FIRST, I KNOW MANY OF US IN THIS COMMUNITY ARE HEARTBROKEN AND OUTRAGED BY THE HORRIFIC, SENSELESS MURDER OF CHARLIE KIRK, WHO WAS KILLED WEDNESDAY WHILE SPEAKING AT UTAH VALLEY UNIVERSITY.THIS WAS A COWARDLY, EVIL ACT COMMITTED AGAINST A MAN WHO STOOD UNAFRAID, ALWAYS WILLING TO SPEAK OPENLY AND ENGAGE WITH OTHERS, EVEN THOSE WHO DISAGREED WITH HIM. THIS VIOLENCE IS AN ASSAULT ON THE VERY FOUNDATIONS OF OUR NATION.
ATTACKING SOMEONE FOR THEIR WORDS IS A DIRECT ATTACK ON FREE SPEECH AND CIVIL DISCOURSE.
CHARLIE HAD A GIFT FOR CONNECTING WITH YOUNG PEOPLE ACROSS OUR NATION THROUGH HONEST CONVERSATION, RESPECTFUL DIALOG, AND CURIOSITY. PLEASE JOIN US IN PRAYING FOR HIS FAMILY.

AS YOUR SCHOOL BOARD PRESIDENT, I CANNOT IGNORE THESE TRAGEDIES.
PROTECTING CHILDREN IS NOT ABOUT POLITICS. IT IS ABOUT ENSURING THAT EVERY STUDENT WHO WALKS INTO A CARROLL ISD CLASSROOM FEELS SAFE, SUPPORTED, AND FREE TO LEARN WITHOUT FEAR. TRUSTEES, I'M HAPPY TO OUTLINE SOME OF THE SAFETY PRECAUTIONS TAKEN IN OUR DISTRICT.
CARROLL ISD IS FULLY ALIGNED WITH THE STATE SAFETY REQUIREMENTS, AND CONTINUES TO INVEST IN PRACTICES AND TECHNOLOGIES THAT STRENGTHEN OUR ABILITY TO PREVENT, RESPOND TO, AND RECOVER FROM EMERGENCY SITUATIONS.
IN COMPLIANCE WITH TEXAS LAW, EACH CISD CAMPUS HAS AT LEAST ONE ARMED LICENSED POLICE OFFICER PRESENT DURING THE REGULAR SCHOOL HOURS. ALL OFFICERS ARE PROVIDED BY THE SOUTHLAKE POLICE DEPARTMENT AND ARE TRAINED TO RESPOND TO A WIDE RANGE OF THREATS.
EVERY CLASSROOM IN OUR DISTRICT IS EQUIPPED WITH SILENT PANIC ALERT TECHNOLOGY THAT ALLOWS STAFF TO NOTIFY LAW ENFORCEMENT IMMEDIATELY IN THE EVENT OF A THREAT. CISD MAINTAINS A STATE REQUIRED MULTI-HAZARD EMERGENCY OPERATIONS PLAN THAT INCLUDES PROCEDURES FOR ACTIVE SHOOTER SCENARIOS, LOCKDOWNS, EVACUATIONS, AND OTHER CRITICAL INCIDENTS.
THESE PROCEDURES ARE PRACTICED THROUGH REGULAR EMERGENCY DRILLS EACH SEMESTER.
ALL CAMPUSES ARE EQUIPPED WITH SECURE ENTRY POINTS, MONITORED VISITOR CHECK IN SYSTEMS, SECURITY CAMERAS AND LOCKED CLASSROOM DOORS TO CONTROL AND MONITOR PHYSICAL ACCESS. AND THEN THEY ALSO RUN OUR MENTOR PROGRAMS. LAST YEAR THEY SERVED THEY PROVIDED MORE THAN 900 PROFESSIONAL DEVELOPMENT SESSIONS FROM AUGUST TO AUGUST. THAT'S A LOT OF STAFF DEVELOPMENT.
THEY ARE CONSTANTLY PROVIDING STAFF DEVELOPMENT, WHETHER IT'S IN THE FALL, SPRING, SUMMER OR DURING THE SCHOOL YEAR. THEY ALSO SUPPORT OUR INSTRUCTIONAL RESOURCES. THEY INSTRUCT OUR IXL PROGRAM, OUR NEWLY IMPLEMENTED MAP PROGRAM, OUR DELTA MATH, OUR SEESAW, OUR CANVAS, OUR EDUPHORIA.

WE ARE ALSO INCREASING THE NUMBER OF OUR INDUSTRY BASED CERTIFICATIONS THAT OUR KIDS ARE TAKING.

AND SO YOU COULD HAVE A STUDENT WHO HAS A SINGULAR INCREDIBLY DISRUPTIVE OCCURRENCE WHERE THE TEACHER SAYS, I CAN'T TEACH THEM IN THIS CLASS. THEN IT GOES BACK INTO A SIMILAR PROCEDURE WHERE THE CAMPUS HAS A GROUP THAT WILL REVIEW THE STUDENT BEHAVIOR AND THE YOU KNOW, THE BEST PLACEMENT FOR THAT CHILD TO THEN MAKE A DECISION ABOUT, YOU KNOW, DO THEY RETURN BACK INTO THE SAME ROOM WITH SOME SORT OF SUPPORTS? DO THEY MOVE INTO ANOTHER, ANOTHER, YOU KNOW, CLASSROOM AND WHAT THAT LOOKS LIKE? THEN HOUSE BILL 6 ALSO SAID THAT THERE IS A CAMPUS BEHAVIOR COORDINATOR ON EVERY CAMPUS.
WHO IS THAT? THAT'S OUR BUILDING PRINCIPALS. AND WE'VE HAD THAT NAMED THAT WAY FOR A FEW YEARS.
