HE BEGAN AS A BELOVED CUSTODIAN AND WAS BEST KNOWN FOR HIS ENTHUSIASTICALLY GREETING STUDENTS WITH KIND WORDS AND FIRM HAND SHAKES.
DEVOTING OVER 30 YEARS TO THE GROWING SOUTHLAKE COMMUNITY, EUBANKS TOOK ON VARIOUS ROLES LIKE BEING HEAD OF MAINTENANCE AND SERVING IN CARROLL SCHOOL BOARD.
HIS WORK ETHIC AND WILLINGNESS TO HELP THOSE AROUND HIM MADE EUBANKS THE PERFECT NAMESAKE FOR THE NEW INTERMEDIATE SCHOOL IN THE WORKS.
EUBANKS INTERMEDIATE OFFICIALLY OPENED IN 2001.
>> AND WE WERE LUCKY ENOUGH TO BE A PART OF STUDENT COUNCIL LAST YEAR.
>> WE DID MANY DIFFERENT PROJECTS LIKE THE CHANGE DRIVE.
WE MADE A KINDNESS ROCK GARDEN.
>> WE WROTE LETTERS TO TEACHERS.

MISS TURNER PROVIDES A WELCOMING ENVIRONMENT FOR HER STUDENTS, MAKING THEM ALL FEEL SPECIAL AND LOVED.
SHE IS INTENTIONAL WITH HER INSTRUCTION AND MAKES LEARNING FUN.
MISS TURNER EXCELS AT BUILDING RELATIONSHIPS WITH HER STUDENTS.
MY DAUGHTER WAS IN HER CLASS LAST YEAR, WHICH WAS HER FIRST YEAR OF TEACHING, WELL, SECOND YEAR.
IT'S A LONG STORY, AND LOVES TO SEE HER THROUGHOUT THE SCHOOL.
MISS TURNER BEGAN HER JOURNEY AT CES TWO YEARS AGO AS A STUDENT TEACHER.
SHE THEN TOOK ON A VACANT GT POSITION FOR THE SPRING SEMESTER OF THAT YEAR.
NOW IN HER SECOND YEAR OF FULL TEACHING, SHE HAS ALREADY MADE A SIGNIFICANT DIFFERENCE IN THE LIVES OF MANY OF OUR STUDENTS.

