OFF AND SENT HOME.

OKAY. EXCELLENT.

OKAY, GREAT. MISS STEVENS AND MR. JENNINGS, THANK YOU VERY MUCH.

ABSOLUTELY. YEAH. MR. JENNINGS JUST A COUPLE OF QUESTIONS.

VERY, VERY COMPREHENSIVE SET OF BOOKS AND FROM VARIOUS SOURCES.

I THERE'S NO WAY ANY OF US COULD, YOU KNOW, READ THROUGH ALL THE BOOKS AND I APPRECIATE THE THOROUGH PROCESS THAT YOU HAVE WITH REVIEWS.

I'M CURIOUS DID THE PROCESS REQUIRE THAT YOU GET AT LEAST ONE REVIEW AND CAN YOU JUST SAY A LITTLE BIT ABOUT WHERE, LIKE, WHO'S DOING THE REVIEW? WHERE IS IT COMING FROM? WHAT ARE THE SOURCES OF REVIEWS? ABSOLUTELY. SO EARLY IN THE PROCESS, YOU KNOW, I MENTIONED IT WAS REALLY IMPORTANT THAT WE HAD SVOE APPROVAL.

I DID SOME RESEARCH ON THAT.

WHY IS IT SO IMPORTANT TO HAVE THAT APPROVAL? YOU KNOW, AS I MET WITH OTHER COORDINATORS AROUND THE DFW AREA AND I CALLED, YOU KNOW, TO FIND OUT WHAT THAT WAS ALL ABOUT AND WHAT THESE COMPANIES WERE DOING WAS SUBMITTING THEIR RESOURCE TO SVOE FOR APPROVAL AND IF THERE WAS ANYTHING THAT WAS NOT THAT DID NOT ALIGN OR 100% ALIGNMENT, I INITIALLY TOOK THAT AS, OH, AS LONG AS THE TEKS ARE IN THERE, COULD THEY POTENTIALLY ADD EXTRA IN THERE? AND I LEARNED THROUGH THIS PROCESS THAT WASN'T THE CASE.

SO ESSENTIALLY, IF IT DIDN'T LINE UP WITH THE TEKS AND WHAT THEY SAID, YOU KNOW, SHOULD BE IN THE TEKS, THEN IT WASN'T ALLOWED IN THERE.

AND SO SOME COMPANIES ACTUALLY GOT REJECTED AND THEY DIDN'T GET SVOE APPROVAL RIGHT AWAY.

AND THEY WERE SENT BACK TO THE DRAWING BOARD.

ESSENTIALLY, THEY HAD TO GO BACK AND TAKE OUT ANYTHING THAT DID NOT ALIGN WITH THE TEKS.

TO MAKE SURE THAT IF THEY WANTED TO SELL THEIR PRODUCT IN TEXAS, THAT IT WOULD BE ALIGNED 100% WITH THE TEKS.

SO THAT WAS THE FIRST STEP.

THEN THERE WAS A TEXAS RESOURCE REVIEW, WHICH IS IT'S ALSO A PROCESS THAT TALKS ABOUT IT, GRADES THEM ON, YOU KNOW, A PERCENTAGE AS TO HOW USEFUL IT IS, HOW THE TEK'S ALIGNMENT, HOW USEFUL IT IS TO TEACHERS.

THERE'S A NUMBER OF CATEGORIES THAT TEXAS RESOURCE REVIEW KIND OF LOOKED AT AND SO THAT WAS A SECOND ONE.

SOME OF THEM INITIALLY THEY WOULD GET 100% IN MOST AREAS AND THEN NOT IN, YOU KNOW, ONE AREA, THEY'D FALL SHORT.

SO THEY GO BACK AND REWORK IT.

SO THAT WAS TWO OF THE ONES THERE AND THEN, YOU KNOW, US WALKING THROUGH AND LOOKING AT SOME OF THE CURRICULUM OF THE TEACHERS, VETTING IT AS THEY'RE LOOKING THROUGH IT, TOO, AND THE COMMUNITY PARTNERS. SO THERE'S BEEN MULTIPLE LAYERS OF REVIEW FOR THE CURRICULUM HERE.

