I AM SO EXCITED THAT THE STATE HAS DECIDED TO PASS A LAW FOR NO PHONES.

BELL TO BELL. NOW COMES THE TOUGH PART. WE AS A DISTRICT HAVE LESS THAN EIGHT WEEKS TO MAKE IT EFFECTIVE.

WE CANNOT WAIT FOR THE LAW TO GO EFFECT, WHICH IS SEPTEMBER 1ST SINCE SCHOOL STARTS, I BELIEVE AUGUST 12TH.

DOING IT AND WAITING TILL SEPTEMBER 1ST WOULD BE A BIG CHALLENGE TO GET OUR STUDENTS TO UNDERSTAND.

THEY HAD THREE WEEKS OF WHAT THEY CALL FREEDOM AND THEN BRING IT INTO PLAY.

SO I STRONGLY SUGGEST THAT WE BUILD THE RIGHT PLANS, THE RIGHT COMMUNICATION TO PARENTS, STUDENTS, FACULTY AND ADMINISTRATION AND HAVE THE RIGHT ENFORCEMENT.

[6. PRESIDENT'S REPORT]

DO WE HAVE ANY COMMITTEE REPORTS TO REPORT ON TONIGHT? TRUSTEES. JUST ONE QUICK ONE. AND THAT IS THAT THE TIGER TEAM MET EARLIER THIS MONTH ON JUNE 3RD.

I JUST WANTED TO THANK IF PEOPLE IN OUR COMMUNITY REMEMBER, WE HAD OUR ORIGINAL BRAC COMMITTEE, WHICH WAS VERY LARGE. WE HAD STAKEHOLDERS FROM PRINCIPALS, PTO PRESIDENTS, AS WELL AS TEACHERS AND MEMBERS OF THE COMMUNITY ADMIN AND A FEW FROM THE BOARD. AND IT WAS GREAT THAT WE HAD SO MANY PEOPLE THAT OFFERED TO BE ON THESE SPECIAL TIGER TEAMS TO SORT OF DRILL DOWN ON SOME OF THESE BUDGET REDUCTION ITEMS. AND THAT MEETING WENT REALLY WELL, AND I JUST WANTED TO AGAIN, SAY THANKS TO THE COMMUNITY THAT'S INVOLVED IN THAT.

WE WILL HAVE FUTURE TIGER TEAMS ON OTHER MATTERS.

AND, YOU KNOW, IF YOU'RE INTERESTED IN SERVING, THERE'S GOING TO BE OPPORTUNITIES IN THE ROAD DOWN THE ROAD.

YEP. THANK YOU, TRUSTEE YEAGER, FOR THAT. ANY OTHER COMMITTEE REPORTS? OKAY. I HAVE A STATEMENT THAT'S RELATED DIRECTLY TO OUR TIGER TEAM RECOMMENDATION AS PART OF THE BRAC, AND I'LL READ IT TO YOU NOW AS PART OF OUR CONTINUED EFFORT TO ADDRESS THE PROJECTED $5 MILLION BUDGET DEFICIT FOR THE 2025-2026 SCHOOL YEAR. THE BOARD IS CONSIDERING A RECOMMENDATION FROM THE BUDGET REDUCTION ACTION COMMITTEE.

TIGER TEAM. THIS TEAM, COMPRISED OF PARENTS, TEACHERS, ADMINISTRATORS AND TRUSTEES, WAS FORMED TO PRIORITIZE WHICH BRAC RECOMMENDATIONS TO PURSUE THIS YEAR TO OFFSET THIS DEFICIT.

THE TEAM HAS RECOMMENDED THIS BOARD PURSUE A SCHOOL FUNDING MEASURE THAT WOULD REQUIRE VOTER APPROVAL AND BE INCLUDED ON THE NOVEMBER 5TH, 2025 BALLOT. THIS MEASURE, OFFICIALLY KNOWN AS A VOTER APPROVAL TAX RATE ELECTION OR VADER, IS THE RECOMMENDED PRIMARY IMMEDIATE STRATEGY TO ADDRESS OUR BUDGET DEFICIT.

THE TEAM FOUND THAT EVEN WITH THE IMPLEMENTATION OF COST REDUCTIONS IN EFFICIENCIES, ADDITIONAL LOCAL REVENUE WILL BE NECESSARY TO BALANCE THE BUDGET AND PRESERVE THE EXCEPTIONAL EDUCATIONAL PROGRAMS, TEACHER AND STAFF COMPENSATION LEVELS, AND STUDENT SERVICES. OUR COMMUNITY EXPECTS CARROLL ISD REMAINS ONE OF THE LOWEST FUNDED DISTRICTS PER STUDENT IN TEXAS IN 2025, UNDER THE STATE'S ROBIN HOOD RECAPTURE SYSTEM, WE PROJECT TO SEND $28 MILLION IN PROPERTY TAXES COLLECTED BACK TO AUSTIN FOR REDISTRIBUTION TO OTHER ISD'S IN THE STATE. THAT IS, APPROXIMATELY ONE THIRD OF OUR PROPERTY TAXES COLLECTED IN OUR COMMUNITY THAT WE CANNOT KEEP IN OUR DISTRICT. MEANWHILE, DESPITE 20% PLUS INFLATION AND AN EXPONENTIAL RISE IN THE COST OF PROVIDING EDUCATION SINCE 2019, THE TEXAS LEGISLATURE HAS ONLY INCREASED THE PER STUDENT ALLOTMENT BY 0.008%, OR $55. THIS RATE OF INFLATION ALONE WOULD EQUATE TO WHAT SHOULD HAVE BEEN A $1,000 INCREASE TO THE PER STUDENT ALLOTMENT.

THE MINUSCULE $55 INCREASE IN PER STUDENT FUNDING IS JUST NOT ENOUGH TO ALLOW OUR CURRENT SITUATION TO BE SUSTAINABLE.

THUS, WE MUST ACT NOW TO FIND ADDITIONAL REVENUE THAT WE ARE ALLOWED TO KEEP IN OUR DISTRICT.

FORTUNATELY, THIS PROPOSED SCHOOL FUNDING MEASURE PROVIDES THE MEANS TO ACHIEVE THAT OBJECTIVE.

IF PASSED, IT WOULD GENERATE ADDITIONAL OPERATING REVENUE APPROXIMATELY THREE AND A HALF TO $4 MILLION PER YEAR OF TAX MONEY.

NOT, AND I REPEAT, NOT SUBJECT TO RECAPTURE AND WITHOUT INCREASING THE TAX RATE.

THAT INCREASE, ALONG WITH OUR CONTINUING EFFORTS TO IDENTIFY COST CUTTING MEASURES AND EFFICIENCIES, WILL ALLOW US TO BALANCE OUR BUDGETS NOW AND INTO THE FUTURE.

WE BELIEVE THAT GIVING OUR COMMUNITY THE OPPORTUNITY TO VOTE ON A SCHOOL FUNDING MEASURE THAT WILL NOT RAISE THE TAX RATE, WHILE PROVIDING MUCH NEEDED ADDITIONAL REVENUE, IS THE MOST DIRECT, TRANSPARENT AND FAIR SOLUTION TO PROTECT THE HIGH STANDARDS OF EDUCATION EXPECTED IN THIS DISTRICT. WHILE PROGRESS WAS MADE IN THE 89TH LEGISLATIVE SESSION TOWARDS PROVIDING MORE FUNDING TO PUBLIC SCHOOLS IN THE STATE. THE FUNDING FALLS WAY SHORT AND DOES NOT COME CLOSE TO MEETING THE NEEDS OF OUR DISTRICT.

WE HAD HELD OUT HOPE THIS LEGISLATIVE SESSION WOULD HAVE ADEQUATELY FUNDED PUBLIC EDUCATION.

IT DID NOT AND THUS TRIGGERED THE NEED FOR IMMEDIATE ACTION BASED ON THE BRACS FIVE YEAR PLAN.

WE HOPE TO RECEIVE YOUR SUPPORT AND WILL CONTINUE DISCUSSIONS IN THE COMING MONTHS AND SEEK ONGOING INPUT FROM THE COMMUNITY AS WE MOVE FORWARD WITH THIS IMPORTANT MEASURE. THANK YOU. AND WE'LL MOVE ON TO THE SUPERINTENDENT'S REPORT.

[7. SUPERINTENDENT'S REPORT ]

DOCTOR GLENN. THANK YOU, MR. PRESIDENT. SOME GOOD NEWS.

STATE STANDARDS. OUR STATE STANDARDIZED TESTING DATA FOR 2425.

