OKAY. GOOD AFTERNOON. WE'LL CALL THIS REGULAR MEETING OF THE CARROLL ISD BOARD OF TRUSTEES TO ORDER ON JANUARY 22ND, 2024 AT 5 P.M.

[1. CALL TO ORDER AND ESTABLISH QUORUM]

OUR FIRST ITEM ON THE AGENDA IS EXECUTIVE SESSION.

[2. EXECUTIVE SESSION (Part 1 of 2)]

WE'LL NOW ADJOURN TO EXECUTIVE SESSION PURSUANT TO TEXAS GOVERNMENT CODE 551.071, 551.072, 551.074 AND 551.0821 AT 5 P.M.

ALRIGHT. GOOD AFTERNOON EVERYONE.

WE WILL CALL THIS MEETING BACK TO ORDER AT 6:01 P.M.

WE HAVE MADE A SLIGHT CHANGE IN ORDER OF EVENTS FROM THIS MEETING FORWARD.

WE WILL OPEN THE MEETING WITH PRAYER.

[3. OPENING PRAYER AND PLEDGES OF ALLEGIANCE/MOMENT OF SILENCE]

AND THEN PERFORM THE PLEDGE OF ALLEGIANCE AND MOMENT OF SILENCE.

WE ARE HIGHLIGHTING DAWSON MIDDLE SCHOOL THIS MONTH, SO WE'LL HAVE SOME STUDENTS LEADING US IN THE PLEDGES AND MOMENT OF SILENCE.

WILL YOU PLEASE RISE? TRUSTEE STACY, WILL YOU PLEASE LEAD US IN PRAYER? OH, GOD, THAT YOU WOULD BLESS US INDEED THAT YOU WOULD ENLARGE OUR TERRITORY.

THAT YOUR HAND WOULD BE WITH US, THAT YOU WOULD KEEP US FROM EVIL, THAT WE MAY NOT CAUSE PAIN IN JESUS.

YOU WILL PLEASE REMAIN STANDING.

WE HAVE THREE STUDENTS FROM OUR DAWSON MIDDLE SCHOOL BAND, AND IT'S OUR TRUMPET TRIO THAT ARE GOING TO LEAD US IN THE PLEDGES.

HELLO. MY NAME IS DAVID CRABTREE.

I'M GOING TO BE LEADING YOU IN THE PLEDGE OF ALLEGIANCE.

ALLEGIANCE].

HELLO, I'M WILLIAM.

HELLO, I'M SEONNA, LET'S TAKE A MOMENT OF SILENCE.

THANK YOU. ALRIGHT.

THANK YOU. STUDENTS, WE ARE GOING TO MOVE.

RECOGNITIONS ITEM 4.1 TO 4.5.

[4. RECOGNITIONS]

WE'RE JUST GOING TO GO STRAIGHT INTO THE CAMPUS OF THE MONTH, MISS LEONARD.

WE WERE GOING BACK AND FORTH ON PERFORMANCE.

SO I'LL GO AHEAD AND START AND LET THEM PERFORM AFTER ME.

GOOD EVENING, DR. LEDBETTER, PRESIDENT BRYAN AND BOARD OF TRUSTEES.

WE ARE THRILLED TO HIGHLIGHT DAWSON MIDDLE SCHOOL TONIGHT, A STRONGHOLD OF ACADEMIC EXCELLENCE.

IT'S ESTABLISHED SINCE 2002 AS THE SECOND MIDDLE SCHOOL IN CARROLL ISD.

DAWSON ONLY HAS A RICH HISTORY BUT ALSO EXCELLED, EARNING NUMEROUS HONORS OVER THE YEARS.

I ATTRIBUTE ALL THE CREDIT TO OUR EXCEPTIONAL FORMER AND CURRENT STAFF, STUDENTS, AND THEIR FAMILIES.

DAWSON MIDDLE SCHOOL ACHIEVED A RECOGNIZED RATING FROM 2004 TO 2006, AND AN EXEMPLARY RATING FROM 2007 TO 2011.

IN 2011, WE PROUDLY RECEIVED THE HIGH PERFORMING MODEL MIDDLE SCHOOL TEXAS SCHOOLS TO WATCH AWARD.

OVER THE COURSE OF 22 YEARS AS THE MIDDLE SCHOOL, DAWSON HAS HAD FIVE PRINCIPALS.

OUR VERY OWN MR. RYAN WILSON PROUDLY LED DAWSON MIDDLE SCHOOL FROM 2008 TO 2021, BEFORE HE WAS GIVEN THE OPPORTUNITY TO EMBARK ON HIS NEXT JOURNEY TO LEAD CARROLL SENIOR HIGH. MR. WILSON'S DEDICATED LEADERSHIP PLAYED A SIGNIFICANT ROLE IN SHAPING THE SUCCESS AND SPIRIT OF DAWSON MIDDLE SCHOOL DURING HIS TENURE.

WE EXTEND OUR HEARTFELT GRATITUDE FOR HIS CONTRIBUTIONS AND WISH HIM CONTINUED SUCCESS AT CARROLL SENIOR HIGH.

I'VE HAD THE PRIVILEGE OF SERVING THE STUDENTS AT DAWSON MIDDLE SCHOOL FOR THE PAST TWO YEARS, WITH THE PREVIOUS FIVE YEARS DEDICATED TO BEING THE ASSISTANT PRINCIPAL AT EUBANKS INTERMEDIATE AND DAWSON MIDDLE SCHOOL.

AS I EMBARK ON MY 17TH YEAR IN EDUCATION NEXT YEAR, I LOOK FORWARD TO CONTINUING THE TRADITION OF EXCELLENCE AT DAWSON MIDDLE SCHOOL.

IT IS WORTH NOTING THAT DAWSON MIDDLE SCHOOL IS NAMED AFTER GEORGE DAWSON, A REMARKABLE INDIVIDUAL WHOSE LIFE IS TRULY SOMETHING TO BE REMEMBERED.

HIS LEGACY ADDS DEPTH AND SIGNIFICANCE TO THE ESSENCE OF OUR SCHOOL, INSPIRING US TO UPHOLD THE STANDARDS OF EXCELLENCE THAT HE REPRESENTED.

HE WAS BORN IN MARSHALL, TEXAS IN 1898.

HE MARRIED AND HAD SEVEN CHILDREN.

HE WAS NOT AFFORDED THE OPPORTUNITY TO RECEIVE A PROPER EDUCATION.

HE WENT THROUGH LIFE NOT KNOWING HOW TO READ OR WRITE.

WHEN HE TURNED 98, HE LEARNED ABOUT AN ADULT EDUCATION CLASS TAUGHT BY KARL HENRY IN DALLAS, TEXAS.

[00:05:02]

THE STORY OF LEARNING HOW TO READ AT AGE 98 GAINED NATIONAL ATTENTION AND EVENTUALLY GOT DAWSON A SEGMENT ON THE OPRAH WINFREY SHOW.

AT AGE 100, HE WAS ABLE TO READ HIS BIRTHDAY CARDS FOR THE FIRST TIME IN HIS LIFE.

THOSE THAT KNEW HIM SAID THAT HE WAS A HARDWORKING, LOVABLE, HUMBLE PERSON THAT WAS ALWAYS WILLING TO LEND A HELPING HAND.

IT IS WITH GREAT IMPORTANCE TO OUR DAWSON STUDENTS AND STAFF TO MAINTAIN A STRONG CONNECTION WITH THE DAWSON FAMILY.

EVERY YEAR, WE EXTEND AN INVITATION TO THE FAMILY TO JOIN US IN CELEBRATING THE LIFE OF GEORGE DAWSON ON HIS BIRTHDAY.

THIS TRADITION HOLDS A SPECIAL PLACE IN OUR HEARTS, AND IT SERVES AS A TESTAMENT TO THE ENDURING BOND BETWEEN THE DAWSON FAMILY AND DAWSON MIDDLE SCHOOL.

DURING THE ANNUAL CELEBRATION THIS PAST FRIDAY, WE WERE HONORED TO HOST MR. DAWSON'S GRANDDAUGHTER, MICHELLE AND HIS GREAT GRANDSON, CHRIS, WHO, JOINED US FOR LUNCH WITH OUR STAFF.

TOGETHER, WE CELEBRATED A BIRTHDAY CAKE AND SHOWCASED A PAINTING OF GEORGE DAWSON CREATED BY OUR VERY OWN TALENTED STUDENTS AS ANOTHER MEANINGFUL TRADITION.

AT THE END OF THE SCHOOL YEAR, DURING OUR EIGHTH GRADE PROMOTION CEREMONY, WE PRESENT THE DAWSON THE DRAGON HEART AWARD.

THIS AWARD IS BESTOWED UPON A STUDENT WHO EXEMPLIFIES THE REMARKABLE QUALITIES OF GEORGE DAWSON, AND THE STUDENT IS NOMINATED BY THEIR TEACHERS AND STAFF.

WHAT MAKES THIS AWARD EVEN MORE SPECIAL IS THAT A MEMBER OF THE DAWSON FAMILY HAS THE HONOR OF PRESENTING THIS TO THE DESERVING STUDENT.

THESE TRADITIONS NOT ONLY HONOR THE LEGACY OF GEORGE DAWSON, BUT ALSO STRENGTHEN THE TIES WITH THAT BIND US AS A DAWSON MIDDLE SCHOOL COMMUNITY.

MY HOPE IS THAT AFTER ALL OF OUR STUDENTS LEAVE DAWSON MIDDLE SCHOOL, THEY WILL HAVE LEARNED AT LEAST ONE THING FROM GEORGE DAWSON, AND THAT IS NEVER TOO LATE TO REALIZE YOUR DREAMS AND NEVER STOP LEARNING.

THANK YOU TO MRS. STACY FOR JOINING US ON FRIDAY FOR THE BIRTHDAY CELEBRATION OF GEORGE DAWSON AND OF COURSE, OUR CHILI COMPETITION.

WE LOOK FORWARD TO SEEING THOSE OF YOU WHO ARE ABLE TO JOIN US FOR TEA ON WEDNESDAY AFTERNOON.

AND THANK YOU FOR HAVING US TODAY.

THANK YOU, MISS LEONARD.

OF COURSE. AND NOW I WANT TO PRESENT TO YOU, MR. HOWARD, OUR DAWSON MIDDLE SCHOOL BAND DIRECTOR, WHO'S GOING TO INTRODUCE OUR THREE TRUMPET TRIO.

PERFECT. THANK YOU VERY MUCH.

ALL RIGHT. GETTING PRESENTED.

THAT'S ALWAYS EXCITING. ALL RIGHT.

SO I'M GOING TO KIND OF I'M DOING A LITTLE INTRODUCTION HERE.

I'M HERE WITH MY COUNTERPART, MR. ERIC GUERRERO.

WE ARE BOTH BAND DIRECTORS AT BOTH EUBANKS AND DAWSON.

BUT, WHAT WE'RE SUPER FORTUNATE ABOUT IS WE GET TO WORK WITH A WONDERFUL GROUP OF KIDS.

AND LIKE ANY CAMPUS THAT WE HAVE HERE IN CARROLL ISD, THERE IS A WEALTH OF PROGRAMS THAT THESE KIDS GET, GET TO BE A PART OF.

YOU KNOW, I HAVE.

GREAT. WHEN I FIRST GOT TO DAWSON, I FIRST, RIGHT OFF THE BAT, HAD HEARD FROM MR. WILSON THE IMPORTANCE THAT GEORGE DAWSON BROUGHT TO THE PROGRAM.

AND SO WHAT I LOVE MORE THAN ANYTHING IS THAT WHEN WE GO TO PERFORM IN CONCERTS, IF WE GET TO GO TO THE COMMUNITIES, IF WE GO ANYWHERE IN THE REGION WHERE THERE ARE OTHER SCHOOLS, I LOVE THAT WE HAVE GEORGE DAWSON WRITTEN RIGHT NEXT TO OUR KIDS NAMES, BECAUSE IT REALLY KIND OF GROUNDS US ON WHAT WE ARE HERE.

AND HE WAS A MAN THAT WAS BUILT ON KNOWLEDGE AND TO ALWAYS TRY TO ACHIEVE THINGS, NO MATTER THE AGE OR WHAT YOUR LIMITS ARE.

SO, WE'VE GOT A TRUMPET TRIO HERE.

WE WERE AT THE BOARD MEETING THIS LAST GO AROUND.

WE SAW THESE ELEMENTARY SCHOOLS WITH ALL OF THE INSTRUMENTS, AND THEY WERE DANCING AND THEY WERE DOING ALL THIS STUFF, AND I WAS LIKE, OKAY, WELL, LET'S JUST KIND OF SHOW WHAT THE NEXT STEP IN A MUSICAL JOURNEY WOULD BE, WHICH WOULD BE THESE KIDS JUST KIND OF PICKING UP AN INSTRUMENT.

SO THESE KIDS HAVE BEEN ON THESE INSTRUMENTS FOR ABOUT TWO AND A HALF YEARS WHEN THEY COME INTO DAWSON AND ARE LEARNING WITH US.

SO WHAT YOU'RE GETTING HERE IS A LITTLE TIDBIT.

IT'S CALLED CALYPSO MORNING, WHICH IS KIND OF A FUN LITTLE TOE TAPPER.

BUT WHAT THEY'RE GOING TO DO IS THEY'RE GOING TO PERFORM THIS FOR YOU GUYS HERE TODAY, AND WE ARE GOING TO INVITE EVERYBODY IN.

THE COMMUNITY IS ALWAYS INVITED TO OUR CONCERTS THAT WE HAVE LATER IN THE SEMESTER.

SO, THIS IS KIND OF LIKE A PROGRESSIVE THING.

YOU GET TO HEAR WHAT THESE KIDS DO HERE AND IN A COUPLE OF MONTHS, IT'S PRETTY AMAZING THE JUST THE LEAPS AND STRIDES THAT THEY MAKE OVER A PERIOD OF TIME.

SO ONCE AGAIN, THIS IS WILLIAM SEONNA AND DAVID, OUR TRUMPET TRIO FROM DAWSON MIDDLE SCHOOL.

[MUSIC]

[00:11:19]

. YEAH. GREAT JOB.

ALL RIGHT, GUYS, FRONT, CENTER.

ALL RIGHT.

THANKS AGAIN.

ALL RIGHT. THANK YOU SO MUCH, DR.

LEDBETTER, FOR ALLOWING THIS BOARD TO HIGHLIGHT A CAMPUS, EVERY MONTH.

IT'S SO IMPORTANT WE BELIEVE IN UNDERSTANDING THE HISTORY BEHIND THE NAME ON OUR, SCHOOLS AND SEEING OUR STUDENTS.

IT'S AMAZING HOW TALENTED, AND THAT'S WHY WE'RE THE NUMBER ONE DISTRICT IN THE STATE.

AND. YEAH, IN THE NATION.

RIGHT? YEAH. SO, YEAH.

THANK YOU, MISS LEONARD.

AND, DAWSON MIDDLE SCHOOL.

WE LOOK FORWARD TO ATTENDING YOUR CAMPUS EVENTS FOR THE REST OF THE MONTH, AND WE'RE GOING TO MOVE ON IN OUR AGENDA TO ITEM 4.3, WHERE WE, RECOGNIZE AS A BOARD, TEACHER, THE SUBSTITUTE, THE STAFF MEMBER OF THE MONTH.

AND WE'RE SO HAPPY TO DO THAT AT OUR REGULAR BOARD MEETINGS.

AND OUR FIRST, BOARD RECOGNITION THIS EVENING IS FOR OUR INSPIRE EXCELLENT TEACHERS.

I THINK FIRST UP IS, PRINCIPAL MR. FIKE, TO INTRODUCE OUR FIRST AWARD WINNER FOR THE MONTH OF JANUARY.

GOOD EVENING BOARD.

I AM THRILLED TO BE HERE TONIGHT TO RECOGNIZE SHERRY EMBRY.

SHE HAS BEEN A PART OF OLD UNION SINCE THE BUILDING OPENED.

SHE WAS NOMINATED BY A PARENT.

SOMETHING. SOME THINGS THAT THE PARENT SAID IS.

MISS EMBRY IS SO GENTLE AND PATIENT.

SHE IS ALWAYS THERE TO LISTEN AND HELP OUR KIDS.

WE ABSOLUTELY LOVE HER.

HER ACADEMIC TEACHING ABILITY IS ABOVE AND BEYOND.

SHE COMMUNICATES WITH HER KIDS DAILY BUT ALSO KEEPS CONSISTENT COMMUNICATION WITH THEIR PARENTS.

WE WENT A LITTLE STEP FURTHER AND WE WANTED TO HEAR FROM SOME OF HER KIDS.

SO SOME OF THE QUOTES THAT WE GOT WHEN DESCRIBING MISS EMBRY IS THEY SAID SHE MAKES MATH LOOK EASY.

SHE HAS AN UNLIMITED STRATEGIES.

IF YOU'RE DOING MATH AND DON'T KNOW HOW TO GET THE ANSWER.

SHE IS A MATH MIRACLE WORKER AND THE LAST THING? SHE MAKES MATH A LOT MORE FUN THAN IT ACTUALLY IS.

I THINK THAT'S FUN, BUT WE KNOW SOME KIDS DON'T THINK THAT WAY, BUT I KNOW WHEN THEY'RE IN HER CLASS, THEY FEEL THAT WAY.

MY SOPHOMORE AT THE AIR FORCE ACADEMY HAD HER AS A TEACHER, AND I KNOW HE WOULD LIST HER UP THERE WITH THE BEST OF THE BEST.

SO I'M HONORED TO RECOGNIZE MISS EMBRY AS A TEACHER THAT INSPIRES EXCELLENCE.

CONGRATULATIONS.

CONGRATULATIONS, MISS EMBRY.

NEXT UP, MR. WILSON.

[00:15:04]

GOOD EVENING BOARD AND HAPPY BOARD APPRECIATION MONTH.

I'M SURE THAT SHOULD BE THE CASE FOR EVERY MONTH.

VERY SPECIAL TO BE HERE ON DAWSON NIGHT.

THANK YOU VERY MUCH FOR THE TRUMPET TRIO.

THAT WAS. THEY WERE ABSOLUTELY AWESOME.

AND THANK YOU, MISS LEONARD, FOR KIND THOUGHTS THAT WERE COMPLETELY UNNECESSARY.

BUT I'LL TAKE IT AND RUN WITH IT.

HEY, A DRUMLINE MEMBER AND BAND PRESIDENT IN HIS LONG HORN COLLEGE DAYS.

MR. KEN JOHNSON THANKFULLY TRADED HIS BLASPHEMOUS BURNT ORANGE FOR DRAGON.

FOR DRAGON GREEN.

WOW. THANK YOU.

DID YOU HEAR THAT? THERE WAS.

WOOP -WOOP.

OKAY, WHERE WAS I TRADED IT FOR DRAGON GREEN 25 YEARS AGO THIS YEAR.

DURING HIS QUARTER OF A CENTURY EFFORT IN CISD, KEN HAS SERVED AS A PERCUSSION DIRECTOR, ASSISTANT BAND DIRECTOR, AND NOW DIRECTOR OF BANDS OVER THE DRAGON BAND PROGRAM. UNDER HIS LEADERSHIP, THE BAND HAS RECEIVED CONSIDERABLE RECOGNITION AND HIGH RANKS AT BOTH THE STATE AND NATIONAL LEVEL.

OVER THESE LAST FEW YEARS, MR. JOHNSON HAS BROUGHT THE BAND INTO A COMPETITIVE ARENA KNOWN ONLY BY THE BEST AND BRIGHTEST BANDS IN THE LONE STAR STATE.

BUT IT'S WHAT YOU SEE PUSHING PAST THOSE TROPHIES THAT SHINES BRIGHTEST ABOUT KEN'S WORK.

HE'S PROFESSIONAL, HE'S PATIENT, HE'S PASSIONATE, AND HE BALANCES TREMENDOUS HARD WORK WITH HUMOR AND FUN.

