BEYOND HER PROFESSIONAL ROLE, MS. CARRUTH IS ALSO A PROUD CARROLL ISD PARENT.
SHE IS THE MOTHER OF TWO DRAGONS, ONE AT CARROLL ELEMENTARY AND ONE AT EUBANKS, MAKING THIS DISTRICT NOT ONLY HER PLACE OF WORK, BUT TRULY HER HOME. HERE'S WHAT A PARENT HAD TO SAY ABOUT MS. CARRUTH. MS. CARRUTH WAS CLEARLY BORN TO BE AN ENGLISH TEACHER.
I'VE NEVER KNOWN ANOTHER TEACHER SO EXCITED AND INVESTED IN HER STUDENTS.
MS. CARRUTH HAS EXCELLENT COMMUNICATION WITH PARENTS, COMMUNICATES FREQUENTLY, AND JUST MAKES THE OVERALL ENGLISH CLASS EXPERIENCE AWESOME FOR HER STUDENTS. SHE'S ENTHUSIASTIC, HER LESSONS ARE ENGAGING, AND SHE IS PASSIONATE ABOUT THE CURRICULUM.

THIS IS OUR SECOND YEAR HAVING MS. CARRUTH AS A TEACHER BECAUSE SHE TEACHES 7TH AND 8TH GRADE.
MS. CARRUTH RECENTLY HAD A SHARK TANK PROJECT IN HER CLASSROOM THAT ALLOWED STUDENT GROUPS TO MAKE ARGUMENTS IN FRONT OF VOLUNTEER SHARKS, WHICH ARE THE PARENT VOLUNTEERS. THE PROJECT ALLOWED THE STUDENTS TO FLEX THEIR CREATIVE BRAINS WHILE COMING UP WITH BRILLIANT BUSINESS IDEAS THAT THEY COULD PRESENT.
EQUIPPED WITH ACTUAL MUSIC FROM SHARK TANK SHOW AND A PANEL OF JUDGES, THE SHARKS.
THE KIDS PRACTICE THEIR PUBLIC SPEAKING SKILLS, WORKED IN EITHER TEAMS OR ON THEIR OWN, AND EVEN CREATED THEIR OWN WEBSITES TO DEMONSTRATE THEIR BUSINESS IDEA. LET ME JUST SAY, THE KIDS WERE SO IMPRESSIVE.
MS. CARRUTH'S PROJECTS ARE ALWAYS FUN WHILE STILL INCORPORATING VALUABLE LEARNING.
SHE IS VERY DESERVING OF THE INSPIRE EXCELLENCE AWARD.
AND ALSO, I JUST WANT TO SHARE A FEW HEARTFELT WORDS FROM HER COLLEAGUES.
THE ENTHUSIASM SHE BRINGS TO HER WORK EACH DAY IS INFECTIOUS, CREATING AN ENVIRONMENT WHERE STUDENTS FEEL ENERGIZED, CHALLENGED, AND GENUINELY EXCITED TO LEARN. AND WE HAD ZERO SITUATIONS THAT MET ANY OF THESE CRITERIA.
THEY ALL OF THE BREAKDOWN OF WHAT THEY ARE ARE LINKED RIGHT THERE.
THE REPORT THAT THEY MOST CURRENTLY HAVE AVAILABLE IS THE 22-23 YEAR DATA.

WE HAVE MANY, MANY SPONSORSHIPS. THE ONE AT DRAGON STADIUM IS, OF COURSE, THE MOST PROMINENT BUT OVERALL $500,000 THAT COMES INTO THE DISTRICT AS A RESULT OF THESE SPONSORSHIPS GOES INTO THE GENERAL FUND IS NOT SUBJECT TO RECAPTURE.

