[4. RECOGNITIONS]
YOU CAN ALL BE SEATED.AND SO WITH THAT, I AM GOING TO LET SOME OF OUR STUDENTS CELEBRATE A SAVVY SANTA.
OH MY GOODNESS, HAVE YOU SEEN SANTA? HIS LOOK IS A BIT OUTDATED, SO THE STUDENTS IN MISS MOORING'S GT LANGUAGE ARTS CLASSES DECIDED TO GIVE SANTA A SWAG NEW LOOK.
AVIKA TELL EVERYBODY ABOUT THIS ENGAGING AND INNOVATIVE PROJECT.
SO IT ALL STARTED WITH A BRAINSTORMING SESSION ON HOW SANTA COULD IMPROVE HIS LOOK.
AFTER THE BRAINSTORM WAS DEVELOPED, STUDENTS WERE DIVIDED INTO GROUPS OF 5 OR 6.
STUDENTS THEN VOTED ON THE BEST IDEAS THAT WE KNEW WE COULD MARKET FOR A VOTE.
IN THIS PROJECT, WE HAD TO DESIGN A SIX FOOT TALL PERSUASIVE ADVERTISEMENT POSTER OF THE NEW LOOK FOR SANTA, GIVE SANTA AN ALLITERATIVE NAME SUCH AS HAPPY HAWAIIAN SANTA OR COWBOY CLAUS, AND ADD A FIGURATIVE LANGUAGE SLOGAN SUCH AS HAPPY HAWAIIAN SANTA WILL MAKE YOU FEEL LIKE THERE'S A HAWAIIAN BEACH RIGHT IN YOUR HOME. AND CHRISTMAS COWBOY CLAUS CAN DELIVER PRESENTS FASTER THAN A SPEEDING RACEHORSE.
EVERYTHING ON THE POSTER HAD TO REPRESENT THE THEME OF THE SANTA.
[00:05:03]
THE GROUP WAS MARKETING.WE HAD TO WRITE A PARODY TO A POPULAR SONG BY MATCHING THE SYLLABLE COUNT AND RHYME SCHEME OF THE ORIGINAL SONG, IT HAD TO HAVE AT LEAST TWO VERSES AND ONE CHORUS THAT WOULD BE REPEATED 2 TO 3 TIMES.
WE HAD TO CREATE DANCE MOVES TO THE PARODY AND PRACTICE, PRACTICE, PRACTICE.
THEN THERE WAS A SCHOOL WIDE VOTE TO DECIDE WHICH NEW LOOK WAS CHOSEN FOR SANTA.
AND TONIGHT WE ARE HERE TO PERFORM THE TOP TWO MOST VOTED NEW LOOKS FOR SANTA.
THE STUDENTS IN THE FIRST GROUP ARE ANIKA CHELLURI, ARLIE GRAUL, NIKKI KANCHERLA, DAVID OLA AND LUKE SIMONAK ASKED TO PERFORM THEIR PARODY CHRISTMAS COWBOYS CLAUS SUNG TO THE TUNE OF OLD TOWN ROAD.
YEAH. I'M GONNA TAKE MY REINDEER TO THE NORTH POLE TIL I CAN'T NO MORE.
I'M GONNA TAKE MY RIDER TO THE NORTH POLE.
CAN'T NOBODY TELL ME I'M NAUGHTY.
RIDE INTO THE SUNRISE [INAUDIBLE] BECAUSE I'M DELIVERING ALL THE PRESENTS.
LOVE IS A MOVIE. [INAUDIBLE] CAN'T TELL ME I'M NAUGHTY.

WE'LL BE IN THE FRONT. JEFF, SHOULD WE COME UP? YEAH, YEAH.
[00:16:51]
OKAY. THANK YOU, MISS HOULIHAN.ALL RIGHT. EACH CAMPUS SEEMS TO ONE UP EACH OTHER EVERY MONTH.
THAT WAS PRETTY AWESOME LIVE ENTERTAINMENT FOR THE BOARD WAS PRETTY COOL.
THAT WAS PRETTY IMPRESSIVE. THAT WAS PRETTY IMPRESSIVE.
I THINK MISS SHUTLER, ARE YOU UP FIRST? OKAY. COME ON UP.
I DON'T FEEL LIKE I CAN GO AFTER THAT.
THAT WAS SO GREAT DIS AMAZING.
GOOD EVENING, DOCTOR GLENN, PRESIDENT BRYANT AND TRUSTEES.
JUST LIKE SO MANY OF HER PEERS, SHE IS CREATIVE, ENERGETIC, CARING, AND ORGANIZED, CONSTANTLY FINDING WAYS TO KEEP STUDENTS ENGAGED FROM SINGING DAILY SONGS.
DO YOU WANT TO GO AHEAD? NO, I'M JUST KIDDING [INAUDIBLE] [LAUGHTER] TO HOSTING SPECIAL THEMED DAY.
SO SHE HAS TALK LIKE A PIRATE.
SHE HAS OH, WHAT IS YOUR/ SO SHE DRESSES UP AS A PHARAOH.
SO, LITERALLY, THIS LADY HAS, LIKE, A THOUSAND SOCKS.
AND EVERY DAY SHE HAS NEW SOCKS.
AND SHE RELATES THEM SOMEHOW TO MATH AND SOMEHOW TO SOMETHING THAT THEY'RE DOING.
DO YOU HAVE CRAZY SOCKS ON TODAY? SHE SURE DOES.
AND SHE IT'S JUST A PERSONAL TOUCH THAT HELPS STUDENTS FEEL CONNECTED AND ENGAGED.
I'M SO GRATEFUL FOR HER PASSION.
IT TRULY MAKES A DIFFERENCE IN THE KIDS PARTICIPATION AND SUCCESS.
MOREOVER, I CAN PERSONALLY ATTEST TO HER DEDICATION AND DEBBIE'S COMMITMENT TO HER STUDENTS IN EVIDENCE, EVEN JUST HER GOAL THIS YEAR WAS THAT SHE WAS GOING TO NOT STAY PAST 5 P.M..
SO THAT JUST TELLS YOU THAT TRULY SHE IS THERE BEFORE OTHER TEACHERS GET THERE.
SHE IS THERE UNTIL LATE AT NIGHT.
AND SO THAT WAS HER GOAL THIS YEAR, WAS SHE WAS GOING TO NOT STAY UNTIL AFTER FIVE.
AND I'VE SEEN HER SOMETIMES. AND I SAID, DEBBIE, IT'S FIVE, YOU GOT TO GO, IT'S TIME TO GO.
AND WHICH JUST REFLECTS THE HARD WORK SHE PUTS IN DAILY.
SHE ARRIVES EARLY AND STAYS LATE.
SHE CUSTOMIZED HER TUTORIALS FOR HER STUDENTS.
WE HAVE TUTORIALS IN THE MORNING FROM 8 TO 8:20.
NOT DEBBIE IF THEY NEED TO STAY AFTER SCHOOL UNTIL 4:45 5:00.
[00:20:02]
IF THEY NEED TO COME IN EVEN EARLIER THAN EIGHT, SHE'S THERE 7:45 7:30 SHE'S GOING TO DO WHATEVER THE STUDENTS NEED.BUT ON TOP OF THAT, THIS IS HER LAST YEAR.
AND SO IT IS A PRIVILEGE TO HONOR HER AND HER CONTRIBUTIONS TO EUBANKS.
SO THANK YOU, DEBBIE, FOR ALL THAT YOU DO AND CONTINUE TO DO FOR EVERY STUDENT AT EUBANKS.
[APPLAUSE] CONGRATULATIONS MISS COPELAND.
IF YOU'LL STICK AROUND, WE'LL GET A PICTURE AFTER WE RECOGNIZE THE OTHERS.
ALL RIGHT, NEXT UP, MISS BENHOFF.
YES, I TOOK THE LONG WAY AROUND.
ALL RIGHT. GOOD EVENING, DOCTOR GLENN AND BOARD OF TRUSTEES.
IT IS AN ABSOLUTE PRIVILEGE TO HONOR CARROLL HIGH SCHOOL'S LATIN EDUCATOR, MS. TESS FLYNN, AS DECEMBER'S INSPIRE EXCELLENCE AWARD RECIPIENT.
YES, [APPLAUSE] YES, EXACTLY, EXACTLY.
BUT ONE OF MISS FLYNN'S STUDENTS PARENTS WROTE THAT MISS FLYNN EXEMPLIFIES THE HEART OF A TRUE TEACHER PAYING ATTENTION TO THE SMALLEST DETAILS AND EMBRACING EVERY STUDENT.
FOR INSTANCE, SHE RECENTLY VOLUNTEERED HER PERSONAL TIME TO ACCOMPANY STUDENTS TO WATCH THE MUSIC HADESTOWN AT CARROLL SENIOR HIGH SCHOOL'S AUDITORIUM. HER ACTIONS CONSISTENTLY DEMONSTRATE HER COMMITMENT TO FOSTERING INCLUSION AND BELONGING.
SO, TESS, THANK YOU FOR BEING SUCH A WONDERFUL ADDITION TO CARROLL HIGH SCHOOL.
I PERSONALLY AM FOREVER GRATEFUL.
SO THANK YOU. CONGRATULATIONS.
[APPLAUSE] THANK YOU, MISS BENHOFF.
IF YOU'LL STICK AROUND FOR PICTURES AS WELL.
OKAY. UP NEXT IS OUR INSPIRE EXCELLENCE EMPLOYEE OF THE MONTH.
WHO DO WE HAVE PRESENTING? MR. BENNETT? YES.
SHE'S BEEN DRIVING FOR SEVEN YEARS, SIX OF THAT FOR CARROLL ISD.
HER COLLEAGUES DESCRIBE HER AS SUPER HELPFUL, ALWAYS WILLING TO GO THE EXTRA MILE.
[LAUGHTER] THEY SAY SHE APPROACHES HER ROLE IN THE DISTRICT WITH DEDICATION, SERIOUSNESS, AND SHE TREATS EVERY WRITER ON HER BUS WITH THE UTMOST RESPECT AND COMPASSION.
I CAN PERSONALLY ADD THAT SHE'S ALWAYS SEEKING OUT OPPORTUNITIES TO BE OF ASSISTANCE.
SHE IS ALWAYS READY, WILLING, AND ABLE.
WE ARE VERY FORTUNATE TO HAVE HER ON OUR TEAM, AND WHEN THEY TOLD ME THAT TRICIA HAD BEEN NOMINATED AND WOULD BE RECEIVING THE INSPIRE EXCELLENCE AWARD, I WAS HONORED FOR THE OPPORTUNITY TO INTRODUCE HER TO ALL OF YOU AND TO OUR COMMUNITY.
OKAY. UP NEXT, WE HAVE OUR SUPER SUBSTITUTE OF THE MONTH, AND I THINK MISS WHEELER.
HER DEDICATION AS A SUBSTITUTE TEACHER GOES FAR BEYOND SIMPLY STEPPING INTO THE CLASSROOM.
[00:25:05]
IT'S OUR HONOR TO CELEBRATE HER TONIGHT AS THE CARROLL ISD SUPER SUB FOR DECEMBER.A GREAT SUBSTITUTE IS MORE THAN JUST A TEMPORARY PRESENCE.
THEY ARE A CORNERSTONE OF CONSISTENCY, ADAPTABILITY AND INSPIRATION.
MISS FAIRBROTHER HAS DEMONSTRATED ALL OF THESE QUALITIES AND MORE WHETHER IT'S QUICKLY MASTERING LESSON PLANS, CONNECTING WITH STUDENTS IN A MEANINGFUL WAY, OR CREATING AN ENVIRONMENT WHERE LEARNING CONTINUES UNINTERRUPTED.
HER ABILITY TO SEAMLESSLY ADAPT TO THE UNIQUE NEEDS OF EVERY CLASS WHILE MAINTAINING A POSITIVE, ENCOURAGING ATMOSPHERE, REFLECTS HER DEEP COMMITMENT TO EDUCATION. YOU NOT ONLY KEEP THINGS RUNNING SMOOTHLY, BUT YOU ALSO BRING YOUR OWN WARMTH, CREATIVITY AND PROFESSIONALISM THAT LEAVE A LASTING IMPACT ON STUDENTS AND STAFF ALIKE. WE ARE SO GRATEFUL FOR HER TIRELESS EFFORTS, HER POSITIVE ATTITUDE, AND THE MANY WAYS THAT SHE ENRICHES OUR DURHAM COMMUNITY.
SHE'S ALWAYS THERE WHEN WE CALL HER.
THANK YOU, MISS FAIRBROTHER, FOR GOING ABOVE AND BEYOND TO MAKE A DIFFERENCE IN THE LIVES OF OUR STUDENTS, AND FOR BEING A SHINING EXAMPLE OF WHAT MAKES A SUBSTITUTE TRULY EXTRAORDINARY. SO CONGRATULATIONS.
THANK YOU SO MUCH. YOU'RE AWESOME.
OH MY GOSH. THANK YOU SO MUCH.
ALL RIGHT. NEXT UP IS A REALLY SPECIAL RECOGNITION FOR OUR ALL STATE JAZZ ENSEMBLE.
[00:30:05]
MR. LOWN.WILL YOU PLEASE COME UP? AND WHILE HE'S COMING UP, WE SAW A REALLY AWESOME MEDIA PIECE.
WAS IT WFAA, CBS? CBS, YOU DID A GREAT JOB, MR. LOWN. AND THANK YOU VERY MUCH FOR ALL THAT AND WHAT YOU DO.
THANK YOU SO MUCH. AND I WAS GOING TO PUT THIS LAST, BUT I JUST WANT TO SHOUT OUT JEFF BRADY FOR DOING BEYOND HIS JOB IN PUSHING FOR GETTING SOME GOOD NEWS OUT ABOUT US. AND WE WERE REALLY PLEASED WITH THAT WAS A GREAT PIECE.
THANK YOU SO MUCH MAN. APPRECIATE IT.
THANK YOU. YEAH. AND THANKS, JEFF.
DOCTOR GLENN, BOARD, THANK YOU SO MUCH FOR RECOGNIZING THESE KIDS TONIGHT.
I WANT TO JUST KIND OF ARTICULATE THE CRAZY PERCENTILE THAT THESE YOUNG MEN ARE IN.
WITH JAZZ, HOWEVER, THERE ARE ONLY TWO JAZZ ENSEMBLES.
