THEY SAW IT IN THE PREVIOUS YEARS, A NEED THAT WAS NOT BEING MET, AND THEY FILLED IT BECAUSE THEY CARE THAT THE STAFF IS HAPPY, THE STAFF IS PRODUCTIVE BECAUSE THEY ARE OPEN AND AVAILABLE. THEIR STAFF IS NOT AFRAID TO ASK FOR HELP. THEY DO NOT DICTATE WITH LOUD VOICES AND A FIRM FIST. THEY LEAD WITH AN OPEN HEART AND HELPFUL HANDS. IN THE TIME I HAVE KNOWN THESE TWO LADIES, THEY HAVE GROWN IN EVERY WAY POSSIBLE. BOTH YOUNG WOMEN ARE THE MOST TALENTED PHOTOGRAPHERS I'VE EVER HAD ON STAFF. THEIR PHOTOS CONSISTENTLY CAPTURE EMOTION, ENERGY, AND AUTHENTICITY OF CAROLL. THE PROPOSED CHANGES TO OUR SCHOOL PROPERTY INCLUDES LAND BUILDING FACILITIES, INCLUDING AND CONTROLLED BY THE DISTRICT, BUT THEN SAYS SCHOOL BUSSES ARE NOT PROPERTY UNLESS EXPLICITLY STATED. WHEN YOU LOOK AT ALL THOSE PIECES TOGETHER, IT BECOMES CLEAR HOW IMPORTANT IT IS TO EVALUATE THIS POSITION WITH THE SERIOUSNESS IT DESERVES. THE SECOND TOPIC IS HOUSE BILL 1481 AND THE PROPOSED CHANGES TO OUR LOCAL POLICY. AS YOU ALL HAVE DISCUSSED, THE INTENT OF 1481 WAS TO MINIMIZE DISTRACTIONS DURING THE SCHOOL DAY. HOWEVER, THE CURRENT POLICY PROPOSAL CREATES ANOTHER LOOPHOLE BY REMOVING THE PROHIBITION ON PERSONAL DEVICES, ON SCHOOL BUSSES AND NARROWING THE DEFINITION OF SCHOOL PROPERTY SO THAT DEVICE IS USED ON BUSSES OR BETWEEN CAMPUSES. FALL OUTSIDE THE PROPERTY, OUTSIDE THE POLICY. IT'S BAD ENOUGH WE HAVE OUR MACBOOKS WHERE KIDS CAN DO WHATEVER THEY WANT. MAYOR WHATEVER THEY WANT. NOW WE, WE DID RECEIVE A UNBUDGETED INSURANCE PROCEEDS COMPENSATION THAT WAS SUPPOSED TO BE BOOKED LAST YEAR, BUT WE NEVER RECEIVED IT. SO, SO THAT OFFSETS A LITTLE BIT. SO CURRENTLY WE'RE LOOKING AT ABOUT 1.25 MILLION DEFICIT, WHICH WE HOPE TO RECOUP THROUGH LAND SALES AND ALSO SALES OF THE TELECOMMUNICATIONS TOWERS. JUST A QUICK SNAPSHOT OF OUR DEBT SERVICE FUND. WE HAVE OUR PLAN DEFEASANCE HERE COMING UP IN JUNE. THAT WAS APPROVED BACK IN AUGUST AT THE AUGUST REGULAR MEETING. THAT DEFEASANCE WILL BE FOR 10 MILLION. SO AND THE EXPECTED NET PRESENT VALUE SAVINGS OF THAT DEFEASANCE IS AROUND $800,000. SO THAT THIS YEAR WE STARTED THE YEAR WITH A $17.5 MILLION FUND BALANCE AFTER THE DEFEASANCE AND OUR REGULAR SCHEDULED DEBT SERVICE PAYMENTS. WE EXPECT TO END THE YEAR WITH A FUND BALANCE OF JUST OVER 16 MILLION. LOOKING AHEAD TO OUR 26-27 BUDGET PROCESS. GO OVER THE QUICK TIMELINE. BACK IN NOVEMBER, WE PASSED OUR VATRE, SET OUR TAX RATE FOR, FOR THIS YEAR. AND THEN STARTING THIS YEAR, FROM JANUARY THROUGH MARCH, WE DID ALL OF OUR PRELIMINARY SALARY AND STAFFING ANALYSIS, PRELIMINARY ENROLLMENT PROJECTIONS. AND ALSO WE JUST RECEIVED OUR PRELIMINARY REVENUE