AFFIRMS ONCE AGAIN THAT WHAT WE ALREADY KNOW HERE IN CARROLL ISD AND THAT'S THAT OUR STUDENTS CONTINUE TO SET THE STANDARD FOR EXCELLENCE.

CARROLL ISD REMAINS ONE OF THE TOP PERFORMING PERFORMING ACADEMIC DISTRICTS NOT ONLY IN TARRANT COUNTY, BUT ACROSS THE STATE OF TEXAS. IN FACT, IF YOU HAD THE OPPORTUNITY LAST WEEK, THE FORT WORTH STAR-TELEGRAM HAD A GREAT ARTICLE HIGHLIGHTING CISD READING AND MATH SCORES COMPARED TO OTHER TARRANT COUNTY DISTRICTS. THIS SUCCESS IS JUST ONE OF MANY INDICATORS OF THE OUTSTANDING WORK THAT HAPPENS ACROSS OUR CAMPUSES.

OUR ACADEMIC ACHIEVEMENT IS NOT CONFINED JUST TO STATE ASSESSMENTS.

CISD CONTINUES TO LEAD ACROSS MULTIPLE DOMAINS.

OUR ACT AND SAT PERFORMANCE CONSISTENTLY SCORES WELL ABOVE NOT ONLY THE STATE, BUT ALSO NATIONAL AVERAGES.

OVER 30 NATIONAL MERIT SCHOLARS THIS YEAR. OVER 40 STUDENTS RECEIVED ATHLETIC SCHOLARSHIPS TO PLAY COLLEGE ATHLETICS AND COLLEGE.

FINE ARTS, BAND, CHOIR, THEATER PROGRAMS CONTINUE TO EARN REGIONAL, STATE, AND NATIONAL RECOGNITIONS.

THIS YEAR WE FELL A LITTLE BIT SHORT, SECOND IN THE LONE STAR CUP.

CONGRATULATIONS TO AUSTIN VANDERGRIFF FOR WINNING THE LONE STAR CUP THIS YEAR.

BUT AS OUR ATHLETIC DIRECTOR RILEY DODGE TOLD ME LAST WEEK, IT'S PRETTY INCREDIBLE TO BE IN A DISTRICT WHERE EACH AND EVERY YEAR WE'RE FINISHING IN THE TOP THREE IN THE STATE, IN THE LONE STAR CUP AND REALLY CONSISTENTLY HAVING A CHANCE TO WIN IT EVERY SINGLE YEAR.

NOT TO MENTION THE THOUSANDS OF VOLUNTEER HOURS LOGGED BY OUR KIDS STUDENTS LOGGED THESE THOUSANDS OF HOURS AS THEY WORK WITH LOCAL NONPROFITS, PROPHETS CIVIC LEADERS AND BUSINESSES TO MAKE A POSITIVE IMPACT IN OUR COMMUNITY.

SO IN ADDITION TO THESE GREAT THINGS, I WOULD REMIND YOU TO BE SURE TO THANK OUR TEACHERS FOR THE AMAZING WORK THEY DO WITH OUR KIDS.

AS WE FINISH UP THE 89TH SESSION, I KNOW WE'VE TALKED A LITTLE BIT ABOUT IT, BUT WE'RE STARTING TO DIG THROUGH THE SIGNIFICANT CHANGES THAT AFFECT PUBLIC EDUCATION.

MANY OF THE IMPLICATIONS TO THE 89TH SESSION ARE STILL BEING CLARIFIED BY TEA AND OUR LEGAL COUNSEL.

BUT LET ME HIT JUST A FEW HIGHLIGHTS. HB 2243 THE TEACHER RETENTION TEACHER RETENTION COMMISSION WAS SUPPOSED TO BE ESTABLISHED STATEWIDE TO LOOK AT WHY THERE HAS BEEN SUCH A DRASTIC INCREASE IN TURNOVER ACROSS THE STATE.

HOWEVER IT WAS PUT OUT TODAY THAT WAS VETOED BY ABBOTT SO THAT THAT BILL WILL NOT MOVE FORWARD.

WHAT WILL MOVE FORWARD IS HB TWO, ARTICLE SEVEN AND SENATE BILL 260, WHICH ARE SCHOOL SAFETY FUNDING.

WE'RE GOING TO SEE A SIGNIFICANT INCREASE THERE AS THE ALLOTMENT MOVES FROM $10 TO $20 PER STUDENT AND FROM $15,000 A CAMPUS TO JUST OVER 33,000 PER CAMPUS. THERE'S ALSO SOME CHANGES IN HB TWO, ARTICLE FIVE, AS IT RELATES TO EARLY CHILDHOOD EDUCATION, SPECIFICALLY THERE WILL BE STATE MANDATED READING AND MATH MATH ASSESSMENTS THAT WILL BE REQUIRED FOR OUR EARLY LEARNERS AND MATH ACADEMIES WILL BE REQUIRED FOR K THROUGH THREE EDUCATORS.

SO TEACHERS ARE USED TO READING ACADEMIES. NOW YOU'RE GOING TO SEE MATH ACADEMIES FOR K THROUGH THREE AND THEN YOU'RE GOING TO SEE INTERVENTION FUNDING FOR STRUGGLING READERS EXPANDED BY THE STATE. ALSO HB TWO ARTICLE FOUR AND SENATE BILL 586 RELATE TO SPECIAL EDUCATION.

DISTRICTS WILL BE REQUIRED NOW AT THE BOARD LEVEL TO HOLD ANNUAL PUBLIC DISCUSSIONS ABOUT SPECIAL ED STUDENTS AND THEIR ACADEMIC PERFORMANCE.

WE'RE REALLY UNCLEAR HOW MUCH MONEY WE'RE GOING TO SEE FLOW INTO THE DISTRICT FROM SPECIAL ED.

YOU'RE GOING TO HEAR MR. PARK TALK ABOUT THAT LATER TONIGHT WITH THE BUDGET.

WE KNOW THE STATE HAS BEEN ASKED TO PUT THE NEW TIERS OF IMPLEMENTATION IN INTO EFFECT BY FISCAL YEAR 2027, BUT WE'RE HOPING TO HAVE POSITIVE NEWS ON THE FLOW OF SPED FUNDING TO REPORT IN THE NEAR FUTURE.

BUT TONIGHT YOU'RE NOT GOING TO SEE THAT IN OUR ESTIMATES.

WE HAD A SPEAKER TONIGHT TALK ABOUT HB 1481, THE STUDENT DEVICE USE.

IT DOES PROHIBIT CELL PHONES AND SMART DEVICES DURING THE SCHOOL DAY, INCLUDING LUNCHTIME.

TEA IS WORKING ON A MODEL POLICY FOR DISTRICTS.

CURRENTLY, BRIAN NICOLL IS WORKING WITH OUR LOCAL ADMINISTRATORS ON WHAT OUR LOCAL POLICY COULD LOOK LIKE.

WE DO EXPECT THERE TO BE EXEMPTIONS IN PLACE FOR MEDICAL SPECIAL NEEDS AND THEN ALSO DOCTOR'S DIRECTIVES AND THEN FINALLY PROPERTY TAX EXEMPTIONS.

THAT'S PENDING VOTER APPROVAL IN NOVEMBER. BUT WE'VE ALL HEARD ABOUT THE HOMESTEAD EXEMPTION INCREASE AND I DO KNOW THERE IS A HOLD HARMLESS PROVISION FOR DISTRICTS.

BUT IT'S IMPORTANT TO NOTE THAT JUST BECAUSE WE'RE SEEING THE TAX RATE GO DOWN, IT REALLY DOESN'T AFFECT OUR RECAPTURE.

OUR RECAPTURE MAY DROP. BUT IT DOESN'T MEAN THE DISTRICT IS GOING TO SEE MORE MONEY.

SO IF YOU SEE THE NUMBER GO DOWN FOR RECAPTURING THE DISTRICT.

JUST KNOW THAT THOSE AREN'T FUNDS THAT AUTOMATICALLY COME INTO THE DISTRICT FOR ADDITIONAL REVENUE.

THOSE FUNDS ARE JUST PASSED ON TO THE TAXPAYERS AS PART OF A TAX BREAK.

SO ALL IN ALL, WHEN WE'RE TALKING ABOUT HB2 AND THE NEW FUNDING THAT THE DISTRICT IS GOING TO SEE, YOU'RE REALLY LOOKING AT A PROBABLY A NET INCREASE OF AROUND JUST OVER $1 MILLION AND I DON'T WANT TO STEAL MISTER PARKS THUNDER, BUT YOU KNOW, THAT'S A LOT OF MONEY PUMPED INTO TO PUBLIC EDUCATION.

