BECAUSE MY DAUGHTER WAS ABOUT TO ENROLL IN KINDERGARTEN AND AT SOUTHLAKE.
THIS IS A RARE THING ACROSS THE COUNTRY, AND WE KNEW IT WAS A MAGICAL AND SPECIAL THING.

OKAY. OUR NEXT AGENDA ITEM IS PUBLIC COMMENTS.
[5. PUBLIC COMMENTS]
THERE ARE TWO SPEAKERS TONIGHT, SO WE'LL GIVE EACH SPEAKER THREE MINUTES.MISS YELTON, WILL YOU CALL THE FIRST SPEAKER, PLEASE? YES, SIR. THE FIRST SPEAKER IS MR. CHRIS KAUFMAN.
I APPRECIATE YOU LETTING ME SPEAK TONIGHT.
I WANT TO JUST COME HERE AND LET YOU KNOW THAT I'M THE CITY MANAGER IN GRANBURY AND YOU HAVE STOLEN A FANTASTIC COMMUNITY LEADER THAT WE'VE ENJOYED FOR AS LONG AS HE'S BEEN IN GRANBURY.
I JUST WANT TO, I'VE GOT SOME NOTES HERE, BUT I'M NOT GOING TO FOLLOW IT.
WE HAD PLACES FOR PEOPLE TO GET INOCULATED THAT WANTED IT.
HE WAS WORKING TO KEEP THE KIDS SAFE.
THE SENIOR CENTER, JUST ANYWHERE, CITY HALL, WHATEVER.
WE NEED TO WORK TOGETHER AND I'VE BEEN IN THIS BUSINESS AS A CITY MANAGER FOR 27 YEARS, AND I'VE NEVER EXPERIENCED THE AMOUNT OF COLLABORATION AND COOPERATION AND SUCCESS THAT DOCTOR GLENN HAS BROUGHT TO OUR COMMUNITY.
I WANT YOU TO KNOW THAT THIS GENTLEMAN IS TOP SHELF AND WE COULDN'T.
I DON'T KNOW WHAT WE'RE GOING TO DO WITHOUT HIM, BUT WE'RE GOING TO TRY TO FIGURE THAT OUT.
THERE'S BEEN A LOT OF THINGS GOING ON BEHIND THE SCENES THAT AREN'T VERY PLEASANT, POLITICALLY WISE AND IN OUR COMMUNITY AND WE ARE WHAT I CALL THE MECCA OF THE RABID RED AND WHETHER YOU LIKE THAT OR NOT, THAT'S WHAT WE ARE AND THERE'S THERE'S LOVE AND THERE'S HATE, AND THERE'S A GREAT AMOUNT OF STRIFE AMONG THE COMMUNITY AND I JUST WANT YOU TO KNOW THAT HE HAS RISEN ABOVE AND THROUGH THAT, AND HAS WALKED THE LINE OF INTEGRITY, AND HELD HIS SHOULDERS HIGH AND HIS HEAD UP, AND BEEN ABLE TO FACE ALL THE HATE.
I REMEMBER ONE DAY, AFTER THE SCHOOL BOARD HAD TAKEN SOME ACTION, THE SCHOOL BOARD TOOK ACTION.
ONE GENTLEMAN MET HIM OUT ON THE SIDEWALK AND SAID, YOU MAY HAVE WON THE WAR, BUT WE'RE GOING TO WIN THE BATTLE AND YOU'RE GOING TO GET WE'RE GOING TO GET OUR PEOPLE ELECTED AND ANYWAY, IT DIDN'T HAPPEN AND HE WITHSTOOD THAT FIRE.
I WENT THROUGH A SIMILAR FIRE IN 2021 AND WE WITHSTOOD IT FROM THEN TOO.
BUT I'M JUST TELLING YOU, YOU'VE GOT A MAN OF GOD HERE.
I THINK THAT YOU'RE READY TO VOTE ON HIM ALREADY, OR WE WOULDN'T BE STANDING HERE TODAY.
BUT WE'RE LOSING SOMEBODY AND THIS IS NOT ONE OF MY RUNNING BUDDIES.
I MEAN, IF I WAS A LITTLE YOUNGER, I WOULD HANG OUT WITH HIS GENERATION.
BUT AS YOU CAN SEE, I'M OLDER, BUT HE'S A GREAT GUY, AND WE'RE GOING TO MISS HIM.
AND YOU'RE VERY BLESSED TO HAVE HIM.
THAT'S UNQUESTIONABLE AND HE LIVES ABOVE REPROACH.
YOU'RE NOT GOING TO HAVE TO WORRY ABOUT SOMETHING SNEAKING UP.
YOU'RE NOT GOING TO HAVE TO WORRY ABOUT HIM DOING SOMETHING BEHIND THE SCENES.
[00:20:03]
THIS MAN IS IS HIGH QUALITY, TOP SHELF FIRST CLASS AND WE HATE TO SEE YOU GO, BUT CONGRATULATIONS.THE NEXT. THE NEXT SPEAKER IS MR. MICHAEL ROSS.
THANK YOU. MICHAEL ROSS, ALSO FROM GRANBURY.
I HAD A MY SON WAS A STUDENT OF GRANBURY ISD FOR SEVEN YEARS AND I WAS IN ROTARY WITH JEREMY.
COULDN'T AGREE MORE. HE'S 1 IN 1,000,000.
HE'S IS CERTAINLY ONE OF THE LEADERS OF OUR COMMUNITY.
DOCTOR GLENN IS HE WALKS THE TALK AND THERE'S THERE'S NO DOUBT ABOUT THAT.
BUT Y'ALL WILL YOU'RE GETTING A VERY GOOD INDIVIDUAL THERE.
MISS SHELTON, IS THAT THE FINAL SPEAKER? WE HAVE NO OTHER SPEAKERS.
[6. CONSIDERATION AND POSSIBLE ACTION ON ANY MATTERS ADDRESSED IN EXECUTIVE SESSION]
LEDBETTER 6.1.YES, SIR. THANK YOU, MR. BRYAN.
IT IS MY PLEASURE TO RECOMMEND MR. JEFF BRADY AS THE EXECUTIVE DIRECTOR OF COMMUNICATIONS.
I MOVE THAT THE BOARD ACCEPT THE OFFERING OF THE JOB OF THE EXECUTIVE DIRECTOR OF COMMUNICATIONS TO MR. JEFF BRADY. SECOND.
WE HAVE A MOTION AND SECOND. ANY FURTHER DISCUSSION? OKAY. ALL IN FAVOR? MOTION CARRIES 7 TO 0.
CONGRATULATIONS, MR. BRADY. THANK YOU.
IT IS ALSO MY PLEASURE ON BEHALF OF THE ADMINISTRATION, TO RECOMMEND MISS PATTY PARSONS AS THE EXECUTIVE DIRECTOR OF SPECIAL PROGRAMS. I MOVE THAT THE BOARD APPROVE THE HIRING OF MISS PATTY PARSONS FOR THE EXECUTIVE DIRECTOR OF SPECIAL PROGRAMS. SECOND. WE HAVE A MOTION.
AND SECOND. ANY FURTHER DISCUSSION? ALL IN FAVOR? MOTION CARRIES 7 TO 0.
CONGRATULATIONS, MISS PARSONS.
CONSIDER AND TAKE POSSIBLE ACTION ON CONTRACT FOR NEW SUPERINTENDENT.
