I'M HERE TO TALK ABOUT THIS BOARD'S DECISION TO RETAIN ALLIANCE DEFENDING FREEDOM, THE GROUP'S TIES TO PROJECT 2025 AND TO INFORM STAKEHOLDERS IN THIS DISTRICT WHAT THAT MEANS FOR US AND THE STATE OF PUBLIC EDUCATION IN AMERICA.
FOUNDED BY SOME 30 LEADERS OF THE CHRISTIAN RIGHT, THE ALLIANCE DEFENDING FREEDOM IS A LEGAL ADVOCACY AND TRAINING GROUP THAT HAS SUPPORTED THE RECRIMINALIZATION OF SEXUAL ACTS BETWEEN CONSENTING U.S.
ADULTS AND ABROAD, AND HERE AND ABROAD, HAS DEFENDED STATE SANCTIONED STERILIZATION OF TRANS PEOPLE ABROAD, AND HAS CONTENDED THAT LGBTQ+ PEOPLE ARE MORE LIKELY TO ENGAGE IN PEDOPHILIA.
CLAIMS THAT A HOMOSEXUAL AGENDA WILL DESTROY CHRISTIANITY AND SOCIETY.
ADF ALSO WORKS TO DEVELOP RELIGIOUS LIBERTY, LEGALIZATION, AND CASE LAW THAT WILL ALLOW THE DENIAL OF GOODS AND SERVICES TO LGBTQ PLUS PEOPLE ON THE BASIS OF RELIGION.
IT'S AN INITIATIVE ORGANIZED BY THE HERITAGE FOUNDATION, WITH THE AIM OF PROMOTING A COLLECTION OF CONSERVATIVE AND RIGHT-WING PROPOSALS TO RESHAPE THE UNITED STATES FEDERAL GOVERNMENT AND CONSOLIDATE EXECUTIVE POWER SHOULD DONALD TRUMP WIN THE 2024 ELECTION.

WHEN I SAY THAT, I MEAN THEY WANT TO DESTROY AMERICA'S PUBLIC EDUCATION SYSTEM.
A LOT OF THAT WE'VE HEARD FROM Y'ALL.
IT GOES BEYOND DISAPPOINTMENT.

FIRST, THE BASIC ALLOTMENT SHOULD BE ANNUALLY ADJUSTED FOR INFLATION.
SCHOOLS OPERATE AS A FIXED COST SERVICE AND THE FUNDING MODEL SHOULD ALIGN WITH THIS REALITY.
OKAY, SO MY WIFE AND I MOVED OUR FAMILY TO SOUTHLAKE IN 1997 AND RAISED THREE DAUGHTERS, ALL OF WHOM ATTENDED CARROLL FROM KINDERGARTEN THROUGH GRADUATION UNTIL MY RETIREMENT, I SPENT 32 YEARS WITH ACCENTURE, A FORTUNE 500 COMPANY.
SCHOOL FUNDING FOR CARROLL ISD TRIGGERED MY DECISION TO RUN FOR OFFICE.
OUR INCUMBENT OFFICIAL, REPRESENTATIVE CAPRIGLIONE, HAS VOTED TWICE TO SUPPORT SCHOOL VOUCHERS.
I STRONGLY OPPOSE SCHOOL VOUCHERS.
I AM HERE TO PROTECT THE TRADITION.

AND WHILE THAT'S WONDERFUL, YOU KNOW, ALL WE HEAR ARE LIKE RUMORS AND DRIPS OUT ABOUT, YOU KNOW, RESIGNATIONS OF HIGH-LEVEL ADMINISTRATORS HERE LESS THAN A MONTH BEFORE SCHOOL STARTS. WE'VE HEARD VIRTUALLY NOTHING ON THE SUPERINTENDENT SEARCH.
AND, YOU KNOW, OTHER THINGS THAT I THINK PEOPLE ARE KIND OF MORE INTERESTED IN.
SO, I WOULD JUST URGE MORE TRANSPARENCY ON THE THINGS THAT ACTUALLY IMPACT US.
BECAUSE THE TITLE NINE LAWSUIT IS NOT SOMETHING THAT THAT WE NEED TO HAVE CONSTANT UPDATES ABOUT.