BUT THE BIGGEST CHUNK OF THAT WENT INTO THE THE TEACHER RAISES AND THEN A SMALL PIECE FOR ADDITIONAL RAISES WHICH MRS. THIBODEAU WILL COVER IN HER REPORT. BUT JUST IN CLOSING I WILL TELL YOU THAT WE'VE HAD ANOTHER EXCEPTIONAL SCHOOL YEAR.

AND I DO WANT TO EXPRESS MY DEEP GRATITUDE NOT ONLY TO THIS BOARD, BUT ALSO OUR STUDENTS, OUR FAMILIES AND OUR COMMUNITY. IT IS THE SUPPORT OF EVERYONE THAT MAKES OUR DISTRICT GREAT AND HELPS US CONTINUE TO PERFORM AT A HIGH LEVEL YEAR IN AND YEAR OUT.

GREAT REPORT AND JUST TO PUT IT IN PERSPECTIVE. OUT OF THE 8.5 BILLION ADDITIONAL FUNDING THAT EVERYONE IS BRAGGING ABOUT, THAT IS GOING TO PUBLIC SCHOOLS THAT NETS CARROLL ISD.

I JUST WANT TO REPEAT THIS AGAIN. WE'RE GOING TO REPEAT IT OVER AND OVER WITH MR. [8. PUBLIC HEARING TO DISCUSS AND ADOPT 2025-26 BUDGET ]

BUDGET. AT THIS TIME, THE PUBLIC HEARING IS DECLARED OPEN AND I'LL ASK THE ADMINISTRATION TO TAKE US THROUGH A PRESENTATION REGARDING THE 2025-2026 PROPOSED BUDGET.

MR. PARK FLOOR IS YOURS, MR. BRIAN. DOCTOR GLENN.

TRUSTEES. GOOD EVENING. I'M HONORED TO COME HERE TONIGHT TO PRESENT THIS PUBLIC HEARING TO DISCUSS AND ADOPT THE 2025-26.

BUDGET. DID I PUT SOMETHING? RIGHT. SO, AS YOU ALL KNOW, WE'VE BEEN THROUGH THIS KEY DATES.

EARLIER THIS MONTH, WE PUBLISHED OUR NOTICE OF TO DISCUSS THE BUDGET AND THE PROPOSED TAX RATE IN THE PAPER, AS WELL AS OUR WEBSITE TODAY. WE ARE HERE FOR THE BOARD TO ADOPT OUR PROPOSED BUDGET FOR NO INS.

AND THEN IN JULY, ONCE WE RECEIVE OUR TAXABLE VALUES FROM THE TED WE WILL BE ABLE TO PRESENT AND THEN ALSO ADOPT OUR TAX RATE IN AUGUST OR SEPTEMBER, IF NECESSARY. SO THIS IS JUST A COPY OF THE NOTICE THAT WENT OUT IN THE PUBLIC PUBLICATIONS AS WELL AS OUR WEBSITE. MOVING ON TO THE PRELIMINARY TAX RATE.

SO AS THE, AT THE TIME OF THIS CALCULATION THE TEMPLATES AND EVERYTHING THAT WAS AVAILABLE.

THEY DID NOT 100% ACCURATELY CALCULATE OUR MCR AND SO THAT'S SOMETHING THAT I'M CONTINUING TO WORK ON WITH, TEA AND ALSO THE OTHER AGENCIES TO AS MORE ACCURATE INFORMATION AND TEMPLATES COME AVAILABLE TO MORE

ACCURATELY FORECAST THAT AND THEN ONCE OUR TAXABLE VALUES COME OUT IN JULY WE WILL BE ABLE TO 100 WITH 100% CERTAINTY.

KNOW WHAT OUR MCR IS GOING TO BE. SO BUT AT THIS TIME I WANT TO HIGHLIGHT THAT OUR ENRICHMENT TAX RATE IS GOING TO GO UP TO EIGHT GOLDEN PENNIES, WHICH WILL THEN TRIGGER THE VAT ELECTION AND THAT IS SOMETHING THAT WILL BE IN THIS PROPOSED BUDGET FOR YOU TO CONSIDER AND ADOPT.

SO WITH THE CURRENT CHANGES AND IN ORDER TO STAY AT A TOTAL TAX RATE OF LESS THAN WHAT WE ARE CURRENTLY AT WE WILL DROP THE I&S RATE BY BY $0.01 PER $100 VALUE.

SO OUR TOTAL TAX RATE CURRENTLY AS PRESENTED IS AT 9588, WHICH IS 0.02 $0.09 BELOW WHAT OUR CURRENT TAX RATE IS FOR FY 25. I APPRECIATE THAT THIS SLIDE MR. PARK, I JUST IF I MAY POINT OUT TO THE COMMUNITY A LINE NUMBER TWO, WHICH IS THE ENRICHMENT TAX RATE.

IN THE PRESIDENT'S REPORT, I MENTIONED THAT WE ARE GOING OUT FOR A FUNDING MEASURE ON THE NOVEMBER 5TH, 2025. BALLOT FOR VOTERS TO APPROVE A TAX RATE THAT WILL ALLOW US TO KEEP THREE AND A HALF TO $4 MILLION IN THE DISTRICT WITHOUT HAVING TO PAY THAT BACK TO THE STATE AND THAT SECOND LINE REALLY DOES IT FOR US.

SO RIGHT NOW, IN THE 2024, 25 YEAR, THIS YEAR WE ARE WE HAVE A .05.

SO FIVE PENNIES IN OUR TAX RATE FOR M&O AND THE STATE ALLOWS US TO INCREASE THAT FIVE PENNIES BY THREE TO A TOTAL OF EIGHT. THAT'S NOT SUBJECT TO RECAPTURE. BUT THOSE THREE ADDITIONAL PENNIES THAT WE CHARGED THE PUBLIC HAS TO BE APPROVED BY VOTE FOR THE PUBLIC. SO IF YOU TAKE A LOOK AT THAT, IN THE FACT THAT WE HAVE ENOUGH ROOM IN OUR I&S TAX RATE, THAT BELOW LINE THAT WE CAN REDUCE IT BY A PENNY, IT GIVES US A LOWER EFFECTIVE OR TOTAL TAX RATE THAN WE HAVE TODAY.

SO THAT'S WHAT I MEANT IN READING THAT. PRESIDENTS REPORT THAT A VOTE FOR THIS WILL NOT INCREASE.

IN FACT, IT WILL DECREASE YOUR TAX RATE. IN FACT, WE EVEN HAVE MORE ONCE THE AUGUST SEPTEMBER TIME FRAME COMES THAT THIS BOARD COULD CONSIDER IF THEY WANTED TO REDUCE IT EVEN MORE.

SO I JUST WANT TO POINT THAT OUT. MR. PARK AND BOARD.

THAT SAID, THE COMMUNITY UNDERSTANDS THAT YOU KNOW, WE DON'T CONTROL THE APPRAISALS OUR APPRAISALS, IN OUR DISTRICT KEEP ON GOING UP BECAUSE WE HAVE SUCH AWESOME SCHOOLS.

IN FACT, WE HAVE THE NUMBER ONE SCHOOL DISTRICT IN THE STATE OF TEXAS. THAT'S WHY OUR PROPERTY VALUES KEEP GOING UP EVERY SINGLE YEAR.

YOUR TAX RATE STAYING THE SAME OR LESS. DOES IT MEAN THAT YOUR PROPERTY TAXES WILL NOT INCREASE THAT IS DEPENDENT ON YOUR PROPERTY VALUE OR YOUR APPRAISAL? SO I JUST WANT TO MAKE SURE THAT THE COMMUNITY UNDERSTANDS THAT POINT, THAT PROPERTY TAXES AND THE PROPERTY TAX RATE ARE TWO VERY DIFFERENT THINGS IN THIS COMMUNITY. WE WILL BE VOTING ON THE PROPERTY TAX RATE AND I'LL JUST INJECT ONE THING AND THIS WILL BE THE FIFTH CONSECUTIVE YEAR THAT THIS BOARD HAS LOWERED THE TAX RATE, THE OVERALL TAX RATE FOR TAXPAYERS IN OUR COMMUNITY.

LAST YEAR, WE WERE THE ONLY DISTRICT IN TARRANT COUNTY TO ADOPT A RATE BELOW THE NO NEW REVENUE TAX RATE AND MAYBE EVEN STATE DOCTOR GLENN FOR OUR SIDE [INAUDIBLE] A 6A DISTRICT VERY LIKELY DISTRICT. AND SO I THANK YOU FOR POINTING THAT OUT.