EACH ONE ONLY HAS 20 STUDENTS IN IT.
THAT'S 40 KIDS. AND THESE ARE FOUR PEOPLE.
SO STANDING RIGHT HERE RIGHT NOW ARE 10% OF ALL STATE JAZZ STUDENTS IN THE STATE OF TEXAS RIGHT NOW.
SO WE'RE PRETTY DARN PROUD OF THEM.
YEAH AND SO I'D LIKE TO JUST TELL YOU WHO THEY ARE.
THIS IS MATTEO LONGARINI RIGHT HERE, AND HE'S OUR PIANIST.
AND THIS IS MICHAEL FRADKIN, JUNIOR TENOR SAXOPHONIST, FIRST CHAIR IN THE ENTIRE STATE.
AND FINALLY, THIS IS NEKEL KAMALIA, WHO PLAYS THE GUITAR.
THREE JAZZ CLASSES THAT ARE GOING STRONG.
SO JUST REALLY WANT TO THANK YOU ALL A LOT FOR YOUR SUPPORT AND AGAIN, FOR RECOGNIZING THEM.
[APPLAUSE] MIC] CONGRATULATIONS. THANK YOU.
YEAH, IT'S SUPER NEAT RECOGNITION.
WE'RE SO APPRECIATIVE OF MR. LOWN AND THE KIDS FOR THE AMAZING TALENT WE HAVE IN THIS SCHOOL DISTRICT.
OUR LAST RECOGNITION OF THE EVENING IS.
AND I DON'T KNOW IF EVERYBODY KNOWS THAT, BUT WE'VE BEEN RECOGNIZING A NONPROFIT THAT WORKED SO HARD TO FUNDRAISE FOR OUR DISTRICT TO HELP OFFSET SOME OF OUR BUDGET CHALLENGES. THIS MONTH, WE'D WOULD LIKE TO RECOGNIZE THE CARROLL BUSINESS ACADEMY BOOSTER CLUB AND INVITE THEM UP.
AND THEIR BOARD PRESIDENT, MR. GUY MIDKIFF, TO TELL US A LITTLE BIT ABOUT THE CLUB AND WHAT THEY'RE ALL ABOUT.
THANK YOU, MR. BRYAN. APPRECIATE IT.
MY NAME IS GUY MIDKIFF, AND I AM THE FOUNDER OF CARROLL BUSINESS ACADEMY.
JUST A QUICK RUNDOWN ON WHERE THIS CAME FROM.
AND SHE GOES, DAD, THAT'LL NEVER FLY.
[00:35:01]
THAT'S INJECTED HUMOR THERE, GUYS.YEAH, WE GOT IT. [LAUGHTER] SO, OKAY, THAT WAS FUNNY.
ROUGH NIGHT, SO ANYHOW, MY NAME IS GUY MIDKIFF AND I WANT TO DIFFERENTIATE CBA AND CBAB.
I THINK IT'S REALLY IMPORTANT.
AND IF YOU LOOK ON THE BOARD YOU'LL SEE CARROLL BUSINESS ACADEMY.
BUT THERE'S ALSO CARROLL BUSINESS ACADEMY BOOSTERS.
IT STARTED OUT AS CARROLL BUSINESS ACADEMY.
AND I GRABBED THE DOMAIN NAME ABOUT TEN YEARS AGO.
AND LUCKILY I MET DANNY BATSALKIN, WHO'S BEEN MY WINGMAN.
IF I COULD USE MILITARY AVIATION PHRASES, I'D APPRECIATE THAT, GUYS.
SO WITHOUT DANNY, I'D BE LOST ALSO.
HE COULDN'T MAKE IT TONIGHT ALONG WITH BETHANY SHIREY.
AND SHE'S A FIGHTER AND SHE'S IN FUEGO, AND SHE'S JUST BEEN A WONDERFUL ADDITION TO OUR TEAM.
AND WE REALLY DO APPRECIATE YOU QUITE A BIT.
A LOT OF TIMES PEOPLE WILL ASK ME, WHAT IS THE SECRET SAUCE OF SOUTHLAKE TEXAS.
I'VE LITERALLY AND I BET ALL OF YOU HAVE HEARD THAT BEFORE AND I ALWAYS ANSWER THEM.
I GO, LOOK, IT'S NOT A SECRET SAUCE.
IT'S YOU GUYS, IT'S YOUR PARENTS.
IT'S PEOPLE THAT ARE DEDICATED THAT WANT THEIR CHILDREN TO STRIVE AND SUCCEED.
AND THAT'S EXACTLY THE SECRET SAUCE.
AND IT'S JUST A WONDERFUL THING.
AND I'M VERY FORTUNATE TO BE A PART OF IT.
I LEARNED THIS IN THE MARINE CORPS A LONG TIME AGO.
AND YOU FIND LEADERS AT THE FRONT QUITE FREQUENTLY.
I FOUND THE LEADER AT THE FRONT ON SUNDAY, AND THAT'D BE DOCTOR JEREMY GLENN.
HE WAS OUT THERE ALONG WITH NANCY HOLLIS ON A WONDERFUL FUNDRAISER.
THEY HAD AN INCREDIBLY SUCCESSFUL DAY.
AND THAT'S WHEN I SAID, THIS GUY IS A WINNER.
I'M SO GLAD TO HAVE HIM ON THE TEAM.
THEY SEE THE VISION AND WITHOUT YOU GUYS, THIS AIRPLANE SIMPLY WOULD HAVE NEVER TAKEN OFF AT ALL.
DOCTOR GLENN, HERE'S A THUMBS UP TO YOU.
THAT'S A LITTLE BIT OF AN INSIDE BASEBALL.
YOU KNOW WHERE I'M GOING WITH THAT, SIR? I DO. IF WE COULD, LET'S START WITH THE PRESENTATION.
I DON'T KNOW WHO'S SCROLLING THIS THING.
DO I HAVE SCROLL ABILITY? OH, I DON'T KNOW.
THERE WE GO. LOOK AT THAT. SO I'LL JUST KIND OF READ THIS STUFF IN ORDER TO FACILITATE CARROLL BUSINESS ACADEMY, IT'S A FLAGSHIP, INNOVATIVE IMMERSIVE CERTIFICATE PROGRAM THAT'S OFFERED TO STUDENTS. CARROLL ISD, WHO ARE INSPIRED TO BECOME FUTURE LEADERS AND INTERESTED IN PURSUING CAREERS IN BUSINESS AND ENTREPRENEURSHIP.
CBA BOOSTERS STRIVES TO RAISE AND PROVIDE FINANCIAL RESOURCES FOR CBA TO FUND PROGRAMS, TEACHERS, EVENTS, AND TYPICALLY FUNDED THAT ARE SOMETIMES NOT FUNDED UNDER CISD.
YEP. FOUNDER DANNY BATSALKIN IS MY WINGMAN.
BOARD OF DIRECTORS COLLEEN NEELY, DIRECTOR OF DEVELOPMENT BETHANY SHIREY.
SHE IS OUR CPA, CFO, AND TREASURER.
NOW LET'S TALK ABOUT FACULTY AND STAFF.
JEREMY JENNINGS, ABSOLUTE SUPERSTAR.
I COULDN'T HAVE GOTTEN TO WHERE WE'VE GOTTEN SO FAR WITHOUT HIS INPUT INTO THIS PROGRAM.
JASON JAYNES, JOSH RAULERSON, AND KIM GOODMAN WE'RE ETERNALLY INDEBTED TO YOUR INPUT.
DANNY, IS THIS WHERE YOU TAKE OVER? I BELIEVE SO. YEAH. COME ON UP.
HEY, EVERYONE. GOOD EVENING. WE'RE GOING TO HAVE GUY WRAP THAT, BUT.
ALL RIGHT. YEAH. SO ANYWAY OKAY, SO FIRST, YOUR HIGHLIGHTS OF THE BOOSTER CLUB.
THANK YOU GUYS FOR HONORING US. WE REALLY APPRECIATE IT.
AND WE'RE EXCITED FOR WHAT'S TO COME.
SO THAT WAS GREAT. AND THEN WE ALSO HAD A WELCOME EVENT THAT JEREMY HELPED PUT ON.
WE HAD OVER 200 PEOPLE IN ATTENDANCE.
SO THAT WAS GREAT. AND THEN WHAT WE HAVE COMING UP AND THEN THIS YEAR WE WERE ECSTATIC.
WE HAD OVER 200 APPLICANTS TO THE PROGRAM.
OVER 100 OR 167 FOUNDING STUDENTS WERE ENROLLED.
[00:40:03]
THE ENTREPRENEURSHIP CLASS COMPETED IN A PITCH COMPETITION OVER AT SMU, AND ONE OF THE TEAMS ACTUALLY FINISHED IN THE TOP THREE.AND THEN SEVERAL CBA STUDENTS HAVE ALREADY LAUNCHED COMPANIES.
ONE WAS ACTUALLY RECOGNIZED BY THE SOUTHLAKE AND KELLER CITY COUNCIL FOR WHAT SHE'S DONE.
SO WE'VE HAD SOME REALLY GREAT THINGS HAPPEN ALREADY.
THIS WAS THE THESE WERE THE TEAMS AT SMU.
MY SON WAS ON ONE OF THOSE TEAMS IN ONE OF THOSE PICTURES, SO THAT'S REALLY COOL.
BY THE WAY, FUNNY STORY ABOUT THAT IS MY SON IS A JUNIOR, AND WHEN HE GOT HIS CLASS SCHEDULE AND HE SAID, DAD, WHAT DID YOU DO TO ME? NOW I HAVE TO GO BACK TO THE 9TH AND 10TH GRADE SCHOOL AND HANG OUT WITH THE FRESHMEN AND SOPHOMORES BECAUSE I'M IN THIS PROGRAM.
SO I SAID, LISTEN, IF IT'S TOO MUCH TROUBLE, HE'S GOT BASKETBALL IN THE MORNING.
YOU DON'T HAVE TO DO IT. SO HE GOES FOR A COUPLE OF DAYS AND HE'S IN MR. COMBS ENTREPRENEURSHIP CLASS, AND HE COMES BACK AND HE'S LIKE, THAT'S MY FAVORITE CLASS.
I LOVE THIS PROGRAM I'M STAYING IN.
SO JUST A TESTAMENT TO HOW GREAT IT'S BEEN.
AND THEN HERE IS FUTURE BUSINESS LEADERS OF AMERICA.
AND THEN HERE ARE ALL THE SPEAKERS THAT ARE COMING IN ON THE VARIOUS TOPICS.
AND THEN WITH THAT I WILL INTRODUCE OUR DIRECTOR OF DEVELOPMENT, COLLEEN NEELY.
IT'S REALLY AN HONOR TO BE HERE.
I'VE BEEN IN SOUTHLAKE FOR 23 YEARS AND IT'S JUST BEEN PHENOMENAL.
IT'S DON'T STOP BELIEVIN' 80S THEME, SO THAT'S ALWAYS A GUARANTEED GOOD NIGHT.
FUNDRAISING GOALS $250,000 TO BE USED FOR TO FUND A TEACHER FOR CBA.
SEND A CBA STAFF FOR ONGOING TRAINING SCHOLARSHIPS AND WE HAVE A LOT MORE PLANNED.
UPCOMING CBA EVENTS ARE DRAGON TALKS IN THE FALL IN DRAGON TANK AS WELL.
AND THEN SO THIS IS WHAT WE'RE GOING TO ASK YOU ALL TO DO.
WE NEED EVERYBODY TO PULL OUT THEIR PHONES AND SCAN THE QR CODE.
WE NEED YOUR CONTACT INFORMATION SO WE CAN GET AHOLD OF YOU FOR ALL THESE FUN EVENTS.
AGAIN, THE 80S PARTY SCHOLARSHIPS, END OF THE YEAR GIVING AND ONE TIME MONTHLY OPTIONS.
ON THAT WHEN YOU DO SCAN THE QR CODE, THERE WILL BE A REGISTRATION.
THE CARROLL BUSINESS ACADEMY TRAIN HAS LEFT THE BUILDING.
WE ARE GOING PLACES AND WE WANT YOU WITH US.
I DON'T KNOW IF THIS IS THE BEST TIME TO ACKNOWLEDGE THAT.
BUT CASEY COMBS WAS A RECIPIENT, ALONG WITH JEREMY JENNINGS.
YEAH. ANY QUESTIONS? [APPLAUSE] AND THAT'S WHAT WE DO WITH THE MONEY THAT WE GET.
WE PLOW IT BACK INTO CARROLL BUSINESS ACADEMY AND THE TALENT THAT WE HAVE HERE.
ALL RIGHT. THANK YOU GUYS SO MUCH FOR YOUR PRESENTATION.
EXCELLENT JOB. AND THANK YOU FOR DISTINGUISHING THE CARROLL BUSINESS ACADEMY, WHICH IS A CARROLL ISD CURRICULUM FROM THE CARROLL BUSINESS ACADEMY BOOSTERS, WHICH IS YOU GUYS.
AND WE NEED THAT SUPPORT TO KEEP THIS PROGRAM SUCCESSFUL.
JUST MAYBE A COUPLE QUESTIONS.
ONE IS, CAN YOU TALK TO US A LITTLE BIT ABOUT HOW INVOLVED BUSINESSES WITHIN OUR COMMUNITY HAVE BEEN, OR ARE YOU GUYS GENERATING SOME EXCITEMENT ABOUT THEM SUPPORTING US IN NOT ONLY MONETARILY BUT IN YOU KNOW, INTERNSHIPS OR THINGS OF THAT NATURE.
HOW SUCCESSFUL HAVE YOU ALL BEEN IN GETTING THAT WORD OUT TO OUR BUSINESSES WITHIN SOUTHLAKE? WELL, I JUST GOT ON THE TRAIN HERE ABOUT ABOUT SIX WEEKS AGO.
[00:45:04]
WE'VE ONLY BEEN DOING THIS SINCE SEPTEMBER, SO THAT IS WHAT WE NEED.THERE'S SO MUCH OPPORTUNITIES FOR THESE KIDS TO GET INTERNSHIPS.
I DON'T KNOW IF I CAN SAY CERTAIN CORPORATE, BUT SEWELL.
SEWELL HAS AN AMAZING INTERNSHIP PROGRAM.
MY SON IS AT A&M, AND THAT'S A GREAT FEEDER.