ALL RIGHT. THIS IS JUST ME. YOU'RE NOT GOING TO SAY ANYTHING.
OKAY. THAT WOULD BE AWKWARD, ACTUALLY, IF YOU DID.
SECOND. WE HAVE A MOTION AND SECOND.
ANY FURTHER DISCUSSION? ALL RIGHT, HERE WE GO.
ALL IN FAVOR? MOTION CARRIES 7 TO 0.
CONTRACT EXTENSION ON REAL PROPERTY DISCUSSED IN EXECUTIVE SESSION.
SECOND. WE HAVE A MOTION AND SECOND.
ANY FURTHER DISCUSSION? ALL IN FAVOR? MOTION CARRIES 7 TO 0.
OKAY, LET'S TAKE SOME PICTURES WITH THE NEW EMPLOYEES, SHALL WE? ALL RIGHT. [INAUDIBLE].
[00:26:42]
ALL RIGHT, MOVING ON TO ITEM NUMBER SEVEN.[7. Order Authorizing Defeasance and Redemption of all or a Portion of Certain Outstanding Debt of Carroll Independent School District]
ORDER AUTHORIZING DEFEASANCE AND REDEMPTION OF ALL OR A PORTION OF CERTAIN OUTSTANDING DEBT OF COLONEL CARROLL INDEPENDENT SCHOOL DISTRICT.MR. JOHNSON. THANK YOU, SIR. [INAUDIBLE] .
[INAUDIBLE]. IF WE COULD FLIP THROUGH THAT.
SORRY. APPARENTLY WE HAVE A LITTLE TECHNICAL DIFFICULTY.
IT'S EARLY PAYMENT OF PRINCIPAL AND THAT IS.
MAYBE NOT. I'M NOT SURE WHAT'S HAPPENING, SO I'LL GO THROUGH IT WITH WHAT'S ON THE SCREEN AND SO THE DEFEASANCE ON THE DEBT IS WE HAVE ROOM BETWEEN, I GUESS, THE AMOUNT OF TAXES THAT WE LEVY AND WHAT IS NECESSARY FOR THE PRINCIPAL BASED ON A FLAT TAX RATE AND WHAT THAT ALLOWS THE BOARD TO DO IS APPROVE THE EARLY RETIREMENT OF THE DEBT FOR THE 24-25 SCHOOL YEAR.
TELL YOU WHAT, GUYS. LET ME JUST TAKE A MINUTE AND LOG IN HERE.
YEAH. THAT'S FINE. TAKE YOUR TIME. SORRY.
I APOLOGIZE, I THOUGHT THIS WAS READY.
[00:31:59]
OKAY. ALL RIGHT.OKAY, SO IN THE PRELIMINARY 2024-25 DEBT SERVICE FUND BUDGET, AFTER WE GOT THE CERTIFIED VALUES, OUR REVISED REVENUE FIGURES ARE GOING TO BE 43.8 MILLION. WE HAVE DEBT OBLIGATIONS.
WHAT THAT LEAVES THE BOARD WITH IS THE OPTION BY KEEPING A LEVEL TAX RATE IS TO DEFEASE DEBT EARLY.
WHEN I TALK ABOUT DEFEASANCE DEBT EARLY, THIS IS LIKE PAYING YOUR MORTGAGE EARLY AND SO WHAT YOU'RE LOOKING AT HERE IS A SCHEDULE OF AVAILABLE DEBT THAT WE CAN PAY AHEAD OF SCHEDULE, WHICH ULTIMATELY RESULTS IN SAVING MILLIONS OF DOLLARS FOR THE SOUTHLAKE ISD SOUTHLAKE CARROLL TAXPAYERS AND SO AGAIN, THE DISTRICT TO MAINTAIN THE SAME INS RATE BASED ON THE INFORMATION I JUST SHARED WITH YOU IS $0.33 PER $100 VALUATION.
THAT DEBT RATE HAS BEEN IN EXISTENCE FOR SEVERAL YEARS.
TAXES COLLECTED ABOVE THE AMOUNT THAT I JUST DESCRIBED, APPROXIMATELY $18.8 MILLION, WOULD ALLOW THE DISTRICT TO REDUCE THAT DEBT, PAY BACK, PAY DEBT EARLY AND THERE'S MULTIPLE BOND ISSUES THAT I JUST SHARED WITH YOU ON THE PREVIOUS SCREEN, BASED ON THE INFORMATION OF THE TAX COLLECTIONS, MINUS THE DEBT PAYMENT THAT WE HAVE SCHEDULED.
THIS IS WHAT THE BOARD COULD CHOOSE TO DO WITH THE ADDITIONAL FUNDS.
SO RIGHT NOW AND THIS IS AN ESTIMATE, IT'S ABOUT $18.3 MILLION.
SO YOU'RE LOOKING AT APPROXIMATELY WITH INTEREST AND WHAT WE'RE SAVING.
THAT'S THAT $24.8 MILLION, 24.8 MILLION.
CORRECT. THAT WOULD COME OFF OF THE TOTAL AMOUNT OF DEBT TO BE RETIRED AND SO WHEN WE LOOK AT CARROLL ISD BONDED DEBT APPROXIMATELY IN EIGHT AS OF AUGUST 31ST, 2021, THERE WAS ABOUT $450 MILLION.
THAT'S INTEREST AND PRINCIPAL AND BASED ON THE CURRENT AMORTIZATION SCHEDULE, IF THE DISTRICT CHOOSES, IF THE BOARD CHOOSES TO DEFEAT THE DEBT EARLY WITH THE CURRENT PAYMENT, WE WOULD REDUCE THAT BY 37% IN FIVE YEARS AND THAT'S THE TWO THAT WE WOULD LEAVE US AS OF 630 2025, BE $214 MILLION IN PRINCIPAL, $68 MILLION IN INTEREST FOR A TOTAL AND OUTSTANDING DEBT PAYMENT OF $283,238,283.5 MILLION. THE NEXT STEP AND WE'RE TALKING ABOUT TAX RATE IN THE NEXT PRESENTATION.
[00:35:08]
COLLECTION CYCLE.HAPPY TO ANSWER ANY QUESTIONS I MAY.
SO I KNOW TWO YEARS AGO THIS BOARD YOU KNOW, MADE THE DECISION THAT WE WOULD RATHER KEEP THE INS TAX RATE THE SAME SO THAT WE COULD DO THIS VERY THING. IT'S BETTER TO BE DEBT FREE THAN HAVE A WHOLE BUNCH OF DEBT, LIKE ALL THESE SCHOOL DISTRICTS AROUND US THAT HAVE JUST SOLD BILLIONS OF DOLLARS WORTH OF BONDS, AND THEY'RE GOING TO BE INDEBTED OUT TO 30, 40 YEARS WITH THEIR TAXPAYERS AND WE WANT TO WE DON'T WANT TO DO THAT HERE IN CARROLL ISD.
WE WANT TO MAKE SURE THAT WE ARE BEING GOOD FIDUCIARIES OF THE TAXPAYER DOLLAR AND YOU KNOW, WE APPRECIATE YOU, MR. JOHNSON, FOR GRABBING AHOLD OF THIS AND CONTINUING TO FIGURE OUT HOW WE CAN PAY DOWN OUR BOND DEBT AND SO I WANT TO GO BACK TO AND MAYBE GO BACK TO THAT SLIDE.