THAT BRINGS BALANCE TO THE LONG, HOT REHEARSALS OF THE SUMMER AND THE DEDICATION OF SO MANY SATURDAYS IN OCTOBER.

AMONG THE NOMINATIONS FOR KEN TO RECEIVE TONIGHT'S AWARD ARE THESE THOUGHTS FROM A CURRENT BAND PARENT.

MR. JOHNSON'S KINDNESS AND PATIENCE HAS MADE A TREMENDOUS IMPACT ON MY DAUGHTER'S LIFE.

FROM A CURRENT BAND STUDENT, MR. JOHNSON IS MY FAVORITE TEACHER AT THE HIGH SCHOOL BECAUSE HE'S SO GOOD AT WHAT HE DOES, AND BECAUSE HE OBVIOUSLY CARES ABOUT ALL THE KIDS IN THE BAND AND FROM HIS CURRENT PRINCIPAL. WE'VE BEEN SERVING THE KIDS OF CARROLL FOR A VERY LONG TIME.

KEN'S SPIRIT TO SERVE IS REFRESHING TO ME BECAUSE HE CONSTANTLY STRIVES TO MAKE THINGS BETTER FOR THE KIDS IN HIS PROGRAM.

SEEING HOW HARD HE WORKS MOTIVATES ME TO IGNORE HOW CLOSE WE BOTH ARE TO RETIREMENT, AND TO INSTEAD FIND ANOTHER SLEEVE TO ROLL UP SO KIDS HAVE A BETTER HIGH SCHOOL EXPERIENCE.

HERE'S TO NEEDING A CANE TO GO WITH YOUR BATON SOMEDAY, FRIEND.

AND CONGRATULATIONS! THE DIRECTOR OF THE NATIONALLY FAMOUS CARROLL DRAGON BAND, MR. KEN JOHNSON.

CONGRATULATIONS, MR. JOHNSON.

[INAUDIBLE].

I'LL SAVE IT FOR NEXT.

TRUSTEE YEAGER AND I ARE FORMER BORN, BAND PARENTS.

RIGHT. WE APPRECIATE MR. JOHNSON SO VERY MUCH.

HE'S ONE OF THE BEST IN THE BUSINESS.

THANK YOU. AND WE'VE HEARD SOME REALLY AWESOME THINGS ABOUT MISS EMBRY.

AND MAKING MATH FUN IS VERY DIFFICULT.

SO THANK YOU VERY MUCH FOR THAT.

TEACHERS ARE WHAT MAKES OUR DISTRICT THE NUMBER ONE DISTRICT IN THE STATE.

SO WE WILL MOVE ON TO 4.4 RECOGNITION 4.4, WHICH IS INSPIRE EXCELLENCE EMPLOYEE OF THE MONTH, I THINK.

DR. SMOLSKIS YOU'RE UP.

YES. OH, THERE YOU ARE. YES, I'M HERE WILLING, READY AND ABLE TO PRESENT OUR EMPLOYEE OF THE MONTH.

I'M VERY HONORED. AND I WANT HER TO COME UP AND STAND HERE WHILE I BRAG ON HER.

DIANE PITTMAN, OUR FRONT OFFICE.

I'M GOING TO MAKE IT SHORT, BUT I COULD TALK FOREVER ABOUT WHAT THIS LADY DOES FOR ALL OF US.

THIS LADY WAS NOMINATED BY A COMMUNITY MEMBER, AND THIS PERSON SAID, I'M NOMINATING DIANE PITTMAN FOR THE INSPIRE EXCELLENCE AWARD FOR HER PROFESSIONALISM AND POSITIVE

[00:20:01]

ATTITUDE. HAVING ATTENDED SEVERAL YEARS OF COMMITTEE MEETINGS AT THE ADMIN BUILDING.

I'VE SEEN A LOT OF DIANA.

SHE'S ALWAYS CHEERFUL, POLITE, KNOWLEDGEABLE, AND ENGAGING WHILE STANDING AT HER DESK GETTING CHECKED IN.

OFTEN THE DOORBELL BUZZES AND OUR PHONE IS AND HER PHONE IS RINGING AND OR SOMEONE IS BELIEVED BUT BELLOWING IN THE HALL, CAN YOU BUZZ ME IN? BUT AMIDST THE ALL OF THE CHAOS, SHE REMAINS CHIPPER, SMILING AND ALWAYS HAS SOMETHING NICE TO SAY.

I APPRECIATE HER PROFESSIONALISM AND POSITIVE ATTITUDE AND I HAVE TO SECOND ALL OF THAT.

SOME OTHER SPECIFIC EXAMPLES IS EVERY DAY AND EVENING THERE ARE MULTIPLE MEETINGS, EVENTS, TRAININGS HAPPENING HERE AT THE ADMIN BUILDING, AND MISS PITTMAN CAN MULTITASK WITH THE BEST OF THEM, EVEN DURING TIMES OF EMERGENCY SITUATIONS WITHIN THE DISTRICT.

MISS PITTMAN CAN ANSWER THE PHONES WITH PROFESSIONALISM, WITH A CALMING DEMEANOR TO ALWAYS DE-ESCALATE ANYONE ON THE OTHER SIDE OF THAT PHONE CALL.

I CAN GO ON AND ON ABOUT HOW MISS PITTMAN DESERVES THIS AWARD, AND I'M VERY HONORED TO RECOGNIZE HER THIS MONTH.

CONGRATULATIONS, MISS PITTMAN, I CAN VOUCH IT'S NOT JUST ONE COMMUNITY MEMBER, BUT MANY, THAT REACH OUT TO ME.

AND MANY OF THE TRUSTEES UP HERE ARE SAYING, WHO IS THAT AT THAT FRONT DESK? WE LOVE HER. SO THANK YOU SO MUCH FOR BEING THERE DAY IN AND DAY OUT AND TAKING CARE OF ALL OF US WHO COME IN THROUGH THAT FRONT DOOR.

OKAY, NEXT ITEM ON THE AGENDA IS THE SUBSTITUTE OF THE MONTH.

WE HAD MISS LEONARD.

TWO TIMES IN ONE NIGHT.

YES. THANK YOU ALL AGAIN FOR HAVING ME BACK.

I AM HONORED TO ANNOUNCE THAT OUR SUPER SUBSTITUTE OF THE MONTH RECIPIENT IS MR. STEPHEN MOOSE. OR SOME MAY KNOW HIM AS COACH MOOSE.

COACH MOOSE, DO YOU WANT TO COME UP HERE WITH ME? COACH MOOSE AND I GO WAY BACK, SO IT IS EXTREMELY AN HONOR FOR ME TO BRING HIM HERE TODAY.

HE IS BELOVED BY ALL OF OUR STUDENTS, TEACHERS AND STAFF AT DAWSON MIDDLE SCHOOL.

HE TAUGHT FOR 33 YEARS, SO IF YOU CAN IMAGINE, WE COULD BE HERE ALL NIGHT IF I GAVE YOU HIS ENTIRE RESUME.

AND HE, IN SHERIDAN COUNTY AND GRAPEVINE-COLLEYVILLE.

AND HE HAS BEEN SUBBING FOR THE LAST 12 YEARS AT GRAPEVINE-COLLEYVILLE AND 11 YEARS HERE IN SOUTHLAKE CARROLL.

HE HAS BEEN WILLING TO PICK UP ANY SUB POSITION, NO MATTER THE POSITION OR COVERAGE NEEDED.

MR. MOOSE IS ALWAYS RESPONSIVE AND ALWAYS ASKING HOW HE CAN HELP.

WHILE HE IS HERE. HE WILL PICK UP ANY JOB THAT IS CALLED IN THE LAST MINUTE WHEN A STAFF MEMBER IS FEELING ILL, OR IF THEY HAVE A CHILD THAT'S ILL, HE WILL COMMIT TO THE JOBS MONTHS IN ADVANCE WHEN WE NEED HIM TO HELP.

ON DAYS LIKE HELPING HANDS OR EVEN STAAR TESTING DAYS, MR. MOOSE IS ALWAYS WILLING TO COME HELP US AT DAWSON MIDDLE SCHOOL.

HE TRULY HAS A PASSION FOR HELPING OUR STUDENTS AND OUR STAFF.

WE ARE SO THANKFUL FOR HIM AND ALL THAT HE DOES.

[INAUDIBLE]

[00:25:26]

. THANK YOU, MISS LEONARD. THANK YOU, COACH MOOSE.

WE COULDN'T DO EDUCATION CARROLL ISD WITHOUT OUR FABULOUS SUBSTITUTES.

SO THANK YOU SO MUCH FOR STEPPING UP AND, WORKING WITH US FOR SO MANY YEARS.

WE REALLY APPRECIATE YOU AND YOUR COLLEAGUES.

ALL RIGHT. NEXT UP IS, PUBLIC COMMENTS.

ACTUALLY, MR. BRIAN, I THINK YOU, YOU SKIPPED SCHOOL BOARD.

DR. LEDBETTER. WE'RE GONNA.

OKAY. GO AHEAD.

SO I KNEW YOU WOULD TRY TO DO THAT.

IN FACT, EARLIER TODAY, HE MADE THE COMMENT TO HIM.

WE DON'T EVEN NEED TO RECOGNIZE THE BOARD TONIGHT.

HE WAS CONCERNED AS TO WHY THAT WAS EVEN ON THE AGENDA.

BUT I THINK, KIND OF LIKE MR. WILSON SAID. I MEAN, EVERY MONTH SHOULD BE SCHOOL BOARD APPRECIATION MONTH.

I DON'T THINK EVERYONE RECOGNIZES THE AMOUNT OF TIME AND EFFORT THAT THEY PUT IN TO SERVING CARROLL ISD.

I WANT TO TAKE JUST A MINUTE VERY QUICKLY, QUICKLY TO READ A PROCLAMATION, THAT WAS GIVEN OUT BY GOVERNOR ABBOTT AND HIS OFFICE.

I'M GOING TO READ THIS VERY QUICKLY AND THEN JUST MAKE A COUPLE OF FOLLOW UP COMMENTS.

AS A NATION ALWAYS LOOKING TOWARD THE FUTURE, WE ARE CONTINUOUSLY CHALLENGED TO ENSURE THAT YOUNG AMERICANS ARE EMPOWERED WITH THE DILIGENCE, SKILLS AND RESPONSIBILITY NECESSARY TO SUCCEED AT THE CHALLENGES BEFORE THEM.

IT IS THROUGH A QUALITY EDUCATION THAT WE PLACE STUDENTS FIRMLY ON THE PATH TO A LIFETIME OF EXCELLENCE AND ACHIEVEMENT.

THIS HAS BEEN THE MISSION OF EDUCATORS AND ADMINISTRATORS THROUGHOUT OUR STATE.

ENSURING AN EXCELLENT EDUCATION IS THE WORK OF MANY AND LOCAL SCHOOL BOARDS.

COLLABORATE WITH TEACHERS, PARENTS, AND STAKEHOLDERS TO PROMOTE STATE AND NATIONAL STANDARDS IN WAYS THAT REFLECT THE COMMUNITY'S VALUES.

BY SO DOING, THEY INSPIRE A LIFELONG LOVE OF LEARNING FOR THE NEXT GENERATION OF TEXAS LEADERS.

AT THIS TIME, I ENCOURAGE ALL TEXANS TO CELEBRATE THE MORE THAN 7000 SCHOOL BOARD MEMBERS ACROSS THE LONE STAR STATE.

THEIR COMMITMENT TO EDUCATION AND THEIR COMMUNITIES REPRESENT THE BEST OF TEXAS, AND THEY WILL HAVE A KEY ROLE TO PLAY AS WE STRIVE TO SECURE THE FUTURE OF THE LONE STAR STATE.

THEREFORE, I, GREG ABBOTT, GOVERNOR OF TEXAS, DO HEREBY PROCLAIM JANUARY 2024 TO BE SCHOOL BOARD RECOGNITION MONTH.

AND I DO JUST WANT TO MAKE A COMMENT OR TWO.

FIRST OF ALL, YOU'LL NOTICE AROUND THE ROOM SOME OF THE SOME OF THE SIGNS.

THESE ARE ALL SIGNED BY STAFF AND BY STUDENTS.

WHAT YOU DON'T SEE, YOU CAN SEE IT BEHIND US.

NOW, WHEN THEY CAME IN TONIGHT TO THE BOARD MEETING, THEY RECEIVED NUMEROUS GIFTS AND CARDS FROM OUR STUDENTS AND FROM OUR STAFF JUST TO SHOW THE APPRECIATION THAT THEY HAVE FOR THEM AND WHAT THEY DO.

AND SPEAKING PERSONALLY AND ON BEHALF OF OUR STAFF, I WANT TO PUBLICLY THANK THEM FOR WHAT THEY DO BECAUSE THEY DO WORK ALONG STAFF, SETTING THE DIRECTION AND THE VISION OF THIS DISTRICT, MAKING CRITICAL DECISIONS FOR THE DIRECTION OF THIS DISTRICT AND PROMOTING THE COMMUNITY'S VALUES WITHIN THOSE DECISIONS.

SO I COULDN'T ASK FOR A BETTER GROUP OF SIX INDIVIDUALS TO WORK WITH.

I THINK SOMETIMES THEY DON'T RECEIVE THE ACCOLADES.

THEY DON'T RECEIVE THE RECOGNITION.

AND MANY OF YOU KNOW THAT THIS POSITION PROBABLY RECEIVES MORE OF THE CONCERNS AND THE NEGATIVE, AND THEY GET QUESTIONS ABOUT CERTAIN ISSUES MORE THAN THEY DO THE POSITIVES, BUT THEY DO IT BECAUSE OF ONE REASON.

THAT'S BECAUSE THEY LOVE YOUR CHILDREN.

THEY LOVE THE CHILDREN OF THIS COMMUNITY.

THEY WANT TO MAKE DECISIONS THAT HELP SUPPORT AND PROMOTE THIS DISTRICT MOVING FORWARD.

AND SO I WANT TO PUBLICLY RECOGNIZE THEM ON BEHALF OF OUR STAFF AND JUST SAY THANK YOU FOR ALL THAT YOU DO.

THIS SHOULD BE MORE THAN ONCE A MONTH OR, I'M SORRY, ONCE A YEAR.

BUT, WE THANK YOU FOR YOUR SERVICE, TO CARROLL ISD.

THANK YOU, DOCTOR LEDBETTER.

YOU KNOW, IT IS, IT YOU KNOW, NONE OF US TRUSTEES ARE IN THIS FOR THE RECOGNITION OR FOR THE POSITIVE ACCOLADES.

AND IT'S SO NICE TO EVERY ONCE IN A WHILE, RECEIVE SOMETHING IN A POSITIVE MANNER.

IT REALLY IS. ALL THE GIFTS FROM OUR CAMPUSES AND FROM OUR ADMINISTRATORS.

AND WHOEVER DID THAT DRAGON RIGHT HERE ON THE FRONT IS TRULY AMAZING.

OH MY GOSH. OH, YEAH.

I MEAN, THAT'S PRETTY COOL.

THAT'S PRETTY TALENTED. WE GET TO KEEP THAT, RIGHT? YEAH. OKAY. THANK YOU.

YEAH. SO YEAH, JUST ON BEHALF OF THE BOARD THANK YOU GUYS.

WE DON'T, WE'RE NOT HERE FOR THE RECOGNITION, BUT WE DO REALLY APPRECIATE EVERYBODY'S, POSITIVE CONTRIBUTION TO MAKING THIS DISTRICT THE NUMBER ONE DISTRICT IN THE STATE.

AND, YOU KNOW, WE I DON'T KNOW IF Y'ALL SEEN THIS YET OR NOT, BUT I'VE POSTED I KNOW SEVERAL OF YOU HAVE POSTED THIS THAT WE ARE, IN THE RUNNING AND WE'RE PRETTY MUCH, PRETTY FAR AHEAD IN THE RUNNING FOR THE OUR NINTH LONE STAR CUP, IN THE STATE.

AND THAT IS THE TOP 6A DISTRICT IN THE STATE EACH YEAR RECEIVES, BASED ON THEIR ACADEMIC AND ATHLETIC AND THE ARTS PERFORMANCE.

AND WE'RE IN FOR A RECORD SIX A NINTH, AWARD FOR THAT LONE STAR CUP.

SO YOU CAN'T DO THAT WITHOUT A TEAM EFFORT, WITHOUT ADMINISTRATION.

THAT'S TOP NOTCH, WITHOUT OUR TEACHERS THAT ARE TOP NOTCH, WITHOUT YOUR ELECTED OFFICIALS THAT REALLY CARE ABOUT YOUR YOUR DISTRICT, YOUR CHILDREN, YOUR PARENTS, PARENT PARENTAL

[00:30:01]

ENGAGEMENT IS NUMBER ONE, IN THIS DISTRICT.

AND THAT'S WHY WE CAN SURVIVE ON PENNIES IN THE BUDGET.

AND WE DO THIS BECAUSE WE HAVE THE SUPPORT OF THIS COMMUNITY, AND THIS COMMUNITY IS ONE.

WE'RE ALL DRAGONS. WE BLEED GREEN.

AND, THIS BOARD REALLY APPRECIATES EVERY SINGLE ONE OF YOU, SO.

THANK YOU. ALL RIGHT.

WE'LL GO TO OUR NEXT AGENDA ITEM, WHICH IS PUBLIC COMMENTS.

MISS SHELTON, DO WE HAVE ANY PUBLIC COMMENTS TONIGHT? WE DO NOT HAVE ANY PUBLIC COMMENTS THIS EVENING.

EXCELLENT. THANK YOU, MISS SHELTON.

WE'LL MOVE TO OUR NEXT AGENDA ITEM, WHICH IS TO TAKE ACTION ON ANY MATTERS DISCUSSED IN EXECUTIVE SESSION.

I'LL SECOND THAT. OKAY.

WE HAVE A MOTION AND SECOND, ANY FURTHER DISCUSSION.

ALL RIGHT. ALL IN FAVOR? MOTION CARRIES 6 TO 0.

THANK YOU, TRUSTEE YEAGER, FOR READING THAT RESOLUTION.

WE'LL MOVE ON TO OUR PRESIDENT'S REPORT.

[7. PRESIDENT'S REPORT]

AND BEFORE I CALL ON OUR TRUSTEE COMMENT, COMMITTEE REPORTS, I'D LIKE TO MENTION THAT CARROLL ISD IS A PROUD TO SHOWCASE A FULL LINEUP FOR HOLOCAUST REMEMBRANCE WEEK, WHICH TAKES PLACE TODAY THROUGH JANUARY 27TH, MARKING THE DATE THAT AUSCHWITZ WAS LIBERATED BY THE ALLIED TROOPS IN 1945.

TEXAS SENATE BILL 1828, SIGNED IN 2019, STATES THAT GRADES K THROUGH 12 STUDENTS IN TEXAS MUST RECEIVE HOLOCAUST INSTRUCTION DURING THIS WEEK. THIS BILL WAS LATER AMENDED THROUGH SENATE BILL 2482, REQUIRING SCHOOLS TO REPORT ON HOW THEY PRESENTED HOLOCAUST REMEMBRANCE WEEK.

[00:35:10]

WE'D LIKE TO RECOGNIZE TWO SPECIAL GUESTS WHO ARE WITH US THIS EVENING, ANNA SULTAN EISEN AND KENNETH GOLDBERG.

ANNA HAS WRITTEN TWO BOOKS THAT PRESENT THE STORY OF HER HOLOCAUST SURVIVOR FATHER, GEORGE SAULTEN.

COAUTHOR OF THE 23RD PSALM A HOLOCAUST MEMOIR, AND PILLAR OF SALT A DAUGHTER'S LIFE IN THE SHADOW OF THE HOLOCAUST.

SHE IS THE EXECUTIVE PRODUCER OF THE UPCOMING DOCUMENTARY FILM MY FATHER'S WORDS, BASED ON BOTH OF HER BOOKS AND AS A RENOWNED HOLOCAUST SPEAKER, AND WE ARE THRILLED AND HONORED TO HAVE HER SPEAK TO CARROLL STUDENTS ON THIS VERY IMPORTANT TOPIC THIS WEEK.

