SO FIRST, WITH THE BRAC UPDATE, I'D LIKE TO PROVIDE AN IMPORTANT UPDATE REGARDING THE ONGOING EFFORTS OF OUR RECENTLY FORMED BUDGET REDUCTION ACTION COMMITTEE, OR BRAC. THIS COMMITTEE WAS CREATED TO DEVELOP A COMPREHENSIVE, MULTIYEAR PLAN TO ENSURE THE LONG TERM FINANCIAL STABILITY OF OUR DISTRICT, PARTICULARLY IN LIGHT OF THE UNCERTAINTY AROUND PUBLIC EDUCATION FUNDING IN TEXAS. SHOULD THE 89TH TEXAS LEGISLATURE NOT ADDRESS THE FUNDING NEEDS OF OUR SCHOOLS, IT IS CRUCIAL THAT WE TAKE PROACTIVE STEPS TO BALANCE OUR FUTURE BUDGETS WHILE PRIORITIZING THE NEEDS OF OUR STUDENTS AND STAFF. AS A DISTRICT, WE VALUE TRANSPARENCY AND OPEN COMMUNICATION. THAT IS WHY I'M ADDRESSING A RECENT SOCIAL MEDIA POST FROM ONE OF OUR BRAC COMMITTEE MEMBERS, WHO SHARED INFORMATION ABOUT THE IDEA OF CLOSING DURHAM INTERMEDIATE SCHOOL AS EARLY AS THE NEXT SCHOOL YEAR. I WANT TO CLARIFY THAT THIS IDEA IS JUST ONE OF MANY OPTIONS BEING CONSIDERED AND DISCUSSED BY THE COMMITTEE. AT THIS POINT, NO DECISIONS HAVE BEEN MADE REGARDING ANY POTENTIAL CLOSURES OR CHANGES. THAT'S PROFESSIONALS. OKAY. AND DO YOU KNOW HOW THAT COMPARES WITH NEIGHBORING COMMUNITIES OR TARRANT COUNTY IS THAT IS 85% PRETTY MARKETABLE? IS THAT IS IT A MASS? I MEAN, TO ME, I DON'T KNOW WHAT YOU GUYS SEE, BUT 85% IS A PRETTY HIGH NUMBER IN MY OPINION. I MEAN, IF WE'RE ONLY LOSING 15% OF OUR ENTIRE WORKFORCE PER YEAR, I MEAN, THAT'S PRETTY INCREDIBLE. IN MY MIND, I CAN'T IMAGINE ANY OTHER DISTRICTS IN EDUCATION. DOCTOR GLENN, CORRECT ME IF I'M WRONG, BUT IT'S VERY FLUID. PEOPLE MOVE ALL THE TIME. YOU'RE EXACTLY RIGHT. AND I WOULD SAY OVER THE LAST THREE YEARS, MOST PEOPLE ARE AWARE THERE'S BEEN A SIGNIFICANT TEACHER SHORTAGE, NOT JUST IN THE METROPLEX BUT NATIONALLY. AND SO WHEN YOU SEE THIS NUMBER 85%, I THINK IT'S DEFINITELY SOMETHING FOR THE BOARD TO BE PROUD OF. I KNOW YOU ALL HAVE TAKEN STEPS TO BE PROACTIVE, PAYING, PAYING SOME ADDITIONAL STIPENDS TO TEACHERS WHO NEED IT TO BE ABLE TO RECRUIT AND RETAIN GOOD STAFF, AND THEN ALSO GIVEN RAISES TO MAKE SURE THAT TEACHERS ARE PAID MARKET VALUE. AND I THINK THOSE ARE THOSE ARE ALL STEPS TAKEN BY THIS BOARD THAT THAT KEEP THAT RATE AT A, AT 85% WHEN OTHER DISTRICTS ARE REALLY STRUGGLING TO FIND STAFF. AND I THINK ULTIMATELY OUR GOAL IS, YOU KNOW, WE WANT TO BE IN THE 90TH PERCENTILE. SO I THINK THERE IS ROOM FOR IMPROVEMENT THERE. AND HOPEFULLY AS WE SEE MORE STABILITY, WE'LL GET THERE. I THINK 90% IS A GREAT GOAL, AND I THINK THAT 85% IS CERTAINLY NOT AN INDICATION OF ANY TYPE OF MASS EXODUS FROM CARROLL ISD. ABSOLUTELY. IT'S GREAT TO SEE FROM LAST YEAR TO THIS YEAR. IT'S AN ABSOLUTE SIGNIFICANT DROP. OBVIOUSLY, WE KNOW THAT PARAPROFESSIONALS ARE A DIFFICULT, DIFFICULT FIELD TO FILL. ABSOLUTELY. AND THEN AS FAR AS SUBSTITUTES FROM LAST YEAR, OUR NUMBERS WE USED WE HAD 288 SUBSTITUTES THAT WE USED. THE COST OF SUBSTITUTES TO THE DISTRICT LAST YEAR WAS $690,000, WHICH I MEAN, TO ME, $700,000 SEEMS LIKE A REALLY, REALLY LARGE NUMBER. IS THERE ANYTHING THAT EQUATES TO THAT REASON, OR IS IT JUST TEACHERS CALLING IN SICK OR ON VACATION? IT'S A COMBINATION. TEACHERS CALLING IN SICK TAKING EITHER SICK DAYS, PERSONAL DAYS. AND THEN THIS ALSO IS, YOU KNOW, IF OUR COACHES ARE OUT FOR DIFFERENT TYPES OF COACHING EVENTS AND THINGS LIKE THAT. COMPETITIONS. SO DOES THAT AMOUNT COME OUT OF A CAMPUS BUDGET? THE SUBSTITUTES OR DOES IT COME OUT OF THE DISTRICT? IT DEPENDS ON THE TOP OF ABSENCE. IT IS AS TO WHETHER OR NOT IT COMES OUT DIRECTLY FROM THE CAMPUS, OR IF IT COMES OUT OF WHAT THEY CALL MY BUDGET. THE SUBSTITUTE BUDGET. SO THAT ACTUALLY COMES OUT. MR. SO WHEN WE'RE TALKING ABOUT HAVING A BIG IMPACT ON SUBS, AND IF YOU LOOK AT THAT, YEAH, I MEAN YOU'RE TALKING ABOUT OVER A THOUSAND SUBSTITUTE JOBS THAT WENT UNFILLED, WHICH I GUESS THAT JUST MEANS TEACHERS ARE COVERING CLASSES WHEN THAT HAPPENS OR PRINCIPALS. YES. OKAY. OKAY. AND SO LOOKING AT OUR INITIATIVES FOR THIS YEAR, WE WOULD LIKE TO IMPROVE THE PROCESS FOR THE EXIT INTERVIEWS SO THAT WE CAN GET A BETTER IDEA OF ACTUALLY WHY STAFF ARE LEAVING THE DISTRICT. AND WE WANT TO CONDUCT A CLIMATE SURVEY TO GET SOME GOOD DATA THERE SO WE CAN MAKE SOME DECISIONS BASED ON THE FINDINGS OF THAT. SO I MEAN, WHAT WOULD THAT LOOK LIKE? WHAT IS WHAT IS A CLIMATE SURVEY LOOK LIKE. WHAT ARE WE TRYING TO ACCOMPLISH IN TERMS OF WHAT TYPE OF DATA ARE WE LOOKING FOR FROM THAT SURVEY?