BASICALLY, STUDENT ENROLLMENT, THE CAPACITY AND THE UPKEEP AND CONDITION OF EACH OF THE CAMPUSES.
THE FINANCE, THE BUDGET OF THE OF THE DISTRICT.
THE THE THE MAPPING, THE MAP OF WHO GOES WHERE.
THE MAP BOUNDARIES FOR EACH SCHOOL AS TO WHICH FAMILY GOES TO WHICH CAMPUS.
ALL THESE METRICS THE TEAM LOOKED AT AND CAME UP WITH A RECOMMENDATION.
AND THE IDEA WAS THE CHARGE FOR THIS TIGER TEAM WAS, HOW CAN WE BEST ALIGN THE DISTRICT, THE CAMPUSES IN ORDER TO BEST SERVE OUR STUDENTS AND OUR FAMILIES GOING FORWARD? HERE'S WHAT WE HAVE NOW.
DO WE STAY WITH THIS ALIGNMENT OR DO WE CHANGE THINGS? AND IF WE CHANGE THINGS, WHAT SHOULD THAT LOOK LIKE MOVING FORWARD? SO THAT WAS THE CHALLENGE.
AND THE TEAM CAME UP WITH THIS PLAN BASICALLY BASED ON ALL OF THESE ANALYTICS, ALL OF THESE METRICS, LOOKING AT THE FACT THAT WE HAD UPWARDS OF 100 EMPTY CLASSROOMS, THAT THIS DISTRICT AND THE TAXPAYER MONEY WAS PAYING TO HEAT AND TO COOL AND TO MAINTAIN AND TO SECURE, THE TIGER TEAM RECOMMENDED CLOSING ONE CAMPUS IN ORDER TO CONSOLIDATE.
AND THAT CAMPUS WAS DURHAM. DURHAM INTERMEDIATE.
SO THE IDEA IS REPRESENTED IN THIS GRAPHIC, WHICH I THINK EVERYONE IN THE ROOM CAN SEE.
WE WOULD KEEP THE FIVE ELEMENTARY SCHOOLS. WE WOULD.
THAT WOULD BE 6TH, 7TH AND 8TH, AND THEN TWO HIGH SCHOOL CAMPUSES EXACTLY AS WHAT WE HAVE NOW, THE SAME AS WHAT WE HAVE NOW. THE ONLY DIFFERENCE AT THE ELEMENTARY LEVEL WOULD BE THAT THOSE FIVE CAMPUSES WOULD ACCOMMODATE K THROUGH 5 INSTEAD OF K THROUGH 4.
SO THIS IS THE CONFIGURATION. MANY PLANS WERE CONSIDERED, MANY IDEAS WERE CONSIDERED.
BUT AFTER MUCH DELIBERATION, THE TIGER TEAM TWO RECOMMENDED THIS LAYOUT FOR THE BOARD TO CONSIDER.
NOW WHY? WHAT WAS THE MAIN REASON? THE MAIN REASON FOR THIS, AND IT HAS BEEN SAID MANY TIMES IN THIS BOARD ROOM, HAS TO DO WITH DECLINING ENROLLMENT. AND SO WE ALL KNOW EVERY MOST EVERY SCHOOL DISTRICT IN THE NORTH TEXAS AREA IS SEEING SOME ASPECT OF DECLINING ENROLLMENT.
OUR PEAK YEAR WAS 2019 WE HAD 8525 STUDENTS. THIS YEAR.
SIX YEARS LATER, WE HAVE 7870 STUDENTS. THAT IS A SIGNIFICANT DROP.