OUR OTHER SPECIAL GUEST WITH US THIS EVENING IS KENNETH GOLDBERG, WHO IS THE CHAIRMAN OF THE TEXAS HOLOCAUST, GENOCIDE AND ANTI-SEMITISM ADVISORY COMMISSION APPOINTED BY GOVERNOR ABBOTT. THANK YOU BOTH FOR BEING HERE.

WE ARE DOING A LOT ON OUR CAMPUSES THIS WEEK IN REMEMBRANCE OF.

HOLOCAUST AND DR.

LEDBETTER WILL HIGHLIGHT THOSE.

ACTIVITIES IN HIS SUPERINTENDENT'S REPORT.

BUT FIRST, ANNA AND KENNY, WOULD YOU LIKE TO COME UP AND SAY A FEW WORDS? OKAY. ALL RIGHT, YOU GET DOUBLE THE TIME THEN? SO PRESIDENT BRYAN, VICE PRESIDENT YEAGER, DOCTOR LEDBETTER, AND THE CARROLL ISD TRUSTEES.

TONIGHT I STAND BEFORE YOU AS THE DAUGHTER OF TWO HOLOCAUST SURVIVORS.

INDEED, IT IS AN HONOR TO DO SO.

I'M ALSO THE PROUD MOTHER OF TWO SOUTHLAKE CARROLL GRADUATES WHO RECEIVED AN OUTSTANDING EDUCATION IN YOUR SCHOOLS, AND WERE ALSO WELCOME IN THIS COMMUNITY AS JEWISH STUDENTS.

THE HOLOCAUST IS IMPORTANT, AND I'M HERE TO CARRY ON, MY FATHER'S STORY BY SHARING THIS EDUCATION.

MY FATHER WAS A SURVIVOR OF TEN NAZI CONCENTRATION CAMPS.

WHEN MY STUDENTS, MY CHILDREN, WERE DRAGONS, HE CAME AND SPOKE AT THEIR SCHOOLS.

EVEN TO THIS DAY, PEOPLE COME UP TO ME AND SHARE THE IMPACT THAT MY FATHER'S STORY HAD ON THEIR LIVES.

AND ALTHOUGH MY FATHER IS NO LONGER WITH US, HIS STORIES AND THESE LESSONS REMAIN.

BUT THE HOLOCAUST IS NOT JUST ABOUT MY FATHER.

IT'S ALSO ABOUT THE GREATEST GENERATION OF AMERICAN PATRIOTS WHO, THROUGH THEIR SACRIFICE AND MORE IMPORTANTLY, THEIR BASIC HUMAN DECENCY, LIBERATED MY FATHER AND RESTORED HIS LIFE AND INSPIRED HIM TO COME TO AMERICA, BECOME A CITIZEN, AND REPAY THAT DEBT BY SERVING IN THE US ARMY.

TODAY WE SEE THAT HOLOCAUST DENIAL, ANTI-SEMITISM, AND YES, EVEN ANTI-AMERICANISM IS GROWING.

AND THIS IS A HISTORY THAT WE CANNOT AFFORD TO OVERLOOK OR LOSE.

GOVERNOR ABBOTT AND THE TEXAS LEGISLATION HAS EMPHASIZED THE IMPORTANCE OF HOLOCAUST EDUCATION BY ENSHRINING INTO LAW A MANDATE FOR HOLOCAUST EDUCATION DURING THIS HOLOCAUST REMEMBRANCE WEEK THAT BEGINS TONIGHT.

SO I LOOK FORWARD TO EDUCATING THE NEXT GENERATION OF DRAGONS.

I AM SURE THAT CARROLL WILL BE HELD UP AS A MODEL FOR HOLOCAUST EDUCATION THROUGHOUT THE STATE, AND I ALSO WELCOME MEETING WITH THE COMMUNITY IN A PARTNERSHIP I HAVE WITH BARNES AND NOBLE, SOUTHLAKE THIS WEEK TO BRING HOLOCAUST EDUCATION TO PARENTS, TEACHERS, AND COMMUNITY MEMBERS AT LARGE.

SO THANK YOU. AND I DO HAVE BROUGHT BOOKS WHICH ARE APPROVED ALONG WITH MY PRESENTATION BY THE TEXAS HOLOCAUST, GENOCIDE AND ANTI-SEMITISM COMMISSION.

SO THANK YOU SO MUCH FOR HAVING ME.

THAT'S GREAT. MISS EISEN, CAN YOU TELL US WHEN YOU WILL BE AT, WHICH CAMPUSES YOU WILL BE AT THIS WEEK? AND I KNOW THAT YOU'RE SHOWING A SHORT FILM, AND THEN WHEN ARE YOU GOING TO BE AT, BARNES AND NOBLE? SURE. SO WE, MY SON, WHO'S A FILM PRODUCER AND COAUTHOR.

SOUTHLAKE GRADUATE, UNIVERSITY OF VIRGINIA GRADUATE, WE PRODUCED A 19 MINUTE APPROVED VERSION BY THE STATE OF OUR STORY.

IT'S GOING TO BE SHOWN IN CLASSROOMS TO OVER 4000 STUDENTS.

AND THERE'S VARIOUS WAYS THAT WE'RE GOING TO MEET WITH THE SCHOOLS.

SO, FOR INSTANCE, ONE DAY WE'RE GOING TO BE GOING AT 1:00 TO THE SENIOR HIGH AND MEETING WITH SELECT STUDENTS TO HAVE A Q AND A THAT CAN BE RECORDED AND SHARED.

ON ANOTHER DAY, WE'RE GOING TO BE AT DAWSON SCHOOL OF THE MONTH, WHERE MY CHILDREN ALSO WENT.

AND THERE WE'RE GOING TO MEET WITH MEMBERS OF STUDENT COUNCIL AND ANSWER THEIR QUESTIONS.

THE Q AND A IS REALLY THE ENGAGEMENT AND WHERE THE LEARNING, OCCURS BECAUSE WE GET TO HAVE AN INTERACTIVE EPISODE, NOT JUST HAVE

[00:40:06]

THEM, YOU KNOW, WATCHING.

AND SO WE'RE GOING TO BE DOING THIS IN ALL DIFFERENT SCHOOLS.

BARNES AND NOBLE IS GOING TO HAVE THE BOOKS THERE ALL WEEK.

I'M GOING TO BE THERE WITH MY SON TUESDAY, WEDNESDAY AND THURSDAY FROM 4:30 TO 8 SO WE CAN MEET WITH TEACHERS AND THEN WE'RE AVAILABLE ON GOING IN THE FUTURE. SO IF A TEACHER SAYS THEY WANT TO HAVE US BACK FOR A ZOOM OR, YOU KNOW, TO PRESENT SOME QUESTIONS IN WRITING, ANYTHING, YOU KNOW, WE ARE HERE IN HUGE SUPPORTERS OF THE SCHOOL DISTRICT AND AND EVERYTHING YOU DO.

WELL, WE APPRECIATE YOU, COMING THIS WEEK.

WE APPRECIATE YOU GIVING US SOME INSTRUCTIONAL MATERIAL.

AND TELL US ABOUT YOUR PARENTS WHO SURVIVED THE HOLOCAUST.

IT'S AMAZING. YOUR DAD TEN CONCENTRATION CAMPS IS TRULY PHENOMENAL.

I STARTED READING YOUR BOOK.

IT'S ABSOLUTELY FABULOUS.

AND I CAN'T WAIT TO FINISH IT AND THEN READ, THE OTHER BOOK AND THEN I CAN'T WAIT.

WHEN IS THE DOCUMENTARY COMING OUT? IT'LL BE OUT THIS YEAR.

OKAY. SO PROBABLY HOPEFULLY WITHIN THE NEXT SIX MONTHS.

BUT YEAH, MY DAD CAME AND SPOKE AT, CARROLL HIGH AND AT THE SENIOR HIGH, AND HE WAS AT DAWSON IN THE LIBRARY.

AND SO EVEN TODAY, RECENTLY, I HAVE PEOPLE COME UP AND I THINK THAT THE PRINCIPAL OF THE SENIOR HIGH, YOU KNOW, SOME OF THE PEOPLE THAT SAY, I REMEMBER YOUR KIDS IN THE HALLWAY, MY SON WAS THAT WAS HIS BAND DIRECTOR, TOO.

SO, BUT THAT WAS A LONG TIME AGO, SO THANK YOU SO MUCH.

SHOULD I JUST LEAVE THESE UP HERE OR.

YEAH, IF YOU JUST GIVE THEM TO BARBARA.

THANK YOU SO MUCH.

THANK YOU, THANK YOU.

ALL RIGHT. ANY COMMITTEE REPORTS? TRUSTEES. I DO.

OKAY. TRUSTEE STACY.

YOU'RE ON. OKAY. I'M GOING TO TRY TO BE FAST.

SO WE MET. LET ME GET THE DATE ON 1/11.

WE MET THE STUDENT AND STAFF WELLNESS ACTION COMMITTEE TEAM, AND WE WERE GOING OVER AND KIND OF UPDATING OUR YEAR TWO OBJECTIVES.

AND SO WE HAVE OUR LESSONS BASED ON PROFILE OF A DRAGON.

SO WE HAVE THE K THROUGH SIX.

WE HAVE MIDDLE SCHOOL AND WE HAVE HIGH SCHOOL AND WE ALSO ARE PROVIDING PARENT AND STAFF EDUCATIONAL OPPORTUNITIES, THAT ARE COMING DOWN THE PIPELINE.

WE ARE PROMOTING AND PROVIDING MORE LEADERSHIP AND GROWTH OPPORTUNITIES FOR ALL STUDENTS AT ALL THE DIFFERENT CAMPUS LEVELS.

AND, WE HAVE MEASURES TO SUPPORT STAFF, LIKE THE CALENDAR OPTIONS, CAMPUS VISITS FROM DOCTOR LEDBETTER, SCHOOL BOARD RECOGNITION, CAMPUS RECOGNITION, AND THEN OF COURSE, ALL THE PTO FANTASTIC TREAT CARTS, LUNCHES, GIFTS OF TIME, ALL THAT FUN STUFF.

ALSO, LASTLY, WE HAVE DISCUSSED THE PLAN TO COORDINATE WITH LOCAL UNIVERSITIES TO SECURE STUDENT TEACHERS SO THAT WE CAN RECRUIT AND GROW OUR OWN CROP OF TEACHERS AND STAFF MEMBERS. AND AS OUR UPDATE.

EXCELLENT. THANK YOU. TRUSTEE STACY.

ANY OTHER UPDATES? TRUSTEES? OKAY.

DR. LEDBETTER, YOU'RE UP.

PRESENTS REPORT OR SUPERINTENDENT'S REPORT.

[8. SUPERINTENDENT'S REPORT]

THANK YOU, MR. BRYAN. AND JUST TO FOLLOW UP ON MR. BRYAN'S COMMENTS AND MS. EISEN'S COMMENTS ABOUT HOLOCAUST REMEMBRANCE WEEK.

OBVIOUSLY, AS A DISTRICT, WE TAKE THAT VERY SERIOUSLY AND I JUST WANT TO TOUCH ON SOME OF THE ACTIVITIES BEYOND, WHAT WAS SPOKEN ABOUT ALREADY.

EACH OF OUR IN KINDERGARTEN THROUGH SIXTH GRADE ON OUR ELEMENTARY AND INTERMEDIATE CAMPUSES.

THERE IS SOMETHING PLANNED FOR EACH DAY.

THERE'S AN ACTIVITY PLANNED EACH DAY ON THOSE CAMPUSES.

SO WE HAVE A SLIDE DECK OR A POWERPOINT, THAT INCLUDES TEXT THAT THE TEACHERS READ.

THERE WILL BE A SHORT VIDEO THAT'S SHOWN TO THE STUDENTS, AND THEN THEY HAVE A FOLLOW UP REFLECTION WITH THE STUDENTS FOR THEM TO PROCESS WHAT THEY'VE HEARD.

AND TALK ABOUT THAT AS A, AS A CLASS, EACH DAY THERE'S A THEME.

AND SO, AS WE MENTIONED, HOLOCAUST REMEMBRANCE WEEK ACTUALLY KICKED OFF TODAY.

AND SO TODAY THE THEME WAS REMEMBRANCE.

TOMORROW THEY WILL THEY WILL TIE IN THE VIDEO.

AND THE LESSON AROUND KINDNESS WEDNESDAY WILL BE ABOUT SERVICE, THURSDAY COMFORT AND FRIDAY THANKFULNESS.

SO THAT WILL GENERATE SOME SOME GREAT CONVERSATIONS IN CLASS, AS THEY REFLECT ON AND REMEMBER, THIS THIS WEEK AND THE ATROCITIES THAT OCCURRED.

AS FAR AS THE SECONDARY CAMPUSES, THEY ARE THE ONES THAT ARE, REALLY TYING IT IN WITH MS .

EISEN. AND SO SHE'S GOING TO BE A GUEST SPEAKER.

THEY'RE GOING TO WATCH THE VIDEO, AS WAS MENTIONED.

AND AS YOU HEARD HER EXPLAIN, EACH CAMPUS IS DOING A LITTLE BIT DIFFERENTLY WITH DIFFERENT GROUPS.

I THINK SOME OF THESE SHE'S GOING TO BE AVAILABLE THROUGH ZOOM, ON EACH CAMPUS.

I BELIEVE THERE'S GOING TO BE AN OPPORTUNITY FOR Q AND A, AND AS SHE MENTIONED, THAT'S USUALLY THE MOST, PRODUCTIVE BECAUSE THEY GET TO INTERACT WITH HER AND ASK QUESTIONS AND SHE ANSWERS QUESTIONS. SO, WE'RE GLAD TO HAVE HER, IN THE DISTRICT THIS WEEK.

AND SOME OF THOSE WILL ACTUALLY BE STREAMED LIVE, I BELIEVE, TO THE SOCIAL STUDIES CLASSES SO THEY CAN, IT'LL REACH MORE STUDENTS.

SO DEPENDING ON THE CAMPUS, THEY ARE DOING IT A LITTLE BIT DIFFERENTLY.

BUT ALL THE ACTIVITIES AND EVERYTHING THAT HAS BEEN PLANNED, THROUGH OUR CURRICULUM DEPARTMENT AND THEN GIVEN OUT TO OUR CAMPUSES WERE ADOPTED FROM THE GROUP THAT WAS ALREADY MENTIONED, THE TEXAS HOLOCAUST, GENOCIDE AND ANTI-SEMITISM ADVISORY COMMISSION.

SO, WE'RE VERY GRATEFUL FOR THEM AND GRATEFUL FOR THE CURRICULUM THAT THEY PROVIDED.

AND LOOK FORWARD TO SOME GREAT, LEARNING OPPORTUNITIES FOR OUR STUDENTS THIS WEEK.

ADDITIONALLY, JUST A FEW ITEMS I WANT TO GO THROUGH VERY QUICKLY.

WE'RE OBVIOUSLY AT A, YOU KNOW, AS A DISTRICT, LIKE ALL DISTRICTS AROUND, WE ARE STRUGGLING TO GATHER ENOUGH SUBSTITUTE TEACHERS.

[00:45:02]

AND SO WE'VE DONE SOME DIFFERENT THINGS FROM A FACEBOOK STANDPOINT.

HOPEFULLY, YOU SAW THAT WE'VE HAD SOME EFFORTS TO REALLY MARKET THE FACT THAT THE BOARD APPROVED SOME RAISES FOR OUR SUBSTITUTE TEACHERS, AS WELL AS OUR PARAPROFESSIONAL SUBSTITUTES. AND SO WE MARKETED THAT THROUGH FACEBOOK, AND WE ACTUALLY GENERATED A LARGE INTEREST FROM THAT MANY MORE THAN WE'VE HAD IN OUR PAST TRAININGS.

WE HAD 60 PLUS SIGN UP FOR THIS LAST TRAINING.

I THINK A LITTLE OVER 40 ACTUALLY ATTENDED, BUT THAT'S SUBSTANTIALLY HIGHER THAN WE'VE HAD IN THE PAST.

SO MY HOPE IS TO OUR CAMPUSES AND TO OUR TEACHERS AND TO OUR PRINCIPALS, THAT WE WILL HAVE SOME MORE CANDIDATES THERE FOR ASSIST WITH OUR SUBSTITUTES.

BUT I CONTINUE TO ASK, IF YOU KNOW INDIVIDUALS THAT WOULD LOVE TO BE A PART OF THE DISTRICT AND HELP US SUBSTITUTE, WE WOULD GREATLY APPRECIATE THAT.

ALSO, JUST TO TIE IN WITH A COUPLE OF THINGS, MR. BRYAN SAID, WE ARE THE BEST TEXAS, BEST DISTRICT IN THE STATE.

WE WE WERE ONCE AGAIN NAMED TO THE TEXAS AP HONOR ROLL, WHICH RECOGNIZES SCHOOLS WHO AP PROGRAMS ARE DELIVERING RESULTS FOR STUDENTS WHILE BROADENING ACCESS.

THE SCHOOLS EARN THIS RECOGNITION ANNUALLY BASED ON CRITERIA THAT REFLECT A COMMITMENT TO INCREASING A COLLEGE GOING CULTURE AND PROVIDING OPPORTUNITIES FOR STUDENTS TO EARN COLLEGE CREDIT AND MAXIMIZING COLLEGE READINESS.

AND THEN ALSO, AS HE MENTIONED, RIGHT NOW, WE ARE LEADING THE LONE STAR CUP RACE.

SO WE'RE VERY PROUD OF THAT AND LOOK FORWARD TO OUR NINTH LONE STAR CUP.

IF WE CAN CONTINUE AT THE PACE THAT WE'RE GOING, THEN A LOT OF A LOT OF THINGS HAPPENING RIGHT NOW, AS USUAL, ESPECIALLY AS WE MOVE INTO THE SPRING, THERE ARE SO MANY ACTIVITIES, BUT I HAVE TO TOUCH ON OUR VARSITY BOYS BASKETBALL TEAM RIGHT NOW.

IT'S CURRENTLY SECOND IN THE DISTRICT VARSITY GIRLS, CURRENTLY LEADING THAT.

SO WE LOOK FORWARD TO BOTH OF THOSE TEAMS ADVANCING ON AND MAKING A STRONG PLAYOFF RUN.

SO WE'LL MAKE WE'LL MAKE YOU AWARE OF THAT AS WE MOVE FORWARD.

AND AND THEN ALSO JUST OUR DRAGON SWIM.

IT'S GOING ON RIGHT NOW. SO THEY HAVE THEIR DIVING CHAMPIONSHIP THIS WEEK WHICH IS THURSDAY IN NORTHWEST.

AND THEN THE 4, 6A SWIMMING CHAMPIONSHIP IS SATURDAY THE 27TH AND THAT'S AT NORTHWEST ISD AQUATIC CENTER.

SO, PLEASE COME OUT IF YOU CAN AND SUPPORT OUR KIDS AND SEE THE AMAZING STUDENTS THAT WE HAVE AND THE AMAZING ATHLETES.

I DO WANT TO TAKE ONE MORE JUST A MOMENT TO RECOGNIZE SOME INDIVIDUALS THAT WE HAVEN'T REALLY PROMOTED A WHOLE LOT.

WE, IN TERMS OF PUTTING IT OUT THERE, WE HIRED A NEW ENERGY MANAGEMENT COORDINATOR.

HIS NAME IS CHRIS OLSON. WE'RE EXCITED TO HAVE HIM ON BOARD.

ONCE AGAIN, THE INITIATIVE FROM OUR BOARD TO SEEK ANY TYPE OF SAVINGS THAT WE CAN AND ANY OPPORTUNITY WE CAN TO OPERATE MORE EFFICIENTLY.

SO THIS INDIVIDUAL COMES TO US FROM ANOTHER DISTRICT WITH EXPERIENCE IN MANAGING THAT.

SO WE'RE LOOKING FORWARD TO HIM BEING ON BOARD.