THAT'S VERY HELPFUL.

THANK YOU AND JUST ONE OTHER THING.

YOU KNOW, I DIDN'T I'VE NEVER SEEN ANYONE QUANTIFY THE NUMBER OF BOOKS THAT WE'VE HAD OR THAT WE'VE ADDED TO THE LIBRARY ON AN ANNUAL BASIS.

AND I KNOW WE HEARD FROM A COUPLE OF OUR PUBLIC SPEAKERS AT THE BEGINNING OF THE SESSION TONIGHT.

DO YOU KNOW, LIKE OF THIS LIST OF TEXTBOOKS AND VARIOUS OTHER KINDS OF BOOKS, HOW MANY ARE ACTUALLY NEW TO CARROLL OR NEW TO OUR LIBRARY OR NEW TO OUR CURRICULUM? DID WE DID WE QUANTIFY THAT? I JUST KIND OF CURIOUS.

YOU MEAN IF WE WERE TO ADOPT MCGRAW-HILL? YES. WELL, ALL OF THESE BOOKS WOULD BE ABSOLUTELY BRAND NEW AND THE REASON BEING IS THAT WE HAVE THEY HAVE PUT OUT NEW TEKS SCIENCE TEKS.

SO ANYTHING THAT WAS OLDER WOULD ACTUALLY NOT ALIGN WITH THE NEW TEKS AND SO THIS ADOPTION IS GOING TO COVER ALL OF THAT.

SO THESE BOOKS WOULD NOT BE FOUND IN OUR LIBRARY RIGHT NOW.

BUT MOVING FORWARD, OBVIOUSLY IF WE CHOOSE TO GO THIS DIRECTION THEY WOULD.

OKAY. THANK YOU.

ALL RIGHT. ANY OTHER QUESTIONS? I JUST HAVE ONE QUESTION.

SO THANK YOU.

SOUNDS LIKE EVERYTHING'S VERY THOROUGHLY VETTED AND YOU ANSWERED ONE OF MY QUESTIONS, WHICH WAS WHAT DID THE COMMUNITY FIND? IT SOUNDS LIKE THAT THERE WAS NOTHING THAT RAISED ANY ALARMS. BUT LET'S JUST SAY IN THE FUTURE, AS PEOPLE ARE KIND OF DIGGING IN, THEY SHOULD FIND SOMETHING THAT MAYBE RAISES A QUESTION WHAT WOULD THE PROCESS BE? YOU KNOW, I'M NOT QUITE SURE WHAT THAT PROCESS WOULD BE NECESSARILY, BUT YOU KNOW, FOR THE REVIEW, THEY CAN'T ADD ANYTHING IN AFTER THE FACT, IF THAT MAKES SENSE.

SO ON DIGITAL, THE DIGITAL COPIES THAT ARE COMING FROM MCGRAW-HILL, THAT IT'S ONLY THE VETTED INFORMATION, IT'S NOTHING THAT CAN BE CHANGED BECAUSE WITH, YOU KNOW, WITH HARD COPY BOOKS, RIGHT.

THE BOOK IS WRITTEN, BUT SOMETIMES WITH DIGITAL VERSIONS, THERE'S CONCERN THAT THINGS CAN BE CHANGED MIDSTREAM, RIGHT? WHERE IN YEAR ONE, THREE YEARS DOWN THE ROAD, THINGS CAN BE ADJUSTED AND WE WON'T HAVE NOTICE OF THAT.

SO I JUST WANT TO MAKE SURE THAT WE HAVE A PROCESS IN PLACE, OR THAT WE HAVE SOME KIND OF ASSURANCE FROM MCGRAW-HILL THAT IS NOT THE CASE.

ANYTHING THAT IS IN THERE IS, HAS BEEN THROUGH OUR VETTING PROCESS.

I WILL DEFINITELY CHECK IN WITH THEM AGAIN ON THAT.

BUT I THINK FROM OUR STANDPOINT TOO, WE WILL BE CONSTANTLY VETTING IT AS WELL.