WITH THE ALLIANCE DEFENDING FREEDOM.SO, CHOOSING TO ALIGN A PUBLIC SCHOOL DISTRICT WITH A CHRISTIAN NATIONALIST RIGHT WING ORGANIZATION WITH VERY DOCUMENTED ANTI LGBTQ AND PRO-ABORTION AND OTHER TYPE, YOU KNOW, ISSUES IS NOT REALLY REPRESENTATIVE OF THE COMMUNITY OR OF THE STUDENT BODY, AND IT JUST ISN'T NECESSARY.
I THINK WHAT I KEEP COMING BACK TO IS WHY YOU DID THIS IN THE FIRST PLACE.
GOVERNOR ABBOTT AND PAXTON BOTH SAID VERY CLEARLY TO TEXAS SCHOOL DISTRICTS AS A BLANKET, YOU KNOW, STATEMENT BACK IN APRIL PRIOR TO THIS LAWSUIT THAT THEY WERE GOING TO SUE AND THEY DID.
RIGHT. SO, THIS US BEING THE ONLY SCHOOL DISTRICT IN TEXAS THAT FELT THE NEED TO ALIGN WITH A HATE GROUP TO FILE A LAWSUIT OVER SOMETHING THAT THE STATE OF TEXAS WAS ALREADY HANDLING, JUST SHOWS HOW POLITICAL AND UNNECESSARY THAT WAS.
I JUST WANT TO MOVE ON REAL QUICK BEFORE I RUN OUT OF TIME.
BUT, YOU KNOW, WE ARE SPEAKING OF TRANSPARENCY.
HAVEN'T HEARD MUCH ON THE FRONT OF THE OCR, AND I KNOW THAT THAT 90 DAYS IS UP VERY, VERY SOON.
YOU SEEM VERY CONCERNED ABOUT THAT.
YET WHEN IT COMES TO OCR, WHICH COULD COST CARROLL ISD $2.15 MILLION IN LOST FUNDING.
YOU KNOW, YOU'RE NOT SEEMING TO HAVE ANY CARE ABOUT THAT.
AND I WOULD URGE YOU TO PLEASE NOT, YOU KNOW, MAKE A POLITICAL STATEMENT HERE, BUT ACTUALLY DO WHAT ALL THE OTHER SCHOOL DISTRICTS IN TEXAS IN THE LAST, YOU KNOW, NUMBER OF YEARS HAVE DONE AND, YOU KNOW, DO THINGS TO ACTUALLY SHOW THAT YOU CARE ABOUT ALL THE STUDENTS WORK WITH OCR AND, YOU KNOW, MAKE THINGS BETTER FOR OUR KIDS THIS YEAR.

TWO THIRDS OF THE TEACHERS ON CAMPUS SAID THEY'VE GAINED TEN MINUTES OF INSTRUCTIONAL TIME SINCE THEY'VE SHUT DOWN THE PHONES ON A 60-MINUTE PERIOD.
THEY VISIT IF YOU VISIT THEIR CAMPUS DURING LUNCH TIME.
KIDS ARE ACTUALLY TALKING TO EACH OTHER, NOT THEIR HEADS DOWN IN THEIR LAP.
LAKE HIGHLAND HAS REDUCED 42% OF THEIR OUT OF SCHOOL SUSPENSIONS.
NOT BAD. ANOTHER SCHOOL HAD A PILOT PROGRAM, 72% REDUCTION OF OUT OF SCHOOL SUSPENSIONS.
HELP THE TEACHERS TAKE THE PHONES OUT OF THE EQUATION AND IT HELPS RETAIN TEACHERS.
FINALLY, I'D LIKE TO MENTION, AS I HAVE BEFORE, WE NEED TO ENFORCE AT LEAST OUR CURRENT POLICIES.
THE KEY ACTIONS IS ENFORCE THE RULES THAT WE HAVE AND ENSURE THAT TEACHERS ARE NOT A BAD EXAMPLE.
WHEN THEY PICK UP THEIR PHONE, IT INDICATES THAT STUDENTS CAN PICK UP THEIR PHONE.
I KNOW IT'S HARD, BUT I KNOW WE WILL BE SUCCESSFUL WHEN MY DAUGHTER COMES HOME AND SAYS, WHAT HAPPENED? I CANNOT USE MY PHONE DURING CLASS.
THEN I KNOW WE HAVE BEEN SUCCESSFUL.

