AS COACHES, I KNOW WE ARE ALL INCREDIBLY PROUD OF OUR ATHLETES, AND WE WANTED TO GIVE A BIG THANK YOU TO THEIR PARENTS FOR ENDURING TWO AND HALF DAYS OF THE HOTTEST WEATHER I THINK WE'VE EVER HAD.

THAT'S EXCITING. I'M GOING TO GO AHEAD AND GET STARTED OUT.

ANNUALLY, THE CULMINATION OF VISUAL ART COMPETITION AMONG TEXAS HIGH SCHOOLS IS SPONSORED BY THE TEXAS ART EDUCATION ASSOCIATION THROUGH THE VISUAL ARTS SCHOLASTIC EVENT OR VASE, AS IT'S KNOWN AS.

THIS YEAR, CARROLL WAS HONORED TO SEND 13 STUDENTS TO THE COMPETITION HELD LAST APRIL IN SAN MARCUS.

ALL OF OUR 13 ARTISTS RECEIVED TOP HONORS LOCALLY AND PERFORMED INCREDIBLY WELL AT THE STATE LEVEL.

AND ONE OF THOSE 13 TOOK TOP HONORS AT THE EVENT BY EARNING THE HIGHEST MARK A GOLD SEAL.

CONGRATULATIONS TO RISING JUNIOR DRAGON ARTIST SOPHIA SOLARIO.

I DID NOT KNOW IF SHE'S HERE.

OH, COME ON UP HERE NOW. YOU CAN STAND BY ME [APPLAUSE].

HER WORK WAS SELECTED AS PART OF 160 WORKS WHICH ARE CURRENTLY TOURING TEXAS THROUGH NOVEMBER, REPRESENTING TEXAS ART EDUCATION, AND IN THIS CASE, CARROLL ISD.

IN TOTAL, OVER 32,000 ENTRIES WERE SUBMITTED TO THIS YEAR'S COMPETITION.

CONGRATULATIONS.

AND THESE THREE YOUNG MEN COMBINED, PLACED FOURTH IN THE STATE, AND DID AN OUTSTANDING JOB.

AND KATE LEONARD PLACED FIRST IN THE 1600 AND SECOND IN THE 3200. IF YOU'LL COME UP [APPLAUSE].

HIS COACH WAS COACH ADLY SCHRAGEPOR.

AND AGAIN, FOURTH PLACE FINISH, PROBABLY THE HIGHEST FINISH.

I CAN'T THINK OF ANY TIME WE'VE EVER FINISHED ANY HIGHER IN THE STATE TRACK MEET THAN FOURTH.

SO THESE THREE YOUNG MEN DID A GREAT JOB AND VERY PROUD OF THEIR EFFORTS IN MAY. SO THANK YOU ALL [APPLAUSE].

MY HUSBAND AND I LIVE HERE IN SOUTH LAKE.

WE'RE RETIRED HERE, AND WE'RE VERY OR VERY PROUD TO SAY THAT WE WALKED FOR HANNAH CAM AND ANDREW BLOCK WALKING.

ALTHOUGH WE DON'T HAVE ANY CHILDREN IN THE SCHOOL DISTRICT, HOWEVER, I AM A CHILD OF TITLE 9.

I PLAYED BASKETBALL AT THE UNIVERSITY OF NORTH CAROLINA CLASS OF 1977 AND CONTINUED MY ATHLETIC CAREER AS A COLLEGIATE AND HIGH SCHOOL BASKETBALL COACH FOR 19 YEARS AND AN ESPN COLOR ANALYST FOR WOMEN'S BASKETBALL FOR FOUR YEARS, AND I OFFICIATED GIRLS HIGH SCHOOL AND WOMEN'S COLLEGIATE LACROSSE FOR 10 YEARS.

OUR THREE DAUGHTERS WERE MULTI SPORT HIGH SCHOOL ATHLETES WITH OUR YOUNGEST DAUGHTER ACHIEVING ALL AMERICAN STATUS AS A LACROSSE MIDFIELDER AT UNIVERSITY OF DAYTON.

THE CURRENT ADMINISTRATION'S TITLE 9 CHANGES ARE AN INSULT TO ME, OUR DAUGHTERS, AND PARTICULARLY OUR SOUTH LAKE CARROLL FEMALE ATHLETES WHO ARE LIVING THIS NIGHTMARISH OVERREACH, WITH THE VERY REAL POSSIBILITY OF BOYS IN THEIR BATHROOMS, LOCKER ROOMS, AND BOYS BEING ALLOWED TO PARTICIPATE ON THEIR TEAMS SIMPLY BY IDENTIFYING AS A GIRL.

I'VE WRITTEN TO THE CURRENT PRESIDENT AND MULTIPLE ELECTED OFFICIALS TO EXPRESS MY DISBELIEF ABOUT THIS DISREGARD OF WOMEN'S PRIVACY, GIRLS PRIVACY, AND EQUAL OPPORTUNITIES.

PAT AND I HAVE ALSO SUPPORTED WOMEN ADVOCATES LIKE RILEY GAINES, WHO ARE VERY PUBLICLY FIGHTING TO STOP THIS BLATANT DISCRIMINATION AGAINST OUR GIRLS.

BUT MORE IMPORTANTLY, WE SUPPORT OUR BOARD AND THE TRUSTEES ON THE BOARD FOR THEIR LEADERSHIP IN STANDING UP AGAINST THESE TITLE 9 CHANGES AND KEEPING US UP TO DATE ON THE OVERALL PROCESS.

BUT I STRONGLY SUPPORT CARROLL ISD'S CHALLENGE TO THE UNLAWFUL TITLE 9 REWRITE BECAUSE YOU'RE HELPING ALL STUDENTS, ALL SCHOOLS IN TEXAS BY DOING THIS CHALLENGE TO IT.

SOME PEOPLE THINK TO KEEP FEDERAL FUNDING, WE HAVE TO FOLLOW THE BIDEN ADMINISTRATIONS TITLE 9 NEW INTERPRETATION, WHICH SAYS WE NEED TO ALLOW ANY MALE STUDENT WHO FEELS LIKE A FEMALE INTO THE GIRLS' RESTROOM, LOCKER ROOM, AND TEACHERS PLUS STUDENTS MUST USE THE PREFERRED PRONOUN, LIKE SAYING HE/HIM WHEN THE STUDENT IS OBVIOUSLY A GIRL.

IF A TEACHER OR STUDENT DOESN'T USE THE CORRECT PRONOUN, THEY GET PUNISHED.

I'M A TEACHER AT A DIFFERENT SCHOOL DISTRICT, AND I SAW A MALE STUDENT WHO SOMETIMES DRESSED IN WOMEN'S CLOTHING GO INTO THE RESTROOM ON A REGULAR BASIS.

SOME GIRLS SAID TRANS WOMEN ARE WOMEN, BUT THERE'S OTHERS, I COULD SEE THE DISCOMFORT IN THEIR EYES, TWO OF THEM ACTUALLY SAID SOMETHING.

TWO GIRLS IN MY CLASS SAID SOMETHING LIKE IT WAS FRIGHTENING TO THEM, IT MADE THEM NERVOUS.

THEY COULDN'T LEARN WELL.

I MEAN, IT MADE IT HARDER FOR THEM TO LEARN BECAUSE THAT'S [INAUDIBLE] NEEDS.

YOU NEED TO FEEL SAFE AND HAVE SECURITY.

I THANK YOU SO MUCH FOR DOING THIS.

I ALSO WANT TO SAY THAT THERE IS A STUDY DONE IN SWEDEN, THAT AFFIRMING KIDS, ALSO THAT'S ANOTHER PART OF THIS TITLE 9 THING MAKES THEM MORE LIKELY TO GO THROUGH THIS HARMFUL GENDER TRANSITION.

THERE IS A STUDY, IT'S FROM THE HERITAGE FOUNDATION. YOU CAN FIND IT.

IT WAS ACTUALLY DONE FROM SWEDEN THOUGH, AND IT STUDIED THIS, THAT TRANSGENDER SUICIDE RATE IS SO MUCH HIGHER.

LIKE POST SURGERY, THE SURGERY MAKES THEM MORE LIKELY TO COMMIT SUICIDE AFTER GO THROUGH SURGERY AND PUBERTY BLOCKERS.

IT WAS DONE OVER 30 YEARS.

SWEDEN AND OTHER EUROPEAN COUNTRIES ARE GOING BACK ON THIS BECAUSE THEY'RE FINDING IT'S HARMFUL.

THE FACT IS WE WERE CREATED MALE AND FEMALE IN THIS IMAGE GOD CREATED US, AND WHEN WE GO AGAINST THAT TRUTH, THESE BAD THINGS HAPPEN.

THIS GROUP IS CALLED DATS, DIGNITY FOR ALL TEXAS STUDENTS.

IT WAS FORMED BY MEMBERS OF THE SOUTH LAKE ANTI-RACISM COALITION OR SARC.

ALL OF THESE DAT BOARD MEMBERS SIGNED THEIR NAMES TO SARC'S DEMANDS THAT WOULD REQUIRE STUDENTS TO COMPLETE ANTI-RACIST COURSES BEFORE THEY CAN GRADUATE.

IT WOULD REQUIRE TEACHERS TO UNDERGO IMPLICIT BIAS TRAINING, AND IT WOULD REQUIRE THE IMPLEMENTATION OF BLM CURRICULUM, AND IT WOULD REQUIRE THE DEFUNDING OF OUR VALUABLE SROS.

DATS WAS FORMED AS A 501 C4 TO AVOID DISCLOSING FINANCIALS TO THE PUBLIC.

ITS WEBSITE NOW SAYS THAT IT'S A 501 C3.

HOWEVER, THE ONLY 501 C3 IS A NEWLY FORMED GROUP, QUIETLY FORMED, CALLED DAT, DIGNITY FOR ALL TEXAS STUDENTS FOUNDATION.