[02:25:05]

SO I'M NOT 100% SURE IF DOWN THE LINE, YOU KNOW, SOMETHING THAT WHEN IT COMES OUT, WHAT THAT PROCESS LOOKS LIKE.

BUT I CAN GET BACK TO YOU ON THAT.

THANK YOU. YOU'RE WELCOME.

ALL RIGHT. EXCELLENT. THANK YOU, MR. JENNINGS. MISS STEVENS.

[10. DISCUSSION/ACTION]

WE'LL MOVE ON TO OUR ACTION PORTION OF THE AGENDA.

ITEM TEN 10.1.

CONSIDER APPROVAL OF CHILD NUTRITION PLATE LUNCHES.

INCREASE, MISS DODGE? HI, OKAY YOU'RE UP.

EXCELLENT. YEAH.

GOOD EVENING. TONIGHT WE'RE TALKING ABOUT THE PROPOSAL FOR THE PLATE LUNCH INCREASE.

WHEN I WAS HERE LAST, IT WAS AT THE WORKSHOP, AND WE TALKED ABOUT AN INCREMENTAL INCREASE AS COSTS CONTINUE TO RISE, INSTEAD OF WAITING A FEW YEARS AS WE DID IN THE PAST.

SO. EXCUSE ME.

THE PROPOSAL IS FOR $4.15 FOR ELEMENTARY AND INTERMEDIATE LEVEL AND $4.40 FOR MIDDLE AND HIGH SCHOOL.

ALL RIGHT. I THINK WE'VE ADDED THIS AT OUR AT OUR PREVIOUS MEETING.

SO CAN I GET A MOTION.

I MOVE TO APPROVE THAT THE ADJUSTED CHILD NUTRITION PLATE PRICE $4.15 FOR ELEMENTARY AND INTERMEDIATE SCHOOL LEVELS AND $4.40 FOR MIDDLE AND HIGH SCHOOL LEVELS. SECOND GOT A MOTION AND SECOND.

ANY FURTHER DISCUSSION? OKAY. ALL IN FAVOR? MOTION CARRIES 7 TO 0.

THANK YOU, MISS DODGE. THANK YOU.

ALL RIGHT, MOVING ON TO ITEM 10.2.

CONSIDER APPROVAL OF INCREASES IN BUS TRANSPORTATION SERVICES REVENUE.

GOOD EVENING. THIS IS FROM OUR LAST MEETING.

A QUICK RECAP. THIS JUST SHOWS THE LAST COUPLE OF YEARS.

THE LARGEST PRICE INCREASE THAT WE'VE DONE FOR OUR BUS PASSES IS 20% AND THIS WOULD SHOW THE CURRENT PRICE, AND THEN WITH THE EVENTUAL GOAL OF COVERING THE COST OF OUR GEN ED ROUTES, THERE'S THE WHOLE SPECTRUM OF PRICE POINTS, IF YOU WILL.

THE RECOMMENDATION IS THAT THE PRICE GO UP TO MATCH THE LARGEST HISTORICAL INCREASE OF 20%.

THAT'S THE 350 FOR THE INDIVIDUAL FAMILY PASS AND AT THAT, THIS WOULD BE THE FULL PRICING STRUCTURE.

OKAY, JUST ONE QUESTION.

SO IF YOU'LL MOVE THE SLIDE BACK ONE PAGE, AM I CORRECT THAT THE HIGHLIGHTED LINE IS WHAT THE DISTRICT'S RECOMMENDING? AND EVEN AFTER THE INCREASE WE'RE STILL GOING TO BE LOSING ABOUT $1.2 MILLION A YEAR ON THE COST OF TRANSPORTATION IS.

AM I READING THAT CORRECTLY? YES, SIR. THE 713 IS THAT'S THE LOSS ON THE [INAUDIBLE] ROUTES AND THEN THE ALL IN ON GEN ED AND OUR SPECIAL NEEDS ROUTES IS APPROXIMATELY 1.2 MILLION.

