IN TOTAL, WE HAD 26 ADVOCATES FROM CISD WHO REARRANGED THEIR SCHEDULES AND BRAVED SOME VERY TRICKY WEATHER AND ROAD CONDITIONS TO GET TO AUSTIN, INCLUDING THREE BOARD MEMBERS. SO, IT WAS VICE PRESIDENT EAGER, SECRETARY STACEY AND MYSELF. FOUR PRINCIPALS, ADMINISTRATORS. WE HAD PTO PRESIDENTS AND THEN CISD COMMITTEE AND COMMUNITY MEMBERS. ADDITIONALLY, THE TRUSTEE GROUP THAT TRUSTEE STACEY AND I WERE ON JOINED TOGETHER WITH FIVE ADDITIONAL TRUSTEES FROM SCHOOL DISTRICTS ACROSS TEXAS, INCLUDING THE NUMBER THREE AND NUMBER SEVEN LARGEST SCHOOL DISTRICTS. AND WE ALL ADVOCATED TOGETHER, PUSHING ON THE SAME ISSUES. DURING THAT DAY, WE EXECUTED ON 30 LEGISLATOR MEETINGS, INCLUDING MANY WITH PUBLIC EDUCATION COMMITTEE MEMBERS AND CHAIRS. FRESHMAN LEGISLATORS WHO MAY NOT YET BE ENGAGED IN PUBLIC SCHOOL FINANCE. AND WE HAD COLLABORATIVE CONVERSATIONS WITH OUR VERY OWN STATE SENATOR AND REPRESENTATIVE. BEYOND THE SCHEDULED MEETINGS, DOZENS MORE PACKAGES WERE LEFT WITH OTHER LEGISLATORS TO PROVIDE EDUCATION ABOUT TEXAS SCHOOL FINANCE AND CARROLL ISD'S LEGISLATIVE PRIORITIES, WHICH, AS A REMINDER, ARE AN INCREASE IN THE BASIC ALLOTMENT. WE WANTED TO FUND UNDERFUNDED MANDATES, SPECIFICALLY SPECIAL EDUCATION AND RECAPTURE REFORM. AND THEN PART OF THAT BASIC ALLOTMENT IS AN INCREASE IN TEACHER PAY RAISES AS WELL. TRAINING OUR COMMUNITY AND SCHEDULING MEETINGS, CREATING ALL OF THE RESOURCES THAT WE USE THAT DAY WAS A VERY HEAVY LIFT. SO I DO WANT TO GIVE A VERY BIG SHOUT OUT TO OUR COMMUNICATIONS TEAM. SO THAT WAS JACQUELINE HARWELL AND JEFF BRADY FOR THEIR CONTRIBUTIONS TO MAKE THAT DAY A GREAT SUCCESS. AND I CAN SAY THAT CARROLL ISD, WE ABSOLUTELY MOVE THE NEEDLE. SO, BUT BEFORE WE START, I HAVE TO QUICKLY INTRODUCE THE TEAM THAT MAKES ALL THIS MAGIC HAPPEN. FIRST, WE HAVE ALLISON FIKE FOR SHE IS THE COORDINATOR OVER FEDERAL PROGRAMS. JENNY GLICK. SHE'S THE COORDINATOR OVER SPECIALIZED BEHAVIOR SUPPORTS. SARAH MAYO, SHE IS THE COORDINATOR OVER SPECIALIZED CURRICULUM AND INSTRUCTION. CHERI MEADOWS, SHE IS THE MTSS SPECIALIST. AND MARY DAVIS, SHE IS THE ESL AND PRE-K SPECIALIST. NONE OF THIS COULD HAPPEN WITHOUT THESE AMAZING LADIES, SO I APPRECIATE THEM SO MUCH. ALL RIGHT, LET'S DIVE INTO SPECIAL PROGRAMS. BY THE NUMBERS. FIRST OFF, WE HAVE 932 STUDENTS SERVED IN SPECIAL EDUCATION. THAT'S 11.5% OF OUR TOTAL STUDENT ENROLLMENT. WE HAVE FIVE AND 914 STUDENTS IN 504. WE HAVE 335 STUDENTS IDENTIFIED AS EMERGENT BILINGUAL. 