WILL YOU ALL PLEASE RISE? HEAVENLY FATHER, WE COME BEFORE YOU THIS EVENING TO THANK YOU FOR THE PRIVILEGE OF SERVING THIS COMMUNITY AND FOR GUIDING US THROUGH THE NOVEMBER 4TH SPECIAL ELECTION. WE ARE THANKFUL FOR THE ENGAGEMENT OF OUR VOTERS AND FOR THE OUTCOME THAT REFLECTS THE COLLECTIVE VOICE OF OUR COMMUNITY.

WE LIFT UP TRUSTEE ELECT MANDY REECE AND ASK THAT YOU GRANT HER WISDOM, STRENGTH, AND A SERVANT'S HEART AS SHE PREPARES TO STEP INTO HER NEW ROLE. WE ARE ALSO GRATEFUL FOR THE PASSAGE OF THE VATRE AND THE OPPORTUNITIES IT WILL BRING TO SUPPORT OUR TEACHERS, STAFF AND STUDENTS. GOOD EVENING, PRESIDENT BRYAN, TRUSTEES AND DOCTOR GLENN, I'M HERE TONIGHT TO DISCUSS CONSENT AGENDA ITEM THAT DESERVES A LITTLE BIT OF A MOMENT FOR REVIEW. IN THIS LEGISLATIVE SESSION SENATE BILL 568 AND HOUSE BILL 728 ENACTED CHANGES THAT SHOULD HAVE BEEN APPROVED IN POLICY IN ACTIVE AS OF SEPTEMBER 1ST, 2025. THESE LEGISLATIVE CHANGES EXPANDED THE TYPES OF CLASSROOM THAT CAMERAS COULD BE PLACED IN ALONGSIDE AT THE DURATION TO RETAIN THE RECORDING OF THE FOOTAGE IN SPECIAL EDUCATION CLASSROOMS. ABOUT TWO MONTHS AGO, I MET WITH MS. PARSONS AND MR. NICKEL REGARDING SPECIAL EDUCATION CAMERAS TO EXPRESS MY CONCERN FOR THIS DELAY IN POLICY UPDATE AND IMPLEMENTATION.

AT THE TIME, TEE HAD NOT PROVIDED UPDATED POLICIES REQUIRED TO BE IMPLEMENTED AND APPROVED BY SEPTEMBER 1ST, SO THERE WAS NOTHING THE DISTRICT COULD DO TO TAKE ACTION.

IN THE SPRING OF 2021, THE BOARD LISTENED TO OUR COMMUNITY AND RELIEVED PARENTS OF THE BURDEN TO REQUEST CAMERAS IN THEIR QUALIFYING CLASSROOMS, AND THE BOARD DID THE REQUEST ANNUALLY, WITH THE UNDERSTANDING THAT THE LAW AFFORDED THE OPPORTUNITY FOR CAMERAS AND BOTH BENEFITED EDUCATORS, ADMINISTRATION, THE DISTRICT AND STUDENTS WITH REGARD TO SAFETY AND TRANSPARENCY.

THESE CLASSROOMS WERE TRANSPARENTLY AVAILABLE TO THE PUBLIC, AND IN THE SUMMER OF 2023, THERE WAS A CHART THAT WAS ADDED FROM THE LAKE TRAVIS COUNCIL THAT WAS A LITTLE CONFUSING AND NOT QUITE UP TO PAR WITH THE INTENT OF THE LAW, AND IT MADE IT HARD FOR PARENTS WHO HAD REQUESTED TO SEE FOOTAGE OF ALLEGED INCIDENTS, UNABLE TO DO SO WITHOUT THE INVOLVEMENT OF A LAWYER OR STRONG ADVOCACY.

LATE THIS SUMMER, THE SCHOOL BOARD APPROVED AND SUBMITTED A REQUEST FOR THE INSTALLATION OF AUDIO AND VIDEO RECORDING.