SO WHEN I FIRST SAW THE DRAMATIC INCREASE IN TRANSPORTATION, WHICH I KNOW THAT WE'RE LOSING MONEY, I DIDN'T REALIZE THAT EVEN WITH THIS DRAMATIC COST INCREASE, WE'RE NOT ONLY GOING TO LOSE THE SAME AMOUNT OF MONEY, WE'RE GOING TO LOSE MORE MONEY AND, YOU KNOW, OF COURSE I KNOW IT WOULD BE VERY DIFFICULT FOR US TO EVER ACTUALLY BREAK EVEN, BUT YOU KNOW, EVEN WITH THIS DRAMATIC INCREASE, I'M NOT SURE THAT THERE'S VERY MUCH OF A CHOICE THAT WE HAVE HERE, OTHER THAN AT LEAST TAKING THE RECOMMENDATION OF THE DISTRICT IF NOT MORE AND SO I WOULD SUPPORT, YOU KNOW, DOING WHAT WE NEED TO DO HERE TO MAKE SURE THAT WE'RE RECOVERING MOST OF THE COST, IF NOT ALL.

SO IT REALLY IS UNFORTUNATE.

WE HAVE A FEW DEPARTMENTS THAT ARE IN THIS BATTLE FOR TRYING TO CHARGE WHAT IT COSTS TO IMPLEMENT AND WE GIVE AND HAVE FOR SO MANY YEARS SUBSIDIZED TRANSPORTATION IN THIS DISTRICT, WHEREAS OTHER SCHOOL DISTRICTS HAVE ALREADY MADE THE DECISION WE'RE EITHER CHARGING WHAT IT COST TO IMPLEMENT OR WE'RE NOT GOING TO PROVIDE IT.

I THINK HIGHLAND PARK DOESN'T EVEN PROVIDE IT.

SO I THINK WE'RE GOING TO HAVE TO TALK OVER THE NEXT YEAR IN THIS BUDGET CYCLE, ESPECIALLY IF OUR ELECTED OFFICIALS IN AUSTIN DO NOTHING.

WE'RE REALLY GOING TO HAVE TO MAKE SOME DRASTIC MOVES AND THIS IS ONE OF THE AREAS WHERE WE'RE GOING TO HAVE TO BE PRETTY DRASTIC.

A 20% INCREASE IS REALLY NOTHING.

I MEAN, WE'RE STILL LOSING $1.2 MILLION AND WE'RE $8 MILLION IN A DEFICIT.

SO IT'S JUST I MEAN, WE CAN'T CONTINUE TO SUBSIDIZE.

YOU KNOW, WE LOVE TO HAVE IT, AND THAT'S WHY WE'RE A DISTRICT DESTINATION.

[02:30:02]

BUT A DESTINATION DISTRICT.

BUT WE JUST WE'RE NOT ABLE TO AFFORD IT IN THE FUTURE.

THAT'S IT. IT'S A REALLY GOOD POINT THAT YOU MADE TRUSTEE LANNEN.

YOU KNOW, I KNOW THAT IT IS PROBABLY A NEED FOR SOME FAMILIES TO BE ABLE TO ALLOW THEIR KIDS TO RIDE THE BUS BECAUSE THEY MIGHT YOU KNOW, BE WORKING AND SO I'D LIKE TO CONTINUE TO OFFER IT.

BUT I REALIZE THAT IT'S ACTUALLY WE'RE LOSING MONEY ON IT.

SO WHATEVER WE CAN DO TO KIND OF KEEP IT GOING BUT CONTINUE TO RECOVER AS MUCH COST.

NOW, I KNOW THAT WE HAD SOME DISCUSSION AND I'M SURE THE DISTRICT WILL KEEP WORKING ON IT.

IT'S NOT JUST ABOUT, YOU KNOW, PARENTS PAYING FOR THEIR STUDENTS, THEIR CHILDREN TO RIDE THE BUS.

BUT I KNOW WE MAKE A LITTLE BIT OF REVENUE OFF OF SPECIAL EVENTS THAT SPORTS TEAMS GO TO.

AND SOMETIMES THOSE ARE PAID IN DIFFERENT WAYS FROM DONATIONS.