ESTIMATES. I'M SORRY, TAXABLE VALUE ESTIMATES. SO LOOKING AT THAT WE ARE WORKING TIRELESSLY TO TRY AND PROJECT THE REVENUES THAT, THAT WE'LL SEE THIS YEAR APRIL THROUGH JUNE. WE'RE NOW FINISHING UP OUR DEPARTMENTAL BUDGETS AND OUR CAMPUS BUDGETS AND THEN CONTINUE TO GET MORE TARGETED NUMBERS FOR OUR PRELIMINARY PROPERTY VALUES. AND THEN IN JULY OR JUNE, WE WILL LOOK TO ADOPT OUR BUDGET. IN JULY, WE WILL RECEIVE OUR CERTIFIED VALUES AND THEN WE'LL ADOPT OUR TAX RATE SUBSEQUENTLY AFTER THAT IN, IN AUGUST. SO SOME KEY REVENUE ASSUMPTIONS GOING INTO THIS YEAR. AS YOU KNOW, THE LEGISLATURE PASSED HOUSE BILL TWO. AND THIS SECOND YEAR OF THE BIENNIUM IS WHEN OUR SPED ALLOTMENTS IS SUPPOSED TO BE UPDATED ON THE INTENSITY OF SERVICES MODEL. THE COMMISSIONER DID RELEASE SOME, SOME SOME ADDITIONAL DETAILS THIS PAST WEEK. BUT THE BUT THE WEIGHTS AND THINGS ASSOCIATED WITH THE EIGHT TIERS OF FUNDING HAVE NOT BEEN PUBLISHED YET. SO WE ARE ANXIOUSLY AWAITING THOSE UPDATES AND WE'LL PLAN ACCORDINGLY. AS I MENTIONED BEFORE, THE PRELIMINARY VALUES FROM TAD JUST WERE RELEASED. WE ARE CURRENTLY AT ABOUT $14.35 BILLION IN TAXABLE VALUE. THAT'S UP A QUARTER PERCENT FROM LAST YEAR'S PRELIMINARY ESTIMATES. AND TYPICALLY FROM HERE TO CERTIFIED VALUES, WE LOSE ABOUT $900 MILLION. SO I'M EXPECTING THE SAME, ALTHOUGH ALTHOUGH ALL THE HOLD HARMLESS AND THE FROZEN VALUES THAT, THAT WERE UPDATED THIS PAST YEAR YOU KNOW, THERE'S, THERE'S A LOT OF FLUCTUATION WITH THAT STILL. SO OUR ENROLLMENT PROJECTIONS CURRENTLY, AS OUR DEMOGRAPHER HAS PROJECTED WE ARE EXPECTED TO LOSE 176 STUDENTS FROM 7870 TO 7694, WHICH WOULD EQUATE TO ABOUT A $1.5 MILLION FUNDING LOSS FOR US GOING INTO THIS YEAR. AND UNKNOWN IS THE IS THE TIFA EDUCATION SAVINGS ACCOUNTS THAT THAT WAS PASSED FOR THE FIRST [00:45:02] TIME IN THIS LEGISLATIVE SESSION. SO RIGHT NOW WE DON'T HAVE A GREAT HANDLE ON, ON HOW MANY STUDENTS WE MIGHT LOSE. BUT, BUT AS THOSE RESULTS COME, THERE SHOULD BECOME PRETTY, PRETTY IMMINENTLY. SO WE WILL BE ABLE TO FIND OUT SOON. OTHER REVENUE SOURCES WE'RE LOOKING AT OBVIOUSLY PROPERTY SALES WE'VE BEEN TALKING ABOUT FOR THE PAST COUPLE YEARS. WE WILL BE CLOSING HOPEFULLY HERE IN THE NEXT COUPLE MONTHS ON, ON THE, THE PROPERTY BEHIND US. AND THEN ALSO GETTING RID OF OUR TELECOMMUNICATIONS TOWERS. AND SO THOSE ARE JUST THE INITIAL SALES. ON THE EXPENDITURE SIDE, FTE PAYROLL MAKES UP, YOU KNOW, NOW IT'S, IT'S, IT'S PROBABLY CREEPING UP PAST 80% OF OUR, OF OUR, OF OUR TOTAL GENERAL FUND BUDGET. AND SO AS WE LOSE STUDENTS IT IS IMPERATIVE THAT WE, THAT WE, THAT WE TRY TO CONTINUE TO MATCH THAT LOSS WITH A PROPORTIONATE SAVINGS IN, IN, IN