UNFORTUNATELY, THIS DOCUMENT ONLY INCLUDED ACE, WHICH IS ALTERNATIVE CURRICULUM EDUCATION CLASSROOMS AND STRUCTURED LEARNING CLASSROOMS,

BUT LEFT OUT ANOTHER QUALIFYING CLASSROOM LIKE RESOURCE OR TRANSITION WHICH IS QUALIFYING AS WELL.

THE ENTIRE PURPOSE OF THE ABILITY TO REQUEST CAMERAS IN SPECIAL EDUCATION CLASSROOMS IS TO ENSURE THAT STUDENTS WHO CANNOT SELF-REPORT HAVE A VOICE, AND AUDIO AND VIDEO TELLS THE FULL STORY. TONIGHT WE HAVE A PROPOSED POLICY THAT IS CONCERNING TO ME.

THERE IS NO DATA TO ATTACH TO IDENTIFY WHICH CLASSROOMS ARE QUALIFYING UNDER THE NEW LAW IN OUR DISTRICT, AND WE ARE MAKING NO EFFORT TO ENGAGE IN ENACTING THE NEW LAWS TO THE FULLEST EXTENT POSSIBLE, TO AFFORD AN ADDITIONAL LAYER OF PROTECTION TO THE MOST VULNERABLE STUDENTS AND THE PEOPLE WHO SUPPORT THEM.

THERE ARE STUDENTS WHO GO TO THE RESOURCE CLASSROOM.

THEY ATTEND ALTERNATIVE CURRICULUM CLASSROOM, AND THEY MIGHT ATTEND STRUCTURED LEARNING CLASSROOM AS WELL.

SO THEY ARE ACROSS ALL SETTINGS AND THEY ARE UNABLE TO SELF-REPORT.

I'M CONCERNED THAT TEE MAY NOT HAVE EXPERTISE WITH REGARD TO DISABILITY AND LAW.

THE PROPOSED DOCUMENT DOES NOT INCLUDE A TRACK CHANGE FOR THE NEW REQUIREMENT TO RETAIN FOOTAGE FOR SIX MONTHS.

INSTEAD, IT EXPLICITLY IDENTIFIES ONLY A THREE MONTH POLICY.

IF WE COULD LOOK AT THIS POLICY IN DETAIL, IN COLLABORATION WITH THOSE WHO HAVE CHILDREN DIRECTLY IMPACTED, IT WOULD BE GREATLY APPRECIATED TO ENSURE THAT WE HAVE LEGISLATIVE ALIGNMENT, AND ALSO TO ENSURE THAT THE INTENT OF THE BOARD'S PRIOR ACTIONS ARE MAINTAINED TO PROVIDE A SAFE LEARNING ENVIRONMENT THANK YOU. HI GOOD EVENING I JUST WANTED TO COME TODAY TO TALK TO YOU A LITTLE BIT ABOUT LIBRARIES AND ALSO THE BOOK CHALLENGE THAT'S ON YOUR AGENDA FOR TODAY.

I KNOW THAT MANY OF YOU KNOW, I'VE BEEN HERE BEFORE, BACK IN SPRING OF 2024 TO TALK TO YOU ABOUT THE LIBRARY ACQUISITION POLICY THAT WAS ENACTED IN 2022. TRUSTEE LANNEN AND I TALKED AT LENGTH ABOUT IT DOCTOR NICKEL AND I HAVE TALKED AT LENGTH ABOUT IT.

WHEN I CAME BACK WHEN I CAME IN THE SPRING OF THAT YEAR, IT WAS VERY CLEAR THAT NOBODY ON THE BOARD REALLY KNEW WHAT THE POLICY WAS.

AND I DON'T MEAN THE EFB LOCAL POLICY. AND THAT'S BEEN UPDATED, OF COURSE, WITH SB 13.