BUT I BELIEVE THAT, YOU KNOW, THE BUS SERVICES ARE AVAILABLE FOR A WIDE RANGE OF THINGS OTHER THAN JUST TRANSPORTING KIDS TO SCHOOL.

SO I WOULD CHALLENGE THE DISTRICT TO CONTINUE TO LOOK FOR WAYS TO MARKET THE AVAILABILITY OF THE BUSSES TO GENERATE OTHER FORMS OF INCOME THAN JUST, YOU KNOW, FROM FAMILIES WHOSE KIDS ARE RIDING THE BUSSES.

THANK YOU. IT'S NOT JUST A SMALL LOSS.

IT'S A VERY SIGNIFICANT LOSS FOR OUR SIZE OF DISTRICT.

SO ANYWAY.

ALL RIGHT ANY OTHER DISCUSSION ON THIS? CAN I GET A MOTION? I MOVE THAT THE ADMINISTRATION RECOMMEND APPROVE OR THIS BOARD APPROVES THE INCREASE IN BUS PASSES BY 20%.

SECOND. MOTION AND SECOND.

ANY FURTHER DISCUSSION? OKAY. ALL IN FAVOR? MOTION CARRIES 7 TO 0.

THANK YOU. THANK YOU SIR.

ITEM 10.3 CONSIDER APPROVAL OF 20 2425 TEACHER HIRING, SALARY SCHEDULE AND COMPENSATION ADJUSTMENT.

GOOD EVENING AGAIN.

THIS WILL BE QUICK.

SO AND THE LAST COUPLE OF MONTHS, I BROUGHT TO YOU WHERE OUR HIRING SCHEDULE WOULD PUT US BY YEARS OF SERVICE.

WHEN WE BRING HIRING, WHEN WE HIRE TEACHERS INTO OUR DISTRICT, AS WELL AS THE COST TO THE DISTRICT BY GETTING OUR TWO PAY GRADES TO 95% OF THE MARKET.

SO IT IS THE ADMINISTRATIVE RECOMMENDATION TO APPROVE THE HIRING SCHEDULE AS PRESENTED, AS WELL AS APPROVING THE ADJUSTED CLERICAL, PROFESSIONAL AND AUXILIARY PAY GRADES TO MAKE SURE THAT OUR MIDPOINT IS NOW 95% OF THE MARKET MIDPOINT AVERAGE.

I'LL JUST SAY I COMPLETELY, 100% SUPPORT THE INCREASES AND I WISH THAT WE COULD DO A LOT MORE THAN THIS.

I KNOW THAT WE ARE, YOU KNOW, CONSTRAINED IN MANY WAYS WITH BUDGETS.

I AM CURIOUS, DOCTOR SMOLKIS.

I KNOW I SAW IN THE MATERIALS THE NEW SCHEDULE THAT WE'RE APPROVING, BUT I DIDN'T HAVE HANDY TO ME THE OLD SCHEDULE.

SO JUST FROM AN ENTRY TEACHER STANDPOINT, YOU KNOW, AT ZERO YEARS, I KNOW OUR BASE SALARY IS AT 60,200. DO YOU HAVE AVAILABLE OR WHAT? WHAT WAS LAST YEAR'S LIKE? HOW MUCH ARE WE INCREASING FROM? WHAT WAS THE NUMBER AT THE ZERO LEVEL LAST YEAR? SO ZERO YEAR TEACHER I BELIEVE IS 58, 4 AND ALL OF THE OTHER PAY GRADES, IT'S ABOUT A 1926 PAY INCREASE. SO ENTRY LEVEL IS GOING BASICALLY FROM 58 4 TO 62, CORRECT? OKAY. THAT IS CORRECT.

THANK YOU. WITHOUT FURTHER DISCUSSION, I MOVE THAT THE APPROVAL OF THE HIRING, SALARY, SCHEDULE AND COMPENSATION ADJUSTED AS PRESENTED.

I'LL SECOND. MOTION AND SECOND.

ALL IN FAVOR? MOTION CARRIES 7 TO 0.