THIS IS A FOUNDATION THAT HAS ONE PRINCIPAL OFFICER WHO ALSO SIGNED THE SARC DEMANDS AND RECENTLY JOINED THE DALLAS' RACIAL EQUITY COHART, VYING FOR GRANT FUNDING TO "COMBAT RACISM IN OUR SCHOOLS AND THE BROADER SOUTH LAKE COMMUNITY WITHIN THE NEXT 12 MONTHS." THEY DID INDEED ATTAIN THAT GRANT FOR $10,000 WITH THE REQUIREMENT TO IMPLEMENT THE ORGANIZATIONAL RACIAL EQUITY STRATEGY PLANS, SO KNOW WHO YOU'RE DEALING WITH.

I LIVE OUTSIDE OF THE DISTRICT IN AUSTIN, TEXAS, BUT I'M THE DIRECTOR OF GOVERNMENT RELATIONS FOR TEXAS VALUES, WE'RE A STATEWIDE ORGANIZATION THAT STANDS FOR RELIGIOUS LIBERTY AND MARRIAGE AND FAMILY VALUES.

WE HAVE BEEN AN ACTIVE PART IN THIS COMMUNITY IN SOUTH LAKE, MAKING SURE THAT PARENTS AND KIDS' CONCERNS ARE BEING HEARD EVER SINCE 2020.

WHENEVER THE SCHOOL DISTRICT DECIDED TO TAKE ON FIRST HAND, THE BIDEN ADMINISTRATION'S REWRITE OF TITLE 9, WE WANTED TO APPLAUD THE BOARD AND SHOW OUR SUPPORT TO THEM.

THIS TITLE 9 REWRITE, WHERE THEY'RE REDEFINING REALITY IN SEX WOULD NOT ONLY VIOLATE CARROLL ISD, BUT IT WOULD ALSO ROB UNDERAGE GIRLS OF THEIR DIGNITY, THEIR CHANCE TO SUCCEED IN SPORTS AND THEIR CONFIDENCE IN THEIR EDUCATION.

LET'S REMEMBER WHY TITLE 9 WAS PASSED IN THE FIRST PLACE.

IT WAS PASSED BY A WOMAN WHO'S DENIED HER OPPORTUNITY TO A COLLEGE EDUCATION, TO GET A LAW DEGREE, AND EVEN WORK AT A LAW FIRM.

MY NAME IS CASSIDY COMER, AS I SAID, AND I AM A RETIRED COLLEGIATE WOMEN'S BASKETBALL PLAYER.

I WAS GIVEN THE OPPORTUNITY TO PLAY BASKETBALL IN THE FIRST PLACE BECAUSE OF TITLE 9.

I HAVE BEEN ADVOCATING FOR THE PROTECTION OF GIRLS AND WOMEN SPORTS SINCE 2021, AND I HAVE BEEN ABLE TO WORK ALONGSIDE LEGISLATORS TO SEE THE SAVE GIRL SPORTS AND TO SAVE WOMEN SPORTS BILLS PASSED AND BECOME LAW HERE IN TEXAS.

I HAVE SEEN FIRSTHAND THE PAIN AND THE SORROW THAT CAN BE FACED BY WOMEN WHEN THEY ARE FORCED TO COMPETE AGAINST MEN.

I HAVE WILLINGLY COMPETED AGAINST MEN AND PRACTICES AND SCRIMMAGES, SO I HAVE SEEN THE DIFFERENCES IN SPEED AND STRENGTH AND OVERALL POWER THAT EVERYBODY TALKS ABOUT, BUT NOBODY WANTS TO TALK ABOUT IN THE DISCUSSION WITH THE BIDEN ADMINISTRATION.

TITLE 9 WAS ADOPTED 52 YEARS AGO IN ORDER TO GIVE WOMEN EQUAL OPPORTUNITIES.

RIGHT NOW WITH THE BIDEN ADMINISTRATION, ALL OF THAT IS AT RISK.

IT GOES BEYOND EDUCATION, BUT AT THIS LEVEL, EDUCATION IS WHAT IT'S ABOUT.

THERE ARE REAL DIFFERENCES BETWEEN BOYS AND GIRLS.

I'M NOT GOING TO GET INTO ALL OF THEM, BUT BOYS HAVE LARGER MUSCLES, STRONGER BONES.

THEY CAN EVEN HAVE LARGER HEARTS, WHICH GIVES AEROBIC ADVANTAGES IN ATHLETICS.

THIS GIVES BOYS A PHYSICAL ADVANTAGE OVER GIRLS AND CAN PUT GIRLS IN HARM'S WAY.

THE BIDEN ADMINISTRATION IS IGNORING THESE FACTS WITH THEIR TITLE 9 REWRITE.

THEY'RE PUTTING GIRLS IN HARM'S WAY.

NOT ONLY DOES IT VIOLATE THAT, BUT IT VIOLATES THE FIRST AMENDMENT BY FORCING STUDENTS AND STAFF AND FACULTY TO USE PRONOUNS THAT DON'T ALIGN WITH BIOLOGY.

CHRISTIAN STUDENTS WITH SINCERELY HELD BELIEFS WILL BE FORCED TO USE INCORRECT PRONOUNS OR FACE CONSEQUENCES.

THIS DOES NOT LEAD TO A POSITIVE LEARNING ENVIRONMENT,

ALLOWING BOYS TO USE GIRL SPACES AND TAKE OPPORTUNITIES AWAY FROM GIRLS IS TERRIBLE.

THIS RULE IS DESIGNED TO APPEASE A RADICAL GENDER IDEOLOGY THAT ISN'T GROUNDED IN REALITY.

I BELIEVE NO PARENT, REGARDLESS OF THEIR STANCE, WOULD WANT THEIR DAUGHTER TO COME HOME FROM SCHOOL AND SHARE SUCH AN EXPERIENCE.

THIS IS A CONCERN THAT I BELIEVE WE ALL SHARE.

AS FOR BOYS WHO WANT TO COMPETE AS A GIRL, I AM SAD TO SAY THAT THE ADULTS IN YOUR LIFE HAVE FAILED YOU.

YOU ARE BEING USED TO PUSH A FAILING AGENDA.

IN THE LONG RUN, YOU WILL END UP DEPRESSED, UNHEALTHY, AND UNSUCCESSFUL.

I ENCOURAGE EVERYONE TO STEP BACK AND LOOK AT THE BIG PICTURE.

ADULTS AND PARENTS ARE SUPPOSED TO TAKE CARE OF CHILDREN BY PROMOTING WELLNESS AND SUCCESS.

I AM FROM A CONSERVATIVE SOUTHERN BAPTIST BACKGROUND.

THE MOST LIBERAL CHURCH I'VE EVER ATTENDED IS WHITE CHAPEL METHODIST.

IT'S BRANDED LIBERAL BECAUSE IT ORDAINS WOMEN.

OUR SCHOOL BOARD HAS RECENTLY SEEN FIT TO INTRODUCE PRAYER TO OUR SCHOOL BOARD MEETINGS.

DAVID BARTON, A WALL BUILDERS, HAS ENCOURAGED LOCAL SCHOOL BOARDS TO INTRODUCE A FORM OF CHRISTIAN PRAYER AND SCRIPTURE, INCLUDING THE TEN COMMANDMENTS INTO OUR PUBLIC PRE-K AND 12 SCHOOLS.

DAVID HAS SAID HE WELCOMES LAWSUITS BECAUSE HIS BELIEF, HIS CHRISTIAN, PARTICULAR BRAND, WILL WIN AT THE SUPREME COURT.

TRUSTEES HAVE ALREADY OBTAINED PRO BONO LEGAL SERVICES FROM THE POWER FOR ALLOWANCE DEFENDING FREEDOM GROUP.

FOR ANOTHER MATTER, ADF WORKS TO EXPAND CHRISTIAN RELIGIOUS PRACTICES WITHIN THE PUBLIC SCHOOL SYSTEMS. MY CONCERN IS IF TRUSTEES CHOOSE TO MOVE FORWARD WITH CHRISTIANIZATION OF PUBLIC SCHOOLS, IT WILL RESULT IN DECADES OF LAWSUITS AND COMMUNITY DIVISION.

THE REASON ONE SEES A CHURCH ON EVERY CORNER IS BECAUSE CHRISTIANS CANNOT AGREE ON DOCTRINE.

FOR THOSE THAT ARE NOT FAMILIAR WITH THE CHRISTIAN FAITH, THE FIRST CHRISTIAN PRAYER I HEARD AT THE SCHOOL BOARD MEETING WAS THE PRAYER OF JABEZ.

IT'S A POPULAR, WITH SECTIONS OF FUNDAMENTALIST PENTECOSTAL CHRISTIAN MOVEMENT, PARTICULARLY WITH CHURCHES ASSOCIATED WITH NEW APOSTOLIC REFORMATION, KINGDOM NEW THEOLOGY AND OTHER PARTS OF SPIRIT FILLED CONGREGATIONS.

THE ONLY WAY WE CAN PEACEFULLY COEXIST IS TO KEEP OUR PUBLIC SCHOOLS NON SECTARIAN.

NONE OF US WANT ANYONE ELSE'S FAITH OR SCRIPTURE INTERPRETATION CRAMMED DOWN OUR CHILDREN'S THROATS.

THIS IS TO BE DETERMINED BY PARENTS AND THEIR FAITH COMMUNITY AT HOME.

IF THE BOARD CONTINUES TO PUSH THE BELIEFS OF CHARISMATIC, APOSTOLIC, DOMINION THEOLOGY, ALL OF SALT LAKE WILL SUFFER. THANK YOU.

I'M SURE THAT YOU HAVE SEEN AND HEARD OVER THE LAST FEW WEEKS AND MONTHS OF THE CONCERN ABOUT CELLPHONE FOR MANY OF OUR CHILDREN.