LINDSAY GARCIA HAS BEEN NAMED THE ASSISTANT PRINCIPAL AT ROCKENBAUGH.

WE HIRED A COORDINATOR OF SPECIALIZED CURRICULUM INSTRUCTION, AND THAT'S SARAH MAYO.

WE HIRED TWO SLPS, MACY FIGUEROA AND ZOE TAVARES.

AND THEN WE HIRED A SPECIAL ED MUSIC THERAPIST, JORDAN MCMAHON.

SO WE'RE VERY EXCITED TO HAVE THOSE INDIVIDUALS ON BOARD.

SOME OF THOSE. WE'VE BEEN WAITING A TIME PERIOD TO GET THEM HIRED AND GET THEM IN HERE.

AND SO WE'RE WE'RE EXCITED TO BEGIN FILLING SOME POSITIONS.

AND, AS WE HAVE MORE HIRES, WE'LL MAKE THAT ANNOUNCEMENT.

SO I BELIEVE THAT'S LOOKING AT MY LIST.

THAT'S ALL I HAD FOR TONIGHT. THANK YOU, THANK YOU, THANK YOU, DOCTOR LEDBETTER.

WE'LL MOVE ON TO OUR PUBLIC HEARING.

[9. PUBLIC HEARING]

ITEM 9.1, PUBLIC HEARING 2022 2023 TEXAS ACADEMIC PERFORMANCE REPORT OR TAPER FOR SHORT.

AT THIS TIME, WE WILL BEGIN OUR PUBLIC HEARING PROCESS AS STATED IN TEXAS EDUCATION CODE 39.306 FOR THE TAPER REPORT, CISD DIRECTOR OF ASSESSMENT, ACCOUNTABILITY AND TEAMS LESLIE RUSSELL WILL BE PRESENTING TONIGHT.

MISS RUSSELL WILL TURN IT OVER TO YOU.

THANK YOU SO MUCH. YOU'RE WELCOME.

I KNOW IT'S A LONG TITLE.

ALL RIGHT. SO WE ARE I'M GOING TO BE PRESENTING OUR 2022 2023 DISTRICT ANNUAL REPORT.

WE ARE OPENING THE PUBLIC HEARING AT THIS TIME.

I WANT TO REMIND EVERYONE THAT THIS REPORT, ANY OF THE INFORMATION THAT IS SHARED, IS NOT NEW.

THIS IS JUST OUR FINAL REPORT, MUCH LIKE BUSINESSES DO AT THE END OF THE YEAR, THEY REPORT ON ALL OF THE BUSINESS FROM THE PRIOR YEAR.

THAT'S WHAT THIS REPORT DOES.

IT IS THE CULMINATION OF ALL OF OUR WORK FROM THE ENDING OF LAST SCHOOL YEAR.

THERE ARE SEVEN SECTIONS TO OUR ANNUAL REPORT.

WE WILL TALK ABOUT THE TEXAS ACADEMIC PERFORMANCE REPORT, THE TAPER, OUR TEAMS FINANCIAL STANDARDS REPORTS, THE DISTRICT ACCREDITATION STATUS, OUR CAMPUS PERFORMANCE OBJECTIVES, OUR REPORT ON VIOLENT AND CRIMINAL INCIDENCES ON OUR CAMPUSES, STUDENT PERFORMANCE IN POST-SECONDARY INSTITUTIONS AND OUR PROGRESS OF OUR DISTRICT AND CAMPUS. PROGRESS TOWARDS OUR HOUSE BILL THREE GOALS.

SO THE TEXAS ACADEMIC PERFORMANCE REPORT DID WAS RELEASED IN DECEMBER.

THIS WAS A LATER RELEASE THAN USUAL.

HOWEVER, SOME THINGS THAT ARE MISSING FROM THE REPORT THIS YEAR.

SO WE STILL DO NOT HAVE RATINGS, ASSIGNED TO THE SCHOOL DISTRICTS.

WE DON'T HAVE, OUR DISTINCTION DESIGNATIONS AND WE DO NOT HAVE OUR SPECIAL EDUCATION DETERMINATION STATUS.

AND THAT IS BECAUSE, AS YOU MAY KNOW, EVERYTHING IS TIED UP IN THE COURT SYSTEM RIGHT NOW WITH SOME LAWSUITS BETWEEN SOME SCHOOL DISTRICTS AND TEA SO AT THIS POINT THEY RELEASED OUR DATA, BUT NONE OF THE BADGES OR AWARDS THAT GO WITH OR INTERPRET WHAT THIS DATA MEANS IN ACCORDANCE TO TEA.

[00:50:12]

THE TAPER DOES INCLUDE ALL OF OUR STAAR RESULTS, WHICH WERE SHARED EARLIER IN THE SCHOOL YEAR.

OUR CCMR RESULTS, WHICH WERE ALSO SHARED ATTENDANCE RATES, DROPOUT RATES, GRADUATION RATES, OTHER STUDENT AND STAFF INFORMATION, AND INSTRUCTIONAL PROGRAM INFORMATION FROM THE 22-23 SCHOOL YEAR AND THE PRIOR SCHOOL YEAR BEFORE THAT.

THEY ARE ALL LINKED IN THAT WITH THAT HYPERLINK THERE, AND WILL BE AVAILABLE FOR REVIEW HERE AT THE DISTRICT OFFICE.

IF ANYONE WOULD LIKE TO HAVE A HARD COPY OF THAT.

OUR FINANCIAL STANDARDS REPORTS ARE ALSO LINKED AGAIN.

DR. MR. JOHNSON SHARED ALL OF THESE DATA POINTS WITH Y'ALL EARLIER IN THE FALL, AND IT'S JUST LINKED ALL OF OUR DISTRICT FINANCIAL REPORTS AND OUR CAMPUS ACTUAL FINANCIAL REPORTS. THE DISTRICT ACCREDITATION STATUS HAS ALSO STILL NOT BEEN RELEASED BY TEA.

WE ARE EXPECTED THAT TO BE POSTED ON TEA'S WEBSITE FEBRUARY 9TH, AND THIS WILL BE THE FIRST TIME THAT WE TO AWARDS ACCREDITATIONS IN THE LAST FEW YEARS.

WE HAVE OUR CAMPUS IMPROVEMENT PLANS LINKED TO, THERE ARE THE CULMINATION OF THE 22-23 IMPROVEMENT PLANS WITH THEIR PERFORMANCE MEASURES AND THE 22 OR SORRY, 23-24 PERFORMANCE BASED PLANS WERE APPROVED THIS EARLIER THIS FALL AT ONE OF OUR OCTOBER BOARD MEETINGS.

OUR REPORT ON VIOLENT AND CRIMINAL INCIDENCES FOR THE YEAR IS LINKED HERE.

THIS IS PART OF OUR TEXAS EDUCATION CODE TO SHOW THAT WE ARE STILL A SAFE SCHOOL DISTRICT TO ATTEND, AND ALL OF THE DATA CONTINUES TO SUPPORT THAT WE ARE A SAFE SCHOOL FOR OUR STUDENTS.

WE HAVE OUR STUDENT PERFORMANCE AND POST SECONDARY INSTITUTIONS.

THE MOST RECENT DATA FOR THIS COMPONENT IS THE 2019 2020 HIGH SCHOOL GRADUATES.

THIS IS NOT OUR INTERNAL TRACKING OF OUR GRADUATES.

THIS IS THE TRACKING FROM THE TEXAS HIGHER EDUCATION COORDINATING BOARD.

AND IT SHOWS THE PERFORMANCE WHERE STUDENTS ARE WITHIN STATE PUBLIC SCHOOLS.

SO YOU MAY SEE THAT THERE ARE STUDENTS THAT ARE UNREPORTED THERE.

THAT COULD BE BECAUSE THEY ARE ATTENDING A STATE PRIVATE SCHOOL OR THEY DECIDED TO ATTEND A SCHOOL OUT OF THE STATE.

SO ALL WE HAVE FROM THAT REPORTING BOARD IS OUR IN-STATE PUBLIC SCHOOLS.

AND OUR PROGRESS TOWARDS MEETING OUR HOUSE BILL THREE GOALS IS LINKED RIGHT THERE IN OUR HOUSE BILL THREE GOALS ARE EARLY CHILDHOOD LITERACY AND MATH PROFICIENCY IN OUR CCMR ADOPTED PLANS AND HOW WE'RE PROGRESSING TOWARDS THOSE.

AND THEY ARE ALL LINKED.

WE'VE ALSO INCLUDED A TAPER GLOSSARY.

SO IF YOU HAVE ANY QUESTIONS ABOUT WHAT ANY OF THE TERMS MEAN THROUGHOUT THE REPORT, YOU CAN ACCESS IT THERE.

ONCE AGAIN, EVERYTHING.

THE CURRENT DISTRICT TAPER REPORT IS AVAILABLE ON THE DISTRICT WEBSITE, AND THE DIGITAL COPY AND HARD COPIES WILL BE AVAILABLE WITHIN TWO WEEKS OF THIS PUBLIC HEARING.

OKAY. THANK YOU.

MISS RUSSELL, AT THIS TIME, DO WE HAVE ANYONE FROM THE PUBLIC WHO WOULD LIKE TO MAKE A COMMENT? ALL RIGHT. THANK YOU AGAIN, MISS RUSSELL.

THIS PUBLIC HEARING IS NOW CLOSED.

WE'LL NOW RETURN TO THE REGULAR BOARD AGENDA.

THE DISCUSSION ACTION SECTION OF OUR AGENDA ITEM 10.1.

[10. DISCUSSION/ACTION (Part 1 of 2)]

CONSIDER FOR APPROVAL ADOPTION OF ORDER TO CALL.

MAY 4TH, 2024 GENERAL ELECTION.

GOOD EVENING.

I'M HERE TO SPEAK ABOUT BOARD AGENDA ITEM 10.1.

CONSIDER FOR APPROVAL ADOPTION OF ORDER TO CALL MAY 4TH, 2020 FOR GENERAL ELECTION.

AS PART OF THE ELECTION PROCESS, THE BOARD OF TRUSTEES MUST CALL AN ELECTION FOR PLACE FOUR AND PLACE FIVE.

THE DISTRICT RECOMMENDS YOU APPROVE THE ORDER OF ELECTION AS PRESENTED.

I MOVE TO APPROVE THE ELECTION AS PRESENTED.

A SECOND. MOTION AND A SECOND.

ANY FURTHER COMMENT? ALL IN FAVOR? THANK YOU.

MOTION CARRIES 6 TO 0.

THANK YOU VERY MUCH.

ITEM 10.2. CONSIDER FOR APPROVAL 2024 2025 ACADEMIC PLANNING GUIDE AND NEW COURSE OFFERINGS.

GOOD EVENING. AND THE CNI DEPARTMENT WOULD LIKE TO ECHO WHAT EVERYONE ELSE HAS SAID.

WE TRULY DO APPRECIATE THIS BOARD.

[00:55:01]

YOU DO DESERVE TO BE APPRECIATED EVERY SINGLE DAY FOR THE HARD WORK THAT YOU DO.

THANK YOU, MISS PETTY. THANK YOU.

OKAY, I AM HERE SEEKING APPROVAL FOR THE ACADEMIC PLANNING GUIDE THAT I SUBMITTED TO YOU LAST MONTH.

HOWEVER, I DO HAVE ONE ADDITIONAL REQUEST I WOULD LIKE TO ADD.

AS YOU KNOW, WE HAVE OUR SPORTS MEDIA PROGRAM.

OUR SPORTS MEDIA PROGRAM IS A PROGRAM WHERE OUR STUDENTS ARE GETTING HANDS ON LEARNING OF HOW TO USE THE EQUIPMENT AT DRAGON STADIUM.

WELL, AS WE WERE TALKING ABOUT THIS AND WHAT A GREAT PROGRAM WE FEEL THIS WILL GROW IN TO BE, WE THOUGHT, WELL, WE COULD DO THIS SAME PROGRAM WITH OUR TECHNOLOGY STUDENTS AS WELL.

SO WE WOULD LIKE TO ADD A CLASS THAT'S CALLED COMPUTER COMPUTER MAINTENANCE.

AND IT'S A LAB.

WHAT IT WOULD DO IS OUR STUDENTS WOULD BE WORKING, WITH OUR TECHNOLOGY DEPARTMENT, AND THEY WOULD BE LEARNING DIFFERENT THINGS.

WE'RE LEARNING HOW TO, REPAIR.

I MEAN, IT COULD BE AS SIMPLISTIC AS CHANGING PASSWORDS.

IT COULD BE LEARNING HOW TO WORK ON THE HARDWARE, BUT WE WOULD REQUEST THAT THAT ADDITION BE ADDED.

DO YOU HAVE ANY QUESTIONS? SO WHERE WOULD THIS FIT IN THE CTE PROGRAM? IS THIS PART WOULD THIS BE? IT'S A NEW PATHWAY THAT WE WOULD BE STARTING.

SO WE ARE LOOKING AT WE'VE GOT WE HAVE A PRELIMINARY IDEA OF WHAT WE WANT TO DO.

BUT WE WOULD HAVE TWO, TWO.

WE'D HAVE THREE YEARS OF KIDS LIKE THEY WOULD GO IN AND THEY WOULD START LEARNING THE BASICS AND THEY WOULD MOVE UP.

THE FOURTH YEAR WOULD BE A PRACTICUM, JUST LIKE WHAT WE HAVE FOR OUR OTHER CLASSES.

SO WOULD WE HAVE ALL OF THAT ALREADY LAID OUT, OR ARE WE JUST STARTING WITH THE THE BASIC 101 CLASS? AND THEN WE ADD ON TO THAT IN FUTURE YEARS AND NEXT YEAR WE'RE LOOKING, AS YOU WELL KNOW, THERE'S A LOT OF THINGS TO BE CONSIDERED WHEN YOU ADD NEW CLASSES.

WE WANT TO MAKE SURE HOW IS THIS GOING TO IMPACT THE GPA? HOW WILL THIS IMPACT PRACTICUM? HOW DOES IT TIE IN WITH THE OTHER ONES.

SO YES, NEXT YEAR WE WILL BE BRINGING ADDITIONAL CLASSES.

WE'RE JUST ASKING FOR THIS ONE FOR NEXT YEAR AS A BASIS.

IS THERE A REASON, THAT THIS CAME UP? I MEAN, ARE YOU HAVING A DEMAND OR ARE PEOPLE ASKING FOR IT BECAUSE AND THE ONLY REASON I ASK IS BECAUSE IF WE ADD A CLASS AND I MEAN, I TOTALLY THINK THAT'S GREAT. I MEAN, IT'S AWESOME, BUT, IT WOULD BE GREAT TO HAVE A PLAN FOR NEXT YEAR IN THE YEARS AFTER.

AND THAT WOULD BE BASED ON, I'M ASSUMING, DEMAND, WHICH I'M ASSUMING THEN YOU HAVE, BECAUSE YOU WOULDN'T BE BRINGING IT IF YOU DIDN'T.

THAT IS CORRECT.

WE DO NOT HAVE OUR COMPUTER TECHS ANYMORE.

SO WE HAVE MOVED SOME OF THOSE RESPONSIBILITIES TO OUR LIBRARIANS AND THE WORKLOAD.

WE'RE FALLING. WE'RE NOT ABLE TO GET THOSE TURNED AROUND QUITE AS QUICKLY AS WE WOULD LIKE TO.

SO THOSE WOULD, HELP FULFILL THE NEED OF THE LACK OF TECHNICIANS THAT WE HAVE IN THE DISTRICT.

YES. AND WE DO FEEL LIKE THIS IS GREAT EXPERIENCE FOR OUR STUDENTS.

I MEAN, THIS IS HANDS ON BEING SUPERVISED BY OUR TECHNOLOGY DEPARTMENT.

PRESIDENT, BRYAN MAY I ASK A QUESTION? MISS PETTY, I'M CURIOUS.

I DIDN'T HEAR YOU SAY.

ARE THERE COST IMPLICATIONS? WOULD WE HIRE ADDITIONAL STAFF OR TEACHERS, OR COULD WE DO IT WITHIN OUR EXISTING BUDGET? WE CAN DO IT WITHIN OUR EXISTING BUDGET.

THANK YOU. THEY CAN ALSO EARN CERTIFICATIONS.

SO THAT'S ALWAYS A PLUS FOR US AS WELL.

A GREAT IDEA IF WE CAN DO IT WITHIN OUR EXISTING BUDGET.

MISS PETTY I LOVE CERTIFICATIONS, AS YOU KNOW.

I FIGURED YOU DID. SO I WAS LIKE, I JUST THINK THEY'RE GREAT.

TRUSTEE YEAGER IS THE CERTIFICATION TRUSTEE I AM.

BUT, THE QUESTION I HAVE ABOUT THIS, AND I UNDERSTAND BECAUSE OF THE THE CONTRACT THAT WE HAD WITH THOSE CAMPUS TECHNICIANS, WE KNEW THAT WAS COMING UP AND WE WEREN'T ABLE TO REPLACE THEM FOR FINANCIAL REASONS.

THIS SOUNDS LIKE, FOR LIBRARIANS, A GODSEND, RIGHT, TO HAVE THIS HELP.

I LOVE, AS I SAID, THE CERTIFICATION PROCESS.

I JUST FOUND THIS. I SCROLLED THIS DOWN.

IT'S UNDER WELDING TWO, I BELIEVE.

RIGHT. IT SAYS COMPUTER MAINTENANCE SLASH LAB.

RIGHT. OKAY. SO LIKE PRESIDENT BRYAN SAID, THE IDEA IS THAT THIS WOULD START NEXT FALL AND THEN THERE WOULD BE ADDITIONS TO THIS.

YES, WE WILL BE ADDING ADDITIONAL COURSES.

I MEAN, THE PLAN RIGHT NOW WOULD BE TO, TENTATIVELY TO HAVE A, COMPUTER MAINTENANCE LAB THIS YEAR, OR THE FOLLOWING YEAR AND THEN IT TROUBLESHOOTING, AND THEN WE COULD GO INTO, A COMPUTER TECH CLASS.

AND THEN THE LAST ONE WOULD BE A PRACTICUM IN COMPUTER TECHNOLOGY, AND THAT WOULD FULFILL THE PATHWAY I KNOW.

OKAY. ARE THERE ANY MORE DETAILS THAT YOU CAN SHARE? I MEAN, IT SOUNDS LIKE WE'VE GOT THE GENESIS OF THIS IDEA, BUT WE WANT TO IRON OUT A FEW THINGS.

WE WERE REALLY TRYING TO GET THIS CLASS ON, GET IT PASSED FOR NEXT SCHOOL YEAR.

[01:00:06]

WE'D LIKE TO LOOK AT A FEW THINGS AND TALK ABOUT THEM, AND WE HAVEN'T.

I MEAN, KIM AND I HAVE TALKED ABOUT IT, BUT WE'D REALLY LIKE TO GET IT, GET RANDY INVOLVED, MAKE SURE THAT HE'S GOOD WITH THIS AND THAT WE BUT THOSE ARE THE ORDER. THAT'S THE ORDER OF THE COURSES THAT WE WOULD BE RECOMMENDING TO THE TECHNOLOGY DEPARTMENT.

OKAY. AND I FEEL IS IN ALIGNMENT WITH OUR OTHER CTE COURSES.

AND WE'LL FULFILL A NEED THAT WE NEED.

SO AS A CTE THAT WOULD QUALIFY UNDER THE STATE FOR SOME REVENUE PRODUCING OPPORTUNITIES, OKAY.

AND WE TAKE THE REVENUE PRODUCING OPPORTUNITIES, BY THE WAY.

YEAH, I KNOW THE QUESTION I HAD AS WELL.

AND THAT WAS DO YOU KNOW OF ANY OTHER ISD THAT DOES THIS.

YES. YOU DO.

YES. OKAY. YEAH.

EXCELLENT. HAS THEIR OWN BUILT IN STUDENT TECHNOLOGY PROGRAM AS WELL.

LEWISVILLE ISD DOES TOO.

OKAY. LEWISVILLE ISD YES.