SO IS WE PROJECT RATES AS MR. PARKER SAID CERTAINLY WE ARE WAITING FOR CERTIFIED VALUES TO COME IN.

THAT'S ONE PUTS US A LITTLE BIT BEHIND WHEN WE ADOPT AN EARLY BUDGET, WE'VE GOT TO WAIT ON CERTIFIED VALUES TO COME.

OBVIOUSLY, WITH NEW LEGISLATION, THE TEMPLATES ARE A LITTLE WEAK.

THOSE WILL TIGHTEN UP BETWEEN NOW AND AUGUST WHENEVER WE ADOPT THE TAX RATE.

BUT AGAIN, I THINK THIS BOARD HAS SHOWN THAT FROM A FISCAL STANDPOINT, Y'ALL ARE GOOD STEWARDS AND WHEN GIVEN THE OPPORTUNITY, YOU'RE GOING TO PUSH THAT RATE WELL, LOWER THAN IT WAS IN PREVIOUS YEARS AND THIS YEAR SHOULD BE NO DIFFERENT, EVEN AS WE CONSIDER A POSSIBLE ELECTION TO GENERATE ADDITIONAL SURPLUS REVENUE.

THANK YOU, DOCTOR GLENN. MR. PARK, BEFORE YOU MOVE ON TO THE NEXT SLIDE, I APPRECIATE PRESIDENT BRYAN POINTING OUT THE M&O RATE MIGHT GO UP, BUT THE I&S RATE WILL GO DOWN.

AND I THINK THAT'S COMMONLY REFERRED TO AS A SWAP AND DROP.

IS THAT CORRECT? YEAH. WELL, WE ARE TRYING TO USE A MORE FRIENDLY TERM, KIND OF AN EXCHANGE OR YOU KNOW, WE'RE JUST TRYING TO FOCUS ON A LOWER TOTAL TAX RATE THAN, THAN PREVIOUS YEARS.

OKAY. BUT THE POINT IS THAT, YEAH, THAT'S LANGUAGE DISTRICTS DON'T USE ANYMORE.

OKAY. THE SECOND THING I'M JUST CURIOUS ABOUT, I KNOW THAT THE APPRAISAL RATES WILL BE ESTABLISHED IN JULY,

BUT I THINK THERE'S A PERIOD WHEN PEOPLE CAN PROTEST THEIR APPRAISED RATES, PROPERTY VALUES.

AND I WONDER, DOES THAT HAVE VERY MUCH OF AN IMPACT? YOU SAID IN JULY YOU COULD CONFIRM FOR US EXACTLY WHERE WE WOULD BE, BUT I DON'T KNOW HOW LONG PEOPLE.

I BELIEVE THE PROTEST PERIOD SHOULD BE ENDING SOON.

AND THEN ONCE YOU KNOW THE TIDE WILL PRESENT THE CERTIFIED VALUES BASED ON, YOU KNOW, WHERE THEY CLOSE, WHERE THEY END, THOSE PROTEST VALUES. SO IN JULY, WHEN YOU HAVE THE NUMBERS, THE PROTEST PERIOD WILL ALREADY BE.

YEAH, THAT THE CERTIFIED VALUE IS WHAT WE KIND OF CONSIDERED THE OFFICIAL VALUES FOR THIS FISCAL YEAR.

THERE CAN BE PROTESTS THAT ARE ONGOING BEYOND THAT.

BUT WE I MEAN, IT'S NOT SIGNIFICANT ENOUGH THAT IT REALLY AFFECTS OUR OVERALL REVENUE.

PLUS, BEING A RECAPTURE DISTRICT, WE KNOW WE'RE GOING TO BE HIGH ENOUGH THAT WE'RE GOING TO BE PAYING IN ANYWAY. SO ONCE YOU MEET A CERTAIN THRESHOLD, YOU'RE GIVING IT TO THE STATE. RIGHT. THANK YOU. SO AGAIN, JUST A RECAP OF THE PARAMETERS THAT WE USE DURING OUR BUDGET PROCESS THIS YEAR. WE ARE CONTINUING TO ASSUME THE 131 STUDENT DECLINE PROJECTED BY OUR DEMOGRAPHERS.

THAT KIND OF EQUATES TO ABOUT A $1.1 MILLION LOSS IN FUNDING AND SO THIS YEAR, WE ARE PROJECTING A 7973 PROJECTED ENROLLMENT FOR STUDENTS. OUR MAY PRELIMINARY TAXABLE VALUES CAME IN AT 14.8 BILLION. THAT IS AN INCREASE OF 6.5% OVER LAST MAY.

AND ALSO, ONE THING TO CONSIDER THAT IT'S HARD TO PROJECT WHERE OUR CERTIFIED VALUES WILL FALL THIS YEAR BECAUSE OF THIS INCREASE IN A HOMESTEAD EXEMPTION.

SO THAT'S ONE THING THAT WILL BE CLOSELY MONITORING AS WE GET INTO JULY AND AUGUST.

AGAIN, THE STAFF COMPENSATION CONSIDERATIONS FROM HOUSE BILL TWO, ALL THE TEACHER SALARY INCREASES FOR THE THREE AND FOUR YEAR TEACHERS AT $2,500, AND THEN FIVE PLUS YEAR TEACHERS AT $5,000. THAT WILL ADD APPROXIMATELY A $2.8 MILLION EXPENDITURES INTO OUR BUDGET AND THEN ALSO WE HAVE ADDED ABOUT 395,000, BUT YOU KNOW, TOTAL WITH THE ADDITIONAL EMPLOYER CONTRIBUTIONS AND THINGS, YOU KNOW, THAT WILL TOTAL ABOUT $450,000 FOR A SUPPORT STAFF FROM THE SUPPORT STAFF ALLOTMENT.

THAT'S ALL THAT WAS ALSO IN HOUSE BILL TWO. SO TOTAL WE'RE LOOKING AT ABOUT $3.2 MILLION IN ADDED EXPENDITURES FOR SALARIES.

SO JUST ASK A QUESTION AND YOU MAY OR MAY NOT KNOW THE ANSWER TO THIS, BUT WHEN WE HAD A MEETING WITH SENATOR HANCOCK, HE MADE MENTION THAT COMPRESSION RATE HELPS OUR SCHOOL DISTRICT BETTER WITH RECAPTURE THAN HOMESTEAD EXEMPTION.

DO YOU HAVE ANY INSIGHTS INTO THAT? I'M NOT SURE IF THAT WAS THE TAKE I GOT.

YEAH. HERE. THIS IS AGAIN. I MAY BE WRONG. FROM WHAT I UNDERSTAND.

AND THAT IS THAT THE COMPRESSION IS DETERMINED.

EVERY LEGISLATURE. YES, BUT A HOMESTEAD IS IN THE CONSTITUTION.

SO IT'S AGAIN, I MAY BE WRONG, BUT IT SEEMED LIKE THAT WAS FIXED.

SO, YOU KNOW, AS IT GOES UP, IT STAYS THERE WHERE COMPRESSION CAN CHANGE OR THERE CAN BE NO COMPRESSION FROM ONE LEGISLATIVE SESSION TO ANOTHER.

SO I THOUGHT AT LEAST SOME PEOPLE IN THE BUILDING WHEN WE SPOKE SAID THAT WAS BETTER, THAT IT WAS A TAX SAVINGS THAT WAS FIXED AND NOT SUBJECT TO CHANGE OR GO BACK AGAIN.

I MAY BE WRONG, BUT THAT WAS MY INTERPRETATION.

NO, I THINK YOU'RE CLOSE. OKAY. WHAT I WOULD SAY IS LIKE, UNDER CURRENT LAW, AS MR. O'BRIEN ALLUDED TO IN HIS PRESIDENT'S REPORT.

UNDER CURRENT LAW, IF NOTHING WERE TO CHANGE.

WE WOULD HAVE BEEN LOOKING AT A $28 MILLION RECAPTURE PAYMENT.

FORTUNATELY, IN NOVEMBER, IT GOES BEFORE VOTERS.

THERE'S THE CHANCE THAT RECAPTURE PAYMENT COULD GO DOWN WITH THE HOMESTEAD EXEMPTION AND THE FREEZE, IF THAT'S RATIFIED BY VOTERS. I THINK THE IMPORTANT NOTE HERE IS IF RECAPTURE DROPS, LET'S SAY RECAPTURES AT 28 MILLION AND IT DROPS TO 25 OR EVEN $21 MILLION, IT'S NOT LIKE THOSE DOLLARS COME BACK TO THE ISD.