EVEN SCHOOL DISTRICTS LIKE RICHARDSON ISD HAS BANNED PHONES COMPLETELY, AND LA, LOS ANGELES SCHOOL DISTRICT IS PLANNING TO REMOVE THEM FROM SCHOOLS AS WELL.

US SURGEON GENERAL SAID LAST WEEK, THE MENTAL HEALTH CRISIS AMONG OUR YOUNG PEOPLE IS AN EMERGENCY.

THE SOCIAL MEDIA HAS EMERGED AS AN IMPORTANT CONTRIBUTOR ADOLESCENTS WHO SPEND MORE THAN THREE HOURS A DAY IN SOCIAL MEDIA FACE DOUBLE THE RISK OF ANXIETY, DEPRESSION SYMPTOMS. THE AVERAGE DAILY USE OF THIS AGE GROUP IN THE SUMMER OF 2023 WAS 4.8 HOURS.

DURING THE SCHOOL YEAR, OUR STUDENTS SPEND APPROXIMATELY 50% OF THEIR WAKING HOURS IN YOUR CONTROL.

OUR DISTRICT POLICY DOES MAKE A DIFFERENCE IN OUR MENTAL HEALTH.

WE NEED TO BE SURE OUR POLICIES ARE PROVEN THEM THE BEST ENVIRONMENT.

OUR CARROLL HANDBOOK, CURRENT ONE, HAS NOT BEEN UPDATED FOR NEXT YEAR, BUT SEVENTH AND EIGHTH GRADE, NO PERSONAL ELECTRONIC DEVICES MAY BE ACCESSED IN CLASS EXCEPT ON LIMITED INSTRUCTIONAL PURPOSES TO DETERMINE BY THE TEACHER WHERE USE THE DISTRICT ISSUED DEVICE OR APPROVED LAPTOPS IS NOT APPROPRIATE.

SINCE WE FLIPPED THIS SCHOOL BOARD, YOU HAVE CONSISTENTLY STOOD STRONG AND MADE DECISIONS IN THE BEST INTEREST OF STUDENTS KEEPING EDUCATION THE MAIN FOCUS WHILE PROTECTING PARENTAL RIGHTS.

THE SOUTH LAKE CARROLL SCHOOL DISTRICT IS ONE OF THE HIGHEST SOUGHT-AFTER SCHOOL DISTRICTS IN THE STATE OF TEXAS.

IN 2021, THE BIDEN ADMINISTRATION'S ATTORNEY GENERAL TRIED TO MUZZLE THE MAMAS BY ESSENTIALLY CALLING THEM DOMESTIC TERRORISTS IN AN AG MEMO, UTILIZING THE FBI TO ATTACK PARENTS WHO WERE UTILIZING THEIR FIRST AMENDMENT RIGHTS TO GO SPEAK AT SCHOOL BOARD MEETINGS.

WHAT DID THEY DO THAT WAS SO EGREGIOUS? THEY WERE WANTING BETTER EDUCATION FOR THEIR KIDS.

THEY WERE WANTING SAFE SPACES FOR FEMALE STUDENTS AND ATHLETES, AND THEY WANTED TO KEEP THE LGBTQ LOBBY AND CRITICAL RACE THEORY OUT OF SCHOOLS.

NOW, WHILE THAT BACKFIRED, APRIL 19TH OF THIS YEAR, THE DOE'S EXPANSION OF TITLE 9 REDEFINED SEX TO GENDER IDENTITY.

THE LEFT WAR ON WOMEN IS BAD ENOUGH.

NOW THE BIDEN ADMINISTRATION HAS A WAR ON CHILDREN, TARGETING THEM FROM PRE-K TO THE UNIVERSITY LEVEL.

THIS EFFORT VIOLATES THE STUDENTS' AND TEACHERS' FIRST AMENDMENT RIGHTS WITH REGARDS TO FORCED SPEECH AND PRONOUN USAGE.

IT ENDANGERS YOUNG GIRLS IN BATHROOMS AND LOCKER ROOMS. IT GOES AGAINST TEXAS' BAN ON BOYS COMPETING IN GIRLS SPORTS, AND IT IS A SMACK IN THE FACE TO EVERY HARDWORKING FEMALE ATHLETE THAT HAS DEDICATED THEIR LIFE TO THEIR SPORT.

I WANT TO COMMEND THIS BOARD FOR YOUR BRAVERY AND YOUR ACTION.

I WANT TO THANK ALLIANCE DEFENDING FREEDOM FOR FILING A FEDERAL LAWSUIT ON BEHALF OF CISD AT NO COST ON THE TAXPAYERS.

AT THIS TIME, THE PUBLIC HEARING IS DECLARED OPEN, AND I'LL ASK THE ADMINISTRATION TO TAKE US THROUGH A PRESENTATION REGARDING THE 2024 2025 PROPOSED BUDGET AND TAX RATE. MR. JOHNSON.

WE'LL START WITH A LITTLE BIT OF HISTORY AND CONTEXT ON WHAT'S DIFFERENT THIS YEAR AS COMPARED TO PRIOR YEARS.

TALK A LITTLE BIT ABOUT THE TAX RATE ADOPTION PROCESS AND WHAT WE HAVE AS FAR AS TAX RATES AND THE TIMELINE FOR ADOPTING THOSE.

TALK A LITTLE BIT ABOUT THE GENERAL FUND BUDGET.

SOME OF THE HIGHLIGHTS AS WE'VE GONE THROUGH THAT NOW SINCE FEBRUARY.

A LITTLE BIT ABOUT THE DEBT SERVICE FUND BUDGET, AND AN APPENDIX THAT IS REQUIRED TO BE A PART OF THE BUDGET ADOPTION PROCESS.

EVEN THOUGH WE ARE NOT FORMALLY ADOPTING TAX RATES TONIGHT, THE STATE COMPTROLLER REQUIRES THAT WE SHARE THE TAX RATE CALCULATIONS KNOWN AS THE TRUTH IN TAXATION AND THE NO NEW REVENUE RATE.

THINGS THAT WE ARE DOING DIFFERENT THIS YEAR THAT WE'VE NOT DONE IN YEARS PAST, THIS YEAR, THE BOARD ELECTED TO ADOPT A NEW FISCAL YEAR.

THAT NEW FISCAL YEAR WILL BEGIN ON JULY 1ST.

THE TEXAS EDUCATION AGENCY APPROVED THAT CHANGE IN NOVEMBER OF 2023, AND SO TONIGHT, THE BOARD WILL ADOPT THE GENERAL FUND OR WE WILL PROPOSE THAT THE BOARD ADOPT THE GENERAL FUND AND DEBT SERVICE FUND BUDGETS IN JUNE AS REQUIRED BY THE TEXAS EDUCATION CODE.

WE PROVIDED NOTICE TO THE PUBLIC ON JUNE 13TH THAT WE WOULD HOLD THE HEARING TONIGHT, AND IT INCLUDED THE PERTINENT INFORMATION TO TONIGHT'S BUDGET ADOPTION.

NOW, THE TAX RATE WILL NOT BE ADOPTED UNTIL AUGUST AFTER THE DISTRICT RECEIVES THE CERTIFIED VALUES FROM THE TARRANT APPRAISAL DISTRICT ON JULY 25, THE PROPOSED GENERAL FUND AND DEBT SERVICE FUND BUDGETS WILL LIKELY REQUIRE SOME MINOR AMENDMENT AFTER THE CERTIFIED VALUES ARE RECEIVED BECAUSE WE DO NOT HAVE CERTIFIED VALUES BECAUSE THEY AREN'T RELEASED UNTIL AFTER BUDGET ADOPTION.

I SHARE THE PRELIMINARY TAX RATE PER $100 EVALUATION.

I'VE GIVEN A LITTLE BIT OF HISTORY TO SHOW THAT THE TAX RATE HAS GONE FROM $1.2686 PER $100 EVALUATION CONSISTENTLY PRIMARILY DUE TO LEGISLATION INTRODUCED IN THE 86 LEGISLATIVE SESSION FOR THE TAX RATE COMPRESSION.

THIS YEAR, THE FLOOR OR THE LOWEST PART OF THE MCR, WHICH IS THE MAXIMUM COMPRESSED RATE, THAT WHICH THE STATE DETERMINES IS 61 69, I ANTICIPATE BECAUSE OF THE GROWTH THAT WE WILL HIT THAT FLOOR THIS YEAR AS PROPERTY VALUES RISE, IT FORCES THAT TAX RATE DOWN LOWER.

WENT THROUGH THIS I THINK THROUGHOUT THE BUDGET AND TAX RATE ADOPTION PROCESS, JUST THOUGHT I'D RECAP.

THE UNCERTIFIED PRELIMINARY ESTIMATES FROM TARRANT APPRAISAL DISTRICT SHOWED 11.5% GROWTH.

THE PROPERTY TAX COLLECTIONS, WHICH ARE TYPICALLY SEEN DURING THE COURSE OF A TAX COLLECTION YEAR, ABOUT 99.5%.

MCR, AGAIN, DETERMINED BY THE STATE IS THE DECREASE.

I DID THINK IT WAS IMPORTANT TO INCLUDE THAT THE TIER 2 TAX RATE WHICH IS DETERMINED BY THE BOARD INCLUDED IN THE CALCULATIONS TONIGHT ARE FIVE PENNIES, WHICH IS ANYTHING ABOVE THAT WOULD REQUIRE BOARD APPROVAL AND TAXPAYER APPROVAL THROUGH THE WAY OF A VOTE.

WE HAVE TALKED A LITTLE BIT ABOUT THE ANTICIPATED SALE OF THE PROPERTY THAT'S BEEN GOING ON FOR I GUESS, ABOUT THE MAJORITY OF THE CURRENT YEAR THROUGH THE SOLICITATION PROCESS, THE ACCEPTANCE OF BIDS, THE AWARDING OF THOSE BIDS, THAT IS ANTICIPATED TO CLOSE IN AUGUST OF THIS YEAR.