GREAT. IRVING. IRVING ISD, THERE'S A MODEL ALREADY OUT THERE THAT WE CAN.

THAT'S WHERE COMFORTS ME IS THAT WE COULD LEARN BEST PRACTICES FROM OTHER ISD'S AS WELL.

YES. YEAH. AND WE ARE ALSO TRYING.

TO DO A SMALL LITTLE PILOT WITH OUR LEVEL THREE COMPUTER SCIENCE.

STUDENTS, [INAUDIBLE] I LOVE THAT. JUST CURIOUS THAT CERTIFICATION IS IT A ONE YEAR? SO THE STUDENTS WHO ARE IN NEXT YEAR FOR THE FIRST TIME, OR IS IT SOMETHING THAT HAS TO BE EARNED OVER? [INAUDIBLE].

OKAY, GREAT. DIFFERENT LEVELS.

[INAUDIBLE]. OKAY.

THANK YOU. THAT'S GREAT.

ACADEMIC PLANNING GUIDE.

I MOVE TO APPROVE THE 2024-2025 ACADEMIC PLANNING GUIDE AND APPROVE THE NEW PROPOSED COURSE OFFERINGS. SECOND.

WE HAVE A MOTION AND SECOND, ANY FURTHER DISCUSSION ON THIS MATTER? ALL RIGHT. ALL IN FAVOR? MOTION CARRIES 6 TO 0.

THANK YOU, MISS PETTY. THANK YOU.

ALL RIGHT, NEXT ITEM IS ITEM 10.3.

CONSIDER IMPACT OF REQUIRED STAAR FIELD TESTING.

MS. RUSSELL. OKAY.

SO. I THINK WE HAVE A.

SO WE HAVE BEEN SELECTED FROM THE STATES TO PARTICIPATE IN A STANDALONE FIELD TEST FOR READING AND LANGUAGE ARTS.

PARTICIPATION IS REQUIRED PER THE TEXAS EDUCATION CODE STATED THERE.

AND WHEN TEA SHARED THE NOTIFICATION ABOUT OUR PARTICIPATION, THEY STATED THAT A STANDALONE FIELD TEST IS NECESSARY TO DEVELOP FUTURE STATE ASSESSMENTS WITH WRITING COMPONENTS. AS YOU ALL KNOW, WE MOVED ONLINE AND THEN THEY'VE ALSO CHANGED THE TEKS WITHIN OUR ELA.

SO THEY'VE ADDED ADDITIONAL WRITING COMPONENTS INTO THE ASSESSMENT AND ALONG WITH THE ADDITIONAL THE NEW TEKS.

SO EVERY YEAR THE STATE HAS OUR REGULAR STAAR TEST AND HAS FIELD TEST ITEMS BUILT INTO THAT SAME ASSESSMENT.

THEY'RE NEEDING ADDITIONAL ITEMS. SO THEY'VE CREATED A STANDALONE FIELD TEST TO HELP GATHER DATA ON ADDITIONAL ITEMS TO ADD INTO THE BANK FOR THE FIELD TEST.

THEY SAY THAT THE DATA FROM SAMPLING OF STUDENTS IS CRITICAL TO THE STATE'S ABILITY TO BUILD HIGH QUALITY ASSESSMENTS, AND THAT THE FIELD TEST QUESTIONS AND DATA WILL BE REVIEWED BY THE TEXAS ASSESSMENT PROGRAM TO DETERMINE WHETHER THE QUESTIONS ARE APPROPRIATE FOR INCLUSION IN THE TEST BANK.

THE STANDALONE TILT FIELD TEST WINDOW IS FEBRUARY 5TH THROUGH NINTH.

IT WILL ENCOMPASS 13 QUESTIONS.

THAT INCLUDES NO MORE THAN ONE EXTENDED CONSTRUCTED RESPONSE QUESTION.

TEA RECOMMENDS 2 TO 3 HOURS FOR THE STUDENTS TO COMPLETE THE TEST, AND IT IS AN ONLINE ASSESSMENT ONLY.

THERE WILL BE NO PAPER FORMAT.

STUDENTS WILL HAVE THE OPPORTUNITY TO RECEIVE THEIR TESTING ACCOMMODATIONS BUILT INTO THE STANDALONE FIELD TEST, SO THEY CAN STILL HAVE ALL OF THEIR SAME TOOLS THAT THEY WOULD USE ON THEIR REGULAR STAAR TEST.

AND THESE ARE THE CAMPUSES THAT WERE SELECTED FOR THAT FIELD TEST.

CAMPUS SELECTION WAS BASED ON DEMOGRAPHICS ACROSS THE STATE.

SO IN ORDER TO FOR TEA TO DEVELOP A WELL-ROUNDED POOL OF DATA, THAT'S HOW THEY SELECTED CAMPUSES.

LOOKING AT THE DEMOGRAPHICS OF ALL OF THE SCHOOLS IN THE STATE.

SO HOW DOES THIS IMPACT OUR CAMPUSES?

[01:05:02]

WELL, THEIR SCHEDULING CHANGES AND NOT JUST CHANGES TO THE CAMPUSES THAT ARE TESTING FOR THAT ONE GRADE LEVEL, BUT AT THE HIGH SCHOOL AND SENIOR HIGH, WHEN ENGLISH ONE IS BEING TESTED AT THE HIGH SCHOOL, AND BOTH CAMPUSES OFFER COURSES BACK AND FORTH BETWEEN THE TWO CAMPUSES.

NOW YOU'RE LOOKING AT AN IMPACT OF BOTH OF THOSE ENTITIES, AND THERE'S LOSS OF INSTRUCTIONAL TIME BECAUSE STUDENTS CAN ATTEND REGULAR CLASSES IF THEY ARE TAKING A FIELD TEST. WE DO SHUT DOWN THE CAMPUSES TO VISITORS DURING TESTING DAYS.

THERE WAS ADDITIONAL TRAINING TO STAFF.

SO WE'RE TALKING ABOUT SOME MORE TIME PULLING AWAY FROM OUR STAFF, THE STAFF THAT SUPPORT MULTIPLE CAMPUSES.

WE SHARE, YOU KNOW, DYSLEXIC TEACHERS ACROSS DIFFERENT CAMPUSES.

IF A DYSLEXIC TEACHER IS BEING PULLED TO TEST STUDENTS AT ONE CAMPUS, THEN THEY MAY NOT BE ABLE TO SERVE THEIR STUDENTS AT ANOTHER CAMPUS DURING A REGULAR SCHEDULE.

AND WE DO NOT RECEIVE DATA FROM THIS ASSESSMENT.

ALL OF THE DATA FROM THE QUESTIONS IS USED BY THE PSYCHOMETRICIANS AT THE STATE LEVEL TO HELP DETERMINE THE VALIDITY OF THOSE ITEMS. SO NO ONE WILL BE RECEIVING RESULTS FOR THIS.

IT'S JUST GOES INTO THE BANK TO HELP THE STATE MAKE THEIR ASSESSMENT A MORE VALID ASSESSMENT.

SO, MS. RUSSELL, DO YOU KNOW HOW MANY ISDS HAVE BEEN SELECTED TO PARTICIPATE IN THIS FIELD TESTING PROGRAM? I DO NOT KNOW THE EXACT NUMBER, BUT IT IS.

THE MAJORITY OF SCHOOL DISTRICTS HAVE AT LEAST ONE CAMPUS PARTICIPATING AT LEAST ONE CAMPUS.

AND HOW MANY CAMPUSES DO WE HAVE? WE HAVE SEVEN CAMPUSES.

WE HAVE ABOUT 2000 STUDENTS THAT ARE IMPACTED FROM THIS.

YES, SIR. AND MULTIPLE TEACHERS AND ADMINISTRATORS.

AND WE ARE ESSENTIALLY BEING USED AS GUINEA PIGS FOR THE STATE TO COLLECT DATA, ON TESTING QUESTIONS THAT DO THEY.

DOES THAT BENEFIT THE DISTRICT AT ALL? THE BENEFIT THAT I WOULD SEE IS THAT OUR POPULATION WAS SELECTED FOR A PURPOSE.

SO IF OUR POPULATION IS NOT WITHIN THAT THE RESULTS, IT COULD SKEW THE DATA IN A WAY THAT DOESN'T BENEFIT OUR WE WERE SELECTED TO RAISE THE CURVE.

IN OTHER WORDS, AND SO WE WILL BE SELECTED EVERY YEAR FOR THESE, BOGUS STANDARDIZED FIELD TESTS IN WHICH, PUTS STRESS ON OUR STUDENTS, PUT STRESS ON OUR PARENTS, PUT STRESS ON OUR TEACHERS, CLOSES DOWN OUR CAMPUSES, COSTS US MONEY, AND IS FOR THE BENEFIT OF THE STATE. WE WERE ELECTED BECAUSE WE SAID WE'RE GOING TO PUT OUR STUDENTS FIRST.

THIS IS NOT, IN MY OPINION, PUTTING OUR STUDENTS FIRST.

IT DOES ABSOLUTELY NOTHING FOR OUR DISTRICT.

IT COSTS US MONEY THAT WE ABSOLUTELY DON'T HAVE.

IT'S ANOTHER STANDARDIZED TEST THAT MEANS ABSOLUTELY NOTHING.

THE LAST THING WE WANT TO DO IS CONTINUE.

I MEAN, WE DON'T EVEN WANT TO CONTINUE WITH STAAR TEST, IN THIS DISTRICT, MUCH LESS THE INTERIM TEST THAT WE DO IN THE FALL, IN THE SPRING LEADING UP TO A STAAR TEST THAT PRODUCES RESULTS THAT'S NOT USED BY ANYONE.

WHY IN THE WORLD WOULD THIS DISTRICT, PARTICIPATE IN A BOGUS TEA STATE MANDATED, FIELD TEST THAT JUST USES OUR STUDENT DATA FOR OTHER PURPOSES? I DON'T GET IT, I DO NOT RECOMMEND FOR US, IN THIS DISTRICT, DOCTOR LEDBETTER, TO MOVE FORWARD WITH, THESE FIELD TESTS. WHEN ARE THESE FIELD TESTS? FEBRUARY 5TH TO NINTH.

SO IT'S COMING UP IN A COUPLE OF WEEKS.

YES, SIR. I WOULD RATHER US, SPEND THIS DAY THAT WE'RE CLOSING OUR CAMPUSES ON ACTUAL INSTRUCTION AND EDUCATION IN WHICH WE WERE ELECTED TO PROMOTE IN THIS COMMUNITY.

SO, I'M NOT TAKING THIS OUT ON YOU, MISS RUSSELL.

I'M REALLY NOT.

I JUST. THE MORE THAT DISTRICTS LIKE US JUST FALL DOWN TO THE STATE MANDATED GARBAGE, THEY'RE GOING TO CONTINUE TO MANDATE THIS STUFF, AND WE'RE GOING TO CONTINUE TO HAVE TO LAY DOWN.

AND IT'S THE SUBJECT, AND IT'S ON OUR STUDENTS.

IT'S ON OUR PARENTS, IT'S ON OUR TEACHERS, IT'S ON OUR ADMINISTRATION, IT'S ON OUR DISTRICT.

AND WE DON'T HAVE THE TIME AND MONEY WE NEED TO BE SPENDING TO EDUCATE OUR CHILDREN, NOT TO TO SIT THEM DOWN IN THESE FRIVOLOUS TESTS, TO BE ABLE TO GATHER DATA, OF OUR STUDENTS AND WE DON'T EVEN GET THE RESULTS.

RIGHT. SO WE DON'T GET THE RESULTS.

WE DON'T EVEN KNOW. SO WE'RE BASIC JUST GUINEA PIGS.

WE'RE THERE. WE WERE SELECTED CARROLL ISD, ALL OF THESE CAMPUSES TO RAISE THE CURVE FOR THE STATE.

AND THAT'S THE BOTTOM LINE.

SO I'LL TURN IT OVER TO TRUSTEES FOR COMMENTS.

MISS RUSSELL, SO WE DON'T GET ANY FEEDBACK WHATSOEVER, NOT EVEN AT A TOP LEVEL TO SAY 25 QUESTIONS WERE INVALID OR NOTHING. NO, THEY DON'T EVER COME BACK AND LET US KNOW FROM THAT STANDPOINT.

[01:10:04]

ON IF ITEMS ARE INVALID.

THE STATE DOES DO EVERY SUMMER THEY HOLD ITEM REVIEW COMMITTEE MEETINGS, AND IT'S IN THOSE MEETINGS THAT THEY HAVE FURTHER DISCUSSIONS WITH THE ITEMS THAT THEY FEEL WERE VALID FROM THESE ASSESSMENTS.

AND THE PSYCHOMETRICIANS SAID, YES, THIS IS THEN THEY BRING COMMITTEES OF TEACHERS TOGETHER TO DISCUSS, WELL, IS THIS VALID FROM YOUR PERSPECTIVE AS WELL? I WAS HONORED TO BE ABLE TO PARTICIPATE IN ONE OF THOSE ONE YEAR, AND IT WAS VERY EYE OPENING.

AND IT REALLY THEY DID LISTEN TO THE TEACHERS AT THAT POINT.

ON ARE THESE VALID.

DO YOU SEE THAT THIS IS A FAIR OR UNFAIR QUESTION? MY ASSUMPTION WOULD BE THAT THEY WOULD TAKE THIS DATA AND THEN TAKE THOSE ITEMS TO THOSE COMMITTEES AND HAVE FURTHER DISCUSSIONS IN THOSE COMMITTEE SESSIONS.

ABOUT SHOULD WE ADD THIS TO THE TEST BANK OR NOT? BUT IT'S ONE STEP IN THAT PROCESS.

OKAY. BASED ON YOUR EXPERIENCE, WAS THAT A VALID TASK? I MEAN, DID YOU HAVE SOME FINDINGS THAT WERE MEANINGFUL? AND WE DID, I WAS A FORMER MATH TEACHER, SO I WAS IN A MATH SESSION AND WE SAT AROUND AND ANSWERED MATH QUESTIONS ALL DAY AND DISCUSSED THE MATH PROBLEMS. MY HUSBAND SAID IT SOUNDED HORRIBLE, I LOVED IT, AND, I DID THE MATH.

[INAUDIBLE] THROUGH.

AND ONE OF THE ITEMS I FULLY DISAGREED WITH, AND I HAD THE ABILITY TO SPEAK TO THE ENTIRE COMMITTEE WITH THE PEARSON WRITING TEAM RIGHT THERE, TAKING NOTES AND SAYING THIS IS THE TEK.

THIS IS WHAT YOU'RE TRYING TO TO TEST.

THIS ITEM DOES NOT ALIGN TO THAT.

AND WE ARE ABLE TO HAVE THOSE DISCUSSIONS AND THEY COULD HEAR OUR FEEDBACK.

THAT'S GOOD TO KNOW. SO DID YOU.

IS THIS? DO YOU THINK THIS IS BENEFICIAL FOR STUDENTS? I MEAN, BECAUSE IF YOU I CAN UNDERSTAND PRACTICING A TEST AND THE MORE YOU PRACTICE A TEST, THE BETTER YOU'RE GOING TO GET AT TAKING THAT TEST.

BUT YOU GET NO FEEDBACK ON THIS.

AND THAT'S PART THAT WOULD BE BENEFICIAL FOR OUR KIDS IS WE DO THE INTERIM ASSESSMENTS, AS YOU ALL KNOW, BUT THE RLA INTERIM ASSESSMENTS DO NOT HAVE THE WRITING COMPONENTS BUILT INTO THEM.

THIS WOULD GIVE OUR STUDENTS, ESPECIALLY OUR STUDENTS THAT USE OUR SPEECH TO TEXT TECHNOLOGY, AN OPPORTUNITY TO PRACTICE WITH THAT TOOL IN AN AUTHENTIC ASSESSMENT, WHEREAS THEY CAN THEY HAVE SOME WAYS TO PRACTICE IT, OUTSIDE OF THE TEST.

BUT THIS WOULD BE MORE IN A KIND OF MINI SESSION TO GIVE THEM THAT FEEL OF WHAT THIS OPERATION FEELS LIKE WITHIN THE ASSESSMENT.

AND ONE MORE QUESTION.

THANK YOU FOR THAT. YOU'RE WELCOME.

COULD YOU GO BACK ONE? I THINK IT'S ONE SLIDE.

SO TEC 39.035.

IT SAYS PARTICIPATION IS REQUIRED.

WHAT DOES THAT MEAN EXACTLY? DO WE HAVE THE AUTHORITY AS A DISTRICT TO DECIDE? BECAUSE, I MEAN, THAT'S A CONVERSATION POINT THAT WE ALL NEED TO.

BASED ON. I MEAN, EDUCATION LAW SAYS THAT TEA IS REQUIRED TO NOTIFY US OF OUR REQUIRED PARTICIPATION IN TEA NOTIFIED US PER THAT EDUCATION CODE OF OUR REQUIRED PARTICIPATION.

THAT'S HOW IT WAS STATED.

WHEN I REACHED OUT TO TEA, THEY SAID THE SAME THING THAT IT'S PER THIS EDUCATION CODE OF THE REQUIRED PARTICIPATION.

SO, OUTSIDE OF THAT, I'M NOT QUITE SURE.

THANK YOU, MS. RUSSELL. YOU WERE A TEACHER.

I WAS A TEACHER AND YOU SAID MATH TEACHER.

MIDDLE SCHOOL, MATH. MIDDLE? OH, GOD BLESS YOU.

ALL RIGHT. YOU ARE A SPECIAL PERSON.

THANK YOU. GOING BACK TO YOUR TEACHER DAYS, IF THIS WAS ASKED AND THIS HAD AN IMPACT ON YOUR STUDENTS, IS THIS A MINOR DISRUPTION TO YOUR DAY OR A MAJOR DISRUPTION? WHEN I WAS A TEACHER.

IF THEY SAID, YOU NEED TO GO DO THIS, I WENT AND DID IT.

AND SO FOR THE MOST PART, BECAUSE I'M A RULE FOLLOWER, YOU KNOW, THAT'S WHY I'M IN TEAMS RIGHT NOW.

WE HAVE OUR RULES AND WE FOLLOW OUR RULES, AND WE MAKE SURE WE'RE SUBMITTING WHAT WE NEED TO THE STATE.

AND SAME WITH THE ASSESSMENT SIDE.

AND SO WOULD IT HAVE BEEN AN ANNOYANCE? YEAH. I MEAN, WHEN WE GAVE THE PSAT ON THE SCHOOL DAY AND I WASN'T ABLE TO HAVE MY KIDS, MY EIGHTH GRADERS, OR IF THEY WERE DOING PSAT WITH EIGHTH GRADE, AND I HAD MY SEVENTH GRADERS AND I COULDN'T BE IN MY ROOM.

YES, BUT WE MAJOR TEACHERS MAKE IT WORK.

THEY'RE VERY FLEXIBLE.

AND THEY THE RULE FOLLOWER WOULD SAY THAT, RIGHT? YEAH. THERE MAY BE ANOTHER TEACHER TO SAY, HOW DO I WHERE DO I MAKE UP THAT LESSON PLAN? THEY SAY IT ALL THE TIME BECAUSE I WAS DEPARTMENT CHAIR AS WELL.

AND SO I, YOU KNOW, HAD THOSE CONVERSATIONS WITH MY TEAM OF TEACHERS ON OKAY.

SO WE'RE GOING TO RESTRUCTURE NOW.

THE CAMPUSES HAVE KNOWN ABOUT THEIR SELECTION AND THE WINDOW OF THESE DATES SINCE AUGUST.

[01:15:05]

SO THEY HAVE MADE ADJUSTMENTS WITHIN THEIR TIME FRAME AND PLANNED FOR IT.

SO IT'S NOT THAT WE'RE NOTIFYING NOW AND THEN YOU HAVE TWO WEEKS TO PREP FOR THIS.

THERE SHOULD HAVE BEEN ADJUSTMENTS WITHIN THEIR SCHEDULE SINCE WE DID NOTIFY THEM BEFORE SCHOOL STARTED.