MAYBE IT WAS THE FIRST OR SECOND ONE WHERE YOU HAD THE CALLS WHICH DEBT CAN BE CALLED.
SO CAN YOU EXPLAIN THIS TO THE COMMUNITY AS WE CAN'T JUST AS WE SAVE MONEY, WE CAN'T JUST PAY OFF A BOND DEBT. RIGHT? SO IT HAS TO REACH A CERTAIN AGE IN ACCORDANCE WITH THE BOND STIPULATIONS FOR US TO BE ABLE TO THEN TAKE MONEY FROM ESCROW OR SAVINGS OR WHATEVER WE'RE CALLING IT AND PAY OFF THAT DEBT.
THAT'S THE DATE AT WHICH THEY'RE WILLING TO FOREGO THE INVESTMENT THAT THEY'VE GOT AND SO IN THE SECOND FROM THE RIGHT COLUMN, THE CALL DATES YOU SEE CURRENTLY CALLABLE NON-CALLABLE, THOSE ARE THE TWO CATEGORIES AND SO LET ME TALK A LITTLE BIT ABOUT THE CALLABLE BONDS AND THERE ARE THREE CATEGORIES OF CALLABLE BONDS.
WE'VE GOT THE BUILD AMERICA BONDS.
WE'VE GOT THREE CATEGORIES OF THOSE AND THEY ARE CALLABLE.
CURRENTLY, THE CHALLENGE WITH CALLING THOSE CALLABLE BONDS IS THE BUILD AMERICA BONDS WERE ISSUED IN THE 2009 TEN ERA, AND THEY WERE ISSUED AT TAXABLE RATES AND WITHIN THAT TAXABLE RATE TO INVESTORS, WE PAY A LITTLE BIT HIGHER IN INTEREST EXPENSE TO THOSE INVESTORS.
BUT WE GET AN OPERATIONAL REBATE, WE CALL IT AND I THINK I'VE TALKED ABOUT IT A LITTLE BIT.
WHEN WE ADOPT THE BUDGET, WE HAVE THE BUILD AMERICA BOND REBATES AND SO WE PAY THE TAXABLE RATES ON THE INS, BUT WE GET THE DIFFERENCE TO BRING THEM DOWN TO A NET TAX EXEMPT YIELD ON THE M&O AND SO THE NET BENEFIT OR THE NET COST TO THE DISTRICT IS A TAX EXEMPT SIMILAR TO OTHERS.
THE REMAINDER OF THOSE ARE ALL CALLABLE AND SO FOR THOSE THAT ARE IN THE 2025, 25 OR 26 AND 27.
THEY WOULD PUT THAT MONEY, THEY WOULD TAKE THOSE TAX COLLECTIONS, PUT THEM INTO AN ESCROW ACCOUNT, INVEST THOSE IN TAX EXEMPT SECURITIES AND WHEN IT CAME TIME TO REDEEM THOSE BONDS, THEY WOULD PAY THOSE BONDS OFF.
AT THAT TIME, THEY WOULD COME OFF OF OUR BALANCE SHEET WHEN WE PUT THE MONEY INTO ESCROW.
BUT THEY WOULDN'T TECHNICALLY DEFEASE THOSE UNTIL THE MATURITY DATE OR CALL DATE AS DEFINED.
RIGHT AND SO WHAT THIS MEANS TO THE COMMUNITY, INSTEAD OF CARRYING DEBT THROUGH 2044, IF WE CONTINUE TO DEFEASE, THE DEBT WILL BE ESSENTIALLY OTHER THAN THE BONDS WILL BE ESSENTIALLY DEBT FREE IN 6 OR 7 YEARS AND I WOULD CHALLENGE ANYBODY TO GO LOOK UP AND SEE IF THERE'S ANY SIX A SCHOOL DISTRICT IN THE STATE OF TEXAS THAT HAS NO BOND DEBT.
RIGHT AND I THINK THAT IS AN AMAZING MOVE ON YOUR PART TO BE ABLE TO FIGURE THAT OUT, TO GET US ESSENTIALLY DEBT FREE AND GUESS WHAT THAT MEANS? LOWER TAXES. THAT MEANS LOWER TAXES, RIGHT? AND THAT'S A HUGE TAX BREAK, RIGHT? BECAUSE RIGHT NOW WE'RE $0.33 ON EVERY $100 VALUE.
RIGHT. THAT'S CORRECT AND SO THAT'S CORRECT.
THAT'S HUGE. SO YOU TAKE THAT $0.33 OFF AND THAT'S NOW WE'RE TALKING REAL TAX RATES RIGHT.
RIGHT. THIS CYCLE WE GOT VERY LITTLE TAX COMPRESSION.
RIGHT. OKAY AND SO YOU KNOW, WHEN WE'RE TALKING TO THE COMMUNITY WE'RE TALKING ABOUT TAX BREAKS.
YOU KNOW, WE WANT TO PAY OFF OUR DEBT AND THAT MAKES A LOT OF SENSE.
IT MAKES A LOT OF SENSE EVERYWHERE WE DO THAT AT HOME AND WE CERTAINLY DON'T WANT TO ENCUMBER THE SCHOOL DISTRICT WITH HUNDREDS OF MILLIONS AND MAYBE EVEN BILLIONS OF DOLLARS WORTH OF DEBT FOR 30, 40, 50 YEARS.
IF WE DON'T HAVE TO CORRECT SUBSTANTIAL DECREASE, 37% DECREASE IN FIVE YEARS IS PRETTY AMAZING.
SO, MR. JOHNSON, I DON'T HAVE A QUESTION.
I JUST WANT TO, LIKE, CELEBRATE.
I MEAN, YOU COMPARED THIS TO PEOPLE'S MORTGAGES AND WHO PAYS OFF THEIR MORTGAGE? WHEN DOES THAT EVER HAPPEN? I MEAN, WE'RE STARTING TO PAY DOWN DEBT AND FULFILL SOME COMMITMENTS THAT ALL OF US MADE TO BALANCE THE BUDGET AND REDUCE OUR DEBT AND WE'RE DOING THAT RIGHT NOW
[00:40:08]
BY TALKING ABOUT THIS.SO I JUST WANT TO PRAISE THE DISTRICT AND YOUR LEADERSHIP AND EVERYTHING WE'RE DOING TO MEET THOSE COMMITMENTS AND IT ALSO PUTS US IN PRIME POSITION IN CASE WE NEED TO HAVE A SHORT TERM LOAN OR SOMETHING LIKE THAT, FOR OUR MUCH NEEDED CAPITAL IMPROVEMENTS AND PRESERVATION OF SOME OF OUR BUILDINGS.
ABSOLUTELY. NO OTHER QUESTIONS AND I THINK THAT CONCLUDES AND SO IT'S JUST A MATTER OF THE BOARD.
WE NEED TO TAKE ACTION A MOTION ANDREW I THINK DO WE HAVE A MOTION FIRST AND THEN READ.
DO WE NEED TO READ. YOU DON'T NEED.
NO. IT'S THE RESOLUTION IS PRESENTED AND SO ONE OF THE THINGS THAT I DO WANT TO POINT OUT ABOUT THAT DEBT RESOLUTION, IT DOES NOT STATE AN AMOUNT AND SO IF THE BOARD CHOOSES DEPENDING ON WHAT THE BOARD'S FURTHER ACTIONS ARE, WE COULD REDUCE WE COULD NAME THE AMOUNT IN NEXT SPRING WHEN IT COMES TIME TO MAKE THOSE BONDS OR WHEN WE WOULD DEFEASE THOSE BONDS. ALRIGHT.