TOTAL PROCEEDS OF THAT 36 MILLION.

TONIGHT'S BUDGET WILL INCLUDE $8.6 MILLION USED FOR BALANCING THE BUDGET.

THE PROJECTED ENROLLMENT OF 81 74, THAT'S CHANGED.

WE GOT THE REVISED DEMOGRAPHIC PROJECTIONS ON THE MAY 6 BOARD MEETING, AND THAT WAS PRESENTED TO YOU.

THE ADA AVERAGE DAILY ATTENDANCE, WE GET PAID ON THOSE WHO SHOW UP IS 93.8%.

HISTORICALLY, THAT'S BEEN A LITTLE BIT HIGHER, BUT IN THE LAST FEW YEARS, WE'VE EXPERIENCED A LITTLE BIT LOWER RELATIONSHIP OF THE ATTENDANCE TO ENROLLMENT.

AGAIN, I'M GOING TO DIFFERENTIATE AVERAGE DAILY ATTENDANCE BECAUSE THAT'S THE DAYS THAT THE STUDENTS ACTUALLY SHOW UP. THAT'S ABOUT 95%.

BUT THE CHANGE IN ENROLLMENT OVER THE COURSE OF THE YEAR DROVE THAT NUMBER DOWN A LITTLE BIT.

WE APPROVED, THE BOARD APPROVED SOME PRE-K TUITION THROUGH SOME INTERACTION WITH THE TEXAS EDUCATION AGENCY.

THAT HELPED, GOSH, I THINK, ABOUT $870,000.

THAT WAS A TREMENDOUS HELP.

TRANSPORTATION FEES AND CHILD NUTRITION FEES WERE ALSO INCREASED.

I TALKED A LOT ABOUT INTEREST INCOME BECAUSE TWO YEARS AGO WE RECEIVED $25,000 IN INTEREST INCOME.

THE LAST YEAR, WE HAD, GOSH, $3.5 MILLION.

I'VE USED THOSE RATES, EVEN THOUGH THERE'S SPECULATION ON OF THE CHANGE OF THOSE, I'M GOING WITH THE BEST INFORMATION THAT I HAVE, SO I'M ANTICIPATING ABOUT THAT IN THE NEXT BUDGET CYCLE AS WELL.

THOSE ARE BIG MOVERS IN A PRETTY SUBSTANTIAL PART OF OUR BUDGET.

THE NEXT IS, I BREAK DOWN WHERE WE GET THE MONEY AND APPROXIMATELY 79% IS DETERMINED BY THAT TIER 2 TAX RATE AND STUDENTS.

THE ADA AND THE COMBINATION OF THOSE MAKE UP ABOUT 79%, AND I THINK IT'S IMPORTANT TO REMEMBER THAT TEXAS OR THAT CARROLL ISD TEXAS IS 42ND THE NATION IN PER STUDENT FUNDING.

CARROLL ISD IS ACTUALLY FOURTH FROM THE BOTTOM.

IF YOU PULLED THE RAW DATA, IT'D SHOW THAT WERE BOTTOM, I MAKE SOME MODIFICATIONS TO THE STATE'S RAW DATA BECAUSE I KNOW THAT THAT IS NECESSARY TO REFLECT THE ACCURATE REVENUE AND SO WE'RE FOURTH FROM THE BOTTOM.

WHETHER WE'RE FOURTH FROM THE BOTTOM IN 1019 DISTRICTS OR THE VERY BOTTOM, WE'RE AT THE BOTTOM, EITHER WAY YOU PUT IT, AND THAT'S BECAUSE OF OUR LOW-WEIGHTED POPULATIONS IN THE TIER 2 TAX RATE.

THE REMAINING 21% IS MADE UP OF I REVENUE, STATE RETIREMENT, CONTRIBUTION REVENUE, INTEREST INCOME IS ABOUT 3%.

WE DO HAVE ABOUT 2.2% IN FEDERAL SOURCES.

OTHER LOCAL REVENUE, RENTALS, MARKETING DONATIONS IS ABOUT 5.6.

I SHOW THIS BECAUSE I THINK IT'S IMPORTANT FOR OUR PUBLIC TO KNOW THAT REALLY THE LION'S SHARE OF WHAT WE CAN IMPACT IS DETERMINED BY THE STUDENTS IN THE TAX RATE.

I THINK THAT ONE OF THE THINGS, I SPOKE RECENTLY TO A GROUP OF CPAS IN SAN ANTONIO, AND THEY TALKED ABOUT THINKING OUTSIDE OF THE BOX, AND I REALLY SPOKE HIGHLY OF THE BOARD BECAUSE THIS BOARD HAS GONE WAY ABOVE AND BEYOND THE TYPICAL DISTRICTS IN WAYS TO PURSUE OTHER REVENUE.

THAT 79% IS THAT A LOT OF DISTRICTS IS ABOUT 90%.

I THINK TO THE BOARD'S CREDIT, ALL OF THE ADDITIONAL WORK TO GENERATE REVENUE OUTSIDE OF EVERYTHING, INCLUDING A TAX RATE, HAS REALLY BEEN PURSUED VERY WELL AND HAD VERY GOOD RESULTS.

KUDOS TO THE BOARD FOR THAT.

IN THE '24-'25 GENERAL FUND BUDGET, I THINK WE'RE SHOWING A BALANCED BUDGET, BUT AGAIN, I'M JUST GOING TO HIGHLIGHT THE $8.5 MILLION THAT WE'VE GOT IN THE PROPERTY SALE THAT WAS USED TO BALANCE THAT BUDGET.

BUT I ALSO THINK IT'S IMPORTANT FOR THE PUBLIC TO KNOW THAT OUR FUND BALANCE IS GOING TO BE ABOUT $44,000,000.

>> THAT IS ABOUT 125 DAYS IN CASH, AND THE BOARD POLICY IS 75 DAYS IN CASH.

THE BOARD HAS GOT THE DISTRICT IN A GOOD FINANCIAL POSITION.

THE PERCENTAGE OF FUND BALANCE AS A PERCENT OF BUDGETED EXPENDITURES IS 34%.

TYPICALLY, TWO TO THREE MONTHS IS WHAT IS RECOMMENDED, WHICH WOULD 17-25%, THE BOARD HAS THE DISTRICT ABOVE THAT.

THE OVERALL INCREASE IN THE BUDGET IS ABOUT 11%.

THE BULK OF THAT, AND I'LL TALK A LITTLE BIT ABOUT WHAT WE TALKED ABOUT IN THE LAST MEETING, RECAPTURE AND TIF PAYMENTS, WHICH ARE TECHNICALLY EXPENDITURES, BUT THE WAY I LOOK AT THEM IS REALLY CONTRA REVENUE, MADE UP 54% OF THAT INCREASE.

EVEN THOUGH WE COLLECT MORE TAX BECAUSE OF THAT 11.5%, IT DROVE UP EXPENSES DISPROPORTIONATELY BECAUSE WE DON'T GET TO KEEP ANY OF THAT MONEY.

OTHER INCREASES IN THE GENERAL FUND, WERE DATA PROCESSING, THINGS WE'VE PREVIOUSLY PAID FOR OUT OF BOND FUNDS ARE COMING OUT OF THE GENERAL FUND.

THAT'S ABOUT 20% OF THAT INCREASE.

THEN, OF COURSE, JUST THE DAY-TO-DAY OTHER EXPENDITURES, THAT ALL DISTRICTS ARE BATTLING INSURANCE, UTILITIES, THOSE INCREASES CONTINUE TO CHALLENGE DISTRICTS STATEWIDE.

ON THE PROPOSED 202-20-4205 DEBT SERVICE FUND BUDGET.

RIGHT NOW, WE'RE USING THE 33-CENT TAX RATE AGAINST THE PROJECTED TAXABLE VALUE THAT GAVE US $45,000,000 IN REVENUE BASED ON A POST-DEBT DEFEASANCE AMORTIZATION SCHEDULE.

WE'VE GOT ABOUT JUST A LITTLE UNDER $25,000,000 IN AMORTIZATION.

AS OF NOW, I'M PROJECTING EXCESS REVENUE OVER EXPENDITURES THAT THE BOARD HAS CHOSEN IN THE LAST COUPLE OF YEARS TO USE TO RETIRE DEBT EARLY AT ABOUT $20.5 MILLION.

AGAIN, WHEN WE GET OUR CERTIFIED VALUES IN JULY AND BRING THAT TO THE BOARD FOR ADOPTION AS FAR AS TAX RATE, I'LL HAVE A BETTER IDEA OF WHAT THAT IS MORE LIKELY, A MORE ACCURATE FIGURE ON, BUT WE'LL TALK A LITTLE BIT ABOUT MORE DEBT DEFEASANCE AND USING MONEY BY USING THE SAME TAX RATE TO RETIRE DEBT EARLY.

THE DISTRICT HAS DONE A TREMENDOUS JOB IN RETIRING DEBT EARLY, SAVING TAXPAYERS MILLIONS OF DOLLARS OVER THE COURSE OF A DEBT ISSUE.

AS IT CURRENTLY STANDS, THE NEW RULE WILL GO INTO EFFECT IN TEXAS ON AUGUST 1ST.

AS YOU MAY BE AWARE, COURTS IN LOUISIANA AND KENTUCKY HAVE ALREADY STOPPED THE IMPLEMENTATION OF THE RULE IN THEIR RESPECTIVE STATES, BUT THOSE DECISIONS DO NOT APPLY TO TEXAS SCHOOL DISTRICTS.

RELATEDLY, A FEW WEEKS AGO, A FEDERAL COURT IN FORT WORTH RECOGNIZED THAT PREVIOUS DEPARTMENT OF EDUCATION GUIDANCE DOCUMENTS RELATING TO TITLE 9, INTERPRETING SEX TO MEAN GENDER IDENTITY WERE UNLAWFUL.