THIS EVENING I'M RECOGNIZING REBEKAH BEARD AND WOULD LOVE TO SAY A LITTLE BIT ABOUT HER.
SOME OF YOU MAY ACTUALLY KNOW HER BECAUSE SHE IS SOMEONE WHO HAS BEEN HERE FOR 20 YEARS, STARTED IN 2004 AND HAS SERVED CARROLL ISD FOR A VERY, VERY LONG TIME.
ADDITIONALLY, YOU MAY HAVE SEEN HER BEHIND THE WHEEL OR ON THE PASSENGER SIDE BECAUSE SHE DOES HELP OUR DRAGON DRIVERS.
EACH YEAR, SHE HELPS WITH OUR SPECIAL OLYMPICS, AND, OF COURSE, HAS HELPED US RAISE A LOT OF MONEY FOR POLAR PLUNGE.
I THOUGHT ABOUT WHAT IT MEANS TO HAVE EXCELLENCE AND DECIDED REBEKAH, SHE IS DRAGON EXCELLENCE.
THERE ARE SO MANY THINGS THAT I COULD SAY ABOUT WHAT SHE DOES FOR OUR SCHOOL AND FOR OUR DRAGONS.
FOR EXAMPLE, HER COMMITMENT TO STUDENTS IS UNMATCHED.
IT DOESN'T MATTER WHAT WE NEED AT CAMPUS, SHE'S ALWAYS GOING TO BE ONE OF THE FIRST ONES TO VOLUNTEER HER TIME AND HER EXPERTISE TO SERVE THEM.
SHE IS AMAZING AT RECOGNIZING A NEED FOR ANY STUDENT, NO MATTER IF IT'S HER GT STUDENTS, NO MATTER IF IT'S ONE OF OUR COLLEGE READY STUDENTS OR EVEN ONE OF OUR STUDENTS WHO RECEIVES ADDITIONAL SERVICES.
SHE ALWAYS GOES ABOVE AND BEYOND AND COMES AND GIVES US NAMES TO TALK ABOUT AT OUR ADMIN MEETING.
SHE IS OUR SCIENCE DEPARTMENT LEAD.
YOU CAN SEE HER ON SEVERAL COMMITTEES THROUGHOUT THE YEAR, AS WELL AS MAKING SURE THAT SHE'S GIVEN HER ADVICE ABOUT OUR TEXTBOOK ADOPTION, AS WELL AS ANY WRITING CURRICULUM ALIGNMENT, SHE'S ALWAYS GOING TO BE THAT PERSON WHO SHOWS EXPERTISE AND WISDOM IN MAKING THINGS HAPPEN FOR THE DISTRICT.
ADDITIONALLY, SHE IS ONE OF THE MOST SELFLESS LEADERS WE HAVE ON OUR CAMPUS, ALWAYS GIVING TO OTHERS, ALWAYS BEING SUCH A MENTOR TO OUR NEW TEACHERS, AS WELL AS HER DEPARTMENT.
SHE PROVIDES QUALITY INSTRUCTION, SO DEFINITELY, IF YOU HAVE ANY TIME, HER INQUIRY LABS, THE WAY SHE QUESTIONS STUDENTS, MAKING SURE THAT THEY BECOME CRITICAL THINKERS AND LEADERS OF TOMORROW, IT'S REALLY A SIGHT TO SEE.
I INVITE YOU ANYTIME TO COME TO HER CLASS. IT'S AMAZING.
FINALLY, SHE ALSO IS ALWAYS PUTTING HER HAND UP TO SERVE AS ANY OF OUR CLUB SPONSORS.

I KNOW THAT THERE'S BEEN SOME QUESTIONS BEFORE ON WHAT ALL THE CABC FUNDS.

WE HOPE TO GROW THAT AND CONTINUE TO EXPAND THAT REACH, BUT CURRENTLY IT IS A FOOTBALL BROADCAST.
WHEN YOU ASKED US TO DO THAT, IT WAS A BIG TASK, AND WE DIDN'T HAVE A WHOLE LOT OF TIME.
BILL WEBB OVERSEES THE BROADCAST FOR US, AND HE'S DONE A PHENOMENAL JOB PUTTING TOGETHER A TEAM.
ON AIR TALENT IS LEARNING AND DOING A GREAT JOB AS WELL.
100% OF THOSE FUNDS COME RIGHT BACK INTO FUNDING WHAT WE'RE TRYING TO FUND, WHICH IS WHAT THE ATHLETIC DEPARTMENT CAME TO US AND SAID, HERE'S WHAT WE NEED.
WE DON'T GET ANY NEW MONEY EVERY YEAR.

THE NEWLY FORMED BRAC COMMITTEE MET FOR THE FIRST TIME LAST MONDAY EVENING TO START DISCUSSING COST CUTTING MEASURES IN THE CASE THAT THE 89TH LEGISLATIVE SESSION DOESN'T PROVIDE ADEQUATE FUNDING FOR PUBLIC EDUCATION IN TEXAS.
ASSUMING THE 89TH LEGISLATIVE SESSION FALLS SHORT IN TERMS OF PUBLIC SCHOOL FINANCING, THE COMMITTEE WILL DISCUSS PRIORITIZE AND ULTIMATELY RECOMMEND TO THE DISTRICT AND SUBSEQUENTLY TO THE BOARD THE BEST MEASURES TO REDUCE ANNUAL EXPENSES IN ORDER TO BALANCE OUR BUDGETS IN THE FUTURE.