VERY GOOD. I MOVE THAT THIS BOARD APPROVE THE AS PRESENTED THE CASH TO EASEMENT OF BONDED DEBT.
ALL IN FAVOR? MOTION CARRIES 7 TO 0.
[8. PUBLIC HEARING TO DISCUSS 2024-2025 PROPOSED TAX RATE]
AT THIS TIME, THE PUBLIC HEARING IS DECLARED OPEN.OKAY. THIS IS THE AGENDA FOR TONIGHT.
I'M GOING TO TALK A LITTLE BIT ABOUT WHAT'S HAPPENED WITH THE SOUTHLAKE TAX BASE.
WE ARE REQUIRED TO PUT THE STATE COMPTROLLER TAX RATE CALCULATIONS.
SO THIS IS THE ASSESSED VALUATION GROWTH OVER THE PAST TEN YEARS AND WE WENT FROM 12.5 NET TAXABLE TO 20 TO 13.4 AND 2024, WHICH IS ABOUT AN 8% INCREASE.
SO I WANT TO SPEND A FEW MINUTES ON THIS SLIDE.
SO WHAT THIS IS OUR ACTUAL TAX RATES THAT YOU WOULD SEE ON YOUR TAX BILL FROM THE PAST THREE YEARS, AND THE CURRENT PROPOSED THE MAXIMUM COMPRESSED RATE, AS WE ALL KNOW, IS DETERMINED BY THE STATE.
IT DETERMINED IT IS. IT DETERMINES HOW MUCH YOU PAY LOCALLY ON YOUR TIER ONE FUNDING.
THE ENRICHMENT TAX RATE OR TIER TWO TAX RATE IS DETERMINED BY THE BY THE BOARD.
THE COMBINATION OF THE M&O TAX RATE, THE MAXIMUM, THE MCR MAXIMUM COMPRESSED RATE AND THE ENRICHMENT RATE IS 0.6669, WHICH IS A DECREASE OF ABOUT A HALF A PENNY PER $100 OF VALUATION.
SO, MR. JOHNSON, SORRY TO CUT YOU OFF, BUT I REALLY WOULD LIKE TO FOR YOU TO REMIND THE COMMUNITY AGAIN ABOUT THIS M&O TAX RATE AND THAT IT IS DETERMINED BY FORMULA, BY THE STATE. AND WE HAVE VERY LITTLE WIGGLE, WIGGLE ROOM UP AND DOWN, BECAUSE WE GET QUESTIONS ALL THE TIME FROM COMMUNITY MEMBERS THAT SAYS THAT.
WELL, YOU KNOW, YOU'RE PAYING $38 MILLION IN RECAPTURE.
WHY DON'T YOU JUST REDUCE THE TAX RATE.
SO WE'RE NOT PAYING ANYTHING AND YOU JUST HAVE TO BE WITHIN 90% RIGHT, OF THAT TAXABLE RATE OF EVERY ISD IN THE DISTRICT AND SO THERE'S REALLY NOT THAT MUCH ROOM THAT WE CAN GO UP AND DOWN WITH THIS TAX RATE.
IS THAT CORRECT? SO ON THE MAXIMUM COMPRESSED RATE THAT IS BASED ON FORMULA.
WE HAVE ZERO FLEXIBILITY TO REDUCE THE MCR AND EVEN THOUGH TO YOUR POINT, WE COLLECT MORE TAXES ON THAT MCR, IF WE WEREN'T TO ADOPT THAT MCR, IT WOULD COST US MILLIONS OF DOLLARS.
WE HAVE NO FLEXIBILITY IN NOT ADOPTING THE MCR.
THE ENRICHMENT RATE IS THE LOCAL DISCRETION THAT LOCAL DISTRICTS HAVE.
WE GET ABOUT $1.2 MILLION FOR EACH ONE OF THOSE AND OF COURSE, I KNOW THAT THE BOARD REMEMBERS THIS, BUT WE ADOPTED AN $8.5 MILLION DEFICIT, SO ANYTHING THAT WE WOULD DO WOULD COMPOUND OUR FINANCIAL DISTRESS.
IT WOULD INCREASE THAT DEFICIT.
SO THE BOARD HAS ADOPTED THE FIVE PENNIES.
GOSH. FOR THE LAST YEAR AND TWO YEARS AGO, LAST YEAR, THE 2223 YEAR, WE ADOPTED A DISASTER PENNY AND THAT WAS DUE TO ALL THE DAMAGE THAT HAPPENED FROM THE ICE STORM. AFTER THAT, WE DROPPED IT BACK DOWN.
[00:45:02]
STATE FOR THE TIER ONE ENRICHMENT ON TIER TWO, THE INTEREST IN SINKING.CLEARLY WE WENT THROUGH THAT ON THE LAST PRESENTATION AND HAVE MADE STRIDES FOR THE DEBT.
SAVING THE TAXPAYERS MILLIONS OF DOLLARS IN THAT AND SO JUST AS A REMINDER, WITH THE ENRICHMENT TAX RATE, THERE'S A BOARD CAN LEVY UP TO FIVE PENNIES WITHOUT VOTER VOTER APPROVAL AND THOSE FIVE PENNIES ARE WHAT THEY CALL GOLDEN PENNIES, WHICH HAS NO IS NOT SUBJECT TO RECAPTURE WHATSOEVER.
CORRECT. RIGHT AND SO THERE'S EIGHT GOLDEN PENNIES AVAILABLE.
ANYTHING ABOVE THE FIVE WE WOULD HAVE TO GO OUT AND GET VOTER APPROVAL.
YEAH AND THEN THERE'S WHAT, NINE COPPER PENNIES AFTER THAT.
WHICH 60% OF THAT GOES BACK TO RECAPTURE.
CORRECT? CORRECT. BASED ON THE CURRENT FORMULA.
AND AS A RESULT, WE HAVE ONE OF THE LOWEST EFFECTIVE TAX RATES IN THE NORTH TEXAS AREA AND SO JUST BECAUSE IT LOOKS LIKE YOUR TAX BILL IS A LITTLE BIT HIGHER, THAT'S BECAUSE WHY PROPERTY VALUES ARE INCREASING.
IT'S NOT THAT WE'RE INCREASING THE TAX RATE FROM THE ENRICHMENT TAX RATE.
CORRECT. THAT IS CORRECT AND I THINK THAT'S WHAT I REALLY WANTED THE PUBLIC TO HEAR IS WE DID NOT THE BOARD IS NOT I'M NOT PROPOSING TO INCREASE THE TAX RATE AND YOU KNOW WHAT'S CHALLENGING, AND I GUESS THAT'S A GOOD SEGUE INTO THE NEXT SLIDE IS THE LANGUAGE TO ADOPT AND SO WHEN WE LOOK AT THE LANGUAGE TO ADOPT, WE'VE GOT TWO.