THIS WAS THE LAWSUIT FILED BY OUR TEXAS ATTORNEY GENERAL.

THAT DECISION DOES NOT FULLY PROTECT CARROLL ISD STUDENTS AND STAFF BECAUSE IT ONLY RELATES TO ACTIONS TAKEN BEFORE THE DEPARTMENT ISSUED THE NEW TITLE 9 RULE.

WITHOUT THIS LAWSUIT, THE SCHOOL DISTRICT WOULD RUN THE RISK THAT IT WOULD HAVE TO IMPLEMENT POLICIES THAT VIOLATE THE RIGHTS OF ITS STUDENTS AND STAFF.

WE EXPECT IN EARLY JULY, THE COURT WILL LIKELY DECIDE ON THE DISTRICT'S REQUEST TO STOP THE RULE FROM GOING INTO EFFECT ON AUGUST 1ST SO STAY TUNED.

LASTLY, I'D LIKE TO GIVE YOU AN UPDATE AND MORE FACTS ON THE OFFICE OF CIVIL RIGHTS COMPLAINTS AGAINST THE DISTRICT AS REPORTED PREVIOUSLY, THE DISTRICT RECEIVED A LETTER FROM OCR ON MAY 6TH, 2024 THAT INCLUDED A PROPOSED RESOLUTION OF ACTION ITEMS RELATING TO THE FOUR COMPLAINTS.

OCR GAVE THE DISTRICT 90 DAYS TO SIGN THE PROPOSAL.

HOWEVER, OCR DID NOT PROVIDE THE DISTRICT THEIR FINDINGS AND CONCLUSIONS WITH SUPPORTING EVIDENCE, IN FACT, TO SUBSTANTIATE THOSE FINDINGS AND CONCLUSIONS.

AFTER ALL, THAT IS WHAT WE PROVIDED THEM.

IN FACT, I'M PROUD TO TELL YOU THIS BOARD HAS MADE AN EXHAUSTIVE REVIEW OF THE DISTRICT'S HANDLING OF THE FOUR COMPLAINTS AND STEADFASTLY STANDS BEHIND THE TEACHERS, PRINCIPALS, COUNSELORS, AND ADMINISTRATORS THAT CONDUCTED REASONABLE, TIMELY AND EFFECTIVE INVESTIGATIONS INTO THE COMPLAINTS, METED OUT PUNISHMENT WHERE APPROPRIATE, AND ARE SATISFIED THAT CISD WAS IN FULL COMPLIANCE WITH THE LAW.

IT IS EASY FOR PEOPLE TO SUMMARILY STATE THAT CISD ENGAGED IN HARASSMENT AGAINST THESE STUDENTS OR FAILED TO PROTECT THEM.

HOWEVER, TO SUBSTANTIATE SUCH A STATEMENT, WHAT YOU MUST DEMONSTRATE IS THAT THOSE TEACHERS, PRINCIPALS, AND COUNSELORS WHO HANDLED THE BULK OF THE INVESTIGATIONS OF THE COMPLAINTS, DIDN'T CARE ABOUT THE STUDENTS ENOUGH TO PROTECT THEM.

THIS IS NOT A CONCLUSION WE ARE PREPARED TO MAKE WITHOUT ACTUAL EVIDENCE.

IT IS STILL UNFATHOMABLE TO THIS BOARD HOW ANY REASONABLE PERSON WOULD AGREE TO ESSENTIALLY SIGNING A CONFESSION WITHOUT KNOWING WHAT YOU ARE GUILTY OF AND WHY.

CISD HAS FULLY COOPERATED WITH THE OCR IN ITS INVESTIGATIONS, PROVIDED THOUSANDS OF PAGES OF DOCUMENTATION AND HAS SPENT OVER 320,000 OF THIS COMMUNITY'S TAX DOLLARS IN DOING SO, NOT INCLUDING THOUSANDS AND THOUSANDS OF STAFF HOURS.

WE HAVE CLEARLY MADE CID POSITION KNOWN TO THE OCR, PROVIDED OUR EVIDENCE AND OUR COMPLETE ANALYSIS OF EACH OF THAT EVIDENCE.

AGAIN, WHY WOULD THE OCR WITHHOLD ITS EVIDENCE, ANALYSIS, AND FINDINGS IF THEY EXIST AMID A GOOD-FAITH NEGOTIATION? INCIDENTALLY. THERE ARE MANY EXAMPLES OF OTHER OCR INVESTIGATIONS ACROSS THE COUNTRY, WHERE THEY, OCR, INTIMIDATED SCHOOL DISTRICT INTO SIGNING A LIST OF DEMANDS, JUST LIKE THEY'RE TRYING TO DO TO US, ONLY TO FOLLOW UP, SAYING THEIR INVESTIGATION DID NOT FIND ANY VIOLATION, LEAVING THE SCHOOL DISTRICT BOUND TO WHAT THEY HAD SIGNED AND AGREED TO.

WE'RE NOT DOING THAT. THEREFORE, WE CONTINUE TO WAIT PATIENTLY ON OCR TO PROVIDE US THE DOCUMENTATION WE HAVE REQUESTED SO THAT WE CAN CONSIDER ENTERING INTO GOOD FAITH NEGOTIATIONS.

WE PLAN TO KEEP THE COMMUNITY UPDATED THROUGH EMAIL AND DRAGON E BLAST COMMUNICATIONS AS APPROPRIATE. TRUSTEE BOTTOM.

AS YOU'RE WELL AWARE, CARROLL ISD ALONG WITH DISTRICTS ACROSS THE STATE, WE'RE IN DIRE NEED FROM AN INCREASE OF FUNDING FROM OUR STATE LEGISLATURE.

OVER THE PAST SEVERAL MONTHS, I'VE HAD SEVERAL MEETINGS AND MET WITH DIFFERENT STAKEHOLDERS AND GIVE THEM DETAILED DATA FROM OUR DISTRICT, AND IN HOPES TO FIND AREAS WHERE WE CAN ALIGN AND COLLABORATE ON FUNDING FOR PUBLIC SCHOOL EDUCATION.

STRATEGICALLY, THE GOAL IS TO GET LEGISLATION PROPOSED THAT WILL TARGET SEVERAL AREAS.

ONE OF THOSE AREAS IS TO INCLUDE AN INCREASE IN THE BASIC ALLOTMENT, AND THE OTHER IS UNDERFUNDED MANDATES FOR A HIGH FOCUS ON SPECIAL EDUCATION.

THE REASON FOR THIS APPROACH IS VERY SIMPLE.

YES, WE NEED AN INCREASE IN THE BASIC ALLOTMENT, BUT WE KNOW THAT ALONE IS NOT GOING TO BE ENOUGH.

SPECIAL EDUCATION WAS UNDERFUNDED IN THE DISTRICT BY ALMOST $4.5 MILLION AND ROUGHLY UNDERFUNDED ACROSS THE STATE BY $2 BILLION.

THAT WOULD BE VERY MEANINGFUL FOR OUR STUDENTS WHO PARTICIPATE IN THESE PROGRAMS AND MEANINGFUL FOR THE DISTRICT OVERALL.

I'M NOW GOING TO SHARE WITH YOU A RECAP OF THOSE MEETINGS.

I'VE MET WITH BOTH THE HOUSE AND SENATE PUBLIC EDUCATION COMMITTEE CHAIR OFFICES AND SHARED WITH THEM THE IMPACT OF UNDERFUNDED MANDATES.

WHEN I SAY UNDERFUNDED MANDATES, I MEAN, MANDATES FOR WHICH WE MUST AND DO PROVIDE SERVICES FOR, BUT WHICH THE STATE DOES NOT PROVIDE ADEQUATE FUNDING.

BROADLY, THOSE INCLUDE TECHNOLOGY, GIFTED AND TALENTED AND ESL, BUT WE FOCUS ON THOSE HIGH-IMPACT AREAS OF DYSLEXIA AND SPECIAL EDUCATION.

SENATOR CREIGHTON, CHAIRMAN OF THE SENATE COMMITTEE ON EDUCATION APPRECIATED THE ROBUST DATA FROM OUR DISTRICT, AND REQUESTED COLLABORATION IN GATHERING SIMILAR INFORMATION FROM SURROUNDING MID-SIZED DISTRICTS.

WE'RE WORKING ON GATHERING THAT INFORMATION AND GETTING THAT BACK TO HIS OFFICE.

I ALSO MET WITH REPRESENTATIVE BUCKLEY'S OFFICE, CHAIRMAN OF THE HOUSE COMMITTEE ON EDUCATION.

HIS STAFF ENCOURAGE STRATEGIC ADVOCACY WITH EFFORTS FOCUSED ON BILLS THAT WE CAN GET BEHIND AND BEFORE INSTEAD OF AGAINST.

WE WILL BE TAPPING INTO OUR SOUTH LAKE COMMUNITY THROUGH OUR TAKE-ACTION DRAGONS ONCE WE IDENTIFY WHICH BILLS WE'RE GOING TO SUPPORT TO INCREASE THAT SHARE OF VOICE.

I HAVE SOME EXCITING NEWS AS OF RIGHT NOW, AND SCHEDULES CAN CHANGE, BUT AS OF RIGHT NOW, REPRESENTATIVE BUCKLEY PLANS TO VISIT THIS DISTRICT IN THE FALL, AND WE LOOK FORWARD TO HOSTING HIM AND CONTINUING TO IDENTIFY WAYS TO COLLABORATE ON LEGISLATION THAT IS GOING TO IMPROVE AND SUSTAIN OUR STUDENT OUTCOMES.

I ALSO HAD THE PRIVILEGE OF MEETING WITH SENATOR PAXTON, WHO SITS ON THE COMMISSION FOR SPECIAL EDUCATION FUNDING.

NOT ONLY IS SHE OPEN TO PROPOSING A BILL ON SPECIAL EDUCATION, BUT PROVIDED VERY VALUABLE INSIGHTS ON WHAT'S NEEDED TO GET A BILL ACROSS THE FINISH LINE THIS TIME.