SO WE COULD GO BACK, MAYBE A SLIDE BEFORE THIS.

BEFORE THIS. THERE ARE MY ONLY SLIDES.

THERE WE GO. OKAY.

THAT'S A LOT OF BULLET POINTS.

IT IS. I DON'T THINK ONE OF THOSE BULLET POINTS IS NECESSARILY A GOOD ONE.

AND WE ARE REPRESENTING OUR COMMUNITY AND WE ALSO WE REPRESENT, YOU KNOW, OUR DECISIONS, THE STAFF, THE FACULTY.

THERE ISN'T A SINGLE BULLET POINT HERE TO ME.

IF I'M A TEACHER, THAT I'M HAPPY OR EXCITED ABOUT IT.

MAKES THEIR LIFE EASIER TO TEACH.

IS THERE ANY TYPE OF BONE, IF YOU WOULD, THAT TEA THROWS US FOR BEING THESE QUOTE GUINEA PIGS.

IS THERE ANYTHING WE GET OUT OF THIS.

NO. OKAY.

SO WE GET ONE, 2,3,4,5, SIX BULLET POINTS THAT MADE THIS SLIDE HARDER FOR OUR TEACHERS, ADMINISTRATORS, ALL OF THAT.

STUDENTS. YES.

STUDENTS. OKAY.

THANK YOU. YOU'RE WELCOME.

MS. RUSSELL, I HAVE SOME QUESTIONS.

FOR THE BOARD REAGENT SEVEN DOES NOT HAVE ANY SCHOOLS THAT ARE BEING FIELD TESTED.

SO THERE'S A REGION THAT DOESN'T HAVE ONE.

HOW LONG HAVE THE FIELD TESTS BEEN GOING ON? SINCE I'VE BEEN IN EDUCATION, THIS IS ONLY THE SECOND ONE.

OKAY. AND SO THE STUDENTS THAT IN THE OTHER DISTRICTS THAT TOOK THESE FIELD TESTS, IT DIDN'T HELP ALL THE STUDENTS WITH COMPONENTS THAT THEY AREN'T USED TO ON THE STAAR TESTING, ONLY THE SELECTED CAMPUSES AND GRADE LEVELS.

OKAY. SO THE STAAR TEST IS ACTUALLY FEDERALLY MANDATED.

OKAY. WHAT ELSE.

AND I FEEL LIKE REQUIRED VERSUS MANDATED IS VERY DIFFERENT.

SO WHAT ELSE IS ACTUALLY MANDATED THAT GOES ALONG WITH THE STAR TEST THAT WE HAVE TO TAKE AT THE END OF THE YEAR, SOLELY FROM THE FEDERAL PERSPECTIVE.

WE MUST TEST OUR STUDENTS AT IN GRADES THREE THROUGH EIGHT, IN MATH AND READING EVERY SINGLE YEAR.

THAT'S THE STAR TEST.

WE MUST TEST OUR HIGH SCHOOL STUDENTS AT LEAST ONCE IN MATH AND READING.

THAT'S WHERE THEY GET THE EOCS FROM.

WE MUST TEST OUR SCIENCES ONCE AND THE LOWER LEVELS AND ONCE IN THE HIGHER LEVELS.

SO AGAIN, YOU HAVE YOUR STAR TESTS IN THOSE AREAS AND THE SOCIAL STUDIES IS THE SAME.

WE MUST TEST OUR STUDENTS IN THEIR OUR ENGLISH LANGUAGE LEARNERS AND CHECK AND TEST THEIR ABILITIES TO LEARN AND HOW FAR THEY'VE PROGRESSED IN THE ENGLISH LANGUAGE.

THAT'S PART OF OUR ASSESSMENT.

AND WE MUST OFFER AN ASSESSMENT THAT TESTS STUDENTS THAT ARE HIGHLY DISABLED, AND THAT IS OUR STAAR ALTERNATE TO ASSESSMENT.

WE ALSO HAVE AN ALTERNATE ASSESSMENT FOR OUR ENGLISH LANGUAGE LEARNERS THAT ARE HIGHLY DISABLED, THAT CAN'T PARTICIPATE IN A STANDARD ASSESSMENT.

ARE THE INTERIMS THAT WE GET TO TAKE IN FALL AND SPRING, OR THAT THE PRINCIPALS DECIDE IF WE'RE TAKING.

ARE THOSE MANDATED, ARE THOSE REQUIRED OR IS IT JUST OPTIONAL? THOSE ARE OPTIONAL OKAY.

SO WE'RE USED TO THAT.

LIKE IN, YOU KNOW, IN THE PHARMACEUTICAL FIELD, IF A NEW MEDICINE COMES OUT AND YOU'RE GOING TO BE A GUINEA PIG, THEY PAY YOU TO BE THE GUINEA PIG.

AND SO WE'RE NOT BEING PAID.

AND THE SINCE SOMETHING IS FEDERALLY FEDERALLY MANDATED, I KNOW THAT WE USED TO RECEIVE FUNDING TO ADMINISTER THE STAAR, BUT WE DON'T ANYMORE.

CORRECT. I DIDN'T KNOW THAT WE'VE EVER RECEIVED FUNDING.

OKAY. SO MAYBE WE DIDN'T.

BUT WE DEFINITELY DON'T.

AND SO. FROM A FINANCIAL STANDPOINT.

AND, YOU KNOW, JUST CONFIRMING WITH THEM WE THE DISTRICT DOESN'T BENEFIT AT ALL, NOT EVEN FINANCIALLY TO ADMINISTER THE STAAR TEST.

IT'S ACTUALLY JUST A HUGE DISRUPTION.

SO I JUST IF THE STAAR IS FEDERALLY MANDATED, I DON'T I DON'T KNOW WHAT THE DIFFERENCE IS.

I FEEL LIKE MANDATED IS DIFFERENT THAN REQUIRED.

RIGHT. YOU'RE TALKING ABOUT THE FIELD TEST BEING REQUIRED VERSUS MANDATED.

THE STAAR'S UNIQUE TO TEXAS.

OBVIOUSLY, IT'S ASSESSMENTS THAT ARE MANDATED, FEDERALLY.

AND WE CAN'T GET AROUND THAT.

AND THAT'S OKAY. WHATEVER.

BUT THESE FIELD TESTS ARE SOMETHING THAT WE SHOULD BE ABLE TO SAY ENOUGH IS ENOUGH WITH THIS STANDARDIZED TESTING, ESPECIALLY IF IT DOESN'T BENEFIT THE DISTRICT AND IT COSTS US MONEY AND TIME. NOTWITHSTANDING, A AN OBJECTION OR, YOU KNOW, GOING BACK TO TEA.

WHAT ELSE DO YOU THINK WE COULD DO AS A BOARD TO HELP RELIEVE SOME OF THESE OR HELP MITIGATE SOME OF THESE IMPACTS? IS THERE ANYTHING FROM THESE IMPACTS? THIS IS INFORMATION I GOT FROM THE CAMPUSES ON FROM WHAT THEY ARE DOING TO PREPARE FOR THEIR ASSESSMENTS.

THAT THEY SAW THAT ANY OF OUR TESTING REALLY DOES, ESPECIALLY THE ONE POINT WITH THE STANDALONE FIELD TESTS BEING SEPARATE WOULD BE

[01:20:03]

THAT IT CHANGE CHANGES ARE IMPACTING ONE SECTION, BUT NOT THE ENTIRE CAMPUS.

I THINK THAT'S THE MOST DIFFICULT.

I'M NOT SURE WHAT ELSE WE COULD RELIEVE.

WE COULD RELIEVE SHUTTING DOWN OF THE CAMPUSES TO VISITORS DURING TESTING.

BUT OUTSIDE OF THAT, I MEAN, WE HAVE TO, YOU KNOW, TAKE THE TIME TO PREPARE OUR STAFF SO THEY KNOW WHO'S SUPPOSED TO BE IN THE ROOM TESTING HOW TO GIVE THE TEST.

AND, YOU KNOW, THEY WE NEED TEACHERS TO HELP ADMINISTER THE TEST.

IT TAKES TIME.

THOSE COMPONENTS. OKAY.

THANK YOU. SO, PRESIDENT BRYAN, I WOULD BE INTERESTED IN UNDERSTANDING WHAT OUR RIGHTS ARE.

YOU KNOW, I'D LIKE TO LOOK INTO THE CODE AND WHETHER OR NOT WE EVEN HAVE A CHOICE IN THIS.

I MEAN, IT SOUNDS LIKE THE TEA GAVE US TIMELY.

NOTIFICATION, SO WE DON'T REALLY HAVE TIME BECAUSE IT'S THERE.

WE DON'T HAVE A BOARD MEETING BEFORE FEBRUARY 5TH, AND THAT'S WHEN THEY'RE, SCHEDULED TO OFFER THE FIRST TEST.

CORRECT? YES, MS. RUSSELL. AND, YOU KNOW, WE AS A BOARD WERE A DISTRICT OF INNOVATION.

WE HAVE THE ABILITY TO, MAKE OUR DECISIONS THAT ARE BEST FOR OUR COMMUNITY.

AND THIS IS A VERY, EXTREMELY LOW RISK, DECISION FOR US TO TAKE.

THAT'S IN THE BENEFIT OF OUR DISTRICT, OUR STUDENTS, OUR PARENTS, AND OUR OUR TEACHERS.

MISS RUSSELL, DO YOU KNOW IF ANY OTHER DISTRICTS HAVE EVER CHOSEN NOT TO DO WHAT THEY'RE BEING ASKED TO DO? I MEAN, WHAT ARE THE POTENTIAL CONSEQUENCES? I SPOKE TO THE DIRECTOR OF STUDENT ASSESSMENT AT TEA.

HE SAID NO DISTRICT HAS EVER NOT PARTICIPATED BECAUSE BECAUSE WE'RE ALL JUST SHEEP AND WE JUST FOLLOW ALONG, OF WHATEVER THE STATE WANTS US TO DO.

DO WE HAVE ANY IDEA WHAT CONSEQUENCES ARE OF NOT? THEY SAID THERE WOULD BE A SPECIAL INVESTIGATION AS TO WHY WE DIDN'T PARTICIPATE, AND THAT COULD LEAD TO SANCTIONS OR, THERE COULD BE.

WHEN I WAS LOOKING AND PREPARING FOR OUR ANNUAL REPORT, YOU KNOW, TALKED ABOUT THE ACCREDITATION AND I INCLUDED THE ACCREDITATION MATRIX, AND IT DID HAVE COMPONENTS IN THERE THAT IF YOU CHOOSE NOT TO PARTICIPATE IN REQUIRED COMPONENTS, THAT ACCREDITATION, COULD BE VIEWED OR SO WE COULD LOSE ACCREDITATION POTENTIALLY.

AND IT SAID ACCORDING TO THAT MATRIX, IT SAID THAT THOSE WERE COMMISSIONER, DECISIONS YOU MENTIONED THERE WERE 13 QUESTIONS, AND I THINK YOU SAID IT WOULD TAKE 2 TO 3 HOURS.

I'M KIND OF CURIOUS.

THAT SOUNDS LIKE A LONG TIME. I DOUBT IT WILL TAKE 2 TO 3 HOURS, BECAUSE THE FULL TEST IS DESIGNED TO TAKE 2 TO 3 HOURS.

THE STATE JUST RECOMMENDS THAT WE OFFER 2 TO 3 HOURS FOR THE STUDENTS.

CAN YOU TELL US HOW, HOW THE STUDENTS ARE SELECTED? ARE THEY RANDOMLY SELECTED, OR HOW DO WE THE CAMPUSES ARE SELECTED FROM THE STATE, THE CAMPUS AND THE SUBJECT AREA.

AND SO THE STUDENTS THAT WOULD PARTICIPATE ARE ALL STUDENTS THAT WOULD BE TAKING THAT GRADE LEVEL SUBJECT AREA IN THE SPRING.

DOES INSTRUCTION CONTINUE WHILE THE STUDENTS WHO ARE TAKING THE TEST GO AND TAKE THE TEST? OR DO WE STOP INSTRUCTION FOR ALL THE CLASSES WHERE THERE ARE STUDENTS WHO ARE TAKING THE TEST ACROSS THE DIFFERENT CAMPUSES? I IMAGINE THAT THE OTHER CAMPUSES THAT ARE NOT PARTICIPATING, SUCH AS JOHNSON ELEMENTARY, WOULD CONTINUE RIGHT ON BECAUSE THEY WOULDN'T HAVE TO HAVE PLANNED THAT INTO THEIR CALENDAR. BUT AT A CAMPUS WHERE THERE ARE STUDENTS, BUT IT'S EVERYONE IN THAT GRADE LEVEL.

SO IT'S ALL THIRD GRADE STUDENT.

ALL THIRD GRADERS AT ROCKENBAUGH WOULD BE PARTICIPATING, SO NO THIRD GRADERS WOULD CONTINUE.

THE FOURTH GRADERS WOULD CONTINUE THEIR CURRICULUM BECAUSE THEY'RE NOT PARTICIPATING, BUT ALL THIRD GRADERS WOULD BE PARTICIPATING.

SO YOU WOULDN'T HAVE ONE CLASS CONTINUING THIRD GRADE CURRICULUM WHILE THE OTHER TESTS.

THANK YOU. YOU'RE WELCOME.

CAN YOU GO BACK TO THE REQUIREMENTS? THERE'S A SLIDE THAT HAS SOME OF THE REQUIREMENTS OR AT LEAST HOW WE'RE GOING TO PERFORM THE TESTING.

ARE YOU TALKING ABOUT THIS ONE.

YEAH. SO I MEAN, ARE ALL THESE REQUIRED BY THE TEA? THESE ARE ALL OF THE SELECTED CAMPUSES? NO, I MEAN, BUT DO WE HAVE TO PROVIDE 2 TO 3 HOURS? WE DON'T THEY WE JUST HAVE TO PROVIDE, YOU KNOW, TIME FOR THE STUDENTS.

AND THAT'S THE RECOMMENDATION TO ANSWER 13 QUESTIONS.

IF WE WANTED TO, I WOULD RECOMMEND MAYBE NO LESS THAN AN HOUR.

SO MAYBE MAYBE LET'S TALK ABOUT FACTS.

I MEAN, HOW MUCH HAVE WE ALREADY ALLOCATED? I MEAN, THE SCHEDULES ARE ALREADY SET.

SO LET'S JUST TALK ABOUT WHAT WE'VE ALREADY DONE.

DR. LEDBETTER, CAN YOU DO YOU KNOW WHAT WE'VE DONE IN TERMS OF ALREADY SETTING THE SCHEDULES AND THE IMPACT? I BELIEVE THE SCHEDULE AT EACH CAMPUS HAVE BEEN SET, AND I THINK OUR RECOMMENDATION HAS BEEN 2 TO 3 HOURS.

SO I'M ASSUMING THOSE ARE THE WINDOWS THAT HAVE ALREADY BEEN SET ASIDE BY OUR PRINCIPALS.

THAT WOULD BE MY UNDERSTANDING FROM TALKING TO THE ASSISTANT PRINCIPALS THAT I'VE SPOKEN TO.

BUT THE ENTIRE CAMPUS SCHEDULE IS CHANGED.

IT WILL IMPACT BECAUSE YOU HAVE CERTAIN REQUIREMENTS ON THE NUMBER OF STUDENTS THAT CAN TEST IN A CLASS AT A TIME.

[01:25:04]

SO OBVIOUSLY WE'RE HAVING TO PULL ADDITIONAL STAFF IN TO TEST GROUPS OF STUDENTS.

SO IT WILL, FOR EXAMPLE, IF YOU'RE TAKING THE EIGHTH GRADE STUDENTS AT CARROLL MIDDLE SCHOOL, 375 STUDENTS THOSE EIGHTH GRADE, THERE'S PROBABLY A SUBSTANTIAL NUMBER OF THOSE EIGHTH GRADE TEACHERS THAT MAY TEACH SEVENTH GRADE COURSES OR MAY HAVE MIXED CLASSES.

AND SO THOSE KIDS, THEIR SCHEDULE WILL BE IMPACTED THROUGHOUT THAT DAY.

SO IT'S NOT JUST THE STUDENTS THAT ARE TESTING.

IT DOES IMPACT THE OVERALL OPERATIONS OF THE CAMPUS FOR THAT DAY.

SO MAYBE WE COULD ASK THE TEA TO GIVE US $5 MILLION TO ADMINISTER THIS TEST, AND THEN WE CAN GIVE OUR TEACHERS A FIVE TIMES SALARY INCREASE AND PAY FOR SUBS.

YEAH, MAYBE.

IT SOUNDS LIKE A GREAT IDEA TO ME.

UNTIL SOMEBODY PUSHES BACK ON THINGS LIKE THIS.

THESE UNFUNDED MANDATES AND THE NOT BENEFIT, THE BENEFITS THAT DON'T EXIST FOR THE DISTRICTS AND THE STRESS ON OUR STUDENTS AND EVERYONE ELSE.

IT'S JUST GOING TO CONTINUE.

MS. RUSSELL, I KNOW THAT THERE REALLY ISN'T A PRECEDENT SET BECAUSE NO ONE HAS SAID NO.

AND SO I KNOW IT'S REALLY HARD TO GAUGE BECAUSE THEY DON'T EVEN KNOW HOW TO GAUGE IF SOMEONE SAID NO.

WHAT DO YOU THINK? DO YOU THINK THERE WOULD BE AN IMPACT TO OUR STUDENTS IF WE DID NOT PARTICIPATE? IT'S REALLY HARD TO SAY BECAUSE IT'S LIKE YOU SAID, THERE IS NO LEGAL PRECEDENCE AT THIS TIME.

THERE'S NO CASE LAW AT THIS TIME.

AND THE COMMISSIONER CAN KIND OF DO WHATEVER HE WANTS.

AND SO, I DON'T KNOW, AT WHAT POINT THAT HE WOULD COME BACK AND SAY ANYTHING VERY EXTREME OR IF IT'S JUST A WRITTEN NOTIFICATION OF, YOU KNOW, DON'T DO THAT AGAIN, THERE'S REALLY NO TELLING SINCE THERE'S NO CASE LAW, WITH THIS OF HAPPENING PRIOR.

OKAY. ANY FURTHER DISCUSSION? ALL RIGHT. I MOVE TO SUSPEND ANY AND ALL ACTIVITIES RELATED TO FIELD TESTS AND NOT OFFER THEM ON FEBRUARY 5TH THROUGH THE NINTH UNTIL FURTHER NOTICE.

I SECOND THAT MOTION.

I HAVE A MOTION. WAIT, WE HAVE A MOTION.

AND A SECOND. ANY FURTHER DISCUSSION? I WOULD LIKE TO MAKE A MOTION THAT WE ADJOURN TO EXECUTIVE SESSION TO DISCUSS.

CONFIDENTIAL AND PRIVILEGED INFORMATION THAT WE'VE RECEIVED RELATED TO THIS BEFORE.

A SECOND. OKAY.

I'LL WITHDRAW. WELL YOU CAN'T DO THAT.

BUT I'LL WITHDRAW MY MOTION.

AND ACCEPT.

TRUSTEE DUDLEY'S TRUSTEE JORDAN'S, MOTION.

SO WE DO HAVE A MOTION AND A SECOND ON THE TABLE TO ADJOURN TO EXECUTIVE SESSION TO DISCUSS THIS FURTHER.

[2. EXECUTIVE SESSION (Part 2 of 2)]

ANY FURTHER DISCUSSION ON THAT.

ALL RIGHT, ALL IN FAVOR? MOTION CARRIES 6 TO 0.

WE'RE IN. ADJOURN TO EXECUTIVE SESSION AT 7:28 P.M.

ALL RIGHT. WE WILL CALL THIS MEETING BACK TO ORDER AT 7:52 P.M.

[10. DISCUSSION/ACTION (Part 2 of 2)]

WE ARE STILL ON DISCUSSION.

ACTION ITEM 10.3.

CONSIDER IMPACT OF REQUIRED STAAR FIELD TESTING.