THANK YOU, DOCTOR SMOLSKIS 10.4.

CONSIDER APPROVAL OF ACQUISITION OF K THROUGH 12 INSTRUCTIONAL MATERIALS AND ELEMENTARY LIBRARY MATERIALS, MISS PETTY.

GOOD EVENING.

IF YOU WILL RECALL, IN MARCH OF MARCH 25TH OF LAST MONTH, I BROUGHT FORWARD TO YOU THE K-12 INSTRUCTIONAL MATERIALS LIST, AS WELL AS THE ELEMENTARY LIBRARIES LIST.

WE ARE SEEKING APPROVAL FOR THAT LIST.

IT HAS BEEN POSTED FOR 30 DAYS, WHICH IS THE REQUIREMENT, SO WE WOULD LIKE APPROVAL FOR THAT.

I MOVE TO APPROVE THE ACQUISITION OF K THROUGH 12 INSTRUCTIONAL MATERIALS AND ELEMENTARY LIBRARY MATERIALS.

SECOND, GOT A MOTION. AND SECOND, ANY FURTHER DISCUSSION? OKAY. ALL IN FAVOR? MOTION CARRIES 7 TO 0.

THANK YOU, MISS PETTY.

I WOULD LIKE TO, BEFORE WE TRUSTEE YEAGER CONSIDER THE CONSENT AGENDA, I'D LIKE TO MOVE ITEM 11.4 OFF THE CONSENT AGENDA FOR DISCUSSION AND POTENTIAL ACTION.

[11. CONSENT AGENDA]

AND THAT IS INSTRUCTIONAL MATERIALS ALLOTMENT, ANTIQUES CERTIFICATION.

MISS PETTY, I KNOW THAT TRUSTEE BOTTOM, YOU HAD A COUPLE QUESTIONS ON THIS ITEM.

[02:35:04]

I DID SO UNDER THE IT WAS NUMBER 39 AND THE QUESTION WAS ARE WE GOING TO BE PARTICIPATING IN GETTING STATE FUNDING FOR OUR INSTRUCTIONAL MATERIALS? I THINK THE ALLOTMENT WAS $20 PER STUDENT AND IN THAT AREA WE MARKED THERE WAS YES, NO OR UNSURE.

NEED MORE INFORMATION. SO MY QUESTION WAS WHO IS GOING TO LEAD IDENTIFYING THE INFORMATION THAT WE NEED? AND THEN WHAT'S THE TIMELINE.

SO I JUST WANT TO MAKE SURE THAT, YOU KNOW, WE DON'T MISS OUT ON GETTING THAT ALLOTMENT FOR THE 24, 25 SCHOOL YEAR.

BUT WE ALSO WANT TO DO THE VETTING AND MAKE SURE THAT IT'S APPROPRIATE AND THAT IT ALIGNS WITH OUR DISTRICT AND ALL THOSE THINGS.

RIGHT. GREAT QUESTION.

ALL RIGHT. THE TIMELINE TEA HAS CONTINUED TO MOVE THE TIMELINE BACK.

SO AT THE MOMENT WHAT YOU'RE LOOKING AT FOR YOUR TIMELINE, THE PROJECTED ONE IS NOVEMBER OF 2024 IS OUR PROJECTED TIMELINE.

SO WHAT WOULD HAPPEN AT THAT POINT? YOU HEARD MR. JENNINGS TALK ABOUT THE HIGH QUALITY INSTRUCTIONAL MATERIALS THAT THE STATE BOARD WILL BE BRINGING FORTH AND SO THAT'S WHERE YOU GET YOUR $40 ALLOWANCE.

YOU ALSO GET THE $20 IF YOU GO FOR THE OPEN RESOURCE, THE OPEN EDUCATION RESOURCE, THAT'S THE ADDITIONAL 20.

THE ONLY REASON THAT WE PUT UNSURE WE DON'T KNOW WHAT THOSE ARE YET.

OKAY. SO THE SAME COMMITTEE THAT WOULD HAVE REVIEWED THAT WILL BE REVIEWING THE TEXTBOOKS, THE MATH TEXTBOOK ADOPTION THAT'S COMING NEXT.