WE CONTINUE TO WORK VERY CLOSELY WITH HER OFFICE.

ADDITIONAL MEETINGS HAVE INCLUDED MEMBERS OF OUR STATE BOARD OF EDUCATION, THE EXECUTIVE DIRECTOR OF GOVERNMENTAL RELATIONS OF TEXAS EDUCATION AGENCY OR TEA, AND THE DIRECTOR OF GOVERNMENTAL RELATIONS FOR THE TEXAS COUNCIL OF ADMINISTRATORS OF SPECIAL EDUCATION OR T CASE.

MY FELLOW BOARD MEMBERS AND I ARE COMMITTED, AND WE WILL CONTINUE TO WORK WITH OUR REPRESENTATIVES TO ENSURE THAT PUBLIC SCHOOL FUNDING IS PRIORITIZED IN TEXAS THIS NEXT SESSION.

WE WILL CONTINUE TO REGULARLY UPDATE OUR DRAGON COMMUNITY AS WE PREPARE FOR THE 89TH TEXAS LEGISLATIVE SESSION.

FIRST OFF, I WANT TO MENTION OR CELEBRATE THAT LAST FRIDAY, IT WAS ANNOUNCED THAT CARROLL RECEIVED THE 2024 PUBLICATIONS AND DIGITAL MEDIA EXCELLENCE AWARD FROM THE NATIONAL SCHOOL PUBLIC RELATIONS ASSOCIATION FOR THE HYPE VIDEO THAT WAS CREATED.

I WANT TO CONGRATULATE OUR COMMUNICATIONS TEAM AND OUR CREATIVE SERVICES PARTNER, MOTIVE MARKETING FOR THEIR WORK ON THE PROJECT, WHICH IS MANY OF YOU HAVE PROBABLY SEEN IT BECAUSE I'VE USED IT AT SEVERAL MEETINGS THAT I'VE CONDUCTED WITH DIFFERENT GROUPS.

THE SECOND THING I WANT TO ADDRESS IS WE'VE HAD A COUPLE OF QUESTIONS ABOUT JUST REALLY WHERE WE ARE FROM A PERSONNEL STANDPOINT WITH RESIGNATIONS, RETIREMENTS, AND POSITIONS THAT WE HAVE OPEN.

I'M GOING TO SPEAK SPECIFICALLY TO OUR TEACHER POSITIONS RIGHT NOW BECAUSE THAT SEEMS TO BE GENERATING THE MOST INTEREST.

AS OF SO WE ANALYZED ALL THE DATA UP THROUGH LAST WEDNESDAY AT THE END OF THE DAY.

THESE NUMBERS PROBABLY HAVE FLUCTUATED A LITTLE BIT OVER THE LAST TWO OR THREE DAYS.

BUT WE CURRENTLY HAVE NINE OPENINGS WITHIN THE DISTRICT AS FAR AS TEACHERS ARE CONCERNED.

FOR THOSE ARE SPECIAL EDUCATION TEACHERS, FIVE OR GENERAL ED.

ALSO, WE HAD FOR THOSE THAT WERE RECOMMENDATIONS TO OUR HR DEPARTMENT, SO THEY WERE IN THE PROCESS OF BEING HIRED SO THAT NINE IS PROBABLY REALISTICALLY FIVE OPENINGS THAT WE HAVE RIGHT NOW FOR TEACHERS IN THE DISTRICT, WHICH I BELIEVE IS MUCH FURTHER ALONG THAN WHERE WE'VE BEEN THE LAST TWO OR THREE YEARS IN TERMS OF HIRING.

IN FACT, THREE OF OUR CAMPUSES CURRENTLY HAVE NO OPENINGS, WE'RE EXCITED ABOUT THAT.

FROM A PARAPROFESSIONAL STANDPOINT, I WANT TO SPEAK SPECIFICALLY TO OUR SPECIAL EDUCATION.

AT THIS TIME LAST YEAR, WE HAD ACTUALLY, WE HAVE 12 OPENINGS RIGHT NOW FROM PARAPROFESSIONALS WITHIN OUR SPECIAL ED DEPARTMENT.

THAT IS A LOT OF OPENINGS, BUT LAST YEAR AT THIS TIME, WE HAD 29.

WE MADE A DECISION LAST YEAR AROUND THIS TIME OR MAYBE A LITTLE BIT LATER TO GO MOVE FORWARD WITH CONTRACT SERVICES TO HIRE PARAPROFESSIONALS, WE DON'T ANTICIPATE DOING THAT THIS YEAR, WE BELIEVE WE CAN FILL THOSE 12 POSITIONS.

WE'RE HOPEFUL THAT WE CAN, ESPECIALLY WITH THE INCENTIVES THAT THE BOARD APPROVED OVER TWO OR THREE MONTHS AGO.

WE FEEL VERY COMFORTABLE WITH WHERE WE ARE RIGHT NOW WITHIN THAT AND WE'RE FOCUSING ON GETTING THOSE PARAPROFESSIONALS HIRED.

I ALSO WANT TO SAY THAT ALONG WITH OUR PROFESSIONAL POSITIONS, WE HAVE FOUR CAMPUSES THAT ALSO HAVE NO OPENINGS RIGHT NOW FROM A PARAPROFESSIONAL STANDPOINT.

JUST TO GIVE YOU ALSO A LITTLE BIT OF SUMMARY OF WHERE WE ARE.

CURRENTLY, WE HAD 78 TEACHERS THAT LEFT AT THE END OF THE YEAR.

LAST YEAR AT THIS TIME, WE HAD 112.

I THINK NUMBERS WISE, WE'RE DOING MUCH BETTER THAN WHERE WE WERE LAST YEAR.

THAT NUMBER THE 78 IS PROBABLY TYPICAL TO WHAT HAS HAPPENED IN YEARS PRIOR TO THAT.

THE LAST COUPLE OF YEARS HAVE BEEN A LITTLE BIT DIFFERENT UP OVER 100 PLUS.

I FEEL WE'RE MOVING IN THE RIGHT DIRECTION THERE.

I SELL THAT TO SAY BECAUSE I'VE HEARD PEOPLE COMMENT ABOUT, THERE'S A MASS EXODUS OF TEACHERS IN CERTAIN SITUATIONS.

I JUST WANT TO MAKE THAT STATEMENT THAT WE DON'T SEE AN INFLATED NUMBER OF TEACHERS LEAVING OR DID NOT SEE AN INFLATED NUMBER.

NOW, COULD WE STILL LOSE SOME TEACHERS? ABSOLUTELY, OVER THE NEXT TWO OR THREE WEEKS.

CERTAINLY, AS TEACHERS TAKE PROMOTIONS OR SPOUSES MOVE, THAT TYPE OF THING, WE MAY STILL CONTINUE TO SEE SOME CHANGES.

OTHER 78 TEACHERS THAT HAVE LEFT US THIS YEAR, 26% OF THOSE RETIRED.

ONE AND FOUR RETIRED.

WE HAD 26% OF THOSE THAT WERE MOVING OUT OF THIS OUT OF SOUTH LAKE, MOVING TAKING A POSITION CLOSER TO WHERE THEY LIVED, THEY MOVED OUT OF STATE OR THEIR SPOUSES TRANSFERRED.

THOSE WERE THINGS THAT THEY COULD NOT HELP.

THEY MOVED THEIR LOCATION.

THAT WAS ABOUT 26%. WE HAD 3% OF

OUR TEACHERS THAT LEFT AND NOTIFIED US THAT THEY WERE DISSATISFIED WITH WORK.

THEY LEFT BECAUSE THEY WERE NOT HAPPY WITH CAROL ID.

THAT IS THE EXACT SAME NUMBER THAT WE HAD LAST YEAR.

WE HAD 3% OF OUR TEACHERS LEFT BECAUSE THEY WERE DISSATISFIED.

FOR MOST OF THESE OTHER ONES, SOME OF THOSE ARE NOT WITHIN OUR CONTROL TO KEEP THEM HERE.

WE HAD ABOUT 27%, AND THIS IS A TREND GOING ON ACROSS ALL DISTRICTS.

WE HAD 27% THAT LEFT, PURSUE A NON EDUCATIONAL CAREER OR STAY HOME WITH FAMILY, OR THEY LEFT FOR PERSONAL HEALTH REASONS.

THAT'S ABOUT 27% LEFT EDUCATION FOR WHATEVER REASON, LAST YEAR IT WAS 28%.

WE'RE VERY SIMILAR TO WHAT HAPPENED LAST YEAR.

WE DIDN'T ASPECT, AND THAT NUMBER ALWAYS FLUCTUATES A LITTLE BIT.

THERE ARE SOME THAT WE DID NO RENEW, AND THERE WERE SOME THAT TOOK BETTER OPPORTUNITIES.

THIS YEAR, WE HAD 8% THAT LEFT TO TAKE DIFFERENT OR BETTER OPPORTUNITIES IN THEIR MIND AND WE CERTAINLY WANT TO ENCOURAGE THOSE INDIVIDUALS.

WE HAVE SOME TEACHERS THAT WERE PROMOTED INTO ASSISTANT PRINCIPAL ROLES OR THEY WENT TO OTHER DISTRICTS TO TAKE COUNSELING ROLES AS TEACHERS.

WE CERTAINLY DON'T WANT TO STOP THEM, WE WANT TO ENCOURAGE PEOPLE TO GROW PROFESSIONALLY, SO WE CONTINUE TO SEE THAT TREND.

THAT'S ALWAYS GOING TO HAPPEN.

WE HAD 8% OF OUR TEACHERS THIS YEAR THAT LEFT BECAUSE THEY WERE PROMOTED LAST YEAR IT WAS 17%.