STAFF. AND SO OUR GOAL IS TO CONTINUE TO SAVE $1 MILLION PLUS THROUGH ATTRITION. AND THEN, AS YOU MENTIONED, AND COMING UP HERE SOON, WE WILL RECOMMEND A COMPENSATION RAISE PACKAGE THAT WILL BE SOMEWHERE AROUND THE TUNE OF 2.3 TO $2.4 MILLION FOR FOR THIS YEAR. SO WE KNOW WE'LL BE ADDING THAT TO OUR BUDGET. AND THEN, AND THEN NON-PAYROLL BUDGETS, THE OTHER 20% THROUGH OUR, THROUGH OUR ZERO BASED BUDGETING EFFORTS, WE HAVE IDENTIFIED AT LEAST A POTENTIAL $500,000 REDUCTION IN OUR, IN OUR NON-PAYROLL BUDGETS. AND THEN ALSO WE ARE LOOKING AT OUR CAMPUS BUDGETS AND OUR CAMPUS ALLOCATIONS TO MAKE SURE THAT YOU KNOW, THOSE CONTINUE TO ADJUST ACCORDING TO THE STUDENT COUNT THEY HAVE. SO A BIG HIT TO THIS, THE END OF THIS YEAR FOR US WAS WAS OUR WAS OUR FUEL COST AND ALSO FOOD COSTS. THOSE HAVE CONTINUED TO, TO RISE. AND SO WE, WE WILL BE EXAMINING THAT CAREFULLY GOING FORWARD FOR, FOR NEXT YEAR TO MAKE SURE WE HAVE ENOUGH BUDGET TO HANDLE THAT. AND THEN ALSO LAST THING IS COST OF RECAPTURE. CURRENTLY, THE BUDGET THAT WE PUT IN PLACE WAS $1.865 MILLION. CURRENTLY, WE HAVE $789,000 LEFT FROM THE ROOF PROJECTS. THAT'S WHAT'S BEEN PLEDGED BY THE CITY. WE'RE WE'RE EXPECTING ANOTHER $1.1 MILLION FOR AN AGREEMENT. AND THAT'S WHERE WE WENT THROUGH THE PROJECT LIST LAST LAST WEEK. YEP. THANK YOU, MR. MOONEY. AND I JUST WANT TO REMIND THE COMMUNITY THAT THESE ARE SCHOOL PROPERTY TAXES COLLECTED BY THE SCHOOL DISTRICT. IN EVERY YEAR, WE WRITE A CHECK IN THE AMOUNT OF ABOUT, WHAT, 7 OR $8 MILLION TO THE CITY TO PUT IN A SPECIAL ACCOUNT. AND THOSE FUNDS CAN BE USED FOR ONLY THE FACILITIES THAT ARE IN THAT TIF ZONE. THE ONLY FACILITIES THAT THE SCHOOL DISTRICT HAS IN THAT TIF ZONE ARE DAWSON MIDDLE SCHOOL, EUBANKS INTERMEDIATE, INTERMEDIATE, OLD UNION ELEMENTARY AND DRAGON STADIUM. SO THIS IS AN EXTRA SOURCE OF REVENUE THAT IS NOT SUBJECT TO RECAPTURE THAT THAT WE ARE ASKING THE CITY TO HELP US OUT WITH. IT'S PERFECTLY LEGAL. IT'S PERFECTLY NORMAL. AND THE THOSE IN THE PAST THAT THOUGHT OF DOING THIS WE JUST WANT TO THANK AND APPRECIATE. AND NOW THE CITY HAS BEEN COOPERATING WITH US IN PROVIDING SOME FUNDS TO HELP OUT IN CAPITAL IMPROVEMENTS. THESE FUNDS CAN'T GO TO SALARIES. THESE FUNDS CAN'T GO TO THE M&O ACCOUNT. THEY HAVE TO GO TO CAPITAL IMPROVEMENTS AT THESE FOUR FACILITIES SPECIFICALLY. AND I KNOW, MR. MOONEY, YOU'VE BEEN DOING A GREAT JOB OF REALLY ASSESSING WHAT WHAT THE REAL NEEDS ARE AT EACH ONE OF THESE FACILITIES. AND SO THEREFORE, WE'RE GOING TO ASK THE CITY, AND WE HAVE ASKED THE CITY FOR A SPECIFIC AMOUNT FOR SPECIFIC ITEMS ON THAT LIST. SO EVERYBODY IS TRANSPARENT AND CLEAR ABOUT WHAT'S NEEDED.