BUT THE ACTUAL PROCEDURAL DOCUMENT THAT INSTRUCTS LIBRARIANS AND TEACHERS HOW TO PROCEED, HOW TO GET THOSE LIBRARY BOOKS ON THE LIST THAT THEN COMES TO YOU.

AND AT THAT TIME, WE TALKED ABOUT ALL OF THE MANY, MANY LAYERS THAT COME WITH TRYING TO GET A SINGLE BOOK IN OUR LIBRARY.

YOU KNOW, IT WAS BROUGHT TO YOUR ATTENTION THAT AT THE TIME, THE PROCEDURAL DOCUMENT STATED THAT NOT ONLY DID LIBRARIANS HAVE TO SPEND HOURS OF THEIR TIME DOCUMENTING RESOURCE REVIEWS AND THINGS FOR THEIR SPREADSHEET.

IT THEN HAD TO SPEND TIME WITH THE HEAD LIBRARIAN.

IT HAD TO SPEND UP TO THREE WEEKS WITH GINA PEDDY'S OFFICE.

IT HAD TO GO TO THE SUPERINTENDENT'S OFFICE AGAIN FOR THREE WEEKS, AND THEN EVENTUALLY IT HAD TO COME TO YOU GUYS FOR 30 DAYS.

OBVIOUSLY NOW WE HAVE SB 13 AND I WOULD LIKE TO THANK THIS BOARD BECAUSE I THINK THAT SB 13 WAS MODELED AFTER OUR TERRIBLE, TERRIBLE POLICY THAT HAS RESULTED IN A PRECIPITOUS DIP IN BOOKS.

WHEN I CAME IN THAT SPRING, THE SENIOR HIGH HAD NOT ORDERED BOOKS FOR TWO YEARS.

I DON'T KNOW WHAT'S HAPPENING NOW, BECAUSE OF COURSE, WE DON'T EVEN HAVE CERTIFIED LIBRARIANS AT THE HIGH SCHOOL OR THE SENIOR HIGH. I THINK MOST PARENTS IN THE DISTRICT, IF THEY KNEW THAT, WOULD BE APPALLED.

SO MY CONCERN AND WHAT I WANT TO ASK YOU AND I COULDN'T REALLY GET THIS INFORMATION FROM THE PUBLIC INFORMATION REQUEST, IS THAT IN LIGHT OF THE NEW EFB LOCAL, THAT INCLUDES THE NEW SLACK COMMITTEE.

I'M CURIOUS WHERE THAT'S GOING TO FIT IN, BECAUSE RIGHT NOW, FOR EXAMPLE, YOU GUYS HAD BOOK LISTS THAT WERE SUBMITTED TO YOU FROM LIBRARIANS BACK IN OCTOBER. IT'S NOT ON YOUR AGENDA FOR APPROVAL TONIGHT BECAUSE IT'S LIKE THREE DAYS SHORT OF THE 30 DAYS THAT YOU ALL GET WITH THAT LIST.

I HAVE SERIOUS QUESTIONS. IF ANY OF YOU EVEN LOOK AT THAT LIST OR WHAT YOU ACTUALLY DO WITH IT FOR A 30 DAY PERIOD.

BUT THE FACT IS, OUR LIBRARIANS CAN'T GET BOOKS AT ANY TIMELY MANNER.

AND NOW WE HAVE THESE NEW FRIENDS OF YOURS ON THIS LITTLE TINY COMMITTEE THAT DOES NOT REFLECT THE DIVERSITY AND VALUES OF THIS DISTRICT, MAKING ALL THE DECISIONS FOR OUR BOOKS GOING FORWARD.

AND THEIR FIRST ORDER OF BUSINESS WAS, OF COURSE, TO REVIEW ITTY BITTY PRETTY KITTY CORN WHATEVER THE NAME IS PRETTY PERFECT ITTY BITTY CORN, I CAN'T EVEN SAY IT ANYWAY. CUTE LITTLE FLUFFY CAT UNICORN WITH PURPLE HAIR IT'S PROBLEMATIC.