WE'VE BEEN ANALYZING THE DATA JUST TO GET A FEEL FOR WHERE WE ARE WITHIN OUR RETIREMENTS AND RESIGNATIONS AND OUR PERSONNEL, AND SO OBVIOUSLY, WE DON'T WANT ANY OF OUR TEACHERS TO LEAVE.

WE WANT ALL OF OUR DRAGON FAMILY TO REMAIN AND WE'RE GOING TO CONTINUE TO PUT PROCEDURES AND PROCESSES IN PLACE WHERE WE CAN RETAIN OUR TEACHERS, OUR AMAZING STAFF.

WE KNOW WE HAVE AMAZING TEACHERS.

WE CELEBRATE EVERY BOARD MEETING, OUR AMAZING STUDENTS AND WHAT THEY AND THEY WOULDN'T HAVE THOSE ACCOMPLISHMENTS IF IT WEREN'T FOR THE TEACHERS AND STAFF BEHIND THOSE STUDENTS PUSHING THEM AND ENCOURAGING THEM AND PROVIDING A TREMENDOUS EDUCATION.

OUR GOAL IS TO KEEP ALL OF OUR TEACHERS TO HELP GROW THEM AND HELP THEM STAY.

I THINK OUR NUMBERS ARE TRENDING IN THE RIGHT DIRECTION AND WE'LL DO EVERYTHING THAT WE CAN TO CONTINUE TO KEEP THEM IN CARST, BECAUSE WE KNOW THAT IT'S A PRIORITY OF THIS COMMUNITY.

THE FIRST ADDITION THAT WE MADE OR THE CHANGE THAT WE MADE WAS CHANGING OUR STANDARDS BASED REPORT CARDS FROM K2 TO K1.

THIS WAS DONE AT THE REQUEST OF THE STAFF AND AT THE REQUEST OF THE PRINCIPALS.

THEY WANT TO MAKE SURE THE THIRD GRADE YEAR IS A CHALLENGING YEAR FOR OUR STUDENTS, AND WHEN YOU ADD ON TAKING NUMERICAL GRADES AT THAT TIME, IT'S VERY CHALLENGING.

WE HAVE WORKED WITH OUR STAFF TO TRY TO CONSIDER WHAT WOULD BE THE EASIEST TRANSITION FOR OUR STUDENTS.

WHAT WE CAME UP WITH WAS WE ARE GOING TO LOOK AT DOING PARTICIPATION GRADES FOR OUR STUDENTS.

THEY'LL HAVE GRADES, BUT THEY WILL NOT HAVE ANY ASSESSMENT GRADES.

IT WILL ONLY BE DAILY GRADES FOR OUR GRADE 2.

SECOND CHANGE THAT WE HAD WAS WITH OUR ENCORE GRADING.

WE DID NOT HAVE ANYTHING IN THE GRADING GUIDELINES THAT ADDRESSED, HOW DO WE GRADE OUR ENCORE STUDENTS? WE DID MEET WITH OUR ENCORE TEACHERS.

WE ASKED THEM, HOW WOULD YOU LIKE THE GRADING TO OCCUR? THEY SAID THAT THEY WOULD LIKE A MEETS AND EXCEEDS AND NEEDS IMPROVEMENT.

THAT'S WHAT WE WILL BE MOVING FORWARD TO.

THAT'S ONE OF THE ADDITIONS THAT WE ARE ASKING TO ADD TO THAT.

AS WE LOOK AT THE BUDGET ON THE HEELS OF THE BUDGET, I THINK IT'S REALLY TIMELY TO TALK ABOUT WHAT WE DO GOING FORWARD.

ONE OF THE THINGS THAT I WANTED TO START WITH IS A LITTLE VIDEO THAT WE CREATED THAT HELPS FRAME THE CONVERSATION.

>>> WE DISTRICTS IN TEXAS PLAN THEIR BUDGETS FOR THE NEXT SCHOOL YEAR.

MANY ARE CONSIDERING DEEP CUTS WITH NO INCREASE IN STUDENT FUNDING FROM THE STATE SINCE 2019 AND NO FUNDING AT ALL FROM THE LAST LEGISLATIVE SESSION.

CARROLL ISD IS PREPARING FOR A $27 MILLION DEFICIT.

>> I WOULD LOVE IT IF THE LEGISLATURE STEPS UP, IT WON'T.

I THINK THEY'VE PROVEN THAT.

>> ID IS THE LATEST PUBLIC SCHOOL DISTRICT FACING HARD DECISIONS ABOUT ITS BUDGET NEXT YEAR WITH NO NEW FUNDING FROM THE STATE.

SCHOOL FUNDING AND TEACHER PAY RAISES GOT HELD UP IN THE BATTLE OVER EDUCATION SAVINGS ACCOUNTS FOR PARENTS, WHICH ALSO FAIL.

>> PARENTS IN SPRING BRANCH IST ARE NOW SCRAMBLING TO FIGURE OUT WHAT THE NEXT SCHOOL YEAR WILL LOOK LIKE FOR THEIR CHILDREN.

>> THIS COMES AFTER TRUSTEES VOTED ON MONDAY TO CLOSE DOWN TWO SCHOOLS AND END CHARTER PROGRAMS, ALL IN AN EFFORT TO ADDRESS A $35 MILLION BUDGET SHORT.

>> DAY WITH BIG NEWS AND RICHARDSON ISD, LATE LAST NIGHT, THE DISTRICT ANNOUNCED A PLAN TO CLOSE FIVE OF ITS SCHOOLS STARTING NEXT.

>> PRETENTIVE SCHOOLS HERE ANNOUNCED THAT THESE FOUR RICHARDSON ISD ELEMENTARY SCHOOLS WOULD SHUT DOWN CONSOLIDATE.

>> FORT WORTH ISD BOARD APPROVED BUDGET CUTS THAT INCLUDE CUTTING 133 NON TEACHING PHYSICIANS AT THE END OF SCHOOL.

>> THE ISD SUPERINTENDENT TOLD US TODAY, THE REALITY IS WE CAN NO LONGER DO MORE WITH LESS.

IN AN EFFORT TO PROTECT CLASSROOMS FROM BUDGET CUTS, SCHOOL OFFICIALS IN BENTON SAY THEY ARE FORCED TO MAKE THESE PAINFUL REDUCTIONS.

>> YOU HAD A 34 BILLION PLUS SURPLUS BUDGET AT THE STATE LEVEL AND NOT ONE PENNY OF THAT CAME TO PUBLIC SCHOOLS.

WE'RE STUCK.

WE'VE HAD 18% INFLATION SINCE 2019.

WE'RE FUNDING ON 2019 LEVELS.

THAT MEANS WE HAVE LESS PEOPLE TO DO THE JOB THAT WE KNOW.

>> THE RECORD BUDGET SURPLUS LAWMAKERS IN AUSTIN FAILED TO PROVIDE ADDITIONAL PUBLIC SCHOOL FUNDING IN THE REGULAR SESSION AND FOR SPECIAL SESSIONS.

THAT LEAVES SCHOOL DISTRICT SCRAPING FOR WAYS TO OPERATE.

>> TRUSTEES APPROVED A RESOLUTION ON THURSDAY TO CALL ON THE STATE LEGISLATURE FOR MORE MONEY AND MORE TRANSPARENCY.

TEXAS RANKS 42ND OUT OF ALL STATES IN PUBLIC EDUCATION FUNDING.

>> WANTED TO START WITH THAT.

I MEAN, WHAT WE'RE DEALING WITH, WHAT WE JUST DEALT WITH IN ADOPTING THE BUDGET LOCK WE ADOPTED IS CERTAINLY NOT UNIQUE TO CARROLL ISD.

I THINK ALL DISTRICTS IN TEXAS ARE SUFFERING FROM A SHORTFALL, AND I APPRECIATE THE EFFORTS THAT THE BOARD IS DOING.

I DON'T KNOW WHAT'S GOING TO HAVE TO HAPPEN.

BUT TO THINK THAT TEXAS RANKS 42ND IN THE NATION IN PER STUDENT FUNDING AND THAT WE'RE AT THE BOTTOM OF THAT, WE'VE CERTAINLY GOT SOME CHALLENGES AHEAD OF US.

OF COURSE, WE TALK ABOUT THE DRIVER OF THAT FUNDING, AND THAT'S THE BASIC ALLOTMENT, AND THAT HAS NOT CHANGED SINCE 2019, AND WE LOOK AT INFLATION.

DEPENDING ON WHICH NUMBER YOU LISTENED TO.

IT'S ANYWHERE FROM PROBABLY 18-20%.

TO TRY TO OPERATE WITH 20% LESS FUNDING, WHICH IS EFFECTIVELY WHAT THAT DOLLAR IS NOW NOT BUYING IS VIRTUALLY IMPOSSIBLE.

THE LAST LEGISLATIVE SESSION, THERE WAS A RECORD SURPLUS, I THINK IT WAS $33 BILLION.

I THINK THAT WAS ONE OF THE THINGS THAT I THINK THE BENTON IST SUPERINTENDENT BROUGHT FORTH.

IT'S VIRTUALLY IMPOSSIBLE TO CONCEIVE WE ARE WHERE WE ARE, BUT THAT'S IT.

IF I LOOK AT THE ACTIONS THAT THIS BOARD HAS TAKEN THAT THIS DISTRICT HAS MADE, WE HAVE MADE SUBSTANTIAL CUTS.

WE'VE CUT, WE'VE INCREASED CLASS SIZES, WE'VE DECREASED OFF PERIODS AND SO EVEN THOUGH WE ARE MAKING SUBSTANTIAL CUTS, WHEN WE LOOK AT THINGS LIKE INFLATION ASSOCIATED WITH INSURANCE.

I THINK IT WAS ABOUT SIX OR 700,000, 3 YEARS AGO, IT WAS 1.9 MILLION DOLLAR LAST YEAR.