TO BE CLEAR, THIS CAN BE SOMETHING AS SIMPLE AS A STUDENT DELAYED FROM COVID ON HOW TO READ FACIAL EXPRESSIONS OR PERHAPS A CHILD STRUGGLES WITH EXECUTIVE FUNCTIONING SKILLS LIKE ORGANIZATION.
AFTER SPEAKING WITH THE TEXAS STATE SCHOOL SAFETY CENTER DIRECTOR, WHICH GAVE US THE SECURITY AWARD, I LEARNED THAT THEY DIDN'T ASSESS ALL COMPLIANCE WITH ALL PARTS OF THE BILL TO ENSURE WE HAVE A FRAMEWORK TO ADDRESS NEEDS OF OUR STUDENTS.
THIS REQUIRED FRAMEWORK REFERENCES MTSS STANDS FOR MULTI-TIERED SYSTEMS OF SUPPORT.
THE FRAMEWORK I PROVIDED OR THE FRAMEWORK EXAMPLES I HAVE, I HAVE A DRAFT FROM 2019, AND IF YOU READ MY HANDOUT, YOU'LL SEE EACH AREA REQUIRES THREE TIERS OF IDENTIFIED SUPPORT.

SHE'S DONE A LOT IN HER SHORT TIME IN THE DISTRICT WITH ESTABLISHING A LOT OF POLICIES AND PROCEDURES, ESPECIALLY AROUND BULLYING AND HARASSMENT AND JUST REALLY THE SAFETY OF OUR DISTRICT AND PROTECTION OF STUDENTS.
AND SO ANYWAY, I WANTED TO MENTION THAT SHE'S GOING TO BE A HUGE LOSS TO CARROLL ISD, BUT ALSO WANT TO THEN MAKE THE RECOMMENDATION TO THE BOARD THAT WE CONSIDER GO AHEAD, GOING AHEAD AND MOVING MISTER BRYANT NICOLL INTO THAT ASSISTANT SUPERINTENDENT POSITION.
HE HAS WORKED VERY CLOSELY ALONGSIDE DOCTOR SMALSKAS FOR THE LAST YEAR OR SO.
HE'S WORKED VERY CLOSELY WITH MANY OF OUR PARENTS.

HE BRINGS A WEALTH OF KNOWLEDGE GREAT WITH RELATIONSHIPS, GREAT RELATIONSHIPS WITH OUR PRINCIPALS, AND SO I HIGHLY RECOMMEND HIM TO BE CONSIDERED FOR THIS ASSISTANT SUPERINTENDENT OF ADMINISTRATION.
SO, I GUESS ALL THAT BEING SAID I WOULD RECOMMEND HIM OR ASK THAT THE BOARD CONSIDER APPROVAL OF MR. NICOLE AS THE ASSISTANT SUPERINTENDENT FOR ADMINISTRATION.

NOW ON TO THE OFFICE OF CIVIL RIGHTS COMPLAINTS.
AS REPORTED PREVIOUSLY, THE DISTRICT RECEIVED A LETTER FROM OCR ON MAY 6TH, 2024 THAT INCLUDES A PROPOSED RESOLUTION OF ACTION ITEMS RELATING TO THE FOUR COMPLAINTS.
OCR GAVE THE DISTRICT 90 DAYS TO SIGN THE PROPOSAL, WHICH IS AUGUST 3RD.
HOWEVER, OCR DID NOT PROVIDE THE DISTRICT THEIR FINDINGS AND CONCLUSIONS WITH SUPPORTING EVIDENCE AND FACT TO SUBSTANTIATE THOSE FINDINGS AND CONCLUSIONS AS REPORTED TO YOU.
WE HAVE REQUESTED THE FINDINGS AND CONCLUSIONS WITH SUPPORTING EVIDENCE AND FACT FROM OCR ON THREE DIFFERENT OCCASIONS, AND OCR HAS REFUSED TO PROVIDE US THOSE IN EVERY INSTANCE.

FIRST OFF, WE WERE OFFICIALLY, CARROLL ISD WAS OFFICIALLY NAMED THE 2324 LONE STAR CUP CHAMPIONS.
I KNOW THAT'S BEEN OUT ON SOCIAL MEDIA, BUT VERY EXCITED ABOUT THAT OFFICIAL ANNOUNCEMENT.
THERE WILL BE A RECOGNITION AT ONE OF OUR FOOTBALL GAMES IN THE FALL.
ALSO, ONE THING I'M VERY EXCITED ABOUT, I KNOW WE FOR THOSE OF YOU THAT HAVE LISTENED OVER THE LAST FEW MONTHS ABOUT OUR SPECIAL EDUCATION AUDIT OUR TEACHERS HAVE BEEN VERY AWARE OF THE DETAILS OF THAT OVER THE LAST SEVERAL MONTHS IN PREPARATION FOR IT.