IT'LL BE JUST LIKE THE SCIENCE TEXTBOOK ADOPTION WE'LL HAVE.

WE'LL HAVE TEACHERS AND ADMINISTRATORS SERVING ON THAT COMMITTEE.

THE COMMUNITY WILL BE ABLE TO REVIEW IT.

BUT THAT WAS, TO BE QUITE HONEST, THE ONLY REASON WE PUT UNSURE WAS WE JUST DIDN'T KNOW.

OKAY. THAT'S FAIR.

ALL RIGHT. THANK YOU, I APPRECIATE IT.

SO WE WILL BE ELIGIBLE FOR FUNDING STATE FUNDING WITH ADOPTION OF THIS.

IS THAT WHAT YOUR QUESTION WAS? YES, WE WILL. I MEAN, $20 A STUDENT, BUT IF WE ALIGN, IF WE AGREE, AND IF IT ALIGNS WITH OUR DISTRICT, THEN WE CAN GET SOME ADDITIONAL FUNDING FOR IT FOR THE PRINTING ASPECT.

OKAY AND THAT'S IN YOUR SHOP, MISS PETTY.

THAT'S IN MY SHOP. THAT'S YOU'RE GOING TO FOLLOW UP ON THAT.

YES. OKAY. AWESOME. OKAY.

ANY OTHER QUESTIONS FOR MS. PETTY IN THIS REGARD? OKAY. TRUSTEE YEAGER, CAN I GET A MOTION ON THIS ITEM? I THINK WE JUST APPROVED IT.

[INAUDIBLE] YOU DID NOT.

OKAY. THANK YOU. DID OFF OF THE CONSENT AGENDA.

OH, OKAY.

WE. SORRY.

11.4. BEAR WITH ME ONE MOMENT ON THE COMPUTER.

THANK YOU. I MOVE TO APPROVE THE IMA ANTIQUE CERTIFICATION FORM FOR THE 2024-2025 SCHOOL YEAR.

SECOND. MOTION AND SECOND.

ALL IN FAVOR. MOTION CARRIES 7 TO 0.

OKAY. LET'S MOVE ON.

THANK YOU, MISS PETTY.

TO THE CONSENT AGENDA.

I KNOW WE HAVE A DONATION.

TRUSTEE YEAGER, WOULD YOU LIKE TO? WE DO. TELL US ABOUT THAT.

WE DO. PRESIDENT BRYAN AND AS WE'VE TALKED ABOUT MANY TIMES IN OUR MEETINGS, THE DONATIONS FROM OUR MOST GENEROUS PARENTS AND ORGANIZATIONS HERE IS ANOTHER GREAT EXAMPLE AND THIS IS A DONATION FROM THE DRAGON CHEER BOOSTER CLUB AND THIS AMOUNT AND ITS PURPOSE, I THINK THE COMMUNITY WOULD LIKE TO HEAR THIS AND THAT IS IT IS $30,000, $30,400 AND THE PURPOSE TRUSTEES AND PRESIDENT BRYAN IS FOR PROVIDING COMPENSATION FOR DRAGON VARSITY AND JUNIOR VARSITY CHEER COACHES AND I THINK THIS JUST SHOWS THAT WHEN WE LEAN INTO OUR COMMITTEE, WE'RE VERY HONEST AND TRANSPARENT OF OUR FINANCIAL SITUATION. THIS IS GREAT BECAUSE THESE KIDDOS DESERVE TO HAVE GREAT COACHES AND WHAT A WONDERFUL DONATION BY CHEER BOOSTERS TO SUPPORT THAT.

YEAH, TOTALLY AGREE. THANK YOU, TRUSTEE YEAGER.

I MOVE TO APPROVE THE CONSENT AGENDA.

WE HAVE A MOTION AND SECOND.

ALL IN FAVOR? MOTION CARRIES 7 TO 0.

IF NO OBJECTION, WE WILL ADJOURN THIS MEETING AT 8:38 P.M.