COMPONENTS. WE'VE GOT A NO NEW REVENUE TAX RATE AND I'LL TALK ABOUT THAT ON THE NEXT SLIDE AND THEN WE'VE GOT THIS YEAR'S PROPOSED RATE, WHICH IS THE ACTUAL TAX RATE THAT WILL SHOW UP ON BILLS AND SO THE LANGUAGE IS CLEARLY SAYING THAT I MOVE THAT THE PROPERTY TAX RATE BE INCREASED BY THE ADOPTION OF A RATE OF 0.9 AT A RATE OF 9.969, WHICH IS EFFECTIVELY A 3.66% INCREASE IN THE TAX RATE.
THAT IS ALL STEMMING FROM THE NO NEW REVENUE RATE.
IT LOOKS TO PRODUCE THE SAME LEVEL OF TAX REVENUE AS IN THE PRIOR YEAR.
IT IS A LEVY BASED CALCULATION.
WE KNOW THAT'S NOT HOW DISTRICTS ARE FUNDED.
WELL, IF YOU'RE A MUNICIPALITY, YOU CAN DO THAT WITHOUT A FINANCIAL HIT.
BUT LIKE WE JUST DISCUSSED, PRESIDENT BRYAN, THAT IS NOT AFFORDED TO ISD.
WE ARE FUNDED ON TAX EFFORT AND AS A RESULT WE HAVE TO USE THE LANGUAGE THAT SAYS WE'RE INCREASING.
CLEARLY WE ARE NOT INCREASING THE TAX RATE.
I'M NOT PROPOSING THAT WE INCREASE THE TAX RATE.
IT IS REQUIRED IN TAX CODE 2605 TO ADOPT A TAX RATE USING THAT MOTION LANGUAGE.
I HAVE TALKED TO MULTIPLE DISTRICTS.
WE ALL KIND OF HAVE THE SAME HEAD SCRATCHING MOMENTS.
BE THAT AS IT MAY, THAT IS HOW IT WAS DECIDED TO PRESENT AND ADOPT TAX RATES.
CORRECT? THAT IS CORRECT. SO AND YOU EXPLAINED IT REALLY GOOD.
BUT I'M JUST GOING TO REPEAT IT.
WHEN PROPERTY VALUES GO UP LIKE THEY DO EVERY YEAR IN OUR COMMUNITY.
THE NO NEW REVENUE TAX RATE IS CALCULATED.
CORRECT. SO THAT RATE THEN PRODUCES THE SAME AMOUNT OF REVENUE AS WE HAD THE YEAR PRIOR.
CORRECT. BUT WE ALL KNOW THAT WE HAVE TREMENDOUS AMOUNT OF INFLATION.
EXPENSES CONTINUE TO INCREASE THROUGH THE ROOF.
IF WE WERE TO KEEP JUST A STEADY REVENUE FOR EVERY SINGLE YEAR, WE WOULD BE OUR DEFICIT WOULD BECOME GREATER AND GREATER AND GREATER AND GREATER UNLESS SOME OF OUR ELECTED OFFICIALS DOWN IN AUSTIN DECIDE TO DO SOMETHING IN THE 89TH LEGISLATIVE SESSION.
CORRECT. SO CORRECT. WE'RE STILL CROSSING OUR FINGERS AND LIMPING ALONG THROUGH THE SALE OF PROPERTY TO BE ABLE TO BALANCE OUR BUDGET UNTIL WE SEE WHAT HAPPENS IN THE 89TH LEGISLATIVE SESSION AND, YOU KNOW, JUST HOPING THAT WE AS A BOARD AND A DISTRICT CAN LOBBY THESE GUYS INTO, YOU KNOW, GETTING THEIR HEAD OUT OF THE SAND AND ACTUALLY DOING SOMETHING FOR PUBLIC SCHOOL FUNDING HERE IN THE STATE OF TEXAS AND ISN'T IT CORRECT THAT THE STATE OF TEXAS IS 41ST OUT OF THE 50 STATES IN THE NATION IN TERMS OF FUNDING PER STUDENT? 42ND. IT IS 42ND.
[00:50:01]
DISTRICTS IN WE ARE IN FUNDING PER STUDENT AND HAS THAT GONE DOWN OR ARE WE DEAD LAST NOW OR ARE WE STILL AROUND FOR LAST? WE'RE IN THE BOTTOM FIVE OF 1000, 1200 SCHOOL DISTRICTS, AND THAT'S 80% OF HOW WE ARE FUNDED.80% OF THE FUNDING IS WHAT PRESIDENT BRYAN JUST DESCRIBED.
SO HUGE FINANCIAL CHALLENGES AND SO VERY LITTLE ROOM FOR US TO MAKE ANY DECISIONS OTHER THAN THIS.
THANK YOU. SO HOPEFULLY EVERYBODY UNDERSTANDS THE NO NEW REVENUE RATE.
IT IS CERTAINLY NOT REPRESENTATIVE OF HOW WE'RE FUNDED AND CAN ONLY PRODUCE A NEGATIVE IMPACT.
IF SOMEBODY WERE TO THINK THAT WE WERE ABLE TO REDUCE TO THE NO NEW REVENUE RATE AND I GET IT, MR. JOHNSON, BECAUSE YOU HEAR FROM, YOU KNOW, OUR OFFICIALS IN TARRANT COUNTY, YOU HEAR FROM EVEN SOUTHLAKE CITY COUNCIL ADOPTED RATE NOT TO EXCEED THE NO NEW REVENUE RATE.
YOU SAID SOMETHING EARLIER THAT JUST KIND OF PASSED BY, AND THAT IS MUNICIPALITIES, COUNTIES.
THEY'RE DIFFERENT THAN SCHOOL DISTRICTS.
ABSOLUTELY. VERSUS VERSUS THEM.
CORRECT. RIGHT. CORRECT AND SO IT'S JUST PART OF THE CRAZY SCHOOL FINANCE WORLD THAT WE LIVE IN, BUT IT'S STILL A IN THE MINDS OF OUR COMMUNITY. IT'S STILL A, YOU KNOW, AND I DON'T THINK HOW MUCH I MEAN, AS MUCH AS WE TALK ABOUT IT AND TALK ABOUT IT AND TALK ABOUT IT, WHEN YOU PUT A MOTION OUT THERE THAT SAYS, I MOVED TO RAISE PROPERTY TAXES.
THAT'S ALL ANYBODY IS GOING TO HEAR.
CORRECT AND SO WHAT I WOULD LIKE TO CHALLENGE YOU, MR. JOHNSON AND NOW, DOCTOR GLENN, IS THAT, YOU KNOW LET'S FIGURE OUT A WAY WHERE WE CAN MESSAGE THIS, THAT WE CAN, YOU KNOW, COME UP WITH SOME INNOVATIVE SOLUTIONS THAT IF WE HAVE TO RAISE THAT MCR BY YOUR PROJECTED 3.62%, IS THERE ANYTHING ELSE WE CAN DO ON THE TAX FRONT TO LOWER THOSE TAXES? SO THE TOTAL TAX RATE REMAINS THE SAME AND WE'RE STILL AT THAT STEADY LEVEL WE CAN LOOK AT.
I THINK THAT WHEN I LOOK AT WHAT OUR CAPITAL NEEDS ARE, WE HAVE A $350 MILLION FACILITY ASSESSMENT.
WE HAVE A LOT OF ATHLETIC FIELDS NEEDS.