SAME THING WITH UTILITIES, NOT TO MENTION, ONE OF THE THINGS THAT I WISH I HAD BROUGHT UP IN THE LAST IS THAT THE BOARD DID INCREASE COMPENSATION AND TRYING TO TAKE GOOD CARE OF OUR NUMBER 1 WHICH ARE THE TEACHERS.

BATTLE ALL OF THOSE INCREASED EXPENSES IS REALLY CHALLENGING.

WE TALKED WITH DR. LEDBETTER AND WE TALKED ABOUT HOW BEST TO APPROACH THAT AND I THINK A LONG RUNWAY THAT I LIKE TO WAYS TALK ABOUT THE RUNWAY SO THAT WE HAVE A LOT OF TIME TO THOROUGHLY GO THROUGH THAT, AND WE FEEL LIKE THAT A PURPOSE OF A COMMITTEE WOULD BE TO GET THEIR INPUT ON HOW TO ADDRESS THE BUDGETARY DEFICIT.

WE DO HAVE A LEGISLATIVE SESSION COMING UP.

USUALLY WHEN THAT LEGISLATIVE GAVEL HAMMERS IN MAY, IT'S TOO LATE TO DO ANYTHING.

WE START THAT PROCESS IN AUGUST AND WE GO THROUGH ALL OF THE OPTIONS AND TAKE A SUPER DEEP DIVE.

IT'S A VERY TRANSPARENT DIVE.

HOPEFULLY TO COME OUT OF THAT PROCESS, WE'LL HAVE A PRIORITIZED LIST OF BUDGET REDUCTIONS.

OPTIONS TO INCREASE REVENUE, AND ONE OF THE THINGS AGAIN THAT I BROUGHT UP IN THE BUDGET ADOPTION WAS THIS DISTRICT HAS GONE WAY ABOVE AND BEYOND PEER DISTRICTS.

THAT WAS APPARENT THROUGH THAT DISCUSSION THAT I HAD A WEEK A COUPLE OF WEEKS AGO.

ONE OF THE THINGS THAT'S NOT INCLUDED IN OUR BUDGET, AND THAT IS A HUGE EXPENSE ARE CAPITAL EXPENDITURES.

WE LOOK AT THINGS FROM THE FACILITY ASSESSMENT, THE ROOFS ON SOME OF THESE BUILDINGS ARE 20-YEARS-OLD.

WE WANT TO LOOK AT FACILITIES.

WE WANT TO LOOK AT FACILITY EFFICIENCY, PART OF THE PROCESS IN THAT DEMOGRAPHIC PROJECTION REPORT THAT WE DID IN MAY.

WE TOOK THAT INFORMATION WE'RE LOOKING AT FACILITY OPTIONS.

[NOISE] I THINK INCLUDING FACILITY EFFICIENCY AND CAPITAL EXPENDITURES IS HUGE.

THAT'LL BE PART OF THE PROCESS.

IT'LL BE COMPETITIVE COMPENSATION FOR ALL STAFF WITH INFLATION LIKE WE DESCRIBED, IT'S JUST BECOMING A CHALLENGE FOR ALL AND WE WANT TO TAKE CARE OF.

I KNOW THAT YOU WANT TO TAKE CARE OF THE TEACHERS AND ALL OF THE STAFF.

THE BUDGET REDUCTION ADVISORY COMMITTEE IS WHAT WE'RE CALLING IT, THE BRAC TIMELINE.

ON JULY 22ND, THE APPLICATION WILL BECOME AVAILABLE TO THE COMMUNITY.

AUGUST 9TH, THE APPLICATION CLOSES.

AUGUST 19TH, NOTIFICATIONS WILL BE SENT VIA EMAIL TO THOSE SELECTED TO SERVE.

THE BUDGET REDUCTION ADVISORY COMMITTEE WILL HOLD ITS FIRST MEETING ON AUGUST 28TH.

THEN FROM SEPTEMBER THROUGH DECEMBER, WE'RE TALKING TWO MEETINGS A MONTH WITH A RECOMMENDATION OF THE FINDINGS ON DECEMBER 16TH, AND THAT WAY, THERE'S ENOUGH TIME TO PROCESS [NOISE] ALL THIS WORK.

ALL OF THE THINGS WILL BE IN HAND SO THAT AS WE GO THROUGH THIS LEGISLATIVE PROCESS, THE BOARD WILL HAVE TIME TO WEIGH THOSE OPTIONS AND MAKE DECISIONS WITHOUT BEING RUSHED.

THE COMMITTEE MEMBERS, APPROXIMATELY 20 COMMUNITY MEMBERS SELECTED BY THE BOARD OF TRUSTEES, TWO PER BOARD MEMBER, 11 PRINCIPALS, 11 TEACHERS, ONE PER CAMPUS, CENTRAL ADMINISTRATIVE STAFF.

WE'LL SERVE IN AN EX-OFFICIO CAPACITY, AND REPRESENTATIVES FROM ALL OF THOSE AREAS, THE ATHLETICS, CTE, GT, ALL OF THE MAJOR PROGRAMS, SPECIAL PROGRAMS, COUNSELING, NURSES, AND LIBRARIANS.

I THINK WE'RE LOOKING AT A VERY ROBUST PROCESS, ONE THAT IS GOING TO TAKE PLENTY OF TIME TO PROCESS THE INFORMATION AND COME UP WITH GOOD RECOMMENDATIONS, AND HERE IS THE MAKEUP OF THE COMMITTEE.

WHAT WE DO WITH OUR STUDENT DRIVES AND SO THE MASTER SCHEDULE OF COURSE OFFERINGS REALLY COMES DURING THE DECEMBER, JANUARY TIME FRAME.

OUR MIDDLE SCHOOLS AND HIGH SCHOOLS, THOSE FOUR CAMPUSES ALL OFFER CTE CLASSES BOTH OF THE MIDDLE SCHOOLS LOOK LIKE THEY ARE SET UP PERFECTLY FINE, THEY RUN A TYPICAL SCHOOL DAY WITH 47 MINUTE PERIODS, AND BASED ON OUR CALCULATIONS, THEY SHOULD CONTINUE TO RECEIVE THEIR FUNDING.

OUR STRUGGLE RELIES IN THE HIGH SCHOOL AND THE SENIOR HIGH SCHOOL BECAUSE WE OFFER 90 MINUTE BLOCK SCHEDULES, THEY AVERAGE EXACTLY 45 MINUTES PER DAY, NOT INCLUDING PEP RALLIES AND EARLY RELEASE DAYS AT THIS POINT IN TIME, THIS WOULD BE A POTENTIAL LOSS OF OVER $3,000,000 IF WE DON'T MAKE A CHANGE TO THE SCHEDULES AT THOSE TWO CAMPUSES.

RIGHT NOW, WE ARE SHORT AT OUR CURRENT SCHEDULE, WE WOULD BE SHORT IN THE MAJORITY OF OUR CLASS PERIODS BASED ON THE CALCULATIONS OF THE DIFFERENT DAYS AND SO THAT'S JUST SHOWING YOU THE BREAKDOWN THAT WE ARE GOING TO HAVE TO MAKE A CHANGE ACROSS THE BOARD FOR THE ENTIRE SCHOOL DAY.

THE RECOMMENDATION, WE'VE MET WITH THE PRINCIPALS OF BOTH OF THE CAMPUSES, AND THE RECOMMENDATION IS TO EXTEND THE SCHOOL DAY BY NINE MINUTES TO HAVE A DISMISSAL TIME OF 3:30 INSTEAD OF 3:21.

WITH THAT ADDITIONAL NINE MINUTES, WE CAN IN ABSORBING SOME OTHER CLASS TIMES WITHIN THE SCHOOL DAY, WE WILL BE ABLE TO EXTEND EVERY CLASS INTO A 9-4 MINUTE CLASS BLOCK, AND THAT ALSO ALLOWS US TO MAINTAIN OUR 12 MINUTE PASSING PERIODS WITH OUR SPLIT CAMPUS TO ALLOW STUDENTS THE TIME THEY NEED TO SAFELY GET BETWEEN THE TWO DIFFERENT CAMPUSES, AND IT ALLOWS OUR FLEXIBILITY FOR PEP RALLIES AND ASSEMBLIES AND LIKE I SAID, THE EARLY RELEASE DAYS.

AT THAT TIME, I BELIEVE WE CONSIDERED ALTERNATIVES, WHICH INCLUDED ADDING DAYS TO THE SCHOOL YEAR, I WONDER IF THAT WAS EVEN AN OPTION, I LIKE THIS SO WE CAN AVOID ADDING DAYS TO THE SCHOOL YEAR AND I ASSUME THAT TEACHERS APPRECIATE NOT ADDING DAYS TO THE SCHOOL YEAR, BUT I HAVEN'T HEARD IF YOU GUYS CONSIDERED ALTERNATIVES.

>> THE DIFFERENCE WITH THE CHANGE AT THAT POINT IN TIME WAS WHEN WE WENT TO A MINIMUM NUMBER OF DAYS TO A MINIMUM NUMBER OF MINUTES THROUGHOUT THE YEAR.

CHANGING TO ADDING MORE DAYS WOULD NOT SOLVE THIS PROBLEM BECAUSE THIS PROBLEM IS STILL A 45 MINUTE AVERAGE ACROSS EVERY DAY WE ARE HERE, AND WE ATTEND 173 DAYS, SO IF WE EXTENDED MORE DAYS, WE WOULD STILL HAVE TO AVERAGE 45 MINUTES PER DAY ACROSS EVEN MORE TIME.

I MEAN, THE SAFETY OF ALL THE PEOPLE WHO ARE DOING THAT, USUALLY STUDENTS DRIVING BACK AND BUS DRIVERS AND WHATNOT, I LOOK AT THESE 9 MINUTES TO SAY, AS A COMMUNITY, WE VALUE THAT BLOCK SCHEDULING.

WE'VE HEARD AND THE TEACHERS VALUE THAT EXTRA PLANNING PERIOD.