WHY DOESN'T THAT THAT START EARLIER ON HERE IN HIGH SCHOOL WITH A PORTION OF A SMALLER INTERNSHIP.
SO THOSE ARE JUST SOME OF THE WAYS THAT WE'RE GETTING INVOLVED.
ALSO MENTORING IF YOU'RE A BUSINESS OWNER, COME JOIN OUR PROGRAM AND COME LEAD THESE KIDS.
I MEAN IT COULD BE WE HAVE HOW MANY MENTORS AT THIS TIME, LIKE 55 I THINK WE HAVE 55.
BUT ANYWAY, SO MENTORS THERE'S 22.
IN THE FUTURE WE CAN HAVE ONE MENTOR PER FIVE GROUPS OF KIDS.
SO MANY PEOPLE WANT TO GET INVOLVED.
THEY JUST REALLY DON'T KNOW THAT WE EXIST AT THIS POINT.
THAT'S WHY WE HAVE TO GET THE WORD OUT.
AND THAT'S WHY WE'RE DOING THIS GALA.
AND WE JUST NEED YOU ALL TO SUPPORT AND JUMP ON AS WELL.
SOUNDS GOOD. I WANT YOU ALL TO TALK ABOUT THE GALA FOR A SECOND, BUT I ALSO WANT TO MENTION THAT, YOU KNOW, SOUTHLAKE HAS A VERY STRONG CHAMBER OF COMMERCE THAT I'M SURE WOULD BE MORE THAN HAPPY TO GET INVOLVED AND SUPPORT CARROLL ISD AND ITS CARROLL BUSINESS ACADEMY.
AND I REALLY WOULD ENCOURAGE YOU ALL TO REACH OUT TO THEM AND ASK FOR THEIR SUPPORT.
TRUSTEE YEAGER IS THE BOARD TRUSTEE, THAT IS THE SPOKESPERSON FOR THE DISTRICT ON THE CHAMBER.
AND I'M SURE TRUSTEE YEAGER, YOU WOULD BE HAPPY TO PROMOTE THIS GOING FORWARD.
YOU KNOW, THEY HAVE SO MANY CONTACTS AND THEY HAVE SUCH A TREMENDOUS EMAIL LIST, AND THEY DO SO MUCH TO RECOGNIZE BUSINESSES IN OUR COMMUNITY THAT I KNOW THAT THEY WOULD BE SUPER HAPPY AND SUPER THRILLED TO PROMOTE CARROLL BUSINESS ACADEMY AS PART OF THE CARROLL ISD BECAUSE, AS WE ALL KNOW, BUSINESSES DON'T THRIVE IN DISTRICTS THAT ARE FAILING.
AND THAT'S WHY WE SEE OUR BUSINESSES SO SUCCESSFUL HERE IN SOUTHLAKE.
AND WE AS A BOARD SUPPORT YOU, AND WE'LL DO WHATEVER WE CAN TO ALSO GET THE WORD OUT.
AND JEREMY JENNINGS, MR. JENNINGS IS AWESOME AND IS A GREAT LEADER, AND WE'RE SO HAPPY THAT HE IS A PART OF THIS PROGRAM.
SO WITH THAT, CAN YOU GIVE US JUST KIND OF A, YOU KNOW, HAVE YOU GOT A SETTING WHERE DO WE GO TO SIGN UP FOR THIS GALA AND THEN ALSO FOR THE COMMUNITY, WHERE DO WE GO TO DONATE TO THE CBA BOOSTERS, WHICH ALL THE MONEY THAT GOES TO THE CBA BOOSTERS COMES DIRECTLY BACK IN FORM OF DONATION TO CARROLL ISD TO SUPPORT THE CARROLL BUSINESS ACADEMY.
SO YOU TALK ABOUT THAT FOR A SECOND, PLEASE.
I'M GOING TO HAVE DANNY ANSWER THAT, BUT I WANT TO TELL YOU FOR US, WE'VE SPENT A LOT OF TIME AND EFFORT AND INVESTMENT ON OUR OWN TO GET THE BACK END SYSTEMS CORRECT. IT IS NOT A SIMPLE THING FOR YOU TO CLICK ON THAT CODE RIGHT THERE AND HAVE THAT CONTRIBUTION, AND THAT'S A SPLIT CONTRIBUTION.
YOU CAN EITHER JUST BECOME A MEMBER AND SIGN UP, OR YOU CAN SEND US A MILLION BUCKS.
YEAH. BUT SO ANYHOW, I'M GONNA LET DANNY.
WE. I JUST GOT OFF THE PHONE WITH SOMEONE TODAY.
SO WE THAT IS NEEDING TO BE ROLLED OUT IMMEDIATELY, HOPEFULLY BY THE END OF THE WEEK.
BUT IF PEOPLE WANT TO GET INVOLVED, THERE'S THE QR CODE.
THAT'S WHERE YOU GO AND THERE IS A PLACE TO DONATE ON THAT.
YOU DON'T HAVE TO LIKE LIKE I SAID, BUT THAT'S WHERE YOU START.
AWESOME, PERFECT. AND AS SOON AS YOU GET THOSE DETAILS, WILL YOU PLEASE FORWARD THOSE TO MR. BRADY. AND WE'LL GET THAT OUT ALSO TO OUR COMMUNITY AND PARENTS IN THIS COMMUNITY.
AND AGAIN, I'M NEVER AFRAID OF THE MICROPHONE SO YOU CAN CUT IT OFF IF NEEDED.
[00:50:01]
RANKS. I HAVE SO MANY IDEAS FOR THE ELEMENTARY SCHOOLS AND THE MIDDLE SCHOOLS.IT DOESN'T JUST HAVE TO START.
WELL, THE CARROLL BUSINESS ACADEMY IS FOR HIGH SCHOOL, BUT I HAVE IDEAS TO TRICKLE DOWN.
SO WE HAVE THE PIPELINE COMING UP.
SO THIS CAN OUR REACH CAN GO OUT VERY FAR.
WE NEED THE WHOLE COMMUNITY TO GET INVOLVED IN THIS.
THIS CAN GO VERY FAR ALMOST OUTSIDE OF OUR CITY AS WELL.
YEAH. THAT'S GREAT. WE'RE LOOKING FORWARD TO IT.
I'M LUCKY ENOUGH TO BE ONE OF THE MENTORS, AND I KNOW LOTS OF PEOPLE IN OUR COMMUNITY HAVE APPLIED TO BE SPEAKERS AND MENTORS, AND THERE WAS SUCH A LARGE NUMBER OF PEOPLE THAT HAVE APPLIED THEY HAD TO BE SELECTIVE, BUT THAT SHOULDN'T DISCOURAGE ANYONE BECAUSE I KNOW THERE'LL BE YEARS HERE WHERE YOU CAN GET INVOLVED AND IT'S REALLY COOL.
I HAVE TO SAY, THE FOUR MENTEES I HAVE ARE THEY'RE KIND OF INTIMIDATING.
THEY KNOW THEY ALREADY KNOW A LOT ABOUT BUSINESS, AND THEIR PROJECT IS REALLY SOPHISTICATED.
AND I JUST THINK IT'S REALLY COOL.
AND THANK YOU, TRUSTEE LANNEN FOR BEING A MENTOR AND SUPPORTING IT.
ANYBODY ELSE? OKAY. THANK YOU GUYS FOR BEING HERE.
WHAT WAS THE TIME HACK ON THAT FIVE MINUTES.
THANKS AGAIN GUYS. THANK YOU GUYS.
THANK YOU. APPRECIATE YOU BEING HERE.
[5. PUBLIC COMMENTS]
OKAY. NEXT ON OUR AGENDA IS PUBLIC COMMENTS.THERE ARE THREE SPEAKERS SIGNED UP TONIGHT, SO WE'LL GIVE EACH SPEAKER THREE MINUTES.
MISS YELTON, WILL YOU PLEASE CALL THE FIRST SPEAKER? THE FIRST SPEAKER THIS EVENING IS MICHAEL ALFRED.
I'VE LIVED IN COLLIERVILLE NOW FOR ALMOST NINE YEARS.
BUT NINE YEARS IN COLLEYVILLE.
AND I AM A SUPPORTER OF THE PUBLIC SCHOOL SYSTEM.
AND IT'S IMPORTANT FOR ME TO CONVEY THAT TO YOU.
THAT INCLUDES OBVIOUSLY ANYTHING BUSINESS RELATED, BUT AS WELL AS REAL ESTATE AND INSURANCE.
AND I THINK THAT MAKES ME VERY WELL POSITIONED FOR THIS ROLE ON THE TAD BOARD.
MY UNDERSTANDING IS TRUSTEE JORDAN, YOU ARE A LICENSED ATTORNEY, AND I'M SURE THAT IS AN INVALUABLE RESOURCE FOR THE ENTIRE BOARD TO DRAW UPON THAT EXPERIENCE AND THAT WISDOM IN THAT ROLE.
AND I LOOK FORWARD TO HOPEFULLY SHARING THAT EXPERIENCE AND BACKGROUND WITH THE TAB BOARD.
MY BACKGROUND IN REAL ESTATE LAW, I BELIEVE, WILL BE AN ASSET FOR THE BOARD.
I HAVE HANDLED IN PRIVATE DISPUTES VALUATION ARGUMENTS AND VALUATION CASES INVOLVING APPRAISALS.
AND I THINK EVERY RESIDENT IN TARRANT COUNTY WANTS THAT.
I BELIEVE MY BACKGROUND IN BUSINESS AND INSURANCE CASES, INSURANCE IN PARTICULAR, PROBABLY IS ALSO VERY HELPFUL BECAUSE A LOT OF TIMES IN THOSE TYPES OF CASES, EVEN THOSE ON THE SAME SIDE OF A DISPUTE MAY NOT NECESSARILY BE ALIGNED 100% AS AN ADVOCATE FOR BOTH THE TAXPAYER AND SCHOOL DISTRICTS LIKE YOURS.
THERE ARE OCCASIONS WHERE MAYBE THE ISSUES ARE NOT ENTIRELY ALIGNED.
I'VE ALSO REPRESENTED A LOT OF BOARDS IN MY CAREER.
I KNOW HOW TO STRUCTURE A BOARD MEETING AND TO MAKE SURE THAT BOARD MEETINGS WITH THE APPRAISAL DISTRICT, THE BUSINESS, IS BEING DONE WITH TRANSPARENCY AND WITHIN THE LAW.
SO I THINK WITH THOSE QUALIFICATIONS IN MIND, THAT WOULD BE A VERY VALUABLE ASSET.
SORRY TO REPEAT MYSELF, BUT A VERY VALUABLE ASSET TO THE TAD BOARD.
ALL RIGHT. THANK YOU, MR. ALFRED.
THE NEXT SPEAKER IS VINCE PUENTE.
[LAUGHTER] THE FINAL SPEAKER FOR THE EVENING IS MONA PUENTE.
WE DIDN'T KNOW IF HE COULD BE TWO PLACES AT ONCE, SO EVIDENTLY IT DIDN'T WORK.
GOOD EVENING, CARROLL ISD TRUSTEES.
[00:55:01]
MY NAME IS MONA PUENTE, AND I'M HERE REPRESENTING MY HUSBAND, VINCE PUENTE, WHO IS THE CURRENT CHAIRMAN OF THE BOARD OF DIRECTORS OF THE TARRANT APPRAISAL DISTRICT, OR TAD.I'M HERE ASKING YOU TO CONSIDER ALLOTTING A PORTION OF YOUR 115 VOTES FOR TAD BOARD MEMBER POSITION TO GO TO VINCE PUENTE.
WE RESPECT YOUR SUPPORT OF MICHAEL ALFRED AND LOOK FORWARD TO WORKING WITH HIM AS THE VOTE STANDS NOW. CANDIDATES.
BLAYLOCK, CAMPOS, AND PENA AT LEAST AT THE TIME OF THIS PRINTING, WILL HAVE THREE OF THE FIVE SEATS.
CANDIDATE ALFRED SHOULD GLIDE IN.
SO THAT LEAVES ONE SPOT WITH TWO POSSIBLE CANDIDATES.
UPON VINCE'S FIRST FEW MONTHS ON THE BOARD, HE INFLUENCED THE BOARD TO REDUCE THE 2024 BUDGET THAT WAS OFFERED BY STAFF, WHICH HAD NOT BEEN A PRIOR PRACTICE IN THE LAST HALF OF 2023.
VINCE WAS A CRITICAL BOARD MEMBER THAT RESHAPED THE LEADERSHIP OF THE TAD STAFF AND THE HIRING OF THE NEW CHIEF APPRAISER.
MISS BURGESS WAS IN FULL SUPPORT OF THE PRIOR CHIEF APPRAISER AND THE LEADERSHIP STRUCTURE THAT WAS IN PLACE, AS WELL AS NEVER ASKING FOR A REDUCTION IN OPERATING COSTS.
IN JANUARY THIS YEAR, VINCE'S PEERS ELECTED HIM AS THE CHAIRMAN OF THE BOARD.
HE HAS SHOWN BOLD LEADERSHIP IN THE RESHAPING OF TAD, AS WELL AS ENGAGING THE CHALLENGES SUCH AS THE CYBER ATTACK THIS SPRING, OF WHICH $0 WERE PAID TO THE ATTACKER.
AND THIS SUMMER VINCE BROUGHT BALANCE AND COMMON SENSE TO THE CONVERSATION OF THE 2025 REAPPRAISAL PLAN AND HELPED INFLUENCE THE OUTCOME TO BE ON A TWO YEAR PLAN, RATHER THAN THE ORIGINAL THREE YEAR PLAN THAT WAS PROPOSED.
FOR THE PAST TWO MONTHS, HE HAS BROUGHT FOCUS TO HOW EACH ISD WAS APPEARING TO PERFORM RELATIVE TO THE PROPERTY VALUE STUDY, AND HE HAS PUBLICLY STATED THAT IF HE CONTINUES ON THE BOARD, THERE WILL BE I'M RUNNING OUT OF TIME, A REVIEW AGAIN IN JANUARY OF THE PVS, AND I'M GOING TO SKIP TO THE BOTTOM.
WHO WOULD BEST REPRESENT CARROLL ISD AND THE TAXPAYERS OF THIS COMMUNITY.
MISS BURGESS OR VINCE PUENTE? THAT DECISION IS YOURS.
THANK YOU FOR YOUR TIME AND MERRY CHRISTMAS.