THAT'S MY CONCERN, IS THAT IF WE LOWERED THAT DOWN AND WE HAD TO DO SOMETHING IN THE NEAR FUTURE, THAT WE WOULD HOPEFULLY WE WOULD BE ABLE TO KEEP IT THE SAME THAT WOULD BE MY GOAL. I MEAN, I TOTALLY GET THAT, BUT I THINK THIS BOARD OWES IT TO OUR COMMUNITY AND WE DON'T HAVE TO ADOPT THIS RATE UNTIL OUR SEPTEMBER 23RD, IS THAT CORRECT? YOU CHECKED IN THAT AND THAT HAPPENS TO BE OUR NEXT REGULAR.
I KNOW I'M GOING TO CALL IT AN INCREASE, BUT IT REALLY ISN'T OBVIOUSLY CORRECT.
SO WOULD THAT BE POSSIBLE, MR. JOHNSON, FOR US TO DO THAT? I'D BE HAPPY TO. OKAY, TRUSTEE SEXTON, YOU HAVE SOMETHING? NO, I DO.
TRUSTEE. SO MY QUESTION IS, I KNOW WE JUST PUT TOGETHER THIS BUDGET REDUCTION COMMITTEE.
WHEN IS THEIR FIRST MEETING? IT'S GOING TO BE ON SEPTEMBER 11TH, AND WE HAVE TO MAKE A DECISION BY SEPTEMBER 23RD.
IS THERE ANY WAY TO HAVE THEM MEET SOONER SO THAT THEY CAN, YOU KNOW, EVALUATE THIS? I THINK WE PUT TOGETHER A REALLY GREAT TEAM WITH A LOT OF FINANCIAL BACKGROUND.
IT WOULD BE GREAT TO HAVE OUR COMMUNITY'S INPUT IN THIS TYPE OF A DECISION.
IS THERE ANY WAY TO GET THAT IN FRONT OF THEM? IS WE CAN CERTAINLY DOCTOR LEDBETTER AND DOCTOR GLENN AND I CAN CERTAINLY TALK ABOUT THAT.
AND THEY COULD ACTUALLY, YOU KNOW, BRAINSTORM AS WELL AND HELP US OUT IN THAT REGARD.
BUT I DO THINK THAT THERE'S WAYS THAT WE CAN YOU KNOW, DO SOMETHING OTHER THAN JUST RUBBER STAMP IT AND DO THIS MOTION AND MOVE FORWARD, BECAUSE I KNOW THAT THERE ARE SCHOOL DISTRICTS THAT ARE NEIGHBORS OF OURS TO THE EAST AND WEST THAT ARE GOING TO ADOPT THIS A RATE ABOVE THE EFFECTIVE RATE OR THE NO NEW REVENUE TAX RATE AND YOU KNOW, I DON'T KNOW IF THERE'S ANY DISTRICT IN NORTH TEXAS THAT IS ACTUALLY THINKING ABOUT, WELL, LET'S TRY TO SAVE SOME OF OUR TAXPAYERS SOME MONEY AND KEEP IT, KEEP IT WHERE IT IS.
[00:55:07]
FORWARD. I WILL DEFINITELY LOOK INTO THAT.ALL RIGHT AND THEN WE'VE GOT THE PUBLIC HEARING.
DIDN'T KNOW. OKAY. WE'LL RECOGNIZE ANY SPEAKERS WHO HAVE NOT ALREADY SPOKEN TONIGHT.
THEY MAY WANT TO SPEAK ON THIS SUBJECT.
MR. JOHNSON, WITH THAT, WE WILL CLOSE THE PUBLIC HEARING, AND WE CONCLUDE.
CAN I GET A MOTION? DO I MOVE TO CLOSE IT OR DO I MOVE TO.
SECOND. OKAY, WE GOT A MOTION AND SECOND.
ANY FURTHER DISCUSSION? ALL IN FAVOR? MOTION CARRIES 7 TO 0.
THANK YOU, MR. JOHNSON, FOR YOUR PATIENCE ON THAT.
MOVING ON TO ITEM NUMBER EIGHT.
[9. PRESIDENT'S REPORT]
NUMBER NINE. EXCUSE ME.WE HAVE THE PRESIDENT'S REPORT, 9.1 COMMUNITY UPDATE AND COMMITTEE REPORTS.
DO WE HAVE ANYTHING ELSE, MR. JOHNSON, OR. WE HAVE THE INSURANCE.
I DON'T KNOW WHERE IT IS ON THE AGENDA.
SORRY. YEAH. THAT'S OKAY. [INAUDIBLE].
OKAY. I HAVE A COUPLE UPDATES FOR THE COMMUNITY.
[10. SUPERINTENDENT'S REPORT]
FIRST, THE SUPERINTENDENT.WE'RE EXCITED TO APPROVE DOCTOR JEREMY GLENN AS OUR NEXT SUPERINTENDENT AT CARROLL ISD.
DOCTOR GLENN'S OFFICIAL START DATE IS SEPTEMBER 1ST.
AT SUCH TIME, WE WILL NAME DOCTOR LEDBETTER, A SUPERINTENDENT EMERITUS, UNTIL HE SERVES THE REMAINDER OF HIS TENURE AT CARROLL ISD AND OFFICIALLY RETIRES ON DECEMBER 31ST, 2024 ONCE.
WE WILL PLAN A COMMUNITY MEET AND GREET FOR DOCTOR GLENN AT SOME POINT IN SEPTEMBER.
SO CONGRATULATIONS AGAIN, DOCTOR GLENN.
JUST AS A REMINDER, WE HAVEN'T TALKED ABOUT THIS IN A WHILE.
THIS BOARD APPROVED AN ACROSS THE BOARD PAY INCREASE OF 3% FOR THE 2024 2025 SCHOOL YEAR.
THAT 3% SHOULD APPEAR IN TEACHERS AND STAFF'S SEPTEMBER PAYCHECKS, SO JUST BE AWARE OF THAT AND ALSO, THERE WAS SOMETHING ELSE I WAS SUPPOSED TO MENTION. TRUSTEE STACY, DID WE [INAUDIBLE].
YES AND OUR SPECIAL EDUCATION STAFF.
YEAH. JUST WANTED TO MAKE SURE WE REMEMBER THAT.
HE HAS SERVED OUR DISTRICT WELL.
WE WISH HIM THE BEST OF LUCK IN THIS NEW OPPORTUNITY.
THE DISTRICT POSTED THE JOB OPENING ON AUGUST 15TH.
DISTRICT COMMITTEE ANNOUNCEMENTS.
IF YOU APPLIED AND YOU WERE ACCEPTED ON A COMMITTEE, YOU SHOULD HAVE RECEIVED AN EMAIL LAST WEEK, INCLUDING THE NEWLY ESTABLISHED WHAT WE JUST TALKED ABOUT BUDGET REDUCTION ACTION COMMITTEE.
WE'RE LOOKING FORWARD TO THAT AND HAVING THAT TEAM PUT TOGETHER.
SO ANYWAY, WE HAVE AN AMAZING COMMUNITY OF VOLUNTEERS.
THEY'RE SO GENEROUS. WE JUST THANK EVERYONE FOR THEIR TIME.
SO WE REALLY APPRECIATE ALL OF THOSE THAT APPLIED AND THOSE THAT ARE GOING TO SERVE ON OUR COMMITTEES THIS YEAR AND SO LASTLY, I'D JUST LIKE TO TOUCH ON ONE OF OUR NONPROFIT ORGANIZATIONS THAT RAISED MONEY FOR THE DISTRICT.