IT'S JUST OVERALL, THERE'S LESS DOLLARS WE'RE PAYING INTO THE STATE.

SO THEY'RE GIVING THAT REBATE TO TAXPAYERS, WHICH IS GOOD.

WE'RE GIVING THAT IN THE FORM OF A HOMESTEAD EXEMPTION. WE'RE GIVING THAT IN THE FORM OF A FREEZE FOR THOSE THAT HAVE THEIR VALUES FROZEN.

THEY GET A BENEFIT AS WELL. SO THE BENEFIT IS GOING BACK TO OUR TAXPAYERS.

BUT IT'S NOT MONEY THAT WE RECOUP AND GET TO SPEND ON KIDS.

AND I THINK YOU'RE HEARING SOME OF OUR LEGISLATORS, YOU KNOW, SAYING THAT, WOW, WE'VE LOWERED YOUR RECAPTURE.

WELL, YOU KNOW, THAT'S GREAT. THAT'S GREAT FOR THE HOMEOWNER THAT THEY PAY A LITTLE BIT LESS IN TAXES, BUT IT DOES ABSOLUTELY NOTHING FOR OUR DISTRICT.

WE'RE STILL PAYING TAX DOLLARS BACK TO THE STATE TO BE REDISTRIBUTED TO OTHER ISDS IN THE STATE.

OUR REVENUE IS CAPPED ON THAT BASIC ALLOTMENT IN OUR ADA.

AND SO, YOU KNOW, RIGHT, RIGHT NOW WHERE WE GROW, AS WE GROW, WHEN WE GET MORE STUDENTS AND AS WE KNOW, WE'RE NOT GETTING MORE STUDENTS RIGHT NOW. YEAH AND THAT'S THE MAIN MESSAGE IS THAT WITHOUT AN INCREASE TO THE BASIC ALLOTMENT, YOU KNOW, TAX COMPRESSION HELPS HELPS THE TAXPAYER.

BUT BUT IT WON'T HELP US AS A DISTRICT. SO YEAH, THE TIGER TEAM KIND OF VETTED THIS OUT.

AND I THINK MR. BROWN SPOKE TO THIS. I MEAN WE'RE TRYING TO PURSUE THE ONLY AVENUE WE HAVE TO GENERATE ADDITIONAL REVENUE LOCALLY RIGHT NOW.

SO LET ME JUST PUT THIS IN PERSPECTIVE FOR THE LAST SIX YEARS.

IN THE LAST THREE LEGISLATIVE SESSIONS, THEY ONLY RAISED THE BASIC ALLOTMENT BY $55.55 TOTAL.

WHEN THERE'S BEEN 20% INFLATION SINCE 2019, THAT EQUATES TO 1000 OR MORE JUST TO KEEP UP WITH INFLATION, THE COST OF DOING BUSINESS. AND THEY GAVE US $55.

OKAY. I THINK THIS YEAR WE'LL WE'RE LOOKING TO FINISH AROUND A 95.8% AVERAGE DAILY ATTENDANCE RATE. BUT I'M HOPEFUL THAT WE CAN STAY ABOVE THAT 96% NUMBER.

SO THAT'S WHAT WE'VE KIND OF USED FOR OUR BUDGET NEXT YEAR.

AND THEN WE ARE KIND OF CONSERVATIVELY LOOKING AT ANYWHERE FROM A 3.25 TO A 3.5% INVESTMENT EARNINGS RATE.

WHEN, CALCULATING OUR INVESTMENT EARNINGS FOR NEXT YEAR AND THEN A TRUSTEE BOTTOMING OUT TRUSTEE A WE PUT THIS OUT ALL THE TIME ABOUT ADA AND THAT IS EVERY.

FOR EVERY 1%. THAT'S HOW MUCH? ABOUT $1 MILLION, RIGHT? FOR EVERY 1%. SO IF WE WERE AT 97%. WE'D HAVE ANOTHER MILLION DOLLARS.

IN OUR M&O TO BE ABLE TO SPEND. SO IT'S EXTREMELY IMPORTANT.

AND I KNOW OUR PRINCIPLES AND WE APPLAUD THEM.

EVERY SINGLE ONE OF THEM HAVE BEEN REALLY EDUCATING OUR PARENTS DURING THE SCHOOL YEAR AND KEEPING THEM UP TO DATE ON THE ADA FOR THEIR PARTICULAR CAMPUS. AND WE APPRECIATE THAT.

AND THAT'S WHY WE'RE AT 96%. WE WANT TO DO BETTER.

WE THINK WE COULD BE AT 97 OR ABOVE. SO AGAIN, JUST A HB TWO LEGISLATOR RECAP.

IT WAS THE LARGEST TEXAS SCHOOL FUNDING BILL IN HISTORY, $8.5 BILLION FOR PUBLIC SCHOOLS AS A PRESIDENT BRIAN MENTIONED EARLIER, HOWEVER WE AS A DISTRICT ONLY RECEIVED A $55 INCREASE TO THE BASIC ALLOTMENT.

THE OTHER SOURCE OF FUNDING CAME THROUGH THIS TEACHER RETENTION ALLOTMENT, WHICH INCREASED TEACHER SALARIES BASED ON YOUR YEAR.

FOR THREE AND FOUR YEAR TEACHER, THAT $2,500, IT EQUATES TO ABOUT A THREE AND A HALF TO 4% RAISE, DEPENDING ON WHICH YEAR. AND THEN FOR THE FIVE PLUS YEAR TEACHER, THAT $5,000 RAISE EQUATED TO ANYWHERE FROM A 6 TO 10% INCREASE DEPENDING ON YOUR YOUR YEARS OF SERVICE. FOR OUR DISTRICTS.

MR. PARKER, CAN I ASK YOU THIS OR DOCTOR GLENN, MAYBE YOU CAN SPEAK ON THIS AND THAT IS SOMETHING THAT WE WORRIED ABOUT WHEN THEY TALKED ABOUT THIS. THE LAST THE 88TH LEGISLATIVE SESSION IS THAT THIS WAS NOT GOING TO BE IN PERPETUITY.

THEY WERE JUST GOING TO GIVE TEACHERS AN EXTRA 5000 OR, OR MANDATE AN EXTRA 5000 IN THEIR SALARY AND THEN THE SCHOOL DISTRICTS WOULD HAVE TO PICK THAT UP IN FUTURE YEARS. BUT I BELIEVE THAT THEY'VE SET UP A SEPARATE FUND FOR THIS TEACHER RETENTION ALLOTMENT, AND SO THAT $5,000 OR THE 7% INCREASE GIVEN TO FIVE PLUS YEAR TEACHERS THIS COMING YEAR IS GOING TO CONTINUE.

IT'S NOT GOING TO BE JUST A $5,000 ONE TIME. THAT IS MY BONUS, RIGHT? YEAH. THAT'S CORRECT. AND I KNOW MR. PARKER WAS ABOUT TO GET INTO THIS.

I'LL STEAL YOUR THUNDER, IF YOU DON'T MIND, BUT.

YES AND YOU'RE GOING TO SEE WHEN MISS THIBODEAU SPEAKS LATER TONIGHT THAT WE'VE GONE AHEAD AND REFLECTED THOSE INCREASES IN OUR CURRENT SALARY SCHEDULES.

OKAY. THANK YOU. AGAIN, AS I MENTIONED EARLIER, THE SUPPORT STAFF ALLOTMENT OF $45 PER ADA.

THAT EQUATES TO ABOUT $300,000, AS I'LL SHOW IN THE NEXT SLIDE.

THERE'S ALSO AN ALLOTMENT FOR BASIC COSTS AT $160 PER STUDENT.

THAT WILL THAT IS SUPPOSED TO TAKE CARE OF, ANY INCREASING COSTS PER, INFLATION AND THE OTHER KIND OF INCREASED EXPENDITURES THAT COME AS A RESULT OF THIS SALARY INCREASE.

SO YEAH. SO BASICALLY, WHENEVER WE GIVE RAISES, WE'RE ON THE HOOK FOR ABOUT 10% ON TRS CARE AND BENEFITS AND SO THAT'S TO HELP OFFSET

THOSE COSTS, THE $45 ALLOTMENT. AND I THINK DON'T JUMP TOO MUCH INTO THIS.