SO, STUDENTS TAKING AP COURSES BUT MORE IMPORTANTLY, THE NUMBER OF AP EXAMS THAT WERE TAKEN THIS YEAR, THIS PAST YEAR ALSO INCREASED BY 270 EXAMS, WHICH IS WE ALREADY ISSUE WE ALREADY TAKE A LOT OF EXAMS, BUT TO INCREASE THAT BY 270, THAT'S SUBSTANTIAL.
THAT MEANS THAT THERE ARE MORE AP STUDENTS TAKING THOSE EXAMS, WHICH IS A GREAT THING, BUT ALSO THE PERCENTAGE OF STUDENTS THAT SCORED A THREE OR ABOVE, USUALLY THAT THREE OR ABOVE IS GOING TO EQUATE TO CREDITS WHEN THEY WHEN THEY MOVE ON TO COLLEGE.
BUT THAT ALSO INCREASED SIGNIFICANTLY.
BUT THIS IS FOR OUR STRATEGIC ACTION TEAMS. IT'S FOR OUR SITE-BASED COMMITTEES, ALL OF OUR BOARD COMMITTEES.

THE INFORMATION PORTION OF OUR AGENDA 8.1 UPDATE ON RELOCATION OF DATA CENTER, MR. STEWART. SCHOOL BOARD TRUSTEES, PRESIDENT BRYAN, I BRING FOR YOU AN UPDATE ON THE RELOCATION OF OUR DATA CENTER.WE HAVE NEGOTIATED WITH THEM AND ARE READY TO BRING THAT BACK.
IN DISCUSSIONS WITH MAINTENANCE AND FINANCE, WE DECIDED TO ENGAGE THE SERVICES OF AN OF AN ARCHITECT TO FIND THE MOST COST-EFFECTIVE LOCATION, WHETHER THAT'S INSIDE AN EXISTING STRUCTURE OR STANDING UP A NEW STRUCTURE TO DO THAT AND THAT CHANGE WHETHER LOCATION IS COULD HAVE IMPACT INTO THE COSTS OF THAT CONTRACT.
AND THEN AT THAT POINT, WE'LL BRING THAT TUBBESING CONTRACT FOR YOU.
THAT'S WHY IT'S NOT HERE TONIGHT.
OUR INITIAL ASSESSMENT WITH TRUE NORTH WAS COMPLETED.
OUR PLAN IS TO PUT IT AT WALNUT GROVE ELEMENTARY SCHOOL IN THE OFFICE AREA.

ONE OF THE MAIN CONCERNS WAS, DO WE HAVE ADEQUATE ELECTRICITY IN THAT AREA, OR WILL WE HAVE TO BRING IN A LOT OF MORE ELECTRICITY FOR ALL THE SERVERS AND SWITCHES THAT WE NEED AND AIR CONDITIONING.
BUT WE HAD A GENERAL CONTRACTOR AND AN ELECTRICIAN COME IN, AND THEY FOUND OUT THAT WE ALREADY HAD ADEQUATE ELECTRICITY IN THE AREA, WHICH WILL REALLY SAVE US A LOT OF MONEY IN THAT CHANGE. THE OTHER MAIN DYNAMIC OF THAT PROJECT, THAT'S THE MOST EXPENSIVE PART, IS THE RELOCATION OF THE FIBER OPTIC CONNECTIONS THROUGHOUT THE DISTRICT TO THAT, TO THAT LOCATION. OUR GOAL IS TO MAKE SURE WHATEVER CHANGES WE MAKE, WE CAN, AS BEST AS POSSIBLE, REUSE THOSE CHANGES IN THE FUTURE LONG TERM LOCATION.
AND SO THE PLAN IS TO PUT LONG TERM LOCATION AT WALNUT GROVE.
SO ALL THE MONEY THAT WE SPEND ON THE TEMPORARY FACILITY WOULDN'T BE A WASTE IF WE PUT IT SOMEPLACE ELSE AND WE PUT IT MULTIPLE LOCATIONS, THEN WE'D HAVE TO PAY FOR ALL THOSE CHANGES TWICE.
AND SO WE'RE PLANNING FOR BOTH THE TEMPORARY AND THE AND THE LONG TERM AND INVESTING AS BEST AS WE CAN TO MAKE SURE THAT THOSE TEMPORARY EXPENDITURES ARE GOOD FOR OUR LONG TERM SITUATION AS WELL.