AND SO THAT MEANS CISD HAS LOST ABOUT $8 MILLION IN ANNUAL REVENUE EVERY YEAR OVER THE LAST SIX YEARS.SO THAT'S SIGNIFICANT. AND THAT WAS ONE OF THE MAIN FEATURES THAT THIS PANEL CONSIDERED.
THE FINANCIAL IMPACT OF CLOSING ONE CAMPUS. YOU'D SAVE ABOUT $1.3 MILLION IN THE COST OF PERSONNEL AND OTHER COSTS OF RUNNING THAT CAMPUS, AND THEN ALSO THE LAND ON WHICH THE BUILDING SITS, THE DURHAM BUILDING ALL THAT LAND WOULD BE SOLD AND THE REVENUE FROM THAT SALE WOULD THEN BE INVESTED IN SOME KIND OF LONG TERM INVESTMENT VEHICLE, AND THE INTEREST ON THAT INVESTMENT WOULD BE ABOUT $1.25 MILLION ANNUALLY.
SO THE OVERALL FINANCIAL IMPACT WOULD BE ABOUT $2.5 MILLION.
SO IT'S NOT INSIGNIFICANT. AND ONE OF THE MAIN FEATURES OF THIS PLAN WE REALLY NEED TO EMPHASIZE IS IF THE BOARD DECIDES TO GO THROUGH WITH IT, THE RECOMMENDATION OF THE TIGER TEAM IS THAT IT HAVE A LONG RUNWAY.
SO NONE OF THESE CHANGES WOULD TAKE PLACE THIS ACADEMIC YEAR.
NONE OF THESE CHANGES WOULD TAKE PLACE IN THE NEXT ACADEMIC YEAR.
AND SO THERE'S THREE PHASES. THE FIRST PHASE WOULD BE DISCUSSION AND DECISION MAKING.
WHERE WE ARE NOW, THE SECOND PHASE WOULD BE ABOUT THE NEXT YEAR, AND THAT WOULD BE A LOT OF PLANNING AS TO HOW TO IMPLEMENT THIS CURRICULUM, BUS ROUTES, BOUNDARIES FOR EACH SCHOOL, ETC. AND THEN THE THIRD PHASE WOULD BE THE IMPLEMENTATION RIGHT AROUND THE TIME SCHOOL IS ABOUT LEADING UP TO THAT FIRST DAY OF SCHOOL, MAKING SURE THEIR ORIENTATIONS VISITS TO EACH CAMPUS SO THAT ALL THE FAMILIES KNOW EXACTLY WHAT TO EXPECT.

AND THAT IS WHILE OTHER NEIGHBORING SCHOOL DISTRICTS AND DISTRICTS AROUND THE STATE ARE RIPPING OFF THE BAND AID AND CLOSING MULTIPLE SCHOOLS, INCLUDING ELEMENTARY SCHOOLS ALL OVER THE PLACE NEXT YEAR WE HAVE PUT OURSELVES THIS BOARD AND THIS ADMINISTRATION HAVE BEEN EXTREMELY FISCALLY CONSERVATIVE OVER THE LAST FIVE YEARS AND HAS ALLOWED US TO PUT US THIS DISTRICT IN A POSITION WHERE WE DON'T HAVE TO DO THAT.
WE CAN SPEND A YEAR AND A HALF WITH ENGAGEMENT AND PLANNING WITH OUR COMMUNITY.
AND THIS IS NOT SOMETHING THAT WE ARE GOING TO DO IN A VACUUM OVER THE NEXT THE COURSE OF THE NEXT YEAR AND A HALF, WE WILL BE FORMING COMMUNITY TEAMS THAT WILL COME IN AND TACKLE CERTAIN THINGS, SUCH AS ZONING, SUCH AS YOU KNOW, KIDS GOING FROM INTERMEDIATE SCHOOLS TO ELEMENTARY SCHOOLS TO.

IN FACT, YOU DIDN'T MENTION THIS THIS TIME, BUT I'LL MENTION IT. THE BRAC PLAN IS A FIVE-YEAR PLAN.
THIS IS JUST YEAR TWO. AND SO WE STILL HAVE OTHER ITEMS THAT WE WANT TO TAKE A LOOK AT ON THAT PLAN.
AND WE WILL BE FORMING A TIGER TEAM THREE, BECAUSE WE HAVE BEEN MENTIONING IN THE BRAC DID RECOMMEND THAT INSTEAD OF GOING OUT BECAUSE WE HAVE CAPITAL COSTS. OUR BUILDINGS NEED PRESERVATION.
WE NEED TO REPLACE HVAC, WE NEED TO REPLACE LEAKY ROOFS, INFRASTRUCTURE.
SO WHERE DO YOU GET THAT MONEY? YOU HAVE TO BORROW IT.
WELL, A LOT OF SCHOOL DISTRICTS AROUND THE STATE GO OUT FOR $500,000, $1 BILLION, $2 BILLION BONDS.
I THINK DALLAS OR FORT WORTH WENT OUT FOR LIKE A $4 BILLION OR $5 BILLION BOND, WHICH ENCUMBERS THEIR COMMUNITY IN DEBT OUT 30, 40, 50 YEARS. WE WILL NOT DO THAT WHILE THIS BOARD IS SITTING.
AND THEN GO TO THE COMMUNITY AND SAY, WE NEED $50 MILLION TO FIX THAT ROOF TO REPLACE THAT HVAC, AND WE'RE GOING TO PAY IT OFF IN THREE YEARS. AND THEN WE'RE GOING TO ASK YOU TO ALLOW US TO BORROW ANOTHER $50 MILLION TO DO THE SAME AT OTHER CAMPUSES.
AND SO THAT'S NEXT FOR EVERYBODY THAT'S LISTENING, THAT'S NEXT UP FOR THIS TIGER TEAM TO CONSIDER.
HOW WOULD WE DO THAT? HOW WOULD WE MARKET THAT? HOW WOULD WE COMMUNICATE THAT? SO WE ARE IN A REALLY, REALLY GOOD POSITION RIGHT NOW.