I KNOW SHE WAS TRYING TO WRITE SOME OF THE T STAFFING STUDY THAT WAS DONE A YEAR AGO, SOME OF THE DISCREPANCIES THERE.

BUT THE BULK OF THAT FUND FUNDING IS BEING SPENT ON, ON RAISING OUR LOWEST END EMPLOYEES UP AND, AND SHE'LL TALK MORE ABOUT THAT WHEN WE GET TO THE STAFFING STUDY.

DOCTOR GLENN MENTIONED THE SCHOOL SAFETY ALLOTMENT EARLIER AT $20 PER ADA, PLUS 33,000 PER CAMPUS AND THEN TEA WILL INCREASE FUNDING. IT'S YET TO BE DETERMINED. YOU KNOW, KIND OF WHAT THAT ENTIRE SPECIFIC STRUCTURE IS, BUT. AND THEN HOW WE AS A DISTRICT WILL IMPLEMENT THAT.

ADDITIONALLY, THE EARLY EDUCATION ALLOTMENT IT DOES PROVIDE ADDITIONAL SUPPORT FOR FULL-DAY PRE-K.

AND THEN AS WE TALKED ABOUT EARLIER, AS WELL, THE INCREASE IN SPECIAL EDUCATION FUNDING, THAT IT WILL OFFICIALLY BEGIN IN FISCAL YEAR 27. SO WHAT DOES IT MEAN FOR CARROLL ISD BOTTOM LINE, YOU KNOW, WE'RE LOOKING AT JUST OVER $1 MILLION OF NET INCREASE IN FUNDING TO THE DISTRICT WHEN YOU NET ALL THOSE TOGETHER.

SO AS I MENTIONED BEFORE, THE $3.3 MILLION IN INCREASED EXPENDITURES AND THEN THE ADDITIONAL REVENUES, FROM THE ALLOTMENT FOR BASIC COSTS AND THE SCHOOL SAFETY AND THINGS LIKE THAT WILL GENERATE TO US A LITTLE OVER $1 MILLION.

AND THEN AGAIN, THE TEACHER INCENTIVE ALLOTMENT THAT'LL BE DOWN THE ROAD.

THAT WON'T AFFECT OUR BUDGET THIS YEAR AT ALL.

AND THEN THE SPED ALLOTMENT THAT'S. I TALKED ABOUT THAT IN MY REPORT.

WE'RE EXPECTING THAT TO REALLY HELP US OUT. WE JUST DON'T HAVE ANY DEFINITIVE ANSWERS ON HOW MUCH MONEY WE CAN EXPECT FROM THE TEACHER INCENTIVE ALLOTMENT THAT.

SO WE'VE SUBMITTED ALL THE PAPERWORK SO WE CAN BE PART OF THAT PROGRAM AND THAT WON'T WE'RE IN THE PROCESS.

SO YEAH, THE WE IT'S A MULTI-STEP IN FACT, NEXT MONTH WE NEED TO BRING BACK A REPORT.

SO NOW IT'S MORE OF A PAPER FOR PAY PER PERFORMANCE.

SO OUR PRINCIPLES AND KIND OF THE WAY THAT THEY'RE RATING TEACHERS AND DIFFERENTIATING THAT IS GOING TO IMPACT WHO'S GOING TO BE ELIGIBLE FOR THOSE DIFFERENT LEVELS AND THEY'VE ALSO ADDED AN ADDITIONAL TIER AS WELL.

MOVING ON TO THE ACTUAL PROPOSED BUDGET. IT MIGHT BE A LITTLE DIFFICULT TO SEE.

BUT WHAT I WANT TO HIGHLIGHT HERE IS THAT, YOU KNOW, THE STATE'S MANDATED HB TWO INCREASES DOES AFFECT FUNCTION 11 WITH ALL THE TEACHER SALARIES. BUT THROUGH THE EFFORTS OF ZERO BASED BUDGETING AND, YOU KNOW, LONG, HARD DISCUSSIONS WITH, DEPARTMENTS AND EXAMINING CAMPUS BUDGETS.

YOU KNOW, WE'VE DROPPED OUR PROPOSED BUDGET FOR EVERY FUNCTION FROM 12 TO 98 YOU KNOW, 97 YOU KNOW, BY SEVERAL HUNDRED, YOU KNOW, THOUSANDS OF DOLLARS AND SO YOU KNOW, WE'VE MADE A REAL CONCERTED EFFORT TO YOU KNOW, GET DOWN TO REALLY THE BARE BONES AND YOU KNOW, REALLY MAKE A CHANGE THIS YEAR TO AND SEE, YOU KNOW, WHAT WE CAN DO WITH WHERE WE'RE AT AND WHAT WE'RE GIVEN AND THEN, YOU KNOW, START FROM THERE. SO JUST I JUST SAY, MR. PARK, THAT I APPRECIATE YOU COMING IN. AND DOCTOR GLENN AND ALL THE ADMINISTRATIVE STAFF FOR EMBRACING THE ZERO BASED BUDGETING CONCEPT BECAUSE WHEN WE FIRST INTRODUCED THIS THREE AND A HALF YEARS AGO, I THINK THEY LAUGHED US OUT OF THE BUILDING.

AND YOU KNOW, IT'S A SERIOUS MATTER AND IT'S IN BUDGETS ARE EXTREMELY SERIOUS, AND WE HAVE A FIDUCIARY RESPONSIBILITY TO OUR COMMUNITY, AND WE SIMPLY AREN'T GOING TO PASS DEFICIT BUDGETS.

WE MANDATE BALANCED BUDGETS. AND SO WE APPRECIATE BOTH OF YOU AND THE ADMIN STAFF FOR EMBRACING THIS.

I KNOW IT'S TOUGH. ZERO BASED BUDGETING IS TOUGH.

BUT IT PAYS DIVIDENDS. AND LOOK AT WHERE WE WERE THREE AND A HALF YEARS AGO WITH OUR BUDGET AND WHERE WE ARE TODAY.

SO, YOU KNOW, HATS OFF TO YOU GUYS FOR EMBRACING THAT CONCEPT AND GETTING US BACK INTO A WORKING MODEL.

AND SO THIS IS THE EFFECTS OF RIGHTSIZING NOT ONLY FOR THE UPCOMING YEAR, BUT THE YEAR WE WERE JUST IN.

AND YOU'LL NOTICE THERE ARE ONLY TWO FUNCTIONS WHERE WE INCREASE SPENDING.

THAT'S FUNCTION 11, WHICH IS DUE TO TEACHER RAISES, AND THEN FUNCTION 99, WHICH IS OUR BILL, OUR INVOICE FROM TAD. AND SO THEY WENT UP ON WHAT THEY CHARGE US AND SO YOU SEE THAT REFLECTED THERE.

ARE JUST A FEW FUNCTIONS THAT I'D LIKE TO HIGHLIGHT.

FUNCTION 36. YOU SEE ALMOST $1 MILLION DECREASE THERE IN THAT BUDGET.

IT'S MAINLY DUE TO YOU KNOW, PRIVATIZING OUR AQUATICS PROGRAM AS WELL AS CUTTING OUT A LOT OF OUT OF STATE TRAVEL BUDGETS THAT NOW REQUIRE YOUR APPROVAL BEFORE THEY'RE ALLOWED TO AUTHORIZED TO MAKE THAT EXPENDITURE.

SO AND THEN ALSO FUNCTION 41 GENERAL ADMINISTRATION.

WE'VE CUT ALMOST A HALF MILLION DOLLARS THERE.

YOU KNOW, WE'VE REDUCED OUR LEGAL FEE BUDGET BY 100,000.

AND ALSO, YOU KNOW, WE'VE TAKEN OUT YOU KNOW, A LOT OF KIND OF MISCELLANEOUS EXPENDITURES, FROM OUR BUDGET AS WELL AS OTHER, YOU KNOW, ADMINISTRATIVE BUDGETS. SO FUNCTION 51.

YOU KNOW, WE'RE LOOKING AT KIND OF DROPPING, YOU KNOW, HALF A MILLION ALMOST THERE.

YOU KNOW, WE'RE TRYING TO FOCUS ON DOING THE THINGS WE CAN AND ALSO USING KIND OF THE BOND DOLLARS AND ALSO OUR TIF MONIES AVAILABLE TO DO OUR CAPITAL PROJECTS THERE INSTEAD OF TRYING TO, YOU KNOW, SINK THAT IN WITH OUR MAINTENANCE BUDGET.