THANK YOU, MISS PUENTE, VERY MUCH FOR BEING HERE.
OKAY. MISS YELTON, IS THAT IT? THERE ARE NO MORE SPEAKERS THIS EVENING.
WE'LL MOVE ON TO ITEM NUMBER SIX.
CONSIDERATION AND POSSIBLE ACTION ON ANY MATTERS ADDRESSED IN EXECUTIVE SESSION.
WE HAVE NONE. SO WE'LL GO ON TO ITEM NUMBER SEVEN WHICH IS THE PRESIDENT'S REPORT.
[7. PRESIDENT'S REPORT]
I REALLY DON'T HAVE MUCH TO REPORT OTHER THAN TO REPORT THAT THE BUDGET REDUCTION ACTION COMMITTEE OR THE BRAC MET FOR THE FOURTH AND FINAL TIME.WE WOULD LIKE TO THANK ALL WHO PARTICIPATED.
IT WAS A GREAT FOUR MEETINGS, INCLUDING THE VERY LAST MEETING WAS PROBABLY ONE OF THE BEST.
THE NEXT STEP IS FOR THE DISTRICT TO COMPILE WHAT WAS DISCUSSED OVER THE COURSE OF OUR MEETINGS, AND DEVELOP A MULTIYEAR PLAN TO PRESENT TO THE BOARD, AND THAT WILL OCCUR MOST LIKELY AT OUR FEBRUARY 3RD BOARD MEETING, SO PLEASE TUNE IN ON FEBRUARY 3RD TO THAT BOARD MEETING ON THE DISCUSSION OF WHAT THE RESULTS FROM THE BRAC COMMITTEE MEETINGS WERE.
ALSO, FOR THOSE OF YOU NOT PLANNING TO STICK AROUND FOR THE REMAINDER OF THE MEETING, WE PLAN TO VOTE ON A NEW POLICY THAT REQUIRES THE DISTRICT TO PRESENT AN ANNUAL BALANCED BUDGET TO THE BOARD FOR CONSIDERATION.
WE'RE ACTUALLY PUTTING IT IN WRITING IN A POLICY.
THAT'S ALL I HAVE. WE'LL MOVE.
[8. SUPERINTENDENT'S REPORT]
WE'LL MOVE NOW TO ITEM NUMBER EIGHT AND THE SUPERINTENDENT'S REPORT.DOCTOR GLENN. THANK YOU, MR. PRESIDENT, AND MERRY CHRISTMAS.
IT'S BEEN A FAST SEMESTER, ONE FILLED WITH SOME INCREDIBLE ACCOMPLISHMENTS FOR OUR STUDENTS.
BECAUSE IT IS OUR LAST MEETING OF 2024.
35 NATIONAL MERIT SEMIFINALISTS AT CARROLL SENIOR HIGH, THIRD PLACE IN THE LADIES WATER POLO.
[01:00:02]
STATE CHAMPION IN BOYS CROSS COUNTRY BAND ADVANCED TO STATE FOOTBALL, WILL PLAY FOR THE STATE CHAMPIONSHIP ON SATURDAY.EMERALD BELLS GETTING READY TO PERFORM AT HALFTIME FOR THE DALLAS COWBOYS.
FIRST YEAR OF THE CARROLL BUSINESS ACADEMY, AS YOU SAW IS IS OFF TO A STRONG, STRONG START.
WE AS A BOARD LOWERED THE TAX RATE TO THE NO NEW REVENUE RATE.
RECEIVED AN OUTSTANDING FINANCIAL DISTRICT AUDIT LAST MONTH.
LATER TONIGHT WE'LL HEAR ABOUT THE FINANCIAL INTEGRITY RATING SYSTEM OF TEXAS OR FIRST REPORT.
WE RECEIVED A SUPERIOR RATING GIVING IT AWAY FOR YOU, DAVID.
BUT THAT IS THE HIGHEST FINANCIAL RATING THAT A DISTRICT CAN RECEIVE IN THE STATE OF TEXAS.
ALSO, A BIG THANK YOU TO ALL OF OUR VOLUNTEERS ON EACH AND EVERY CAMPUS.
LAST YEAR, WE COMBINED FOR 15,688 TOTAL VOLUNTEER HOURS.
WE ARE ON TRACK TO BREAK THAT THIS YEAR.
AND I KNOW I'M LEAVING SOMEONE OR SOMETHING OFF, SO I APOLOGIZE IN ADVANCE.
SO THANK YOU TO ALL OUR STUDENTS, PARENTS, AND STAFF.
WE CAN'T WAIT TO SEE WHAT YOU HAVE IN STORE FOR US NEXT SEMESTER.
I ALSO WANT TO GIVE A SHOUT OUT TO OUR HR DIRECTOR, MELANIE KIBODEAUX.
AS MANY OF YOU KNOW, WE ARE IN A NATIONAL TEACHER SHORTAGE.
IT'S BEEN EXTREMELY DIFFICULT FOR MANY SCHOOL DISTRICTS IN OUR AREA TO FIND HIGH QUALITY STAFF.
SPECIFICALLY WHEN WHEN DISTRICTS HR DEPARTMENTS ARE ASKED ABOUT STAFFING NORTHWEST ISD.
THEY'VE BEEN SEARCHING TO FIND A PATTERN, BUT THERE'S NOT ONE IN NISD.
ALLEN ISD WE HAVE THE SAME STAFFING ISSUES, MAINLY IN SPED, BUT SOME GEN ED TEACHERS AS WELL.
KELLER ISD WERE THE SAME AS NORTHWEST ISD.
NOT A PATTERN, BUT HEAVIER FINDING POSITIONS FOR SPED TEACHERS.
THEY ARE NOT USING CONTRACTED SERVICES FOR DIAGS, BUT THEY HAVE LOOKED AT HIRING ADJUNCT EDUCATORS TRYING TO GET CREATIVE WITH ALT CERT PROGRAMS. GRAND PRAIRIE HAVING THE SAME CHALLENGES.
BIRDVILLE HAVING RETENTION ISSUE WITH SPED TEACHERS.
GRAPEVINE-COLLEYVILLE HAVING THE SAME ISSUES WITH STAFFING.
HAVING SPECIAL EDUCATION TEACHERS LEAVE THE CLASSROOM AND WALK OFF THE JOB.
IT'S A REAL PROBLEM. GARLAND ISD EXPERIENCING THE SAME.
OUR HR STAFF FOR STAYING ON TOP OF WHAT IS A STATEWIDE ISSUE.
MORE IMPORTANTLY, THANK YOU FOR NOT COMPROMISING THE HIGH STANDARDS OF OUR DISTRICT WHEN WE LOOK TO FILL POSITIONS, WE'LL BE WORKING CLOSELY WITH THE HR DEPARTMENT IN THE SPRING TO HELP WITH RECRUITMENT AND RETENTION OF OUR STAFF.
ADDITIONALLY, WE WANT TO BE SURE TO LET THIS BOARD KNOW THAT WE APPRECIATE ALL OF YOUR SUPPORT.
WE LOOK FORWARD TO SEEING YOU AGAIN IN 2025.
MR. PRESIDENT, THAT'S YOUR REPORT FOR DECEMBER.
ALL RIGHT. THANK YOU, DOCTOR GLENN.
AND ABSOLUTELY MERRY CHRISTMAS.
IT'S GOOD TO HEAR ABOUT IT'S JUST A TESTAMENT TO THE DISTRICT.
AND JUST ANOTHER PROOF THAT WE'RE ONE OF THE PREMIER DESTINATION DISTRICTS ACROSS THE STATE.
MR. LANNEN. YEAH. MR. BRYAN, JUST REAL QUICK, ONE COMMITTEE UPDATE WE HAD A SHAC MEETING LAST WEEK.
MR. YEAGER AND I ARE BOTH ON THE SHAC COMMITTEE, AND WE COVERED A NUMBER OF THINGS.
IT'S REALLY COOL TO KNOW AND LEARN THAT THEY'RE KIND OF PARTNERING WITH OUR SCHOOL DISTRICT AND OTHER SCHOOL DISTRICTS TO GIVE EDUCATION TO STUDENTS ABOUT HEART EDUCATION MATTERS, AND IN PARTICULAR, THEY HAVE A PROGRAM THEY CALL FINN'S MISSION, WHICH IS TO TEACH KIDS HOW TO DO HANDS-ONLY ONLY CPR, AND I THINK IT'S IMPORTANT FOR ALL OF US TO KIND OF KNOW HOW TO REACT IN AN EMERGENCY IF SOMEBODY HAS A HEART EVENT, WHAT TO DO.
[01:05:02]
AND SO THEY'RE PARTNERING WITH US TO DO THAT.IT'S THE LAW THAT REQUIRES THAT ALL SCHOOL DISTRICTS GIVE EDUCATION TO STUDENTS ABOUT FENTANYL.
SO THOSE ARE THE TWO MAIN THINGS WE COVERED.
THANK YOU, TRUSTEE LANNEN, AND I APOLOGIZE FOR NOT RECOGNIZING YOU AS PART OF THE COMMITTEE REPORTS.
ANY OTHER COMMITTEE REPORTS BEFORE I MOVE ON.
OKAY. WE'LL MOVE ON TO ITEM NUMBER NINE.
[9. PUBLIC HEARING]
WE'LL BEGIN OUR PUBLIC HEARING PROCESS AS STATED IN TEXAS ADMINISTRATIVE CODE 109.1001 FOR THE 2023 2024 FINANCIAL INTEGRITY RATING SYSTEM OF TEXAS FIRST REPORT.SO TONIGHT I'M PRESENTING THE FIRST RATING, WHICH IS THE FINANCIAL INTEGRITY RATING SYSTEM OF TEXAS.
IT IS THE TEXAS EDUCATION AGENCY'S WAY OF RATING SCHOOLS FINANCIALLY.
THERE ARE 21 TOTAL INDICATORS.
IF WE LOOK AT THOSE, ONE THROUGH FOUR IS CRITICAL.
SOLVENCY IS 5 THROUGH 14 AND FINANCIAL COMPETENCE IS 15 THROUGH 21.
STATEWIDE THERE WERE APPROXIMATELY 86% OF THE DISTRICTS THAT GOT AN A.
WE WERE ONE OF THOSE 86% B ABOVE STANDARD WAS ABOUT 7.7.
C IS FOR A LITTLE UNDER FIVE, AND THEN F WAS 12 DISTRICTS IN THE STATE OF TEXAS.
THIS IS A SUMMARY OF THE INDICATORS I'M GOING TO GO THROUGH OVER THOSE IN DETAIL.
BUT THIS IS THE THE BULK OF THE INDICATORS.
AND I'LL GO OVER THAT ON THAT VERY SPECIFIC INDICATOR AS WE GO THROUGH THIS THIS PROCESS.
SO THE CRITICAL INDICATORS ARE DID WE FILE OUR ANNUAL AUDIT REPORT ON TIME.
WHAT THAT TELLS TEXAS EDUCATION AGENCY IS THAT WE ARE ON SCHEDULE.
WE'RE GETTING THE AUDITORS IN HERE, AND THEY'RE RENDERING THEIR OPINION IN A TIMELY FASHION.
OBVIOUSLY, WE DID THAT AND FILED THE REPORT ACCORDINGLY.
THE SECOND ONE, DID WE GET THE HIGHEST RATING? WE HAD AN UNMODIFIED OPINION, WHICH IS THE HIGHEST LEVEL OF ASSURANCE THAT A PUBLIC ACCOUNTING FIRM ISSUES.
CRITICAL INDICATOR NUMBER THREE, WERE WE IN COMPLIANCE WITH OUR DEBT PAYMENTS? AND OBVIOUSLY WE WERE.
CRITICAL INDICATOR FOUR DID WE MAKE TIMELY PAYMENTS TO THE TEACHER RETIREMENT SYSTEM, THE WORKFORCE COMMISSION AND THE IRS AND OTHER GOVERNMENT AGENCIES? WE DID DO THAT AS WELL.
SO THEY LOOK AT THE FINANCIAL POSITION OF THE DISTRICT.
AND SO SOLVENCY IS EXACTLY AS IT IMPLIES.
WAS THE NET POSITION OF THE GOVERNMENTAL ACTIVITIES IN THE COLUMN GREATER THAN ZERO? IT WAS IT WAS $51 MILLION.
IT WENT UP FROM $29 MILLION LAST YEAR TO 51.
THAT'S BECAUSE WE CHANGED FISCAL YEARS, BUT WE ALSO PAID OFF DEBT AHEAD OF SCHEDULE.
WELL WE KNOW THAT OURS DID NOT DECREASE.
SO I THINK WE DID BETTER COMPARED TO A LOT OF PEERS.
WE ALSO HAD UNASSIGNED FUND BALANCE EXCEEDING 75 DAYS OF EXPENDITURE.
I'VE GOT A PRESENTATION AND I'LL GO OVER THAT IN A LITTLE BIT MORE DETAIL.
AND SO THEY'RE LOOKING FOR YOUR FINANCIAL STABILITY BASICALLY WITH THIS INDICATOR.
INDICATOR NUMBER SEVEN WAS THE NUMBER OF DAYS OF CASH ON HAND.
AND CURRENT INVESTMENTS IN THE GENERAL FUND SUFFICIENT TO COVER OPERATING EXPENDITURES.
YES. WE HAVE GOT A GOOD CASH POSITION.
WE GOT TEN. WE GOT WELL OVER 90 DAYS.
AND AGAIN IN A LATER PRESENTATION I'LL TALK A LITTLE BIT ABOUT THAT.
IT WAS WE HAD AN EIGHT ON THIS LAST YEAR.
NUMBER NINE, DID THE SCHOOL DISTRICT'S GENERAL FUND REVENUES EQUAL OR EXCEED EXPENDITURES OR HAVE GREATER THAN 60 DAYS ON CASH ON HAND? OBVIOUSLY WE DID.
SO WE GOT FULL POINTS ON THAT.
NUMBER TEN DID THE SCHOOL DISTRICT AVERAGE LESS THAN A 10% VARIANCE WHEN COMPARING BUDGETED REVENUES TO ACTUAL REVENUES? FOR THE LAST THREE YEARS WE'VE HAD A VERY TIGHT ALIGNMENT WITH OUR REVENUE VARIANCE.
I THINK I'VE GONE OVER THAT A LITTLE BIT.