I'M DISAPPOINTED THAT WE'RE GOING TO JOIN ALL THE OTHER SCHOOL DISTRICTS WHO HAVE JUMPED ON THE BOOK BANNING BANDWAGON, BUT OF COURSE, DOCTOR GLENN KNOWS ABOUT THAT.

SO I WOULD JUST URGE YOU TO PLEASE RECONSIDER THE CHALLENGE AND DON'T BAN A LITTLE PRESCHOOL BOOK BECAUSE ONE PARENT GOT OFFENDED.

THAT'S NOT PARENTS RIGHTS. AND ALSO, WHEN YOU'RE LOOKING AT HOW TO ACTUALLY IMPLEMENT THIS, PLEASE TRY TO REDUCE THE LAYERS THAT LEAD UP TO THE SLACK AND YOU ALL SO THAT IT DOESN'T ADD EVEN MORE TIME ONTO A SIX-MONTH PROCESS TO GET A SINGLE BOOK IN THE LIBRARY SPEAKERS]. HERE IS THE BOOK. DOES IT LOOK LIKE SOMETHING THAT WOULD BE OFFENSIVE TO YOU? WELL, IT'S NOT ACCORDING TO OUR BOOK REVIEW COMMITTEE IT SHOULD BE BANNED.

CAN YOU GUESS WHY? BECAUSE THE UNICORN IS A BOY AND HE HAS PURPLE HAIR.

I CANNOT BELIEVE THIS. I USED TO READ THIS BOOK TO MY KINDERGARTEN STUDENTS AND THEY LOVED IT.

IT IS THE STORY OF TWO FRIENDS, A KITTY CAT AND A UNICORN.

THE KITTY CAT ADMIRES HIS FRIEND. THE KITTY WANTS TO PAINT A PICTURE OF HIS FRIEND WHILE THE UNICORN IS POSING.

HE SLIPS AND GETS PAINT ON HIMSELF. HE MAKES A MISTAKE AND HE'S EMBARRASSED.

HE IS AFRAID THAT THE KITTY WON'T BE HIS FRIEND ANYMORE BECAUSE HE'S NOT PERFECT.

IN THE END, THE KITTY CAT ASSURES THE UNICORN THAT THEY ARE STILL FRIENDS.

SO WHY WOULD YOU BAN THIS BOOK JUST BECAUSE A BOY UNICORN HAS PURPLE HAIR? THE PARENT WHO LODGED THE COMPLAINT ONCE THE BOOK REMOVED TOTALLY FROM THE CAMPUS LIBRARY.

I DISAGREE. I AGREE THAT PARENTS DO HAVE A RIGHT TO CHOOSE WHAT THEIR CHILD READS, BUT I DO NOT AGREE THAT ONE PARENT HAS THE RIGHT TO CHOOSE WHAT ALL STUDENTS MAY OR MAY NOT READ. IF A PARENT DOES NOT WANT THEIR CHILD TO READ A CERTAIN BOOK, THEN THE PARENT SHOULD BE ABLE TO MAKE A REQUEST THAT THE BOOK BE RESTRICTED TO PARENTAL CONSENT ONLY. THIS CHOICE WAS OFFERED TO THE PARENT AND SHE REFUSED.

THIS IS BOOK BANNING THERE IS AN AWARD WINNING DOCUMENT ABOUT BOOK BANNING.

THEY ARE MAKING SIGNIFICANT PROGRESS AND MAY SOON FINALIZE THEIR NEXT RECOMMENDATION FOR THE DISTRICT AND FOR THE BOARD'S CONSIDERATION.