I MOVED TO SUSPEND AND, ANY AND ALL ACTIVITIES RELATED TO FIELD TEST AND NOT OFFER THEM ON FEBRUARY 5TH THROUGH THE NINTH, 2024 UNTIL FURTHER NOTICE.

I SECOND THE MOTION.

I HAVE A MOTION AND A SECOND.

ANY FURTHER DISCUSSION? OKAY. ALL IN FAVOR? ALL OPPOSED.

MOTION FAILS 3 TO 3.

MOVING ON TO ACTION ITEM 10.4.

CONSIDER FOR APPROVAL ONE TIME SUPPLEMENTAL PAYMENT.

WHO DO WE HAVE? DR. SMOLSKIS.

GOOD EVENING. AM I ON? CAN YOU HEAR ME? THERE I AM.

ALL RIGHT. GOOD EVENING, PRESIDENT BRYAN AND TRUSTEES.

FIRST OF ALL, I DO ALSO WANT TO, SAY HOW MUCH I APPRECIATE ALL OF YOU AND ALL OF THE DECISIONS THAT YOU ALL HAVE TO MAKE.

AND SO THANK YOU, DR.

I'M ABOUT TO, BRAG ON YOU A LITTLE BIT MORE.

SO I JUST WANT THE COMMUNITY TO KNOW THAT.

AND SO BEAR WITH ME HERE.

SO IN THE CURRENT ACADEMIC YEAR, THE BOARD OF TRUSTEES HAS SUCCESSFULLY SANCTIONED A BALANCED BUDGET.

KUDOS TO YOU ALL FOR THAT.

IN THE COURSE OF THE RECENT BOARD MEETINGS, DELIBERATIONS HAVE CENTERED AROUND IDENTIFYING AVENUES TO EXPRESS GRATITUDE TO OUR DEDICATED STAFF FOR THEIR COMMITMENT TO THE STUDENTS OF OUR DISTRICT IN A PROACTIVE INITIATIVE.

MANIFEST THEIR SUPPORT.

THE BOARD OF TRUSTEES HAS FORMALLY REQUESTED US, THE ADMINISTRATION, TO PRESENT VIABLE OPTIONS FOR A COMPREHENSIVE REVIEW AND CONSIDERATION OF ANOTHER ONE TIME SUPPLEMENTAL PAYMENT FOR ALL EMPLOYEES.

SO THE ADMINISTRATION IS BRINGING TO YOU TONIGHT.

THE BOARD IS COMMITTED TO EXTENDING THIS TOKEN OF APPRECIATION THROUGH ANOTHER ONE TIME SUPPLEMENTAL PAYMENT, AMOUNTING TO $653.17 TO ALL ELIGIBLE EMPLOYEES SCHEDULED TO WORK 20 HOURS OR MORE IN A WORK WEEK.

[01:30:01]

ADDITIONALLY, EMPLOYEES WORKING LESS THAN 20 HOURS WILL RECEIVE $326.59.

THE DISBURSEMENT OF THIS PAYMENT IS ANTICIPATED NO LATER THAN JANUARY 31ST, 2024.

THIS GESTURE UNDERSCORES THE BOARD'S SINCERE ACKNOWLEDGMENT AND APPRECIATION FOR THE REMARKABLE DEDICATION EXHIBITED BY OUR ESTEEMED TEACHING AND ADMINISTRATIVE STAFF.

SO I AM, RECOMMENDING THE APPROVAL OF A ONE TIME SUPPLEMENTAL PAYMENT AS PRESENTED.

THANK YOU. DR. SMOLSKIS AND I HAVE A RESOLUTION THAT I WILL READ, AND THEN I'LL OPEN IT UP FOR DISCUSSION TO THE TRUSTEES.

BOARD OF TRUSTEES OF THE CARROLL INDEPENDENT SCHOOL DISTRICT, JANUARY 22ND, 2024.

BOARD RESOLUTION.

WHEREAS THE CARROLL INDEPENDENT SCHOOL DISTRICT, CARROLL ISD HAS ALWAYS BEEN AND WILL REMAIN COMMITTED TO PROVIDING THE BEST POSSIBLE EDUCATION OPPORTUNITIES AND STAFF FOR ITS STUDENTS, WHILE AT THE SAME TIME BEING GOOD STEWARDS OF AVAILABLE PUBLIC FUNDS.

AND WHEREAS THE BOARD OF TRUSTEES WISHES TO PROVIDE CARROLL ISD EMPLOYEES A ONE TIME PAYMENT TO SUPPORT COST OF LIVING INCREASES, AND AS AN INCENTIVE FOR THEIR CONTINUED SERVICE TO THE STUDENTS AND SCHOOL COMMUNITY OF CARROLL ISD.

AND WHEREAS, THE BOARD OF TRUSTEES ANTICIPATES THAT THE CARROLL ISD WILL UTILIZE FUNDS FROM THE AVAILABLE UNASSIGNED FUND BALANCE TO ALLOW FOR A ONE TIME COST OF LIVING SUPPORT AND EMPLOYMENT RETENTION.

INCENTIVE PAYMENT TO ALL ELIGIBLE CARROLL ISD EMPLOYEES CONSISTED OF ALL FULL TIME EMPLOYEES WHO ARE SCHEDULED TO WORK AT LEAST 20 HOURS IN AWORKWEEK, AND ALL PART TIME EMPLOYEES WHO ARE SCHEDULED TO WORK LESS THAN 20 HOURS IN A WORKWEEK, EXCLUDING SUBSTITUTES AND STUDENT WORKERS.

AND WHEREAS A PUBLIC SCHOOL PURPOSE WILL BE SERVED BY THE PAYMENT OF A ONE TIME COST OF LIVING SUPPORT AND EMPLOYMENT INCENTIVE RETENTION PAYMENT TO ELIGIBLE EMPLOYEES IN ORDER TO DEMONSTRATE SUPPORT OF ITS EMPLOYEES, ENHANCE EMPLOYEE MORALE, AND SERVE AS AN EMPLOYEE RETENTION INCENTIVE.

AND WHEREAS, THE CARROLL ISD BELIEVES THE SUPPORT AND RETENTION OF EXPERIENCED EMPLOYEES BENEFITS THE STUDENTS AND STAFF OF CARROLL ISD.

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD THAT, NUMBER ONE, THE FINDINGS IN RECITALS IN THE PREAMBLE OF THIS RESOLUTION ARE FOUND TO BE TRUE AND CORRECT AND ARE HEREBY APPROVED AND ADOPTED. AND NUMBER TWO, THE BOARD AUTHORIZES THE PAYMENT OF A ONE TIME COST OF LIVING SUPPORT AND EMPLOYMENT RETENTION INCENTIVE PAYMENT IN THE AMOUNT OF $653.17 TO ALL ELIGIBLE FULL TIME EMPLOYEES WHO ARE SCHEDULED TO WORK AT LEAST 20 HOURS IN A WORKWEEK, IN A PAYMENT IN THE AMOUNT OF $326.59 TO ALL ELIGIBLE PART TIME EMPLOYEES WHO ARE SCHEDULED TO WORK LESS THAN 20 HOURS IN A WORKWEEK, EXCLUDING SUBSTITUTES AND STUDENT WORKERS. AND NUMBER THREE, THE PAYMENT OF THIS ONE TIME SUPPORT AND INCENTIVE PAYMENT WILL BE FOR THE PURPOSE OF SUPPORTING EMPLOYEES AND INCENTIVIZING CONTINUED SERVICE TO THE DISTRICT. AND NUMBER FOUR, THE PAYMENT OF THIS ONE TIME SUPPORT AND INCENTIVE PAYMENT IS EXPRESSLY CONDITIONED UPON THERE BEING SUFFICIENT MONIES TO SUPPORT THE PAYMENT OF THE ONE TIME SUPPORT AND INCENTIVE PAYMENT, AND IN THE ABSENCE OF SUFFICIENT FUNDS AS DETERMINED BY THE SUPERINTENDENT, THIS PAYMENT SHOULD NOT SHALL NOT BE PAID.

NUMBER FIVE, THE BOARD FINDS THAT A PUBLIC PURPOSE AND BENEFIT TO THE CARROLL ISD EXISTS IN THE PAYMENT OF THIS ONE TIME SUPPORT AND INCENTIVE PAYMENT, AND NUMBER SIX, A COPY OF THIS RESOLUTION BE PLACED IN THE MEETING MINUTES OF THE CARROLL ISD SCHOOL DISTRICT BOARD OF TRUSTEES.

I'LL OPEN IT UP FOR DISCUSSION.

TRUSTEES. YEAH.

JUST A QUICK WORD TO EVERYBODY WHO WORKS IN THE SCHOOL DISTRICT.

THAT QUALIFIES FOR THIS, WHICH IS EVERYBODY BUT JUST A HANDFUL, RIGHT? EXCLUDING SUBSTITUTES AND STUDENT WORKERS.

AND, OF COURSE, WITH OUR SUBSTITUTES, WE INCREASE THEIR PAY.

I WISH WE COULD DO MORE.

YOU KNOW, MANY OF US HAVE BEEN LOBBYING OUR STATE ELECTED OFFICIALS AND HAVE HAD.

VIRTUALLY VERY LITTLE HELP.

WE HAVE NOT BEEN ABLE, DESPITE FOUR SPECIAL SESSIONS, TO GET PUBLIC SCHOOLS TO BE FUNDED.

DESPITE A 15% INCREASE IN INFLATION SINCE THE LAST TIME THE BASIC ALLOTMENT IN 2019 WAS SET.

THIS IS THE LEAST WE CAN DO.

WE STARTED THE YEAR AS A BOARD AND I'M VERY PROUD AND THANK YOU ALL, THAT WE WE GOT MONIES TOGETHER AND WE DID A ONE TIME PAYMENT.

THEN THIS IS ANOTHER ONE FOR THE SECOND HALF OF THE YEAR, IN A PERFECT WORLD, WOULD GIVE YOU JUST A BIG FAT RAISE.

SO WE'RE STILL WORKING ON IT.

SO JUST THANK YOU SO MUCH FOR YOUR LEADERSHIP.

PRESIDENT BRYAN, AND I KNOW I AM EXCITED TO VOTE FOR THIS, AND I WISH IT WAS MORE.

TRUSTEE LANNEN. YEAH.

NOT REALLY A QUESTION.

I LOVE OUR TEACHERS.

I THINK THEY DESERVE A LOT MORE PAY.

I HOPE THAT THEY KNOW THAT WE, YOU KNOW, HAVE TO FIGURE OUT HOW TO BALANCE THE BUDGET EVERY YEAR.

AND I KNOW EVERY BOARD MEMBER UP HERE IS COMMITTED TO FIGURING OUT HOW WE'RE GOING TO BALANCE THE BUDGET, EVEN WHEN THE STATE LEGISLATURE DOESN'T GIVE US AN INCREASE IN BASIC

[01:35:03]

ALLOTMENT. I 100% SUPPORT MAKING THIS PAYMENT.

I WOULD EVEN CHALLENGE US TO CONSIDER MAKING IT A LITTLE LARGER.

I HAVEN'T ACTUALLY HEARD HOW WE CAME UP WITH THIS VERY SPECIFIC PAYMENT TO THE PENNY, BUT I'M 100% SUPPORTIVE OF IT.

SO I HOPE THAT IF WE CAN'T DO MORE RIGHT NOW, THAT AT THE END OF THE SCHOOL YEAR, WE'RE GOING TO HAVE THIS DISCUSSION AGAIN, I THINK WE ALL KNOW THAT WE DON'T KNOW EXACTLY WHERE CEF IS GOING TO COME IN.

WE YOU KNOW, I MEAN, LIKE I WOULD ENCOURAGE THE COMMUNITY, PLEASE, TONIGHT, GO OUT ON CEF'S WEBSITE AND MAKE A DONATION SO THAT WE ALL KNOW THAT IT'S ALL GOING TO BE DIVIDED UP AND GIVEN TO TEACHERS AT THE END OF THE YEAR.

BUT I JUST ONE LAST TIME, I WANT TO CHALLENGE ALL OF US AT THE END OF THE YEAR TO HAVE THIS DISCUSSION AGAIN.

AND IF WE CAN FIT IT WITHIN THE BUDGET AND DO ANYTHING MORE, THEN WE SHOULD DO IT.

SO. EXACTLY RIGHT.

EXCELLENT COMMENTS.

TRUSTEE YEAGER AND TRUSTEE LANNEN, I'LL JUST ECHO THE FACT THAT THE REASON FOR THIS SPECIFIC AMOUNT, TRUSTEE LANNEN, IS BECAUSE AFTER TAXES, THAT GIVES THEM $500.

SO WE WANTED TO GIVE THEM A $500 BONUS.

BUT YOU KNOW, AFTER TAXES, IT'S MUCH LESS THAN THAT.

THIS IS NOT IT.

THIS BOARD IS GOING TO CONSIDER, CLOSER TO THE END OF THE SCHOOL YEAR, ANOTHER, BONUS.

AND, YOU KNOW, MIRACLES HAPPEN IF THE GOVERNOR CALLS FOR ANOTHER LEGISLATIVE SESSION, THEY GIVE US A RAISE TO OUR BASIC ALLOTMENT.

WE COULD EVEN CONSIDER A, YOU KNOW, A PAY RAISE.

BUT AT THE VERY LEAST, AND AS A REMINDER TO THE COMMUNITY, CEF HAD CHANGED THEIR BUSINESS MODEL THIS YEAR TO WHERE EVERY SINGLE TEACHER, GETS A END OF THE YEAR TYPE BONUS FROM WHATEVER THEY COLLECT.

SO, YOU KNOW, THIS BOARD, I HOPE, WITH THE SALE OF THIS PROPERTY, THAT WE HAVE SOME MONEY THAT WE CAN OFFER TO ADD ON TO THAT, CEF BONUS AT THE END OF THE YEAR.

SO THIS IS JUST SOMETHING THAT WE FELT LIKE, YOU KNOW, AS WE'RE KIND OF STARTING THE NEW BUDGET PROCESS, AND WRAPPING UP THE OLD, PROCESS, WE HAD SOME MONEY THAT WE THOUGHT THAT WE WOULD GIVE TO OUR DISTRICT.

AND SO I, YOU KNOW, I'M TOTALLY FOR GIVING EVERY DIME THAT WE CAN GIVE THEM, YOU KNOW, AND WE HOPE I MEAN, WE REALLY HOPE THAT WE CAN START GIVING SUBSTANTIAL PAY RAISES, IN THE FUTURE.

BUT FOR NOW, WE'RE JUST GOING TO HAVE TO SETTLE WITH THIS, THESE ONE TIME BONUSES.

ALL RIGHT. I MOVE TO APPROVE THE ONE TIME SUPPLEMENTAL PAYMENT AS PRESENTED.

SECOND. ALL RIGHT, WE HAVE A MOTION.

AND SECOND, ANY FURTHER DISCUSSION? ALL RIGHT, ALL IN FAVOR? MOTION CARRIES 6 TO 0.

MOVING ON TO ITEM 10.5, CONSIDERATION FOR APPROVAL.

BUDGET AMENDMENT NUMBER 002-2 FOR MR. JOHNSON. SO TONIGHT I'M COMING TO YOU TO ASK FOR AN INCREASE IN OUR ANNUAL BUDGET.

YOU REMEMBER LAST MONTH, KYLE [INAUDIBLE].

ASSOCIATED WITH THE FACILITIES.

WE TALKED A LITTLE BIT ABOUT THAT.

THAT ASK WAS $880,000.

THE ONE TIME PAYMENT, THE FULL COST TO THE DISTRICT, INCLUDING THE DISTRICT BURDEN, PAYROLL BURDEN IS 722,000.

AND THE THERE ARE SOME TECHNOLOGY ITEMS THAT WE STARTED THE YEAR, AND WE AREN'T ABLE TO FUND THOSE FROM BOND FUNDS.

THE SUM TOTAL OF THAT IS MEAN 873 810 AND THAT IS WHAT I'M ASKING FOR YOUR APPROVAL TONIGHT.

THANK YOU, MR. JOHNSON. I KNOW WE HAD SIGNIFICANT CONVERSATION ON THIS AT OUR LAST BOARD MEETING.

WE APPRECIATE THAT. SO YOU'RE BRINGING IT TO US FOR ACTION, BUT I'LL OPEN IT UP FOR FURTHER DISCUSSION IF WE HAVE ANY.

ALL RIGHT.

ANY MOTION? I MOVE THE ADMINISTRATION THAT THE BOARD APPROVES THE BUDGET AMENDMENT TO THE 2023 2024 BUDGET AS PRESENTED.

SECOND, WE HAVE A MOTION AND SECOND.

ANY FURTHER DISCUSSION? ALL IN FAVOR? MOTION CARRIES 6 TO 0.

THANK YOU, MR. JOHNSON.

NEXT UP IS ITEM 10.6.

CONSIDER APPROVAL OF ANNUAL COMPREHENSIVE FINANCIAL REPORT.

SO ON THAT I'M GOING TO ASK LINDSAY KENNAMER WITH GARRETT AND WILLIAMS TO COME TO THE PODIUM.

SO SNOW GARRETT WILLIAMS PERFORMED THE ANNUAL AUDIT, OUR YEAR END IS OBVIOUSLY AUGUST 31ST 2023.

SO THIS IS FOR LAST YEAR.

AND THEY'VE DONE THIS AUDIT FOR SEVEN YEARS.

AND I'M GOING TO TURN IT OVER TO LINDSAY.

THANK YOU.

THANKS, DAVID. THANKS FOR HAVING ME TONIGHT.

AND ON A LIGHT NOTE, GOING THROUGH THE AUDIT REPORT.

LIKE DAVID SAID, MY NAME IS LINDSAY KENNAMER.

I'M AN AUDIT PARTNER WITH SNOW GARRETT WILLIAMS OUT OF WEATHERFORD.

LAST WEEK, WE MET WITH THE AUDIT COMMITTEE AND WENT OVER THE REPORT IN MORE DETAIL.

TONIGHT, I'LL JUST DO MORE OF A HIGH LEVEL OVERVIEW.

I'M GOING TO BE GOING OFF OF THE POWERPOINT, BUT IF Y'ALL ARE WANTING TO FOLLOW ALONG IN EITHER THE BOUND COPY OR THE PDF VERSION, I'LL GIVE YOU ALL A PAGE NUMBERS AS WE GO ALONG.

[01:40:03]

I'M THE FIRST THING THAT I'LL ACTUALLY POINT OUT IS THE CERTIFICATE OF THE BOARD.

THIS IS ROMAN NUMERAL 13 AND THE BOUND REPORT ON THE PDF.

IT'S PAGE 20.

AND THIS IS WHERE YOU SAW YOU APPROVE THE AUDIT REPORT.

AND IT REQUIRES THE SIGNATURES OF BOTH THE BOARD PRESIDENT AND THE BOARD SECRETARY.

WE HAVE AN UNBOUND CERTIFICATE THAT I'LL LEAVE WITH YOU ALL TO SIGN AND APPROVE, THAT CAN BE SCANNED AND RETURNED BACK TO US.

WE'LL DROP THAT INTO THE PDF VERSION OF THE AUDIT REPORT AND SEND THAT BACK OVER TO DAVID TO DO THE TEA SUBMISSION.

AND THAT'S DUE BY JANUARY THE 28TH.

IF YOU ALL CAN SIGN AND APPROVE, WE HAVE A COUPLE OF BOUND COPIES OFF TO THE SIDE.

THOSE CAN BE SIGNED AND APPROVED AND GIVEN BACK TO DAVID JUST TO HOLD ON FILE IN THE BUSINESS OFFICE AND I WILL MOVE OVER TO OUR INDEPENDENT AUDITOR'S REPORT.

AND THAT IS IN THE BOUND COPY PAGES ONE THROUGH THREE OR PDF PAGE NUMBER 22.

AND I JUST WANTED TO GIVE YOU ALL KIND OF A QUICK OVERVIEW OF WHAT'S INCLUDED IN THE INDEPENDENT AUDITOR'S REPORT.