LAST ONE, I WANTED TO HIGHLIGHT THAT REDUCED BUDGET AND RECAPTURE FUNCTION 91 THAT IS MORE OR LESS JUST A RESULT OF OUR LOWER OF OUR TAX COMPRESSION AND OUR LOWERED YOU KNOW, LOCAL SHARE OF REVENUE.

SO IT'S NOT REALLY SOMETHING THAT, YOU KNOW, WE CONTROL BUT AS TAX COMPRESSION AND ALSO, THE INCREASED HOMESTEAD EXEMPTION, THERE'S JUST, YOU KNOW, WE'RE STILL ON THE HOOK FOR THE SAME PERCENTAGE OF FUNDS THAT GO BACK TO THE STATE.

BUT IT'S JUST MORE OF A RESULT OF WHAT OUR LOWER REVENUES ARE AND THEN LAST SLIDE HERE.

THIS IS WE ARE PRESENTING THIS BUDGET HERE TO YOU FOR ADOPTION.

THIS INCLUDES OUR GENERAL OPERATING AND OUR DEBT SERVICE.

THE BUDGET IS APPROVED BY THE BOARD AT THE FUNCTION LEVEL.

SO HERE IS OUR PROPOSED BUDGET FOR BOTH FUNDS AND SO THIS WOULD BE A TIME TO POINT OUT ON, THE REVENUE SIDE.

SO THE, YOU KNOW, TONIGHT WE'RE, BRINGING A BALANCED BUDGET, BUT ON THE REVENUE SIDE, WE ARE PROJECTING THE ADDITIONAL PENNIES ON THE NO SIDE. CORRECT AND SO THAT REVENUE, THAT ADDITIONAL REVENUE, IF RATIFIED BY VOTERS WOULD GET US TO BE BALANCED. SO WHAT HAPPENS IF THE VOTERS DO NOT RATIFY? THEN WE WILL LOOK TO AMEND THE BUDGET AND THEN PRESENT ONE FOR A, YOU KNOW, AMENDMENT THAT DOES NOT INCLUDE THAT REVENUE AND WE CAN DO THAT AFTER THE NOVEMBER VOTE. YES, CORRECT AND SO WE WOULD HAVE TO COME UP WITH APPROXIMATELY THREE AND A HALF OR $4 MILLION IN CUTS IN ORDER TO BALANCE THE BUDGET AT THAT TIME. YEAH AND SO, YOU KNOW, SOMETHING WE'VE LOOKED AT IN THE PAST IS BALANCING THE BUDGET ON PROPERTY SALES AND WE KNOW WE HAVE PROPERTIES THAT ARE AVAILABLE FOR SALE.

WE DON'T REALLY THINK THAT'S A GOOD USE OF SELLING DISTRICT PROPERTY.

I THINK I'VE SPOKEN TO THAT MULTIPLE TIMES AND SO WHAT WE'VE ALLOTTED FOR IN THIS BUDGET IS IF THAT PROPERTY IS TO SELL, WE WOULD LIKE TO INVEST IT, PUT IT IN HIGH YIELD ACCOUNTS AND THEN GENERATE THAT REVENUE BACK INTO THE BUDGET AND SO NOW IF YOU SELL A PIECE OF PROPERTY FOR LET'S SAY $10 MILLION, YOU HAVE THE OPPORTUNITY TO RECOUP 3 TO $400,000 IN INTEREST OVER THE COURSE OF A YEAR.

IF WE SELL TWO PROPERTIES, WE DOUBLE THAT AND SO THOSE FUNDS BECOME YEAR OVER YEAR REVENUE FOR US.

THAT'S REALLY WHERE WE WANT TO BE. BUT WE ALSO KNOW THAT WE'RE SHORT THROUGH ABOUT $3.7 MILLION, AND VOTERS HAVE THE OPPORTUNITY TO HELP US WITH THAT EVEN AS WE LOWER THE TAX RATE.

IF THAT DOESN'T HAPPEN THEN WE GO BACK TO HAVING MORE CONVERSATIONS ABOUT CUTS AND SO WE WE'RE TRYING TO BALANCE THE, REVENUE OPPORTUNITIES WITH THE CUTS AND EXPENDITURES.

I THINK THE DISTRICTS RIGHT NOW THAT ARE ADOPTING BALANCED BUDGETS, MANY OF THEM, YOU'RE GOING TO SEE, HAVE ALREADY GONE THROUGH THE VOTER APPROVAL PROCESS TO CAPTURE THE ADDITIONAL PENNIES.

THAT'S NUMBER ONE. I KNOW MR. PARK AND I BOTH COME FROM DISTRICTS THAT HAVE DONE THAT.

AND SO BUT IF NOT, THEN YOU'RE DIGGING INTO FUND BALANCE OR YOU'RE MAKING SIGNIFICANT CUTS TO PROGRAMS OR CLOSING CAMPUSES.

ABSOLUTELY. WELL, AND I THINK THAT WAS THE NARRATIVE THE LAST TWO YEARS, YOU SAW LOTS OF CAMPUSES CLOSED, AND IT LOOKS LIKE FORT WORTH ISD, WHICH IS THE LARGEST DISTRICT IN TARRANT COUNTY, IS ABOUT TO START CLOSING CAMPUSES.

SO I THINK I THINK YOU'RE GOING TO SEE MORE AND MORE OF THAT OVER THE NEXT TWO YEARS ELECTIONS FOR PENNIES AND CLOSING CAMPUSES.

AND SO ADMINISTRATORS HAD A LITTLE BIT OF FLEXIBILITY WHERE MAYBE THEY DIDN'T WANT TO SEND A STUDENT TO THE AP, BUT THEY KNEW THAT 2 OR 3 DAYS WAS NOT QUITE LONG ENOUGH FOR A PLACEMENT IN ISS.

SO THEY WOULD HAVE FLEXIBILITY TO, SAY, PLACE A STUDENT FOR FIVE DAYS OR SOMETHING LIKE THAT.

OR MAYBE THEY WERE IN THE PROCESS OF DOING A HEARING AND MIGHT BE SENDING A STUDENT TO DAP.

BUT THEY COULDN'T GET IT DONE IN A THREE DAY TIME PERIOD.

AND SO THEY MIGHT MAYBE TO ALLOW TIME FOR INVESTIGATION OR HEARING OR SOMETHING THEY WOULD HAVE EXTRA DAYS TO WORK WITH AT THE LAST LEGISLATIVE SESSION.

THERE IS ON OSS. YOU CAN'T PUT A STUDENT OUT INTO OUT OF SCHOOL SUSPENSION FOR MORE THAN THREE DAYS, BUT THEY HAVE REMOVED THAT CAP ON ISS. WHAT THEY HAVE SAID IS THAT IF A STUDENT HAS BEEN PLACED FOR MORE THAN TEN OR MORE DAYS CUMULATIVELY, THAT THEY WANT THE DISTRICT TO SET UP A TIME TO REVIEW WITH PARENTS TO DISCUSS THAT.

THAT'S ALWAYS BEEN IN PLACE FOR STUDENTS THAT ARE UNDER AN IEP OR A 504.

BUT THE WAY I'M READING THAT AND WE'LL GET MORE GUIDANCE.

BUT THE WAY I'M READING IS THAT THEY'RE PUTTING THAT IN FOR OTHER STUDENTS AS WELL.

IT SAYS THEY WILL BE PROHIBITED FOR USE IN THE SCHOOL DAY.

THAT MEANS FROM BEGINNING TO END OF THE DAY, ANYWHERE ON CAMPUS, PASSING PERIODS, LUNCH PERIODS, ETC. AND THEN IT SAYS THE DISTRICT NEEDS TO OUTLINE A POLICY FOR LIKE ENFORCEMENT, WHAT OUR DISCIPLINARY MEASURES WOULD BE.

I BELIEVE IT ALSO HAS A CAVEAT IN THERE ABOUT PUTTING LANGUAGE ABOUT, YOU KNOW, DESTRUCTION OF DEVICES THAT HAVE BEEN KEPT FOR A LENGTH OF PERIOD OF TIME, THINGS LIKE THAT. BUT AGAIN, THAT STUFF THAT WE'LL CONTINUE TO VET OUT, WITH OTHERS WHO ARE TRYING TO READ INTO TO WHAT ALL THE LANGUAGE OF THIS MEANS.

I VISITED WITH KELLER, WHO I KNOW KIND OF IMPLEMENTED SOMETHING LAST YEAR AND TALKED TO THEM ABOUT KIND OF WHAT THEIR PRACTICES HAVE BEEN.

BUT WE WILL EVALUATE THE I MEAN, WE'VE WE STARTED DOCUMENTS NOW OF WHERE CAN WE CUT BACK ON SOME OF OUR ASSESSMENTS THAT WE'RE CURRENTLY GIVING.