[01:10:04]
ABSOLUTELY. WE ARE.SO WE'VE IMPROVED A LITTLE BIT FROM THE PRIOR YEAR.
THIS IS WHERE WE LOST SOME POINTS.
BUT WE HAVE IMPROVED OVER THE PAST 12 MONTHS.
WHAT IS THE CORRELATION BETWEEN FUTURE DEBT REQUIREMENTS AND THE DISTRICT'S ASSESSED PROPERTY VALUE? WHAT THEY'RE LOOKING FOR IS ARE YOU OVER LEVERAGED, HAVE YOU OVER BORROWED.
AND WE GOT TEN BECAUSE WE WERE IN REALLY GOOD POSITION ON THAT RELATIVE TO OUR PROPERTY VALUES.
SOLVENCY INDICATOR NUMBER 13 WAS THE SCHOOL DISTRICT'S ADMINISTRATIVE COST RATIO EQUAL TO OR LESS THAN THE THRESHOLD RATIO FOR A DISTRICT OUR SIZE, WE WOULD EXPECT TO BE BELOW 10%, AND WE ARE ABOUT 20% BELOW THAT 10%, WHICH MEANS WE'VE GOT A GOOD CONTROL ON OUR ADMINISTRATIVE COST RATIO.
NUMBER 14 DID THE SCHOOL DISTRICT NOT HAVE A 15% DECLINE IN THE STUDENTS TO STAFF RATIO OVER THREE YEARS? WHAT THEY'RE LOOKING FOR IS TO MAKE SURE IS IF YOU'RE LOSING STUDENTS, YOU'RE LOSING STAFF.
AND SO WE PASSED THAT ONE AS WELL.
WE'RE DOING GOOD IN THAT REGARD.
AND WE'VE HAD A VERY GOOD ALIGNMENT WITH OUR ACTUAL ESTIMATES TO THE OUTCOMES.
SO WE WOULD HAVE GOTTEN ALL THE FIVE POINTS HAD THAT BEEN AN ISSUE.
NUMBER 16, DID THE COMPARISON OF PUBLIC EDUCATION INFORMATION MANAGEMENT SYSTEM PEIMS, DATA TO LIKE INFORMATION IN THE SCHOOL'S ANNUAL FINANCIAL REPORT RESULTS IN A TOTAL VARIANCE OF LESS THAN 3% OF ALL EXPENDITURES BY FUNCTION.
WHAT THEY LOOK AT IS A PDF, AND THEY COMPARE IT TO THE DATA SOURCE, THE DETAILED DATA SOURCE, TO MAKE SURE THAT WHEN THEY REPLICATE WHAT YOUR AFR IS, YOUR ANNUAL FINANCIAL REPORT IS THAT THEY ARE IN ALIGNMENT.
AND WE OBVIOUSLY GOT ALL POINTS ON THAT.
WE PASSED THAT CEILING INDICATOR, FINANCIAL COMPETENCE INDICATOR NUMBER 17.
DID THE EXTERNAL INDEPENDENT AUDITOR REPORT THAT THE AFR WAS FREE OF ANY INSTANCES OF MATERIAL WEAKNESS IN INTERNAL CONTROLS OVER FINANCIAL REPORTING FOR COMPLIANCE FOR LOCAL, STATE AND FEDERAL FUNDS? WE PASSED THAT ONE AS WELL.
DID THE EXTERNAL INDEPENDENT AUDITOR INDICATE THE AFR WAS FREE OF ANY INSTANCES OF MATERIAL NONCOMPLIANCE FOR GRANTS, CONTRACTS AND LAWS RELATED TO LOCAL, STATE OR FEDERAL FUNDS? WE WERE IN COMPLIANCE.
SO WE GOT ALL TEN POINTS ON THAT.
LOCAL GOVERNMENT CODE. TEXAS EDUCATION, TEXAS ADMINISTRATIVE.
OTHER LAWS AND STATUTES THAT WERE IN EFFECT FOR THE SCHOOL DISTRICT'S YEAR END.
FINANCIAL COMPETENCE INDICATOR NUMBER 20.
DID THE SCHOOL DISTRICT, ADMINISTRATIVE AND SCHOOL BOARD MEMBERS DISCUSS ANY CHANGES AND OR IMPACT TO LOCAL, STATE, AND FEDERAL FUNDING AT A BOARD MEETING WITHIN 120 DAYS? AS YOU REMEMBER, THERE'S AN EXTRA SLIDE THAT I TALK ABOUT PRIOR YEAR VALUES AND SOME OTHER REVENUE ELEMENTS, AND I DISCUSSED THAT.
THEY LEFT THAT IN THERE FOR TO MAKE SURE THAT THAT STAYS ON THE RADAR.
NUMBER 21 DID THE SCHOOL DISTRICT RECEIVE AN ADJUSTMENT REPAYMENT SCHEDULE RIGHT THERE? WE DIDN'T HAVE A PAYMENT REPAYMENT SCHEDULE, SO WE GOT ALL TEN POINTS OF THAT.
AND THIS IS THE REIMBURSEMENTS TO THE SCHOOL DISTRICT SUPERINTENDENT AND BOARD.
FEES RECEIVED. THERE WERE NONE.
HAPPY TO ANSWER ANY QUESTIONS ON THAT.
ALL RIGHT. THANK YOU, MR. JOHNSON.
AT THIS TIME, DO WE HAVE ANYONE FROM THE PUBLIC WHO WOULD LIKE TO MAKE A COMMENT? OKAY, TRUSTEES.
ALL RIGHT. THANK YOU AGAIN. MR. JOHNSON. THIS PUBLIC HEARING IS NOW CLOSED AND WE WILL MOVE ON TO THE NEXT AGENDA ITEM, WHICH IS ITEM 10.1, TRANSPORTATION DEPARTMENT REPORT.
[10. INFORMATION]
MR. BENNETT.MY NAME IS JIM BENNETT. I'M THE TRANSPORTATION DIRECTOR, AND I WANTED TO TAKE A MINUTE TO LET YOU KNOW A LITTLE BIT ABOUT OUR TRANSPORTATION OPERATION AND HOW IT RUNS ON THE DAILY.
MOST OF THEM ARE, OF COURSE DRIVERS.
BUT WE ALSO HAVE OUR OFFICE STAFF AND OUR MECHANICS AND LOGISTICS.
[01:15:03]
OUR FLEET IS 84 YELLOW BUSSES.THAT'S WHAT MOST FOLKS THINK OF WHEN THEY THINK OF A SCHOOL BUS.
BUT WE ALSO HAVE OUR FIVE ACTIVITY BUSSES, AND THERE ARE NINE SUVS IN OUR WHITE FLEET.
ON THE ANNUAL. WE RUN 550,000 MILES.
THAT'S A LITTLE TOUGH TO CONCEPTUALIZE, BUT THE MOON IS 240,000 MILES AWAY.
SO WITH MY 550,000 MILES, I'LL GET YOU TO THE MOON AND BACK AND HAVE ENOUGH LEFT OVER.
I'LL CIRCLE YOU AROUND THE EARTH A COUPLE OF TIMES.
OUR AVERAGE BUS HAS 45,000 MILES AND IS EIGHT YEARS OLD.
WE MOVE ABOUT 3,600 STUDENTS A DAY.
AND THAT'S PRETTY THAT'S PRETTY EVENLY SPLIT BETWEEN OUR MORNING ROUTES, OUR AFTERNOON ROUTES, AND OUR SHUTTLES BETWEEN THE TWO HIGH SCHOOL BUILDINGS. IT'S NOT ON THE DAILY, BUT WE THERE'S NON ROUTE DRIVING AS WELL, FIELD TRIPS SO ON AND SO FORTH.
AND ALL THE LOGISTICS AND PREPARATION THAT GO INTO THAT.
THE MAJORITY OF THAT IS OUR GEN ED ELEMENTARY AND MIDDLE SCHOOL ROUTES.
THAT'S 259,000 OF OUR 550,000 MILES.
BUT WE ALSO HAVE TEN HIGH SCHOOL ROUTES, GEN ED, AND WE HAVE OUR NINE SPECIAL NEEDS ROUTES.
THE SHUTTLES BETWEEN THE HIGH SCHOOLS, THAT IS, 33 BUSSES THAT I SEND OUT DAILY.
AND BY THE TIME YOU GO FROM THE LOT AND PICK UP AT ONE BUILDING, DROP OFF AT THE OTHER BUILDING AND THEN COME BACK TO THE LOT, THAT'S A 12 MILE ROUND TRIP.
WE DO THAT 33 TIMES EVERY SCHOOL DAY, SO THAT'S 69,000 OF OUR 550,000 MILES.
AND THIS MIGHT BE A QUESTION FOR MR. JOHNSON. NO, NO.
AN IOU. WE DON'T NEED THE NUMBER TONIGHT.
I WOULD REALLY LIKE TO KNOW HOW MUCH THE COST IS FOR THAT 33 TRIPS DAILY, 69,000 MILES ANNUALLY.
YOU DON'T HAVE THAT NUMBER AT THE TOP OF YOUR HEAD.
AT THE TOP OF MY HEAD, I DO NOT.
I COULD FIND OUT. I YEAH, I COULD.
IT'S NOT A RUSH. I'M JUST SUPER CURIOUS.
HOW MUCH THAT'S COSTING THE DISTRICT? YES, SIR. SO OUR NON-ROUTE, WE BREAK IT DOWN INTO THREE CATEGORIES.
YOUR FOURTH GRADERS NEED TO GO SEE THE PLAY AT THE AT FINE ARTS.
THAT'S 16,000 MILES EVERY YEAR.
AND WE SEND OUT ABOUT 400 BUSSES EVERY YEAR FOR THAT.
DRIVEN BY COACHES OR OTHER CISD EMPLOYEES.
THAT'S OUR CLUBS AND ACTIVITIES.
THAT'S ABOUT 750 BUSSES WE SEND OUT EVERY YEAR, AND OUR WHITE FLEET SUVS THAT ARE AVAILABLE FOR OUR FOR THE STAFF TO CHECK OUT GO OUT ABOUT 100 TIMES A YEAR.
AS YOU KNOW, WE ARE A PAY TO RIDE DISTRICT.
HERE'S A QUICK LOOK AT OUR BUS PASS SALES OVER THE PAST COUPLE OF YEARS.
THAT NUMBER IN THE BOTTOM RIGHT CORNER IS WAY LOW, OF COURSE, BUT WE ONLY STARTED SELLING OUR SPRING 2025 PASSES THE WEEK BEFORE THANKSGIVING, SO THAT'S IN PROGRESS.
BUT AS OF THE TIME I HAD TO SUBMIT THIS, WE HAD 36 PASSES SOLD.
ALL RIGHT. CAN YOU GO BACK? YES. THAT DOESN'T MAKE SENSE TO ME.
SO ANNUALLY, WHAT'S THAT NUMBER UNDER THE ANNUAL COLUMN.
UNDER THE ANNUAL COLUMN, THAT IS THE NUMBER OF ACTUAL ANNUAL PASSES THAT WE SOLD THAT SCHOOL YEAR.
AND THEN THE SEMESTER PASSES FOR THE FALL SEMESTER PASSES FOR THE SPRING.
SOME PEOPLE BUY AN ANNUAL PASS.
SOME PEOPLE BUY JUST FALL, JUST SPRING.
OKAY, I WAS THINKING OH, RIGHT. OKAY. SO. SO THESE ARE ANNUAL PASSES THAT WE SELL SOLO FALL PASSES AND SOLO SPRING PASSES.
TRUE STORY. YES, SIR. YES, SIR.
YES, SIR. ALL RIGHT. THANK YOU. YEAH.
MOVING THE FLEET 550,000 MILES.
THERE IS A FUEL COST WITH THAT.
HERE'S A LOOK AT OUR FUEL COST OVER THE PAST COUPLE OF YEARS.
KEEP IN MIND THAT CARROLL ISD, BECAUSE WE BUY IN BULK AND BECAUSE WE DO NOT PAY THE STATE TAXES, WE DO PAY SOME OF THE FEDERAL TAXES.
IT DOESN'T AMOUNT TO A WHOLE LOT.
[01:20:04]
AND HERE'S JUST A QUICK LOOK AT HOW MUCH WE HAVE SPENT IN FUEL OVER THE PAST COUPLE OF YEARS.AND THAT'S WHAT I HAD UNLESS ANYONE HAD.
WHAT IS THE TOTAL REVENUE GENERATED FROM THE BUS PASSES? I DON'T HAVE THAT NUMBER OFF THE TOP OF MY HEAD, BUT I DO HAVE ACCESS TO IT, AND I COULD, I COULD GET THAT FOR YOU.
915,000. LAST YEAR WE WENT UP THIS YEAR BECAUSE WE INCREASED THE BUS PASS SALES.
SO THIS YEAR WE ANTICIPATE ABOUT A MILLION.
WELL OVER A MILLION, MAYBE A MILLION, 100, A MILLION, 100,000.
SOMEWHERE IN THAT, ABOUT 1.1 MILLION IN REVENUE.
IT'S GROWN OVER THE LAST COUPLE OF YEARS.
OKAY. SO WE RECEIVED 1.1 MILLION IN REVENUE.
AND THEN HOW MUCH DO WE ACTUALLY SPEND? WHAT'S THE COST? ACTUAL COST.
I BELIEVE THAT IS CORRECT. OKAY.
SO 2.7. AND SINCE YOU'RE NOT IN THE MICROPHONE, I'M JUST REPEATING IT.
CARROLL, IS THIS IS ACTUAL COST ROUGHLY 2.7 MILLION A YEAR FOR BUS SERVICE? AND WE CHARGE 1.1, WE RECEIVE $1.1 MILLION FROM FAMILIES.
WE SUBSIDIZE BUS SERVICE AT $1.6 MILLION, WHICH IS JUST ABSOLUTELY INSANE TO ME.
WE SHOULD BE ABLE TO CHARGE WHAT IT COSTS US TO OPERATE THAT.
BUT WE'RE GOING TO HAVE TO DO THAT EACH YEAR.
UNTIL WE CAN EITHER FIGURE OUT WHETHER OR NOT WE WANT TO REDUCE OUR BUS SERVICE TO THIS COMMUNITY, BECAUSE WE CAN'T CONTINUE TO PAY OR SUBSIDIZE $1.6 MILLION IN THE FINANCIAL CRISIS THAT WE'RE IN.