FINALLY, I WANT TO HIGHLIGHT A HISTORIC AGREEMENT FINALIZED RECENTLY BETWEEN THE CARROLL ISD BOARD OF TRUSTEES AND THE SOUTHLAKE CITY COUNCIL REGARDING THE SALE OF OLD DRAGON STADIUM TO THE CITY. THIS AGREEMENT ENSURES THE PROPERTY WILL REMAIN PROTECTED AS GREEN SPACE WITH NO RESIDENTIAL OR COMMERCIAL DEVELOPMENT. IT HONORS THE LEGACY OF A SITE THAT HOLDS DEEP MEANING FOR OUR COMMUNITY, WHILE STRENGTHENING THE PARTNERSHIP BETWEEN OUR TWO GOVERNING BODIES.

THE BOARD AND THE CITY COUNCIL SHARE A COMMITMENT TO WORKING IN TANDEM FOR THE BETTERMENT OF SOUTHLAKE IN THIS AGREEMENT IS A TESTAMENT TO THE STRENGTH OF THAT RELATIONSHIP. I UNDERSTAND THAT THIS CHANGE HAS GENERATED SOME QUESTIONS AND I DO WANT TO PROVIDE CLARITY.

THIS STATION IS NOT A PERMANENT STRUCTURE, NOR IS IT INTENDED TO DETRACT FROM THE APPEARANCE OF THE CAMPUS.

INSTEAD, IT IS A SHORT TERM SAFETY MEASURE DESIGNED TO SUPPORT MORE EFFICIENT MONITORING OF ENTRY POINTS.

WHILE THE DISTRICT FINALIZES LONG TERM SOLUTIONS THAT ALIGN WITH BOTH BOTH STATE REQUIREMENTS AND OUR COMMUNITY EXPECTATIONS.

DURING THIS PERIOD, WE WILL ALSO HAVE TWO FULL TIME SECURITY OFFICERS ACTIVELY MONITORING THE PARKING LOT AREAS, ALONG WITH OUR TWO SOUTHLAKE POLICE OFFICERS INSIDE OF THE BUILDING.

OUR GOAL IS STRAIGHTFORWARD TO ENSURE THAT EVERY CAMPUS IN CARROLL ISD FULLY MEETS AND IDEALLY EXCEEDS THE SAFETY STANDARDS SET FORTH BY THE TEXAS EDUCATION AGENCY AS SOON AS CARROLL SENIOR HIGH SCHOOL COMPLETES THE FINAL STEPS OF THIS COMPLIANCE PROCESS, WE LOOK FORWARD TO TRANSITIONING TO A MORE PERMANENT SYSTEM.

ABOVE ALL, THESE MEASURES REFLECT OUR CONTINUED COMMITMENT TO CREATING ENVIRONMENTS WHERE STUDENTS FEEL SUPPORTED AND READY TO ACHIEVE AT THE HIGHEST LEVELS.

FINALLY, I WANT TO TAKE A MOMENT TO HIGHLIGHT OUR DISTRICT DEMOGRAPHIC REPORT.

THIS IS AVAILABLE ON OUR DISTRICT WEBSITE, AND I STRONGLY ENCOURAGE EVERYONE IN OUR COMMUNITY TO REVIEW THIS REPORT AS IT PROVIDES A CLEAR AND COMPREHENSIVE LOOK AT OUR ENROLLMENT TRENDS. ONE OF THE KEY TAKEAWAYS FROM THIS REPORT, LIKE MANY DISTRICTS IN OUR AREA, IS THAT OUR ENROLLMENT IS DECLINING AND BASED ON ALL AVAILABLE DATA, IT IS PROJECTED TO CONTINUE DECLINING FOR THE FORESEEABLE FUTURE.

GOOD EVENING. THIS ANNUAL REQUIREMENT IS BASICALLY TO FORMALIZE THE DISTRICT'S RECAPTURE PAYMENT FOR THIS FISCAL YEAR. IN 2001, AS THE BACKGROUND INFORMATION OUTLINES, IN 2001, THERE WAS A VOTE OF THE COMMUNITY TO APPROVE THIS PURCHASE OF ATTENDANCE CREDITS AS A METHOD FOR PAYING RECAPTURE.