AND WE'RE NOT MOVING OUT OF SOUTHLAKE BECAUSE WE LOVE LIVING HERE AND WE WANT TO KEEP LIVING HERE.
NOW, THAT DOESN'T MEAN THAT WE HAVE KIDS TO SEND TO THE SCHOOLS SO WE CAN HAVE A LARGER BUDGET.
BUT IT'S NOT THAT KIDS ARE LEAVING BECAUSE THEY DON'T WANT TO BE HERE.
IT'S BECAUSE THEY'RE GROWING UP AND THEIR PARENTS ARE STAYING HERE.
AND THAT'S A REALLY POSITIVE THING BECAUSE WE LOVE TO LIVE HERE.

AT THE SAME TIME, WE WERE ABLE TO LOWER THE TAX RATE FOR THE PEOPLE IN THIS COMMUNITY.WE'RE TIED FOR THE LOWEST IN TARRANT COUNTY. AND IF YOU LOOK AROUND THE STATE, YOU TALK ABOUT ENCUMBERED BY BOND DEBT AND HIGH TAX RATES, HAVING THE NUMBER ONE SCHOOL DISTRICT IN TERMS OF ACADEMIC SUCCESS AND ONE OF THE LOWEST TAX RATES IS REALLY, TRULY WE'RE A UNICORN. AND I'M VERY PROUD OF THIS BOARD.

AND ONE THING THAT THEY BROUGHT UP IS WE CAN ACTUALLY BEGIN THE PROCESS OF CREATING A LARGER ENROLLMENT AT DAWSON EUBANKS. KEEP IN MIND, DAWSON EUBANKS THAT 6 THROUGH 8 MIDDLE SCHOOL WILL ACCOMMODATE MORE KIDS THAN THE CARROLL MIDDLE SCHOOL BUILDING.
SO WE WANT TO BE INTENTIONAL ABOUT MOVING MORE OF OUR ELEMENTARY STUDENTS TO THAT BUILDING.
THEY SAID WE CAN BEGIN THAT PROCESS BY NOT SPLITTING THE CARROLL ELEMENTARY SCHOOL ZONE, BUT ALLOWING ALL CARROLL ELEMENTARY KIDS TO GO TO DAWSON, EUBANKS, ALONG WITH NEXT YEAR AS EARLY AS NEXT YEAR.
THAT'S CORRECT. ALONG WITH ALL OF ROCKENBAUGH AND ALL OF OLD UNION.
THOSE TWO ELEMENTARY SCHOOLS WOULD FEED CARROLL MIDDLE SCHOOL.
WE KNOW WE HAVE SOME STUDENTS WHO LAG, RIGHT? MAYBE THEIR SIBLINGS THAT ARE CURRENTLY AT CARROLL MIDDLE SCHOOL OR DAWSON AND, YOU KNOW, THEY'RE COMING OUT. I'M SORRY. AT DAWSON OR CARROLL MIDDLE.
AND THEY'RE COMING OUT OF CARROLL ELEMENTARY.
WE WANT TO MAKE SURE THAT IF YOU'RE AT CARROLL ELEMENTARY AND YOU WANT TO GO TO CARROLL MIDDLE, THAT WE ALLOW THAT WE'LL GRANDFATHER YOU AND ESPECIALLY A SIBLING IF SIBLINGS ARE THERE.