THE TOUCHDOWN CLUB HELD THEIR FUNDRAISER ON SATURDAY NIGHT, AND I HEARD THAT IT WAS A TOTAL SUCCESS, RAISING A LOT OF FUNDING FOR FUTURE SIZED ATHLETIC INFRASTRUCTURE PROJECTS.
SO WE'RE SO HAPPY FOR THEM AND THAT LEADERSHIP AND THAT CLUB.
SO WE LOOK FORWARD TO SEEING WHAT WHAT FUNDING YOU RAISED AND WHAT THE NEXT PROJECT IS AND, YOU KNOW, TRUSTEE YEAGER MENTIONED TO ME EARLIER TODAY THAT IT MIGHT BE GOOD TO RECOGNIZE OUR NONPROFITS ON A MONTHLY BASIS BECAUSE WE HAVE SO MANY PEOPLE THAT HAVE FORMED THESE 501 C3'S FOR THE SPECIFIC PURPOSE OF RAISING MONEY TO SUPPLEMENT WHERE THE STATE DOESN'T GIVE US MONEY AND SO, YOU KNOW, WE RECOGNIZE TEACHERS OF THE MONTH, WE RECOGNIZE STAFF OF THE MONTH,
[01:00:03]
WE RECOGNIZE EITHER CAMPUSES EACH MONTH AND WE GET THEIR HISTORY.SO I REALLY THINK THAT WE WANT TO FIGURE OUT HOW WE CAN ALSO RECOGNIZE A 501 C3 OR ONE OF OUR BOOSTER CLUBS EVERY SINGLE MONTH, AND INVITE THEM TO COME UP AND SAY A FEW WORDS ABOUT THEIR ORGANIZATION.
WE NEED TO RECOGNIZE THESE FOLKS MORE BECAUSE THEY REALLY DO WORK HARD FOR THIS DISTRICT, AND THEY UNDERSTAND OUR BUDGET SHORTFALLS AND THEY, YOU KNOW, TAKE IT AND THEY SPEND A LOT OF TIME ON IT AND THEY PROVIDE, YOU KNOW, FROM INFRASTRUCTURE TO UNIFORMS TO EQUIPMENT TO PLAYGROUNDS TO WHATEVER THAT WE NEED AND WE WANT TO APPRECIATE THEM.
SO WE'RE GOING TO START THAT IN SEPTEMBER IF WE CAN.
NEXT ITEM IS THE SUPERINTENDENT'S REPORT.
DOCTOR LEDBETTER. THANK YOU, MR. BRYAN AND TRUSTEES FIRST OF ALL, IT'S BEEN A GREAT START TO THE SCHOOL YEAR.
IT'S HARD TO BELIEVE WE'RE STARTING THE THIRD WEEK OF SCHOOL.
WE CURRENTLY HAVE THREE TEACHER OPENINGS ACROSS THE DISTRICT, SO WE HAVE A SIXTH GRADE TEACHER, A SCIENCE TEACHER AT EUBANKS CARROLL MIDDLE SCHOOL, HAS A SPECIAL EDUCATION TEACHER FOR ELA AND SOCIAL STUDIES.
AND THEN UNFORTUNATELY, WE HAD A WALNUT GROVE ELEMENTARY SCHOOL SPECIAL EDUCATION ACE TEACHER THAT WE THOUGHT WE HAD HIRED READY TO BEGIN AND IS HAS BACKED OUT OF THAT POSITION. SO WE HAVE THREE POSITIONS ACROSS THE DISTRICT THAT ARE OPEN.
SO WE WILL WORK DILIGENTLY TO GET THOSE FILLED IN THE COMING DAYS AND WEEKS.
BUT I WANT TO UPDATE EVERYONE ON THE THREAT THAT WE HAD TODAY.
I KNOW YOU RECEIVED INFORMATION FROM THE DISTRICT THIS MORNING ABOUT A THREAT AND WE WORKED VERY CLOSELY, CERTAINLY WITH OUR SOUTHLAKE POLICE DEPARTMENT ALL DAY AS THEY CONDUCTED AN INVESTIGATION AND I'M I'M HAPPY TO REPORT THAT THEY'VE DETERMINED THAT THERE'S NO THREAT AT THIS TIME AND SO WE HAVE SENT THAT COMMUNICATION OUT TO SOCIAL MEDIA.
IF YOU DID NOT FEEL COMFORTABLE SENDING YOUR CHILD DUE TO THE THREAT AND DUE TO THE INVESTIGATION, THAT WE WOULD UNDERSTAND THAT WE CERTAINLY EXPECT EVERYONE TO BE THERE TOMORROW AND BE ON NORMAL OPERATIONS TOMORROW.
BASED ON THE FACT THAT THE PD HAS DETERMINED THAT THERE IS NO THREAT AT THIS TIME.
ONCE AGAIN, I CAN'T SAY IT ENOUGH.
I KNOW THIS BOARD SAYS IT A LOT.
IT'S A TREMENDOUS PARTNERSHIP, AND WE COULD NOT MAKE IT WITHOUT THEM AND TO HAVE REPRESENTATION ON EVERY CAMPUS, EVERY DAY ACROSS THIS DISTRICT WITH ARMED OFFICERS IS A TREMENDOUS ASSET TO THIS COMMUNITY.
ALSO, JUST A COUPLE OF ANNOUNCEMENTS.
I KNOW THAT'S ALWAYS A HUGE COMMUNITY EVENT, SO MARK YOUR CALENDARS FOR THAT.
SO THAT WILL BE ON SEPTEMBER THE 25TH AND THEN ALSO THIS FRIDAY WE WANT TO CONTINUE.
THIS IS OUR THIRD ANNUAL FIRST RESPONDERS APPRECIATION EVENT.
SO IT'LL BE AT OUR FOOTBALL GAME, FIRST FOOTBALL GAME OF THE SEASON.
I WAS GOING TO TOUCH ON COMMITTEES.
SO WE'LL BE FOLLOWING UP IN THE NEXT FEW DAYS WITH THAT TO LET YOU KNOW.
I BELIEVE THAT'S ALL I HAVE FOR TONIGHT.
ALL RIGHT. THANKS, DOCTOR LEDBETTER MOVING ON TO ITEM NUMBER 11.
[11. DISCUSSION/ACTION]
CONSIDER FOR APPROVAL DISTRICT INSURANCE COVERAGE FOR THE 2024-25 SCHOOL YEAR.SO, TONIGHT I WANT TO REVISIT WHAT WE'RE DOING FOR INSURANCE, LIABILITY AND PROPERTY INSURANCE AND REMIND THE BOARD THAT A YEAR AGO, WE WENT OUT WITH A VERY ROBUST INSURANCE PROCUREMENT PROCESS.
WE STARTED THAT PROCESS IN LATE APRIL.
EARLY MAY, INVOLVED A CONSULTANT THAT REACHED OUT TO MULTIPLE PROVIDERS.
[01:05:08]
KNOW THAT INSURANCE IS UNFORTUNATELY JUST BECOME A BIGGER AND BIGGER CHALLENGE ACTUALLY DISCUSSED LAST YEAR DURING THE LEGISLATIVE SESSION ABOUT ALL OF THE STRESS THAT THE INSURANCE INCREASED PREMIUMS WERE CAUSING ACROSS THE STATE OF TEXAS AND SO THE OVERALL INSURANCE INCREASE WAS $379,000.WE LOOKED AT A 2% DEDUCTIBLE AND A 3% DEDUCTIBLE RIGHT NOW, BECAUSE OF THE ECONOMICS AND IF WE HAD A LOSS AND A LOSS, YOU KNOW, A SINGLE LOSS, HAIL DAMAGE COULD COST US MULTIPLE TIMES OF WHAT THE NET INCREMENTAL INCREASE IN THAT PREMIUM WOULD COST.