IT'S JUST ABSOLUTELY RIDICULOUS.
SO I WOULD LIKE FOR YOU GUYS TO TAKE AN IOU TO DO SOME ANALYSIS ON THAT AND WHAT IT WOULD TAKE FOR US TO GET CLOSER AND CLOSER OVER A NUMBER OF YEARS, MAYBE A FIVE YEAR PERIOD TO GET IT TO WHERE YOU KNOW, WE EITHER COVER ACTUAL COSTS OR DARN NEAR NEAR IT.
IT WOULDN'T, LIKE, DISINCENTIVIZE FAMILIES.
IT LOOKED LIKE WE LOST 100 RIDERS OR SO? IS THAT WHAT YOU WERE KIND OF ANTICIPATING WHEN YOU INCREASE THE PRICE? OR DO YOU THINK THAT WE LOST THOSE RIDERS BECAUSE OF OTHER FACTORS? THE ONLY THING I CAN SAY FOR SURE, AS FAR AS LOSING RIDERSHIP, OF COURSE, AS YOU KNOW, WE HAVE FEWER STUDENTS AS FAR AS WHAT THE MARKET IS DOING.
I WOULDN'T WANT TO PREDICT WHAT THE MAGIC NUMBER WAS AS FAR AS WHERE WE COULD RAISE IT OR WHATEVER.
THANK YOU. SO, MR. BENNETT, ON THAT TOPIC, WHEN YOU BRING THE ANALYSIS BACK NEXT TIME, IF WE COULD SEE JUST KIND OF THE HISTORICAL CHANGE IN FEES, NOT JUST FOR THE ANNUAL FEES, BUT THE FALL OR SPRING FEES, AND THEN.
HOW MUCH WE'VE RAISED IT EACH YEAR.
YES, SIR. AND I THINK SOME YEARS THEY WENT UP AND SOME YEARS THEY DIDN'T.
YES. WE'D LIKE TO SEE THOSE AGAIN.
ARE WE ON THE LOW END OR ARE WE ON THE HIGH END? YOU KNOW, KIND OF WHERE DO WE STAND? AND I MEAN, SOONER OR LATER, I DON'T KNOW WHEN THE LAST TIME IS WE ACTUALLY THOUGHT ABOUT OR CONSIDERED ALTERNATIVE OPTIONS IF THERE ARE ANY, LIKE OUTSOURCING.
I MEAN, IT'D BE INTERESTING TO KIND OF COMPARE WHAT IS THE COST AND WHAT ARE THE OPTIONS, AND ARE THERE OPPORTUNITIES TO SAVE? SO VERY GOOD.
YES. YES, SIR. MR. BENNETT, I HAD A QUESTION.
DO YOU KNOW OUT OF OUR 8411 BUS YELLOW BUSSES AND THEN THE FIVE ACTIVITY AND THE NINE FLEET, DO WE UTILIZE ALL OF THOSE? SO, YES, IN SOME FORM OR FASHION? YES. NOT ALL OF THEM FOR ROUTES, OBVIOUSLY.
SOME OF THEM ARE MADE READY FOR FIELD TRIPS.
THE MAJORITY OF THEM AS YOU CAN IMAGINE, ARE ALLOCATED TO EITHER ROUTES OR WHAT WE REFER TO AS THE READY BUSSES, WHICH IS TO SAY, IF SOMETHING, ANYTHING SHOULD PREVENT A REGULAR ROUTE BUS FROM BEING ABLE TO RUN YOU WANT A ROUTE BUS OR YOU WANT A BUS READY TO GO BECAUSE THE KIDS AREN'T GOING TO WAIT.
YOU WOULDN'T WANT THE KIDS TO WAIT, YOU KNOW THAT.
[01:25:01]
THAT KIND OF THING. AND REMIND ME AGAIN, I KNOW IT WAS IN YOUR REPORT.HOW MANY HOW MANY ROUTES DO WE RUN TOTAL? 46 ON THE DAILY, SIR.
46 ROUTES. AND WE HAVE ABOUT 84 BUSSES.
MR. BENNETT, THROUGH THE THREE YEARS OF BEING ON THE BOARD, I'VE LEARNED THAT THE STATE LAW IS THAT STUDENTS PASS A CERTAIN DISTANCE FROM THE SCHOOL, OR WE ARE REQUIRED TO OFFER UP TRANSPORTATION.
DO I HAVE THAT CORRECT? CORRECTLY UNDERSTOOD.
IT IS MY UNDERSTANDING THAT IF WE OFFER TRANSPORTATION, THEN THERE IS A CERTAIN.
WE CAN GET WE CAN GET A REIMBURSEMENT.
WHEN YOU'RE DAVID, DO YOU REMEMBER IT'S WITHIN TWO MILES.
YOU GOT TO LIVE AT LEAST TWO MILES AWAY FROM THE CAMPUS THAT YOU SERVE.
IF WE'RE UNDER THE STATE REIMBURSEMENT, BUT WE'RE NOT UNDER THE STATE REIMBURSEMENT.
YOU EITHER GET REIMBURSED OR YOU CHARGE LIKE WE DID.
WE WOULD GET ABOUT A FOURTH OF THE REVENUE IF WE WERE USING THE STATE REIMBURSEMENT MODEL.
SO THIS ONE IS MUCH MORE MAKES MUCH MORE SENSE.
SO AS MANDATED, I GUESS BY THE STATE WE ARE GIVING TRANSPORTATION TO STUDENTS THAT ACTUALLY THE STATE DOESN'T REQUIRE US TO BECAUSE THEY LIVE WITHIN A CERTAIN DISTANCE TO THE SCHOOL.
PROBABLY NEED TO GET SOME REFINING ON THAT.
BUT I DON'T THINK WE'RE REQUIRED BY LAW TO PROVIDE TRANSPORTATION.
WE ARE NOT REQUIRED BY LAW TO PROVIDE TRANSPORTATION.
UNDERSTOOD. SO FOR GENERAL POP.
SO TO MR. BRYAN'S POINT WE'RE LOSING ABOUT $1.6 MILLION.
WE'RE NOT REQUIRED BY LAW TO ACTUALLY HAVE TRANSPORTATION FOR THAT FOR THOSE STUDENTS.
YEAH. AND WE AND IT DOESN'T COMPUTE TO ME EITHER.
WE HAVE 46 ROUTES, BUT WE HAVE TWICE THE NUMBER OF BUSSES.
DOES THAT MAKE SENSE? I MEAN THAT'S WHAT THE DISTRICT HAS HAD FOR SEVERAL YEARS.
MR. BENNETT, THANK YOU VERY MUCH.
CERTAINLY, CERTAINLY, CERTAINLY.
THANK YOU, MR. BENNETT. THANK YOU.
GOOD EVENING, PRESIDENT BRYAN AND BOARD OF TRUSTEES, DOCTOR GLENN.
AND SO TO START WITH, YOU KNOW, WHAT'S THE WHAT'S THE REASON BEHIND TALKING ABOUT THIS? WE KNOW IF OUR STUDENTS ARE NOT PRESENT, WE CAN'T EDUCATE THEM.
SO OBVIOUSLY WE WANT THEM THE HIGHEST RATE OF STUDENTS WE CAN TO BE HERE EACH DAY.
AND THEN ALSO, IF THEY'RE NOT PRESENT, WE'RE NOT FUNDED ON THEM.
AND SO AGAIN, TALKING ABOUT OUR OUR BUDGET CRISIS.
WE WANT OUR STUDENTS TO BE HERE SO THAT WE GET PROPER FUNDING FOR THEM.
THE FIRST BEING THE 90% RULE THE STATE SAYS THAT FOR A STUDENT TO BE ABLE TO GET CREDIT OR GET A FINAL GRADE FOR A COURSE, THEY'RE SUPPOSED TO BE PRESENT FOR 90% OF THE SCHOOL DAYS.
THERE ARE A FEW ABSENCES THAT ARE NOT COUNTED AGAINST THEM.
THEY'RE EXEMPT FOR THAT. BUT IN GENERAL, THEY'RE EXPECTED TO BE THERE 90% OF THE TIME.
AND SO IF A STUDENT FALLS BELOW 90%, BUT ABOVE 75% OF ATTENDANCE, THE PRINCIPAL IS ABLE TO WORK OUT A PLAN WITH THE STUDENT, WITH THE FAMILY TO FIGURE OUT WHAT THEY'RE GOING TO NEED TO DO, KIND OF A PLAN TO RECOVER THAT CREDIT OR GET THAT FINAL GRADE.
SO OUR CAMPUSES AT EACH LEVEL HAVE A WAY OF RESPONDING TO COMMUNICATE WITH THE FAMILY AND THEY AT THE UPPER LEVELS MIDDLE SCHOOL AND ABOVE, THEY DO A LOT OF RECOVERY.
SEAT TIME SATURDAY SCHOOL AFTER SCHOOL TIME WHERE THEY COME IN AND DO SOME FORM OF REMEDIATION OR SPEND TIME TO MAKE UP THAT TIME FOR BEING BELOW 90%. AT YOUR LOWER LEVELS IT'S A LOT OF COMMUNICATION.
IF A STUDENT FALLS BELOW 75% ATTENDANCE, THE STATE SAYS THEY THEN HAVE TO GO BEFORE AN ATTENDANCE RECOVERY COMMITTEE, AND THAT GROUP MEETS TO AGAIN FIGURE OUT WHY ARE WE MISSING SO MUCH? WHAT ARE THE EXTENUATING CIRCUMSTANCES AND WHAT ARE THE THINGS THAT NEED TO BE CONSIDERED.
AND AT THAT POINT, AGAIN, SITUATIONS CAN BE DECIDED, LIKE DOES A GRADE LEVEL NEED TO BE REPEATED? DOES A CHILD NEED TO REPEAT A COURSE AND THINGS LIKE THAT? SO THAT AGAIN IS THE 90% ATTENDANCE RULE.
[01:30:08]
IF A STUDENT IS ABSENT THREE OR MORE DAYS IN A FOUR WEEK PERIOD, THEY CAN BE CONSIDERED TRUANT OR MORE MORE REGULARLY YOU HEAR TEN DAYS IN SIX MONTHS.RARELY WOULD YOU EVER HEAR OF A STUDENT BEING CONSIDERED TRUANT FOR BEING THREE DAYS AND FOUR WEEKS, BUT IF THEY MISS TEN DAYS OR PARTS OF DAYS, THEN SIX MONTHS, AND THOSE ARE UNEXCUSED ABSENCES.
AND A FEW THINGS LIKE COURT AND BEING SERVING SOME OTHER ROLES.
THEY'RE NOT COMMUNICATING WITH US.
THOSE ARE THINGS THAT AGAIN, FALL.
THIS IS NOT A CHILD WHO IS ILL THAT HAS A DOCTOR'S NOTE OR ANYTHING LIKE THAT.
SO IF THEY HAVE TEN DAYS IN SIX MONTHS, THEY CAN BE CONSIDERED TRUANT.
SO AGAIN, HOW DOES THE DISTRICT RESPOND TO THAT? I THINK FOR SEVERAL YEARS WE HAVE NOT HAD A REGULAR TRUANCY PROCESS.
I DON'T KNOW THAT WE HAVE FILED ON A STUDENT FOR TRUANCY AT LEAST FIVE OR MORE YEARS.
LAST YEAR, OUR PRINCIPAL'S KIND OF EXPRESSED THIS CONCERN.
AND SO I WORKED WITH A COUPLE OF OTHER DISTRICTS AND LOOKED AT THEIR PROCESSES AND DEVELOPED ONE.
AND SO WE HAVE NOW EDUCATED OUR PRINCIPALS ON THAT.
AND AGAIN, THEY NOW ARE ABLE TO USE THAT WITH.
AND AGAIN, OUR DESIRE IS NEVER TO FILE ON A FAMILY.
BUT THESE ARE AGAIN STUDENTS WHO'VE MISSED TEN DAYS AND SIX MONTHS WITH NO COMMUNICATION, NO EXCUSE.
THEY CAN'T COME TO SCHOOL. HERE'S A NOTE.
WE HAVE A REASON WHY WE CANNOT BE THERE.
IT'S BEING WITHOUT COMMUNICATION, NO EXCUSE UNEXCUSED.
AND SO AT THAT POINT, THE SCHOOL SENDS OUT LETTERS.
THEY HAVE TO DO WHAT THEY CALL TRUANCY PREVENTION MEASURES, WHERE THEY TRY TO MEET WITH THE FAMILY AGAIN, FIGURE OUT WHY ARE THEY ABSENT? WHAT CAN WE AS THE SCHOOL HELP YOU WITH TO BE HERE MORE REGULARLY? ARE THERE ADJUSTMENTS THAT NEED TO BE MADE TO YOUR SCHOOL SCHEDULE? ALL OF THOSE TYPES OF THINGS.
AND ONCE THEY'VE DONE THAT, THEY'VE DONE MULTIPLE LAYERS OF COMMUNICATION.
THEY CAN REACH A POINT WHERE THEY WOULD FILE FOR TRUANCY.
THANK YOU. MR. NICKEL. QUESTIONS.
WHEN I FIRST LEARNED OF THIS, I WAS SORT OF SURPRISED THAT WE DIDN'T HAVE AN ELEMENTARY ATTENDANCE POLICY IN THE DISTRICTS YOU'VE WORKED WITH DID THEY ALL HAVE POLICIES FOR ATTENDANCE? I DON'T THINK IT WAS AN ISSUE OF HAVING AN ABSENCE OF POLICY.
I THINK IT WAS JUST HAVING REGULAR PRACTICES.
AGAIN, THE STATE KIND OF LAYS OUT HOW WE CODE ABSENCES.
THE STATE LAYS OUT LAYS OUT KIND OF THE 90% RULE, ALL OF THOSE EXPECTATIONS.
BUT I THINK THAT AGAIN, WE HAVE WE HAVE TRIED TO PRIDE OURSELVES SO MUCH ON BEING SO CUSTOMER FRIENDLY THAT I THINK THAT WE'VE BEEN A LITTLE HESITANT TO HOLD SOME PEOPLE ACCOUNTABLE IN SOME AREAS.