AND SO THAT VOTE WAS HELD IN 2001. AND SO IT DOESN'T HAVE TO BE APPROVED AGAIN.

SO THIS YEAR OUR BUDGETED RECAPTURE FOR FISCAL YEAR 25-26 IS AROUND $21 MILLION LAST YEAR. WE ARE RIGHT NOW AT AT APPROXIMATELY $25.5 MILLION.

THE REDUCTION IN RECAPTURE CAN BE ATTRIBUTED TO TAX COMPRESSION AS WELL AS THE INCREASED HOMESTEAD EXEMPTION THAT WAS JUST APPROVED ON THE NOVEMBER 4TH BALLOT AS WELL.

SO THERE'S SOMETHING GOING UP GOING ON HERE WHEN THEY COLLECT $4 BILLION IN THIS RECAPTURE PER YEAR, AND IT'S WIDELY KNOWN THAT IT ONLY COSTS $2 BILLION FOR WEALTH EQUALIZATION, WHERE'S THE OTHER $2 BILLION GOING? AND THAT'S WHAT THIS BOARD HAS BEEN ASKING OUR STATE, OUR ELECTED REPRESENTATIVES AND THEY ABSOLUTELY REFUSE TO ANSWER.

SO HERE WE ARE AGAIN, ANOTHER YEAR WHERE OUR BOARD IS GOING TO HAVE TO VOTE YES TO ALLOWING OUR STATE TO TAKE $21 MILLION OF TAXPAYER MONEY WHILE WE'RE SITTING IN A DEFICIT AND IN ASKING OUR OUR TAXPAYERS TO RAISE OUR TAX.

IT'S ABSOLUTELY INSANE AND ABSOLUTELY RIDICULOUS.

AND I KNOW THIS BOARD IS ON BOARD WITH THAT IN THAT THIS SOMETHING HAS TO CHANGE AND IT HAS TO CHANGE SOON SO THAT WE CAN CONTINUE TO BE IN FINANCIAL SOLVENCY. SO WITH THAT, I'LL JUST OPEN IT UP FOR ANY QUESTIONS FOR MR. PARK. I'D JUST LIKE TO ECHO PRESIDENT. BRIAN.

THE FIRST TIME WE'D HEARD ANYTHING. AND THE OTHER THING FOR OUR PUBLIC UNDERSTAND THAT THERE ARE RACES IN 2026 THIS NEXT YEAR.

ONE OF THEM IS FOR COMPTROLLER. AND OFTENTIMES WE CAN GO AND WE CAN HEAR THESE CANDIDATES ASK THE CANDIDATES, EACH ONE OF THEM, ABOUT THIS ISSUE, BECAUSE IT'S NOT JUST CARROLL ISD, IT'S 200 SCHOOL DISTRICTS THAT ARE HAVING DOLLARS TAKEN AWAY FROM THEM.

RIGHT. AND THEN IN THIS SPECIFIC TOWN, WE'VE GOT NEW SENATE, STATE SENATE CANDIDATES, AND WE HAVE NEW STATE REPRESENTATIVE CANDIDATES.

ASK THOSE CANDIDATES FOR THAT OFFICE THE SAME QUESTION.

WHAT ARE YOU GOING TO DO REPRESENTING OUR PUBLIC AND OUR SCHOOLS ABOUT THIS ISSUE? BECAUSE UNFORTUNATELY, THOSE THAT HAVE HELD THESE OFFICES SINCE WE'VE BEEN ON THIS BOARD HAVE DONE NOTHING.

ABSOLUTELY NOTHING, HAVE DONE NOTHING. SO I JUST ENCOURAGE OUR COMMUNITY TO GET INVOLVED WITH THE CANDIDATES FOR THESE RACES THAT I JUST MENTIONED AND ASK THEM THAT QUESTION.