SO I'M RECOMMENDING THAT WE GO WITH A 2% PER BUILDING AND I DID A COUPLE OF JUST LOOKS.
HERE'S OPTION ONE. HERE'S OPTION TWO.
SO I THINK THAT IT MAKES SENSE TO ME TO GO WITH A BETTER COVERAGE.
NOBODY EVER YOU KNOW WHAT'S ENOUGH? INSURANCE IS REALLY HARD.
WE LEAN TO THE PROFESSIONALS, AND THAT'S WHAT THE PROFESSIONALS HAVE RECOMMENDED FOR ME.
YES, SIR. JUST BEFORE YOU MOVE OFF THAT SLIDE I KNOW WORKING FOR A COMPANY, WE LOOK AT THIS EVERY YEAR OURSELVES, AND WE TRY TO SEE WHAT OTHER COMPANIES ARE DOING, AND WE TRY TO DECIDE WHAT LEVEL OF RISK OR SELF-INSURANCE THAT WE'RE GOING TO TAKE ON OURSELVES.
I KNOW WE'RE KIND OF HAVING THIS DISCUSSION RIGHT NOW, RIGHT.
DO WE HAVE ANY IDEA WHAT PERCENT THAT, LET'S SAY, COMPARABLE SCHOOL DISTRICTS DO? I DIDN'T SEE ANYTHING IN THE MATERIAL THAT ACTUALLY TALKED ABOUT OTHER DISTRICTS.
SO I'M KIND OF CURIOUS IF YOU HAVE, AND I DID, I LOOKED AT THAT.
AND SO WE'VE GOT WHAT IS KNOWN AS BLANKET COVERAGE.
WE'VE GOT ABOUT $200,200 MILLION OF COVERAGE.
I'VE SEEN OTHER DISTRICTS HAVE A LITTLE BIT LEANER COVERAGE.
I'VE SEEN OTHERS HAVE ROBUST AND SO WHEN WE SPOKE TO OUR CONSULTANT, THIS IS ABOUT PROBABLY 40% OF OUR OVERALL OUTSTANDING AND AGAIN I'VE SEEN LOWER AND HIGHER.
I JUST WENT WITH WHAT THE CONSULTANT SAID AND SO IS THERE A RISK? ABSOLUTELY. THERE'S RISK.
IF YOU HAD, YOU KNOW, A MAJOR EVENT, YOU COULD BE IN TROUBLE FINANCIALLY.
YOU KNOW, ANYTIME CAN OBVIOUSLY HAPPEN AND SO YES, WE'RE GOING A LITTLE BIT HEAVIER ON INSURANCE, BUT HOPEFULLY, YOU KNOW, WITH HAVING, YOU KNOW, A CLAIM RECENTLY ON THE AQUATICS ROOF, WHICH WAS $837,000, STILL WORKING THROUGH THAT WITH OUR INSURANCE COMPANY.
AND I'LL BRING THAT TO THE BOARD IN THE NEXT COUPLE OF MEETINGS.
THAT REPAIR IS GOING TO BE OVER $2 MILLION AND SO THAT'S KIND OF AS YOU LOOK AT INSURANCE, THOSE KIND OF THINGS WEIGH ON YOU OBVIOUSLY TRYING TO MINIMIZE THAT RISK AND AND CHOOSE KIND OF A LOWER DEDUCTIBLE.
THANK YOU. CAN I ADD SOMETHING? YEAH. SO I DID A LITTLE BIT OF RESEARCH.
I DID CALL AN INSURANCE AGENT JUST TO SEEK TO UNDERSTAND IS THIS SOMETHING THAT IS, YOU KNOW, UNIQUE TO US OR IS THIS SOMETHING THAT'S HAPPENING ACROSS? SO I'LL SHARE WITH EVERYBODY WHAT I DID LEARN.
APPARENTLY THIS IS VERY SPECIFIC TO DFW.
THERE WERE 27 LARGE WEATHER OCCURRENCES ACROSS THE US LAST YEAR.
I ALSO DID CALL A NEIGHBORING DISTRICT BECAUSE I WANTED TO UNDERSTAND.
I'VE HEARD, YOU KNOW, OBVIOUSLY WE LEFT TASB WE'RE NOT IN A CO-OP.
ARE WE GETTING, YOU KNOW, PRICES THAT ARE DIFFERENT THAN WHAT THEY'RE GETTING AND I CAN TELL YOU THAT THEIR INSURANCE COSTS WENT UP SIGNIFICANTLY AS WELL, EVEN THOUGH THEY ARE PART OF THAT TASB CO-OP.
SO GRAPEVINE COLLEYVILLE, THEIR RATE ALMOST DOUBLED.
SO THEY WERE PAYING $1 MILLION LAST YEAR.
THEY'RE NOW PAYING $1.8 MILLION.
SO IT WENT UP BY $800,000 AND THEN THEIR DEDUCTIBLE WENT UP BY A MILLION AS WELL.
[01:10:06]
COULD GIVEN THE MARKET AND THE CIRCUMSTANCES.NO. THANK YOU, TRUSTEE BOTTOM.
ANY FURTHER DISCUSSION? ALL IN FAVOR? MOTION CARRIES 7 TO 0.
OKAY. LAST ITEM ON THE AGENDA IS OUR CONSENT AGENDA AND I THINK WE HAVE ONE DONATION.
[12. CONSENT AGENDA]
WE DO. PRESIDENT BRYAN, AS WE TALK ABOUT ALMOST EVERY MONTH AND THAT IS THAT THE WONDERFUL GENEROSITY BY THIS COMMUNITY IS WHAT REALLY MAKES AND FILLS THE GAPS, IF YOU WOULD, OF THE FUNDING SHORTFALLS WE HAVE AND IT GOES DOWN TO THE CAMPUS LEVEL AND MANY ORGANIZATIONS.SO TONIGHT WE'D LIKE TO THANK THE JOHNSON ELEMENTARY SCHOOL PTO FOR THEIR MOST GENEROUS DONATION OF IN-KIND $14,802. ALL RIGHT.
I MOVE TO APPROVE THE CONSENT AGENDA.
ANY FURTHER DISCUSSION? ALL IN FAVOR? MOTION CARRIES 7 TO 0.
OKAY. WE HAVE A LITTLE BIT OF UNFINISHED BUSINESS.
[2. EXECUTIVE SESSION (Part 2 of 2)]
SO WE ARE GOING TO ADJOURN TO EXECUTIVE SESSION AT THIS TIME AND IN PURSUANT TO TEXAS GOVERNMENT CODE 551.071 551.072 551.074 AND 551.0821 AT 7:11PM.ALL RIGHT. WE'LL CALL THIS MEETING BACK TO ORDER AT 8:47PM.
THERE IS NO BUSINESS TO TAKE CARE OF FROM OUR EXECUTIVE SESSION, SO IF NO OBJECTION,
WE'LL ADJOURN THIS MEETING AT 8:47PM.