AND SO I THINK THAT WORKING WITH OUR PRINCIPALS LAST YEAR, THEY WERE LIKE, HEY, WE'RE IN A POSITION WHERE SOMETIMES WE HAVE KIDS THAT WON'T ATTEND SCHOOL AND WE ARE RUNNING OUT OF OPTIONS. AND SO I WOULD SAY THAT IT IS UNUSUAL FOR A DISTRICT TO GO YEARS WITHOUT FILING TRUANCY ON ANYONE AT ALL OR HOLDING PEOPLE ACCOUNTABLE TO YOU'RE NOT GOING TO MOVE FORWARD FROM FOURTH GRADE TO FIFTH GRADE BECAUSE YOU'VE MISSED, YOU KNOW, 30% OF SCHOOL.
WHAT IS THE FROM YOUR UNDERSTANDING, WHAT'S THE FEELING FROM OUR PRINCIPALS ON SOMETHING LIKE THIS.
ARE THEY SUPPORTIVE INDIFFERENT? SUPPORTIVE OF? A POLICY LIKE THIS? I THINK THAT THEY FEEL MORE EMPOWERED.
I FEEL LIKE THAT AGAIN LAST YEAR, THAT WAS THAT WAS THE FEELING THAT I WAS GETTING WAS WE'VE HAD CONVERSATIONS, WE'VE CALLED, WE'VE DONE HOME VISITS, WE'VE ASKED PEOPLE TO MEET WITH US, BUT WE'RE STILL HAVING THESE SAME ISSUES.
WE'RE NOT SURE WHAT THE NEXT STEP IS.
AND AGAIN, WE'RE TALKING ABOUT A VERY SMALL PERCENTAGE.
WE HAVE A GOOD ATTENDANCE RATE, BUT IT'S A VERY SMALL PERCENTAGE OF OUR POPULATION.
BUT THEY REACH A POINT AND THEY GO, I'M NOT SURE WHAT OUR NEXT STEP IS SUPPOSED TO BE.
AND I CAN TELL YOU, I KNOW PRINCIPALS HAVE EXPRESSED, ESPECIALLY AT THE ELEMENTARY LEVEL.
[01:35:01]
AND SO IT'S SOMETHING THAT ADDS UP OVER TIME.AND CERTAINLY WHEN YOU LOOK AT WHAT WE'RE TRYING TO DO ACADEMICALLY TO GET KIDS READY FOR THE NEXT GRADE LEVEL, PUTTING IN PLACE SOME PARAMETERS SEEMS REASONABLE OR REALLY JUST ENFORCING SOME OF THE STATUTES THAT ARE ALREADY IN PLACE.
I WOULD SAY, AND I'D BE CURIOUS TO KNOW WHAT THE DATA SAYS ABOUT WHY THESE KIDS ARE MISSING AND IF THERE IS ANY NEGATIVE IMPACT ON THEIR GRADES OR THEIR PERFORMANCE OR THEIR BEHAVIORS.
BECAUSE, YOU KNOW, I THINK WE HAVE THE ABILITY TO DO SOME PRETTY UNIQUE AND INCREDIBLE THINGS HERE.
WE'VE GOT ATHLETES THAT ARE INVITED TO NATIONAL TEAM CAMPS.
AND, YOU KNOW, I THINK THERE'S A LOT OF ABSENCES THAT GO ALONG WITH IT THAT WE HAVE KIDS THAT ARE SELECTED TO DO SPECIAL SOCCER ACADEMIES. AND I THINK YOU GOT TO CONSIDER THAT.
TRUSTEE SEXTON, I TOTALLY UNDERSTAND AND I'VE TALKED TO A LOT OF PARENTS ABOUT THAT.
TO ME, THOUGH, THIS CONVERSATION IS JUST A LITTLE BIT DIFFERENT, RIGHT? I MEAN, BECAUSE THEY WERE TALKING ABOUT PARENTS WHO ARE LOOKING FOR EXCUSED ABSENCES.
I MEAN, ESPECIALLY WE'RE TALKING ABOUT WORLD CLASS ATHLETES.
THEY'RE JUST LOOKING FOR CREATIVE SOLUTIONS FROM US AS A DISTRICT.
AND A LITTLE BIT OF WHAT YOU'RE TALKING ABOUT, MR. NICKEL, IS JUST THEY'RE GONE, YOU KNOW, TRUANCY.
YOU KNOW, THEY'RE NOT THEY DON'T HAVE AN EXCUSE.
AM I RIGHT? I MEAN, YEAH, I WOULD AGREE AGAIN.
I THINK THAT WE'VE BEEN VERY ACCOMMODATING FOR OUR FAMILIES.
BUT WHEN WE GET INTO SITUATIONS WHERE YOU KNOW, AGAIN, THIS IS THE FOURTH WEEK LONG TRIP, YOU KNOW, GOING OUT OF THE STATE OR OUT OF THE COUNTRY AND OR WE JUST DON'T HEAR ANYTHING. THEY'RE JUST GONE WITH WITH NO COMMUNICATION.
I THINK THAT IT IT PUTS IT PUTS THE PRINCIPALS, IT PUTS TEACHERS IN A DIFFICULT POSITION.
BUT I THINK THAT AGAIN, PART OF THAT 90% RULE IT SAYS AGAIN THAT THE PRINCIPAL IS SUPPOSED TO BE WORKING WITH THE FAMILY IF THEY'RE BETWEEN 90 AND 75, TO FIGURE OUT AGAIN, IF THEY MASTERED THE MATERIAL, ARE THEY READY TO MOVE FORWARD? AND THAT'S WHERE THEY CAN COME UP WITH PLANS TO HELP REMEDIATE AND DO ALL OF THOSE THINGS.
AND AGAIN, THAT'S WHY THERE'S TWO BUCKETS.
YOU HAVE THAT 90% AND 75% SIDE WHERE WE'RE LOOKING AT POSSIBLE RETENTION.
I DON'T THINK THAT WE'VE BEEN AGAIN, WE HAVEN'T FILED TRUANCY ON ANYONE IN MANY YEARS.
THANK YOU. ALL RIGHT. NEXT ITEM 10.3.
CONSIDER FUND BALANCE, MR. JOHNSON. ONE OF THE THINGS THAT WE WANTED TO GO OVER POST AUDIT, BECAUSE YOU ALWAYS WAIT FOR THE AUDIT TO KNOW EXACTLY WHERE YOUR FUND BALANCE IS.
I WANTED TO GO OVER FUND BALANCE.
AS OF JUNE 30, 2024, THE AUDITED FUND BALANCE WAS JUST A HAIR UNDER $50 MILLION.
AS OF JUNE 30TH, WE LOOK TO THE 24-25 BUDGET, HOW MUCH WE HAVE AS FAR AS DAILY EXPENDITURES, AND WE HAVE 139 DAYS IN FUND BALANCE POLICY.
AND WE JUST GO BACK TO THE FIRST REPORT.
TEXAS EDUCATION AGENCY MEASURES SUFFICIENCY ON 75 DAYS.
AND ACCORDING TO CARROLL ISD POLICY.
YOU KNOW, WE'RE ABOUT, GOSH, 20, ALMOST $23 MILLION ABOVE THAT THRESHOLD RIGHT NOW.
WE'VE GOT ABOUT AN $8.5 MILLION DEFICIT.
THE OTHER COMMITTED FUND BALANCE DATES BACK TO 2011.
THE LAST MAJOR FUNDING CRISIS IN THE STATE OF TEXAS WAS ABOUT 2011.
[01:40:10]
MILLION FIGURE TO FUTURE STATE FUNDING SHORTAGES.AND I THINK IT'S CHANGED ONCE SINCE THEN.
I KNOW THAT MY I THINK THAT MY PREDECESSOR MAY HAVE MENTIONED CAPITAL, SET ASIDE.
BUT AS FAR AS FUND BALANCE, THAT'S KIND OF WHERE WE ARE.
I'M HAPPY TO ANSWER ANY QUESTIONS THAT ANYBODY MAY HAVE.
CORRECT. THEY COULD UNASSIGN IT.
THEY COULD THEY COULD CHANGE THE COMMITMENTS.
YOU CAN DO ANYTHING. AND IT MAKES SENSE TO UNASSIGN IT BECAUSE WE DON'T KNOW WHAT IT'S COMMITTED TO.
RIGHT. WE DON'T HAVE ANY DOCUMENTATION.
BUT WHAT IS IT COMMITTED TO THE LAST.
THE LAST OFFICIAL COMMITMENT WAS IN 2011.
WELL THAT THAT I FOUND THE RESOLUTION AND IT SAID FOR FUTURE STATE FUNDING SHORTAGES.
YEAH. AND THERE USED TO BE A REPORT IN ALL PUBLIC SCHOOL AUDITS THAT THAT THEY SPECIFICALLY THE STATE WANTED TO SEE, WHICH ARE AUDITED NUMBERS WERE AS FAR AS YOUR FUND BALANCE WAS CONCERNED.
CORRECT. SO YOU'VE TAUGHT US OVER THE YEARS, MR. JOHNSON, ABOUT THE FUND BALANCE AND THE BENEFITS OF HAVING THE FUND BALANCE RIGHT, FOR OUR FINANCIAL RATINGS AND WHATNOT.
IS THE COMMITTED THEN NOT PART OF THAT RATING? YOU KNOW, YOU MENTIONED THAT SORT OF YOU KNOW.
BECAUSE WHEN WE TALK ABOUT RATING, RATINGS AGENCIES, LOOK AT YOUR FINANCIAL STABILITY.
AND SO WHEN YOU'VE GOT FUND BALANCE, THEY'RE GOING TO LOOK AT OUR FUND BALANCE AND SAY 139 DAYS.
WHERE I SUSPECT LARGELY ABOVE PEERS.
BUT CAN YOU PUT THAT ON A FUTURE AGENDA? ITEMS? ABSOLUTELY.
THANK YOU, MR. JOHNSON. NEXT ITEM IS 10.4.
DISCUSS CURRENT BOND SCHEDULE.
OKAY. I THINK THEY'RE HERE WE GO.
SO JUST TO KIND OF LOOK AT WHERE WE ARE IN OUR BONDED DEBT WHAT I PUT ON THERE IS WHAT'S REFLECTED IN OUR ANNUAL FINANCIAL REPORT. SO IF YOU WENT TO OUR ANNUAL COMPREHENSIVE FINANCIAL REPORT, YOU WOULD SEE AMOUNTS OUTSTANDING OF $254,945,002. THIS IS WHAT WE'VE GOT OUTSTANDING.
I'VE GOT A FEW THINGS HIGHLIGHTED.
SO FOR THE TOP FOUR ISSUES, THOSE ARE ALL NEW MONIES ISSUES.
SO THE ORIGINAL BORROWING IS STILL OUTSTANDING.
IT HAS NOT BEEN REFUNDED OR REFINANCED.
THE TERMINOLOGY THAT IS USED BY GOVERNMENTAL ACCOUNTING.
YOU SEE THAT THE ISSUE DATE, THE MATURITY.
AND SO THE BOND TERMS FOR THE 2009 CREDIT TAX BONDS WAS 17 YEARS.
THE NEXT THREE ISSUES WERE 24, 24 AND 25, RESPECTIVELY.
THE DARKER GRAY HIGHLIGHT IS THE 2017 BOND.
THOSE BONDS THEY'RE NOT QUITE 25 YEARS.
BUT ON ORIGINAL ISSUE, WHEN WE GO TO THE OFFICIAL STATEMENT, WHICH IS THE DOCUMENT THAT WE WORK WITH, WITH THE SEC, THOSE, BONDS ARE OVER 24 TO 25 YEARS.
SO THAT WAS THE ORIGINAL ISSUANCE OF ALL OF THE 2017 BONDS.
THERE WERE THREE SEPARATE ISSUANCES.
OF THOSE 77 MILLION, 68MILLION AND 58 MILLION.
BUT ALL OF THOSE BONDS WERE 25 YEAR BONDS.
THE NEXT ONES, YOU CAN SEE THAT THOSE ARE REFUNDING.
THOSE ARE A LIGHTER GRAY COLOR WHEN YOU REFUND A BOND.
IT'S THE SAME THING AS REFINANCING YOUR MORTGAGE.
THOSE ARE THEN TERMED REFUNDING BONDS.
AND WITH A REFUNDING YOU LOOK AT THE ORIGINAL ISSUANCE TERM.
AND I'M GOING TO JUST SAY THAT IT WAS SEVEN CALL IT 25 YEARS.
I DON'T THINK THIS DISTRICT HAS DONE OVER 25 YEARS, BUT ON THAT VERY FIRST ONE YOU SEE 18.
[01:45:01]
SO YOU'RE NOT EXTENDING BEYOND THE ORIGINAL 25 YEAR ISSUANCE TERM.AND OBVIOUSLY WE'RE ON SCHEDULE TO DO THAT.
HAPPY TO ANSWER ANY QUESTIONS.
JUST WANTED TO MAKE SURE THAT WE WERE CLEAR ON THOSE TERMS. YEAH I APPRECIATE YOU DOING THIS, MR. JOHNSON. I THINK THESE ARE GREAT NUMBERS.
SUPER CURIOUS THOUGH, BECAUSE IN OUR LAST TOWN HALL MEETING, WE HAD A COMMUNITY MEMBER THAT INSISTED THAT THE DISTRICT HAD SOLD SHORT TERM BONDS IN THE PAST, LIKE THREE YEAR BONDS FOR BUSSES AND TECHNOLOGY.
I DON'T SEE ANY OF THAT ON THE SCHEDULE.
HAVE YOU FOUND ANY EVIDENCE THAT THIS DISTRICT ACTUALLY.
SOLD THREE YEAR SHORT TERM BONDS.
I JUST LOOKED KIND OF REALLY WHAT WE HAD OUTSTANDING AND USED THAT AS THE BASIS.
SO SINCE REALLY I GUESS THESE BONDS ARE FROM 2009 TEN.
BUT AGAIN, THE MOST RECENT BOND THAT WAS VOTED ON IN 2017 HAS ALL BEEN 25 YEAR BONDS.
BUT I DON'T SEE ANYTHING THAT'S THREE YEARS OR LESS ON HERE.
SO WE'RE ACTUALLY WE ACTUALLY ARE PAYING FOR TECHNOLOGY FOR YOUR DEVICE AND LEVERAGING IT OUT MULTIPLE 25 YEARS OR MORE.
CORRECT. BASED ON. WHICH MAKES ABSOLUTELY NO SENSE.
BASED ON THE OFFICIAL STATEMENT.