SO AND THIS ACTUALLY WILL TAKE THE PLACE OF QUITE A FEW OF THEM AND IT WILL GIVE US REAL TIME DATA WHICH WE'RE NOT CURRENTLY GETTING, AND MAPS SIGNIFICANTLY SHORTER AND LESS INTRUSIVE THAN STAAR.

THE TEACHER RETENTION ALLOTMENT PROVIDES A $25 $2,500 INCREASE IN TEACHERS, WITH 3 TO 4 YEARS OF EXPERIENCE AND A $5,000 INCREASE FOR THOSE WITH FIVE OR MORE YEARS AND CAN I JUST REMIND EVERYBODY THAT WASN'T HERE, OR LISTENING IN OR TUNING IN FOR THE EARLIER PERSON, THE 3 TO 4 YEARS EXPERIENCE AT 2500 EQUATES TO ABOUT 3 TO 4% RAISE.

AND THEN THE FIVE PLUS YEARS OF EXPERIENCE OF $5,000 EQUATES TO ABOUT 6 TO 7% RAISE.

AND LET ME SPEAK TO THIS REAL QUICK. WE HAVE A VERY COMPETITIVE STARTING SALARY.

WE'RE WHERE WE HURT AS A DISTRICT IS TEACHERS AT YEAR 15 AND 20.

WEREN'T REALLY SEEING MUCH OF A BUMP. SO YOU'RE TALKING ABOUT A 20 YEAR TEACHER MAY HAVE A 20 YEAR TEACHER, I THINK WAS MAKING ABOUT $67,000 A YEAR PRIOR TO HB2.

AND SO NOW YOU HAVE THAT SAME TEACHER MAKING 72,000.

SO A STARTING TEACHER IS MAKING 60, AND A 20 YEAR TEACHER IS MAKING 72 APPROXIMATELY.

SO THERE'S A MUCH WIDER GAP, THAN EXISTED ON OUR SALARY SCHEDULE BEFORE.

THE TOTAL HOUSE BILL TO ALLOTMENT FOR STAFF RAISES IS APPROXIMATELY 2.4 MILLION.

WHILE THE DISTRICT IS RESPONSIBLE FOR COVERING THE INCREASE IN EMPLOYER CONTRIBUTIONS, AN ADDED COST OF NEARLY $240,000, THE STATE HAS PROVIDED THE 106 PER STUDENT BASIC ALLOTMENT TO HELP WITH THIS OFFSET.

OKAY. AND SO HERE I'VE GOT THE THIS SLIDE REPRESENTS THE PROPOSED HIRING SCHEDULE WITH THE $2,500 TAKEN INTO CONSIDERATION.

5000. AND THEN ADDING THE 500 AT THE ONE AND TWO AND MAINTAINING THE 60,200, WHICH WE ARE CURRENTLY AT IN THE 24-25 SCHOOL YEAR.

AND I'VE INCLUDED THOSE HERE ON THE SLIDE. THOSE WERE SELECTED AGAIN BASED ON THE PROXIMITY TO ISD IN DEVELOPING THE RECOMMENDED HIRING SCHEDULES. WE REVIEWED THIS THE DATA PRESENTED IN THIS ASSESSMENT ASSESSMENT.

AND SO WHAT WE FOUND IS THAT CARROLL ISD OFFERS LOWER COMPENSATION THAN PEER DISTRICTS IN SEVERAL OF OUR KEY SUPPORT ROLES, INCLUDING OUR CUSTODIANS, OUR NUTRITION WORKERS, OUR BUS AIDES, OUR BUS DRIVERS, CAMPUS SECRETARIES, CAMPUS TECHNICIANS, AND INSTRUCTIONAL SUPPORT STAFF SUCH AS OUR P.E.

AIDES AND LIBRARY AIDES. ADDITIONALLY, CERTAIN ADMINISTRATIVE POSITIONS WERE IDENTIFIED AS BEING BELOW THE MARKET RATE, ESPECIALLY FOR OUR PRINCIPALS AND ASSISTANT PRINCIPALS.

I HAD MADE A NOTE.

WHEN LOOKING AT THOSE AND BASED ON T STUDY IN THOSE AREAS THAT I LISTED, WE FELL ANYWHERE FROM 7%, UP TO 40% BELOW IN SOME OF THOSE POSITIONS, WHICH IS PRETTY SIGNIFICANT, ESPECIALLY WHEN YOU'RE LOOKING AT 40%. ADDITIONALLY, THE ASSESSMENT HIGHLIGHTED THAT SOME OF THE ADMINISTRATIVE ROLES, LIKE I MENTIONED WERE BELOW THE MARKET.

WOULD YOU GO BACK TO THAT SLIDE? SO ON THE HB $245 INCREASE PER STUDENT TO COVER THE COST OF SUPPORT STAFF.

AND SO TONIGHT, WE'RE PROPOSING IN OUR BUDGET TO BRING EVERYBODY TO A MINIMUM OF $15 AN HOUR AND THEN RAISE PROPORTIONATELY, THE PEOPLE ABOVE THEM, BUT ESPECIALLY THOSE CAMPUS SECRETARIES, CUSTODIANS, I THINK BUS DRIVERS GOT A DOLLAR AN HOUR.

WHAT'S IMPORTANT TO NOTE HERE. AND CHASE BROUGHT IT UP, BUT I JUST WANT TO HIGHLIGHT IT ABOUT $45 PER STUDENT INCREASE THAT WE GOT FROM THE STATE.

SO WHAT IS THE DISTINGUISHED UNIVERSITY PARTNERSHIP? WHAT IT IS, IS IT IS UNIVERSITIES THAT HAVE COME TO CARROLL ISD SAYING, WE WANT YOUR KIDS AND NOT ONLY DO WE WANT THEM, WE ARE READY TO TAKE THEM. THEY DO NOT HAVE TO TAKE THE SAT.

THEY DO NOT HAVE TO TAKE THE ACT. WE WILL LOOK AT THEIR GPA AND IF THEY HAVE THAT 3.35 GPA DEPENDING ON THE SCHOOL, WE'RE REALLY READY TO TAKE THEM AND ENROLL THEM IMMEDIATELY AND IN MANY CASES, THEY'RE PUTTING MONEY WHERE THEIR MOUTH IS.

SO LIKE I KNOW TARLETON AND HOWARD PAYNE ARE OFFERING PRETTY SIGNIFICANT SCHOLARSHIPS FOR KIDS TO GO TO THOSE UNIVERSITIES AND ATTEND.

AND SO THAT IS THAT'S SUPER EXCITING. IS THAT FOR ALL OF OUR KIDS? ABSOLUTELY NOT. WE KNOW WE HAVE OUR IVY LEAGUERS.

WE KNOW WE HAVE OUR KIDS THAT ARE GOING TO GO TO TO MAJOR UNIVERSITIES OUT OF STATE.

WE KNOW WE HAVE OUR KIDS THAT ARE GOING TO GO TO MILITARY ACADEMIES OR GO RIGHT INTO THE WORKFORCE.

BUT WE DO HAVE A GROUP OF KIDS HERE THAT WORK EXTREMELY HARD.

THEY'RE EXTREMELY INTELLIGENT AND FOR THEIR PARENTS TO KNOW, HEY, YOU KNOW WHAT? BEFORE MY KID EVER FILLS OUT THEIR FIRST COLLEGE APPLICATION, I CAN JUST LOOK AT THEIR TRANSCRIPT AND KNOW THAT THERE ARE SIX UNIVERSITIES RIGHT NOW THAT ARE READY TO TAKE THEM. SIGHT UNSEEN IS ABSOLUTELY REMARKABLE AND SO FROM THERE, THE SKY'S THE LIMIT.

SO WE'VE SET THE FLOOR FOR OUR KIDS THAT IF THEY WANT TO GO TO COLLEGE, NO MATTER WHERE THEY'RE AT IN THEIR GRADUATING CLASS, THAT OPPORTUNITY IS AFFORDED TO THEM AND IN MANY CASES WITH SCHOLARSHIP MONEY TO BOOT.

SO CREDIT TO OUR TEACHERS, CREDIT TO OUR PRINCIPALS FOR THE GREAT JOB THAT THEY DO AND OUR CURRICULUM DEPARTMENT, BECAUSE YOU ALL HAVE SET THE BAR SO HIGH THAT COLLEGES ARE SEEKING US OUT TO GET HOLD OF THESE KIDS.