I THINK THAT'S IMPORTANT AS WE CONSIDER THE IMPACT THAT THAT REVENUE LOSS IS GOING TO HAVE ON THE BRAC COMMITTEE'S WORK, WHICH IS SO CRITICAL.
ATTENDANCE CURRENTLY IS SETTING AT JUST UNDER 97%.
IT'S DOWN TO ABOUT A HALF A PERCENT FROM WHERE IT WAS LAST TIME THIS YEAR.

I APPRECIATE MR. JOHNSON AND HIS STAFF ARE WORKING WELL WITH SNOW GARRETT AS THEY CONDUCT THE DISTRICT'S ANNUAL AUDIT.

THEY HAVE INDICATED THAT CARROLL ISD, REGARDLESS OF WHAT CHANGES MAY COME OUR WAY, WE'LL KEEP THAT HIGH LEVEL OF ACADEMIC RIGOR AND PERFORMANCE, EVEN IF WE HAVE TO MOVE FORWARD WITH SOME OF THE CHANGES THAT ARE DISCUSSED.

AFTER THE LAST BOARD MEETING, WE DISCUSSED AN ALTERNATIVE PROPOSAL, AND THIS IS WHAT WE'VE COME BACK WITH A TOTAL TAX RATE OF 9,617 PER $100 EVALUATION, M&O, WHICH WON'T CHANGE, IS GOING TO BE THE 6,669, AND THEN THE INTEREST AND SINKING RATE WAS LOWERED BY THE INCREMENT OF THE NO NEW REVENUE RATE OR THE ACTUAL PROPOSED RATE OVER THE NO NEW REVENUE.
THAT'S GONE DOWN TO 2,948 PER $100 EVALUATION.
A DECREASE FROM THE PRIOR YEAR ADOPTED RATE BY 0.0408 PER $100 EVALUATION, WHICH IS A DECREASE OF MAINTENANCE AND OPERATIONS OF 0.0056, AND A DECREASE IN THE INTEREST IN SINKING RATE OF 0.0352.

AGAIN, THIS IS THE SIX YEAR, BUT I'VE JUST PUT THE LAST THREE YEARS, AND IT'S A DECREASE OF A LITTLE OVER 4%.

THAT'S PRETTY MUCH DETERMINED BY THE STATE.
IT WAS THE DECREASE IN THE INTEREST IN SINKING.
THAT SAID THAT THE DISTRICT IS STILL POISED TO PAY OFF DEBT AT A VERY ACCELERATED RATE COMPARED TO A LOT OF FOLKS.
THERE WILL BE A LITTLE BIT LESS.
IT WILL EXTEND THE PAYOFF OF THE DEBT OUTSIDE OF THE BABS BY ABOUT A YEAR, BUT DEFINITELY WITH A FIVE-YEAR DECREASE IN BONDED DEBT OF A 36%, THINK THAT THAT'S A PRETTY ASTOUNDING STATISTIC.
>> WE SAY THIS EVERY TIME THAT WE TALK ABOUT THE BUDGET, WHICH IS ALMOST EVERY SINGLE MEETING.
THAT'S THE FACT THAT WE'RE LOOKING AT AFTER THE TAXPAYER, WE'RE PAYING DOWN OUR DEBT.
WE THINK THAT BEING DEBT FREE IS ACTUALLY SOMETHING GOOD, NOT EXTENDING OUR DEBT, 30, 40, 50 YEARS TO OUR COMMUNITY FOR BILLIONS AND BILLIONS OF DOLLARS LIKE ALL THESE OTHER SCHOOL DISTRICTS ARE BEING ASKED TO DO AND ASKING THEIR COMMUNITY TO VOTE FOR.
WE'RE NOT GOING TO DO THAT. WE JUST SIMPLY AREN'T.
THIS BOARD HAS MADE THAT COMMITMENT TO THIS COMMUNITY OVER THE LAST THREE OR SO YEARS.

THEY ARE BASED UPON MAKING ACADEMIC STANDARDS FOR ALL OF OUR STUDENTS IN CISD.
WE ARE BRINGING THIS TO YOU TONIGHT FOR INFORMATION ONLY, AND WE WILL COME BACK AT THE NEXT REGULAR BOARD MEETING FOR APPROVAL. ANY QUESTIONS?