I JUST WANTED TO MAKE SURE THAT THE COMMUNITY UNDERSTANDS THAT THAT'S NOT THAT'S NOT ACCURATE.
AND IT WOULD BE GREAT, THOUGH IF WE WERE TO COME UP WITH A WAY THAT WE COULD CONVINCE THE COMMUNITY TO SELL SOME THREE YEAR SHORT TERM BONDS AND HAVE SPECIFIC ITEMS WITHIN THAT, AND THAT WE PAY IT OFF EVERY THREE YEARS, WHICH WOULD BE I THINK, SMART FINANCIAL MOVE ON THE PART OF A DISTRICT TO ALLOW US TO FUND SOME OF THOSE CAPITAL IMPROVEMENTS THAT WE NEED THAT WE CAN'T FUND UNDER M&O BUT THAT'S A DISCUSSION FOR ANOTHER TIME.
I'LL OPEN IT UP FOR QUESTIONS TO TRUSTEES.
WE UNCOVERED A LITTLE INTERESTING MATH EARLIER FROM MR. BENNETT. THANK YOU AGAIN, MR. BENNETT. AND THAT WAS THE 47 BUS ROUTES AND 84 BUSSES.
HOW MANY OF THOSE BUSSES WERE PURCHASED IN THE 2017 BOND? I WOULD HAVE TO GO BACK AND LOOK.
GREAT QUESTION. BECAUSE, I BELIEVE THAT THAT JUST DOESN'T SEEM RIGHT.
I ALSO NOTICED THAT IT SAID THE AVERAGE, THE AVERAGE AGE OF THE BUSSES WERE EIGHT YEARS.
EIGHT YEARS. MY POINT? YEAH, EXACTLY. YEAH. THEY CAME FROM THE 2017 BOND.
WE CAN BRING THAT BACK TO THE BOARD.
AND WE HAD. DID I GET THAT RIGHT FROM MR. BENNETT THAT WE ACTUALLY HAVE ON HAND 84 BUSSES OR WE PURCHASED 84 BUSSES IN THE LAST.
SINCE THAT. WE HAVE ON HAND 84 BUSSES.
ON HAND, 84 BUSSES AND WE HAVE 46 ROUTES.
AND THE AVERAGE AGE IS EIGHT YEARS.
WE CAN GET YOU AND HOW EFFICIENT THEY ARE.
YOU KNOW, HOW LONG DO THEY RUN PER DAY.
HOW MANY OF THEM ACTUALLY RUN? IT'D BE INTERESTING TO SEE WHAT'S THE AVERAGE USEFUL LIFE OF A SCHOOL BUS LIKE LIKE WE HAVE.
I'M NOT SURE WHAT THE STANDARD IS.
MR. BENNETT, DO YOU WANT TO STEP UP HERE FOR A SECOND? SO DO WE. HAVE YOU JUST THOUGHT YOU WERE DONE WITH THE TRANSPORTATION REPORT? [LAUGHTER] WE GOT YOU BACK. THIS IS WHAT YOU GET FOR STICKING AROUND MR. BENNETT. ALL RIGHT.
DO YOU KNOW WHAT THE AVERAGE WHAT OUR TURNOVER RATE IS OR WHAT WE PLAN TO RETIRE BUSSES AT? I KNOW WHERE TO FIND THAT, BUT I DO NOT KNOW IT OFF THE TOP OF MY HEAD.
25 YEARS. WELL, I'LL SAY THIS.
IT LIKELY WON'T BE 25 YEARS BECAUSE MOST OF OUR BUSSES ARE GAS ENGINE BUSSES.
YOU'RE TALKING A DIESEL ENGINE BUS.
AND, YOU KNOW, TYPICALLY YOU'RE GOING TO GET MORE MILEAGE OUT OF THEM.
THEY'RE GOING TO BE A LITTLE MORE DURABLE.
GAS ENGINES TEND TO BREAK DOWN.
AND I WOULD IMAGINE PROBABLY YOUR MECHANICS SEE THE SAME THING.
THE DIESEL ENGINES OUTLAST THE GAS ENGINES.
THAT IS AN ABSOLUTELY TRUE STORY.
AND YEAH. AND THE MAJORITY OF OUR FLEET THAT WAS RECENTLY PURCHASED TENDS TO BE GAS ENGINES, BECAUSE I KNOW YOU HAVE A HUGE GAS TANK OUT THERE AND THE DIESEL ENGINE OR THE DIESEL GAS TANK OUT THERE IS PROBABLY A QUARTER OF THE SIZE.
AND THE, THE VAST MAJORITY OF OUR FLEET RUNS ON UNLEADED.
[01:50:04]
POTENTIALLY. POTENTIALLY.YES, SIR. SO, MR. BENNETT, BEFORE WE MOVE ON. JUST LIKE TECHNOLOGY, SINCE THERE'S ALREADY BEEN DISCUSSION ABOUT THE 47 ROUTES, AND I CAN'T HELP BUT BE CURIOUS, DID WE HAVE A LOT MORE ROUTES IN THE PAST AND NOW IT'S DOWN TO 47? OR LIKE, HAS IT BEEN THAT WAY FOR A LONG TIME? MAYBE WHEN YOU BRING BACK YOUR ANALYSIS FOR THE NEXT PRESENTATION, CAN YOU GIVE US THE HISTORY ON THAT TOO, PLEASE? CERTAINLY. CERTAINLY, YES.
[11. DISCUSSION/ACTION (Part 1 of 2)]
NEXT ITEM ON OUR AGENDA IS THE DISCUSSION AND ACTION PORTION OF THE AGENDA, ITEM NUMBER 11.I AM GOING TO MOVE THAT ITEM TO THE END OF OUR AGENDA AFTER ITEM 12, CONSENT AGENDA.
AND DOCTOR GLENN, I BELIEVE THAT'S YOU.
TONIGHT WE ARE ASKING TRUSTEES TO MAKE AN AMENDMENT TO T POLICY.
TONIGHT WE ASK THAT YOU AMEND OUR T POLICY 5.9.3 TO ALLOW US TO CONTINUE THAT PRACTICE.
IT WOULD EXEMPT ALL HIGH SCHOOL LEVEL MATH.
MOST IMPORTANTLY, TO ENSURE OUR POLICY REFLECTS THE INFORMATION THAT FOR THE BETTER PART OF THE LAST DECADE OR MORE, OUR ADMINISTRATION HAS BEEN PRESENTING TO PARENTS AND FAMILIES. SO EFFECTIVELY, THIS POLICY CHANGE WILL KEEP OUR CURRENT PRACTICE IN PLACE, AND IT WILL HAVE NO BEARING ON HOW GPA IS CALCULATED, AND FAMILIES WILL SEE NO IMPACT TO WHAT THEY'VE BEEN TOLD IN THE PAST BY ADMINISTRATION.
I APPRECIATE THAT, DOCTOR GLENN.
AND I SUPPOSE THAT WE HAVE PROBABLY SOME POLICIES THAT HAVE BEEN AROUND FOR A LONG, LONG TIME THAT MAYBE WE'VE PIVOTED FOR WHATEVER REASON OR ANOTHER AND HAVE BEEN DOING SOMETHING THAT YOU KNOW, SETTING PRECEDENT SUCH AS THIS PAST PRACTICE.
SO I THINK IT'S I THINK IT'S IMPORTANT THAT WE UPDATE AS WE FIND THESE THINGS.
AND I APPRECIATE YOU BRINGING THIS TO OUR ATTENTION.
YES. MOTION TO APPROVE LOCAL POLICY 5.9.3 AS PRESENTED.
AND SECOND, ANY FURTHER DISCUSSION? ALL IN FAVOR? MOTION CARRIES 7 TO 0.
CONSIDER APPROVAL OF PROPOSED LOCAL BOARD POLICY 3.5.2 TO ANNUALLY ADOPT A BALANCED BUDGET.
I MODIFIED, MADE SOME MINOR MODIFICATIONS.
WHAT I DID IS WE TALK ABOUT REVENUES AND EXPENDITURES.
SO SELL A PROPERTY FOR INSTANCE.
SO THAT IS OUR LARGE OPPORTUNITY TO BALANCE THE BUDGET GOING FORWARD WITHOUT REVENUES.
YES, SIR. YEAH. VERY IMPORTANT.
THANK YOU. I KNOW WE WE HAD SOME DISCUSSION ON THIS AT OUR LAST MEETING AND SOMETHING THAT'S VERY IMPORTANT THAT TO OUR BOARD AND THAT IS THE DISTRICT ALWAYS NEEDS TO FIND A WAY TO PRESENT A BALANCED BUDGET SO THAT WE ARE ABLE TO CONTINUE OUR FIDUCIARY RESPONSIBILITY AND COMMITMENT TO OUR COMMUNITY.
[01:55:06]
QUESTIONS FOR MR. JOHNSON.I JUST HAVE ONE QUESTION, AND THAT IS.
I KNOW THIS BOARD HAS NOT BEEN AFRAID TO DO THINGS THE FIRST IN THE STATE.
I WOULD LIKE MR. JOHNSON TO SAY, HOW MANY DISTRICTS DO YOU KNOW HAVE THIS AS A LOCAL POLICY TO HAVE A BALANCED BUDGET? I'M ACTUALLY NOT AWARE OF ANY, BUT THERE ARE A LOT OF DISTRICTS THAT SAID, YOU KNOW, I'VE NOT ACTUALLY HEARD IT DISCUSSED.
BUT AGAIN, I THINK IT'S A GREAT THING TO HAVE.
WE ALWAYS WANT TO FOCUS ON THAT FIDUCIARY RESPONSIBILITY AND HAVING A BALANCED BUDGET.
SECOND. OKAY. WE HAVE A MOTION AND SECOND.
ANY FURTHER DISCUSSION? ALL IN FAVOR? MOTION CARRIES 7 TO 0.
THANK YOU. MOVING ON TO ITEM 11.4.
CONSIDER APPROVAL OF REPLACEMENT OF CARROLL ISD STORAGE AREA NETWORK.
IT HAS REACHED END OF LIFE AND IS AND IS UP FOR REFRESH.
ONE QUESTION THAT DID COME UP WAS IF WE NEED TO RECONFIGURE OUR DATA CENTER FACILITIES, WOULD WE STILL NEED THIS PURCHASE? AND THE ANSWER IS YES, WE STILL NEED THE STORAGE, NO MATTER WHAT OUR CONFIGURATION OF OUR DATA CENTERS IS MOVING FORWARD.
ALSO ANOTHER HIGHLIGHT IS THIS PURCHASE DOES INCLUDE SIX YEARS OF MAINTENANCE AND SUPPORT.
SO IF A HARD DRIVE WAS TO FAIL OVER THE NEXT SIX YEARS IF PURCHASED.
ARE THERE ANY QUESTIONS? SO, MR. STUART, WE APPRECIATE YOU BRINGING THIS TO OUR ATTENTION.
THIS IS JUST A RENEWAL OF AN EXISTING CONTRACT THAT'S OUTLIVED ITS USEFUL LIFE.
IT'S HARDWARE THAT'S REACHED END OF LIFE.
AND SO IT'S REFRESHING IT WITH A NEW APPLIANCE.
YEAH. ANY OTHER QUESTIONS FOR MR. STUART? JUST HAS THIS BEEN A PART OF THE BUDGET? IT HAS. YES. VERY GOOD QUESTION.
IT IS WAS BUDGETED FOR WITHIN THE 24-25 BUDGET AND IS UNDER BUDGET.
WERE YOU ABLE TO FIND OUT IF THE OEM WOULD HONOR THE AGREEMENT AND THE PRICING FOR THE FUTURE YEAR? I THINK THAT WAS AN ISSUE IN THE LAST DISCUSSION.
IN THIS, SINCE IT INCLUDES THE SIX YEARS OF MAINTENANCE AND SUPPORT, IT'S NOT AN ISSUE OF IF WE BUY OFF THE SHELF HARD DRIVES FROM SOMEBODY ELSE, WILL THEY SUPPORT THEM? NO.
YOU GOT TO USE THEIR DRIVES WITH IT.
OKAY. I WAS UNDER THE IMPRESSION THAT WE HADN'T VERIFIED THAT THEY WERE GOING TO HOLD THE PRICING FOR THIS YEAR, SO THANKS FOR CLARIFYING THAT. YEP.
MOTION TO APPROVE THE PURCHASE OF A STORAGE AREA NETWORK SAN FROM NETSYNC FOR $825,000 AS PRESENTED.
ANY FURTHER DISCUSSION? ALL IN FAVOR? MOTION CARRIES 7 TO 0.
THANK YOU MR. STUART. THANK YOU VERY MUCH. I'M GOING TO DO THAT.
OKAY. MOVING ON TO ITEM NUMBER 12.
[12. CONSENT AGENDA]

I WOULD JUST LIKE TO MENTION THIS.
[02:00:08]
WE'VE SAID MANY TIMES BEFORE THE INCREDIBLE PARENTS THAT WE HAVE, THIS IS RARE THAT WE ARE ABLE TO SPEAK THIS.AND THANK YOU SO MUCH FOR THAT GENEROUS DONATION, MR. ALVAREZ. ABSOLUTELY.
I MOVE TO APPROVE THE CONSENT AGENDA.
ANY FURTHER DISCUSSION? ALL IN FAVOR? MOTION CARRIES 7 TO 0.
[2. EXECUTIVE SESSION (Part 2 of 2)]
551.072, 551.074, 551.076 AND 551.0821 AT 8:01 P.M.. OKAY, WE'LL CALL THIS MEETING BACK TO ORDER AT 08:11 P.M.[6. CONSIDERATION AND POSSIBLE ACTION ON ANY MATTERS ADDRESSED IN EXECUTIVE SESSION]
AND WE WILL GO BACK TO ITEM NUMBER SIX ON THE AGENDA.YES. MR. BRYAN. PRESIDENT BRYAN, I WOULD MAKE A MOTION TO APPROVE THE RECOMMENDATION FOR PERSONNEL THAT WAS MADE IN EXECUTIVE SESSION.
ALL IN FAVOR? MOTION CARRIES 7 TO 0.
[11. DISCUSSION/ACTION (Part 2 of 2)]
OKAY. MOVING TO THE LAST ITEM ON THE AGENDA THAT I MOVED.I MOVE THAT THIS BOARD DIRECT ALL 115 VOTES TO MR. MIKE ALFRED.