WE STATE IN THE VERY FIRST PARAGRAPH THAT WE HAVE AUDITED THE FINANCIAL STATEMENTS OF CARROLL ISD AS OF AND FOR THE YEAR ENDED AUGUST 31ST, 2023.

AND THEN IN THE VERY NEXT PARAGRAPH UNDER OPINIONS, WE STATE THAT IN OUR OPINION, THE FINANCIAL STATEMENTS PRESENT FAIRLY IN ALL MATERIAL RESPECTS, THE FINANCIAL POSITION OF CARROLL ISD. AND THIS IS AN UNMODIFIED OR A CLEAN AUDIT OPINION, WHICH IS THE TYPE OF OPINION YOU WANT TO SEE IN YOUR AUDITOR'S REPORT.

IT'S THE HIGHEST LEVEL OF ASSURANCE WE CAN GIVE YOU ON THE FINANCIAL STATEMENTS, THE MANAGEMENT'S RESPONSIBILITY FOR THE FINANCIAL STATEMENTS.

MANAGEMENT IS RESPONSIBLE FOR THE PREPARATION AND THE FAIR PRESENTATION OF THE FINANCIAL STATEMENTS IN ACCORDANCE WITH GAAP, WITH GENERALLY ACCEPTED ACCOUNTING PRINCIPLES, AND ALSO WITH THE INTERNAL CONTROLS RELEVANT TO PREPARING THOSE FINANCIAL STATEMENTS.

OUR AUDITORS RESPONSIBILITY.

OUR RESPONSIBILITY IS TO OBTAIN REASONABLE ASSURANCE ABOUT WHETHER THE FINANCIAL STATEMENTS ARE FREE FROM MATERIAL MISSTATEMENT, AND TO ISSUE OUR AUDITOR'S REPORT THAT INCLUDES OUR OPINION, WHICH WAS THE CLEAN, UNMODIFIED OPINION AND BECAUSE Y'ALL ARE A GOVERNMENTAL ENTITY AND IT'S REQUIRED BY TEA, WE ALSO, IN ADDITION TO GENERALLY ACCEPTED AUDITING STANDARDS, PERFORM OUR AUDIT IN ACCORDANCE WITH GOVERNMENT AUDITING STANDARDS.

AND WE ARE REQUIRED TO ISSUE AN ADDITIONAL REPORT ON OUR CONSIDERATION OF INTERNAL CONTROLS OVER FINANCIAL REPORTING AND ON TEST OF COMPLIANCE.

AND WE DID NOT REPORT ANY INTERNAL CONTROLS OR COMPLIANCE FINDINGS.

I'M GOING TO MOVE OVER AND TAKE A LOOK AT THE BALANCE SHEET.

AND THIS IS ON PDF PAGE NUMBER 36 OR IN THE BOUND COPY.

IT'S ON PAGE 14.

AUGUST 31ST, 2023, THE TOTAL ASSETS OF THE DISTRICT WERE 82 MILLION.

TOTAL LIABILITIES WERE 9.6 MILLION, DEFERRED INFLOWS WERE 690,000 AND FUND BALANCES WERE 72 MILLION AND BREAKING THOSE FUND BALANCES OUT A LITTLE BIT MORE BETWEEN CATEGORIES IN YOUR GENERAL FUND.

OF YOUR TOTAL 72 MILLION, 45 MILLION OF THAT IS IN YOUR GENERAL FUND, APPROXIMATELY 10 MILLION OF THAT IS COMMITTED AND 35 MILLION IS UNASSIGNED. AND YOUR DEBT SERVICE FUND, WHICH IS YOUR OTHER MAJOR FUND FOR FISCAL YEAR 2023, YOU HAD ABOUT 19 MILLION IN FUND BALANCE.

ALL OF THAT IS RESTRICTED FOR THE PAYMENT OF LONG TERM DEBT IN YOUR OTHER GOVERNMENTAL FUNDS, WHICH IS THE AGGREGATED COLUMN OF ALL YOUR NON MAJOR FUNDS.

IT INCLUDES YOUR CAPITAL PROJECTS, FUNDS AND YOUR SPECIAL REVENUE FUNDS.

YOU HAD 7.9 MILLION OF FUND BALANCE.

THE MAJORITY OF THAT IS RESTRICTED FOR 6.1 MILLION RESTRICTED FOR CAPITAL ACQUISITIONS.

THAT'S YOUR CAPITAL PROJECTS FUND FUND BALANCE.

IT'S RESTRICTED BY THE BONDS AND COMMITTED FOR OTHER OF 1.7 MILLION.

AND THAT IS COMMITTED FOR CAMPUS ACTIVITIES AND SCHOLARSHIPS.

AND I'LL MOVE OVER AND TAKE A LOOK AT THE INCOME STATEMENT.

AND THAT IS ON PDF PAGE NUMBER 38 OR IN THE BOUND COPY ON PAGE 16.

FOR FISCAL YEAR 2023, YOUR TOTAL REVENUES WERE ABOUT 179 MILLION.

TOTAL EXPENDITURES WERE ABOUT 179 MILLION.

WE HAD OTHER FINANCING SOURCES OF 5.9 MILLION, WHICH BROUGHT US TO A NET INCREASE IN FUND BALANCE OF 5.7 MILLION.

AND AGAIN, THE ENDING FUND BALANCE OF 72 MILLION.

I'M LOOKING AT YOUR GENERAL FUND, WHICH IS THE FAR LEFT COLUMN.

IF YOU'RE LOOKING AT THE FINANCIAL STATEMENT AND YOUR GENERAL FUND, YOU HAD 134 MILLION IN REVENUES.

THIS WAS UP ABOUT 11 MILLION COMPARED TO LAST YEAR.

MOST OF THAT WAS IN INCREASES IN INTEREST INCOME AND IN PROPERTY TAX REVENUE.

YOUR TOTAL EXPENDITURES WERE ABOUT 132 MILLION.

THAT WAS UP ABOUT 7.9 MILLION.

AND THAT WAS PRIMARILY DUE TO INCREASES IN, RECAPTURE, AND THEN ALSO FOR INCREASES IN FUNCTION 51 FOR FACILITIES MAINTENANCE AND

[01:45:10]

OPERATIONS.

AND WE'LL MOVE OVER TO THE GENERAL FUND BUDGET, WHICH IS ON PDF PAGE NUMBER 69, OR IT'S ALSO ON THE BOUND COPY, PAGE 46.

IN YOUR GENERAL FUND BUDGET.

WE LOOK AT YOUR VARIANCE COLUMN AND IN COMPARING YOUR FINAL AMENDED BUDGET TO YOUR ACTUAL REVENUES, YOUR ACTUAL REVENUES CAME IN OVER BUDGET BY ABOUT 2.6 MILLION.

YOUR ACTUAL EXPENDITURES CAME IN UNDER BUDGET BY ABOUT 3.3 MILLION.

AND WE ALSO LOOK AT VARIANCES BY FUNCTION FOR YOUR EXPENDITURES.

AND THERE WERE NO INDIVIDUAL FUNCTIONS THAT WERE HAD MATERIAL NEGATIVE VARIANCES.

AND THE LAST THING WE'LL LOOK AT ARE THE SELECTED SCHOOL FIRST INDICATORS THAT WERE REQUIRED TO INCLUDE IN OUR AUDITOR'S REPORT.

AND THAT'S GOING TO BE ON LET ME SEE PAGE PDF PAGE NUMBER 96 OR IN THE BOUND COPY ON PAGE 71.

AND I WON'T READ THROUGH ALL OF THESE, BUT I DID WANT TO READ THROUGH A COUPLE THAT ARE DIRECTLY RELATED TO OUR AUDITOR'S REPORT.

THE FIRST ONE IS SF1.

WAS THERE AN UNMODIFIED OPINION IN THE REPORT ON THE FINANCIAL STATEMENTS AS A WHOLE? AND YES, THERE WAS.

THE SECOND ONE, SF TWO.

WERE THERE ANY DISCLOSURES IN THE REPORT OR OTHER SOURCES OF INFORMATION CONCERNING NON PAYMENT OF ANY TERMS OF DEBT AGREEMENTS AT FISCAL YEAR END? NO, THERE WAS NOT.

DID THE REPORT DISCLOSE ANY INSTANCES OF MATERIAL WEAKNESSES IN INTERNAL CONTROLS OVER FINANCIAL REPORTING AND COMPLIANCE FOR LOCAL, STATE OR FEDERAL FUNDS? NO IT DID NOT.

AND WERE THERE ANY DISCLOSURES IN THE REPORT OF MATERIAL NONCOMPLIANCE FOR GRANTS, CONTRACTS AND LAWS RELATED TO LOCAL, STATE OR FEDERAL FUNDS? AND NO, THERE WAS NOT.

SO ALL OF THE RESPONSES ON THE SCHEDULE WERE FAVORABLE.

Y'ALL SCORED 100% ON THESE SELECTED SCHOOL FIRST INDICATORS.

AND I DID WANT TO MAKE ONE CORRECTING STATEMENT BECAUSE I WAS ON THE WRONG LINE OF MY NOTES IN YOUR GENERAL FUND.

YOUR EXPENDITURES, I BELIEVE, WERE UP ABOUT $5 MILLION COMPARED TO LAST YEAR, NOT 7 MILLION.

JUST TO CLARIFY THAT.

WERE THERE ANY QUESTIONS I COULD ANSWER FOR ANYBODY? I KNOW IT'S A LOT OF MATERIAL.

IT'S ONLY 111 PAGE REPORT.

AND ONE QUESTION. I NOTICED THAT YOU STATED THAT THERE WERE NO DEFICIENCIES IN INTERNAL CONTROLS, ANYTHING LIKE THAT.

BUT OFTENTIMES THE AUDITORS PUT TOGETHER A.

BEST PRACTICES OR A OPPORTUNITIES FOR IMPROVEMENT.

DID YOU GUYS FIND ANY OF THOSE OR PUT OUT A LETTER TO THAT EFFECT? NO. SO WE DO WALKTHROUGHS OF CONTROLS.

WE DIDN'T HAVE ANYTHING.

WHAT WE LOOK AT IS KEY CONTROLS THAT WE IDENTIFY OVER BASICALLY ANY SIGNIFICANT TRANSACTION CLASSES.

AND WE DIDN'T COME ACROSS ANYTHING THAT WOULD INDICATE THAT THE KEY CONTROLS WERE NOT DESIGNED PROPERLY OR NOT IMPLEMENTED CORRECTLY.

WE COULD IF YOU WANTED TO DO A MORE COMPREHENSIVE LOOK AT CONTROLS, THAT'S SOMETHING WE COULD DIVE INTO A LITTLE BIT MORE.

I JUST KNOW THAT SOMETIMES AUDITORS DURING THE COURSE OF THEIR AUDIT, IT'S NOT A DEFICIENCY.

RIGHT. BUT THEY MIGHT SAY, HEY, HERE'S A BETTER WAY TO DO THAT.

AND THEY'LL PUT TOGETHER.

WHEN I AUDITED WE USED TO CALL THEM BLUE BACKS.

BUT YEAH, WE DIDN'T HAVE ANYTHING WITHIN OUR CONTROL TESTING WHERE WE RECOMMENDED ANYTHING ADDITIONAL TO WHAT WAS ALREADY DONE.

THE DISTRICT HAS REALLY GOOD CONTROL PROCEDURES IN PLACE.

SO WE HAVEN'T COME ACROSS ANYTHING THAT WE FELT LIKE NEEDED TO BE CHANGED.

BUT IF WE CAME ACROSS ANYTHING, YES, WE WOULD COMMUNICATE IT WITH DAVID AND WITH THE BUSINESS OFFICE.

WE DID HAVE A MANAGEMENT LETTER THAT WE ISSUED, AND IT IS A SEPARATE LETTER THAT'S AT THE BACK OF YOUR BOUND COPY.

YOU ALSO PROBABLY HAVE A PDF.

THE ONLY THING WE REALLY NOTED IN THAT WAS WITHIN THE DEBT SERVICE FUND, THERE WAS, EXCESS EXPENDITURES OVER BUDGET.

BUT THE REASON FOR THAT WAS BECAUSE Y'ALL DID AN EARLY DEFEASANCE OUT OF YOUR JUST EXISTING RESOURCES, AND IT WAS BUDGETED AS AN OTHER USE.

AND THIS IS JUST A TECHNICAL GATSBY THING, THAT IT HAS TO BE BUDGETED OR IT'S ACCOUNTED FOR AS AN EXPENDITURE.

SO IT ENDED UP IN FUNCTION 71 INSTEAD OF IN THE OTHER USE CATEGORY.

SO IT WAS BUDGETED.

IT JUST IT GOT SHIFTED INTO A FUNCTIONAL EXPENSE.

SO JUST SO YOU'RE AWARE, IF YOU SEE THAT COMMENT, THAT'S WHAT THAT WAS.

THAT'S CORRECTED. I MEAN IS THAT SOMETHING YOU CAN CORRECT.

OR YOU JUST NOTE THAT WE SO THE ACCOUNTING FOR THE ACTUAL TRANSACTION WAS CORRECTED TO PUT IT INTO THE FUNCTIONAL 71.

RIGHT. BUT THE BUDGET WAS ALREADY FINAL AND AMENDED AT THE POINT THAT WE LOCATED IT.

SO THAT PART CAN'T.

BUT WE'VE DISCUSSED IT.

[01:50:01]

AND IF I THINK YOU'LL HAVE ANOTHER EARLY DEFEASANCE AND IT WILL BE BUDGETED IN FUNCTION 71.

OKAY. ANY FURTHER QUESTIONS? ALL RIGHT. THANK YOU VERY MUCH.

THANK YOU VERY MUCH, MR. JOHNSON. ANYTHING I KNOW WE NEED A MOTION TO APPROVE.

YEAH, I MOVE THE BOARD, APPROVE THE 2022 2023 AUDIT AND ANNUAL FINANCIAL STATEMENTS AS PRESENTED.

SECOND, WE HAVE A MOTION.

AND SECOND, ANY FURTHER DISCUSSION? ALL RIGHT. ALL IN FAVOR? MOTION CARRIES 6 TO 0.

WE'LL MOVE ON TO OUR CONSENT AGENDA.

AND, YOU KNOW, THERE'S A COUPLE ITEMS THAT I SAW IN HERE THAT THE PUBLIC, YOU KNOW, MAY WANT A QUICK ANSWER TO.

AND I KNOW THEY'RE NOT THAT BIG OF A DEAL, BUT I'D LIKE TO I WOULD LIKE TO MOVE ITEMS 11.3 AND 11.4 FROM THE CONSENT AGENDA, TO DISCUSS, SEPARATELY, IF I MAY.

SO, DR.

LEDBETTER, CAN WE GO AHEAD AND JUST MAYBE YOU CAN JUST GIVE A QUICK EXPLANATION OF 11.3, WHICH IS THE 2024, 2025 PUBLIC INFORMATION ACT CALENDAR.

[11.3 2024-2025 Public Information Act Calendar]

YES, SIR. DURING OUR LAST LEGISLATIVE SESSION, THERE WAS HOUSE BILL 3033 THAT REQUIRES A SCHOOL DISTRICT TO REALLY IDENTIFY TEN DAYS THAT ARE NON-BUSINESS DAYS.

SO IT'S REALLY WHAT THEY'RE TRYING TO DO IS WE HAVE HOLIDAYS THROUGHOUT THE YEAR.

WE MIGHT HAVE TWO WEEKS AT CHRISTMAS, WE MAY HAVE A WEEK OFF AT SPRING BREAK AND THEN CERTAINLY DURING THE SUMMER.

TIME SCHEDULE. SO WE'RE ALLOWED TEN DAYS BASICALLY TO RESPOND TO A PUBLIC INFORMATION REQUEST.

IN THE PAST, IF THAT OCCURRED AT THE START OF ONE OF THESE BREAKS, OUR TEN DAY PERIOD DIDN'T START UNTIL AFTER THAT TIME, UNTIL WE WERE BACK IN SCHOOL.

BACK IN BUSINESS. SO THEY'VE ALLOWED US TO IDENTIFY TEN DAYS IN A CALENDAR YEAR FROM JANUARY TO DECEMBER WHERE THEY WILL BE.

THOSE ARE GOING TO BE OUR NON BUSINESS DAYS.

THOSE OTHER DAYS THEN WILL COUNT TOWARDS THE FULFILLMENT OF THAT DAY.

SO IT'S JUST IT'S REALLY JUST AN ACCOUNTING PIECE FOR US IN TERMS OF RESPONDING TO PUBLIC INFORMATION REQUESTS.

SO YOU HAVE A CALENDAR ATTACHED THERE THAT IDENTIFIES THE TEN DAYS THAT WILL COUNT FOR US.

ALSO GET NATIONAL HOLIDAYS ON TOP OF THAT.

SO IF SOMEBODY SENDS IN A PIA REQUEST LEADING UP TO THOSE DAYS, WE'LL SEND THEM SAYING, HEY, YOU'RE TEN DAYS.

DO NOT START UNTIL YOU KNOW SUCH AND SUCH DATE.

PART OF THIS BILL WE'RE REQUIRED TO IDENTIFY THOSE TEN.

OKAY. ALL RIGHT.

SOUNDS GOOD.

DO WE HAVE TO MOVE AND VOTE ON THAT NOW, OR CAN WE JUST MOVE IT BACK TO CONSENT AND VOTE ON IT? SINCE I MOVED IT OFF, I THINK YOU'RE.

DIDN'T VOTE ON IT.

OKAY. CAN YOU GO AHEAD AND MAKE A MOTION? YEAH, ABSOLUTELY.

I MAKE A MOTION THAT THE BOARD APPROVE THE 2024 2025 PUBLIC INFORMATION ACT CALENDAR AS PRESENTED.

SECOND. WE HAVE A MOTION.

AND SECOND, ALL IN FAVOR? MOTION CARRIES 6 TO 0.

THE NEXT ITEM THAT WE'VE MOVED FROM CONSENT AGENDA IS 11.4 TEA WAIVER MAXIMUM CLASS SIZE EXEMPTION.

[11.4 TEA Waiver: Maximum Class Size Exemption]

DO YOU WANT TO ADDRESS THIS? GOOD EVENING AGAIN.

AND I JUST WANT YOU TO REMIND EVERYONE THAT, EACH SCHOOL DISTRICT IS REQUIRED TO REVIEW OUR ENROLLMENT AND CLASS SIZES TO DETERMINE IF ITS CLASS SIZE FOR GRADES KINDERGARTEN THROUGH FOUR MEET THE REQUIREMENTS OF TEXAS EDUCATION CODE 25.112.

IF THE REVIEW INDICATES THAT ANY CLASS EXCEEDS THE ALLOWABLE LIMIT OF 22 STUDENTS PER THE 22 TO 1, THE DISTRICT MUST SUBMIT A REQUEST FOR EXEMPTION UNDER TEXAS EDUCATION CODE 25.1 12D.

THEREFORE, I'M GOING TO JUMP RIGHT DOWN TO THAT.

WE HAD ANOTHER CLASS SECTION AT CARROLL ELEMENTARY, SECOND GRADE, WHERE WE HAD SOME FAMILY MOVE IN WITH THE SECOND GRADE STUDENT THAT BUMPED A SECOND GRADE ONE SECTION OVER. AND SO WE ARE REQUESTING APPROVAL TO SEND A WAIVER INTO TEA.

OKAY. SO THIS IS JUST AN ELEMENTARY CLASS, SECOND DAY, GRADE ONE CLASS.

THIS IS NOT A BLANKET WAIVER TO INCREASE CLASS SIZE IN THE ELEMENTARY SCHOOLS.

THAT IS CORRECT. 100%.

ONE SECTION, ONE CLASS ONE GRADE LEVEL.

OKAY. THANK YOU.

I MOVE THAT THE BOARD APPROVE THE TEA WAIVER AS PRESENTED.

SECOND MOTION AND A SECOND.

ALL IN FAVOR? MOTION CARRIES 6 TO 0.

OKAY, LET'S MOVE TO OUR CONSENT AGENDA.