EACH SCHOOL DISTRICT IN TEXAS IS REQUIRED TO REVIEW ITS CLASS SIZE ENROLLMENT TO DETERMINE WHETHER ITS CLASS SIZES FOR GRADES KINDERGARTEN THROUGH FOUR MEET THE REQUIREMENT OF TEC 25.112.
IF THE REVIEW INDICATES THAT ANY CLASS FOR GRADES K THROUGH FOUR EXCEEDS THE ALLOWABLE CLASS SIZE LIMIT OF 22 STUDENTS PER CLASS, THE DISTRICT MUST SUBMIT A REQUEST FOR EXEMPTION UNDER TEC 25.112(D).
DISTRICTS ARE TO ENTER ONLY THE NUMBER OF CLASSES OR SECTIONS AND THE REASONS PER CAMPUS THAT EXCEEDS 22:1.
CLASS SIZE LIMITS DO NOT APPLY TO PHYSICAL EDUCATION OR FINE ARTS CLASSES.

THEN AS WE GET READY TO DO OUR ENROLLMENT, IF WE HAVE AN INCREASED OR CHANGE IN POPULATION, IF WE HAVE TRANSFERS THAT OCCUR, THINGS LIKE THAT THAT MAYBE ARE UNFORESEEN, AND I KNOW, AGAIN, TRYING TO BE FISCALLY RESPONSIBLE, WE'VE TRIED TO BE MINDFUL AND NOT OVER-STAFF.
HOW DOES THIS COMPARE TO OTHER SCHOOL DISTRICTS AROUND, DO YOU KNOW, OR OTHER SCHOOL DISTRICTS IN THE SAME BOAT AS US, DO THEY HAVE 12 CLASSROOMS THAT THEY GET WAIVERS FOR FOR 140 TOTAL?
>> AGAIN, I DON'T HAVE STATISTICS IN FRONT OF ME, BUT I KNOW THAT IT'S VERY COMMON THAT THIS IS AN ISSUE THAT A LOT OF PEOPLE HAVE.
>> YEAH, TEA WILL APPROVE AUDITS FROM ACROSS THE STATE, AND CERTAINLY NOW WHILE YOU'RE SEEING A FINANCIAL CRISIS OR FUNDING CRISIS IN TEXAS PUBLIC SCHOOLS, IT'S NOT UNCOMMON FOR DISTRICTS TO PUSH THE CAP AND MOVE CLOSER TO THAT 22:1.
FROM AN IDEAL STANDPOINT, NOBODY LIKES THAT.
WE KNOW THAT RESEARCH SHOWS THAT THE SMALLER THE STUDENT AND TEACHER RATIO, THE HIGHER QUALITY THE LEARNING ENVIRONMENT WILL BE.
HOWEVER, WE CERTAINLY LOOK TO STRETCH EVERY DOLLAR.
THIS IS WHERE WE FIND OURSELVES IS IT DOESN'T REALLY MAKE GOOD FINANCIAL SENSE TO ADD ONE TEACHER AND THEN DROP NUMBERS SIGNIFICANTLY.
IT WOULD COME AT A HIGH COST TO THE DISTRICT.

I KNOW THERE ARE A LOT OF PEOPLE, MAYBE THEY'RE NEW TO THE DISTRICT, AND THEY LOOK AT THE HIGH SCHOOL AS VERY DIFFERENT STUDENT-TEACHER RATIOS.
WE'RE NOT TALKING ABOUT 30 KIDS IN A FOURTH GRADE OR SOMETHING OF THIS NATURE.
YOU'RE RIGHT, DR. GLENN, THIS IS EXACTLY THE TYPE OF EFFICIENCY, AND I THINK THE FACT THAT THERE'S ONE STUDENT FOR EACH GRADES TELLS YOU HOW GOOD THAT WE'VE DONE IN PROJECTING.