1002 STUDENTS ARE HAVE INTERVENTION PLANS THROUGH OUR MTSS INTERVENTION PROGRAM. AND WE HAVE 274, THREE AND FOUR YEAR OLDS IN OUR PRE-K. A LITTLE BIT ABOUT THE MTSS. WE HAVE ABOUT 500 STUDENTS THAT ARE RECEIVING EITHER TIER TWO OR TIER THREE INTERVENTIONS, AND THAT'S WHEN THEY'RE PULLED OUT OF THE CLASSROOM. AND THEY EITHER WORK LIKE TIER TWO IS 2 TO 3 TIMES A WEEK, 60 TO 90 MINUTES, AND TIER THREE IS FOUR OR MORE TIMES A WEEK FOR 60 TO 120 MINUTES. 134 STUDENTS THIS YEAR WERE EXITED FROM THE MTSS PROGRAM BECAUSE THEY TESTED WITH WITHIN THE GRADE LEVEL EXPECTATIONS FOR READING AND OR MATH. SO THAT WAS THAT'S A HUGE ACCOMPLISHMENT. AND 51 OF THE STUDENTS CAME IN, HAD AN INITIAL EVALUATION, AND THEY QUALIFIED FOR SPECIAL EDUCATION. SO, WE ARE SUPPORTING THEM MORE FULLY. AND THEN OUR PRECIOUS PRE-K PROGRAM, WE HAVE SIX THREE YEAR OLD CLASSROOMS FOR 102 STUDENTS, 102 THREE YEAR OLDS. NINE FOUR YEAR OLD CLASSROOMS. WE HAVE 170 FOUR YEAR OLDS. AND TODAY WAS A VERY SPECIAL DAY. WE WENT LIVE WITH OUR PRE-K ENROLLMENT AND LAST CHECK WE HAD OVER 120 STUDENTS. WE HAD WHAT, 60 IN THE FIRST THREE MINUTES. SO IT'S A HUGE PROGRAM HERE. IT'S A BIG SUCCESS AND OUR COMMUNITY LOVES IT. OUR PRE-K PROGRAM IS HOUSED AT CARROLL ELEMENTARY, OLD UNION, AND ROCKENBAUGH. SO LET'S GO AND LET'S DIG A LITTLE DEEPER INTO SPECIAL EDUCATION. OUR THIS IS PRIMARY ELIGIBILITY. SO THAT'S THE MOST HANDICAPPING CONDITION. YOU CAN ALSO HAVE A SECONDARY AND A TERTIARY ELIGIBILITY. BUT WE'RE JUST LOOKING AT WHAT IS THE MAIN DRIVER. SO, THE BIGGEST ONE WE HAVE IS A SPECIFIC LEARNING DISABILITY. AND 34% OF THE STUDENTS IN SPECIAL EDUCATION HAVE THAT. A 190 OR 20% OF THAT IS DYSLEXIA. SO WE HAVE HAD A BIG INCREASE IN OUR SPECIAL ED NUMBERS, AND THAT THE BIG DRIVER IN THAT IS MOVING DYSLEXIA, WHICH WAS HISTORICALLY HOUSED UNDER 504 UP UNDERNEATH SPECIAL EDUCATION SPEECH IMPAIRMENT IS 33%. SO THOSE ARE OUR TWO BIGGEST AREAS. OTHER HEALTH IMPAIRMENT IS 13. EMOTIONAL DISABILITY 7%. [00:10:03] AUTISM 5% AND DEAFBLIND IS 4%. AND EVERY YEAR AFTER AN ARD COMMITTEE. EACH ARD COMMITTEE MEMBER IS GIVEN A CHANCE TO PROVIDE FEEDBACK ON HOW THE ARD WENT. IN THIS SLIDE, YOU WILL SEE THAT 95.7% OF THE RESPONDENTS SAID THEY WERE SATISFIED TO VERY SATISFIED WITH HOW THE ARD MEETING WENT. WE'RE VERY PROUD OF THIS MEASURE BECAUSE IT SHOWS THAT OUR ARD MEETINGS ARE BEING EFFECTIVE AND WE'RE MAKING REALLY GOOD IEPS FOR OUR KIDS. SO THAT'S THE LAST SLIDE. BUT I ALSO KIND OF WANT TO DIG IN A LITTLE DEEPER ON ALL THE UNFUNDED MANDATES THAT WE SERVE IN SPECIAL PROGRAMS. SPECIAL EDUCATION RECEIVES $4.5 MILLION AND SPENDS ABOUT 8.9 MILLION. GIVING OF GIVING CARROLL ISD A DEFICIT OF 4.3 MILLION IN SPECIAL EDUCATION ALONE. DYSLEXIA RECEIVES ABOUT 270,000. SPENDS ABOUT 720,000, GIVING US A DEFICIT OF AROUND 450,000. BILINGUAL ALLOTMENT. WE RECEIVE 167,000. SPEND 188,000, GIVING US A DEFICIT OF 21,000. SO, YOU CAN SEE THAT THE SPECIAL EDUCATION PORTION OF THAT IS THE BIGGEST DRIVER. BUT WHEN YOU ADD ALL OF THOSE TOGETHER, CARROLL ISD IS PAYING $4.8 MILLION MORE THAN WE ARE RECEIVING TO EDUCATE THESE CHILDREN. SO EARLIER THIS YEAR, CARROLL ISD, WITH THE HELP OF EUBANKS INTERMEDIATE SCHOOL, PARTNERED WITH TIA TO WORK ON A PILOT STUDY TO LOOK AT A DIFFERENT WAY OF FUNDING. HISTORICALLY, SPECIAL EDUCATION HAS BEEN FUNDED ON A LOCATION MODEL. IF YOU WERE IN MAINSTREAM, WE GOT THIS MUCH MONEY. IF YOU WERE IN RESOURCE, WE GOT THIS MUCH MONEY, ETC.. HOWEVER, THAT DOESN'T REALLY SHOW AND TELL THE WHOLE STORY OF WHAT WE DO IN SPECIAL EDUCATION. WE OUR GOAL IS TO HAVE CHILDREN IN THE IN GENERAL EDUCATION AS MUCH AS POSSIBLE. THAT'S WHERE THE BEST LEARNING HAPPENS. SO, WHAT WE DID IS WE LOOKED. WE ARE. TIA ASKED US FOR HELP ON A SERVICE INTENSITY MODEL OF FUNDING, AND I'M VERY EXCITED ABOUT THIS MODEL OF FUNDING ONE BECAUSE IT WILL ADDRESS IN CARROLL ISD. WE ARE DOING A CO-TEACH MODEL IN FIFTH GRADE UP AND THAT WILL BETTER FUND THAT CO-TEACH MODEL BECAUSE IT'S MORE INTENSIVE. SO, I'M EXCITED ABOUT THIS NEW MODEL. IT IS INCLUDED IN HOUSE BILL TWO AND SENATE BILL 568, WHICH IS GETTING HEARD TOMORROW MORNING. AND I AM STILL WORKING WITH TEA TO FINE TUNE THIS MODEL, THIS SERVICE INTENSITY MODEL. SO AND I JUST WANT TO FINISH BY SAYING, THANK YOU SO MUCH FOR YOUR UNWAVERING SUPPORT OF ALL OF OUR STUDENTS THAT ARE IN SPECIAL PROGRAMS. WE REALLY APPRECIATE IT. SO ANY QUESTIONS THAT YOU MAY HAVE. SO, I'M JUST WONDERING IF THIS BILL, IF PASSED IN ITS CURRENT FORM, IS GOING TO GIVE US TOTAL RELIEF OR IS IT SOMETHING LESS THAN TOTAL RELIEF? AND DO YOU KNOW WHAT THAT IS? I DO NOT KNOW WHAT THE RELIEF LOOKS LIKE AT THIS TIME. I, MY PERSON THAT I'VE WORKED WITH AT TEA IS KRISTEN MCGUIRE. SHE HAS NOT RELEASED THAT DATA YET. ON WHAT THE ACT UNLESS YOU HAVE SEEN.
